REGIONAL As East County students returned to school last week, the COVID-19 pandemic threat followed close behind. The Brentwood Union School District reported 10 students and staff have tested positive for COVID-19 as of Aug. 2, and an estimated 35 cases have popped up in the Liberty Union High School District, although leaders from both districts said they don’t believe the cases have spread in school. “Due to the timing, these are all cases that were contracted prior to coming to school,” said Eric Volta, superintendent of the Liberty Union High School District, on his district’s reported cases. Volta said district nurses were still in the process of verifying cases and contract tracing as of Aug. 2, but it’s

The board voted unanimously to approve the measures during a hearing held Tuesday, Aug. 3. The action comes as drought conditions throughout the state continue to worsen. It is intended to preserve stored water, protect drinking water supplies, prevent salinity intrusion and minimize impacts to fisheries and the environment.

Big Cat Poker Run roars into Discovery Bay by Jake Menez Staff Writer
REGIONAL When it comes to poker, the old adage says that it’s important to know when to hold ‘em, when to fold ‘em and when to walk away. But next weekend, local poker players will instead be sailing away as they participate in the annual Big Cat Poker Run, Aug. 13 and 14 in Discovery Bay. For the uninitiated, a poker run is a type of race where participants pilot vehicles — in this event, boats — to a series of checkpoints, picking up a playing card at each checkpoint to form a poker hand. At the end of the event, whoever has the best hand is declared the winner. The Big Cat Poker Run is an annual event put on by the Discovery Bay Lions Club to help raise money for a multitude of local charities while providing a fun activity for boating enthusiasts to participate in. The event is put on entirely by volunteers passionate enough about it to freely lend their time. To maximize the number of people who can participate, the run has two separate routes: one for fast boats, and an abbreviated one for slower watercraft. The longer route takes boaters from Discovery Bay to Pittsburg and Stockton before returning to the starting point, while the shorter route, intended for smaller or slower watercraft, trades the jaunt to the Pittsburg Marina for a closer checkpoint at Bethel Island’s Sugar Barge Resort before heading to Stockton and

Health officers mandate face coverings indoors Eight Bay Area health officers, including those from Contra Costa County, have issued health orders requiring masks be worn indoors in public places. The health orders aim to reduce community transmission of COVID-19 and protect everyone, officials said. Health officials are concerned by the substantial levels of community transmission now found across the Bay Area, especially among unvaccinated people. This is due in part to the widespread COVID-19 delta variant, which is substantially more transmissible than previous forms of the virus. Recent information from the Centers for Disease Control and Prevention also indicates that even fully vaccinated individuals can in some cases spread the delta variant to others, so indoor use of face coverings provides an important added layer of protection. The orders are consistent with guidance from the Centers for Disease Control and Prevention and the California Department of Public Health, which recommend that fully vaccinated individuals wear masks while in indoor public settings. Officials say vaccines remain the most powerful tool in the fight against COVID-19, including the delta variant. Nonetheless, the delta variant is still infecting a small percentage of the vaccinated in the Bay Area, though they are strongly protected against severe illness, hospitalization and death. In those instances of infection in a vacci-
nated person, a face covering prevents further spread, officials said. Bay Area health officials urge all unvaccinated residents age 12 and older to get vaccinated as soon as possible. “We must act now to protect ourselves, our loved ones and our community,” said Dr. Chris Farnitano, health officer for Contra Costa County. “If you are eligible to get a COVID-19 vaccine and have not yet done so, please do not wait any longer. During July the number of hospitalized COVID-19 patients in our county increased by 400%. Four out of five of the COVID patients we see are not vaccinated, even though only one out of five Contra Costa adults are not vaccinated.” The new health orders require wearing a wellfitting mask indoors in public settings. Indoor settings, whether public or private, are a higher risk for COVID-19 transmission, especially when you are with people you do not live with, officials said. Health officials also recommend that all employers make face coverings available to individuals entering their businesses, and businesses are required to implement the indoor face covering order. Officials say they will continue to monitor data, including increasing vaccination rates throughout the region, to determine when the orders can be adjusted or lifted. Summer Jam returning to Discovery Bay by Dawnmarie Fehr Correspondent
DISCOVERY BAY After nearly two years without any live music in the area, Discovery Bay’s Community Center will once again be buzzing as it hosts the Summer Jam concert series. It’s the product of a long-time collaboration between the Town of Discovery Bay and the Discovery Bay Lions Club. Free and open to the public, the concerts will also include food trucks and plenty of fun for everyone. Concerts are planned for Aug. 14 (U2America) and Sept. 11 (Blue Collar Men) at the Discovery Bay Community Center, located at 1601 Discovery Bay Blvd., in Discovery Bay. Doors open at 5 p.m. “This year we are going all out for a full concert experience,” explained Bryon Gutow, a member of the town’s governing board and the Lions Club. “We’ve invested in the sound system, and I think the residents will be very excited to experience what’s in store for them.” Gutow partners with Monica Gallo, recreation programs supervisor, to bring the concerts to life. A big fan of live music herself, Gallo said she’s thrilled to play a part in reintroducing the community music festival this summer. “We’re looking forward to seeing the community come out and enjoy spend-
ing time with their family and friends at this free community concert,” she said. “A portion of the money raised over the years has helped to purchase much-needed items for the community center, such as the ‘Movie in the Park’ sound equipment and inflatable screen, patio tables and chairs and pool umbrellas. he Byron Delta Lions Club delivered its annual school supplies to Excelsior Middle School and Discovery Bay and Timber Point elementary schools on July 23 and 26. This year’s supplies included a generous addition of 45 backpacks donated by District Governor James Varghese’s home club, the Silicon Valley Indian Lions Club. The supplies were purchased, boxed up and delivered for each school. The boxes were artfully decorated by the newly formed Delta Cub Club, a junior Lions Club. All the donations were gratefully received by the schools, as many students are in need of supplies at the start of the school year.

By Jenna Hards Knightsen Elementary School is welcoming back not only its students and faculty but also a new principal, Frank Beede. Beede has worked previously as Freedom High School’s assistant principal and is looking forward to meeting his new student body. At a meet-and-greet held by Knightsen Elementary on July 26, Beede welcomed parents and students with a smile. “I’m really excited to come here and support the older grade levels as they transition to high school, because I have a lot of knowledge in terms of what that transition is going to look like for older students,” Beede explained. “But I’m really excited also to work with our K through fifth-grade levels.” The Knightsen Elementary School District has been working with Beede during this summer. “He is eager to learn the longstanding traditions and culture within our school and community that make us the jewel of the East County,” Harvey Yurkovich, superintendent of the Knightsen Elementary School District said in an announcement
email about the meet-and-greet. Contra Costa school districts are still navigating the COVID pandemic, and student and staff safety and learning are important to Beede. “We’re doing a number of things, interventions, we’ve brought on more personnel to support student learning,” Beede said. “We’re doing after-school programs, we’re doing in-school interventions with our students in all grade levels. And we’re really trying to provide those additional layers of support for our students.” Like many other people in the area, Beede is aiming to be supportive and a guide for students in this new school year. “I’m so grateful for the trust that they put in me to become the next principal here at a nice elementary school,” he said. “I know there’s a long history and legacy that I’m stepping into. And so I’m just excited to be a part of that and to hopefully grow that tradition.”

The Oakley Police Department is holding a summer bike rodeo for kids ages 13 and under on Aug. 7, from 9 a.m. to noon, at the Oakley Recreation Center, 1250 O’Hara Ave. Attendees are invited to enjoy a pro BMX demo, a ride-through bike agility course and police department motor shows. Park upgrade underway Oakley Civic Center Park renovation work is currently underway, with an anticipated completion of early September, the city said in a statement this week. When the project is completed, Civic Center Park is expected to be much improved, with additional seating walls surrounding the amphitheater, an improved and expanded picnic area and a multiuse, true all-abilities playground that is themed and styled in a way that fits the existing architecture and memorializes a fallen oak tree. In addition, a walking path and gathering area will surround a newly planted 30-foot blue sequoia, planned to be used as a lighted Christmas tree during Christ-
mas holiday events. “We are looking forward to the completion of this project and the grand opening by the Heart of Oakley Festival, and we hope to enjoy the sound of children playing and people gathering for years to come in our much-improved park area,” the city said in a statement. The concept behind renovating the area originated when one of the city’s giant 200-year-old oak trees succumbed to a fungal disease. After losing the tree, the city wanted to honor the site by bringing in something unique, at the same time expanding on and preserving the existing architecture of the park and amphitheater, city officials said.
Some would argue that the government hasn’t done enough to help people recover from the financial impacts of COVID. Others would argue that the government has done TOO MUCH and wasted a lot of what they are spending. But no one can argue that the government hasn’t done ANYTHING. There has been a laundry list of items approved and then extended, and then revamped and then extended again. It’s hard to keep track of them all. Many of them were due to expire in July, August, and September, but the Biden administration just announced that they are extending some of the programs and even coming out with new ones. It appears that the national moratorium on evictions will expire on July 31. However, the State of California has an eviction moratorium until Sept 30 for those who have been negatively impacted by COVID (among other restrictions). The mortgage forbearance enrollment window was extended until Sept 30, 2021 for loans backed by the following federal

Agency: City of Brentwood Managing engineering projects for the city of Brentwood falls under the purview of Allen Baquilar. From commercial and residential developments to encroachment and utility projects, Baquilar oversees them all. “My responsibilities include managing and overseeing engineering staff who are involved in the review of private development projects, like residential subdivisions and construction of new commercial buildings within the city,” Baquilar said. “I’m also involved in the review and approval of encroachment projects — like, if a resident wants to do work within a right of way.” Before coming to Brentwood, Baquilar worked as a civil engineer in San Jose and Hayward for 19 years. He joined the city’s team in January 2020 and said the past year has been interesting. He is inspired by his team’s ability to keep projects moving despite the major setbacks created by the pandemic. “Despite the downturn and the pandemic, I appreciate the ability of folks here to keep the development community going,” said Baquilar. “Despite the last fiscal year, we have delivered several development projects and
capital projects, and I don’t see a lot of drop-off compared to pre-pandemic times. I appreciate the resiliency of my team . . . From a customer service perspective, I felt we were able to keep our standards up.” One of Baquilar’s projects that may have caught the attention of Brentwood residents is the Downtown Alleyway Project, taking older city areas and bringing them up to current city standards. Another project he’s excited about is the Vineyards at Marshcreek amphitheater. He said the project is still in the design phase and his team is gathering public input for the future city facility. “In August we will do a public workshop, open to everyone in the city, and at that point we will be presenting updated conceptual drawings and getting some feedback,” he said. “We are still in the early phases of the project, but it has a lot of potential.” Baquilar is a Hawaii native who moved to California after finishing college. Since coming to the Bay Area, he said he’s fallen in love with the mainland. One of his favorite parts of working in East County is the fresh produce. “Soon after I started working, I learned about the cherry farms and the cherry picking, so that’s one thing I’ve enjoyed,” he said. “I like seeing all the farms that are open for picking — it’s been a great experience.” Baquilar lives in the Bay Area with his wife and their two children. In their free time, the family enjoys traveling to locations all over the globe.

DISCOVERY BAY The Discovery Bay Community Services District (CSD) Board voted to allow a soil sample to move forward as part of the process to build a shade structure near the town’s pickleball courts. The request for the sample was made by Discovery Bay Recreation and Sports, Inc. (DBRSI) — formerly the Discovery Bay Pickleball Club — as part of their
plan to fund a shade structure over the waiting area by the pickleball courts at the town’s community center. The original request was for permission to build the shade structure as well, but a lack of drawings forced the board to limit their motion to permission for the soil sample. “The shade structure is not moving forward. The board voted to allow a core sample to be taken to test the soil, but they specifically said they were not voting on the shade structure,” said the town’s
general manager Mike Davies. “We don’t have the specs, we don’t have the design, we don’t have any of that.” The plan included in the CSD meeting agenda stated that DBRSI would fund the contract between the town and Terracon Associates to take the core sample. Wangeman from page 8 manager for the American Recreation Company, where he was responsible for 11 area bowling centers. At the beginning, the city only had 12,000 residents, and the facility was earning insufficient profits to support a full staff, so Wangeman and his wife, Annie, did much of the work themselves. Hard work and sacrifice paid off, and the business is now flourishing. In fact, Wangeman said that the “revenues for lanes and square footage are tops in the country.” It helps that Wangeman keeps the venue bright and fresh by renovating and remodeling the facility every five years, as well as upgrading the technology to industry leading standards. For the past 23 years, Harvest Park Bowl has hosted the National Professional Bowlers Tour. A reason for Harvest Park’s success, of course, is that the number of Brentwood residents has grown to more than 60,000, and the facility remains Brentwood’s only quality family fun center with a variety of youth, adult and school programs, plus a quality lunch counter. It has become a popular venue for parties, receptions, dances and celebrations of all kind. On weekends, people gather for karaoke. Wangeman credits community support as a major element of his success. He is grateful for the commitment that residents continually show by making Harvest Park Bowl an important part of their leisure-time activities. He emphasizes the “family” part of the fun center. “We’re selling fun,” he said. Then he added, “It

Local rider set to compete in Tennessee by Michael Dixon Correspondent
Brentwood’s Seth Sadorra has been riding dirt bikes since he was 6. A longheld dream of his has been having a chance at the Amateur National Motocross Championship at Loretta Lynn’s. At 17, that dream will become a reality this weekend. Sadorra attempted to qualify in a number of different races. In the races where he felt he had his best chances, he had bike issues and didn’t qualify. Racing at the end of the day in the Schoolboy 2 (12-17) B/C, Sadorra was battling for a qualifying position for much of the race. But once he got into a qualifying position, he didn’t let go. “I went out and gave it everything I had,” Sadorra said. “I had a battle for the last qualifying spot for four laps of the six-lap race. When I finally passed for the spot, and with one lap left, I got really nervous. I made lots of mistakes that last lap, but was able to keep him behind me until the finish.” “I was so excited that I about crashed

coming off of the track,” he added. Sadorra got into dirt biking because it was an interest of his brother, Antonio. When Antonio quit about five years ago, Seth got serious about it. One of the challenges Sadorra has
faced in reaching the goal of qualifying for Loretta Lynn’s is that it’s a motocross race. Sadorra is largely an offroad racer, which utilizes different skills than motocross — not unlike the difference between Olympic sprinters and distance runners.

Motocross is much different. “With moto it’s 100% from the gate drop, with 40 other riders elbow to elbow going into the first turn,” Sadorra said. “And since I didn’t grow up racing moto, its really hard to be committed going that fast and that close to everyone the first couple laps.” Sadorra worked on getting off to strong starts and getting a better grasp on how the gate drops. He identified his most significant method of training as practicing on local tracks, getting beyond faster riders and trying to stay with them for as long as he could. Gradually, he built his endurance so that he could go for 20 min-
utes at full speed. Sadorra would work on that for three to four days a week, getting used to not only the speed but also going over the jumps and whoops. The Amateur National Motocross Championship at Loretta Lynn’s takes place throughout the week. It got underway on Sunday, Aug. 1 and will run until Saturday, Aug. 7 in Hurricane Mills, Tennessee. Sadorra’s race will be held on Saturday at 3 p.m. local time. “This is one of the top five classes at Loretta Lynn’s that people come to watch,” he said. “You have a lot of factory-supported riders in this class, and a lot of riders use this as a stepping stone to turn pro in the next year. It’s a 500-mile race from Saturday, Aug. 11 to Wednesday, Aug. 15. Sadorra will be a member of the youngest team ever to do the race. When he finally gets back home, it will be the end of what has essentially been a threeweek road trip. “I really want to thank my dad and my stepmom, Jo,” he said. “They have given so much for me to race.“My dad

takes care of all the bikes, the driving and most of the financial needs for all the racing. My brothers, Brad and Antonio, got me to the track to practice when my dad couldn’t get me there. NOTICE OF PUBLIC HEARING Notice is hereby given that the Planning Commission of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits on August 17, 2021, hold a public hearing to consider the following: An application for a tentative parcel map (MS 351-21) to subdivide a 3.7acre parcel into five smaller parcels, a design review (DR 20-011) for four restaurant buildings on the lots including a 2,400 square foot Starbucks, a 3,500 square foot Denny’s, a 2,300 square foot Panda Express, and a 2,300 square foot Chipotle, two conditional use permits (CUP 20-010 and CUP 21-007) for drivethru uses for Starbucks and Panda Express, and a master sign program (MSP 21-001) for the entire development for the Sciortino Ranch Commercial Phase 2 project located generally at 7480 Brentwood Boulevard (APNs 016-170-032, 016-170034, and 016-170-035). In 2009, the City Council certified an Environmental Impact Report (EIR) to assess the potential impacts of the original project in accordance with the California Environmental Quality Act. The EIR detailed a number of potentially significant impacts resulting from the project, each of which could be mitigated to less-than-significant, with the exception of impacts to air quality. Consistent with the CEQA guidelines, the City prepared an addendum for the revised Sciortino Ranch Project in 2015. The City Council adopted the addendum, together with the initial study checklist and attached documents, in conjunction with the other project entitlements in December 2015. The Planning Commission action will be final unless an appeal is filed. Garin, Loma Vista and Pioneer elementary schools each had two cases, with one each at Ron Nunn and Mary Casey Black elementary schools, and one case each at Bristow and Edna Hill middle schools. Oakley Union Elementary School District officials did not return requests for comment as of press time. The cases are a representation of the wider community surge of the virus, Volta and Eaton said. The last two weeks have seen 248 COVID-19 cases reported in Brentwood; 244 in Oakley; and 69 in Discovery Bay. Countywide, there has been a 25.8% jump in active cases (to 3,560) and a 54.1% increase in COVID-19-related hospitalizations (to 140) the last 14 days. Currently, only children 12 and older

are able to receive a COVID-19 vaccination. “The health department tells us that schools are going to reflect the same percentage of positive cases in the community that you are in,” Eaton said. “Over the last 14 days, Brentwood had over 200 positive cases. The health department is telling us there is no reason to expect schools would be any different.” The Liberty Union and Brentwood Union school districts are both following state department of health COVID-19 safety guidelines. Some of Brentwood Union School District’s precautions include requiring students wear masks indoors (and adults too, when they are interacting with children); maximizing physical distance while eating, especially indoors; routine daily cleaning of frequently touched surfaces; encouraging students and adults to wash their hands often; and installing HVAC unit filters.
The Liberty Union High School District is taking similar precautions. Both districts have also implemented strict protocols for dealing with students who present COVID-19 symptoms. Karl Fischer, Contra Costa Health Services public information officer, said the best line of defense against the virus is getting vaccinated, but for those underage, it’s imperative that they take precautions. “The Bay Area is experiencing a surge in new COVID-19 cases and hospitalizations, and we are all at greater risk of coming in contact with the virus,” he said. “Students attending in-person classroom instruction can also lower the risk to themselves, classmates and family members by following their school’s COVID safety plans, making sure they always wear face masks while at school, staying home when they are not feeling well and getting tested for COVID whenever they have symptoms.”

This decision is not about prioritizing one group over the other, but about preserving the watershed for all, implementing our water rights priority system, and ensuring we manage through this drought, especially for critical health and safety needs.” There are 6,600 water rights holders in the Delta, and, according to the SWRCB, about 5,700 could be impacted by the new regulations if a curtailment order is issued. The majority of water diverted from the Delta is taken for agricultural use, so farmers and ranchers are likely to bear the brunt of the hardship. “The draft regulation is not going to affect the general citizen,” said Riddle during an interview with The Press prior to the board’s approval of the emergency regulations. “It will affect holders of water rights that are currently directly diverting water from a stream system.” The Byron-Bethany Irrigation District (BBID) supplies water for more than 200 agricultural customers in Contra Costa, Alameda and San Joaquin counties and 20,000 residential customers in Mountain House. The BBID will be among those forced to cease their diversions from the Delta if a curtailment order is put into effect. “The State Water Board’s adoption today of potentially unlawful emergency regulations providing for potential water curtailments in the Delta is based on incomplete and inaccurate information, and imperils billions of dollars in economic productivity,” said Russell Kagehiro, president of the BBID Board of Directors. “By targeting agriculture in the Delta region, the State Water Board is unfairly imposing an enormous burden on those who will sustain the greatest socioeconomic damage, by unfairly threatening thousands

The normal effects of drought are serious enough, but the implications of drought in the Delta are complicated by the threat of saltwater intrusion. Salt water from the San Francisco Bay comes in with the incoming tide, while fresh water flowing into the Delta from its river system pushes back against it. When there is enough fresh water moving through the Delta, salt water is kept from reaching the pumps that feed municipal water systems of East County as well as the State Water Project and Central Valley Project (CVP) pumps in the South Delta. Despite the rocky COVID-19 landscape, Volta and Eaton said they both prefer that schools remain open. Volta called the first day of school last week — for some students the first time they’d come to campus in well over a year — one of the most memorable in his 33year career. “We want schools to be open,” Eaton said. “When you take our students and staff, we have over 10,000 people. tions if next year continues to be dry,” Riddle explained. “All of the reservoirs that control salinity in the Delta and prevent seawater from intruding into the Delta and making water unusable are at very low levels. It takes a lot of water to prevent salt water from coming in upstream.” East County water retailers appear well positioned to weather a possible curtailment of Delta water diversions. Discovery Bay relies completely on groundwater. Dan Muelrath, general manager of the Diablo Water District, said that, while his agency is unlikely to be impacted by curtailment, focus remains on conservation. The Contra Costa Water District (CCWD) is a CVP contractor whose water allocation is determined by the U.S. Bureau of Reclamation. “We pump water up to Los Vaqueros Reservoir when water quality in the Delta has been good,” said Jennifer Allen, CCWD director of public affairs. “The last couple of years we haven’t used much water from the reservoir. This year we’re using more of it. One of the messages that we want customers to hear is that the investment they made in Los Vaqueros is delivering exactly the benefits that were paid for – water supply reliability. Local storage is a good thing.” The city of Brentwood is currently pumping only about half of the water from the Delta allowed by its senior water rights, said Casey Wichert, assistant director of public works. “A lot of other agencies will have their allotments curtailed long before we do,” he said. “From that aspect, that means that there’s practically no implications yet for Brentwood...We can get a 50% curtailment and it won’t affect our operations at all because we typically only use about 50%. Those attending the event are split almost evenly between local watersport enthusiasts and those who travel from as far away as Nevada and Oregon to enjoy the Delta. They come in boats of varying sizes and speeds, but the inclusive nature of the event has seen the appearance of other watercraft, such as jet skis. Thursday evening, Aug. 12, is dedicated to sponsors of the event, who are treated to an intimate gathering featuring hors
d’oeuvres and a live band. The event is put on by the Discovery Bay Lions Club, and this year’s planning was spearheaded by the club’s president, Debbie Finnegan, who also happens to be the membership director of the Discovery Bay Yacht Club. Following Thursday’s gathering, this year’s festivities officially kick off on Friday, Aug. 13, with a short lunch run to Smith’s Landing in Antioch, followed by registration and a welcome party in the evening. Saturday, Aug. 14, is the main event, which is followed by a party in the evening featuring dinner, live entertainment and a raffle to raise money for charity at the Discovery Bay Marina Green.
