President’s Report
Kerry Andersen
In presenting my report for the 2016/2017 season, I would first like to pay tribute to our former President Graham Leeks, who sadly passed away suddenly in November. Graham was a highly respected and passionate member of the Bowls WA Board. It is due to his leadership and tireless work, that the new Club Affiliation Fee was supported by the clubs and implemented following the AGM in July. We miss Graham’s presence at the Board table. As I moved to take the Presidency, changes to the Board ensued, with Tim Murray from the Sorrento BC stepping up to Deputy President and Chair of the Bowls Management Committee. Brian Lucas from the Sorrento BC and Debbie Capper from the Manning BC were duly appointed to the Board. Finance It is pleasing to see the Association return a surplus for the 2016/2017 year. I commend Finance Director Lisa Featherby and CEO Ken Pride who together held a tight rein on finances to bring in this result. Strategic Planning The Board has recently been hard at work formulating a Strategic Plan to take the Association forward to 2022. Supporting our Clubs and their members is a priority, and our mission to provide leadership, support and guidance to our Clubs, will achieve long term sustainability for the sport. To this end, our well attended Forums are a valuable tool in sharing information with clubs and will continue to do so into the future. The Regional Bowls Managers, Clive Adams and Shenayde Heldt are very active around the clubs, always available and provide a useful liaison for Club management. As part of a national branding strategy by Bowls Australia, February 1st saw the introduction of the new Bowls WA logo featuring our black swan. For the present time, the logo will be limited to stationary, the website and other forms of communication. Country Unfortunately Linda Deegan-Humphries was forced to resign from the Board and her Country portfolio in August due to ill health. I thank Linda for her services to BWA and wish her good health in the future. Ross Warburton, who has taken the reins as the Country Director is a great ambassador for the game and I thank him and his Committee for their commitment to issues facing our regional areas. Men’s and Women’s Country Week’s were once again important fixtures on the BWA calendar. Thanks to the metropolitan clubs who hosted our country players. Our regions continue to showcase rising stars, with the blue ribbon Singles events won by 16 year old Kaleb Walding from the Karratha BC and Jenny Parker from the Northam BC. I had pleasure in attending both the Men’s and Ladies’ Inter Zone Round Robin events, held at the Halls Head BC and Kellerberrin BC respectively. The cream of our country players competes in these events, and while competition is fierce, it is a wonderful opportunity to forge friendships and experience competition at the higher level. High Performance and Pennants The Bowls Premier League continues to gain momentum. A second event to follow the Pine Rivers tournament in November was held in New Zealand in February. Congratulations to the players who represented the Perth Suns – we look forward to the progress of the competition.

The State teams participated in a High Performance program with the Leading Teams organisation prior to the National Championships in April. I am sure the players now have a more focused and positive outlook for future success. Although the final results at the National Championships this year were not as successful as anticipated, the teams fought hard throughout the Series and finished the competition strongly. In the lead up to the Championships, the women tasted success in winning the Test Series against a strong NSW side to win the trophy which was initiated last year. Congratulations to the Junior boys who returned from the Nationals with a Gold Medal in the Fours. The two WA girls combined forces with the Northern Territory to win two bronze medals. Opportunities for bowlers continue to present, with a State Bowling Arm team to represent Western Australia at the Moama BC in September. Fifteen players of mixed gender have been selected to play and the best wishes of the Association are extended to the team. Good news for WA is the National Multi Disability Championships are to be held in WA in 2018 at the Kardinya BC. The Over 60s’ National Championships were held in October at the Osborne Park BC. The Club is to be congratulated on the presentation and management of the event. Bowls Australia recognises the growth in interest in this event, and now contributes towards player airfares. I have attended many events during the season, and I thank the clubs for their hospitality. Congratulations to all winners of Club Pennant divisions and State Championships during the season. Kristina Krstic is a rising star on the national scene and we wish her every success. Well done to Therese Hastings, Coach of the Year and the Manning BC, Club of the Year awarded at the Bowls Australia Awards night in October. WA is proud of you. The new metropolitan Pennant Structure necessitated a revised promotion and relegation system for the 2016/2017 season. With all colours now down to 8 teams, we look forward to a new season, to include a Challenge Cup played in a shortened version of the game. With the traditional pennant format and the flexibility of the Challenge Cup, players can choose to play more or less as it suits them, and we hope to encourage more players into the game. Partnerships We are indeed grateful for the on-going support of the Dept of Sport and Recreation by way of Organisation Sustainability Funding and the CSRFF grants to clubs. I acknowledge the sponsors of Bowls WA who give generously to support our organisation – Sheridan’s Badges, Henselite, BCiB, Aero Bowls, Crown Perth, Seniors’ Recreation Council, and ANZ. Board, Staff and Volunteers BWA could not operate without such a dedicated and efficient staff. I thank Ken Pride and his team for their commitment and diligence. Thank you to the members of the Board and the volunteer Committees, who so willingly give their time to progress the game in this State. I look forward to serving the bowlers of WA in the coming season.

The past 12 months have been in the main very positive for the Association. In short the bedding down of the move from a Capitation to an Affiliation Model has occurred seamlessly, our financial position has remained strong with a small surplus recorded, a new strategic plan has been endorsed by the Board covering the next five years and a change to the way we play and do business on and off the green has commenced. In terms of the Affiliation Fee Model, further discussion will continue with clubs as we commence an ongoing review of the system as promised when implemented. Club closures and amalgamations together with a review of the base fee system will occur in association with club representatives to ensure a fair and financially responsible system is implemented for the long term. Finance Further detail will be reported by the Finance Director elsewhere in this Report, however the reporting of a small surplus is testament to the close control of expenditure, the maintenance of corporate partners including on-going state government support, together with a mid year leasing of spare office space to the Good Sports organisation. Importantly for the first time since the late 1980’s, the ACTIVE membership of clubs as reported in Bowls Connect has increased over the CAPITATED numbers reported last year. This is a significant outcome and exactly what the Association had hoped would occur. The challenge is now to continue this upward trend. High Performance At the commencement of the financial year, the Board identified that not enough was being done in this area, with support for our players, coaches, officials and teams requiring a significant boost. As a result the state team over the past several months worked with the Leading Teams organisation, a leader in leadership and culture building and used by many of Australia’s pre-eminent sporting sides. These sessions proved very beneficial and will form an on-going program for our high performance group over the year ahead. Results will not come overnight but the building blocks for success are being put in place for a continued resurgence of our representative teams. The hosting of the Senior Sides Series at Osborne Park last October was an outstanding success. Compliments from all quarters were received and justifiably so as a combination of staff, volunteers and Osborne Park personnel ensured the Championships ran smoothly – with a great sense of camaraderie amongst participants. We look forward to again challenging for success on the Copper Coast in South Australia this October. There have been some outstanding individual performances which are certainly worth noting. Krstina Krstic continues to shine on the national stage with further accolades at Junior and Senior level. Her attainment of an Australian Cap is WA’s first in too long and we look forward to her efforts in making a Commonwealth Games side over the next several months. Helen Morss had quite a remarkable year in securing the state singles, pairs and fours trophies – almost the elusive grand slam, still yet to be achieved in the modern era. Clive Adams capped off a great season with his third Rosenthal Medal, having also served WA with distinction, receiving the Jim Sullivan Medal as the 9th WA player to play 200 state games.

Corporate Partners Bowls WA is fortunate to have a number of loyal partners. This past year has seen BCiB commit for a further term as the major sponsor of our metropolitan pennant competition, Henselite similarly renewed their commitment to Country Week and the state triples until 2018, with Sheridan’s Badges joining us as the Naming Rights supporter of Country Week for two seasons. In addition Crown Perth, the Seniors Recreational Council and Aero Bowls support various programs and events – all of which are much appreciated. I am also pleased to announce that BLK will join as a new partner for the following three years taking up the option of naming rights for the metropolitan Premier League and the new Club Challenge competition. The BLK Premier League and BLK Club Challenge are great additions to our partner base. My personal thanks to all for their support. Sport in WA is very much supported by the state government, often through the CSRFF which assists in club’s improving vital infrastructure. Bowls WA is similarly supported through the Organisation Sustainability Fund (OSP) which supports sport in providing a financially sustainable base from which to work from; this is vital in “keeping the doors open” and we thank the state government for their financial and non-financial support and advice. Changes ahead I foreshadowed in last year’s Annual Report the changes to the metro pennant competition and the move to a 14 week pennant game season, supplemented by a 4 week plus finals fast paced triples competition. Significant work has been completed by staff and many volunteers on the format, with collaboration with club representatives through the Forum structure occurring since January 2016. The call for fast paced formats of all sports is obvious. Cricket, Netball, Rugby, Tennis and Hockey are just some who have tailored their traditional offering to provide a sped up version to entice the younger market – Jack Attack, the BPL and now our own BLK Club Challenge are responding to this imperative. If we don’t embrace this, the world will continue to pass us by and we will drift into oblivion. Board, Volunteers and Staff My continued thanks to the best staff in the country, including the Bowls Australia Regional Bowls Manager’s. Each of the staff in their own specific roles is considered a leader in their field – both within bowls and in the wider sporting community. I often attend meetings where staffing issues are front and centre – this is something that I have been fortunate not to have to deal with for several years and I thank all of them for doing more than their job requires. It is a happy staff and they do a great job and all in the bowls fraternity should be grateful. Similarly I thank our volunteer committee members; often a thankless job and often one which attracts unfair criticism for their efforts to improve the sport. We need to remind ourselves that most of us simply walk onto a green and at the finish of the game walk off it and go home, forgetting the myriad of tasks that allows that to happen. Many thanks to the BWA and club volunteers for their efforts. Finally thank you to the Bowls WA Board for their support of myself and the staff. It has been a difficult period with the incredibly sad loss of our President Graham Leeks in November; he was a terrific man that made a difference. The seamless transition of Kerry Andersen into the Presidency under such difficult circumstances has been appreciated by all. Similarly a thank you to Nigel Smith (BA President) and Neil Dalrymple (BA CEO) for their ongoing guidance of the sport at a national level and their advice to those in the West when required.

With the sad and sudden passing of President Mr Graham Leeks the Deputy President and Chairperson of the Bowls Management Committee (Ms Kerry Andersen) took on the role as President of the Association. This is in accordance with the constitution governing Bowls WA. Consequently, I was appointed Deputy President and to the position of Chairman. The Bowls Management Committee carries the responsibility of developing new initiatives to our game with the intention of increasing participation and membership. These committees are always mindful of the need to inject a type and style of the game that has appeal to all participants. The form of these games may vary from a twenty-one (21) end game of pennants taking several hours to play to a one hour game of triples as set out in the Club Challenge. Once these initiatives have been supported by the Bowls Management Committee they are sent with recommendations to the Board of Bowls WA for ratification or otherwise. All members of the various operational committees give up their time voluntarily and take the responsibility seriously as they work hard to achieve their chosen goals. The Fixtures and Events Committee have a particularly difficult task in developing initiatives that gain universal support. In fact, this is not achievable as there are always contrary views as how to do things better. This Committee has developed a new format for the upcoming 2017/18 pennant season albeit this will be challenged and voted on at the Annual General Meeting in July. That issue aside, the Fixtures and Events Committee are to be commended for the planning and integration of the proposed new format. The Umpires Committee is a well disciplined and invaluable resource to the Association. They are there for the betterment of the game and are subject matter experts on how the Laws of the Game are interpreted. This includes existing laws and laws that may be introduced at any time. The Greens and Infrastructure Committee now has an agreed process for the inspection of greens. This ensures that all clubs are assessed using the same criteria. During the past year the Board at Bowls WA approved expenditure to assist the High Performance Committee in achieving sustained success for Western Australia. This included but was not limited to engaging a professional sports company (Leading Teams) to assist our State teams (Men and Women) to realise the potential we know we have in this State. Whilst success did not arrive immediately via the past State side series, the High Performance Committee are extremely confident that success is coming. On that point, success should not be judged on simply winning the title but on consistency of performance and personal manner including positive interaction with team mates. During the past year the Fixed Fee Model was introduced and early indicators suggest a substantial increase in social and corporate bowlers. It is through this method we can work towards transitioning these players into pennant or club championship players. Whilst I have only been the Chairman for a short period of time my thanks go to the BMC committee members, for their valuable commitment and support during the year.

Having come onto the Bowls WA board and then being asked to take on the Country Director’s role after Linda Deegan-Humphries resigned in August 2016, has been a learning curve that I hadn’t quite planned for. I’ve had tremendous support from the late Graham Leeks and now Kerry Andersen, Ken Pride and his office staff as well as all the country administrators and players. Bowls Connect After two years, country leagues and clubs have become accustomed to the new bowls connect system which has made recording pennant results much easier. Appreciation is extended to Aaron Delaporte and all the staff at Bowls WA for the effort they have put into getting this programme up and running. Country Week Numbers were down slightly on last year, however we saw another record broken with 16 year old Kaleb Walding from Karratha winning the Men’s Country Week Singles title. Congratulations to all the other Country Week winners and Gnowangerup for Men, Northam for the Ladies who were the champion clubs. 2017 winners Men’s Singles - Kaleb Walding from Karratha. Men’s Pairs - Kevin Heberle, Victor Wellstead from Gnowangerup. Men’s Fours - Arthur Crabbe, Michael Johnson, Allan Shaddick, Greg Stewart from Gnowangerup. Best Performed Men’s Country Week Club awarded to Gnowangerup. Women’s Singles - Jenny Parker from Northam. Women’s Pairs - Lee Poletti, Jill Adam from Geraldton. Women’s Fours - Pat Huckson, Gayle George, Aileen Manderson, June Gmeiner from Meadow Springs. I would like to thank all those Metropolitan Clubs who made their clubs available and thank the many volunteers who make their time available to manage Country Week. Inter Zone Round Robin I was able to attend two IZRR’s, the Men’s Fours at Halls Head and Ladies Pairs at Eaton . The Men’s Fours was decided in the last couple of ends with the South West Zone coming out victors and the South West Zone winning the Ladies Pairs. The Eastern Zone won the Ladies Fours. I congratulate those Zone winners and would like to take this opportunity to thank those clubs that hosted these events.

Country Awards The Annual Awards Night held on the 26th May at Crown Perth was a very successful and enjoyable night. Congratulations must go to Ken Pride and his staff for the way they organised the night and the recipients of various awards. Dates and Venues will be decided by each Zone with Presenters and Assessors from each Zone being complemented from P & A’s from the Metro area. In Summary As we go forward, Country Clubs are finding it harder to cover running costs of their clubs. Clive Adams and Shenayde Heldt have been employed by Bowls Australia to help and advise with any issues that Clubs may be having. I look forward to the year ahead with a new competition to be rolled out in the Northern Zone on the same lines as the BPL competition held in Mandurah. If this is successful it will be held in the other Zones with each winner getting an automatic entry into the Mandurah BPL.

The Club Development Committee (CDC) has a clear objective to help bowling clubs to be successful by providing support and resources in many vital areas. The CDC has been working very hard over the last twelve months with a few of the projects about to be launched. It is important Clubs provide feedback to Bowls WA about what is needed in clubland and how the CDC can continue to provide value to clubs for the betterment of the sport. A Club Resource Guide will be online over the next few months and will provide a vast array of resources for the clubs and members to utilise. Creating a one stop resource guide with the latest relevant information will be a vital element for success. The Bowls WA resource guide will include many elements that includes governance, recruitment, management and marketing, sponsorship, compliance and many more areas. It will have examples for small clubs and large, links to the most up to date information on all facets of running a successful bowls club. The WA Club Resource Guide has been launched in unison with a Bowls Australia Club Resource Guide which combined should give clubs all the tools needed to be successful. Once again it is important to note that clubs can proactively assist Bowls WA to improve this service so feedback is vital so that we can continue to keep this relevant and up to date for clubs into the future. The 2017 marketing campaign will be launched in late spring to attract new members and people wanting to play social bowls. The CDC has worked through the process with the marketing company Lateral Aspect. The campaign design will be launched to the clubs soon as we are gathering information for the new social bowls website that is being developed. The logos, social media concepts and promotions are all well underway to be shown at the AGM. The CDC in consultation with the WA Sports Federation has commenced roll out of a major governance tool that all clubs can utilise in the future called Top Club. Created by sport for sport, the Top Club project engages club members in developing club values, vision and identifying appropriate and inappropriate behaviour as part of developing a year-long club plan. The plan assists the president and committee in identifying key tasks to be undertaken. With Triathlon and now Bowls joining the program there are ten sports involved with Top Club. Clubs who undertake the Top Club program receive great benefit for only a few hours of consultation as a Top Club facilitator takes 3-4 club committee members through the program to develop a plan for your club. Ahead of the Top Club session, a survey will seek individual club member input. These results feed into the program so your committee can see what is considered most important by members. I would personally like to thank Bowls WA Operations Manager Aaron Delaporte for his excellent work in the background that makes all these initiatives possible along with the committee members over the last year. Shenayde and Clive have visited most of the clubs in Western Australia which has provided vital feedback and information not only to the clubs but back to the CDC for future reference. We have created a great team who work many hours to make bowls better for all in WA and it’s very exciting to see all that is being done. Over the past few years the brief of the Bowls WA Greens and Infrastructure Committee has expanded significantly to not only include the inspection of bowling greens and the banks but to also include areas that may present danger to bowling members and the general public alike. With all metro bowling clubs being inspected over a one week timespan in early October each year the current members of the BWA Greens and Infrastructure are required to work extremely diligently and productively at each club visit. As the Chair of the Greens and Infrastructure Committee I would likely to wholeheartedly thank my members for the job they do especially at the start of each season but as well as the many call backs that they are required to do during the year when greens that were previously not ready or have been renovated and need to be inspected for Pennants. The current Greens and Infrastructure Committee runs on the bare minimum of members required. Each inspection team is made up of two people and are generally organised into the four regional areas. With the Committee already down on personnel this past season and a couple of the current members indicating they are not able to continue next season, it is imperative new volunteers are found. If clubs have people who they believe would be good at this type of volunteering, I urge them to put their name forward so that I may have a talk to them. While for a short period of time in October it is a fairly time intense job, it is also very rewarding with the relationships that are formed with fellow Committee Members as well as the many fine people you meet at the clubs. Whether it is the paid greenkeepers, volunteer greenkeepers or club committee people, everybody is doing their best to provide the best facilities they can to enhance their clubs reputation on and off the bowling green. BWA Committee members are there to help and provide guidance to make clubs better which can be a very rewarding experience when we all work together. While we know the seasons continue to change and are becoming more unreliable, we are never quite sure when the sun will shine or when the rains will come, grass green clubs did a terrific job to have a vast majority of greens ready for inspection during the first week of October, requiring minimal revisits to ensure a club had enough greens to be ready for the Pennant season. There continues to be an increase in the number of synthetic greens either being put in brand new or being replaced due to the life span of the previous synthetic green coming to an end. A vast majority of these greens seem to be sand filled synthetics rather than the carpet variety as the sand filled type continues to improve in consistency and increase life span. Any club looking to either replace a current synthetic or put in a new one should do plenty of homework before they commit to one of the most important decisions a club committee can make. I am always available to point you in the direction of the important information that you may require and it is pleasing to note that clubs are also willing to pass on the information they have gathered to others in the bowling community. Lastly I would like to thank all the club personnel that the Committee have been in contact with for their willingness to listen to what is required when the Green Inspection Report or a Greens Work Order is being filled out at the clubs during the year. While similar issues occur each year like rebounding bowls, clubs continue to work hard to overcome these issues to make the bowlers experience as enjoyable as possible and for that I and the Greens and Infrastructure Committee thank you.

As a volunteer group, the Fixtures & Events (F & E) committee, with the support of Bowls WA Competition Manager Pieter Harris, attempt to provide a structure to the WA bowling community by delivering a pennant competition along with State Championships, Over 60’s events, Under 18 Championships and various other major bowls events. In order to do this, my committee dedicates many hours involving planning and drafting calendars, reviewing and updating Field of Play and Conditions of Play documents (all during the off bowling season), adjudicating pennant disputes, organising draws and venues for events and then attending the events to oversee the running of them. The F & E committee is currently made up of six very dedicated members who go about their duties without expectation of any acknowledgement but enjoying being a part of the BWA organisation. I thank them for their commitment and, as a bowler, I appreciate the fact that without them Bowls WA would not be able to provide the competition structure that it currently does. Obviously, many other match officials and umpires at a club level are required to assist the F & E committee and these volunteers play their part in providing the competitive structure for bowlers to enjoy. I thank them all and appreciate the effort they put into supporting their individual clubs and Bowls WA. Another group that supports our committee are the green keepers and club officials who look after their clubs’ greens. Without the cooperation of clubs in making their facilities available for events no competitions would take place. The Bowls Management Committee (BMC) is made up of another group of volunteers who represent bowlers throughout the state. They play an important role in considering recommendations made by the F & E committee before changes or decisions are implemented. The members of this committee form a vital connection with the bowling community of which they are all members. I thank them for the support and encouragement they give to the F & E committee. At the time of writing this report, I am excited by the innovations that my committee have put in place for the 2017/18 season. The change to 14 pennant games, 8 sides per colour, a restructure of the divisions and the introduction of a Club Challenge Cup in the form of triples sets play, will enable more flexibility in the amount of time players have to commit. Change is all around us and our lifestyles are making us time-poor. If we don’t embrace change then we get left behind. I thank all who have supported the efforts of my committee to provide a pennant structure that will suit club members who need greater flexibility. Thanks also to the BWA board and staff who have encouraged and supported our committee throughout the past year. The pool of volunteers is very quickly drying up and I implore lovers of the sport of bowls to consider taking on a role within one of the BWA committees. If you have ideas, suggestions or skills to offer that will support or improve our great game then bowls needs you now.

The data management system now in place across the whole country and in particular in WA has meant we have access to better current statistics on the levels of Officiating personnel than ever before. With two main courses held annually in the Metro region plus some smaller group courses held, particularly for those officials re-accrediting under the simplified ‘continuing professional development’ style accreditation requirements, there has been a total of new & re-accrediting103 National Umpires and 11 Measurers across some 60+ clubs. This brings the total officiating list within the Metro Region to 3 ITO’s; 494 Umpires (both National & existing Level 1& 2); 52 Measurers and some 12 Markers. Country Leagues have been busy too, with some 125 new & re-accrediting officials to bring the total Officiating list across all Country Leagues to: 1 ITO; 557 National & existing Level 1/2 Umpires; 69 Measurers and 26 Markers. While these statistics look good when viewed simply as numbers, they are a little skewed by the fact that some Clubs & Leagues are more diligent in maintaining their respective essential capabilities, others find it more difficult to do so. Reiterating past years comments, clubs in particular need to ensure they attribute a higher responsibility to their members toward the clubs’ Officiating obligations, if they are to continue as viable sporting entities. In the Country, this is caused by the tyranny of distance and the fact that not all leagues have had the opportunity to qualify Presenter & Assessors (P&A) with 19 P&A’s from 13 of the 21 Leagues. This has required some of those P&A’s to assist adjacent Leagues by conducting courses for them. Those 19 P&A’s are to be commended on their efforts and deserve our gratitude for their achievements. The Metro area has seen an additional 3 P&A’s qualify, to bring the number to 13 currently. The roll-out of further P&A’s to ensure we can service all Leagues is dependant upon current considerations by Bowls WA (as opposed to the Umpires Committee) to try to qualify additional ‘Cert IV Train the Trainer’ (the mandatory qualification currently required Nationally by Bowls Australia and the Australian Sports Commission personnel who can then accredit Officiating P&A’s.) Two of our four International Technical Officials (ITO) have actively participated in officiating at the Australian Open and two have been selected to officiate at the Commonwealth Games in 2018. Two have also officiated at the recent 8-Nations tournament. Thanks go to Yokine and Willetton clubs for their vital level of support this past year in providing the venues for the Metro courses (and, of course, Brian Jeppesen & Mt Pleasant for the P&A training sessions).

Grassroots Social Inclusion Bowling continues to be a sought-after activity with the weekly BowlAbility program at Kardinya Bowling Club running for six years. Add to this the Inclusion Carnivals hosted by Inclusion WA and Associated Catholic Colleges that aim to increase active participation in sport and recreation in communities, plus the ad-hoc requests that regularly come for information on bowling aids for long term players and we can see how important social inclusive bowls programs are! The 2017 State Multi-Disability Championships was played in April at Kardinya with 24 participants in three categories of Deaf, Intellectual and Physical. In a unique twist we had a component of Bowling Arm participants for the first time grouped into the physical category. As of next year the Bowling Arm players will compete within their own category as a seeding process for the Representative Arm Side (more details on this further down). Our Championships next year will change title to become the “State All-Abilities Championships”. The National Multibowl Championships are run by Disability Sport Australia for players with physical disabilities. This year’s event was held at Raymond Terrace in NSW during May. The WA team hosted five players and while luck was not on our side for winning games, it certainly was for sportsmanship! Bowls WA has been working for six years to develop Inclusive Sport Practices and respective pathways and we are very pleased to announce that WA has been selected to host the 2018 Multibowl Championships at Kardinya in May - this is a first, and definitely not the last, for WA. In the lead-up to the Commonwealth Games next April Bowls Australia is looking to select Bowlers with a Disability (BWD) to compete in the para-triples competition. The Gold Coast event will feature the largest para-sports program in Commonwealth Games history. After years of competitions in BWD State and National games, representing both NSW and WA, Eddie Gollan was selected as a member of the BA Para Squad fighting for a position in the Side for the upcoming Games. Dudley Park Bowling & Recreation Club successfully hosted the 2017 National Deaf Bowls Championships in early May. Over the six days, a total of thirty six bowlers participated in eight championship events. WA was well represented and competed successfully in finals securing Gold Medals in Men’s Triples, Pairs and Singles. In addition, the highlight of our recent Bowls WA Awards Night was the induction of John Ravlich, a deaf bowler from Cockburn Bowling Club, into the Bowls WA Hall of Fame. Starting in 2011 the first Bowling Arm Interstate Challenge was played between Victoria and New South Wales. This expanded in 2013 with the addition of South Australia, and again in 2016 with the addition of Queensland. In 2017 the Challenge will be held in Moama, NSW in September – and they will now have a WA Representative Side attending! Laurie Blurton from Bunbury has been selected to coordinate and develop the WA Representative Side. Trials took place for the inaugural Selections while future selections will come from a yearly seeding Championship. Congratulations to the 15 Player Side and 2 Reserves selected.

2016-17 has been a busy and productive year for Bowls WA with players representing in the Under 18, Over 60, and Australian State Side Championships. Add to that the recently developed Bowling Arm and Disability Sides (reviewed in Inclusive Practices), the ongoing BWA Academy and NTC programs and we are a very busy sport.
The BWA Bowls Academy has grown to 16 participants with strong representation from Country and Metro Clubs: Chris Ace-Watson (Boulder), Jillian Adam (Geraldton), Paul Davies (Leeming), David Grima (Doubleview), Lex Harris (Busselton), Robin Higgins (Osborne Park), Gareth Hill (Cockburn), Monica Huynh (Mosman Park), Joanne Lancaster (Beacon), Ben Leggett (Joondalup), Ashley Mackin (Tammin), Jenny Parker (Northam), Lesley Robinson (Busselton), Shane Smith (Quinns Rock), Matthew Whitely (Bindoon) and Sally Wilke (South Perth). On a National level WA saw Patrick Quinlan (Osborne Park) included in the Australian Junior Jackaroo Squad, Kristina Krstic (Manning) continue her Australian Representation after being selected for the Trans-Tasman and Eight Nations International Games, and Eddie Gollan (Kardinya) representing in the same Games as part of the newly developed AWD Para Squad. The Under 18 Championships at Holdfast Bay, South Australia in October saw WA come home with Boys Fours GOLD and Girls Pairs and Triples BRONZE – an excellent result! WA selections included Daniel Ainsworth, Nathanial Fuge, Cory Day, Jack Campbell, Patrick Quinlan, Kellie Ainsworth, and Georgia Cant. WA hosted the 2016 Senior Side Series at Osborne Park and it was a fantastic event! Unfortunately, we missed out on the home-side advantage coming sixth in the Women’s competition and third in the Men’s. Congratulations to Linda Warburton and Gordon King who won the WA Player of the Series awards. 2017 will see the Over 60 Sides compete on the Copper Coast of South Australia – the first of a three year run in this area! WA finished strongly at the Australian Sides Championships, held at Lockley’s South Australia, despite deteriorating conditions which included strong winds and pouring rain. The WA Men finished the series in sixth spot with two wins and five losses. Despite a slow start the WA Women can be proud of their efforts during the series resulting in a fourth spot standing. Kristina Krstic and Hailey Adams were awarded the Beryl Godfrey award as best players for WA, while Cody Packer took out the Eddy/Wishart medal as the best player of the series for the men’s team. The 2015 Department of Sport & Recreation High Performance Key Findings and Recommendations resulted in the development of an Action Plan for recommendations with a medium to high priority and we continue to work towards improving all aspects of these areas. A direct result of these priorities was hiring Leading Teams, who have been developing high performing teams and leaders for over 20 years, to conduct sessions with the WA State Side. These sessions are intended to drive our High Performance to an increased playing level nationally.

The National Training Centre (NTC) in Western Australia is the working base for our current and future Australian Representatives in the Australian, NTC, U18 and Athletes with a Disability (AWD) squads. Currently Western Australia has one Australian capped player in Kristina Krstic, one Australian Under 18 member in Patrick Quinlan, one AWD in Eddie Gollan and seven NTC squad members in Corey Bessant, Cody Packer, Lewis Grigg, Shenayde Heldt, Cameron Harris, Marcus Simpson and Nathan Jones. The players in all these squads work through training programs which are individually designed to develop their skills through drills and regular one on one and group coaching sessions. The National Coach, Steve Glasson, receives monthly reports on the progress of each player and all results from State and major events are reported. In this day of instant communication all players have the opportunity to put themselves and their achievements before the National Selectors. As well as skill development, each player is supported to have a life balance between their sport and other significant commitments. We have continued working with the Department of Sport and Recreation (DSR) and the Western Australian Institute of Sport (WAIS) to deliver the “Developing Champions” program. Work, study and family/personal commitments require an extreme balancing act to enable athletes to make the most of their time and direct their energies as required. All of our squad members need ongoing support to maintain a fully functioning lifestyle. The expectations on squad members to perform monthly tasks and to submit monthly updates require the athletes to have an organised and well managed diary while adherence to the highest standards of professionalism, ethics and personal responsibility are key values of the squads. Highlights for the Western Australian squad this year have been the selection of Kristina Krstic to play Test Matches against England, her selection in the Australian Development Team to play in the Trans Tasman series and her selection in the Australian Team to play in the Multi Nations competition at Broadbeach. Also representing Australia in the Trans Tasman is Eddie Gollan who will wear the Green and Gold against New Zealand and in the Multi Nations tournament. Another squad member to perform well was Cody Packer who won the WA Player of the Series award in the annual sides series in Adelaide and won the WA Master Pairs. At a State level, Shenayde Heldt won her first State Title with a win in the fours while Kristina won the Master Singles. Patrick Quinlan and Marcus Simpson won the U18 Triples title. Thanks again to Innaloo Sportsman’s Club who have been our base for group training sessions throughout the year. Having an undercover venue available to us is of great benefit and is greatly appreciated. Having the opportunity to work with our developing players is tremendously fulfilling for me as a coach and I congratulate them all for their continued efforts as they strive to attain their sporting and life goals.

Bowls Australia Regional Bowls Managers Report by Clive Adams
It’s been another big year of bowls throughout Western Australia. In a constantly changing world, the challenges facing clubs are endless, with clubs statewide trying to encourage the community to embrace their club, whether it be for bowls competitions, social bowls, or to simply experience the social enjoyment that a bowls club offers. We added a second Regional Bowls Manager this year in Shenayde Heldt, allowing us to cover the entire bowling community of Western Australia. Clubs visited include South Hedland in the North, Kalgoorlie/Boulder in the East, and Esperance in the South, and everywhere in between. Deserving Award Winners Manning Bowling Club, a club supported by myself initially, and now Shenayde, was awarded Bowls Australia’s Club of the Year, in a deadheat with the powerful Helensvale Bowls Club on the Gold Coast. This award recognised the wonderful work the club has done with its Jack Attack program, which has grown from strength to strength, seeing growing numbers in both the competition, and in the coaching programs that Manning has hosted as a result. Manning’s community work was also crucial in collecting the award – congratulations to all involved. Bowls WA’s Club of the Year Metro award went to Osborne Park Bowling Club, a club that continues to promote our great sport and the club itself brilliantly. Gnowangerup collected the Small Country Club of the Year award, as the club celebrated a magnificent Country Week performance. Dowerin was crowned Country Club of the Year rewarding a great performance by a diligent committee and club members. Whilst winning awards is wonderful, we certainly acknowledge the great efforts, that Shenayde and I see every day, that are going on in clubs statewide. There truly are some great people out there in all our clubs. School Programs The Federal Sporting Schools program continues to provide opportunities for primary school students to experience bowls right there at school. We have seen a great uptake in the program, with some wonderful success stories. We are still on the lookout for more people to get involved in conducting sessions with schools – a WWC clearance and some simple online training is all that is needed. If you have a passion for working with kids, and love our great sport, this could be for you. School programs are also the gateways to engaging families. By engaging kids, you not only look after the future, but the parents who are also the present. Having schools running programs, and backing them up with invitations to come to the Club, will open people’s eyes to the inclusiveness and family friendly aspect of our sport. Jack Attack We must continue to look for more exciting formats and times to play bowls – our community is demanding opportunities other than weekends to play bowls – we must embrace it. Many clubs are now running successful Jack Attack programs with 18 clubs having signed up across Western Australia. Using different playing formats, rather than simply sticking to the traditional methods will help in attracting more people to our clubs.

Planning One of the most crucial aspects of a successful club is planning. A good plan shows you are an organised club that can achieve your goals. It gives direction to members and encourages others to get involved – if you can see a pathway you are more likely to want to be part of it. Many clubs see the planning exercise as a difficult one, however it really isn’t. Bowls Australia has a simple template that can get you started with the planning process. From there you may wish to maintain a simple plan, or develop more strategic plans, but we will assist every step of the way, and we can learn from other clubs nationwide. Planning is also imperative in engaging with your local council. Facilities I am continually stunned at the great facilities that our clubs have throughout the state. Certainly we have been lucky in terms of the funding we have seen spread across WA, providing come wonderful synthetic greens and clubhouses. The critical component however is clubs must have a plan and budget for maintaining such facilities. Putting money aside to secure the replacement and maintenance of your club in the future is possibly the most important aspect of club management. Learning Opportunities Both the Department of Sport and Recreation and your local councils provide forums and seminars free of charge, for your club to attend and learn. This year’s club development sessions provided by DSR were very beneficial to attend, however just 2 or 3 bowling clubs attended. These sessions allow you to network with key people as well as hear what clubs in other sports are doing to attract people. Reach to out to your RBM Shenayde and I want to hear from you when you want help, or want to try something. Our role is all about helping clubs, so it makes sense that the best time to see you would be driven by you. We can make appointments, however it really works best when you contact us. Inevitably, when we meet with clubs, we always find something we can work together on, or to which we can contribute. BPL Cup An exciting new prospect is coming, as club players will have the opportunity to play bowls on the biggest stage of them all – the show rink of the Bowls Premier League. For 2017, WA’s qualifier for the BPL Cup will be determined at the Mandurah BPL Cup event that has proven very popular in the last 2 years. In 2018 however, knockout qualifying will be held throughout WA, with the winner making the trip to Pine Rivers to compete on the BPL Cup stage. A final message Shenayde and I have a passion for bowls, and we honestly have great pride from seeing clubs succeed and thrive. Invite us into your club and let’s see what we can achieve. Have fun in your club! A great person once said “We don’t join clubs to be miserable, we join to have fun!” Remember that as we face the challenges that lie ahead, and let’s continue to drive our great sport into the future. The association has finished the 2016/17 year with a surplus of $10,404, a great result considering the forecast position was a deficit outcome. 2016/17 has been the first year of the AFFILIATION FEE and the clubs have embraced the new model with only limited requests under the hardship provision. We are now in line with Bowls Australia and many of the other states and although there are future challenges in respect to this model the Association can now move forward with greater certainty of income; while our member clubs have a clear picture as to their funding obligations to the Association well in advance and can raise their affiliation fee as appropriate for their club structure. Tight financial control has been the key to the turn around this year. Although we continue to be supported by the State Government though OSP funding this assistance has not gone up in recent years. Some of the turnaround can be attributed to lower staff costs; along with lower costs against High Performance and general savings across the board. The return to more favourable market conditions has also helped with a higher level of interest and distributions from invested funds. The Association is mindful of the need to maintain, if not increase, government funding and works well in partnership with DSR to fulfil its requirements so this can occur. State government funds however are under pressure and this is an area of concern. Sponsorship is also difficult to secure but the Association has worked hard to gain new sponsors for Country Week and various other events – a great result considering these challenging economic times. The Association is also utilizing its office space to maximum efficiency letting some of its space to various tenants after a refit late last year. This is another source of revenue for Bowls WA that has the potential to increase slightly in the coming year. A major spend on marketing to support our clubs with a view to improving their financial viability with new members and greater participation in social and competition bowls is in the pipeline with some preliminary monies allocated this year. Funds were set aside in the good times for this and will be spent over the coming year; with an ongoing allocation to marketing the game required in future budgets. This will have a significant impact on our cashflow but is a necessary spend for the benefit of our members. NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30TH APRIL, 2017 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES This special purpose financial report has been prepared in accordance with Australian Accounting Standards and other mandatory professional reporting requirements and the requirements of the Associations Incorporations Act (WA). The financial statements have also been prepared on the basis of historical costs and do not take into account changing money values, or, except where stated, current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange for assets. The accounting policies have been consistently applied, unless otherwise stated. The Board has determined that the Association is a non-reporting entity. The following is a summary of the significant accounting policies adopted by the Association in preparation of the financial statements: a)
Property, plant and equipment Freehold land and buildings are brought to account at cost or at valuation determined by the Board. The depreciable amounts of all fixed assets are depreciated over their useful lives commencing from the time the asset is held ready for use. For the purposes of depreciation of fixed assets, the Association has elected to adopt depreciation rates set by the Commissioner of Taxation.
b)
Employee Benefits Provision is made in respect of the Association's liability for annual leave and long service leave at balance date. Long service leave is accrued in respect of all employees and provided for in the accounts in respect of all employees with more than three years service with the Association. Contributions are made by the Association to employee superannuation funds and are charged as expenses when incurred. The Association has no legal obligation to provide benefits to employees on retirement.
