BOWLS WA EVENTS AND COMPETITIONS - FIELD OF PLAY RULES All players and/or clubs entering Bowls WA Events and competitions acknowledge and agree to abide by the Bowls Australia Laws of the Sport of Bowls and the Bowls WA Field of Play Rules and to respect the integrity of gender, cross gender and grading regulations as specified in the Conditions of Play for each event or competition. A League cannot run Pennant competitions against Bowls WA Open Events, without written permission from the Bowls Management Committee. A player is only eligible to play their Club Championships at the club which is the player’s “Home Club”. In the case of a player transferring home clubs during the season, they may not compete in any Championship at their new home club in which they competed at their old home club. E.g. Club championship singles. Players may only in one season be the champion of any one club. RESPONSIBILITIES AND AUTHORITIES The Bowls Management Committee is responsible to review, add to, delete or alter these Rules and their associated Conditions of Play. Recommendations for changes to these Rules or their associated Conditions of Play are to be submitted in writing through the appropriate Operational Committee for consideration by the Bowls Management Committee. The Bowls Management Committee reserves the right to accept, decline or make alterations as appropriate to these recommendations. The Fixtures and Events Committee reserve the right to refuse nominations and to delay, postpone, reschedule, abandon or alter the advertised Conditions of Play for any Bowls WA event. DEFINITIONS To provide clarity in these Field of Play Rules, unless the context or subject matter otherwise indicates the meaning of such words or letters shall be as described in these definitions. AGGREGATE The combined number of shots scored by each team in a side during a side’s game. AFFILIATED CLUB A Club affiliated with Bowls WA as described in the BowlsWA Constitution and Bowls WA By Law’s ATTIRE The appropriate clothing to be worn for Bowls Australia or Bowls WA events; as described in the Bowls Australia Attire policy. BOWLS AUSTRALIA EVENT National and International events under the control of Bowls Australia or any other event under the control of or conducted on behalf of Bowls Australia or World Bowls; which may include, but is not limited to, the Australian Sides Championships, Australian Open, Australian Indoor Singles, Australian Champion of Champions and Australian Under 18 Championships. BOWLS WA EVENT Includes, but is not limited to, State Events, Metropolitan Pennant Competition, Country Week, Country League and Country Zone events, or events under the control of, or conducted on behalf of World Bowls or Bowls Australia by the Bowls WA Match committees or events conducted by Club Match committees on behalf of Bowls WA. BOWLS WA OPEN EVENT An event which with the exception of gender and or affiliation specifications; has no other specified eligibility requirements. BYE A side, team or players who do not have opponents to play in a scheduled fixture or a round in an event are awarded a BYE. In the case of a round in an event, player(s) will proceed to the following round, with no loss of entitlements. CLEARANCE As referred to in Bowls WA Field of Play Rules, Bowls WA Events and Competitions. CONDITIONS OF PLAY Refer to the Laws of the Sport of Bowls.

BOWLS WA EVENTS AND COMPETITIONS - FIELD OF PLAY RULES CONTROLLING BODY The body having immediate control over the Conditions of Play under which a game is played according to the Laws of the Sport of Bowls. DEFAULTING PLAYER, TEAM OR SIDE A side, team or player that does not meet the requirements of any specific law or laws contained in the Laws of the Sport of Bowls or Bowls WA Field of Play Rules. DOMESTIC REGULATION For domestic play, Member National Authorities can make domestic regulations to cover some aspects of the sport. According to the Laws of the Sport of Bowls EXTREME WEATHER Weather (Heat, rain, electrical disturbance or any other inclement weather phenomenon) that forces a game to be abandoned. Refer to Bowls WA General Conditions. FINALS Finals may include Semi-Finals, Preliminary Finals, Grand Finals and Metropolitan Pennant Finals. FORFEIT A game including all associated points, that is awarded to an opponent when a side, team or player is unable to play or withdraws from a competition after the draw has been completed, or as a penalty against a defaulting side, team or player not meeting the requirements of one or more Laws of the Sport of Bowls or Bowls WA Field of Play Rules. HOME CLUB The club that pays the players capitation fee to Bowls WA. INTEGRITY RULE Any club, side, team or player entering in Bowls WA Events or Competitions shall respect and act with honesty and truthfulness to uphold the intent and spirit of the competition, refer to the Integrity of Graded Pennants Policy. LAW The Laws which control the sport of bowls as described in the Laws of the Sport of Bowls. MASTERS QUALIFICATION Australia Masters Qualifications Policy available from the Bowls Australia website (www.bowlsaustralia.com.au About Us – Policies). MASTERS EVENT An event, competition or tournament reserved for player(s), who have a Masters Qualification. METROPOLITAN PENNANT ENTITLEMENTS The Pennant Divisions for which a club is eligible to apply based on the previous season’s promotions or relegations and or vacancies within the competition as advised annually by the appropriate Match Committee. NOVICE A Novice is a first or second year capitated player. NOVICE EVENT An event, competition or tournament reserved for Novice players. OVER 60’S A player aged 60 years or over. OVER 60’s EVENT An event, competition or tournament reserved for over 60’s players. REPLACEMENT PLAYER A replacement player is one who is appointed to take the place of an intended member prior to the start of the competition. The appointment of a replacement player will be subject to the approval of the controlling body. Refer to Laws of the Sport of Bowls

BOWLS WA EVENTS AND COMPETITIONS - FIELD OF PLAY RULES SUBSTITUTE PLAYER A Substitute is a member who acts as a proxy for an intended member or a constituted player in a team who is unavailable or physically incapable and therefore prevented from attending or continuing in a game. Refer to Laws of the Sport of Bowls. TRIAL ENDS Before the start of play in any game, or before continuing an unfinished game on another day, one trial end should be played in each direction with the number of bowls to be used in the game according to the Laws of the Sport of Bowls. UMPIRE OF THE DAY The umpire appointed by, or on behalf of, the Controlling Body to officiate at an event. Refer to the Laws of the Sport of Bowls and Bowls WA Field of Play Rules. UNDER 18’S A player aged less than eighteen (18) years. UNDER 18’S EVENT An event, competition or tournament reserved for Under 18’s players. VETERAN A player aged 70 years or more. VETERANS EVENT An event, competition or tournament reserved for veteran players. WALKOVER A general term used to describe the advancement of a side, team or player, to the next round of a competition without playing a game in the current round of the competition. PLAYER PROTECTION The protection afforded to a player for concurrent events. Refer to the Laws of the Sport of Bowls and Bowls WA Field of Play Rules. OFFICIAL A person appointed by the Controlling Body to conduct an event for or on behalf of the Controlling Body. BWA OFFICIAL A member of the BWA Board or Committees OFFICIAL OF THE SPORT An umpire who has received training and accreditation through a National Officiating course.

BOWLS WA GENERAL CONDITIONS Only capitated members of clubs are eligible to take part in Bowls WA Competitions and Events, subject to membership restrictions applied by individual clubs. Nominations for Bowls WA events will not be accepted unless the nomination fee is received by the due date. 1. Eligibility 1.1 Male players are not eligible to play in Bowls WA Events, when these events are designated as “Women’s” events. 1.2 Female players are not eligible to play in Bowls WA Events, when these events are designated as “Men’s” events. 1.3 Cross gender substitution is only permitted in the Pennant Competition as described in Metropolitan Pennant Conditions of Play and Country League Pennant Conditions of Play. 1.4

Multiple club membership A Player who is a member of more than one club shall; (i) (ii) (iii) (iv) (v) (vi)

Pay capitation at only one club which shall be regarded as the player’s Home Club. Play Pennant for their Home Club. If a player’s Home Club does not enter a side into a Defined Pennant Competition a player may apply to play in that Pennant Competition for another club of which they are a member. Play Club Championships at their Home Club If a player transfers Home Club’s after the commencement of the season a player shall not be eligible to compete in any Club Championship at their new Home Club that they contested in the current season at their previous Home Club. Where a player is the current season’s Club Champion of their previous Home Club they shall be entitled to enter that seasons Champion of Club Champion Event(s) as the Club Champion of their previous Home Club.

2. Composite Side or Team A side or team formed from any number of players who are members of clubs affiliated with Bowls WA. Refer to individual Conditions of Play. 3.Replacement Players and Substitutes Replacement players and Substitutes may be used in Bowls WA events and competitions, under the following conditions: 3.1 When it is known prior to the commencement day of an event that replacement players or substitutes will be used in a team; Bowls WA must be immediately notified.. 3.2 When a team requires the use of a replacement player or substitute on the day of and prior to the commencement of, or during the event or on any other day of the event; the Umpire of the Day and officiating Match Committee at the relevant venue must be immediately notified and permission sort to use the replacement player or substitute. 3.3 Replacement players and substitutes may only be used in accordance with the Laws of the Sport of Bowls; Domestic Regulations. 3.4 A defeated player in any Bowls WA event may not act as a replacement player or substitute in the same event. 4. Forfeits 4.1 A team representative or a singles player must notify the appropriate Bowls WA Match Committee (not the hosting venue) as soon as possible prior to the start of an event if they are unable to participate and intend to forfeit. 4.2 If on the day of play a team representative or a singles player intends to forfeit they must notify the hosting venue. 4.3 The recipient of a forfeit shall be awarded a win. 4.4 A team or singles player that forfeits during any Bowls WA event (Sectional or Knockout) shall be liable for a fine (per player), except that if in the final game of any sectional play the result of the singles players or teams drawn to play against each other will have no effect upon the final sectional winner they may, with the consent of the Controlling Body, elect not to play. 4.5 A team or singles player that forfeits one or more games in sectional play will be considered as never entering the event and all previous scores shall be deleted.

BOWLS WA GENERAL CONDITIONS Penalty: ► Failure to notify Bowls WA prior to the start of an event of an intended forfeit may result in a fine. ► A forfeit on any day of the competition except as described in Bowls WA Field of Play Rules shall result in a fine. 5. Bye 5.1 5.2

In the event of a bye, the team or singles player shall receive no points. A team or singles player receiving a Bye shall progress to the next round of the event with no loss of entitlements.

6. Practice 6.1 If a team or singles player that has not yet played is due to meet a team or singles player that has already played on the same day, the team or singles player can practice as long as: ► The Controlling Body gives approval; ► There is enough time available without delaying the event; and ► Another rink is available apart from that on which the team or singles has been drawn to play later that day. 6.2 If a team or singles player has already played on the same green on the same day, that team or singles player can practice in accordance with 6.1 above if they have a Bye. 6.3 The Controlling Body should allocate the rink on which a team or singles player can practice. 6.4 If two teams or two singles players are entitled to practice: ► They can practice together; and ► The format of, and the number of bowls used in, the practice should be decided by the players concerned according to the Laws of the Sport of Bowls. 7. Late Appearance 7.1 In all Bowls WA events 30 minutes is allowed beyond the scheduled starting time. If at the end of 30 minutes a side, team or player is not present and no replacement player or substitute is available the opponent will be awarded a forfeit. 7.2 In the case of extenuating circumstances (eg. Major freeway hold-up), the game can at the determination of the appropriate Bowls WA Match Committee be re-scheduled. 7.3 It is the responsibility of the Manager of a side or team or a singles player to make every effort to immediately notify the host club and the Controlling Body of the extenuating circumstances which will delay their arrival at the venue and to apply for consideration for the game to be re-scheduled. 8. Player Protection 8.1 A player, coach or official engaged in State Championships under the control of Bowls WA, National or International Events under the control of Bowls Australia or World Bowls shall be protected by the Zone, League, Region or Club concerned if simultaneously engaged in a Zone, League, Region or Club Championship. 8.2 Zones, Leagues, Regions and Clubs are requested not to schedule Championships that conflict with Bowls WA Open events or Bowls Australia National events; so as to encourage their members to compete or officiate at State and above level. 8.3 If Zones, Leagues, Regions or Clubs are unable to avoid concurrent scheduling, the Zone, League, Region or Club must provide player protection for their players and or officials for the period the player or official is actively engaged in; plus reasonable travelling time for Bowls WA Open Events; West Australian Qualifying Round for the Australian Open; Australian Open and selection trials for and the Australian Sides Championship. 8.4 For all other events if a Zone, League, Region or Club Championship can not be re-scheduled or it is impractical to offer player protection the player(s) involved should decide which event to contest. 9. Markers 9.1 In a Singles competition players are required to mark as drawn or provided in the Conditions of Play for that competition. 9.2 Defeated players may be required to mark in the following round of the same competition. 9.3 Approval may be given by the Controlling Body for a person with a disability to nominate another person to undertake the duties of the marker on their behalf. 9.4 The duties of a Marker are listed in the Laws of the Sport of Bowls. Penalty: When a player is drawn to or requested by the Controlling Body to mark and they refuse, the player’s Home Club will receive a fine.

BOWLS WA GENERAL CONDITIONS 10. Determination of a Winner for Sectional Play in Events other than Sets Play Laws of the Sport of Bowls will apply, after which the following will take effect: (a) (b) (c) (d)

If there is still a tie, the team or singles player with the lowest ‘total shots against’ shall be the winner; If there is still a tie between two teams or singles players the winner of the game between them shall be the winner; If there is still a tie between two teams or singles players who drew their game, the winner shall be determined as in (d) below; If there is still a tie between two teams or singles players the result shall be determined by drawing to the jack as follows: (Yard Stick) ► each team or singles player shall play on a separate rink which shall not be the rink they last played on but shall be on the same green; ► the mat shall be placed two (2) metres from the rear ditch and the jack 27 metres from the mat line; ► each member of a team or the singles player shall use as many bowls as they have been using in the competition; ► only one end shall be played and if the jack is moved by a bowl it shall remain where it comes to rest; ► measuring shall proceed only after all bowls have been delivered; ► the team or singles player drawing most bowls within one metre of the jack shall be the winner; ► if two teams or singles players tie for the most number of bowls within one metre of the jack a subsequent end or ends shall be played until a winner is determined.

11. Bowls Stickers 11.1 Stickers may be provided for semi finals and finals by the Bowls WA Match Committee/s. 12. Trial Ends 12.1 Before start of play in any game, or on the resumption of an unfinished competition or game on another day, the Controlling Body may permit one trial end each way using as many bowls as will be used in the game according to the Laws of the Sport of Bowls. 12.2 Trial ends are not part of the game; the start of play is the rolling of the jack in the first end. All trial ends shall be completed by the scheduled starting time of the game and if still in progress at the scheduled starting time shall cease immediately. 12.3 In Bowls WA State Events, trial ends shall be restricted to the first game to be played on any one day on any one green by a side, team or player; except that if the direction of play on a green in any one day is changed or if a side, team or player is required to change greens additional trial ends will be permitted. 13. Attire The appropriate clothing to be worn for Bowls Australia or Bowls WA events; as described in the Bowls Australia Attire Policy. Penalty: ► The penalty for non-compliance, as reported by any Umpire or Bowls WA official (including Zone/League/ Region officials), the player/s may receive a fine. 14. Smoking and the Consumption of Alcohol Smoking and the consumption of alcoholic beverages is not permitted on the greens during any Bowls WA competition or event.

Penalty: ► For the first offence on that day, the player shall be warned by the Umpire of the Day. ► If the player commits the same offence for the second time on the same day, the player shall be disqualified from the game and no substitute or replacement player be permitted to take his/her place in the team, and the game will be forfeited to the opponent.

15.Use of Mobile Phones and Electronic Devices All mobile phones must be turned to silent (or vibrate) whilst on the banks or greens when play is in progress. (i) Permission to use a mobile phone must be given by the Umpire of the Day. (ii) For the first offence on that day, the player shall be warned by the Umpire of the Day. (iii) For the second offence a fine will be applied and thereafter a fine for each and every continuing offence. (iv) Electronic Devices are not permitted e.g. iPod’s or Radios.

Greens Safety Bowls WA, in identifying risks associated bowls, has implemented the following rules in the best interested of risk management and Sports safety. 16.1 Players Players directly participating in a game are not permitted to sit on the banks with any portion of their body in the ditch or on the green whilst play is in progress. ► For the first offence on that day, the player shall be warned by the Umpire of the Day. ► A fine will be applied for each and every continuing offence. 16.2

Spectators and Players Spectators or players not directly participating in the game must abide by the Laws of The Sport.

17. Photographs All photographs that are taken at Bowls WA Association Events by the Official Bowls WA Photographer remain the property of Bowls WA. 18. Clearance 18.1 No clearance is required by players transferring to another club within Western Australia. However should any club claim that an outgoing player is in financial dispute with their club then they must contact Bowls WA in writing, setting out their dispute with the player. The President and/or the CEO of Bowls WA shall appoint a mediator to resolve the dispute and the player may not play for any other club until the dispute is resolved. 18.2 Interstate Clearance 18.2.1 Any member of an affiliated bowling club in another Australian State or Territory seeking membership of a Club in this State shall lodge an Interstate Clearance Form, found on the Bowls Australia website under Club Assist-Policies, to their original State Association for processing. 18.2.2 Any capitated player of an affiliated bowling club in Western Australia seeking membership of a club in another State or Territory shall lodge an Interstate Clearance Form, found on the Bowls Australia website under Club Assist-Policies, to Bowls WA for processing. 19. Umpire of the Day 19.1 While several umpires may officiate on any one day, only one (1) Umpire shall be designated as the Umpire of the Day. 19.2 The Umpire of the Day shall be solely responsible to make the final decision in regard to the interpretation of Laws or Rules and continuation, deferment or abandonment of play. 20. Fines and Administration Fees Any fine or administration fee shall be paid to Bowls WA in accordance with the invoice issued to: ► The Secretary of the Club where; the Club is liable for an administration fee or is being fined. ► The player concerned where; any individual player is liable for an administration fee or is being fined. Should the fine, or administration fee not be paid by the prescribed date, the following restrictions may apply until the fine, or administration fee is paid: a) Where the Club is liable, the Club or any of its members may not be permitted to take part in any game or fixture conducted by Bowls WA or under patronage of Bowls WA, nor shall the representative of the club concerned be permitted to attend or take part in any meeting of Bowls WA. b) Where an individual player or players is liable any such player or players may not be permitted to take part in any bowls game or fixture conducted by Bowls WA or under the patronage of Bowls WA. The amount of each and every fine and administration fee shall be reviewed on an annual basis by the Bowls Management Committee. 21. Appeals Process Any administration decision by a Bowls WA Committee, fine or administration fee imposed, may be appealed through the following process: (i) (ii) (iii)

A written appeal with an explanation and listing all mitigating circumstances is to be lodged with the Bowls Management Committee within 48 hours of the written notification of the decision. The Bowls Management Committee will consider the appeal, and provide the lodger with a written copy of their findings. The decision of the Bowls Management Committee is final.

BOWLS WA GENERAL CONDITIONS 22. Delaying Play If the Umpire, either by their own observation or on appeal from one of the skips or an opponent in singles, decides that a player is deliberately delaying the delivery of a player’s bowl: ► On the first occasion the Umpire shall warn the player; ► If the player commits the same offence a second time the end will be regarded as completed and the opponents of the offender will score as many shots as there are bowls in use by such opponent. ► If the player offends a third time the game will be forfeited to the opponent according to the Laws of the Sport of Bowls 23. Death at the venue or in transit 23.1 Death in transit Should a Players Death occur in transit, the match in question is immediately abandoned. 23.2 Death at the venue 23.2.1 Should there be a death of a player immediately prior to or during the match, that match will be abandoned. 23.2.2 Should there be a death of a player, official, spectator, employee or any other person not directly involved in an individual match, the commencement or continuation of that match will require the joint agreement of the respective team managers. Should agreement not be reached, the match will be abandoned. 23.3 Pennant Fixtures. Should this occur during any pennant fixture and the required number of ends to constitute a game has been completed, then a winner shall be determined at the time play ceased. Should there not be a constituted game, then the fixture will be treated as abandoned and equal points shall be awarded to all teams at the venue. 23.4 Other Bowls events. The controlling body shall determine when and if the event shall be replayed/rescheduled. 24. Player damaging the Green The Controlling Body shall be at liberty to warn a player if in their opinion he is causing damage to the green. Following the warning, if the player continues to cause damage to the green, the Controlling Body may request the player to retire from the green and take no further part in the match. 24.1 Refusing to leave the green If the player refuses to leave the green, the player will be considered to become a defaulting player as per law 1.3.3 and law 1.3.10 will apply. The umpire’s decision is final.

GENERAL MATCH INFORMATION Men: Brian Burton 0418 932 469 Women: Lyn Colmer 0418 948 461 FIELD OF PLAY RULES and CONDITIONS OF PLAY The Field of Play Rules refer to all Bowls WA events, unless otherwise specified. The Field of Play Rules are available on the website www.bowlswa.com.au and on page 10. All Events, including Pennants, State Championships, Country Week etc, will have Event Specific Conditions of Play. The Conditions of Play are available on our website www.bowlswa.com.au and are listed as “Men’s State Pairs Conditions of Play” etc. Bowls WA Match Committee reserves the right to change the Conditions of Play at any time. RESPONSIBILITY It is the club and the player’s responsibility to ensure they are familiar with the Field of Play Rules and the Conditions of Play for each event. ENTRY FORMS The entry forms for the 2012-2013 season will be distributed throughout the year via club mail outs and will be available on the Bowls WA website under State Events, State Events - Entry/Draws. PLEASE PRINT NAMES CLEARLY and ensure that entry forms are FULLY COMPLETED. CLOSING DATE on entry forms for all events is the closing date at the Bowls WA Office. LATE ENTRIES will not be automatically accepted. All late entries must be received in writing (letter, email or fax). DRAWS will be posted on the Bowls WA Website. CANCELLATIONS must be received in writing (letter, email or fax) before the draw has been completed to be eligible for a refund. Refunds will be payable to the club or player after the event. CANCELLATIONS with less than 24 hours notice prior to the event may incur a fine. NO SHOWS players who do not show up to compete in events may incur a fine or be disqualified. CLUB EVENTS (INCLUDING MASTERS) Bowls WA does not run club events (including Masters) and questions pertaining to these should be directed to the host club. The format for Club Championships and the Conditions of Play are determined by the Club. TROPHIES Perpetual Trophies will be maintained by Bowls WA, and held at the Bowls WA Office. Replica trophies or certificates will be provided by Bowls WA. Brooches/Medals/Badges Brooches/Medals/Badges will be presented to winners of relevant events and are provided by Bowls WA. THE FIXTURES AND EVENTS COMMITTEE RESERVES THE RIGHT TO ALTER THE CONDITIONS OF PLAY AT ANY TIME The Fixtures and Events Committee reserves the right to make all arrangements, to fix and/or alter starting times, to alter or make any variations to the conditions of any event or to the programme. The Committee reserves the right to change or cancel any event. ● All disputes shall be settled by the appropriate Bowls WA Committee. Any member of the Bowls WA Fixtures and Events Committee competing in a tournament, may assist the committee on the day, but is not permitted to represent the Fixtures and Events Committee or participate in the discussion or resolution of any claim, dispute or decision on the Rules of Bowls within the competition he/she is a competitor. ● To be eligible to enter any Bowls WA event, players must be capitated.

BOWLS WA EVENT INFORMATION ● Entries must be made to the Bowls WA Fixtures and Events Committee, PO Box 123, Osborne Park WA 6917 no later than 4.30pm on the closing date shown on the official Entry Form. Late entries will be accepted only at the discretion of the Bowls WA Fixtures and Events Committee. ● All entries shall be subject to the approval of the Bowls WA Fixtures and Events Committee, which reserves the right to refuse entry without giving reason for such refusal. ● Once entries have closed, no refund will be available except upon production of a medical certificate or upon a written request to the Bowls WA Match Committee that shall approve/decline the request. DRUGS IN SPORT A competitor shall not knowingly make use of any drug to enhance their performance. Infringement of this condition may mean disqualification. A list of prohibited drugs is available on the ASADA Website. (www.asada.gov.au) LIABILITY Bowls WA accepts no liability or responsibility for loss, theft or damage to a participant’s equipment. SUSPENDEND PLAYERS In the event of a player being suspended by Bowls WA, the player shall not be eligible to enter or play in any Bowls WA event during the period of suspension.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS Conditions of Play for Country Pennant Competitions are determined by the Country Leagues and where possible should be, consistent with the Metropolitan Pennant Competition General Conditions. 1. GENERAL CONDITIONS Clubs entering a side or sides into the Metropolitan Pennant Competition acknowledge and agree to abide by these General Conditions and the specified Conditions of Play for each of the individual competitions which comprise the Metropolitan Pennant Competition. Clubs not abiding by these General Conditions or individual competition Conditions of Play shall incur a penalty, which may include but is not limited to; loss of points or a fine. 1.1 Integrity (i) Clubs and players shall respect the integrity of all graded pennant competitions conducted by Bowls WA. (ii) Clubs and players shall respect and support the integrity of the separate men’s and women’s pennant competitions. (iii) Clubs shall ensure that when nominating sides into specified gender competitions that they have sufficient capitated players of that gender to support the number of sides nominated for that gender. (iv) Cross gender substitution is only permitted when a club has insufficient players of the same gender and no other same gender substitutes are available to fill a side; refer to Metropolitan Pennant Competition General Conditions. 2. ELIGIBILITY 2.1 Clubs (i) Only metropolitan clubs affiliated with Bowls WA may enter the Metropolitan Pennant Competition. (ii) A club when entering the Metropolitan Pennant Competition for the first time or applying for an additional side in that competition will generally only be eligible to enter the side into the lowest pennant division applicable; thereafter a clubs divisional entitlement will be determined by the annual promotion and demotion system. 2.2 Players (i) A player must be a capitated member of a club affiliated with Bowls WA. (ii) A player shall play in the Pennant Competition for their Home Club as defined in the Field of Play Rules (FOP). (iii) No player shall be permitted to play in any Pennant Competition who is under suspension or has been expelled by any club; any State Authority; or Bowls Australia. 2.3 Players transferring Clubs Whilst there are no specific rules that prohibit a player at any time transferring between clubs there are specific conditions that apply to a player wishing to transfer their entitlement to PLAY for; and/or transfer Home Club status to another club once the annual Metropolitan Pennant Competition has commenced. (i) After the first Pennant game of each season and up to and including the 31st December of that year, permission will be granted to compete in the Metropolitan Pennant Competition and change Home Club status to another club subject to the Bowls WA Clearance By Law. Provided that: a) The player applies in writing to the Bowls WA CEO and/or his/her nominee. b) The player upon approval of the application and prior to competing in the first Pennant game for their new Home Club pays the applicable administration fee to Bowls WA. (ii) After the 31st December of each season permission may be granted in extreme circumstances to compete in the Pennant Competition and change Home Club status to another club during the current season. Provided that: a) The player applies in writing to the Bowls CEO and/or his/her nominee who will consider the application b) The application is in accordance with the Bowls WA Clearance By Law. c) The player upon approval of the application and prior to competing in the first Pennant game for their new Home Club pays the applicable administration fee to Bowls WA. 2.4 Multiple Club Membership A Player who is a member of more than one club shall; (i) Pay capitation at only one club which shall be regarded as the player’s Home Club. (ii) Only play in the Bowls WA Pennant Competition for their Home Club. (iii) If a player’s Home Club does not enter a side into a Defined Bowls WA Pennant Competition a player wishing to play in that Pennant Competition for another club of which they are a member; must complete the Multiple Club Pennant Application Form and forward to the appropriate BWA Match Committee for permission to play.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS (iv) A club will forfeit its points to the opposition if: ► A club plays a player who is not capitated or; ► A player competes who has an unresolved debt with Bowls WA or; ► A player competes who is under suspension or has been expelled from any club affiliated with a State Association which is a member of Bowls Australia. 3. NOMINATION OF A PENNANT SIDE The nomination process for the Metropolitan Pennant Competitions is as follows: (i) Nomination forms detailing divisional/colour entitlements will be sent to each club prior to the commencement of each season. (ii) Clubs unable to meet the advised divisional entitlements shall at their first available opportunity inform the appropriate Bowls WA Match Committee in writing; that they wish to decrease or relinquish specific entitlements. (iii) Applications for additional Pennant Sides shall be in accordance with 2.1(ii) of these General Conditions. (iv) Nominations for specified gender competitions shall be in accordance with 1.1 (iii) of these General Conditions. (v) Clubs must nominate sides on the Pennant Entitlement Nomination Form and return completed nomination forms and applicable fees by the indicated due date. (vi) Nominations are not a guarantee of placement into the specified division/colour. (vii) The appropriate Bowls WA Match Committee will assign nominated sides to divisions/colours and in the best interests of the competition be entitled to: ► promote or demote a nominated side in order to fill a vacancy within or correct an anomaly in a pennant division/colour; ► any such action shall be made based on the performance of a side in the previous season and; ► A club shall be notified in writing when an adjustment occurs. (viii) Clubs with extra players but not enough to form a side may contact surrounding clubs during the off season to ask if they would like to enter a combined Pennant Side in the relevant Pennant Competition under the following restrictions ► Clubs combining to form a new Pennant Side will only be able to enter in the lowest Pennant Division of the requested competition. A written request must be made to Bowls WA Fixtures and Events Committee from both clubs stating who the home club will be. Combined club teams will b able to wear their own club uniform. ► If a club already has an allocated entitlement in a division that is the clubs lowest side but not the Defined Pennant Competitions lowest division, they may approach another club to join with them to continue in that division. A written request must be made to the Bowls WA Fixtures and Events Committee from the entitled club stating reasons for the amalgamation and who the home club will be. Combined club teams will be able to wear their own club uniform. 4. LATE ENTRY OF A PENNANT SIDE 4.1 Prior to the commencement of the Competition: (i) After the closing date for annual nomination and where a vacancy exists in a division/colour additional side(s) may be accepted into the competition. (ii) An application for late entry must be made in writing to the appropriate Bowls WA Match Committee and accompanied by the applicable nomination fee. (iii) An amendment to the advertised Draw for the effected division/colour shall be placed on the Bowls WA Website and any club directly affected will be advised in writing. 4.2 After the commencement of the Competition: (i) In the best interests of the competition the appropriate Bowls WA Match Committee may accept a late entry into the competition. (ii) Application for late entry and advice of amendments to the draw shall be in accordance with 4.1 (ii) & (iii) above. (iii) Allocation of seasonal points for sides affected by the late entry of a side into a division/colour shall be as follows: ► An average of shots for and against and match points earned for the remainder of the season shall be allocated to any side that was drawn to a bye prior to the late entry of a side. ► An average of shots for and against and match points earned for the remainder of the season shall be allocated to any side that has been accepted as a late entry into the competition. ► The adjustment of points shall be made by the appropriate Bowls WA Match Committee at the end of the home and away season.

WITHDRAWAL OF A PENNANT SIDE 5.1 Withdrawal (i) A club that withdraws a side up to and including the third (3rd) round of competition will be liable for an administration fee. (ii) A side which is withdrawn after the commencement of the competition and up to and including the third (3rd) round of the competition will be considered not to have entered the competition; and any points and shots earned by the withdrawing side or their opposition shall not count and the position previously held by the withdrawing side in a draw may be replaced with a BYE. Or; (iii) May be replaced by a side which is a late entry into the competition as in 4.2. (iv) Notice of the withdrawal of a side and an amendment to the draw shall be posted on the Bowls WA Website and clubs directly affected notified. 5.2 Subsequent Withdrawal of a Pennant Side (i) A club that withdraws a side after the third (3rd) round of the competition will be liable for an administration fee. (ii) Opposition sides drawn to play a side which is withdrawn after the third (3rd) round of the competition shall be awarded a forfeit. (iii) Notice of subsequent withdrawal of a side shall be posted on the Bowls WA Website and clubs directly affected notified. Written notice of intent to withdraw a side must be made to the appropriate Bowls WA Match Committee. 6. ANNUAL REGISTRATION OF PLAYERS All clubs shall throughout the season act with integrity towards the graded pennant competition and shall adhere to the Integrity Rule when registering players. Refer to the Integrity of Graded Pennants Policy available on the Bowls WA website. 6.1 Player Registration (i) Clubs are required to register on an annual basis all players in the Division and Colour in which they played the 3rd last game of the defined pennant competition.. (ii) In extenuating circumstances a club may apply to the appropriate Bowls WA Match Committee for the late registration of a player. (iii) Premier League and each 1st Division colour are to be regarded as separate Divisions. (iv) A player may only be registered once by a club. (v) Registration is to be completed on the Player Registration Form at the third (3rd) last game and must reach Bowls WA prior to the second (2nd) last game of the scheduled fixtures. Penalty: Failure to provide Bowls WA with an Annual Registration of Players list shall result in a fine. 6.2 Exceptional Circumstances A club which; following the annual registration of player’s has a change in player availability and is experiencing genuine hardship may apply in writing to the appropriate Bowls WA Match Committee for the consideration of a dispensation from the registration criteria. Penalty: Any infringement of these restrictions after registration shall incur a penalty. ► For the first offence the offending club shall lose all points for that side for that game in that Division and any aggregate points will be allocated to the opposition. ► Any subsequent or continuing offence; the offending club will incur the penalty as above and a fine for each and every occasion. 7. SCHEDULING AND RESCHEDULING OF FIXTURES (i) All games shall be played in accordance with the most recently published fixtures and conditions of play. (ii) To reschedule a fixture prior written approval is required from the appropriate Bowls WA Match Committee. (iii) The rescheduled game must be completed by the date specified in the approval notice. 8. ABANDONMENT 8.1 General Abandonment of a Metropolitan Pennant Fixture by Bowls WA 8.1.1 No points shall be awarded for the General Abandonment of a fixture 8.1.2 Abandonment due to Extreme Weather conditions; (i) In the case of extreme weather conditions or other extreme circumstances the appropriate Bowls WA Match Committee may cancel all games scheduled on that day, prior to the scheduled starting time.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS (ii) The cancellation of a Metropolitan Pennant fixture due to extreme weather conditions or other extreme circumstances shall be determined on the day of play by the appropriate Bowls WA Match Committee. (iii) Notification of the General Abandonment of a fixture shall where possible be broadcast by radio, between 11.20 a.m. and 12 noon on Saturdays and Thursdays and 7.00am on Tuesdays, notification of abandonment will be simultaneously posted on the Bowls WA website. (iv) The Match Committee will endeavour to broadcast cancellations on the following radio stations: ABC (720AM) 6PR (882AM) Clubs and players MUST NOT contact the radio stations, updates will be posted on the Bowls WA website. 8.2 8.2.1

Individual Abandonment, Delayed or Interrupted Games When no general abandonment of a fixture has been made by Bowls WA and a club is experiencing extreme weather or other extreme conditions at their location. If host clubs green or greens have been closed for the day due to the inclement conditions; (i) The game is abandoned and the allocated points are equally shared. (ii) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of the Day and forwarded with the Pennant Result Sheet. (iii) Home Clubs are required to inform visiting clubs as soon as possible. If the host clubs greens are open or only temporally closed; Start of play may be deferred for up to sixety (60) minutes from the scheduled starting time. (i) Once play has commenced, but due to extreme conditions cannot continue, the game will be deferred for sixty (60) minutes cumulative, before the game can be abandoned (ii) Restart of play must take into consideration any prescribed finishing time. (iii) Once play has commenced, every attempt should be made by the sides involved to play the required number of ends to constitute a game. (iv) When extreme conditions continue to interrupt play see (i) above; Team Managers shall consult with The Umpire of the Day, who, as sole arbiter, shall make the decision to abandon or continue play for all sides at the venue. (v) If the prescribed number of ends has been played to constitute a game prior to the abandonment of play the game shall be considered as completed. (vi) If the prescribed number of ends have NOT been played to constitute a game prior to the abandonment of play it is an incomplete game. (vii) If a game is incomplete when play is abandoned the points shall be shared equally. (viii) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of the Day and forwarded with the Pennant Result Sheet to Bowls WA headquarters within 48 hours of the abandonment. In the case of a Club having closed grass greens due to inclement weather, but have a Synthetic Green available, the following conditions will apply: â–şThe Club MUST use the Synthetic Green if it is fit for Pennant and ALL teams at home on the day are able to be accommodated on the available synthetic green/s. â–şThe Club may NOT use the Synthetic Green if all teams at home on the day are NOT able to be accommodated on the availabl synthetic green/s.

8.3 Completed Game A prescribed number of ends are required to be completed in competitions between sides to constitute a game. The required number of completed ends is dependent on the number of teams which make up the side. Refer to the individual Pennant Competition Conditions of Play. 8.4 Incomplete Game A game which has commenced but play has been abandoned prior to the prescribed number of ends that constitute a game have been played. 8.5 Games rescheduled due to Player Protection (i) In the case of General Abandonment, games that have been rescheduled from that round due to player protection will also be treated as abandoned.

FORFEIT (i) A club forfeiting a game is required to notify the opposition club concerned as early as possible so as to avoid any inconvenience to that club. (ii) A club receiving a forfeit is responsible for completing and returning the Pennant Result Sheet to Bowls WA. (iii) A club that receives a forfeit shall be awarded all points, and the average shots for and against (percentage) from previous games played. If the percentage is negative, then no percentage will be applied. (iv) A player whose name appears on the Pennant Result Sheet may not have played in another game in that round. Penalty: ► A club that forfeits will be fined for each offence. ► A club that forfeits a game during the Finals and Promotion Play-Off series shall be disqualified from further participation in the series. 10. BYE 10.1 In the event of a bye, no points shall be awarded. 10.2 Inequality of byes (i) If in a colour within a division there is inequality of byes the appropriate Bowls WA Match Committee may redraw the fixture in the best interest of the competition. (ii) All changes to the draw shall be displayed on the Bowls WA website. (iii) If it is not possible or practical re-draw the colour, the appropriate Bowls WA Match Committee will determine the points and percentage allocation at the completion of the Home and Away fixtures. 11. LATE APPEARANCE (i) 30 minutes is allowed beyond the scheduled starting time. (ii) If at the end of 30 minutes, and no extenuation circumstances exist, a player is not present for one or more teams play should commence in accordance with BA Laws of the Sport of Bowls. (iii) If at the end of 30 minutes, and no extenuating circumstances exist, a side or sufficient players from the side are not present the opposing side will be awarded a forfeit. BA Laws of the Sport of Bowls. (iv) In the case of extenuating circumstances (e.g. Major freeway hold-up), every effort should be made to notify the host club and the Controlling Body 12. CROSS GENDER SUBSTITUTION Women from the clubs lowest division playing in the Women’s Tuesday Pennant Competition and men from the clubs lowest division playing in the Men’s Saturday/Midweek Pennant Competitions may play in the opposite gender’s pennant competition with the following conditions: (i) Cannot be selected if eligible players of the opposite gender are available. (ii) May only play in the club’s lowest division and are regarded as substitutes. BA Laws of the Sport of Bowls. (iii) Must conform to the rules for sides dress in accordance with Bowls WA Field of Play Rules. (iv) Substitute/s must be identified on the Pennant Result Sheet. In extenuating circumstances clubs may seek dispensation by contacting the Chairperson of the appropriate Bowls WA Match Committee. Penalty: When Cross Gender Substitution is misused; the opposing team will be awarded a forfeit. 13. PLAYER PROTECTION A club having two (2) or more pennant players from the same side competing or officiating in an official BA Interstate, National or International competition as selected, as an invited player, as a direct entry or via Western Australian Qualifying Events, and the player’s club has a simultaneous pennant fixture that the players would normally play in, the fixture will be rescheduled as follows: (i) Men’s Saturday and Women’s Tuesday Pennant Competitions; all games affected by the absence of players will be rescheduled to an alternative date. Requests for re-scheduled games shall be made on the Alterations to Fixture Form to the appropriate Bowls WA Match Committee. (ii) The rescheduling of fixtures Metropolitan Pennant Competition General Conditions will apply. 14. ATTIRE FOR PENNANT SIDES Attire for pennant sides is in accordance with Field of Play Rules.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS 15. GREENS Bowls WA Greens Self Assessment Policy will apply. 16. PRACTICE No practice by any player engaged in any pennant game on that day, with the exception of trial ends, shall be permitted on the green to be used 90 minutes prior to the commencement of the game. Penalty: Any infringement may incur a fine. 17. BOWLS STICKERS 17.1 Home Games The Bowls WA nominated sponsor’s stickers when applicable must be used by the home side. Bowls WA will advise clubs annually of the requirement to use BWA sponsor’s stickers. 17.2 Club and Club Sponsors Stickers If there is no recognised sponsor for the Metropolitan Pennant Competition; clubs may apply in writing to the Bowls Management Committee to use club or club sponsors stickers for their home games. 17.3 Finals and Promotional Play Off series Team Managers shall toss for the use of the mat at neutral venues, the side winning the toss shall be considered the Home side and when applicable shall use Bowls WA nominated sponsor’s stickers. 18. RINK DRAW (i) The draw for the rinks and opponents of each team shall be decided jointly by the Side Managers, who shall exchange cards and then shuffle them. The cards of one side shall be placed (separately) name downwards by one manager and the cards of the other side placed one on each. The draw for the rink on which the teams shall play will be made by the Side Managers and placed on the cards as drawn. (ii) If the visiting side’s cards are not available 15 minutes prior to the commencement of the game, the Home Side Manager may arrange for the Umpire of the Day to conduct the rink draw in order for trial ends to commence. 19. SUBSTITUTES AND PLAYING SHORT (i) If during a game a player is unable to continue an eligible player may be used as a substitute with the permission of the Umpire of the Day. (ii) If a substitute is not available, the team must play with three (3) players, the lead and the second shall use three bowls each and the skip 2 bowls. (iii) A line shall be drawn on the card and at the completion of the game 25% of the teams score shall be deducted from the points scored below the line. (iv) The team with (3) players are to play as follows: Lead plays their three consecutive bowls in turn, then the second plays their three consecutive bowls in turn. (v) If a team with a substitute already playing has another player withdraw, the team may play with three (3) players, who shall use three (3) bowls for the lead and the second, and the skip shall use two (2) bowls. Scoring shall be as in 19(iii) above.. (vi) No team may play with less than three (3) players; if no substitute is available and one of the three players can not continue the side must forfeit. 20. COMPLETION OF PENNANT RETURNS 20.1 Home and Away Fixtures (i) The Home Side is responsible for forwarding the Pennant Result Sheet to reach Bowls WA in accordance with the individual Metropolitan Pennant Conditions of Play. (ii) Sides Managers are to complete the Pennant Result Sheet in full, showing the names of the players who were selected for their sides. Note: Players names must be technically correct as per the capitation returns, no nicknames or abbreviated surnames are to be used. (iii) If the selected player/s is/are unable to play and substitutes are not available, a notation “DID NOT PLAY” is to be marked beside the player/s name.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS (iv) Any substitute used must have the word “SUB” marked next to their name. (v) Cross Gender substitutes are to be clearly identified with an “M” or “F” circled next to the player’s name. (vi) The Home Side Manager must ensure that the name of the Umpire of the Day is appended to the form (vii) At the completion of the game the Sides Managers are responsible for recording and totalling individual rink (team) scores and aggregate points and recording the name of the winning side. Once agreement has been reached that the scores and points are correct the form shall be signed by both Managers. 20.2 Byes, Forfeits, Rescheduled and Abandoned Games (i) A Pennant Result Sheet is not required to be lodged for a BYE. (ii) The Manager of a side receiving a FORFEIT is responsible for submitting the Pennant Result Sheet (iii) A Pennant Result Sheet is not required to be lodged in the case of a General Abandonment of a Fixture by Bowls WA (iv) The Home Side Manager is responsible for submitting the Pennant Result Sheet and the accompanying Umpire of the Day Cancellation of Play Report for individually abandoned games (v) The Home Side Manager is responsible for submitting a copy of the Pennant Result Sheet when play has been abandoned. 20.3 Finals and Promotion Play Off Series It is the responsibility of the winning team to send the Pennant Result Sheet to Bowls WA. Penalty: A fine will be applied for the late return of the Pennant Result Sheet. 21. SIDE MANAGER 21.1 Appointment Clubs are responsible when appointing a Side Manager for each of their Pennant Sides, to ensure the Managers are aware of their duties and the importance of accuracy when completing the Pennant Result Sheet and other related forms. 21.2 Roles and Responsibilities (i) Each Side Manager is required to have a copy of these General Conditions and the Conditions of Play for the relevant Pennant competition. (ii) To record the players names, date, division, colour and rink numbers on the score cards before the game. (iii) To prepare the Pennant Results Sheet in accordance with Rule 20 of these General Conditions. (iv) To effect the rink draw in accordance with Rule 18 of these General Conditions. (v) To ensure that the Pennant Result Sheet reaches Bowls WA by the time stipulated in the individual Pennant Conditions of Play. 22. SMOKING, CONSUMPTION OF ALCOHOL Smoking and consumption of alcoholic beverages is not permitted on the greens during any Bowls WA competition or event. Penalty: (i) For the first offence on that day, the player shall be warned by the Umpire of the Day. (ii) A player committing the same offence for the second time on the same day, shall be disqualified from the game and no substitute or replacement player be permitted to take their place in the team. (iii) The team must play with a player short, and the three (3) remaining players shall play with only two (2) bowls each. (iv) If the team is reduced to less than three (3) players, the side must forfeit. 23. USE OF MOBILE PHONES AND ELECTRONIC DEVICES All mobile phones must be turned to silent (or vibrate) whilst on the banks or green when play is in progress. (i) Permission to use a mobile phone must be given by the Umpire of the Day. (ii) For the first offence on that day, the player shall be warned by the Umpire of the Day. (iii) For the second offence a fine will be applied and thereafter a fine for each and every continuing offence. (iv) No Electronic Devices are permitted e.g. IPods or Radios. 24. FINALS AND PROMOTION PLAY OFFS 24.1 Eligibility (i) A player must have played in at least four (4) pennant games in the specified competition for their home club (whether completed or not, including abandoned games) in the current season to qualify for the Finals and Promotional Play Offs .

(iii) A club with insufficient eligible player/s as per clause 24.1(i) may make written application to the appropriate Bowls WA Match Committee, to play unqualified player/s. The Match Committee shall stipulate the position in which an unqualified player/s shall play. 24.2 Determining a Winner (i) For all games during the Finals and Promotion Play Offs, the winner shall be determined by the side with the highest aggregate. (ii) In the event of a tied aggregate, one extra end shall be played on all rinks. (iii) The extra end shall be played from where the previous end was completed. (iv) Sides Managers shall toss for the mat in the extra end. (v) If a tie remains after the completion of the extra end, additional extra ends shall be played until a winner is determined. With Sides Managers tossing for the mat for each and every extra end (Laws of the Sport of Bowls). 24.3 Determining Preliminary Final Green (i) When played on the same day as Semi Finals, the Preliminary Final Green shall be chosen by the Club with the highest points scored over the home and away season. 25. PRIZES Clubs winning the Grand Final in each Pennant Division shall be presented with: ► A Pennant Flag ► A Pennant Plaque ► A monetary prize Players playing in the winning side in the Grand Final shall be presented with a Pennant Badge*. *Clubs may order and purchase at cost extra Pennant Badges for players that did not play in the Grand Final, but were part of the side throughout the season 26. MEN’S SATURDAY & MIDWEEK PENNANT COMPETITION CONDITIONS OF PLAY 1. STRUCTURE (i) The Competitions are graded into Divisions. (ii) Each Division will be sub-divided into colours. (iii) Saturday: Four (4) teams of four (4) players shall constitute a side. (iv) Midweek: Three (3) teams of four (4) players shall constitute a side. 2. REGIONAL CONSIDERATIONS OF THE DRAW (i) Premier League and 1st Division White will not receive regional consideration. (ii) Regional consideration shall be given to all other divisions. (iii) Where a club has more than one side in a Division, each side will be placed in a different colour if possible. 3. FORMAT (i) A Sides competition with four (4) players in each team. (ii) Two (2) bowls per player. (iii) 21 completed ends. (iv) The Fixtures will be scheduled as a home and away competition. No alterations will be permitted without the prior written consent of Bowls WA. 4. CONSTITUTED GAME 4.1 4 Teams a Side (i) 56 completed ends must be played to constitute a game. 4.2 (i)

3 Teams a Side 42 completed ends must be played to constitute a game.

2 Teams a Side 28 completed ends must be played to constitute a game.

If the required ends are not completed the game shall be abandoned as outlined in the Metropolitan Pennant Competition General Conditions. 5. STARTING TIME/TRIAL ENDS (i) The starting time of pennant games shall be 1.45pm. (ii) Trial ends will commence no later than 1.30pm and must be completed before the scheduled starting time of the game. 6. LATE APPEARANCE (i) Metropolitan Pennant Competition General Conditions. 8. NOTIFICATION OF PENNANT RESULTS Saturday: (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to notify Bowls WA of the Pennant Results. (iii) Pennant Results Sheets are to reach Bowls WA before 10.00am on the following Tuesday. (ii) Results are to be phoned to Bowls WA on 9340-0812 immediately following completion of the game. Results must then be received at Bowls WA by: Email: pr@bowlswa.com.au Fax: 9340-0888 or 9340-0880 (use black pen) Thursday: (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to notify Bowls WA of the Pennant Results. (ii) Pennant Result s are to reach Bowls WA by no later than 6.00pm on the day of the game. Individual Club Abandonment/Interrupted Games To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.2.2. Any game not commenced by 3.15pm, shall be treated as abandoned in accordance with Metropolitan Pennant Competition General Conditions of Play. Should the temperature reach 40 C, then the umpire of the day is to review the prevailing conditions and decide whether play will commence or continue. A count of completed ends should be made to determine if the required number of ends to constitute a game have been completed. WOMEN’S TUESDAY PENNANT COMPETITION CONDITIONS OF PLAY 9. ANNUAL REGISTRATION OF PLAYERS The Annual Player registrations must be completed in compliance with Metropolitan Pennant Competition General Conditions Rule 6. 10. NOTIFICATION OF PENNANT RESULTS (i) It is responsibility of the Club listed as the ‘Home Team’ in the fixture to notify Bowls WA of the Pennant Results. (ii) All results must be received at Bowls WA by no later than 3.00pm on the day of the game. PROMOTION AND RELEGATION 12.1 Premier League (i) The two (2) clubs with the lowest number of points will be relegated to 1st Division White. 12.2 (i) (ii)

1st Division White The two (2) clubs finishing 1st and 2nd on the ladder shall be promoted to Premier League. The two (2) clubs finishing in 9th and 10th position on the ladder will be relegated to 1st Division Green (North or South).

WOMEN’S SATURDAY PENNANT COMPETITION CONDITIONS OF PLAY 1. STRUCTURE (i) The Competition is graded into Divisions. (ii) Each Division may be sub-divided into colours. (iii) Two (2) teams of four (4) players shall constitute a side. (iv) Composite sides are permitted with prior written permission. Clubs should ensure the integrity rule is observed. 2. REGIONAL CONSIDERATIONS OF THE DRAW The Draw shall be conducted as follows: (v) 1st Division Red and 1st Division Blue will not receive regional consideration. (vi) Regional consideration will be given to all other Divisions. (vii) Where a club has more than one side in a Division, each side will be placed in a different colour if possible. 2. FORMAT (i) A Sides competition with fours (4) players in each team. (ii) Two (2) bowls per player. (iii) 18 completed ends. (iv) The Fixtures will be scheduled as a home and away competition. 3. CONSTITUTED GAME (i) Twenty Four (24) completed ends must be played to constitute a game. (ii) If the required ends are not completed the game shall be abandoned or re-scheduled as outlined in the Metropolitan Pennant Competition General Conditions. 4. (iii) Composite sides are accepted and encouraged with written permission required. 2. REGIONAL CONSIDERATION OF THE DRAW (i) Where possible, all sides within a colour will play at the same venue. (ii) Regional consideration will be given to all clubs. (iii) The Match Committee will determine the venues. 3. FORMAT (i) A Sides competition with fours (4) players in each team. (ii) Two (2) bowls per player. (iii) 15 completed ends. 4. CONSTITUTED GAME (i) Twenty (20) completed ends must be played to constitute a game. (ii) If the required ends are not completed the game shall be abandoned or re-scheduled as outlined in the Metropolitan Pennant Competition General Conditions of Play. 5. STARTING TIME, TRIAL ENDS (i) The starting time of pennant games shall be 7.00pm. (ii) Trial ends may commence at 6.30pm and must be completed before the scheduled starting time. 6. FINISHING TIME (i) All pennant games must be completed by 10.00pm. 7. LATE APPEARANCE (i) Metropolitan Pennant Competition General Conditions of Play. (ii) Refer Laws of the Sport of Bowls. 8. PLAYER RESTRICTIONS (i) 1st Division Tuesday Pennant Players are ineligible to play in this competition (ii) Each side is restricted to having no more than two (2) players from the 2nd Division Tuesday Pennant (One (1) player per team). (iii) Players who are members of a 2nd Division Tuesday Pennant Side cannot act as a Skipper in Friday Night Pennant Competition, however they are encouraged to stand at the head and assist the Director of the head. (iv) Coaches and/or experienced players not taking part in the game are encouraged to assist. Refer to the Laws of The Sport regarding coaching. 9. SCORING Points shall be awarded as follows: 2 Teams a Side Maximum

WOMEN’S FRIDAY NIGHT PENNANT COMPETITION CONDITIONS OF PLAY (ii) A copy of the Pennant Results Sheet must reach Bowls WA before 10.00am on the following Wednesday. The Match Committee reserves the right to correct obvious transposed errors or errors in additions on the Pennant Result Sheet. 12. PENNANT FINALS 12.1 Determining a Winner (i) Colour Winners shall be decided by the points gained by each side. (ii) In the event of two or more sides having the same number of points, the following shall apply: a. The order shall be determined by the shots for divided by the shots against; and b. then if equal order shall be determined by the difference in shots for and against. (iii) Colour Winners shall play Finals to determine the Pennant winner. (iv) Aggregate score in these games shall determine the winning side. 12.2 Draw The Colour winners are ranked. 12.2.1 Four (4) Colours in a Division Semi Final Final

12.2.2 Three (3) Colours in a Division (i) The club with the highest points will be granted direct entry to the Grand Final and the remaining two (2) clubs will play off to determine who will make it to the Grand Final. 12.2.3 Two (2) Colours in a Division (i) The two (2) clubs will play in the Grand Final. 12.2.4 One (1) Colour in a Division (i) The club finishing on top of the ladder will play the club finishing second on the ladder in the Grand Final. In the event of there being more than four colours in the competition, the match committee shall determine the pennant final format. 13. PROMOTION AND RELEGATION Promotions and relegations do not apply for this competition. 14. PROCEDURE IN EXTREME WEATHER 14.1 Abandonment Metropolitan Pennant Competition General Conditions of Play shall apply. 14.2 Individual Club Abandonment/Interrupted Games (i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.2.2 (ii) Any game not commenced by 8.00pm, shall be treated as abandoned in accordance with Metropolitan Pennants General Conditions of Play. (iii) If play is still in progress at 10.00pm, all ends in play shall be completed. (iv) A count of completed ends should be made to determine if the required number of ends to constitute a game have been completed. Refer to Metropolitan Pennant Competition General Conditions of Play. 15. HOSTING VENUE Each hosting venue shall be responsible for providing: (i) Greens under lights. (ii) Supper for all players. Team Managers are required to pay to the Hosting Venue, on behalf of each player, an inclusive fee for supper and green fees to be determined annually by the Match Committee.
