Building a Coalition for Better Road Transport Breakbulk has partnered with ESTA to support a much-needed overhaul of road regulations and infrastructure improvements across Europe. You can read ESTA’s top priorities from president David Collett and a perspective from David Allely of Allelys Group, both of whom will participate in a panel to help bring our industry together to have a more persuasive voice with governments. Start reading on page 18 and think about how you can contribute.
My marketing team has two initiatives underway to support the future workforce of our shared industry. First, we are highlighting Women in Breakbulk, and have asked exhibiting companies to submit the name of a woman they’d like to honor at the event, along with showcasing the 12 women who will be part of the conference program. This is a lead-byexample program that will let women share their perspectives with a global audience on the importance of females in the workplace.
One of the most crucial topics for the future of our industry is the challenge in attracting young, diverse talent, a fitting discussion for the last session on Wednesday. On page 22, major EPC SNC-Lavalin’s Tina Benjamin-Lea outlines why the project cargo and breakbulk industry is so attractive, not only for early career candidates, but for women in particular who may not have realized how well women are accepted in this industry.

Zooming in on Brexit: Best Case-Worst Case for Europe In terms of Brexit, what are the best and worst scenarios for EU economic health and stability? In the best case, we’ll see a deal very soon that includes, in particular, a commitment to a close trading relationship between the U.K. and EU. Especially those businesses in the U.K. that are currently paralyzed by uncertainty could then start looking further ahead, beyond the next negotiating deadline.

The worst case would be of course a no-deal situation, which could be very disruptive, especially in the U.K. We’ve done some work to estimate the economic in that case and found that, even after three years, the U.K. economy would still be 5.5% smaller than what we expect in the case with a deal. Whether there is a deal or not, the impact of Brexit will be asymmetric. We expect the EU as a whole to see only a fraction of the damage the U.K. would suffer. However, certain economies and sectors in the EU would be hit harder than others. For example, the Netherlands, via its strong trade links with the U.K., is more exposed, and the automotive sector, especially in Germany, would be hit relatively hard.

What challenges are inherent in the region compared with other parts of the world? Working in Africa comes with its own set of challenges. Whilst the opportunities are large, the lack of development in many countries makes for a difficult operating environment. From a logistics perspective, the lack of basic infrastructure and the constraints around many of the major ports in terms of capacity would be the first hurdles. Much of Africa’s growth is around the development of extractives, and governments are no longer happy for foreign companies to simply extract and export resources without making a meaningful contribution to local skill and industrial development. This requires a long-term perspective of business. Foreign companies need to make an investment in developing local skill and a commitment to utilizing local content even though this is not always the easiest option. Give us a description of an important project you will be discussing at Breakbulk Europe—what challenges did you see and what were the keys to its success? What lessons did the project team learn from this job that will carry forward to others? A key regional project topical for Breakbulk Europe is the Ugandan Oil Project. The project relates to the commercial discovery of oil in Lake Albert in Hoima and Buliisa counties in Uganda. The project entails the exploration of the oil, the building of a refinery and the establishment of a pipeline through to Tanga Port in Tanzania from where the oil will be exported. The pipeline itself is 1,450km long and will be the world’s longest heated pipeline to cope with the viscosity of the oil. This is a remote site project that lacks even the most basic infrastructure in terms of roads, power, accommodation, engineering services and industrial inputs—almost everything has to be 14 BREAKBULK EUROPE PREVIEW 2019

imported from elsewhere and brought to the site from Kampala. A lack of adequate roads infrastructure for the transport of materials from the port of Mombasa in Kenya to the development zone around Hoima and Buliisa means that road cannot be relied on for the bulk of the project. A new international airport capable of accepting large transport aircraft carrying loads of between 112 tons and 250 tons each is being built. Roads in the Lake Albert region are being comprehensively upgraded and expanded to manage the construction of central processing facilities and ancillary infrastructure that will feed into the refinery and pipeline. There are numerous other related projects such as downstream petrochem, agri-industrial export hubs, port and ferry
hubs and others that are being proposed in the area as a result of investment and all of these require significant investment in underpinning and ancillary infrastructure to develop them. This represents a huge opportunity for logistics providers given that there is a lack of proper logistics capacity in East Africa to undertake mega-projects like the refinery and pipeline and central processing facilities, and this has been identified as a key constraint to the project. It will require substantial external expertise to develop the projects and manage the efficient and timely delivery of cargoes into the projects, as well as a good understanding of the existing infrastructure and its constraints. To add to the complexity, the project has components that are located in an Register at europe.breakbulk.com
RELATED SESSION environmentally sensitive area, which has to be taken into account when moving cargoes. The project has also raised expectations amongst local communities, which are largely subsistent on farming, fishing and herding with little expertise in oil and gas or ancillary industries. These expectations have to be managed and managed well in order to avoid conflicts and delays. The government of Uganda has developed local content and procurement regulations in consultation with the key oil companies, which aim to see the development of local companies that are capable of meaningful participation in the sector going forwards with logistics being a part of that. What advice do you have for companies looking to open operations in East Register at europe.breakbulk.com
Africa? What questions should be answered before making the leap to a new region such as this one? There are numerous large-scale resource projects (oil and gas, mining, power, downstream industrial) as well as infrastructure (ports, rail, power) that provide attractive opportunities for those in the logistics sector in the East African region, but consideration must be made for the current constraints in terms of existing infrastructure and skills in the region and the growing insistence and need for local content and skills development in these projects. It would be wise for companies looking at getting involved in East Africa to get local partners and local staff. It is becoming increasingly difficult to operate in the region as a foreign company with no local content or intent to develop local skill and capacity.

Monetary Fund, sub-Saharan Africa growth is expected to pick up from 2.9 percent in 2018 to 3.5 percent in 2019, and 3.6 percent in 2020. Ghana’s GDP is projected to reach 8.8 percent in 2019. Further, it is becoming more evident that Africa’s population growth will increase heavily and continuously, posing massive challenges to power provision, infrastructure, petroleum products demand, etc. While every other continent is seeing a slower rise in births, or even a decline, UNICEF projects that the total African population will nearly quadruple to about 4.2 billion by the end of the century. Today, one out of six people on Earth live in Africa. Because of this, almost all markets Mammoet is working in, require significant investment. The private sector is increasingly active in this field, recognizing the potential for growth. Investment is also coming more and more from foreign governments, NGO’s, IMF, development banks, and others. These institutions are taking a renewed interest in West Africa. Not only are investments on the rise, but investors are offering interesting financing options, which means that projects can reach FID relatively quickly and not always in the most logical (from a business perspective) location.

As the president of ESTA (European Association for the Abnormal Road Transport and Mobile Crane Rental Industry), what are your top three priorities for improving heavy cargo transportation?

Our priorities are:
Critical countries are the main transit countries of Europe—France and Germany—however, for the regulation to have any validity or value then all EU members are required to take part as the regulations for the journey starting points and destinations all need to be of the same minimum standard.
1. Introduction of ‘Corridors’ throughout Europe to allow certain sized abnormal loads easier routing, access and permitting 2. Harmonisation of ‘Lighting and Marking of Abnormal Loads’ regulations throughout Europe 3. Adoption of a single document for abnormal load vehicles (SERT Document) to allow improved and streamlined permit applications throughout Europe Where and what are the roadblocks to change? Each European country has different requirements and regulations for the permitting and operation of abnormal load transport. In order to harmonise even some of these regulations, we see different levels of authority and responsibility from each country’s parliament down to the local government, local council, police, and in some cases, road owners.

I see two major roadblocks. First, it is the reluctance of these parties to maintain or agree on a standard that is stopping progress and change. Second, there is no forum or platform that exists to begin the negotiations for agreements to be made.

What actions can participants at Breakbulk Europe take to support ESTA’s priorities? How can they get involved? Participants are invited to offer their evidence and examples of the negative impact that the disparate regulations of the various European countries have on their business and that of their clients. Examples of bureaucracy, excessive costs and prohibitive working practices would be welcomed as evidence. ESTA is an umbrella organization, having representation from many of the different countries in Europe. Participants can assist and get involved by: 1. J oining membership of ESTA to add support to the working groups that we organize to tackle these issues. 2. Lobbying their local trade associations to carry the message that ESTA is making. 3. PERSPECTIVE FROM ALLELYS GROUP The Allelys Group, founded in 1959, has grown into one of the largest specialist transport and project companies in the UK. With more than 50 years of experience, Allelys Project Division offers a complete “factory-to-foundation” service within the power generation, oil and gas, renewable energy and heavy projects industries in the transportation, lifting and installation of abnormal and SODC loads. Allelys’ specialist equipment includes three of the UK’s most modern and technically advanced Goldhofer girderframe trailers with the largest having the capacity to carry up to 500 tonnes by road. Here, David Allely, the company’s director, shares his view on the challenges facing the industry in Europe. Top priorities for improving the transport of project cargoes across multiple countries: 1. H armonisation of regulations for things like axle loads and maximum widths. 2. The main countries are France, Germany, Netherlands, and Belgium as these are countries that are transited regularly. Italy and Spain are generally destination or origin countries and therefore less disruptive. When working with cargo owners, what are the keys to a successful transport? Early notification, accurate dimensions and weights of cargo, along with accurate collection/delivery addresses.
How can the industry work with national authorities to improve Pan-European road infrastructure and simplify regulations? As heavy lift/project cargo transport increases across Europe what can the industry do to convince governments to increase infrastructure investment, harmonise regulations and ease the process of granting permits? WELCOME Building a Career in Project Logistics Breakbulk talks with Tina Benjamin-Lea, Logistics Manager for SNC-Lavalin, who has more than 25 years’ experience in project logistics. She has delivered integrated project logistics in challenging geographic locations and post-conflict countries, including Iraq, Afghanistan, Pakistan, Azerbaijan, Brazil and Kuwait. The industrial project sector is known as one dominated by males, but women, such as yourself, are ascending to positions of leadership and can serve as role models to other women. So let’s take a look at your career. What attracted you to the EPC (engineering, procurement and construction) field? For me it was initially the fact that EPC is an international field and that no project is ever the same. It presented me with an opportunity to apply both my maritime and logistics knowledge throughout the life cycle of a project from as early as the bid stage all the way through to delivery. To this day I continue to enjoy the diversity of my responsibilities, which allows me to interact with our multinational project teams in the office as well as at project sites, and on the other hand, working with out-of-gauge cargoes during loadouts and discharges in ports. What challenges have you faced as a woman working in countries like Iraq? Interestingly none. I find that no matter where you work, it is about your professional abilities and your contribution to the team overall that people are measured by, not your gender. Women have been working in areas such as Iraq as logisticians, on oilrigs offshore as engineers and as merchant mariners for some time now. The challenge is to change perceptions, not the environment. And often it is the perceptions held by young women that still need to be changed. What advice do you have for women already in the industry? To persevere and to have a clear vision of where they see their career short-, mid- and long-term and have strategy how to achieve your goals. Build a strong professional network and ask those you

I would also recommend to join an industry-related organisation such as WISTA (Women in Shipping and Trade Association) to meet other women in the field of logistics and shipping to exchange ideas and connect internationally with other women in the same field. Give us your “elevator pitch” for why young people—male and female— should consider a career in project logistics or related field. It is a career that will challenge you, no day is the same, and you will have the opportunity to see new countries and broaden your horizons. It will allow you to be part of a global industry and multicultural diverse teams. Few industries offer such international and multifaceted opportunities. Whether it is working for a project freight forwarder, a shipping line or for an EPC, the opportunities are truly 24 BREAKBULK EUROPE PREVIEW 2019
global. And in an age of digitalization, the industry is looking to the future to utilize technology to deliver cutting edge solutions in areas such as transport engineering. What steps can companies take to diversify their workforce? There are many ways to achieve this. There are graduate programs to encourage young local people to enter the industry, such as the program we at SNCLavalin offer in the UAE. Companies also participate in university career days as well as events at conferences and exhibitions such as ADIPEC and the Breakbulk Career Days. There are also military/industry initiatives, especially in the United States, to attract new talent and diversity among those who are leaving the military. There is a shipping initiative in the UAE to engage with school children at an early age to foster an understanding of trade and the importance of shipping. Social media is another great tool to engage with new talent such as LinkedIn, Facebook and Instagram.

Ensuring a level playing field for all operators will be critical once the International Maritime Organization’s 2020 low-sulfur rules are introduced, delegates at Breakbulk Asia 2019 were told. Wei Zhuang, Asia regional manager at shipping association BIMCO, admitted that the temptation for unscrupulous operators to save money by dodging the new rules would be tempting. “This is a serious question,” he told Breakbulk. “If you look at IMO, they have highlighted the importance of maintaining a level playing field. Port State Control, the Paris MOU, the Tokyo MOU, they have announced zero tolerance. “Of course, there will be some cheating, this is all about money and some owners and operators will look for illegal savings. “There will be enforcement in a number of ways. At Shanghai for instance, all the data will be checked, all the bunker records and deliveries will need to be onboard. In some cases, a digital analysis of fuel will be used. In some ports they will use drones; in Scandinavia for example, they will use to check emissions violations. “If something is found, the ship will be detained, the shipowner will be fined and a record kept of ship that will be poor and could affect operations.” Kristian Lund Knudsen, head of special and dangerous cargo Solutions at Maersk Line, said: “In terms of the enforcement of it, it’s crucial that we have very clear enforcement because there is this sort of gray zone of saying, well if you can prove [low-sulfur fuel] is not available then you are allowed [to not use it]. “That will drag the inevitable out and that’s not in anyone’s interest because it will create uncertainty for our customers [who want to know what they are paying for].” Steven Ou, vice general manager, SAL Heavy Lift, said companies that did try to cheat the rules would be found out eventually and would suffer the consequences. “Then nobody will trust you,” he added.
