METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS Conditions of Play for Country Pennant Competitions are determined by the Country Leagues and where possible, should be consistent with the Metropolitan Pennant Competition General Conditions. 1. GENERAL CONDITIONS Clubs entering a side or sides into the Metropolitan Pennant Competition acknowledge and agree to abide by these General Conditions and the specified Conditions of Play for each of the individual competitions which comprise the Metropolitan Pennant Competition. Clubs not abiding by these General Conditions or individual competition Conditions of Play shall incur a penalty, which may include but is not limited to; loss of points or a fine. 1.1 Integrity (i) Clubs and players shall respect the integrity of all graded pennant competitions conducted by Bowls WA. (ii) Clubs and players shall respect and support the integrity of the separate men’s and women’s pennant competitions. (iii) Clubs shall ensure that when nominating sides into specified gender competitions that they have sufficient capitated players of that gender to support the number of sides nominated for that gender. 2. ELIGIBILITY 2.1 Clubs (i) Only metropolitan clubs affiliated with Bowls WA may enter the Metropolitan Pennant Competition. (ii) A club when entering the Metropolitan Pennant Competition for the first time or applying for an additional side in that competition will generally only be eligible to enter the side into the lowest pennant division applicable; thereafter a clubs divisional entitlement will be determined by the annual promotion and demotion system. 2.2 Players (i) A player must be a capitated member of a club affiliated with Bowls WA. (ii) A player shall play in the Pennant Competition for their Home Club as defined in the Field of Play Rules (FOP). (iii) No player shall be permitted to play in any Pennant Competition who is under suspension or has been expelled by any State Authority or Bowls Australia. 2.3 Multiple Club Membership A Player who is a member of more than one club shall; (i) Pay capitation at only one club which shall be regarded as the player’s Home Club. (ii) Only play in the Bowls WA Pennant Competition for their Home Club unless a player’s Home Club does not enter a side into a Defined Bowls WA Pennant Competition. A player wishing to play in that Pennant Competition for another club of which they are a member; must complete the Multiple Club Pennant Application Form and forward to Bowls WA for permission to play. (iii) A club will be forfeited and may incur a fine if: ► A club plays a player who is not capitated or; ► A club plays a player after the first pennant game who has not been transferred correctly. ► A player competes who has an unresolved debt with Bowls WA or; ► A player competes who is under suspension from Bowls WA. 3. NOMINATION OF A PENNANT SIDE The nomination process for the Metropolitan Pennant Competitions is as follows: (i) Nomination forms detailing divisional/colour entitlements will be sent to each club prior to the commencement of each season. (ii) Clubs unable to meet the advised divisional entitlements shall at their first available opportunity inform the appropriate Bowls WA Fixtures and Events Committee in writing; that they wish to decrease or relinquish specific entitlements. (iii) Applications for additional Pennant Sides shall be in accordance with 2.1(ii) of these General Conditions. (iv) Nominations for specified gender competitions shall be in accordance with 1.1 (iii) of these General Conditions. (v) Clubs must nominate sides on the Pennant Entitlement Nomination Form and return completed nomination forms and applicable fees by the indicated due date. (vi) Clubs that will have more than one team in a colour/division will be asked at the time of the draw to grade their teams. (vii) Nominations are not a guarantee of placement into the specified division/colour.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS (viii) The Bowls WA Fixtures and Events Committee will assign nominated sides to divisions/colours and in the best interests of the competition be entitled to: ► promote or demote a nominated side in order to fill a vacancy within or correct an anomaly in a pennant division/colour; ► any such action shall be made based on the performance of a side in the previous season and; ► A club shall be notified in writing when an adjustment occurs. (ix) Clubs with extra players but not enough to form a side may contact surrounding clubs during the off season to ask if they would like to enter a combined Pennant Side in the relevant Pennant Competition under the following restrictions ► Clubs combining to form a new Pennant Side will only be able to enter in the lowest Pennant Division of the requested competition. Completion of an Amalgamation of Pennant Team Form must be made to Bowls WA Fixtures and Events Committee from both clubs stating who the home club will be. Combined club teams will be able to wear their own club uniform. ► If a club already has an allocated entitlement in a division that is the clubs lowest side but not the Defined Pennant Competitions lowest division, they may approach another club to join with them to continue in that division. Completion of an Amalgamation of Pennant Team Form must be made to Bowls WA Fixtures and Events Committee from both clubs stating who the home club will be. Combined club teams will be able to wear their own club uniform. 4. LATE ENTRY OF A PENNANT SIDE 4.1 Prior to the commencement of the Competition: (i) After the closing date for annual nomination and where a vacancy exists in a division/colour additional side(s) may be accepted into the competition. (ii) An application for late entry must be made in writing to the Bowls WA Fixtures and Events Committee, a nomination fee will apply. (iii) An amendment to the advertised Draw for the affected division/colour shall be placed on the Bowls WA Website and any club directly affected will be advised in writing. 4.2 After the commencement of the Competition: (i) In the best interests of the competition the Bowls WA Fixtures and Events Committee may accept a late entry into the competition. (ii) No late entry will be accepted after the half way point of the specific Pennant Competition. (iii) Application for late entry and advice of amendments to the draw shall be in accordance with 4.1 (ii) & (iii) above. (iv) Allocation of seasonal points for sides affected by the late entry of a side into a division/colour shall be as follows: ► An average of shots for and against and match points earned up to the half way point of the specific Pennant Competition shall be allocated to any side that was drawn to a bye prior to the late entry of a side. ► An average of shots for and against and match points earned up to the half way point of the specific Pennant Competition shall be allocated to any side that has been accepted as a late entry into the competition. ► The adjustment of points shall be made by the Bowls WA Fixtures and Events Committee at the half way point of the specific Pennant Competition. 5. WITHDRAWAL OF A PENNANT SIDE 5.1 Withdrawal (i) A club that withdraws a side up to and including the third (3rd) round of competition will be liable for an administration fee. (ii) A side which is withdrawn after the commencement of the competition and up to and including the third (3rd) round of the competition will be considered not to have entered the competition; and any points and shots earned by the withdrawing side or their opposition shall not count and the position previously held by the withdrawing side in a draw may be replaced with a BYE. Or; (iii) May be replaced by a side which is a late entry into the competition as in 4.2. (iv) Notice of the withdrawal of a side and an amendment to the draw shall be posted on the Bowls WA Website and clubs directly affected notified. 5.2 Subsequent Withdrawal of a Pennant Side (i) A club that withdraws a side after the third (3rd) round of the competition will be liable for an administration fee. (ii) Opposition sides drawn to play a side which is withdrawn after the third (3rd) round of the competition shall be awarded a forfeit. (iii) Notice of subsequent withdrawal of a side shall be posted on the Bowls WA Website and clubs directly affected notified. Written notice of intent to withdraw a side must be made to the Bowls WA Fixtures and Events Committee.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS 6. ANNUAL REGISTRATION OF PLAYERS All clubs shall throughout the season act with integrity towards the graded pennant competition and shall adhere to the Integrity Rule when registering players. Refer to the Integrity of Graded Pennants Policy available on the Bowls WA website. Bowls WA have the grounds to declare a forfeit against the team of a Club where Bowls WA deems that the Club, without a satisfactory explanation to Bowls WA, is deemed to have played a number of regular players from a higher ranked team in a lower ranked team in a manner likely to gain an unfair advantage or to distort the rankings of the lower ranked grade. 6.1

Player Registration Clubs are required to register on an annual basis all players in the Division and Colour in which they played as defined in the individual pennant competitions conditions of play.

7. SCHEDULING AND RESCHEDULING OF FIXTURES (i) All games shall be played in accordance with the most recently published fixtures and conditions of play. (ii) Fixtures may be rescheduled for player protection according to conditions outlined in Metropolitan Pennant General Conditions Rule 13 - Player Protection. NOTE: Bowls WA reserves the right to reschedule a Pennant Fixture for promotional reasons. 8. ABANDONMENT 8.1 General Abandonment of a Metropolitan Pennant Fixture by Bowls WA 8.1.1 No points shall be awarded for the General Abandonment of a fixture 8.1.2 Abandonment due to Extreme Weather conditions; (i) In the case of extreme weather conditions or other extreme circumstances the Bowls WA Fixtures and Events Committee may cancel all games scheduled, prior to the scheduled starting time. (ii) Should the abandonment of a fixture be on the day of play, notification of the General Abandonment of a fixture shall be posted on the Bowls WA Website. 8.2 Individual Abandonment, Delayed or Interrupted Games When no general abandonment of a fixture has been made by Bowls WA and a club is experiencing extreme weather or other extreme conditions at their location. 8.2.1 If host clubs green or greens have been closed for the day due to the inclement conditions; (i) The game is abandoned and the allocated points are equally shared. (ii) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of the Day and forwarded with the Pennant Result Sheet. (iii) Home Clubs are required to inform visiting clubs as soon as possible. 8.2.2 If the host clubs greens are open or only temporally closed; Start of play may be deferred for up to sixty (60) minutes from the scheduled starting time. (i) Once play has commenced, but due to extreme conditions cannot continue, the game will be deferred for sixty (60) minutes cumulative, before the game can be abandoned. (ii) If after ninety (90) minutes cumulative the game is still deferred, the game MUST be abandonded. (iii) Restart of play must take into consideration any prescribed finishing time. (iv) Once play has commenced, every attempt should be made by the sides involved to play the required number of ends to constitute a game. (v) When extreme conditions continue to interrupt play see (i) above; Team Managers shall consult with The Umpire of the Day, who, as sole arbiter, shall make the decision to abandon or continue play for all sides at the venue. (vi) If the prescribed number of ends has been played to constitute a game prior to the abandonment of play the game shall be considered as completed. (vii) If the prescribed number of ends have NOT been played to constitute a game prior to the abandonment of play it is an incomplete game. (viii) If a game is incomplete when play is abandoned the points shall be shared equally. (ix) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of the Day and forwarded with the Pennant Result Sheet to Bowls WA headquarters within 48 hours of the abandonment. 8.2.3 In the case of a Club having closed grass greens due to inclement weather, but have a Synthetic Green available, the following conditions will apply: â–ş The Club MUST use the Synthetic Green if it is fit for Pennant and ALL teams at home on the day are able to be accommodated on the available synthetic green/s. â–ş The Club may NOT use the Synthetic Green if all teams at home on the day are NOT able to be accommodated on the available synthetic green/s. information correct as of October 1 2014

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS 8.3 Completed Game A prescribed number of ends are required to be completed in competitions between sides to constitute a game. The required number of completed ends is dependent on the number of teams which make up the side. Refer to the individual Pennant Competition Conditions of Play. 8.4 Incomplete Game A game which has commenced but play has been abandoned prior to the prescribed number of ends that constitute a game have been played. 8.5 Games rescheduled due to Player Protection (i) In the case of General Abandonment, games that have been rescheduled from that round due to player protection will also be treated as abandoned. (ii) Rescheduled games that are individually abandoned may not be rescheduled again and will be treated as a draw. 8.6 Pennant Games scheduled to be played on a day other than the regular Pennant Day When a General Abandonment is called for a round of Pennant, all games attached to that round regardless as to whether they have been scheduled for a day in the future or have already been played, will be considered abandonded and the points shared. 9. FORFEIT (i) A side forfeiting a game is required to notify the opposition side concerned as early as possible so as to avoid any inconvenience to that club. (ii) A side receiving a forfeit is responsible for completing and returning the Pennant Result Sheet to Bowls WA. (iii) A side that receives a forfeit shall be awarded all points, and the average shots for and against (percentage) from the round.If the awarded percentage has a negative effect on the sides current percentage, then no percentage will be awarded. (iv) A player whose name appears on the Pennant Result Sheet may not have played in another game in that round. Penalty: ► A side that forfeits will be fined for each offence. ► A side that forfeits a game during the Finals and Promotion Play-Off series shall be disqualified from further participation in the series. ► The second game that a player plays in the same round will be considered a forfeit. 10. BYE 10.1 In the event of a bye, no points shall be awarded. 10.2 Inequality of byes (i) If in a colour within a division there is inequality of byes the Bowls WA Fixtures and Events Committee may redraw the fixture in the best interest of the competition. (ii) All changes to the draw shall be displayed on the Bowls WA website. (iii) If it is not possible or practical to re-draw the colour, the Bowls WA Fixtures and Events Committee will determine the points and percentage allocation at the completion of the Home and Away fixtures. 11. LATE APPEARANCE (i) 30 minutes is allowed beyond the scheduled starting time. (ii) If at the end of 30 minutes, and no extenuation circumstances exist, a player is not present for one or more teams play should commence in accordance with BA Laws of the Sport of Bowls. (iii) If at the end of 30 minutes, and no extenuating circumstances exist, a side or sufficient players from the side are not present the opposing side will be awarded a forfeit. BA Laws of the Sport of Bowls. (iv) In the case of extenuating circumstances (e.g. Major freeway hold-up), every effort should be made to notify the host club and the Controlling Body 12. CROSS GENDER SUBSTITUTION Women from the club’s lowest division playing in the Women’s Tuesday Pennant Competition and men from the club’s lowest division playing in the Men’s Saturday/Midweek Pennant Competitions or when there is no Men’s or Women’s Pennant team may play in the opposite gender’s pennant competition with the following conditions: (i) Cannot be selected if eligible players of the opposite gender are available. (ii) May only play in the club’s lowest division and are regarded as substitutes. BA Laws of the Sport of Bowls. (iii) Must conform to the rules for sides dress in accordance with Bowls WA Field of Play Rules.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS (iv) Substitute/s must be identified on the Pennant Result Sheet. (v) Where a bowling club does not have a ladies pennant side and the number of capitated female members is less than ten (10) then those members, following pre-season notification to the Bowls WA CEO by the Club, may play in their Home Club’s designated Men’s pennant competition without restriction and in whatever division their skills merit, as deemed by the club’s selectors. (vi) In extenuating circumstances clubs may seek dispensation by contacting the Bowls WA Chief Executive Officer. Penalty: When Cross Gender Substitution is misused; the opposing team will be awarded a forfeit. 13. PLAYER PROTECTION A club having two (2) or more pennant players from the same side competing or officiating in an official BA Interstate, National or International competition as selected, as an invited player, as a direct entry or via Western Australian Qualifying Events, and the player’s club has a simultaneous pennant fixture that the players would normally play in, the fixture will be rescheduled as follows: (i) Men’s Saturday and Women’s Tuesday Pennant Competitions; all games affected by the absence of players will be rescheduled to an alternative date by Bowls WA. Requests for re-scheduled games shall be made on the Alterations to Fixture Form to the Bowls WA Fixtures and Events Committee. (ii) The rescheduling of fixtures Metropolitan Pennant Competition General Conditions will apply. 14. ATTIRE FOR PENNANT SIDES Attire for pennant sides is in accordance with Field of Play Rules. 15. GREENS Bowls WA Greens and Infrastructure Policy will apply. 16. PRACTICE No practice by any player engaged in any pennant game on that day, with the exception of trial ends, shall be permitted on the green to be used 90 minutes prior to the commencement of the game. Penalty: Any infringement may incur a fine. 17. BOWLS STICKERS 17.1 Home Games The Bowls WA nominated sponsor’s stickers when applicable must be used by the home side. Bowls WA will advise clubs annually of the requirement to use BWA sponsor’s stickers. 17.2 Club and Club Sponsors Stickers If there is no recognised sponsor for the Metropolitan Pennant Competition; clubs may apply in writing to the Bowls Management Committee to use club or club sponsors stickers for their home games. 17.3 Finals and Promotional and Challenge Play Off series Team Managers shall toss for the use of the mat at neutral venues, the side winning the toss shall be considered the Home side and when applicable shall use Bowls WA nominated sponsor’s stickers. 18. RINK DRAW (i) The draw for the rinks and opponents of each team shall be decided jointly by the Side Managers, who shall exchange cards and then shuffle them. The cards of one side shall be placed (separately) name downwards by one manager and the cards of the other side placed one on each. The draw for the rink on which the teams shall play will be made by the Side Managers and placed on the cards as drawn. (ii) If the visiting side’s cards are not available 15 minutes prior to the commencement of the game, the Home Side Manager may arrange for the Umpire of the Day to conduct the rink draw in order for trial ends to commence. 19. SUBSTITUTES AND PLAYING SHORT (i) If during a game a player is unable to continue an eligible player may be used as a substitute with the permission of the Umpire of the Day. (ii) If a substitute is not available, the team must play with three (3) players, the lead and the second shall use three bowls each and the skip 2 bowls. (iii) A line shall be drawn on the card and at the completion of the game 25% of the teams score shall be deducted from the points scored below the line.

(v) If a team with a substitute already playing has another player withdraw, the team may play with three (3) players, who shall use three (3) bowls for the lead and the second, and the skip shall use two (2) bowls. Scoring shall be as in 19(iii) above. (vi) If a team of three (3) players with a substitute already playing has another player withdraw, that team, as well as the side must forfeit. (vii) No team may play with less than three (3) players; if no substitute is available and one of the three players can not continue the side must forfeit. 20. COMPLETION OF PENNANT RETURNS AND INPUTTING RESULTS 20.1 Home and Away Returns (i) The Home Side is responsible for forwarding the Pennant Result Sheet to reach Bowls WA by the close of business the next working day. (ii) Sides Managers are to complete the Pennant Result Sheet in full, showing the names of the players who were selected for their sides. Note: Players names must be as per the capitation returns, no nicknames or abbreviated surnames are to be used. (iii) If the selected player/s is/are unable to play and substitutes are not available, a notation “DID NOT PLAY” is to be marked beside the player/s name. (iv) Any substitute used must have the word “SUB” marked next to their name. (v) Cross Gender substitutes are to be clearly identified with an “M” or “F” circled next to the player’s name. (vi) The Home Side Manager must ensure that the name of the Umpire of the Day is entered on the form (vii) At the completion of the game the Sides Managers are responsible for recording and totalling individual rink (team) scores and aggregate points and recording the name of the winning side. Once agreement has been reached that the scores and points are correct the form shall be signed by both Managers. 20.2 Inputting Results into Bowls Connect (i) The Home Side is responsible for inputting the final scores into the Bowls Connect Website. (ii) The Away Side is responsible for confirming the final scores into the Bowls Connect Website. (iii) A Club Representative is responsible for inputting team names into the Bowls Connect Website. 20.3 Byes, Forfeits, Rescheduled and Abandoned Games (i) A Pennant Result Sheet is not required to be lodged for a BYE. (ii) The Manager of a side receiving a FORFEIT is responsible for submitting the Pennant Result Sheet (iii) A Pennant Result Sheet is not required to be lodged in the case of a General Abandonment of a Fixture by Bowls WA (iv) The Home Side Manager is responsible for submitting the Pennant Result Sheet and the accompanying Umpire of the Day Cancellation of Play Report for individually abandoned games 20.4 Finals and Promotion and Challenge Play Off Series It is the responsibility of the winning team to send the Pennant Result Sheet to Bowls WA. Penalty: A fine will be applied for the late return of the Pennant Result Sheet. 21. SIDE MANAGER 21.1 Appointment Clubs are responsible when appointing a Side Manager for each of their Pennant Sides, to ensure the Managers are aware of their duties and the importance of accuracy when completing the Pennant Result Sheet and other related forms. 21.2 Roles and Responsibilities (i) Each Side Manager is required to have a copy of these General Conditions and the Conditions of Play for the relevant Pennant competition. (ii) To record the players names, date, division, colour and rink numbers on the score cards before the game. (iii) To prepare the Pennant Results Sheet in accordance with Rule 20 of these General Conditions. (iv) To effect the rink draw in accordance with Rule 18 of these General Conditions. (v) To ensure that the Pennant Result Sheet reaches Bowls WA by close of business the next working day. (vi) To ensure Pennant Results are inputted into the Bowls Connect Website (Home Team). (vii) To ensure Pennant Results are confirmed in the Bowls Connect Website (Away Team).

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS 22. SMOKING, CONSUMPTION OF ALCOHOL Any lit or unlit smoking implement, electronic cigarettes and alcoholic beverages are not permitted on the greens during any Bowls WA Competition or Event. Bowls WA strongly encourages clubs to define a smoking area well away from the playing surfaces. Penalty: (i) For the first offence on that day, the player shall be warned by the Umpire of the Day. (ii) A player committing the same offence for the second time on the same day, shall be disqualified from the game. (iii) The side will not be allowed to play a player short and will forfeit the game to their opponent as per the Laws of the Sport of Bowls: Definitions: Forfeited Game and Defaults of players in Fours play: In a side game. 23. USE OF MOBILE PHONES AND ELECTRONIC DEVICES All mobile phones must be turned to silent (or vibrate) whilst play is in progress. 23.1 In the case of a pending emergency, permission to set a mobile phone to an audible tone must be given by the Umpire of the Day. 23.2 Mobiles phone may not be used on the greens at any time whilst play is in progress on any rink. 23.3 Mobile phones may be used away from the greens as long as play is not disrupted or held up. 23.4 Electronic Devices are not permitted e.g. Ipods or Radios Penalty: Any Player that is seen by the Umpire of the Day or is reported to the Umpire of the Day to be disrupting or holding up play by using a mobile phone. â–ş For the first offence on that day, the player shall be warned by the Umpire of the Day. â–ş For the second offence a fine will be applied and thereafter a fine for each and every continuing offence. 24. FINALS AND PROMOTION PLAY OFFS 24.1 Eligibility (i) A player must have played in at least four (4) pennant games in the specified competition for their home club (whether completed or not, including abandoned games) in the current season to qualify for the Finals and Promotional and Challenge Play Offs. (ii) A Player that has transferred clubs must play at least four (4) pennant games with the club they have transferred to, to be eligible to play in the Finals and Promotional and Challenge Play Offs for that club. (iii) A club with insufficient eligible player/s as per clause 24.1(i) may make written application to the Bowls WA Fixtures and Events Committee, to play unqualified player/s. The Match Committee shall stipulate the position in which an unqualified player/s shall play. (iv) A player who has played in a final in a lower division/colour is eligible to play in a subsequent final in a higher division/colour. 24.2 Determining a Winner (i) For all games during the Finals and Promotion and Challenge Play Offs, the winner shall be determined by the side with the highest aggregate. (ii) In the event of a tied aggregate, one extra end shall be played on all rinks. (iii) The extra end shall be played from where the previous end was completed. (iv) Sides Managers shall toss for the mat in the extra end. (v) If a tie remains after the completion of the extra end, additional extra ends shall be played until a winner is determined with Sides Managers tossing for the mat for each and every extra end (Laws of the Sport of Bowls). 24.3 Determining Preliminary Final Green (i) When played on the same day as Semi Finals, the Preliminary Final Green shall be chosen by the Club with the higher points scored over the home and away season. 24.4 Determining Grand Final Green (i) When played on the same day as Semi Finals, the Grand Final Green shall be chosen by the Competing Club with the higher points scored over the home and away season.

MEN’S SATURDAY & MIDWEEK PENNANT COMPETITION CONDITIONS OF PLAY 1. STRUCTURE (i) The Competitions are graded into Divisions. (ii) Each Division will be sub-divided into colours. (iii) Saturday: Premier - 5th Division: Four (4) teams of four (4) players shall constitute a side. 6th Division: Two (2) teams of four (4) players shall constitute a side. (iv) Midweek: Premier - 5th Division: Four (4) teams of four (4) players shall constitute a side. 6th Division: Two (2) teams of four (4) players shall constitute a side. (vi) The structure of Lower Divisions is determined by the Fixtures and Events Committee. 2. REGIONAL CONSIDERATIONS OF THE DRAW (i) Premier League and 1st Division White will not receive regional consideration. (ii) Regional consideration shall be given to all other divisions. (iii) Where a club has more than one side in a Division, each side will be placed in a different colour if possible. 3. FORMAT (i) A Sides competition with four (4) players in each team. (ii) Two (2) bowls per player. (iii) 21 completed ends. (iv) The Fixtures will be scheduled as a home and away competition. No alterations will be permitted without the prior written consent of Bowls WA. 4. CONSTITUTED GAME 4.1 4 Teams a Side (i) 56 completed ends must be played to constitute a game. 4.2

3 Teams a Side (i) 42 completed ends must be played to constitute a game.

If the required ends are not completed the game shall be abandoned as outlined in the Metropolitan Pennant Competition General Conditions. 5. 9.3 Exceptions In the event of a Division having less than four (4) colours, the Pennant Finals will be determined as follows: 9.3.1 Three (3) Colours in a Division (i) The club with the highest points will be granted direct entry to the Grand Final and the remaining two (2) clubs will play off to determine who will make it to the Grand Final. 9.3.2 Two (2) Colours in a Division: (i) The two (2) clubs will play in the Grand Final. 9.3.3 One (1) Colour in a Division: (i) There will be no Finals and the club finishing on top of the ladder will be awarded the Pennant win. 9.3.4 9.4

Venues for Pennant Finals 9.4.1 General (i) Clubs are not permitted to use split rinks. (ii) Clubs are permitted to use any approved surface for pennant finals. (ii) The second promotion will be determined by the Challenge Play Offs in each colour versus 1st Division Blue North/South. (iii) The two (2) clubs with the lowest number of points from each colour in each division will be relegated to the next lowest division. 12.5 3rd Division & Below (i) The club that finishes on top of the ladder in each colour in each division shall be promoted to the next highest division. (ii) The second promotion will be determined by the Promotion Play Offs in each colour in each division. (iii) The two (2) clubs with the lowest number of points from each colour in each division will be relegated to the next lowest division. The Fixtures and Events Committee shall have the power to promote or relegate any club to complete a pennant division. 13. PENNANT FINALS ABANDONMENT In the event of one or more pennant finals being abandoned, the Bowls WA Fixtures and Events Committee reserves the right to alter the format or structure or determine a result for affected finals. However it is not envisaged for finals to be extended beyond the scheduled playing dates. The Fixtures and Events Committee shall have the power to promote or relegate any club to complete a pennant division. 14. ANNUAL REGISTRATION OF PLAYERS All clubs shall throughout the season act with integrity towards the graded pennant competition and shall adhere to the Integrity Rule when registering players. Refer to the Integrity of Graded Pennant Policy available on the Bowls WA Website. Bowls WA have the grounds to declare a forfeit against the team of a Club where Bowls WA deems that the Club, without a satisfactory explanation to Bowls WA, is deemed to have played a number of regular players from a higher ranked team in a lower ranked team in a manner likely to gain an unfair advantage or to distort the rankings of the lower ranked grade. 14.1 Player Registration (i) Clubs are required to register on an annual basis all players in the Division and Colour in which they played on the 3rd last game of the defined pennant competition and must reach Bowls WA prior to the second (2nd) last game of the scheduled fixtures. (ii) In extenuating circumstances a club may apply to the Bowls WA Fixtures and Events Committee for the late registration of a player. (iii) Premier League and each 1st Division colour are to be regarded as seperate Divisions. (iv) For the purpose of Player movement after registration, clubs who have more than one team in a Division/ Colour will be allowed to move players into a higher graded team within the same division/colour. (v) A player may only be registered once by a club. Penalty: Failure to provide Bowls WA with an Annual Registration of Players list shall incur a fine. 14.2

Exceptional Circumstances A club which; following the annual registration of player’s has a change in player availability and is experiencing genuine hardship may apply in writing to the Bowls WA Fixtures and Events Committee for the consideration of a dispensation from the registration criteria

Penalty: Any infringement of these restrictions after registration shall incur a penalty. ► For the first offence the offending club shall lose all points for that side for that game in that Division and any aggregate points will be allocated to the opposition ► Any subsequent or continuing offence: the offending club will incur the penalty as above and a fine for each and every occasion.

REGIONAL CONSIDERATIONS OF THE DRAW The Draw shall be conducted as follows: (i) Tuesday Premier League, Tuesday 1st Division White, Saturday 1st Red and Saturday 1st Blue will not receive regional consideration. (ii) Regional consideration will be given to all other Divisions. (iii) Where a club has more than one side in a Division, each side will be placed in a different colour if possible. 3. FORMAT General (i) A Sides competition with fours (4) players in each team. (ii) Two (2) bowls per player. (iii) The Fixtures will be scheduled as a home and away competition. TUESDAY (iv) 21 completed ends SATURDAY (v) 18 completed ends 4. CONSTITUTED GAME 4.1 3 Teams a Side (i) 42 completed ends must be played to constitute a game. 4.2 2 Teams a Side (i) 28 completed ends must be played to constitute a game. If the required ends are not completed the game shall be abandoned as outlined in the Metropolitan Pennant Competition General Conditions of Play.

(ii) Trial ends may commence at 9.30am and must be completed before the scheduled starting time. SATURDAY (i) The starting time of pennant games shall be 1.45pm. (ii) Trial ends may commence at 1.30pm and must be completed before the scheduled starting time. 6. FINISHING TIME TUESDAY All pennant games must be completed by 2.30pm. SATURDAY All pennant games must be completed by 6.00pm. 7. LATE APPEARANCE (i) Metropolitan Pennant Competition General Conditions of Play. (ii) Refer Laws of the Sport of Bowls. 8. 9. ANNUAL REGISTRATION OF PLAYERS All clubs shall throughout the season act with integrity towards the graded pennant competition and shall adhere to the Integrity Rule when registering players. Refer to the Integrity of Graded Pennant Policy available on the Bowls WA Website. Bowls WA have the grounds to declare a forfeit against the team of a Club where Bowls WA deems that the Club, without a satisfactory explanation to Bowls WA, is deemed to have played a number of regular players from a higher ranked team in a lower ranked team in a manner likely to gain an unfair advantage or to distort the rankings of the lower ranked grade. 9.1

Player Registration (i) At the completion of the fifth (5th) last game of the scheduled fixtures each club is required to register all players in the Division and Colour in which they played on that day and must reach Bowls WA prior to the fourth (4th) last game of the scheduled fixtures. (ii) In extenuating circumstances a club may apply to the Bowls WA Fixtures and Events Committee for the late registration of a player. (iii) Premier League and each 1st Division colour are to be regarded as seperate Divisions. (iv) For the purpose of Player movement after registration, clubs who have more than one team in a Division/ Colour will be allowed to move players into a higher graded team within the same division/colour. (v) A player may only be registered once by a club.

Penalty: Failure to provide Bowls WA with an Annual Registration of Players list shall incur a fine. 9.2

Exceptional Circumstances A club which following the annual registration of player’s has a change in player availability and is experiencing genuine hardship may apply in writing to the Bowls WA Fixtures and Events Committee for the consideration of a dispensation from the registration criteria

NOTIFICATION OF PENNANT RESULTS TUESDAY (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to: ► Input the final scores into the Bowls Connect website by 6.30pm on the day of the game. ► Fax or email the Pennant Result Sheets to Bowls WA (until advised otherwise) on 9340 0888 or 9340 0880 or pr@bowlswa.com.au before 10.00am on the following Thursday after the game (ii) It is responsibility of the Club listed as the ‘Away Team’ in the fixture to: ► Confirm inputted results in the Bowls Connect website by 6.30pm on the following Wednesday after the game. NOTE: Tuesday Pennant scores will be taken from the Bowls Connect website by staff at 6.30pm, collated and sent to the West Australian Paper for the Wednesday Edition. SATURDAY (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to: ► Telephone results immediately following the completion of the game to the Sunday Times on 9340 0812. ► Input the final scores into the Bowls Connect website by 6.30pm on the day of the game. ► Fax or email the Pennant Result Sheets to Bowls WA (until advised otherwise) on 9340 0888 or 9340 0880 or pr@bowlswa.com.au before 10.00am on the following Thursday after the game (ii) It is responsibility of the Club listed as the ‘Away Team’ in the fixture to: ► Confirm inputted results in the Bowls Connect website by 6.30pm on the following Monday after the game. Penalty: Fine The Fixtures and Events Committee reserves the right to correct obvious transposed errors or errors in additions on the Pennant Result Sheet. 11. PENNANT FINALS 11.1 Determining a Winner General (i) Colour Winners in each division shall be decided by the points gained by each side. (ii) In the event of two or more sides having the same number of points, the following shall apply: a. The order shall be determined by the shots for divided by the shots against. b. then if equal order shall be determined by the difference in shots for and against; and (iii) Colour Winners in each Division shall play Finals to determine the Divisional winner. (iv) Aggregate score in these games shall determine the winning side. TUESDAY (v) The first day of the Women’s Tuesday Pennant Finals will be held at the Club of the team that finishes on top of the Pennant Ladder at the end of the Home and Away Season. (vi) The Preliminary Final will be held at the highest placed competing club (vii) All Grand Finals will be held at a Neutral Venue. 11.2.3 Division with Less than Four (4) Colours In the event of a Division having less than four (4) colours, the Pennant Finals will be determined as follows: 11.2.3.1 Three (3) Colours in a Division (i) The club with the highest points will be granted direct entry to the Grand Final and the remaining two (2) clubs will play off to determine who will make it to the Grand Final. 11.2.3.2 Two (2) Colours in a Division (i) The two (2) clubs will play in the Grand Final. 11.2.3.3 One (1) Colour in a Division: (i) The club finishing on top of the ladder will play the club finishing second on the ladder in the Grand Final. 11.2.3.4 Five (5) Colours in a Division (i) Two (2) lowest colours played off to determine who would play in the finals against the three (3) clubs with the highest points. In the event of there being more than five (5) colours in the competition, the match committee shall determine the pennant final format. 12. PROMOTION AND RELEGATION TUESDAY 12.1 Premier League (i) The two (2) clubs with the lowest number of points will be relegated to 1st Division White. 12.2 1st Division White (i) The two (2) clubs finishing 1st and 2nd on the ladder shall be promoted to Premier League. (ii) The two (2) clubs finishing in 9th and 10th position on the ladder will be relegated to 1st Division Green (North or South). 12.3 1st Division Green North and Green South (i) The club that finishes on top of the ladder in 1st Division Green North and 1st Division Green South shall be promoted to 1st Division White. (ii) The two (2) clubs with the lowest number of points in 1st Division Green North and 1st Division Green South will be relegated to 2nd Division. 12.3 2nd Division (4 Colours) (i) The club finishing in 1st position on the ladder in each Colour shall be promoted to 1st Division Green North or 1st Division Green South. (ii) The two (2) clubs with the lowest number of points will be relegated to 3rd Division. 12.4 3rd Division (4 Colours) (i) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour shall be promoted to 2nd Division. (ii) The two (2) clubs with the lowest number of points will be relegated to 4th Division. 12.5 4th Division (4 Colours) (i) The two (2) clubs with the highest number of points in each Colour shall be promoted to 3rd Division. (ii) The three (3) clubs finishing with the lowest number of points will be relegated to 2nd Division. 12.9 2nd Division (3 Colours) (i) The club finishing in 1st position on the ladder in each Colour shall be promoted to 1st Division Blue. (ii) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour shall be promoted to 2nd Division. 12.10 3rd Division (3 Colours) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour shall be promoted to 2nd Division. 13. PENNANT FINALS ABANDONMENT In the event of one or more pennant finals being abandonded the Bowls WA Fixtures and Events Committee reserves the right to alter the format or structure or determine a result for affected finals. However it is not envisaged for finals to be extended beyond the scheduled playing dates. 14.PROCEDURE IN EXTREME WEATHER 14.1 General Abandonment (i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.1. General Abanondment- Heat. (ii) If the temperature forecast is 38◦C or over all pennant games shall be cancelled at 5.00pm the day before the scheduled pennant fixture. (iii) Notification of a General Abandonment will be placed on the Bowls WA Website only. 14.2 Individual Club Abandonment/Interrupted Games (i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.2. (ii) Any game not commenced by 11.00am (Tuesday) or 2.45pm (Saturday), shall be treated as abandoned in accordance with Metropolitan Pennant Comptetion General Conditions. (iii) Should the temperature reach 37◦C, then the umpire of the day is to review the prevailing conditions and defer play in accordance with Metropolitan Pennant Competition - General Conditions 8.2.2. (iv) If play is still in progress at 2.30pm (Tuesday) or 6.00pm (Saturday), all ends in play shall be completed. (v) A count of completed ends should be made to determine if the required number of ends to constitute a game have been completed. (vi) If insufficient ends have been completed refer to Metropolitan Pennant Competition General Competitions.

WOMEN’S FRIDAY NIGHT PENNANT COMPETITION CONDITIONS OF PLAY 1. STRUCTURE (i) The Competition is divided into Colours. (ii) Two (2) teams of four (4) players shall constitute a side. (iii) Composite sides are accepted and encouraged with written permission required. 2. REGIONAL CONSIDERATION OF THE DRAW (i) Where possible, all sides within a colour will play at the same venue. (ii) Regional consideration will be given to all clubs. (iii) The Fixtures and Events Committee will determine the venues. 3. FORMAT (i) A Sides competition with fours (4) players in each team. (ii) Two (2) bowls per player. (iii) 15 completed ends. 4. CONSTITUTED GAME (i) Twenty (20) completed ends must be played to constitute a game. (ii) If the required ends are not completed the game shall be abandoned or re-scheduled as outlined in the Metropolitan Pennant Competition General Conditions of Play. 5. STARTING TIME, TRIAL ENDS (i) The starting time of pennant games shall be 7.00pm. (ii) Trial ends may commence at 6.30pm and must be completed before the scheduled starting time. 6. FINISHING TIME (i) All pennant games must be completed by 10.00pm. 7. LATE APPEARANCE (i) Metropolitan Pennant Competition General Conditions of Play. (ii) Refer Laws of the Sport of Bowls. 8. PLAYER RESTRICTIONS (i) Each side is restricted to having no more than two (2) players from the 1st Division Tuesday Pennant (One (1) player per team). (ii) Players who are members of a 1st Division Tuesday Pennant Side cannot act as a Skipper in Friday Night Pennant Competition, however they are encouraged to stand at the head and assist the Director of the head. (iii) Coaches and/or experienced players not taking part in the game are encouraged to assist. Refer to the Laws of The Sport regarding coaching. 9. SCORING Points shall be awarded as follows: 2 Teams a Side

WOMEN’S FRIDAY NIGHT PENNANT COMPETITION CONDITIONS OF PLAY 10. ANNUAL REGISTRATION OF PLAYERS All clubs shall throughout the season act with integrity towards the graded pennant competition and shall adhere to the Integrity Rule when registering players. Refer to the Integrity of Graded Pennant Policy available on the Bowls WA Website. Bowls WA have the grounds to declare a forfeit against the team of a Club where Bowls WA deems that the Club, without a satisfactory explanation to Bowls WA, is deemed to have played a number of regular players from a higher ranked team in a lower ranked team in a manner likely to gain an unfair advantage or to distort the rankings of the lower ranked grade. 10.1 Player Registration (i) At the completion of the fifth (5th) last game of the scheduled fixtures each club is required to register all players in the Division and Colour in which they played on that day and must reach Bowls WA prior to the fourth (4th) last game of the scheduled fixtures. (ii) In extenuating circumstances a club may apply to the Bowls WA Fixtures and Events Committee for the late registration of a player. (iii) A player may only be registered once by a club. Penalty: Failure to provide Bowls WA with an Annual Registration of Players list shall incur a fine. 10.2

Exceptional Circumstances A club which following the annual registration of player’s has a change in player availability and is experiencing genuine hardship may apply in writing to the Bowls WA Fixtures and Events Committee for the consideration of a dispensation from the registration criteria

Penalty: Any infringement of these restrictions after registration shall incur a penalty. ► For the first offence the offending club shall lose all points for that side for that game in that Division and any aggregate points will be allocated to the opposition ► Any subsequent or continuing offence: the offending club will incur the penalty as above and a fine for each and every occasion. 11. NOTIFICATION OF PENNANT RESULTS (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to: ► Input the final scores into the Bowls Connect website by 6.30pm on the Saturday after the game. ► Fax or email the Pennant Result Sheets to Bowls WA (until advised otherwise) on 9340 0888 or 9340 0880 or pr@bowlswa.com.au before 10.00am on the following Tuesday after the game (ii) It is responsibility of the Club listed as the ‘Away Team’ in the fixture to: ► Confirm inputted results in the Bowls Connect website by 6.30pm on the following Monday after the game. Penalty: Fine The Fixtures and Events Committee reserves the right to correct obvious transposed errors or errors in additions on the Pennant Result Sheet. 12. PENNANT FINALS 12.1 Determining a Winner (i) Colour Winners shall be decided by the points gained by each side. (ii) In the event of two or more sides having the same number of points, the following shall apply: a. The order shall be determined by the shots for divided by the shots against; and b. then if equal order shall be determined by the difference in shots for and against. (iii) Colour Winners shall play Finals to determine the Pennant winner. (iv) Aggregate score in these games shall determine the winning side.

12.2.2 Three (3) Colours (i) The club with the highest points will be granted direct entry to the Grand Final and the remaining two (2) clubs will play off to determine who will make it to the Grand Final. 12.2.3 Two (2) Colours (i) The two (2) clubs will play in the Grand Final. 12.2.4 One (1) Colour (i) The club finishing on top of the ladder will play the club finishing second on the ladder in the Grand Final. In the event of there being more than four colours in the competition, the Bowls WA Fixtures and Events committee shall determine the pennant final format. 13. PENNANT FINALS ABANDONMENT In the event of one or more pennant finals being abandonded the Bowls WA Fixtures and Events Committee reserves the right to alter the format or structure or determine a result for affected finals. However it is not envisaged for finals to be extended beyond the scheduled playing dates. 14. PROMOTION AND RELEGATION Promotions and relegations do not apply for this competition. 15. PROCEDURE IN EXTREME WEATHER 15.1 Abandonment Metropolitan Pennant Competition General Conditions of Play shall apply. 15.2 Individual Club Abandonment/Interrupted Games (i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.2.2 (ii) Any game not commenced by 8.00pm, shall be treated as abandoned in accordance with Metropolitan Pennants General Conditions of Play. (iii) If play is still in progress at 10.00pm, all ends in play shall be completed. (iv) A count of completed ends should be made to determine if the required number of ends to constitute a game have been completed. Refer to Metropolitan Pennant Competition General Conditions of Play. 16. HOSTING VENUE Each hosting venue shall be responsible for providing: (i) Greens under lights. (ii) Supper for all players. Team Managers are required to pay to the Hosting Venue, on behalf of each player, an inclusive fee for supper and green fees to be determined annually by the Fixtures and Events Committee.
