Jack Hi returns in printed form After announcing Jack Hi would be produced online only, the Bowls WA Board have listened to reader feedback with a return to a printed and distributed edition for club members. I urge all readers and clubs to continue to send me material which certainly helps when producing the magazine, a well written story with a good photo is all I require. Unfortunately not all stories can make the publication but we do also publish on our website and through the Facebook page so please get in touch. This magazine has several features including the recently completed State Fours Championship page 10-11) and excellent WA performances at National level with the Under 18’s (page 12) and Champion of Champions (page 18). Clubs look forward to success in new season As you are reading a printed copy of this Jack Hi you will realise that the Board has reversed its previous decision to provide the Jack Hi only online. This was taken as a means of reducing costs, however it was apparent from the Board’s observations and from feedback from members, that this was not in the best interests of bowls in WA as the Jack Hi is a primary way of communicating interesting and useful information to club members and the online issue was not easy to access by members. So for the time being we will continue to print at least two issues of Jack Hi each season, with the other two online.
New Season So another season has just started and clubs are trying to settle their teams in the expectation of having a successful season. There have been some early encouraging signs with pennant teams, both men’s and ladies showing a small increase over last season, with men up by 7 teams and the ladies by 4.It has been some time since we have seen an increase in numbers. Added to this we have seen a big jump in the number of men’s teams nominating for the state fours, up from 68 last year to 80 this year, whilst the ladies nominations are steady. The change to the fixed club fee or levy has been introduced and well received by the majority of clubs, with only a few concerned about a decline in membership. On the other side of the ledger is the substantial benefit to those clubs who have seen an increase in membership. The other big benefit for clubs at this time of the year is that no longer do they need to concern themselves about preparing and sending through to Bowls WA a capitation return, a substantial time saving for clubs and those club members designated with that task.
New Country Committee Chairman We were saddened that due to ill heath Linda DeaganHumphries, Board member and Chair of the Country committee resigned from the Board in August. Linda had been on the Board for more than two years and served as the Country Director during that time. Being a country bowler herself she fully understood the country issues and was a tireless worker and a strong advocate for country bowls at Board level. We are fortunate that Ross Warburton who was elected to the Board at the July AGM also has a strong background in country bowls as a member of the Brunswick club and the current South West Zone president.

Ross has stepped up to take on the Country Director position on the Board.
National Over 60s Side Series We recently held the Over 60’s Side Series at the Osborne Park club and we managed to sneak four days of fine spring weather, just in perfect time for the championship. The Osborne Park club managed the event extremely well and we are indebted to the club and in particular to Club Manager Helen Stevens, Tournament Director Trevor Barron and all the club and Bowls WA volunteers, who were there in great numbers to help out. The WA teams had a mixed carnival with the men finishing in third place and the ladies a little disappointing in 6th place. There was a pretty good crowd of local supporters there each day and those who watched the men’s game between Victoria, the eventual winners and WA were treated to an outstanding contest which WA won on the last end.
Mandurah APL Cup The Mandurah APL cup was played for the second year at the Mandurah club at the end of September and we thank the club for again hosting this event. It was an outstanding success with all those participating high in their praise. I would like to thank Pieter Harris Bowls WA Competitions and Events manager for his hard work in planning and then ensuring the smooth running of the event. Thirty two teams were invited to participate with 13 teams representing country clubs and all of whom performed very creditably. Modelled on the Australian Premier League (now renamed Bowls Premier League) it provided fast paced and exciting games with modified rules that allow such things as substitutes and power plays, which gave the large crowd great entertainment. The final was played between two of the leading Metro clubs, Cambridge and Manning with Manning taking the title.
Junior Success Our junior teams had some success at the recent Under 18 National Championships held at the Holdfast Bay club in Adelaide. Our junior boy’s fours were successful in winning the Gold medal. The team comprised of Corey Day, Jack Campbell, Ben Leggett and Patrick Quinlan. Patrick was further honoured by being named in the Under 18 Australian selection squad. I would like to wish all bowlers the very best of luck and hope that you have a successful and enjoyable season.

Change in the winds as pennants begin New season begins with new moves The new pennant season is underway and with it plenty of change. The move towards an eight team, 14 week metro pennant season in 2017/18 will see some significant differences in how promotions and demotions are arrived at this season. Many of these will be for this season only as we transition from a ten team to eight team structure, whilst still giving all teams the opportunity to earn promotion – all credit to the Fixtures and Events Committee for arriving at such a system; I know from watching first hand it was not an easy exercise. Off the field the Club Affiliation Fee was voted in at the AGM, albeit by a small margin, derived from an incredibly disappointing voter turnout. Only half the metro and country clubs bothered to vote on one of the most important decisions made by the Association in recent years, which directly affects clubs – most disappointing. The only other state to so far introduce the club fee in lieu of member capitation is Victoria, where for the first time in over 30 years, membership numbers increased! Of interest therefore is the increase in both pennant sides nominated for the coming season and a healthy 12% increase on the men’s state fours entries, both positive signs. Regretfully of the 80 teams nominated we still only have one country side in the draw – an issue that needs further investigation.
Some excellent performances already There has been some excellent performances in recent weeks which shows WA can mix it with the best. Cambridge were very strong in their efforts at the Helensvale 5-a-side against some of the world’s best players/clubs, our Champion of Champions singles representatives in Lisa Featherby and Pieter Harris were fantastic ambassadors for WA bowls with a number of high level 'scalps' and were so very close to

securing national representation in the World event, with both grabbing second place and of course our own WA Over 60’s team did us proud on our home deck at Ossie Park. Linda Warburton and Gordon King led the way as our Norma Samuel and McKenzie/Barns medallists, but overall it was a great team effort. Many thanks to the big group of volunteers at Osborne Park and staff from BWA who spent a great deal of time in ensuring it was an event to remember by all involved – as we knew they would when initially being awarded the event. Finally some strong performances by our under 18’s. A wonderful result with our Boys Fours snatching a Gold Medal in a last bowl thriller, with Patrick Quinlan gaining national squad selection for his skippering efforts. It was a tough week with awful weather but as always the side led by state men’s coach Tony Hockey did WA proud. Next is the Bowls Premier League (formerly the APL) where the Perth Suns will look for a strong result at Club Pine Rivers in Brisbane – the players as we have seen are in great form and although as always the underdogs, they no doubt look forward to the challenge. I encourage all to catch the action on Fox Sports or get along to Crown Perth who will have every Suns game live in the Sports Bar, with staff resplendent in the orange of the Suns!
RBMs are there to help A further reminder to clubs statewide to utilise the resources of our Regional Bowls Manager network. With issues such as the introduction of the Club Affiliation Fee, required changes to Constitutions through changes to the Act, funding opportunities through a number of government initiatives and ever important Local Council liaison, Clive Adams (North and East) and Shenayde Heldt (South) are fully equipped to advise and assist clubs in these and more areas of club management. You need only ask.

WA Bowler participates in 2018 Commonwealth Games Disability Squad Trials In the lead-up to the Commonwealth Games in April 2018 on the Gold Coast Bowls Australia is looking to identify, prepare, manage, select and coach Bowlers with a Disability to compete in the non-gender specific triples competition. Twelve potential candidates were identified and asked to indicate an Expression of Interest to be considered as part of a training squad for a selection camp in October. Bowls WA is more than pleased to announce that Eddie Gollan was asked to throw his hat in the ring and was successful in being offered a position at the Squad Trials! Eddie only recently relocated from NSW to WA and is yet to play a Pennant Season at his chosen venue the Kardinya Bowling Club – a club that is becoming the hub for physical disability bowling in WA. Leaving for the Gold Coast as this article is being prepared we will have to wait and see which of the selected twelve will be chosen to be in the 6 team squad, of which a final 3 will be chosen to wear the green and gold Australian colours. The Gold Coast event will feature the largest para-sports program in Commonwealth Games history, hosting up to 300 para-sport athletes and 38 medal events across seven sports, which is an increase of 45 per-cent more athletes and 73 percent more medals compared to the para-sport competition staged at the 2014 Commonwealth Games. In addition to Commonwealth Games aspirations Eddie is a regular volunteer encouraging others living with a disability to participate in the Sport of Bowls. Recently helping at a Kid’s Camp Bowls Recreation Day, hosted at Kardinya in mid September, we took the participants through games of both regular bowls and Junior Jack Attack Bowls. Two of our participants took a VERY big shine to our sport and will hopefully continue to develop their skills!

MICHAEL GOBLE-GARRATT Déjà vu is defined as the illusory feeling of having already experienced a present situation – something strangely familiar. The new Metro bowls season, with several questions arising that seem to recur each year.
Artificial Devices
While there has been a great response to addressing the 'Damaging the Green' rule introduced by Bowls WA, and subsequently adopted by other States in similar form, as witnessed by the take-up of approved bowling arms and other support services and devices such as added coaching to rectify stance when possible and the walking stick with the appropriate widened base. There is a requirement for the proper procedures to be followed when applying for their use, which is covered in the Bowls Australia Policy on Artificial Devices available from their website; www.bowlsaustralia.com.au/About-BA/Documents/ Constitution-Policies. Apart from the need for a simple signed certificate from a medical practitioner to accompany the player's application to use a bowling arm, the bowling arm to be used MUST be one of the BA approved brands, which do come in several sizes and fits to suit individual needs. No other bowling arm is allowed to be used for BA or BWA sanctioned events under any circumstances, with appropriate penalties applicable should attempts to use unapproved bowling arm/s. There are also details for the application for wheelchairs with specifications as to the requirements for wheels etc. and this also requires the simple medical certificate. Walking sticks need only an application without the need for a medical certificate, but do require appropriate authority from the Controlling Body – Bowls WA. This is merely to ensure the proper specs are met to avoid damaging the green. Club Umpires Equipment. All clubs should have a minimum kit of equipment as set out in the Law book and this equipment should be checked so that it is serviceable and accessible to the Umpire of The Day for Pennants and other events at the club. A list of Equipment that sets out the basic requirements, that has, in the past, been checked from timeto-time pre-season when the Umpires accompany the Greens inspections, is available on BWA website: www.bowlswa. com.au/Club-Assistance/Umpires
Frequently asked questions
BA has drafted a FAQ that covers some of the most basic rules that are queried, more often than not, in the Club rooms after the game/s. The current covers some matters as Substitutes; Foot faulting; Lifting or stopping a bowl from an adjacent rink that is on line to strike a bowl or any part of the head on your rink; etc. Some of these are: Can the mat be repositioned before the first bowl or after one or more bowls have been delivered? Yes (Laws 6.2.1, 6.2.2 and 6.2.3) – the mat must be straightened on the centreline and must at all times be on the 8
Common Questions correct centre line. It MUST be moved to the correct line even if bowl/s have already been played when the mat is noticed to be off the correct line (this sometimes occurs where multiple lines have been marked on a green). However the same does NOT apply to a delivered jack - AFTER the first bowl is played a jack centred on the wrong line must remain there for the remainder of the end (Law 9.6). When should a bowl which IS a toucher, be marked? This covered most succinctly by the Laws 15.1; 15.2; and 15.3. Put simply, if the next player is already on the mat before and/or when the previous players bowl has come to rest, they should wait for the toucher to be chalked. However, if they do deliver their bowl before it is marked (perhaps due to inattention of the player in the head, and c.), then the toucher MUST be marked before that current bowl in course comes to rest- else it will no longer be a toucher! From the Metropolitan Pennant Competition General Conditions, for 2016-17: Rule 8.2 Individual Abandonment, Delayed or Interrupted Games – When no general abandonment of a fixture has been made by Bowls WA and a club is experiencing extreme weather or other extreme conditions at their location. This year, perhaps more than previously, the weather promises to be a bit more problematic, particularly in respect to rain, and will no doubt bring about much confusion and misunderstanding of the Abandonment Rule in the General Conditions of Play. Basically, there have been some minor changes to the implementation of the rule this year. These are: Actual start (not trial ends) of play may be delayed by up to an hour before calling abandonment, however now it has been added that IF local weather (widely available apps) indicates that it may be possible to start within the next 30 minutes (particularly with possibility of useful further play), the delay may be extended to the full 90 minutes. But if further rain delays are called during play that require players to be called off the green, then the full 90 minutes cumulative allowed for delayed start and in-game delays will have exceeded the full 90 minute limit and abandonment must be called and the appropriate Umpires report submitted in the prescribed time. One further common sense clause has also been added which, simply stated, says that if for instance start of play has been delayed for 30 minutes; one or several delays during play totalling up to the 60 minutes, taking the cumulative disruptions to 90 minutes, the game should be abandoned – BUT in keeping with the clause 8.2. (v) Once play has commenced, every attempt should be made by the sides involved to play the required number of ends to constitute a game.; then if there is a reasonable chance to achieve the minimum number of ends that constitute a game within little added time, then play may continue to that point before calling the abandonment. Umpires must take care not to show bias when applying this extension – don't look at the scores, and abandon as soon as the requisite number of ends is reached! BowlsWA • Jack Hi • Spring 2016

Ross joins the team as Country Director It is my pleasure that I give my first report as country director. For personal reasons, Linda Deegan-Humphries had to resign her position as Country Director on Bowls WA. I thank her for the dedication and the time she put into being the country director. The Country Coaching Enhancement Clinics recently held was supported very well by players considering some venues had very inclement weather. Thank you to the coaches who put their time into teaching the participants some finer points of our great game. Some outcomes of the clinics were that we may look at asking newer bowlers to participate with the intention of inviting them over a number of years. The State Seniors Side series was held recently at the Osborne Park bowling club. It was a great success with a lot of country spectators. I encourage those of us who are Over 60 to nominate for State events and enjoy the camaraderie. Pennants have started and I wish all those participating to enjoy their season. After one year of the Bowls Connect system, it seems most clubs and Leagues have found it easier to keep track of results.
Inter League and Inter Zone are the next major competitions. Selecting these teams is a hard job, so I encourage all players to appreciate the position they have been selected in. Country Week nominations will close on the 15th January, the same as last year. Start getting your teams together and not only have a good week playing bowls but make it an opportunity to catch up with old friends.

• Osborne Park's Steve O'Neill, Pat Caffell, Kevin Pickering and Ian Lilburne.
Osborne Park’s Steve O’Neill, Pat Caffell, Kevin Pickering and Ian Lilburne are the 2016 Men’s State Fours champions having won the final played at Bassendean on October 23. They defeated the composite team of Tom Mitchell, Shane Knott, Steve Withers and Mark Simpson in style recording a strong 23-11 win. They produced a stunning performance in their semi-final defeating John Slavich, Charlie Slavich, Nathan Jones and Danny Slavich 32-8 to earn their place in the final. Their opponents defeated Manning’s Matthew Mitchell, Matthew Ayres, Aj Heal and Myles Kemp 20-8 in what was another fine display. With two strong semi-final victories the final promised to be a fantastic game. After eight ends the match was delivering on all its promise with O’Neill up 7-6 and neither side able to shake off the other. The ninth end would put an end to that and be the catalyst for O’Neill to build up a lead. Three down on the head and playing with weight O’Neill caused a six shot turnaround when he picked up the jack for three of his own. The game opened up with another four threes scored in a four end stretch between the 11th and 14th ends and with three of those going to O’Neill one team had finally established some form of dominance. With just five ends to play the score was 20-10 and Mitchell needed a rapid comeback to be any sort of chance. A one on the next end was a start but not really • Finalists in the Women’s State Fours. enough to apply any significant pressure to the Osborne Park side. O’Neill’s side recovered and scored three shots over the next two ends to ice the game and ending up 23-11 winners. It was O’Neill’s second state fours victory with the other also with Caffell as his third in 2013. Caffell registered his third title this year having also won in 2009.

State Fours – Women
Manning women win their State Fours Helen Morss, Therese Hastings, Robyn O’Brien and Shenayde Heldt became the 2016 Women’s State Fours champions at Bassendean on October 23. They defeated the composite team Elaine McDonald, Irene Leahy, Chris Ace-Watson and Shelley Radcliffe 24-8 in the final to become the first all Manning team to win the title in the event’s history. After losing the first two ends Morss had little trouble in her semi-final victory of Lisa Featherby, Linda Warburton, Robyn Jolly and Helen Heal. Morss’ side won the following eight ends to establish a comfortable lead which they held until the match ended at 16-7 McDonald was involved in a much tenser semi-final against Lee-Anne Green, Adell Parker, Paye Hoad and Robyn Marland. McDonald’s side won ten of the game’s 18 ends but struggled to be consistent dropping a number of multiples throughout the match. They were eventually victorious with a 17-16 score line that was a little too close for comfort. Morss started the final with a bang picking up three shots on all of the first four ends. At 12-0 McDonald already found herself with a long road back into the game. Her side did well to recover and score six shots to one over the next five ends. With the score at 14-6 McDonald had just a sniff of a miraculous comeback with eight ends to go but any lingering hope was quickly dashed. A four on the 12th end for Morss just about sealed the game taking the score to 19-6 with just six ends left for McDonald to pull off a miracle. From there they never looked under threat with the match finishing an end early at 23-8. It continues a good partnership between Hastings and Morss who won three State Fours Championships in a row together between 2008 and 2010. This year’s win Hastings fifth with Morss one behind her on four. O’Brien and Heldt are the event’s first new winners since Noelene Abe in 2011.

Under 18s Australian Championships
Golden futures for WA Congratulations to the Western Australian Under 18 Boys Fours in winning the Gold Medal at the Australia Under 18 Championships in Adelaide – Corey Day, Jack Campbell, Ben Leggett and Patrick Quinlan defeated South Australia 15-14 in the final. The other boys results saw the Triples finished 8th; the Pairs finish 5th with a 19-12 win over ACT; and the Boys Singles (Nathaniel Fuge) 8th. Our WA girls Georgia Cant and Kellie Ainsworth combined forces with NT girls L Kingsley, A Brown and K Zavazal for these championships – the team competed very well together, coming home with two Bronze Medals! The Girls Fours finished 4th with a finals loss 14-16 to SA; the Triples of Kellie Ainsworth (WA), L Kingsley, A Brown won Bronze defeating Qld 18-12; the Pairs also won Bronze with Georgia Cant (WA) and K Zavazal defeating ACT 16-15; and our Singles (Georgia Cant) lost 9-21 against Queensland to finish in 4th position. Following the completion of the 2016 National Under 18 Championships Bowls Australia has announced the 20162017 selection for the Jackaroo Squad. National Coach Steve Glasson OAM and his fellow national selection panel have confirmed the Australian Junior Jackaroos squad for the next 12 months after witnessing outstanding bowls at the recent Australian Under 18 Championships at Holdfast Bay in South Australia.

Mandurah APL Cup Results
Eagles soar to win Cup Manning have been crowned the Premier Club Team in Western Australia after their victory over Cambridge in the final of the Mandurah APL Club held at the Mandurah Bowling and Recreation Club over the weekend of Saturday 24th and Sunday 25th September. The weekend started with 32 teams from across Western Australia lining up in four sections of eight teams with the top two teams from each section advancing to the quarter final stages. Manning’s Laura Merz, Shane Knott, Helen Morss and Anthony Williams came through in second place section in section two with Tournament Sponsor Henselite’s Noelene Abe, Matthew Ellul, Corey Bessant and Lindsay Strange winning the section. Section 1 was won by South Perth’s Nick Reagan, Ashley Sharp, Greg Reagan and Sally Wilke with Clive Adams, Jon Sharp, Ross Bolton and Toni Madigan (draft recruit) from Cambridge finishing second. Bowlselite’s Kyle Mcilroy, John Slavich (sub Nathan Jones), Mike Browne and Kelly Brown came through on top of section two with Bassendean’s Justin Opie, Beau • The Manning winners. Manton, Blake Nairn and Elle Ariael (draft recruit) close behind in second position. The final section was won by Mosman Park’s Lisa Featherby, Linda Warburton, Graeme Wishart and Jeff Adams finishing ahead of Dudley Park’s Mark Simpson, Ian Linford Keith Cannon and Vicki Spragg. The Quarter Finalists put on incredible displays on the indoor surface at the Mandurah Bowling Club with Bassendean defeating South Perth 6/4 6/6, Manning defeating Mosman Park 5/6, 10/2, 1/0, Cambridge getting over Bowlselite 7/3, 9/3 and Henselite outlasting Dudley Park 10/1, 9/1. When the Semi Finals started it was anybody’s guess who would be going through to the finals after the exceptional bowls played by all teams in the previous round.

Manning started strongly against Bassendean taking the first set 7/4 and then had to hang on with Bassendean pushing to take the second set to force a tiebreak. With shot play of the highest quality it was Shane Knott that produced when required to hold off Bassendean’s Blake Nairn to allow Manning to draw the second set 5/5 and move into the final. The second semi final was on a knifes edge all the way through. The Cambridge trio fighting strongly to stay in front of the powerful Henselite representative team. A one shot 6/5 first set win to Cambridge set up a great finish as Henselite continued to challenge. When the second set finished it was again Cambridge clinging to a one shot lead to go through to the final 4/3. The final started with both Manning and Cambridge going bowl for bowl with all players putting on a great display for the crowd. First Manning would look likely before Cambridge turned the head around only to see Manning changed it back. It seemed like whoever had last bowl was capable of winning the end. It was no surprise when the end of the first set showed a drawn 4/4 score line. The second set saw Shane Knott take control of the game to drive Manning towards victory with precision drawing. With Manning setting up a 6/0 score with only one end to play it was Cambridge looking for a miracle. Halfway through the end, a six looked possible but again Knott drew close to leave Cambridge with little hope. A desperation bowl looking to remove three Manning bowls saw Clive Adams close but not close enough while also removing some of his own bowls to go down one. While congratulations go to Manning for taking out the Mandurah APL Cup Title, all clubs are to be congratulated for their efforts and entertainment they provided for the sizable crowds over the weekend.

Sporting Schools Program
Federal funding for sporting initiative We caught up with Regional Bowls Manager Clive Adams to talk about the Sporting Schools program and how clubs can benefit from engaging with their local schools.
Clive, tell us about how Sporting Schools works?
What is in it for a Club?
Sporting Schools is a federal program providing funding to Primary Schools all over the country to allow them to purchase equipment and provide sporting sessions before, during or after school, as each school desires. Bowls is just one of the sports available through the program, and with a total of over 30 sports available, it is important that we are working with the schools to encourage them to choose our great sport.
Forming relationships in the community is paramount to club success moving forward. The primary school is a great place to start as you know you are dealing with local people, and it shows the club is trying to embrace families within the Club. By conducting the sessions at the school, the opportunity arises then for the Club to invite the school to a final session at the Club, in an early evening, where the students can invite their families to show them what they have learned – the kids can actually teach their parents how to bowl! For the club, the students are the future, but by engaging with the families there may be opportunities to introduce the parents themselves to bowls, showcasing bowls as the perfect family sport, and potentially signing them up as members.
How does the funding work? A school signs up to the program, chooses the sport they wish to conduct, and applies for the funding. Once approved, the school must use the funding to purchase the accredited training product (in bowls case, that’s Jr Jack Attack), and then conduct a minimum of 4 sessions during the term, potentially employing a coach to assist. Schools can obtain funding for 3 out of the 4 terms in the year, and can choose a different sport each time.
Tell us about the Jr Jack Attack kit The kit is a wonderful resource which contains everything you need to entertain a full class of 30 students. 32 coloured rubber bowls which are completely safe, but still have the traditional bias of a “real” lawn bowl – add to that cones to setup activities, mats and jacks, and a scoring mat. In addition, the kit comes with 14 activity cards detailing games like Bowls Golf, Bowls Footy, and many other fun games to keep the students engaged. This kit allows bowls to be played within the schools grounds, either on the school oval, on bitumen, or a gymnasium floor. It presents a simpler solution for teachers, as the students initially don’t have to travel to the local club, with the inherent safety and time constraints that occur. Schools can also use the equipment any time, without needing Club involvement every time – just like cricket bats, footies etc, bowls equipment can simply become part of their PE equipment.
How does the coaching work? The most important aspect from a coaching perspective is they must like working with kids. Coaches must have a valid Working with Children clearance ($11.00 for volunteers at the Post Office), and can then do the Jr Jack Attack training course online (free) – once these two are complete, the coach is then approved for Sporting Schools coaching. Coaches are paid for their involvement in the sessions at schools, which generally last for an hour or so. We would like to think that there are plenty of people out there that would be good candidates for coaching. University students, people who work flexible hours etc are all suitable.

Do clubs that have good contacts here have an advantage? Absolutely. Clubs that know they have teachers as members should be talking to them about Sporting Schools and getting this going. Existing relationships are often the easiest way to get things moving.

If any club has someone who they know would be suitable as a coach, get in touch, let’s get them signed up and get out there and find some schools looking to get involved. Western Australia secured two runner up finishes in the National Champion of Champions Singles held at Keilor in early October. Cambridge’s Pieter Harris and Mosman Park’s Lisa Featherby both put in strong performances to show that Western Australia can match it with the best. Both players were right in the hunt throughout the tournament but couldn’t quite get over the line. Featherby was undefeated going into the last day of her campaign but had her strongest opponents still to come. A 21-17 loss to Carla Krizanic (Victoria) meant she had to rely on the Australian representative losing her final match losing her final match to the Northern Territory’s Bronwyn Chandler to be a chance to claim gold. Featherby’s come from behind 21-20 win over New Zealand national player Val Smith (New South Wales) gave her a fighting chance but Krizanic’s 21-16 victory over meant she had to settle for silver. Harris also started his campaign strongly with a first day victory over fellow contender Aaron Teys (New South Wales) putting him in a strong position to mount a charge for the title.

However a surprise third round loss to Tasmanian Jarrod Long put Harris on the back foot and a loss to Queensland’s Ryan Bester put him a game behind Canadian in first place and one shot behind Teys. Needingto win his remaining matches to add the championship to his list of accomplishments Bester faltered in the final round going down 21-13 to the ACT’s previously winless Mark Delihunty. Both Harris and Teys pounced on the opportunity pushing Bester back into third place. Harris recorded a strong 21-10 over Brett Irvine of the Northern Territory but the shot difference meant Teys just had to beat South Australian Ashley Halls by more than one shot. Halls looked doomed at 20-11 but saved game on four consecutive ends to give Harris some hope of winning the title. That was where the revival would end however as Teys proved too consistent winning 21-15 giving him the national title by five shots over Harris. BowlsWA • Jack Hi • Spring 2016
Mount Lawley Consistency Singles Results
Draw power on show! The traditional season opener the Mt Lawley Consistency Singles saw the states best players battle it out over 8 days of play to crown a Men’s and Women’s Champion. The Men’s remaining four with perhaps the exception of last years winner Tom Mitchell who was surprisingly knocked out very early in the event are the in form bowlers in WA at the moment and showed it with some excellent bowling in very tough conditions. With a howling wind and very cold conditions it was remarkable to see such good bowls played but no surprise given the calibre of players. John Slavich was able to break away late in his match defeating Blake Nairn 131-119 whilst Pieter Harris always had the better of close friend, team mate and rival Clive Adams winning 135-105. The final promised to be a close affair and it eventually proved that way going down to the last few bowls. John Slavich started brilliantly and opened up a 20 shot lead quickly with some terrific draw bowling before Harris started to hit his straps. Harris eventually clawed back the margin and trailing 121-119 he scored a 10 under the 4-3-2-1 system with all four bowls closer than his opponent. The next end Harris again had three bowls close to the jack and looked like he would run away with a decent lead however Slavich played one of the bowls of the tournament to convert the head and trail the jack for a 7-3 result. The next few ends where nip and tuck and with Harris leading 146-144 Slavich again dug deep to put in two excellent shots. Harris attempted to dislodge the bowls or jack and was close but just slid off the edge of one of them to leave Slavich holding game and the title. The Women’s finals saw Lisa Featherby defeat champion bowler Therese Hastings 100-90 whilst Shaan Saunders was a convincing 100-60 winner over Jenni Bruce. Featherby would no doubt have started favourite over her less experienced rival however it was Saunders who was exceptional. Saunders has only been playing a few years having started bowls in 2012 and could have been excused for being a little nervous in her first major final. If she was it never showed as she blitzed Featherby with a stunning 12688 win. There is no doubt further honours in store for her given the ability she showed during this event. Congratulations to Mt Lawley Bowling Club and the finalistson an outstanding event.

Australian Senior Sides Championships
Vic and Qld claim titles • Victoria's Men's winners.
The Australian Senior Sides Championships reached a thrilling conclusion at Osborne Park Bowling Club, Western Australia played October 10 to 13 were the best Over 60’s bowlers from each Australian state or territory competed. After six rounds of competition the Victoria Men and NSW Women sides led the standings however both trailed with just a few ends remaining in the last round clash between the two states. The NSW Women has been undefeated all competition however Queensland had just registered a 76-41 two rink victory over the ACT which meant the NSW side had to win to take the title. With Victoria holding shot Gail Sheehan tried desperately to convert but her attempt was off target meaning Queensland won their second successive Women’s title. The Queensland ladies only loss of the series was 59-56 at the hands of NSW who they tied with for wins however they had registered one more rink win which gave them the title on countback. In contrast to the NSW Women the Victorian Men pulled off a stunning last gasp victory which denied South Australia their first title. The South Australian's had recorded a mammoth 69-38 win over NT and watched the last few ends played out by NSW and Victoria with great expectation as a Victorian win would have handed them their first seniors title. After losing on the last end with virtually the last bowl to Western Australia in the morning match Victorian skipper Raymond Jansen became the hero for Victoria when he played a superbly executed conversion shot during the closing stages.

Two rinks played the last two ends in unison with Victoria trailing by four shots in the aggregate. When Jansen stepped on the mat to play his last bowl it was a measure for shot. Unable to get directly at the closest NSW bowl he deliberately played at his own bowl which cannoned onto it and rolled it a few feet which was enough to claim three shots. On the subsequent rink David Donaldson’s rink was holding the two shots needed for victory, Wayne Lambourne played a good running shot which hit the jack however it rebounded out to the side of the head with the two Victorian bowls remaining shot. Once the Victorian’s realised the jubilant celebrations started. Like the Queensland Women the Victoria Men took the title for the second successive time. This event which had been played for twelve years in the Men's division and six with the Women will now be taken over by Bowls Australia. Northern Territory is scheduled to host the event in 2017 with an official decision expected to be announced by Bowls Australia.

WA miss out on medals Home state Western Australia finished 6th in the Women's competition and 3rd in the Men's at the Australian Senior Sides Championships. The Women who fielded an extremely strong side on paper never fired during the event registering only three wins against NT, SA and Tasmania. With a home ground advantage the team continually got off to poor starts in their matches and found it tough playing catch up against good opposition. Kaye Blackwell’s rink of Elaine McDonald, Vicki Spragg and Linda Warburton were the best performed winning 4 games, 1 draw and just 2 losses. Linda Warburton gave her side an excellent start and was announced the Beryl Brennan medallist for the second year in a row as the best player of the series. Manager and Selector Sue Hogg congratulated Linda on her performance saying she was extremely consistent over the seven game series and gave her rink an excellent start on most occasions, she was a very deserving winner of the award. The Men’s team played well and were perhaps unlucky not to be in a medal position finishing third. Manager and Selector Roger Barns made the following comments about the team’s performance. “I would like to congratulate all the players on their performances during the series on the green they played the game hard but fair whilst off the green they all represented Bowls WA and Western Australia with dignity and pride,” he said. “Finishing third was a fantastic effort by the boys as we defeated the eventual winners Victoria and were the only BowlsWA • Jack Hi • Spring 2016
team to do that and the two games that we lost we only were defeated by S.A. by two shots and QLD by seven. Our Rink of Graham Evans finished 3rd, Gary Caffell's rink finished 7th and Robbie Ball finished 12th out of all 24 State rinks. The over 60s is growing stronger and stronger each year, our current group know and understand what is required for the future and if they continue to play as they did in this series then winning this tournament is not far away.” Barns was quick to praise the performance of Gordon King. “Congratulations to Kingy who led very well and consistently throughout the 7 games and was the winner of the McKenzie/ Barns Medal. Gordon led exceptionally well giving his rink of Graham Evans, Sam Perica and Steve Cerff a great start in all games. Gordon did have a very good trial to get into the team, through trial games and lots of practise he took his form into the series and was a very worthy winner.” Full results of the Australian Senior Sides Championships can be found on the Bowls Australia Competition Portal.
WA milestones Regular players Glyn Vaughan and Graham Evans both notched up 50 games milestones for WA. It was a particularly memorable series for Evans and his team who twice recorded eight counts in the event which would be an extremely rare occurrence at this level. Legal costs – are they recoverable from your opponent in Family law proceedings? A view often picked up from watching TV shows like 'Law & Order', 'Boston Legal' and 'Suits', apart from the scenes of lawyers wearing slick suits, driving fancy cars and making mesmerising arguments in court, is that if a party wins the case, the court will order the loser to pay costs. This is otherwise known as a 'costs order'. Before deciding to commence legal proceedings it is advisable to seek legal advice as to the possible costs orders that may be made. Given that TV shows do not always show the full picture (pun intended) and that most, if not all, of these shows are based in the United States (where the law may be very different) it is important not to substitute such shows for legal advice. The safest path forward would always be to seek legal advice as most matters are dealt with on a case by case basis. Family law matters are subject to their own rules, so what you may have read or heard about legal costs may not apply in this jurisdiction. In family law matters it is important to note the general principle is that each party is expected to bear their own costs [Section 117 of the Family Law Act 1975 ('the Act')]. Unlike other jurisdictions or areas of law the usual rule does not follow that the successful party may claim the costs he or she has incurred in bringing the claim. However, the Act allows the Court to use its discretion, when requested by an applicant, to make a costs order in the applicant’s favour where the Court is of the opinion that it would be just to do so. It is on this specific point that each litigant should get legal advice.
Consideration of the Court in exercising its discretion In deciding whether the circumstances justify the making of a costs order, the Court must have regard to matters set out in Section 117 (2A) of the Act in so far as they are relevant. a) The financial circumstances of each of the parties to the proceedings In a number of cases it has been stated that a disparity in financial assets and resources between parties may justify a costs order in favour of the party with fewer assets and resources. b) Whether any party to the proceedings is in receipt of assistance by way of legal aid, and if so the terms of that grant of aid The receipt of legal aid is not of itself a shield against an award of costs. c) The conduct of the parties to the proceedings When considering what order (if any) should be made for costs the Court has regard to the conduct of the parties in relation to the proceedings, including their conduct in relation to pleadings, 22
particulars, discovery, inspection, directions to answer questions, admissions of facts, production of documents and similar matters. d) Whether the proceedings were necessitated by the failure of a party to the proceedings to comply with previous orders of the court If a party has failed to comply with a Court order which has caused another party to make an application to enforce the order, the Court may order payment of the costs incurred by the party seeking to enforce compliance with the order. e) Whether any party to the proceedings has been wholly unsuccessful in the proceedings; In family law proceedings a party’s application often involves orders sought in relation to children and/or property settlement, however the Court will consider whether such applications have merit. Where there is no merit in an application, the Court will have to decide whether to make a costs order where there was little to no prospect of success in the application. f) Whether either party to the proceedings has made an offer in writing to the other party to settle and the terms of any such offer; and In Robinson and Higginbotham (1991) FLC 92-209 the Court held that “paragraph (f) does not have any particular priority, but its importance must surely be weighed in the light of all the circumstances of the case …when one looks at paragraph (f) it is quite clear that the purpose of that provision is to ensure that offers to settle, if made seriously, are considered seriously, to ensure that the cost of litigation is avoided, the workload of this Court is lightened, and one other consideration is certainly that a party with greater wealth is not placed in a position whereby he or she can wear out the other by simple attrition”. g) Such other matters as the court considers relevant. The Court has a wide discretion to make a costs order in favour of one party or that there be no order as to costs. In the event the Court has considered the matters above and is satisfied that the circumstances justify making a costs order, the Court also has a wide discretion as to the type of costs order to make, for example, a party/party costs order, a fixed costs order or a costs order on an indemnity basis.
Party-and-Party Costs When you retain a lawyer you will incur fees with respect to their services, commonly known as 'lawyer/client' costs. Where the Court exercises its discretion to make an order that you pay some or all of the other party’s legal costs (or their 'lawyer /client' costs) this is known as 'party/party' costs. Party/party costs are a contribution made by one party towards the costs incurred by the other party. Party/party costs are those charges and expenses reasonably and necessarily incurred by one party. Costs on a party/party basis are assessed in accordance with a Scale that sets out specified rates for various types of legal services rendered pursuant to Schedule 3 of the Family Law Rules 2004 ('the Scale').
Fixed costs orders The Court may make a fixed costs order, that is, an order that one party pay the other party a fixed amount within a specified period of time.
Indemnity Basis The Court may depart from the Scale and order one party pay the other party’s legal costs on an indemnity basis. Examples where indemnity costs orders may be made include, but are not limited to, circumstances which involve: • false statements knowingly made, • misconduct causing loss of time to the courts or a party; • the commencement or continuation of proceedings for some ulterior motive or in wilful disregard of known facts or clearly established law, • the making of allegations that ought never to have been made, or • groundless allegations causing a case to be unduly prolonged or imprudent refusal of a settlement offer, and • contempt of court.
Method of Calculation The Court may order that a party is entitled to costs: 1. in a specific amount; 2. as assessed on a particular basis (e.g. party/party, or indemnity);

3. to be calculated in accordance with the method stated in an order; or 4. for part of a case, or part of an amount, assessed in accordance with the Scale. Where a Court order does not specify the method for their calculation, the costs are to be assessed on a party/party basis.
Security for Costs In Luadaka & Luadaka (1998) FLC 92-830 the Full Court upheld an order that the wife pay $10,000 as security for the husband’s costs in relation to her application to set aside a previous order. It was considered that the husband had a potential claim against the wife for costs if her application failed, which she would be unable to meet if such an order were not made. The Full Court held that: “the decision to order security for costs is discretionary, both as to whether to order security, and as to the amount to be secured. The purposes of an order for security is to secure justice between the parties by ensuring that an unsuccessful party does not occasion injustice to the other”.
Conclusion In Family Law proceedings it is not mandatory for the Court to award costs; it is discretionary. The Court may award costs if it is satisfied it is just to do so.

My dad played bowls socially for a few months before he asked me to come to Osborne Park Bowling Club to have a go at the sport. Before I knew it, I gave up tennis which my mum wasn't too happy about and was playing in club and social events at the age of nine. I've played the sport for the 12 years now and have enjoyed and cherished every moment. Which bowls do you use? Henselite Fusion. What's your proudest achievement? (On or off the green) My greatest achievement and memory to date would have to be receiving my Australian Cap before going away to compete in Hong Kong for the pairs classic late last year. Putting on the green and gold to represent my country at a senior level was the most amazing feeling. Special moments like that don't come around very often so it's something that I will always keep with me for the rest of my life. Winning the World Junior Girls Singles and Mixed Pairs is also a memorable achievement which is on top of the list for me. Who's the best player you've played with or against? I'd definitely have to say Karen Murphy. She's been my idol in bowls since I was a little girl and to have been given the opportunity to play with her in the NSW Open Pairs at such a young age was a massive learning experience. I've had the opportunity to play with and against Karen countless times since and have taken on board everything I have learnt from her. Her confidence, mental strength and skill is something I aspire to have in the future. What do you enjoy most about bowls? I enjoy being able to meet and play against players of all different ages and skill levels. I've gained many special friendships from all over Australia and the world since I first started playing bowls. What do you hope to achieve in Bowls in the future? To hopefully one day be able to represent Australia in World Bowls and the Commonwealth Games.

Harris DOB: 05/12/1971 • Club: Cambridge Known as the smiling assassin and a 200 game veteran for his home state of Western Australia, Harris has been in good recent form being runner up in the Mt Lawley Consistency Singles and the Australian Champion of Champion Singles, with plenty of experience and the all around game to make a big impact on the BPL. Major titles 1997 and 2016 WA Champion of Champion Singles 2008 WA State Triples 2005 Australian Super League Pairs 2003 Australian Pairs 2002 and 2007 WA State Pairs 1991, 1992 and 2002 WA Country Week Singles How/why did you start playing bowls? I was playing scroungers at age 8 and had my first pennant game at 12. Dad was the bar manager and we lived behind the bowling club in a small country town. There was no organised junior cricket on the weekends so bowls was something to do and when you seem good at something you keep playing. Which bowls do you use? Dreamline xG. What's your proudest achievement? (On or off the green) Apart from my two children probably the Moama Super League Pairs final with Clive Adams when we beat Steve Glasson and Brett Duprez who were supposed to be the best pair in the world at the time. Who's the best player you've played with or against? That is so difficult as I have played with and against many great players. I will say John Rainoldi at his best or Dennis Katunarich who was always good. What do you enjoy most about bowls? I enjoy being able to play with and against players of all different levels either socially or during competition. I love that at the national level it is not only how close you get with your bowls but in many cases it also comes down to out thinking your opponent as well. What do you hope to achieve in Bowls in the future? I want to be the best I can be. I’d love a BPL title, but mostly I just want to play my best every time I step on the green.

I started playing through my parents. Living in Wellstead, which is a small country town in the south, on Saturdays my mum took my brother into Albany for his super 8s junior cricket whilst my under 13s were played at Manypeaks where my dad was coach my dad also played pennants on Saturday arvos which I had to tag along to. They both also play cricket and golf at Green Range and as they were only a small country club the bowls and cricket teams were always short players so if the cricket team was short I would play cricket if the bowls team was short I would play bowls if neither were short I would play golf. So I was always playing sport but bowls was something I was best at. Which bowls do you use? I use Greenmaster both the premiers and the super 10s. I am also trying some Drakes Pride out at the moment. What's your proudest achievement? (On or off the green) I would have to say winning the WA Premier league Pennant in 2014 because it was with a lot of great mates and for a lot of us it was our first pennant flag. Who's the best player you've played with or against? With - probably Jeremy Henry in my first year in the APL. Against - probably Alex Marshal also in my first year of APL. What do you enjoy most about bowls? The camaradarie, the competition and the people you meet and get to know from different walks of life at all levels of the sport. What do you hope to achieve in Bowls in the future? I would like to keep enjoying the game and continue playing at a high level. I would also like to win an Alley Shield with the WA State team one day. 25
Yarloop reopens
New revenue options for bowling clubs
Yarloop Bowling Club, after experiencing the devastating bushfires through the area in early 2016, have now replaced their green and had an event for the reopening of their club on Sunday 9th October 2016. Yarloop President, Ron Sackville, put the first bowl down on their newly laid carpet green, which ran fantastically on the day. The club held a two bowl triples and sets play event, which was greatly sponsored by both Toxfree and Alcoa. Teams travelled from Perth, Busselton, Boyup Brook, and everywhere in between to celebrate the reopening of the club.
Victoria Park Carlisle Bowling Club have linked up with Area 5 Football, having a fantastic new Futsul structure opened at their club on the 26th August. Making a family event of it, with bouncy castles and other games for the children, attendees flocked to Victoria Park despite the stormy weather to witness the unveiling of the new structure. The Futsul grounds, which have replaced one of their bowling greens, not only brings revenue to the club, but an influx of social members, with up to 300 regular futsul players, creating an array of opportunities for the club. Wanneroo bowling club is also undergoing a similar project, as we see nationally, that our bowling clubs are slowly turning to new ways to continue to support the clubs we all love.
