UPPER ZAKUM FIELD – A SEA OF OPPORTUNITY Credit: NauticAWT
BILLIONS OF DOLLARS IN OIL AND GAS projects are under construction in Gulf Cooperation Council countries, including massive artificial islands in U.A.E. waters. Petrofac Emirates’ Matteo Pollara slips us an insider’s look at UZ750, one of the decade’s defining projects. Joined by associates to present a case study at Breakbulk Middle East, he will share best practices addressing astounding logistical complexities.
T
he UZ750 project is one of the biggest EPC projects of the past decade. It has presented an astounding array of challenges and opportunities that has demanded innovative response. Zakum Development Co. (ZADCO) operates the world’s second-largest offshore field, called Upper Zakum, in a joint venture with Abu Dhabi National Oil Co., ExxonMobil and Japan Oil Development Co. Ltd. The field is located 84 kilometers to the northwest of Abu Dhabi and includes some 450 wells tied to more than 90 existing platforms. Production from the oilfield started in 1982. ZADCO set a strategic target to increase oil production from 550,000 to 6 BREAKBULK MIDDLE EAST PREVIEW

750,000 barrels per day sustainable for 25 years. “Initially the development plan to achieve these targets was based on an additional 25 wellhead platform towers (WHPT), together with hundreds of kilometers of new flow lines,” said Matteo Pollara, logistics director of Petrofac Emirates. “Major facility upgrades on existing satellites and the central processing platform were also planned.” This would have involved doubling the jack-up drilling rig fleet. Focusing on managing long-term reservoir performance, well integrity, corrosion and aging of existing structures and subsea flow lines, ZADCO went a different route. First, it built four islands of sand and
rock carried over from quarries in the U.A.E. The islands were built in five to 15 meters of water and were 610 to 790 meters in diameter. The artificial islands are being developed with consolidated drilling centers and new processing facilities. New technologies are the name of the game. Pollara said the extended reach drilling (ERD) technology initially enables the wells to be drilled vertically, following which they can be drilled horizontally to target reservoirs several miles away. The maximum reservoir contact (MRC) technology reduces the number of new wells and unlocks tighter areas within the reservoir. Pollara said the UZ750 plan will significantly reduce life-cycle development costs and enable long-term maximum recovery. He added: “The ‘green fields’ development on islands accelerates the oil development rate, is safer and more capital efficient. Gas lift application on the islands will be much easier than from

WHPT and will help improve long term reservoir recovery,” he said. The logistical profile of UZ750 is enough to test the mettle of the most seasoned professional. Artificial islands provide a flexible and robust development base for the oil and gas field, but they require a unique hybrid of onshore and offshore disciplines and skill sets. The project comprises engineering, procurement, module and building fabrication, transportation, construction and commissioning of surface facilities on the four artificial islands. The project facilities will include wellhead control, cluster manifolds, crude oil process facilities, water injection and gas lift, oil export pumps, and power generation and associated utilities. It also includes accommodation for 2,150 people, and supporting facilities including recreational areas, a mosque, and offices. Construction is expected to be completed by the end of 2017. The entire project is expected to cost US$10 billion.
Pollara said: “On a project of this scale you would expect to see at least 10,000 to 15,000 people and hundreds of acres of storage. But, at Upper Zakum’s isolated island sites, space is at a real premium – and it all needs to be done differently.” The phased plan includes almost 50 percent of the fabrication work taking place up to 6,000 kilometers away in South Korea, Singapore, China and Italy. Pollara said that the construction sequence on the islands is the driver to the engineering, procurement and module fabrication sequence and delivery from the yards. With some modules weighing in at more than 4,000 tonnes, precision planning is vital. Expertise in logistics is just as important as engineering expertise. GLOBAL FLEET CHANGES COMPEL NEW RISK SOLUTIONS Breakbulk Middle East Shippers Panel Explores Strategies For Mitigating Risk
P
roject cargo risk management is changing hand in glove with the global fleet, but, in these lean times, are vessel owners, forwarders and project owners/EPCs still on top of shipment liabilities and strategies for mitigating those risks? Cyril Joseph Varghese, logistics director for leading engineering, procurement and construction company Fluor, will steer a group of industry heavyweights at Breakbulk Middle East’s discussion of assessing and managing risk, and, perhaps, of tossing out some old ways of thinking. Varghese offered a sneak preview of his thoughts. Sometimes, it is best to jettison the tried and true. Unprecedented changes in the global fleet, coupled with the colossal size of many new projects, will force risk management to rise to the next level. Varghese said: “This year we expect to have conversations on the changing formats in the shipping industry where there seem to be significant forward and backward integrations happening between freight forwarders, shipping lines and heavy haulers.”
The changing face of the global fleet demands a broadminded approach to risk management that begins with a clear understanding of the carrier as well as its entire upstream and downstream supply chain. The premise is, the closer you are to the carrier, and the better you understand the points at which the carrier can add value for customers, the better you can manage risks. A far-reaching change, such as the new Safety of Life at Sea (SOLAS) container weight verification requirement, which came about because of the risks to vessels carrying cargo with misdeclared weights, is sure to stimulate lively discussion at BBME. Industry change, whether anticipated or unforeseen, controllable or uncontrollable, and whether welcome or unappreciated, always has the potential to kick-start innovative thought, processes, systems and technologies. That may be especially true in the case of the fascinating petrochemical industry, which will be featured in many upcoming project cargo logistics dialogues. Varghese said he anticipates a major focus at both Breakbulk Americas and Breakbulk Middle East on the petrochemical industry. He said, insofar as oil and gas have a direct impact on the health of the shipping industry, includ-
ing the multipurpose cargo sector, as well as asset-light and asset-heavy entities that operate within the logistics industry, the implications of the state of the petrochemical industry and its future must be considered. BB

T
he whole concept of project forwarding is very different from general forwarding. There is nothing standard. There is nothing where you can say, ‘Today is something that will be repeated tomorrow.’ There is a complete paradigm shift that’s possible from day one to day two, or from project one to project two, or a project in one country being the same project in another nation. I have been very lucky over the past 20-plus years to be involved in this business. The major transformations that have taken place over this period include: • No more localized organizations. It’s one global system that we operate in – that’s the canvas. There are large global companies, there are regional companies and there are local companies, but effectively, when you move cargo from one part of the world to the other, you’re talking about a significant global range of services. So there’s a cultural aspect when you’re dealing with different nationalities. For instance, a project in Germany would be very different if the supplier comes out of China. One needs to understand the differences in culture, which represents a huge change that I’ve seen over the past two decades. • There has also been an economic integration. Today most countries are worried about their balance of trade and balance of payment-related activities. One of the vehicles that provides the best indications of what happens in the
global economy is our business is project forwarding. We literally smell the future of a country’s economy perhaps one year before what actually occurs because large projects are planned in advance. • The types of contracts (contractual terms and conditions, coverage aspects) have all gone through a change, and the management of the contract is a very significant activity nowadays. • The commercial aspects are also critical. Many projects take place in one part of the world and decisions about them happen in another.

So when you look at the type of people that run the business today, they are a combination of professionally trained managers alongside those who have really gone into the grassroots of operations on the ground. It is the amalgamation of the two that make a brilliant success. And lastly, we will look ahead. How will these industry transformations of the past 20 years affect the next 20? SESSION APPROACH When you look at all of these factors, you see that one has to understand what’s behind our potential returns and what are the risks. Therefore, understanding a project’s financial arrangement will be a key part of my session. I will also cover operations management. It is not just the activity of logistics that determines success or failure – it is how you do it; it is how you communicate vis-à-vis the activities. More and more global companies are demanding more from their service providers. So my focus will be to talk about the range of operations on a variety of projects. For instance, what is relevant for a nuclear project will be very different than for a solar project and equally different for a hydropower project. We will also talk about human resources. Today the business of projects, of large cargo movements is no longer just a transportation job. It is as much engineering as it is transportation. It is as much marketing as it is transportation. It is as much financial

he “Great Recession”? Turns out it wasn’t so great for an oil and gas industry facing the fallout of plummeting oil prices, says Mandar Apte, project manager of Technip in Abu Dhabi. “I daresay the situation in the oil and gas sector is worse than what it was in 2008 when there was a global meltdown,” Apte said in an interview. “We are seeing unprecedented job losses in the sector. There are changing business models of the companies operating.” This includes layoffs and downsizing, mergers and restructuring, and – at worst – shuttering of business. Hardly anticipated alternatives for what “has historically been a stable sector,” Apte said. “But today, it’s a unique situation.” Apte said he will approach his microseminar at Breakbulk Middle East from organizational and personal aspects. “I will discuss how this situation has impacted organizations and how organizations are responding – or should be responding,” the VIP Shipper explained. “I will also look at what happens to people who are impacted by this crisis.” From the organization aspect, Technip, the French oil services company, has faced the downturn head-on, and is positioning itself to not only survive, but thrive. Technip’s cost-cutting efforts were ahead of schedule as of late July, with nearly US$1 billion in savings, largely through downsizing its fleet from 36 to 20 by 2017. In May, Technip and FMC Technologies joined fortunes in a 50-50 venture with an enterprise value of US$13 billion. The move resulted in broadening Technip with further technology, equipment and project management expertise. In the process, Technip reported stable earnings, with second quarter operating revenue of €260 million on adjusted revenue of €2.8 billion. It anticipates full-year adjusted operating income from recurring activities of about €280 million. “I will present this not as an expert but as one who is impacted by the situation,” Apte said. “I expect it to be a very interactive session.” BB REGISTER TODAY at www.breakbulk.com/middle-east
