So much has changed since last year’s Hempfest. With the passage of Initiative 502 in our state and Amendment 64 in Colorado, the global momentum for cannabis reform is like never before. Getting to this point was not easy and our community took some bruises in the process. However, the national discussion that is taking place in the wake of these victories is unprecedented and the climate for change appears to be shifting dramatically.
Seattle Hempfest has a large youth audience and Saturday’s theme of Harm Reduction will focus on reducing the potential for negative impacts of cannabis use, specifically among the young. We have been working with leading national voices in harm reduction and intend to make this educational program an ongoing effort; one that expands as more critical voices join the discussion.
It is too early to gauge what legalization will look like in Washington State, as details are still being worked out in real time. All viewpoints are respected at Seattle Hempfest. This is an event where everyone can share ideas for freeing the cannabis plant from the shackles of prohibition, once and for all. We hope to be a catalyst for unity, despite differences in strategy, as we seek healing for the reform community.
As a constitutionally protected free speech event, our Sunday theme is Voter Power: Your Vote and Democracy. We now have an African-American President, gay marriage is legal in our state and so is possession of an ounce of marijuana. How can anyone question the power of our vote after such dramatic changes in social policy? Last year, Seattle Hempfest volunteers helped 1,800 people get registered to vote in Washington. This year, we hope to register even more, so others can feel the power of their individual vote.
This year, each day of Seattle Hempfest features a different theme. On Friday, our theme is No Federal Schedule. As far as we are concerned, the end game is the removal of cannabis from Schedule One of the Controlled Substances Act. We will settle for nothing less and until that takes place, this struggle will continue with fervor.

Can’t find a vendor you’ve been looking for? Wondering when a particular event begins or ends? Curious about all the different products made with hemp? Come visit one of our info booths! We have detailed maps and printouts of booth placements, in addition to locally blown glass, industrial hemp products and custom Seattle Hempfest gear. The Main Information Booth is south of Hemposium, as you enter through the Olympic Sculpture Park. Another info booth can be found north of Main Stage, just before the “Bud of Seattle” food court. Our North info booth is near the Dancesafe Stage and west of the silo chutes.
LOST ITEMS
Every year, Seattle Hempfest is left with piles of unclaimed clothing, cell phones, wallets and other possessions. Do not assume your items were stolen. If you lose something, please check in at a Hempfest Information Booth before you leave. When you get home, send an email to lostandfound@hempfest.org or give Hempfest Central a call after the event. We will make every attempt to return your property. Likewise, if you find something that doesn’t belong to you, please drop it off at one of our info booths. At the end of the day, all items will be taken to the South Info Booth to be stored until event teardown.
LOST CHILDREN
If you get separated from your child, please report to the nearest Hempfest Information Booth. That is where you can find any information that has been gathered. When a lost child is found, staff members will notify operations to arrange for all stages to make an announcement. Children remain with staff for approximately 15 minutes in the area where they were found. After that, they will be taken to the nearest info booth.

DAILY HEMPFEST THEMES FRIDAY,AUGUST 16 Since the Controlled Substances Act (CSA) was introduced in 1970, there have been numerous proposals to remove cannabis from the list of Schedule One drugs. Today, marijuana remains listed alongside heroin and LSD in the most tightly restricted category of substances. For classification as a Schedule One drug, there must be “no currently accepted medical use” and a “high potential for abuse.” Cannabis is clearly outside the bounds of such strict criteria and therefore, the law requires the Government to either permit medical use or exempt it from federal controls altogether. According to the Centers for Disease Control, 80,000 people die from excessive alcohol use every year, making it the third leading lifestyle-related cause of death in the nation. Even worse,
tobacco kills more people annually than HIV, drug and alcohol use, motor vehicle injuries, suicides and murders combined. Meanwhile, the U.S. Government insists that marijuana is a dangerous narcotic, even though no one has ever died from a toxic reaction in over 5,000 years of human consumption. Unlike alcohol, cannabis is not known to make people act violently and it is far less addictive than tobacco. Yet marijuana remains in a class of drugs declared more dangerous than methamphetamine. As long as cannabis is a Schedule One substance, our struggle for reform will continue. All of us at Seattle Hempfest will keep on fighting until cannabis has been exempted entirely from the Controlled Substances Act.
SATURDAY, AUGUST 17 The theme for day two of Hempfest is harm reduction. The criminal prohibition of marijuana has destroyed millions of lives, leaving countless Americans burdened with prison terms and lifelong criminal records. Year after year, our speakers and panelists spread their message about the injustice of the War on Drugs. In November of 2012, the tides finally turned with the passage of Initiative 502 in Washington and Amendment 64 in Colorado. Adults over 21 years of age can now legally possess up to an ounce of cannabis in either state, with or without a qualifying medical condition. As more states begin to follow suit, we must prepare for another kind of harm reduction. It begins by acknowledging that under certain circumstances, cannabis can be dangerous and habit forming. A drug doesn’t have to be harmless to justify legalization; cannabis reform is simply smarter and more effective than prohibition. This year, Seattle Hempfest is promoting a new brand of harm reduction by producing a series of eight pamphlets titled “Cannabis Gut Checks.” The topics include: • What About Dependence? • What About Driving? • What About Health?

• What About Lungs? • What About Memory? • What About Mental Health? • What About Pregnancy? • What About Teens?
Each handout is brief and to the point. The information is based on the most recent scientific studies available and acknowledges when research is incomplete or inconclusive. People who want to learn more will be directed to a University of Washington website that has been developed to catalog the findings of cannabis research. It’s important to mention that this year’s pamphlets focus on the risks associated with cannabis. Until recently, little attention has been paid to the benefits. With marijuana being federally illegal, research has been primarily dedicated to investigating the harms. There is much more work to be done to fully explore the benefits of both medical marijuana and recreational use. Hopefully, federal funding will become more widely available as legalization gains a foothold across the United States. Hempfest Cannabis Gut Checks are on display at several locations throughout the parks. The handouts are free, so grab whatever interests you, but please don’t take more than you need.
SUNDAY AUGUST 18 The United States is the world’s oldest surviving federation. It is a constitutional republic and representative democracy “in which majority rule is tempered by minority rights protected by law.” Freedom of political expression, freedom of speech, freedom of the press and freedom of religion are fundamental rights guaranteed to every American citizen by the U.S. Constitution. Even more important, perhaps, is the right to be adequately informed and vote according to personal interests. The Hempfest Voter Registration Team takes great care to comply with legal requirements, while offering assistance to anyone who requests it, including address changes for voters who recently moved. Volunteers help interested parties quickly and legibly complete the required forms. As long as registrants sign it themselves, our voter drives fall squarely within the bounds of election law. Personal conversations with potential voters are usually most effective, helping them understand why casting a ballot is so important. Some volunteers walk the length of the parks, looking for people sitting in groups away from the front of the stages. Others work the long lines waiting to enter the event. Those with mobility issues set up shop at the Voter Registration tents,
where completed forms are dropped off by roving volunteers to be quality checked by a second set of eyes. The Voter Registration Team is one of the most diverse and inclusive groups of volunteers at Seattle Hempfest. They fan out across the parks with clipboards in hand, looking for potential voters who need help harnessing the power of democracy: • Youth who will have turned 18 before the next election • People who are intimidated by the process or don’t understand the value of a single vote. • Convicted felons who might not realize that Washington State recently restored their right to vote. • Citizens who’ve moved since the last election, those new to the state or anyone who isn’t sure of their status.
There is no doubt that Hempfest is one of the coolest places to get signed up to vote. People who attend Hempfest are registered in nearly every Legislative district in the State of Washington. No other organization more effectively organizes and informs people from hundreds of different local jurisdictions, all in span of three days. The voter power extends far beyond Seattle Hempfest, making a lasting contribution towards the entire state.

CASUALTIES OF WAR: By Kari Boiter There are plenty of reasons to celebrate. You’re at Seattle Hempfest, the world’s largest drug reform rally. You can possess up to an ounce of marijuana here with relatively little risk. You might even have a joint in your hand right now… But have you ever stopped to think about where your cannabis comes from? Quality herb doesn’t produce itself. Gardeners bet their lives on your health and happiness. Some even give their freedom. While 20 states and the District of Columbia have passed medical marijuana laws, cannabis remains illegal at the federal level. President Obama admits there are “bigger fish to fry,” yet dozens of patients and caregivers are in prison, including the men in this photo. Federal prisoners serving time for cannabis crimes gather for a rare group photo at a minimum-security correctional facility in Sheridan, Oregon. U.S. taxpayers will spend more than $2.7 million to imprison these inmates, even though most were statelegal medical marijuana caregivers. Combined, their sentences total 78 years. Jason Nelson kneels in the front row, second from the far left. Friends will tell you about Jason’s loyalty, fun-loving nature, and the ambition that drove him to become owner of a booming bike shop by the time he was 22. When Jason’s fiancée was dying from a brain tumor, he began growing medical marijuana to help her cope with the crippling effects of chemotherapy. Jason was the first registered caregiver to be convicted of federal charges in Oregon. A judge ordered him to spend ten years in prison for his crimes. Jason is now known as inmate 73621-065. Chris Williams is the tall guy wearing a gray shirt in the middle of the back row. He was a co-owner of Montana Cannabis,

considered by law enforcement and industry insiders to be a “gold standard” for safe access. Like Jason Nelson, Chris is one of the few prisoners who have gone on trial in U.S. District Court. Records from the Department of Justice indicate that 95 percent of federal cases are resolved by a guilty plea. In a justice system where hardly anyone exercises the constitutional right to a trial, even less receive a verdict of “not guilty.” The jury never hears about exhaustive efforts to comply with state law. Just the opposite; immaculate record keeping provided evidence that was used to convict Chris of drug trafficking. He is now branded as prisoner 11839-046. Then there’s Jerry Laberdee, the guy in the front row with the gray beard and the long hair. He owned and operated Medical Herb Providers in Spokane. Never one to go quietly, Jerry staged a hunger strike after being jailed for refusing a court-ordered drug screen. In prison, Jerry is what’s known as a “short timer,” since he is serving a six-month sentence. Jerry is inmate 13904085. On average, each of these prisoners will spend five years behind bars. Nearly every single one of them was a state-sanctioned medical marijuana caregiver. No one here is violent. There are no victims to speak of. When their sentences are combined, these men will be locked away for 935 months, all for growing a plant that heals people. With taxpayers spending $34,000 a year to imprison the typical inmate, it will cost nearly $3 million to warehouse the men in this picture. For comparison, the U.S. Department of Education spends less than $11,000 annually on each public school student. Hundreds of children will be robbed of a quality education next year, so we can imprison 16 marijuana growers.
WHAT CAN YOU DO ABOUT IT? HERE ARE A FEW SUGGESTIONS: •CONTACT YOUR LAWMAKERS Seven different bills related to marijuana have been introduced in Congress this year. Let elected officials know that you support reforms to outdated drug laws. •WRITE THE U.S. SENTENCING COMMISSION The rule-making body is prioritizing the release of non-violent drug offenders. Tell Commissioners that you agree and urge them to revise draconian sentencing laws. •REGISTER TO VOTE Get signed up and get informed. Politicians who support legalization need your help to get elected, and those who support prohibition need to be voted out.
•BECOME A PRISON PEN PAL Your cards and letters bring light to a dark place. An online search under the term “write marijuana prisoners” will yield plenty of information to get you started. •SUPPORT NONPROFITS THAT SUPPORT PRISONERS November Coalition, Families Against Mandatory Minimums, Americans for Safe Access, and of course, Seattle Hempfest all work to end mass incarceration. Dedicate your energy (and money!) to organizations that fight against injustice.

Q: Is it safe to buy pot brownies at Hempfest? A: NO. They are illegal. They are also unpermitted, unregulated food vending, and consuming them can be dangerous to your health. If you see someone selling
brownies, please report to any HF Safety Team member or HF staff with a radio. It is an enhanced felony to sell marijuana, or marijuana-laced foods in a Seattle city park. Please do not buy from people selling these products, there is no way to know what is in them.

Ric was a fighter unlike a n y other. He learned discipline through his love of riding and showing horses. As a youth, he worked at The Monastery as a doorman and deacon, eventually going back to school to earn his Master’s degree in color theory. In 1996, Ric was in hospice care and given less than six months to live, after being diagnosed with AIDS that he contracted through a blood transfusion. At that time, Ric had been put through a wringer of traditional medical treatments and he was wasting away, unable to keep down food. Friends took him to Seattle Hempfest that year and Ric learned how cannabis eases nausea. Not long after, he began drinking cannabis-infused milkshakes and was finally able to eat as a direct result. He gained weight, got stronger and was sent home from the hospice. Ric was never interested in marijuana before that. It wasn’t something that his crowd of friends enjoyed. But he gained a new group of friends at Hempfest that year and we had a lot to teach him. It turns out there was also a lot that Ric would teach us. As he got more involved, Ric learned that many of the symptoms that cannabis alleviates are borne by the elderly. This notion was sparked by Meril Draper, who often spoke of remarkable improvements in his grandfather’s health after mixing marijuana into a hand-rolled cigarette. Together, these two made for quite the odd couple, with Meril being a burly biker and Ric being a frail gay man. Meril and Ric were the best of friends, united by a common belief in the healing properties of cannabis. Recognizing that this life-saving medicine should be made widely available to everyone in need, Ric and Meril came up with “Munchies Save

Lives.” They traveled to festivals, conferences and political events where they would hand out buttons, flyers and stickers that featured the newly-coined phrase. We all suffered a huge shock when Meril was killed in a motorcycle accident late in 2007. His wife and four children continue to volunteer with Seattle Hempfest. Ric turned to them when he wanted to continue the “Munchies Save Lives” program in Meril’s honor. Ric was a fierce and dedicated advocate for the next five years. Despite suffering several other medical setbacks, Ric continued on his mission. He spoke to the Legislature in Olympia, took part in meetings and press conferences with local city councils, served on the board of several organizations and was one of the chief petitioner’s for Sensible Washington’s campaigns to repeal prohibition of cannabis. It was a paralyzing stroke that left Ric unable to walk without a cane. Never once did that deter him from accomplishing his goals. Ric was an example to all of us. No one could complain about how tough things were when Ric was standing right there, in the hospital one day and at a protest the next. It was the standard medical treatments for AIDS that gave Ric cancer and caused his kidneys to fail. Towards the end, he was undergoing dialysis three times a week, just to stay alive. A blood infection from one of those treatments killed Ric’s indomitable will to live. Realizing there little time left, he cherished every last moment with the steady stream of friends who filled his hospital room during those final two days. His dying wish was for “Munchies Save Lives” to become a foundation that would help people get access to medicine they could not afford otherwise. Though the organization is still in its infancy, many people have already invested a lot of time and effort to make it a success. Seattle Hempfest is proud to donate a portion of our proceeds to “Munchies Save Lives” to make sure that Ric and Meril’s dream does not die with them. The fund will grow and many people will be helped in the future, allowing their legacy to live on. In addition, the Hemposium stage that Ric spent so many years dedicating his time and energy to developing has been renamed in his honor.
Kunga studied at the San Francisco Conservatory of Music and also attended Standford and University of California-Davis, originally hailing from Colorado. He often signed off in emails with the saying “peace, love, harmony, kindliness, health, joy & ecstasy.” During his later years, Kunga went by the name Sapan Rinponche. We wish Kunga well on his final journey and in his memory, we seek an end to suffering for all sentient beings. May you rest in peace, old friend. Om Ma Ni Pad Me Hum.

PHOTO BY DAVID R. MESFORD Ten years ago, I hiked the entire length of Hempfest for the first time. It became clear to me: these people aren’t criminals. Maybe they’re doing things some other people don’t like. But they are not criminals. Since then, I’ve joined others in working to legalize marijuana. Not decriminalize, not medical marijuana, not lowest law enforcement priority...but straight-up legalize. I believed we could make marijuana less scary to non-Hempfest-going Washingtonians and assert our belief that adults smoking pot for kicks is a civil liberty. And we succeeded. I’m in Europe now—and, sadly, unable to attend the first Hempfest of the legal age. But I’ve been discussing the issue with my European friends, who are suddenly lagging behind Washington State in ending the War on Marijuana. For example, a famously liberal European country (Denmark) is importing Seattle know-how (City Attorney Pete Holmes) for help in structuring its drug laws. Although the Czech Republic (with more per-capita pot smokers than any other European country, according to UN statistics) finally legalized medical marijuana earlier this year, recreational use is still technically prohibited—

BY cops just look the other way. And even the Netherlands, long famous as a bastion of decriminalization (with its marijuana “coffeeshops”), still clings to its famous “gray area” loophole: You can retail marijuana, but it’s illegal to wholesale it, so the government just ignores that zone. It’s clear: This has been a banner year for anyone on this planet who cares about the right of adults to use marijuana recreationally and responsibly. Personally, my favorite week of 2012 was in October, when I spent seven days in ten cities, taking our I-502 message on the road to the wonderful, if conservative, far corners of our state. I got pretty good at framing legal pot in conservative terms, and it seemed to resonate with lots of people. It wasn’t just liberal newspapers that endorsed I-502. Thoughtful and open-minded people of all political stripes saw the wisdom of taking crime out of the equation. In the wake of our historic victory, I still hear grumbles amidst the celebrations. To get the votes we needed, we had to make some compromises. Sure, I wish we had a more happy-go-lucky law— permitting home grow, allowing public places where people could come together to smoke and socialize (like Amsterdam’s
“coffeeshops”), and so on. But Monday-morning quarterbacking I-502 accomplishes nothing. Real change requires compromise. My friends at I-502 and I wanted one thing above all: to make recreational pot legal for adults. And today—right now—in Washington State, marijuana is legal on terms that the majority of Washingtonians can embrace. When it comes to modifying I-502, I believe that our state legislature will see the wisdom of tempering the ornery parts of the law. And once the tax revenue starts flowing in, I expect our state will be thrilled with the new status quo. We’ve also created a feasible model for other states, which are now inspired to boldly follow us in legalization. Just as we learned from California’s 2010 failure with Prop 19, other states will study our 2012 success and learn from it. Civic and political leaders nationwide can now openly discuss legalized, regulated, smartly taxed marijuana. Washington State legalized … and the sky didn’t fall. We can do it, too! Change is already happening in the halls of power. Suddenly, people can talk about their own experiences without fear, and prominent faces and names who previously needed to keep quiet can feel free to advocate. (In April, President Obama—who has declined to stand in the way of I-502, reasoning that “We’ve got bigger fish to fry”—joked, “I remember when BuzzFeed was just something I did in college around 2 a.m.”) We’re making pot square—and to get to legal, you’ve got to go through square. Back in the 1990s, it was the West Coast that led the way with legal medical marijuana. Now, in the 2010s, we’ll do the
same with recreational use. I expect that after our victories in Washington and Colorado, Oregon and California will follow suit. And when that happens, we’ll see waves of freedom spreading from west to east across the USA. We are witnessing a sea change in national attitudes about the prohibition of marijuana. It’s historic. And statistics show that the impact on real people is huge. Before the election, 3,000 Washingtonians wound up with criminal convictions for for pot smoking every year. In the two weeks following the vote, prosecutors across the state dismissed hundreds of pending possession cases. That’s a lot of good people who don’t have a criminal record now because of our success. Thanks to Hempfest for courageously, creatively, and nimbly introducing people like me to cannabis culture. And thanks to all who helped Washington State legalize marijuana. Ten years from now, I believe the USA will look back and thank our state for helping to end America’s war on pot. And today, that’s worth a celebration. Happy travels… even if you’re just stayin’ home.
