Top class bowls at championships Over the past few months I have had the pleasure of watching some exceptional bowls as the pennant season came to a close along with finals in a number of other major events. Congratulations to all the clubs who took out Pennant flags both in the Metropolitan Competitions (Women’s page 28-29 and Men’s page 30-31) and Country Leagues (pages 32-33) around WA. A standout final occurred in the Under 18’s Championships (pages 1617) where Jack East from Rossmoyne won his second singles title defeating Patrick Quinlan from Osborne Park. The quality of play by these lads was super impressive and both have a huge future in the sport. Although the bowls season may be over for some plenty of clubs are still hosting games. For those still wanting a game of bowls don’t miss the centre lift out of 'Where to get a game out of season'.

Reflecting on the past season With the season winding down, we can reflect on the past few busy months. We have crowned our State Singles winners for the 2018/19 season, and congratulate Blake Butler and Kristina Krstic, both from the Manning BC. Congratulations to Jack East from the Rossmoyne BC, who has won back to back Under 18 Singles titles.
Men's and Women's Country Weeks Men’s and Women’s Country Weeks attracted a large field of players from all over the State to compete in the various disciplines. Congratulations to the blue ribbon Singles winners, Justin Smith from York, and Noelene Abe from Corrigin. A full report is available later in this issue. Major sponsors of Country Week, BCiB, were welcomed at both events, with Ian Hopper, Brett Duprez and Karen Murphy representing the sponsor. I thank the many clubs who provided city hospitality and made greens available. Special thanks to the Bassendean BC and the Osborne Park BC for hosting continuation games and finals.
Congratulations to the States Sides The State sides have recently returned from the National Series at the impressive Ettalong BC in N.S.W. All players performed with pride and honour in the intense competition, with the women finishing well, in third place. The men finished in sixth place, unlucky not to have won several other matches which were decided on the last end of the match. Congratulations to Russell Bates and Helen Morss, Players of the Series.
Bowls WA Awards Night in May The Bowls WA Awards Night is to be held on Friday May 24. I hope to see many of you there, as we celebrate the season past and recognise our volunteers, clubs and elite players.

State Consultive Body Meeting Ken Pride and I attended the State Consultative Body meeting at Ettalong with the Presidents and CEOs of the other States. We were updated on the progress of Bowls Link with the membership portal about to be released, and with the competition module making good progress. The recent amendment to the Artificial Devices Policy was discussed. From May 1, there is no requirement for players to have approval from the State governing body, or to have a medical certificate to use a bowling arm. The Nationals – scheduled for October 2020 is proposing all BA events be held over a two week period with the venue negotiations still in progress.
Submissions received The 2025 committee formed to progress the game into the future, has received submissions from bowlers and is now summarising key points to enhance our current competitions.
Vision Impaired Championships in Perth The National Championships for the Vision Impaired and Blind will be held at the Perth and Tatts BC from April 30-May 8. I welcome everyone to attend this event to give the players support and encouragement.
Presidents' and Ladies' Forums during May The Presidents’ and Ladies’ Forums are to be held in early May. Please ensure that your delegates attend this important opportunity to discuss the many topics relevant to you, the bowler.
Australian Open at Broadbeach Many of you will be heading to Broadbeach for the Australian Open in June. I wish you good bowling and a wonderful time with the many players you will meet, both on and off the greens.

Congratulations to all Pennant Winners The pennant season has now passed and congratulations to all clubs who attained promotion or the elusive pennant. Reports of a number of finals went down to the very last ends of the season, in what was a great way to conclude a long season of pennants. We hope that clubs will take the opportunity of free ticketing for their pennant win to attend the Annual Dinner and Awards Night, always an outstanding evening to round out another season. Nominations will now have closed so we wish all those put forward by the club, whether that be for a specific club award or the important Volunteer and Coaching categories all the best of luck.
The Sides At the time of writing I have just returned from the Australian Sides Series, hosted by the Ettalong Bowling Club on the Central Coast of NSW – also the venue of the Australian Over 60s title in October this year. It was a real pleasure to watch our sides against the very best, with a number of excellent results. The Men, although remaining in 6th position, will look back on a 'could have been' series with each match winnable late in the piece. The standout efforts against NSW, Tasmania and Queensland are worth a particular mention. The ladies had an unusual series finishing 3rd, but would have been disappointed in their games against NSW and Queensland – the acknowledged big guns of the competition where they were well beaten. As a CEO I commend the teams on the way they conducted themselves on and off the green – we are not far away from some silverware! Particular congratulations to Helen Morss and debutant Russell Bates who took out their respective Player of the Series awards. Next year the competition moves to an October timeslot and will be most interesting in how it works within the Bowls Australia 'Festival of Bowls'.
The year ahead The 2019/20 season will not only see changes at the High Performance level, but also in the new Affiliation Fee Model (based upon nominated pennant teams and not members) and some recommendations from the Bowls 2025 Committee that will be considered by clubs in forthcoming Metropolitan Forums. These changes will see a more equitable means of charging clubs affiliation based on 'real' people, whilst also seeking to bring some new life into our Metro Pennant competitions.

The Bowls 2025 Committee in particular has canvassed opinion and sought submissions from clubs and individual members. These have been noted and are encapsulated into some of the recommendations to be made for pennant in 2019/20. Of the submissions made a few key changes were noted over again: • Easier travel for Midweek pennant fixtures (post match) • A wish for something different in the pennant offerings than at present, • A broadening of the Ladies Saturday pennant competition to match Tuesday • A shorter season.
BCiB – a long standing supporter of bowls in Western Australia We have in the past weeks renewed our partnership with BCiB for a further three years – this is great news for all in WA and a much welcomed commitment from the largest insurer of bowling clubs in Australia – the naming rights supporter of the Australian Jackaroos national team. As part of this support BCiB in conjunction with Bowls WA will be hosting a major new carnival in September of this year. The carnival will attract significant prizemoney and be club based, with the finals to be held at Cockburn Bowling Club. The event will be held over three sessions – some possibly during the evening – with BCiB ambassadors Kelvin Kerkow, Karen Murphy and Steve Glasson involved in its concept. Details will follow in coming months but club committees will be urged to field a club side in what will be a great investment into WA bowls by BCiB. Stay tuned.
Champion of Champions Finally strong fields have nominated for their respective Champion of Champions singles events – with this year the national finals to be hosted here in the West by the South Perth Bowling Club – the final chance for this to occur on a round-robin basis before it moves to the Festival of Bowls format. The opportunity to crown an Australian Champion out of WA will never be stronger and we look forward as to who will carry their club and state hopes onto the national stage. Certainly when the time comes all bowlers will be asked to get to the venue and support our representatives. Enjoy the winter break.

2019 All Ability State Championships
• Bowls WA thanks everyone for their participation, the volunteers who made this happen, and Kardinya Bowling Club for hosting this fantastic event!
The 2019 State All Ability State Championships were played over the weekend of March 2nd and 3rd at Kardinya Bowling Club with 32 participants in four categories of Deaf, Intellectual, Physical and Vision Impairment competing in Single and Pairs format. This year’s competition saw the return of our Vision Impaired bowlers and their Directors who invoked awe and respect with the quality of their bowls and wonderful personalities. Also, a welcome influx this year were players across our categories from country towns including Barrie Bywater (Toodyay), Kate Leese (Binningup), Wayne Allsopp (Dowerin), Thomas Copping (Brookton), Stephen Hubbard (Yanchep), and David Williams (Balingup).
What an incredible amount of competitiveness mixed with fun and comradeship was had!! Lots of laughter, plenty of competitive bowls, and new friendships marked the weekend with players participating in Singles across all four categories and Pairs in the Combination, Deaf, and Physical categories. It has become a tradition to end our event with a picture of participants doing the ‘deaf clap’ and taking a picture…the players and volunteers love this end to a fantastic weekend. Club responsibilities and Officiating What do you do when a situation arises that you, as an Umpire, are called upon to resolve when there is no clear reference to it within the Laws of The Sport of Bowls? Take the following Scenario: The match is a pennants round with 4 teams of fours in a side: Green Team Third's bowl is in course when a player on the rink of play (the Green Skip in this case) realises that the bowl will hit a bowl at rest straddling the boundary and leans over and lifts that bowl to allow the bowl in course to pass through which finishes up in shot position, – X, and replaces the lifted bowl. Then the players notice that boundary bowl is actually one of Green team's own, on the rink of play and not from the adjacent rink. Question: What course of action should follow and what should the Umpire decide if called to resolve the matter? Clearly, this is a clear case of displacement by a player as per the definition within the Laws ~ but displacement of what? Is it a displacement of the bowl in course by dint of the incorrect removal of the obstacle it would have hit? By the very term 'displacement' it cannot be, as the bowl in course continued to the head unimpeded! The bowl at rest that was lifted by the player from the same team, was displaced - what should happen to that bowl which also would clearly have been affected by the bowl in course striking it? Laws 37.1.1.1 and 37.6 are not appropriate in this situation. Law 37.1.4.1 is appropriate for dealing with the bowl at rest which was lifted. The question is what should be done about the bowl which was in its original course. One of the principles on which the laws are framed is that the innocent should not be adversely affected by the actions of the guilty. Green team are guilty of a breach of the laws (displacing a bowl at rest) – it does not matter how 'accidental' that action may have been – and as a result, Red team have been adversely affected (having another shot against them). Having put this question to a number of highly experienced Umpires, the overall consensus was to refer to the FOREWORD of the Law Book introduction to the effect that where a situation arises not covered by the laws – Umpires must use their common sense and a spirit of fair play to decide on the appropriate course of action.

The opposing team should NOT be disadvantaged or in any way penalised by GREEN team’s breach of the Laws i.e. by displacing the straddling bowl and by so doing a result in their favour was achieved to the detriment of their opponents. The decision/s I would have taken, if called as the Umpire, would have been to use, as a guiding principle only, Law 37.1.1.1 –where in this instance by picking up the bowl at rest it supervened upon the bowl in course continuing to shot position – and declare that bowl dead. Law 37.1.4 displacement of a bowl at rest would apply to the lifted bowl, which should be returned to its original position by the opposition. In summary – from those canvassed, there was unanimous agreement that the bowl-in-motion be declared dead (not the end), as per the principles of Law 37.1.1, and have the opposing skip remove it and replace the boundary bowl and continue play as per Law 37.1.4.2 where it was. The matter is further complicated IF the bowl in course had continued on to disturb the head, but by extending the same guiding principles, the matter can still be resolved under these Laws thus meet the full intent of the FOREWORD and the useful mantra of, “I offend, You amend.” BowlsWA • Jack Hi • Autumn 2019

Congratulations to Pennant finalists The cool weather is upon us once more which means the bowling season has come to an end. The feedback I have received, is the season went very well in all Zones. Congratulations to all the teams who won their individual pennant finals. Another Country Week was completed with very competitive bowls played. Thanks to the Metropolitan clubs, volunteers and bowls WA staff who offered their services during country week. Well done to Country Bowlers Noelene Abe, (Corrigin) Matt Mitchell (Emu Point), Russell Bates (Dudley Park) who represented West Australia in the recent side series at Ettalong, NSW.
Positive Survey Response There was a good response from the survey handed out during country week with 56% of forms returned by men and 78% by the women. Playing surfaces and quality of food for both Men and Women averaged 8.5. The pairs format for men was 63% for 2x2x2x2 and 70% for 3x3 for women. There was 68% men and 77% women against composite sides being allowed. The question on whether meals remain compulsory or optional, Men were 79% compulsory and women 85% compulsory. Some comments were worth noting and will be discussed at the next Country Committee meeting on the 24th May.
Men's IZRR The Mens IZRR was held at Emu Point Bowling Club with the South West Zone winning for the third time in a row. Congratulations to Emu Point BC and Southern Zone for a very well run competition.
Bowls Link The new Bowls Link platform will be used this coming season. It won’t be a lot different to the present Bowls Connect system that we have been using for the last 3 years. A training course timetable has been sent to all leagues showing venues for training courses. Contact Aaron Delaporte at Bowls WA if you require any further information. I need to remind clubs to have their pennants teams nominated by 13th September to enable affiliation fees to calculated.
Annual Awards Night Invitations are out for the Annual Awards Night to be held at Crown Perth. I look forward to seeing country bowlers there.
Outstanding Clubs The Outstanding Club awards were won by Dudley Park who won the PS Bignell Memorial Shield (Men) and Corrigin winning the Bowls WA Shield (Women) .
Ladies' IZRR Pairs The Ladies held their IZRR Pairs in Northam and congratulations to the Eastern Zone for their win and the Southern Zone for their win in the fours.
Back to Back wins for Justin Congratulations to Justin Smith on winning back to back Country Week Men’s singles title and Noelene Abe winning the ladies singles title. They both featured in the Pairs final with Noelene winning the title with Nola Forbes and Justin winning the Men’s Pairs with brother Aaron. Congratulations to the team of Brad Ball, Ben Garrett, Dave Appleton and Russell Bates from Dudley Park who won the men’s fours and the team of Jill Winter, Gail Barry, Denise Mott, and Liz Winter from Dunsborough who won the Ladies fours.

Dyenamic Women’s State Singles wrap…
Third Singles title for Kristina Krstic Manning Bowling Club’s Kristina Krstic asserted her dominance as the best player in the game within Western Australia right now as she claimed an impressive third State Singles title at Yokine Bowling Club Saturday March 17th. It had many who witnessed her brilliant display wondering just how many state titles she may claim as the 25yo is seemingly just at the beginning of what is already a brilliant career in the sport. Such was the class of Krstic that she left the extremely talented Noelene Abe (Corrigin) struggling to match her on the scoreboard despite some great bowls as Krstic always had the answers with the 25-6 final scoreline not reflecting the standard of play by both players. All four finalists had plenty of time to think about how they might defeat their opponents as the matches were postponed from the originally scheduled date of January 27th when hot weather made it not possible to complete the event. The semi finals were both great contests. Krstic playing her Manning team mate and close friend Laura Merz enduring a terrific battle which she later admitted had her sweating. It was a pleasure to watch two young female players at the peak of their game as they traded shots for most of the match. Krstic did win the majority of ends in the middle stages and looked set for a comfortable victory until Merz responded with some pinpoint drawing to really have Krstic under pressure late in the match. Krstic came up with a match winning bowl when Merz once again held two close shots and looked like levelling the scores at 22 all, however she played a great conversion to shift both bowls and stay to hold the needed three shots to move into the final. In the other semi final Abe and Mosman Park’s Lisa Featherby were having a titanic struggle. No more than a few shots seperated the players for much of the match. In the later stages Featherby seemed to lose her rhythm and Abe continued to apply the pressure drawing close to the jack. She eventually closed out the encounter 25-18 to set up a salivating final. This was to be the third occasion Abe and Krstic had met in the state singles final. Abe having come out on top in 2015 with Krstic claiming her first title in 2016, both those matches being very close affairs and this was expected to be no different. Krstic immediately showed she was on song with a three on the first end. Abe hit the scoreboard on end three with a two as the score progressed 4-2. Their was still no indication of the blow out that was to come as the score progressed to 6-3. A few good ends from Krstic took her advantage to 12-3 before Abe was able to respond with another two to make it 12-5. The following end perhaps provided the real turning point as Abe drew superbly to a jack that was on the Tee. With Abe holding three bowls within inches Krstic connected with an accurate drive which sent the jack flying out of bounds to kill the end. It left Abe just a little rattled perhaps as she was never able to score from that point forward, Krstic consistently drawing inside her all the way to the finish line as she won impressively 25-6 over one of the best players in the game.

Australian Sides Championships Wrap
WA team compete strongly The WA Men’s and Women’s teams have completed strongly at the Australian Sides Championships at Ettalong Bowling Club, NSW where the championships were played from April 11 to 14. Against quality opposition the Women’s team finished in third placing with four wins and three losses. The defeats were at the hands of winners NSW, runner-ups Queensland and Victoria. The Men’s side finished in sixth position with two wins and a drawn match. Despite another bottom half of the ladder finish the Men’s team should be proud of their efforts with their worst result only a ten shot loss. They took it up to the undefeated champions NSW in a game which WA lead for some periods before the class of NSW eventually told in the finish with a seven shot victory. Kristina Krstic with her side of Robyn Jolly, Nolene Abe and Laura Merz finished as the fifth best in the Women’s
Competition with five wins and a draw +64 shots whilst the rink of Helen Morss, Hailey Packer, Lisa Brannan and Shari Solly also had a strong series with five wins. Lisa Featherby’s team of Linda Warburton, Robyn O’Brien and Jenny Parker finished the series finished with two wins and a draw. For the Men the young rink of Cody Packer, Anthony Williams, Kevin McKay and Lewis Grigg lost just the one match with four wins and two draws to be the fifth best men’s rink. John Slavich’s team of Matthew Mitchell, Bill Brandsma and Russell Bates and the Dave Rankin team of Shane Knott, Kyle McIlroy and Clive Adams both had three wins for the series. Helen Morss who celebrated her 100th game for Western Australia won the Beryl Godfrey award for Most Outstanding Women’s Player of the Series whilst Russell Bates who had an exceptional first series won the Men’s Allan Eddy/Rod Wishart Award as best player for the series. Australian Sides Championships Wrap
at Sides Championships Both players will receive the awards at the Bowls WA Annual Dinner and Awards Presentations Night on Friday May 24th at Crown Entertainment Complex. Kyle McIlroy was rewarded for his dedication and commitment to the Western Australia state team over many years by reaching the 200 game milestone. A special presentation took place before the match, however Kyle will also receive a presentation of the coveted Jim Sullivan Medal at the Bowls WA Awards Night. Other milestones achieved at the championships were Kristina Krstic 100 games, Laura Merz and Linda Warburton 50 games Bowls WA would like to thank all the players, selectors and coaching staff for their time, effort, dedication and fantastic representation of WA at this series.

WA BOWLS RANKINGS Based on prestigous events over 3 years
MEN
Redevelopment at Fremantle The Fremantle Bowling Club is part of a $4.28 Million redevelopment of sporting facilities on iconic Fremantle Park, in the centre of Fremantle. The redevelopment commenced on 1st April and the new 2 storey clubhouse will be home to the Fremantle Bowling Club, Fremantle Lawn Tennis Club and the Fremantle Workers Club. The estimated time for completion is mid-December. The result will be that the Fremantle Bowling Club has two excellent grass greens and one synthetic green. This outcome is the culmination of a long process over an 11-year period and many thanks must go to the various committees for their tireless work to achieve such a great outcome for the club. In addition to new facilities, the future for the Fremantle Bowling Club, a club that is 123 years old and the oldest in the state in its original location, is about to enter a new era on the greens.
"The scope of the project also includes the installation of a new sand-filled synthetic green to replace an existing grass green." From as few as 29 members some years ago, there has been a steady increase in playing numbers. Over last winter the club attracted 24 new members including 20 men and 4 women. In the 2018/19 Bowls season the club had 4 Saturday divisions (2, 3, 4 and 5) and 3 Thursday divisions (2, 4 and 5) for men. The women had a single division for Tuesday pennants (3rd Division). The 2018/19 pennant season has been very successful, having gained promotion to Division 1 Blue on both Saturday and Mid-Week. A check on pennant history shows that it has been 30 years since Fremantle has had a 1st division team. Additionally, the club has also gained promotion in Men’s Mid-week pennant from Division 4 to Division 3, while winning the flag as well. The ladies 3rd Division finished the season in 3rd position which is a good improvement over last season. There is a strong possibility the women will enter a team in the Saturday competition next season. The Fremantle Bowling Club is supportive of all levels of bowlers, from our Sunday social bowlers to new pennant playing members, while offering a friendly, diverse and progressive club with an exciting future.

2019 Under 18 State Championships Wrap

The Under 18 State Championships were held at the Bassendean Bowling Club during April. The Under 18 State Championships were played at Bassendean Bowling Club on April 16 and 17. Fourteen participants from across WA were involved with plenty of great matches and terrific bowls played in three disciplines of Singles, Pairs and Triples. The Singles event was played first on Tuesday in mostly overcast conditions. The five sectional winners were Emma Smith (York), Jack East (Rossmoyne), Patrick Quinlan (Osborne Park), Alex Wasley (Dandaragan) and Marcus Simpson (Bassendean). In an alignment round Simpson made good use of his home ground advantage to progress to the semi-finals with a comfortable defeat of Wasley. He then had to face past winner Patrick Quinlan. The match was a beauty early as both players traded scores before Quinlan won some key ends in the middle stages of the contest to race to a 19-10. The last few ends were played in drizzling rain before Quinlan finally ran out a winner 21-13. Likewise the other semi-final was a real nip and tuck affair. York’s Emma Smith had a strong band of supporters cheering her every shot and she looked like upsetting last years winner Jack East as she continued to draw superbly to hold a narrow lead 10-8. At this point Emma unfortunately lost some momentum as Jack played a couple of very good ends were he picked up consecutive maximum scores of four shots. Emma tried valiantly to get back into the match but Jack secured the victory 21-12.
The final was a repeat of last year albeit with Jack East looking to defend his title against Patrick Quinlan. Both players were exceptional and consistently drawing bowls with a foot or so. In a high quality final it looked like Patrick was on track to win his second Under 18 Singles title when he led the match 14-9. Jack managed to win another end and made a clever tactical move by lengthening the jack away from the short ends that Patrick had been playing. It worked well as he picked scores of 1, 3 and 1 to once again level the match. The players continued to trade shots for the next few ends as impending dark clouds began closing in. With Jack leading 17-15 it was Patrick’s turn to win consecutive ends and when he picked up a multiple he was within a shot of winning the championship at 20-17. At this point the rain began to come down and Jack managed to handle the changing conditions just a little better. He picked up three shots to once again level the scores at 20 all. By this time the rain was absolutely pelting down and both players were given the option to stop play. However, credit to them they wanted to play it out. Jack’s first bowl was a beauty as he drew within a foot of the jack and with the green slowing rapidly Patrick was forced into playing weight to try and remove it or trail jack. His last attempt was his best but he just missed it and Jack East was once again crowned the champion.

On the Wednesday players returned to compete in Pairs and Triples under much better conditions. The Pairs was played in two sections under a 3 x 3 format. The sectional winners Segan Pasalich (Stirling) with Mitchell Corps (Swan) playing Jack East and Aiden McAuliffe (Mullewa) in the final. Pasalich and Corps started the ten end final the better picking up a two and a single to lead early 3-0 however from that point on East and McAuliffe worked their way towards the title. The crucial end coming just three from the finish with East/McAuliffe leading 6-4 they picked up a big four shots. Pasalich and Corps played a great end to keep themselves in the game picking up a two however the four shots needed on the last end was always going to be a tough ask. In the end East and McAuliffe picked up a single shot to win the match 11-6. This was the second pairs win for East and the first under 18’s title of any kind for the impressive McAuliffe who looks to have a good future in the sport. The final event was the two bowl triples. With just the four teams engaged it was played purely as sectional play. As it happened the third round turned into a final between the triple of Jack East, Emma Smith and Aiden McAuliffe up against Patrick Quinlan, Marcus Simpson and Cory Day (Carnarvon) as whoever won the match would take the title. Quinlan’s team were the defending champions in this event. They started the final in great fashion winning the first three ends including a four which took them to a 7-0 lead. East’s side was able to pick up a three to get on the board however another four to Quinlan took his side to a commanding 12-4 lead. East’s side continued to try their best and won the next three ends meaning they needed a four to level the scores going into the last end. However Quinlan’s team held their nerve and the shot to take the title 13-8. A remarkable effort from these three lads to win the triples for the third straight year. BowlsWA • Jack Hi • Autumn 2019

Other participants in this event were Ruby Leggett (Joondalup), Shae Barter (Quinns Rocks), Noah Groves (Joondalup), Utah JohnFurnace (Dandaragan) and Tom Brooks (Dandaragan). Bowls WA would like to congratulate all the players for their efforts and tremendous sportsmanship during this event and thank the various parents, club volunteers and host club helpers who supported the Under 18 State Championships. With the exception of Emma Smith who turns 18 in the coming months all other players will now practice together under the tutelage of Under 18 State Coach Ken Perks as they prepare for selection in the Under 18 State National Championships at Bendigo in October 2019. • Emma Smith in action.

Safety Bay Bowling Club have honoured one of their greats with a ceremony at the opening of their new green…
Frank Keogh honoured at Safety Bay Guests from the City of Rockingham attended along with some eighty or ninety club members. Master of Ceremonies, Robert Stanley, introduced Club President, Chris Owen, who spoke glowingly of the efforts of the contractors and of the many members who had put their hand up to complete the job. Robert then called on life member, John Biglin, to speak of the efforts of life member, Frank Keogh. John said that Frank first took up bowling when living in Mandurah. He mainly played social bowls in those days as he then owned one of Mandurah’s caravan parks, which took up a good bit of Frank’s time. He moved back to the metro area, and joined the Carlisle Bowling Club in 1976. He immediately made his presence felt by winning the singles and went back to back by winning the event again in 1977. Frank’s success escalated rapidly from there. He was invited to become a member of the State Squad and was invited to compete in the prestigious West Coast Classic in 1978. And so Frank began an illustrious career at Safety Bay. He led a team that got equal third in the state fours in 198990 and got runner-up in the state pairs in 1995-96. Then about 1997, he played in a team from Safety Bay that won the prestigious Bedford Bowl, one of the top WA events of the time. As well, the pennant team that Frank played in, in the early 2000’s were the second best performed team in the premier division that year. Frank’s achievements, since arriving at the club in 1978, are exemplified by the fact that he has his name on, no less than 32 club championships. That in itself is extraordinary. This story so far has been on Frank’s success as a bowler, but there is so much more to Frank Keogh than his bowling ability. From the day he joined our Safety Bay Bowling Club he started to look for ways he could help. Very soon he was involved with the greens and ended up becoming chair person of the greens committee. He has been involved with the greens for a large percentage of his time here at Safety Bay. But that was only the start. He also became chairman of coaching and did a stint as chairman of umpires. Frank was on selection a few times. He filled the role as the club delegate for some twelve years. He has served on the match committee many times and is currently in that position. Also, Frank has been an active member, since inception, of the club’s Community Bowling program, which has run very successfully for some thirteen years.

As well as all of this, Frank took on the role as a director for the Blind Bowlers Association and offered his services to our David Goddard for some seven years. This job, to say the least, was extremely demanding, having to take him to regular practises at the Perth and Tatts Bowling Club as well as seeing to his every need, such as shopping, getting him out of bed, fed and dressed and get him to various venues both locally and interstate. He helped David win three gold medals at inter-state level and David was a team member in 2011, when the WA team received the award for 'Team of the Year'. To say the least, this job was just so demanding! To further assist the blind bowlers, Frank started an extensive collection system of cool drink and beer cans. Hard work, done to further assist this organisation. Certainly a huge effort and a highlight of the man’s dedication to the job at hand. But there’s even more. Frank organised the ladies pennant wind-up dinners. And would you believe, he did that for some twenty five years. Frank, as you would all know, has deservedly received life membership to our club. At this stage, Rockingham’s Lord Mayor spoke at length of the success of the Safety Bay Bowling Club and of the fine efforts of Frank Keogh. Then he announced the official opening of the club’s new green and that it was to be named 'The Frank Keogh Green'. The Mayor, Frank, Club President, Chris Owen, and John Biglin each bowled a couple of bowls to complete the official opening. Afternoon tea was then enjoyed by official visitors and the large gathering of members.

Poletti on the board again
• Toni Gatti and Lee Poletti.
The 2019 Women’s Over 60’s Singles saw a new winner added to the list when it concluded at Cockburn Bowling Club on Friday 15th February 2019. Lee Poletti added one of the few trophies her cabinet doesn’t already possess by winning the final 21-15 against Toni Gatti. It was a come from behind win for Poletti as Gatti clearly started better, perhaps surprisingly given Poletti’s finals experience, and jumped out to a 2-8 lead early in the match. Poletti managed to find a bit more of a rhythm, managing to get back to even with six unanswered shots. Things remained tight until Gatti unluckily removed her own second shot from the head to end up four down at the end’s conclusion. This gave Poletti her biggest lead for the game to that point at 15-11, but Gatti promptly answered with three shots followed by a one to tie it back up. Consecutive ends for Poletti put her back into ascendancy with an 18-15 lead. Coming back towards the club house Poletti brought the mat right up and had two handy openers as Gatti struggled to adjust to the new line. Down game Gatti drew a great shot with her third bowl to hold, but its position near enough to jack high left Poletti a great shot on. She played weight to remove the bowl or trail the jack, either of which would see her hold game again. She ended up doing both, collecting the bowl and then running on to nestle it in a cluster of three forcing Gatti into a weighted shot which she missed. This gave Poletti a 21-15 victory and her first Over 60’s Singles win although she didn’t immediately realize she had won the game.

Gordon King rules at Cockburn

The 2019 Over 60’s State Singles has been run and won with the final played between Osborne Park’s Gordon King and defending champion Gary Keep from Collie. The final was played on Wednesday February 13th at Cockburn Bowling Club on their new covered synthetic and it was King who emerged from under the roof victorious, winning 21-15. King built a decisive early lead with two threes in the first six ends to lead 9-1 in the race to 21. He would maintain that advantage for the next few ends thanks to another three and led 13-5. However this is where Keep began to show why he was the champion last year as he kept plugging away and plugged himself right back in the match. Five ends and eight shots on the spin got him back level for the first time since the game started. The players swapped twos in the next couple of ends to set up what was effectively a race to six for the title. King rediscovered his earlier touch to finish the match in three ends. He scored a one, a two and a three to make his way to 21 and pick up his first Over 60’s Singles title. The threes that King was able to pick up in the match proved crucial as they made up more than half of his score. Conversely King was able to keep Keep to ones and twos for the duration of the match. It’s title number three for King having previously won the triples and the mixed pairs. A Men’s pairs would make him the first male to win all four Over 60’s events.

Sorrento win Over 60’s Mixed Pairs by Aaron Delaporte Sorrento’s Chris Lander and Pauline Bourne have combined to take out the Seniors Recreation Council Mixed Over 60’s Pairs as the competition finals were completed at Manning Bowling Club on Wednesday 3rd April. A record field of 84 teams took to the greens on the Monday as the competition got under way in what is now one of the most popular events on the calendar despite having been on the calendar only five seasons. The winners Lander and Bourne played exceptionally well right from the start as they cruised through sectional play with 3 wins + 25 shots. Playing in the alignment round they were forced to win another five matches to claim the championship and survived a few close encounters along the way. In the final against surprise packets Joseph Rollnik (Valley) and Nerrida Porteous (Sorrento) it was a slow start by Lander and Bourne who trailed 8-1 in the early stages. Club mate Porteous was doing the best in the leaders dual at this stage however Bourne then lifted her play, the result was that Lander and Porteous went on a scoring spree as they raced to a 16-9 lead. Skip Rollnik was forced to play weight on many of those ends with Bourne right on the jack and despite a few dead ends couldn’t overcome the draw power of his opposition. Rollnik and Porteous tried valiantly over the remaining ends of the match but Lander and Bourne were able to match them before clinching the title 19-14. For journeyman Lander who took up the sport in his 20’s, represented WA in the 1990’s and has played at the top level for 30+ years it was due reward for a number of good performances in the Over 60’s events finally clinching his first title in this age bracket.

What is a Home Care Package? CPE Group is a privately owned, proudly WA-based company providing healthcare services throughout the community since 1998. We are pleased to have partnered with Bowls WA to provide members with information about Government funded home care services, through a series of articles available in Jack Hi Magazine and on the Bowls WA website. In this, our second article, we’ll be helping to answer the question ‘What is a Home Care Package?’ In short, a Home Care Package (“HCP”) is a tailored selection of personal care services, support services and clinical care created for an individual to support them to live independently in their own home for as long as possible. Home Care Packages are available in four levels, designed to meet different needs: level one is designed for those with lower care needs, while level 4 is for those individuals with high care needs. The Federal Government heavily subsidises the cost of in-home care for people with a Home Care Package in place; financial subsidies for the four care levels range from $8,250 per annum up to $50,250 per annum. Establishing a Home Care Package can take different paths for different people. In some cases, people who already receive services through the Federal Government’s Commonwealth Home Support Programme (“CHSP”) will be assessed for a Home Care Package; in other cases, a Home Care Package is established without any other services already in place. To determine eligibility for a Home Care Package, contact the Federal Government’s My Aged Care line on 1800 200 422. When calling My Aged Care, it is important that you have the Medicare number of the person seeking a Home Care Package on hand. The My Aged Care team will ask a series of questions to better understand the level of care required, including: • Any support currently being provided • Health concerns • Problems managing activities at home • Safety at home

Based on the answers provided, My Aged Care will advise whether an assessment by an Aged Care Assessment Team (“ACAT”) is required to determine eligibility for a Home Care Package. If required this assessment will take place at home, and the ACAT assessor will likely wish to learn more about a range of things including: • What support is already in place and whether it is ongoing • Questions about health and lifestyle, including health concerns • If there are challenges completing daily tasks and activities at home • If memory is a concern • If there are concerns around issues relating to home and personal safety • The degree of family and community engagement currently available Following the assessment, if eligibility for a Home Care Package is confirmed, the assessment team will then determine what level of care is more appropriate; they will advise these outcomes in writing. Individuals approved for a Home Care Package are placed on a national queue until the funding for their package becomes available and is assigned to them. Those receiving funding will be notified prior to the funding becoming available, to allow sufficient time for an approved service provider to be chosen. We hope that this introduction to the Home Care Package programme has been helpful. In future articles we will provide more information on how to choose an approved provider, what services are available and how partly or fully self-funded retirees can still benefit from Home Care Package subsidies despite possibly having to make an income tested co-contribution. Smith family to the fore Smith immediately retook the lead with a three and followed up with a two to regain most his former advantage. At 12-8 down Bates really clicked into gear winning six of the next seven ends to put himself in the box seat. Seven shots in three ends gave him the lead back and a 1512 advantage. Smith managed to score a two next end before Bates hit back with three singles to grow his lead to 14-18 and push himself firmly into favouritism. Smith was for the most part struggling with his first couple of bowls at this time with the night air beginning to take effect and the pace of the green shifting quickly. However on the next end he well and truly found the range, scoring three crucial shots which meant both players were potentially just one end away from the title. The next end Smith played the only truly close bowl to level the game setting up a race to three for the title. The following end was possibly the best of the game with both players drawing within a foot to start the end. Bates was close to holding game but a great shot by Smith sprang the jack out the side for one which he held. This put him within two shots of victory and gave him first bowl to try and pile the pressure on. That he did as Bates stepped up to play his final bowl down two shots and game, with Smith having covered the back as well. The result was a fantastic pressure bowl, a pure draw to save game and win the end. There was now a maximum of three ends left with both players requiring just two shots. Bates took first blood, drawing close jack high with his second bowl. Smith failed to respond and Bates drew second a little further away to put Smith under the pump.

He did have a good set up though with a bowl two feet behind to play to and a jack high shelf to use, which he did, to take shot. Bates with two seconds hunted the bowl but missed under giving Smith the opportunity to draw for the match with last bowl. He couldn’t have drawn it much better to win 21-19 and become the first player in 20 years to win back to back BCIB Country Week Singles titles. The win capped off a marathon effort from Smith who played in every final. His campaign began at 9:30am Friday the 1st of March and finished at 8pm a week later. Despite his and the rest of York’s efforts the overall trophy went to Dudley Park who also had a very successful tournament, winning the fours, coming second in singles and having another three teams in semi-finals. Country Week was once again a huge success and solidified itself as one of the highlights of the bowls calendar. Credit must be given to the participating players and the clubs who made their facilities available to host games. Particular praise goes to Bassendean Bowling Club who hosted a magnificent final day.

Women’s Tuesday Pennant Winners Blooms The Chemist Women’s Tuesday Pennant competition saw seven different clubs crowned as Pennant champions when the competition grand finals were played out on Wednesday 20th March at Osborne Park Bowling Club in humid condition. Manning defeated Mosman Park Manning clinched their 10th flag in the last 12 years with a dominant display against its regular main challenger Mosman Park. Many pundits were giving Mosman Park a strong chance of claiming the flag after they toppled the ladder leaders Manning on Monday by 11 shots with wins on all three rinks. However in the grand final Manning bought their 'A game' with the rinks of Helen Morss and Kristina Krstic doing the damage winning by 23 and 17 respectively. Lisa Featherby’s team with Linda Warburton in great form provided a 11 shot win for the runner-ups Mosman Park.

Women s 1st White Pennant
• Gosnells – 1st Blue - South champions.
Gosnells defeated Manning Gosnells were another side to reverse their semi final loss and did it in grand style today. After a 23 shot loss to Manning on Monday then defeated Willetton in an extra end to advance to the grand final to earn a rematch. In a game that was close for most of the day they pulled away in the second half to win by 12 shots. Pat Richter’s team winning by 11 with Iris Sharkey also having a good day getting up by 7 shots.

North Beach defeated Thornlie North Beach came from 4th on the ladder to record a memorable pennant victory for their club. After beating Manning on Monday by 6 shots, they then dispatched the best team all year in Melville by 7 shots before a comprehensive 14 shot win in the grand final. The Carole Roe skipped rink proving the difference with a 15 shot win. Runner-ups Thornlie and the top of the ladder Melville will be promoted to Premier League whilst North Beach will remain to defend their flag next season.

, Women s 1st Green - North Wanneroo defeated Scarborough Wanneroo proved to be the team to beat all year in 1st Blue North and fittingly took the title. In a match that was close most of the day they finished the better especially the rink skipped by Theresa O’Day who had a big 14 shot win. The overall result was a 13 shot victory to Wanneroo who gain promotion to 1st White next season. • Northern Region team.
2nd Division Melville defeated North Beach 1 Melville capped a great season in 2nd division by claiming the pennant over North Beach in a great match. Melville like North Beach had lost just 2 games for the entire season so it was no surprise they had a solid battle and in fact it was the only game still on the line with an end to play. Unfortunately for North Beach they couldn’t claim the 7 shots needed and the flag went to Melville. These two sides will be joined by Wanneroo and Byford as the promoted teams into 1st Division next year.
3rd Division Merriwa defeated Warnbro 1 Another team to lose just two games for the year was the Merriwa 3rd Division team who won on all rinks against Warnbro to claim the flag. Julia Barron with a 14 shot win doing best for the champions. Joining Merriwa and Warnbro with promotions to 2nd Division are Belmont City and Pickering Brook.
4th Division Mundaring defeated Perth and Tattersalls Perth and Tatts were looking to win back to back flags but their party was spoilt by Mundaring who recorded a come from behind victory. Elisa Appleby’s team did a great job to down Lisa Smith by 3 shots with Maureen Chitty getting home by 7 it was a comfortable 10 shot win by Mundaring in the two rink competition. North comes up trumps by Denise McMillan The women’s metro Inter Region Round Robin (IRRR) event was hosted this year at Warnbro Bowling Club. The club were fantastic hosts and showcased an excellent event with positive feedback from the players, observers and the Regional Committees. The roof-covered greens were a blessing with Sunday’s weather being fairly inclement with lots of rain! No cancellations at this years IRRR! This event hosts 96 female bowlers, 24 players from Eastern – Northern – South Coastal – Southern Regions, who compete in three round-robin games of 18 ends prior to an All-Star Game where the eight of the best of the weekend’s players (per region) are selected to compete in three 50-minute timed games against each other. Awards are given to the Best Performed Region and the winners of the All-Star Game. This year Northern Region was the biggest victor of the weekend claiming BOTH awards. The round-robin games were won by Northern with 9 points, followed by South Coastal with 6 points, Eastern with 3 points and Southern with 0 points. Competition was stiff in the All-Star Game with both Northern and Eastern earning 6 points and tied scores of 36 shots. Rink wins were also even and the results had to be calculated by aggregate and then Northern won by 1 shot to come out on top!

Men’s Blooms Pennant Finals
Doubleview go back to back After a big season of bowls the Blooms The Chemist Metropolitan Pennant season was wrapped up when the finals of the Men’s Saturday Competition were completed across the weekend of April 6th and 7th. Premier League, 1st White and 1st Blue all played at Yokine Bowling Club on Sunday morning whilst the remaining divisions wrapped up on Saturday afternoon.
Premier League Doublview vs South Perth In one of the closest seasons of Premier League in which 9 sides finished within just a few wins of each other including a very unlucky Sorrento in 9th place being demoted, the finals were expected to be a good contest. South Perth who finished on top had the advantage of the home ground in the semi finals and went straight to the grand final with a comprehensive win over Doubleview whilst Kardinya staged a memorable come from behind win over Cambridge. Doubleview bounced back in the preliminary final defeating Kardinya to set up what would be an epic final. Both teams were trading shots for the first half of the match until Scott Edmonds rink put a string of ends together over Neale Griffin’s rink to give Doubleview a handy advantage. However once again South Perth raced back into contention. Justin Opie’s rink picked up another big score as did Scott Walkers rink who had gotten behind against Ryan Moyle. Glenn Pauling’s rink had started to move away against John Slavich and suddenly South Perth were 4 shots up with only 20 ends to play. The Doubleview players found their voice as they urged each other on and the team responded as the match started to draw to a close Doubleview had again got their noses in front. Charlie Slavich’s rink grabbed a single to defeat Justin Opie and Ryan Moyle’s side recorded a 4 shot win over Scott Walker. This left the other two rinks to play out their last ends together with Doubleview leading by just two shots overall. South Perth gained a glimmer of hope when Tom Antonio put a bowl right on the jack for his team however the extremelyconsistent side of Glenn Pauling were not able to get anything close and crossed over 1 down. The tension really rose as the skips crossed over, John Slavich drew a counter for Doubleview whilst on the other rink Neale Griffin drew a great shot which saw Scott Edmonds play weight to send the jack back albeit still two down. Glenn Pauling need to draw shot to give South Perth a big chance of winning however he pulled up short and when John Slavich edged off a short bowl to add another counter 30

and claim 3 shots on his rink it meant the remaining South Perth rink needed 5 to force a draw. Griffin with just one bowl left had to try and kill the end and when it just missed the Doubleview players went up in celebration to claim the flag. Edmonds and his rink 7 shot winners for Doubleview whilst Glenn Pauling’s rink had played a great game to secure a 9 shot win for South Perth but just not enough to stop Doubleview claiming back to back Premier League flags.
, Men s 1st White Pennant
• Mosman Park – Men's 1st White champions.
Mosman Park vs North Beach After having secured promotion to Premier League North Beach and Mosman Park played a great match to see who would be crowned 1st White pennant champions. Similar to the Premier League grand final it was the top two teams for the year battling it out with Mosman Park who were in front for most of the match having to withstand a solid fight back from a determined North Beach team. Coming into the last end Mosman Park held a two shot lead and with North Beach’s best rink for the day left playing the last end it set up for a thrilling finish. However Mosman Park played a great end with Damian Adams trailing the jack it made it extremely difficult for North Beach to get the needed 3 shots. BowlsWA • Jack Hi • Autumn 2019

For the winners Mosman Park Chris McKenna and his team had a 31-16 win which with the 19-14 victory by Paul Walker secured victory. Graeme Wishart and Geoff Devenish played out a 20 all draw whilst Douthie had a 30-13 victory for North Beach.
, Men s 1st Division Blue
They were extremely dominant in the finals series winning their semi final 90-64 over Kardinya and then defeating Bassendean 103-71 in the grand final. Recruit Peter Vellios with a 35-6 win for Nollamara setting up the victory as they move into 2nd division next season with finalists Bassendean, Bayswater and Kardinya. Winning promotion finals were Wanneroo, North Beach, South Perth and Manning.

Sorrento vs Armadale
• Bassendearn – Men's 1st Blue champions.
Bassendean vs Cockburn Respective North and South ladder leaders Bassendean and Cockburn played off for the flag in 1st Division Blue. It was Bassendean who started much the better and quickly opened up an unassailable lead. Eugene O’Sullivan rink just awesome as they lead 22-2 before the half way mark. Cockburn showed some fight but could never seriously threaten as Bassendean ran out convincing 102-85. Winning rinks for Bassendean on the day were Joe Krstic 33-22, Rod Revell 22-15 and O’Sullivan 29-21 whilst for Cockburn veteran Marko Krajancic won 27-18. In the challenge playoffs both South Perth and Rossmoyne defeated their 1st White opponents to take a promotion.
, Men s Second Division Manning vs Quinns Rock Second Division saw the closest finish of the day as Manning and Quinns Rocks played a great final. In unbelievable scenes the match finished in a draw with the players forced to go out and play an extra end. The extra end once again resulted in another drawn aggregate before Manning finally clinched the flag on the second extra end. Best rinks for the victors were those skipped by Alan Pryce winning 22-14 and Graham O’Brien who won 24-19. Joining both Manning and Quinns Rocks as promoted teams into 1st Blue were Mt Lawley and Fremantle.

Sorrento Bowling Club claimed the 4th division pennant with a comfortable 87-66 victory over Armadale. All 4 rinks had wins for the Swans with the best of them being John Sturk 28-21 and Robert Tozer 19-12. It was a very good year for the Sorrento side who lost just the two games for the season and especially the rink of Tozer with youngster Mason Gunson, Brian Hogan and Evan Cosh who was the rink in their division with 13 wins from 15 matches plus two wins in the finals. Also promoted with Sorrento and Armadale were the finalists Cockburn and Bedford plus the promotion final winners Merriwa, Safety Bay, Willetton and Swan who all graduate to 3rd division next year.
, Men s Fifth Division
Claremont vs Manning Claremont Bowling Club had an off season exodus of bowlers from their club but were still able to put a pennant on the wall winning the 3 rink 5th division competition 58-54 over Manning. Best for Claremont was Brian Marsland with a 2211 victory. Promoted teams with Claremont and Manning are the finalists Scarborough and Cockburn plus the promotion winners Mundaring, Quinns Rocks, Bullcreek and Roleystone.
, Men s Sixth Division South Perth vs Bedford The two rink 6th division competition was hotly contested however South Perth rose from the pack to play some great bowls and claim the pennant. They went into the finals after topping their division by just 1 point and having to play away at Bedford for the finals series. In the morning semi final they played Manning and it could have gone either way however South Perth got through with the barest possible margin winning 40-39. Ray Miles the winning skip with a 24-21 victory. In the grand final they really put hosts Bedford to the sword with a huge 55-29 win mainly courtesy of Campbell Williamson’s rink which won 33-9, the biggest margin in any grade across all the grand finals. Also earning promotion to 5th division with those three mentioned sides are Kardinya and Dalkeith-Nedlands.

After 50 years – Kukerin win first flag On Saturday 23rd March Kukerin Bowling Club realised a dream by winning their first pennant. The game was played at the Kondinin bowling club against Newdegate. Kukerin jumped out of the blocks early on two rinks while the other two were locked together. As the game progressed Newdegate wrested control back on one rink and took a good lead on another to gain a handy aggregate lead, however in the closing stages Kukerin rallied and with each rink to complete their last end scores were locked at 91-91. The large crowd of spectators were about to witness a drama packed few minutes with the lead changing three times until Kukerin prevailed by two shots after the final bowl of the match had been played. Kukerin Bowling Club was formed around 1968-69 (no accurate records to hand) and applied to join the pennant competition in 1971 in what is now known as South Central Arunga Bowling League.

The competition was originally a three rink event which later became four rink up to the present time. Kukerin in its early years was able to field four rinks easily, plus three rinks in the ladies competition. As years have gone by and with farms getting larger and dwindling numbers in the community the club to survive, now plays as a mixed combination.
Tight Result in Batavia League Geraldton Blue have taken out the Batavia League Men’s pennant flag for 2018/19 in a gripping two shot win over cross town rivals Wonthella Green. Geraldton’s top skip Shane Giudice-Nairn and his rink of Brooks, Criddle and Chester were best performed all season and again proved the difference in the final with a 23-16 win over Gary Preston which combined with the 21-16 win by Joe Criddle’s rink was enough to off set a strong 25-15 win by Wonthella’s Tony O’Brien. In Division 2 Wonthella were able to take revenge over Geraldton as their Wonthella Gold side scored a close 44-41 win over Gerladton Gold. However perhaps the highlight of the year was the resurgence of Mullewa as a force in the Batavia League.
