Mr. Branscome has served on the Board of Directors for the Old Dominion Highway Contractors Association, and the Virginia Asphalt Association, and has served as President for both associations. He is also a member of the Heavy Construction Contractors Association.

Randall P Burdette, of Stafford County, Virginia. Director Ex-Officio. Mr. Burdette serves as Director of the Department of Aviation. He was appointed to this position on August 11, 2004. Previously, he served as Program Manager for the Defense Department’s Technology Initiative.

Barbara McCarthy Donnellan of Clifton, Virginia. Director. Term expires June 30, 2017. Ms. Donnellan serves as County Manager for Arlington County. Since beginning her career at Arlington County in 1983, she has served in many roles including Budget Analyst, Senior Tax Policy Coordinator, Director of Management and Finance and Deputy County Manager.

Manju Ganeriwala, of Henrico County, Virginia. Director Ex-Officio. Ms. Ganeriwala serves as State Treasurer of Virginia. She was appointed to this post by Governor Timothy M. Kaine, effective January 1, 2009. Prior to her appointment, Ms. Ganeriwala served as Deputy Secretary of Finance.

Dr. Marissa J. Levine of Richmond, Virginia. Director Ex-Officio. Dr. Levine is the Commissioner of the Virginia Department of Health where she was appointed in 2014 by Governor McAuliffe. She previously held the positions of Chief Deputy Commissioner for Public Health and Preparedness and Deputy Commissioner for Public Health and Preparedness since 2009. Prior to this role, Dr. Levine directed local health departments in two districts within Virginia since 2002. Dena Frith Moore, of Richmond, Virginia. Director. Term expires June 30, 2016. Until 2011, Ms. Moore served as Managing Director and Chief Operating Officer for Harris Williams & Co., an investing banking firm focusing on mergers and acquisitions. William G. O’Brien of Port Republic, Virginia. Director and Chairman. Term expires June 30, 2016. Mr. O’Brien is the retired County Administrator of Rockingham County, a position he held for over 25 years. Appointed Chairman in 2002 by Governor Warner, O’Brien was reappointed by each succeeding Governor.

John H. Rust, Jr. of Fairfax, Virginia. Director. Term expires June 30, 2016. Mr. Rust practices law in Fairfax with the firm of Rust & Rust, P.C. He is the third generation of the Rust family to practice law in northern Virginia. He also serves as the Commissioner of Accounts for the 19th Judicial Circuit and provides government affairs consulting services through Iron Ox Consulting, a family-owned company. He serves as a member of the Board of Directors of Historic Fairfax City, Inc.

James H. Spencer, III, of Bluefield, Virginia. Director and Vice Chairman. Term expires June 30, 2016. Mr. Spencer has served as Administrator of the Tazewell County Public Service Authority and as the County Administrator of Tazewell.

Speaker Biographies Arthur Anderson II

Arthur Anderson is a partner with McGuireWoods LLP. Arthur’s practice is focused on the areas of public finance and federal, state and local taxation. He has extensive experience as bond counsel with governmental bond issues, including general obligation, revenue and “subject to appropriation” financings for water and sewer projects, public schools and roads, commuter rail and other transportation facilities, and in tax-exempt financings for nonprofit organizations, including private elementary and secondary schools, and health care providers.

Charlie Barksdale

Charlie Barksdale is the Utilities & Performance Contracting Manager at the Virginia Department of Mines, Minerals, and Energy, a role he has performed since 2006. Charlie’s primary responsibilities include providing technical assistance to localities that enter into performance contracts for energy savings and to control energy consumption. Prior to that, Charlie was the university energy manager for George Mason University for 19 years.

F. Jesse Bausch

Jesse Bausch is an attorney with Sands Anderson PC and is a member of the Government Group. Jesse focuses his practice on public finance with an emphasis in the areas of traditional municipal bond issuance, securities law, and state and local government law. He is based in the Richmond office.

Steven Beach

Steven Beach is an associate professor of finance in the College of Business and Economics (COBE) at Radford University where he also serves as the associate director of the Governmental and Nonprofit Assistance Center.

Ronald Berkebile

Ron Berkebile is a Financial Analyst for the City of Virginia Beach Strategic Growth Areas (SGA) Department whose mission is to ensure the City’s sustainable growth through the implementation of strategically located unique centers where people work, live, and play. Prior to joining the SGA Department, he was a Budget Analyst for the City.

Speaker Biographies Mary Blowe

Mary Blowe was hired as Finance Director for the City of Winchester in December 2002. Previously, she served as the City’s Tax Auditor beginning in 1997. Through her leadership the city is one of only eight in the Commonwealth that maintains a AAA rating from Standard & Poor’s.

David Bowers

Mayor David Bowers was re-elected in 2012, to his fourth four-year term as Mayor of the City of Roanoke, Virginia. Bowers is the 44th Mayor of Roanoke since 1882. Mayor Bowers, one of the longest serving Democrats in Western Virginia, served two terms on Roanoke City Council from 1984-92. He was first elected to serve as Mayor in 1992 and re-elected in 1996. He was elected for his third term as Mayor in 2008, and began his fourth term as Mayor of Roanoke on July 1, 2012.

Preston Bryant

Preston Bryant is a Senior Vice President at McGuireWoods Consulting where he works with the firm’s Infrastructure and Economic Development group. Preston served as the Secretary of Natural Resources in the cabinet of Governor Tim Kaine and as a member of the House of Delegates where he represented the City of Lynchburg and Amherst County. His expertise lies in water, wastewater and energy generation projects, and he advises clients on project site selection and regulatory affairs.

Nancy Buchanan

Nancy Buchanan is the Executive Director of the William and Mary Real Estate Foundation. Recently, Ms. Buchanan took the lead in developing Tribe Square, a mixed-use retail and housing project on Richmond Road in Williamsburg, Virginia.

Geoff Buswick

Geoff Buswick is the Managing Director and Lead Analytical Manager for Standard & Poor’s US Public Finance Infrastructure Group. The Infrastructure group is responsible for rating debt issuances in a number of sub-sectors, including public power & electric coops, transportation entities (including airports, toll roads and ports), water and sewer entities and state revolving funds.

Speaker Biographies Al Christopher

Al Christopher serves as Director of the Division of Energy, Department of Mines, Minerals and Energy (DMME), a post he has held since 2009. He is a Member of the Investment Advisory Board at Commonwealth Energy Fund and a Member of the Investment Advisory Board of CIT GAP Funds. Prior work experience includes serving as the Executive Director of Virginia Clean Cities.

Wirt Confroy

Wirt Confroy is the Director of Partnerships & Outreach with the Virginia Tourism Corporation (VTC). Among many other roles, Wirt is the Administrator for the Virginia Tourism Development Financing Program. Prior to being the Director of Partnerships & Outreach, he was the Electronic Marketing Director at VTC. Previous experience includes eight years with The Martin Agency based in Richmond, Virginia.

Kathryn D’Angio

Katie D’Angio is a Team Leader for the Education & Nonprofits Banking Division at US Bank. She and her group provide credit based solutions to higher education institutions and nonprofit entities from Virginia through Maine with a portfolio currently over $2 billion.

John Daniel

John Daniel serves as the Deputy Attorney General for Commerce, Environment & Technology in the Office of the Attorney General. John was Virginia’s first Secretary of Natural Resources and also served as an Assistant Attorney General and as Deputy Secretary of Commerce and Resources in Virginia. He has extensive private practice experience having been a partner at Williams Mullen and Troutman Sanders.

F. B. Webster Day

Webster Day is a partner in the law firm of Spilman, Thomas & Battle. With over thirty years of experience, Webster’s primary areas of practice are public finance and counseling lenders in commercial transactions. He serves as bond counsel to Virginia localities and authorities on tax-exempt and taxable bond issues. Webster also serves as issuer and bond counsel on industrial development revenue bond financings and serves as general counsel to industrial development authorities and water and sewer authorities. Tad Deriso is the President and CEO of Mid-Atlantic Broadband, a position he has held for nearly 10 years. Prior to joining Mid-Atlantic Broadband, Tad worked in a variety of telecommunications consulting firms, advising higher education clients and rural telecommunications companies.

Rebecca Dickson

Becky Dickson has been County Administrator of Goochland County since 2009. She served for three years as Deputy County Administrator for Human Services for Chesterfield County. She is a Credentialed Manager through the International City/County Management Association.

Jasen Eige

Jasen Eige works as a consultant at Atticus Strategies. Previously, he was Counselor and Senior Advisor to Governor Robert McDonnell. Jasen served many years in the Attorney General’s Office as Assistant Attorney General in the Trial Section of the Civil Litigation Section, Senior Assistant Attorney General in the Finance Law and Government Services Section, Acting Section Chief for the Government Services portion of the Section, and Chief of Staff and Counsel to the Attorney General.

Sean Ekiert

Sean Ekiert joined Raymond James in 2013 and has been involved in public finance since 1997, serving as investment banker, financial advisor, investment advisor and derivatives advisor to a variety of state, local and non-profit clients throughout the Mid-Atlantic. Sean’s experience includes the development and execution of financing plans for water and sewer systems, municipally owned electric and telecommunications networks, toll roads, and other transportation infrastructure, and general government projects.

Gregory Fawcett II

Gregory Fawcett is the President and founder of Piedmont Securities LLC. Prior to founding Piedmont Securities, he worked as a senior investment banker for 9 years at Bank of America Securities LLC/ Merrill Lynch & Co. where he actively assisted clients in the development, structuring and execution of comprehensive financing plans involving higher education, economic development and essential government purpose projects.

Speaker Biographies Bonnie France

Bonnie France is Senior Counsel in the Public Department of the law firm of McGuireWoods LLP. Bonnie serves as bond counsel to over 50 counties, cities, towns and authorities. Her experience includes general obligation and revenue bond issues, school financing, lease financing, economic development incentives, industrial development authority and community development authority financings and other tax-exempt and taxable financings. She has assisted numerous localities in developing innovative financing structures and public private partnerships.

Barry Frankenfield

Barry Frankenfield is the Director of the City of Virginia Beach Strategic Growth Areas Department. He has served as a Manager for Strategic Growth Areas for the City for nearly 30 years. He is a Licensed Landscape Architect and a Certified Planner.

Bill Freehling

Bill Freehling is the Assistant Director for Economic Development at the City of Fredericksburg. Prior to joining the City, he had nearly 10 years of experience as a business writer and editor for The Free Lance-Star Fredericksburg Business Insider publication.

Manju Ganeriwala

Manju Ganeriwala is Treasurer of Virginia. Appointed by Governors Kaine, McDonnell, and McAuliffe, she manages over $9 billion of the Commonwealth’s investment portfolio. She oversees the issuance of bonds and management of debt in excess of $15 billion and provides the Commonwealth and its agencies with routine and specialized banking services. She also serves as the chairwoman of the Treasury Board and is a member of ten other boards including the Virginia Housing Development Authority, Virginia Port Authority and the Virginia Resources Authority.

Speaker Biographies Megan Gilliland

Megan Gilliland is a partner in the Christian & Barton LLP law firm where she is in the Business Organizations and Corporations, Municipal Governance and Public Finance and Taxation practice areas. She concentrates her practice on public finance, local government, general corporate business and tax-related matters. Megan is a member of the firm’s New Business/Client Screening Committee. She also actively participates in the recruitment and mentoring of the firm’s summer associates.

Walter Gills

Walter Gills is the Program Manager for the Clean Water Financing and Assistance Program within the Virginia Department of Environmental Quality (DEQ). His principle responsibility is to manage the Virginia Clean Water Revolving Loan Fund (VCWRLF), previously known as the Virginia Revolving Loan Fund, on behalf of the State Water Control Board (SWCB). In this capacity, Walter helps in administering the policy aspects of the Fund, receiving applications and providing funding recommendations to the SWCB. The Virginia Resources Authority (VRA) serves as the financial manager of the Fund.

Robert Gittler

Bob Gittler is an economic development specialist with the US Department of Commerce, Economic Development Administration (EDA), the only federal agency focused exclusively on economic development through strategic investments that foster job creation and attract private investment. Bob is headquartered in the agency’s Philadelphia office where he supports Virginia and West Virginia.

Basil Gooden

Basil Gooden was appointed to serve as the State Director of the U.S. Department of Agriculture, Rural Development for the Commonwealth of Virginia in 2014. Prior to joining USDA – Rural Development, Basil served as the Chief Deputy Director of the Virginia Department of Housing and Community Development (DHCD). Before DHCD, Basil worked at Virginia Tech where he served as the Coordinator of Outreach and Community Relations.

Speaker Biographies Mary Katherine Greenlaw

Mary Katherine Greenlaw is mayor of the city of Fredericksburg, Virginia where she has been active in numerous city and regional civic endeavors for many years. A former Chair of MediCorp Health System, she is currently Chairman of the Mary Washington Hospital Foundation. Mayor Greenlaw represents the City on the Fredericksburg Regional Alliance. She is also a founding member of the Fredericksburg Festival of the Arts.

Bill Greenleaf

Bill Greenleaf serves as the Executive Director of Richmond Region Energy Alliance. He formerly was the COO of William McDonough and Partners, a leading architecture and consulting firm specializing in sustainable design. Kim Hoyt is President of Bingham Arbitrage Rebate Services. With an extensive background as an accountant and analyst in the banking industry, Kim has worked in arbitrage rebate for over 20 years. Peter Huber

Peter Huber is the County Administrator for Pulaski County. Richard Hurley

Richard Hurley has served as the ninth president of the University of Mary Washington since July 1, 2010. His career in higher education spans more than three decades. Before coming to the University of Mary Washington, he was vice president for administration and finance at Longwood University from 1985 until 2000. He previously held positions of director of administration at the American Association of State Colleges and Universities (AASCU) and assistant to the chancellor of the Vermont State Colleges. He has also held positions at other colleges and universities.

Deidre Jett recently joined the Virginia Department of the Treasury as Public Finance Manager for the Virginia Public School Authority. Maurice Jones was appointed Secretary of Commerce and Trade by Governor McAuliffe in January 2014. Previously, he served as Deputy Secretary for the U.S. Department of Housing and Urban Development from April 2012 through January 2014. Robert Muller

Robert Muller is Managing Director of J.P. Morgan Securities LLC where he provides credit advice to institutional investor clients and works actively with governments, nonprofit entities and private transportation companies to support their bond financings. In various surveys of municipal investors conducted by Institutional Investor magazine, he has been ranked an “All American Analyst” eleven times in various categories, including six first place awards as a transportation sector analyst.

James T. Parrish, Jr.

James T. Parrish, Jr. has more than 24 years of development experience in both higher education and the nonprofit sector, and he currently serves as the Director of Foundation Relations for Virginia Commonwealth University. On occasion he serves VCU in a very different way: as an adjunct faculty member, teaching undergraduate classes in filmmaking and film history for the VCUarts Department of Photography and Film and the School of World Studies.

David Paylor

David Paylor was appointed Director of the Virginia Department of Environmental Quality by Governor Terry McAuliffe in January 2014 and previously was appointed by Governor Bob McDonnell and by Governor Timothy Kaine. Mark Rubin currently serves as the Executive Director of the Virginia Center for Consensus Building (VCCB), where he is responsible for the management of the VCCB, a neutral forum for the provision of public policy mediation services to governmental entities and private stakeholders. His focus is providing mediation services as well as training in negotiation, advocacy and mediation skills for the resolution of public policy problems. He previously served as Senior Advisor and Counselor to Governor of Virginia Timothy M. Kaine where he provided advice on budget and other government issues.

Stephen Schemmel

Stephen Schemmel is a Managing Director with Bank of America (BofA) Merrill Lynch in the firm’s Charlotte, North Carolina office. He is a senior government and infrastructure banker, and is responsible for managing the BofA Merrill Lynch public finance business practice across a three state region – North Carolina, South Carolina, and Virginia.

Carrie Schmidt

Carrie Schmidt was named the HUD Richmond Director in July 2011. In this capacity, Schmidt oversees the coordination of HUD programs throughout Virginia with the exception of Northern Virginia. Carrie Schmidt has over 25 years of experience in housing, community and economic development. She recently served as Director, Community Programs for USDA Rural Development serving all rural communities across the Commonwealth of Virginia. Don Seaborn

Don Seaborn is a founding partner of Angler Environmental. In the last fifteen years, he has been a leader in the development of wetland and stream mitigation banking in Virginia. He has led Angler to become a recognized leader in wetland and stream mitigation in Virginia by developing ten stream and wetland mitigation banks and over 60 other mitigation projects. Bill Shelton is Director of DHCD, a position he has held since 1998. Bill has been working in state government for more than 27 years and has been with DHCD for 23 years. He began his career with the agency as a community planner and then an associate director before becoming the director of DHCD’s Center on Rural Development. He held that position until 1995 when he became the Deputy Director of the Division of Community Development.

Daniel Siegel

Dan Siegel leads Sands Anderson PC’s Government group. Dan also serves as county attorney for a host of counties and special authorities throughout Virginia. With over twenty years of law practice, he has developed a keen understanding of the wide variety of legal issues affecting governments. Some of these include such issues as growth management, economic development and municipal finance.

Ray Smoot

Ray Smoot is currently a Senior Fellow for the Virginia Tech Foundation, after serving as the Chief Executive Officer of the Virginia Tech Foundation for 35 years where he in 1989 led the University’s partnership with the City of Roanoke to redevelop the Hotel Roanoke and add a conference center.

Kevin Sullivan

Kevin Sullivan presently serves as Associate Vice President for Administration and General Counsel for the Virginia Tech Foundation, Inc., a $1.3M billion charitable foundation supporting Virginia Tech. Bruce Thompson serves as Chief Executive Officer at Gold Key | PHR Hotels and Resorts. Bruce has been a leader in the travel industry for more than 25 years. His first venture grew to become the largest ski operator on the East Coast. That company evolved into Professional Hospitality Resources (PHR), as he expanded into hotels and restaurants. In 1986, he entered the vacation ownership industry, cofounding the highly successful Gold Key Resorts. In 2011, he launched a large mixed use development at the Virginia Beach oceanfront. Bruce serves as an Executive Director of Cavalier Associates, LLC.

Mark Tanis

Mark Tanis is a Senior Credit Officer at Bank of America Merrill Lynch (BAML) where he is responsible for managing and growing a credit portfolio of government and higher education clients. His portfolio includes student housing deals at 20+ colleges and universities. He has worked in Public Sector Banking at BAML for nearly 17 years.

Sandie Terry

Sandie joined CIT in 2012. As Broadband Program Manager she manages the four ARRA funded broadband projects including project plans, budgeting and associated contracts. Sandie also leads efforts to provide localities with strategic broadband plans identifying local assets, providers, gaps in broadband coverage and provide strategies to address the gaps and improve broadband adoption and utilization. John Wack began serving as Goochland County’s first Deputy County Administrator for Financial Services in 2010. Gerard Ward

Gerry Ward is the Deputy Director for the Council on Virginia’s Future, which is chaired by the Governor and was established in 2004 to provide a broad-view of Virginia’s progress in key quality-of-life areas and government operations. A signature initiative of the Council, Virginia Performs, is a performance leadership and accountability system for state government. Evie Whitley joined the staff of the Debt Management Division of the Virginia Department of Treasury in 1993 and has been director since October 2005. As staff to the Treasury Board, Virginia Public School Authority, Virginia Public Building Authority and the Virginia College Building Authority, the division issues and administers a variety of bond programs. As director, she works with a variety of state agencies, institutions of higher education and local governments, financial advisors, bankers and bond attorneys and oversees the preparation of primary and continuing disclosure, compliance with arbitrage rebate and other federal regulations.

Danny Wilson

Danny Wilson is the Executive Director of the Virginia’s First Regional Industrial Facility Authority. The Authority formed a “Participation Committee” to develop a unique industrial property that would benefit all member governments and communities through site availability not otherwise existing in the region, job creation, and revenue sharing. This committee owns the NRV Commerce Park and oversees its development.

The federal Drinking Water State Revolving Fund (DWSRF) Program was created by 1996 Amendments to the federal Safe Drinking Water Act (SDWA). One purpose of the Program is to provide financial assistance to public water systems to protect public health and ensure compliance with the SDWA. The Program also places a strong emphasis on preventing drinking water contamination, replacing aging infrastructure, enhancing systems management, and promoting financial sustainability. The Virginia Department of Health (VDH) administers and manages the entire Program with assistance from the Virginia Resources Authority. As of Sept. 2014 approximately $335 million has been made available through VDH’s Program. A majority of the funds is used to provide Construction assistance to correct public health problems and ensure compliance with SWDA. A significant portion of the funds (up to 31% of capitalization grants) is Set Aside to fund programs and activities which enhance the ability of the State and owners of waterworks to ensure a waterworks’ long-term capacity to produce safe drinking water such as source water protection, capacity development, and operator certification programs. Any owner, public or private, of a community waterworks or nonprofit noncommunity waterworks is eligible to apply.
