STATE Wearing face masks in indoor public settings is once again required as of this week as health officials hope to limit a sudden spike in COVID-19 infections across the state. Guidance issued by the California Department of Public Health stated, “To ensure that we collectively protect the health and well-being of all Californians; keep schools open for in-person instruction and allow California’s economy to remain open and thrive, the California Department of Public Health is requiring masks to be worn in all indoor public settings, irrespective of vaccine status, for the next four weeks.”

The SEC started with 16 members and two ex officio appointments representing a broad range of Delta interests. Members served in a purely advisory role and had no official standing with either the DCA or the Department of Water Resources (DWR) – the state agency that will own and operate the tunnel if it is approved and constructed. In a January 2020 memo to SEC members, Carrie Buckman, DWR environmental program manager, clarified how feedback from the SEC would influence the project’s design. “DWR has requested the DCA design the proposed project

BRENTWOOD Bristow Middle School has broken ground on a new theater on land shared by the Brentwood Union School District (BUSD) and the City of Brentwood. Once completed, the theater, expected to be directly behind the school’s gym on the northwest part of campus, will be approximately 17,000 square feet with 300 adjustable seats. This theater will bring Bristow up to par with the district’s other two middle schools. “We had a theater completed at Edna Hill Middle School that holds about 300 audience members and a stage and classrooms,” said BUSD Superintendent Dr. Dana Eaton. “It’s just beautiful. And we had a theater at Adams Middle School, but it wasn’t completed with seats. We just put in these beautiful telescoping seats. Bristow didn’t have anything, they just performed out of a classroom.” Construction on Bristow’s new theater is scheduled to be completed by the end of next summer so the theater can be used for the 2022-23 school year. Funding comes from Measure B, passed by Brentwood residents in 2016, that promised voters it would give every middle school a performing arts theater. With the completion of Bristow’s theater, that promise will

Carey brothers to turn off the mic after 35 years On the House radio show is syndicated nationally by Jake Menez Staff Writer

BRENTWOOD James and Morris Carey of Brentwood waxed nostalgic on Dec. 14 as they sat down to record the penultimate episode of their long-running radio show On The House with the Carey Brothers. “I had more fun meeting people from all over the United States,” Morris Carey, 75, said in a press release. “More than anything I could have imagined. It has been a wonderful, unexpected and extremely fulfilling experience.” Morris said they are ending the show because they want to spend more time on their home remodeling business. The first broadcast of On the House aired on Jan. 2, 1987, kicking off a weekly radio series that would air for the next 35 years as the brothers gave home improvement advice to call-in listeners and interviewing guests in the studio. The program was nationally syndicated in 1992, airing on more than 300 radio affiliates at the height of its popularity, according to the press release. Recording one of the last episodes of the show, the brothers reminisced on air about their long broadcast history, chatting with

More than once, James raised his cellphone to take pictures with his guests and production crew. “We are so pleased and proud to have been welcomed into the homes of millions of listeners, viewers and readers,” said James, 63. In addition to their weekly broadcast, the brothers have also appeared on morning programs on CBS and ABC over the course of their broadcast history and have written three

books in the “For Dummies” series about remodeling and home maintenance. “I truly am going to miss what we do, because I have a lot of fun doing it,” Morris said during a break in recording. “I think I’m going to enjoy a little bit more free time to spend with my wife and family.” While the Carey brothers will no longer be producing new radio shows, their content will continue to be available as they pass ownership of their website, digital content and social media channels to Today’s Homeowner Media, run by Danny Lipford, on Jan. 1. Lip-

ford is the host of his own weekly radio show, Today’s Homeowner with Danny Lipford, as well as a podcast and long-running television series. “We are confident that Danny will take good care of the folks that have come to depend on us to help them care for their piece of the Great American Dream,” the brothers wrote in a statement on their website. “We can’t think of anyone to whom we would rather pass on the torch.” The equipment used by the Careys to record their weekly series will be donated to the Pittsburg Historical Museum for use by local high school and college students who are interested in careers in broadcasting. As for the brothers, they said they will remain busy operating Carey Brothers Remodeling, their home improvement business in Brentwood. The free time created by the end of the radio show will allow the brothers to dedicate even more of themselves to Carey Brothers Remodeling, said James. “We’ll have a little more time to spend with that and a little bit more time for family,” Morris added. “I think that’s really the most important part.” The final episode of the On The House with the Carey Brothers radio program will air on Dec. 25 at 6 a.m. PST. Boxing up holiday love for the military

any members of the military will be spending their Christmas away from home, family and friends serving their country. In an effort to reduce their loneliness in Christmastime, volunteers filled boxes with care packages for troops at the Veterans Memorial Hall in downtown Brentwood at an event hosted by the Veterans of Foreign Wars. “I’m pretty excited,” said event organizer Ed McClelland. “We haven’t been able to pack

much in the last two years, just me shipping off boxes. So, we’ll probably do over 300 tonight. It’s just a great group, and they are motivated.” They were motivated to send their respect for military service members stationed in the U.S. and elsewhere. “We couldn’t do this without community people,” McClelland said of the dozens of people who showed up to help. “Brentwood really serves. We are a very small nonprofit with a nationwide impact. So this gives us such a boost at the end of the year to get all these care packages out. We will be mailing for days and we gotta mail them fast

The agreement stipulates that the coalition and its hired executive director will provide a wide variety of services to promote and support the downtown and the greater downtown business community in exchange for city financial support, Ewen said. The coalition is being encouraged to focus on fundraising, events and growing its membership to cover its ongoing costs after June 30, 2024, Ewen said. Bloomfield said she’s excited for the organization’s future. “She’s (Tilley) is a dynamo,” Bloomfield said. “She’s welleducated and familiar with the (downtown) area. We couldn’t have asked for a better person.” For Tilley, the job is a natural fit, she said.

The City of Brentwood has agreed to contribute up to $190,000 total over the next three fiscal years to fund the position, believing that it will become selfsustaining, said Joshua Ewen, a City of Brentwood senior analyst.

BRENTWOOD New Downtown Brentwood Coalition Executive Director Amy Tilley says the downtown’s natural charm pulled her in to stay about six years ago when she and her family visited in search of a forever home. So it’s only fitting that when a job arose with a duty to maintain that charm, she jumped at the opportunity. “I love this city, I love downtown, I spend a ton of time here,” said Tilley, of Brentwood. “I bring my kids here for everything, try to attend every event that I can. It’s such a fun and special place. I just love it — why wouldn’t I want to support the businesses that are down here?” Tilley, an accredited small-business consultant, was hired Dec. 1 as the organization’s first full-time director after the group had been run by volunteer business and property owners. She’ll have a number of duties, including: • supporting the organization’s current member businesses • serving as a liaison between current and future downtown businesses and the city • coordinating the organization’s various yearly community events • expanding the organization’s boundaries • increasing its membership base • creating synergy among the downtown businesses, the city and the coalition. The married mother of two young girls has lived in Brentwood for about six years, previously serving as an independent small-business consultant who helped her clients reduce costs while refining their processes, procedures, strategies, marketing and training programs, she said. Coming out of last year’s shelter-inplace restrictions because of the COVID-19 pandemic, she said she was anticipating that her business would soar, and then a number of her Facebook friends tagged her in a job posting for the coalition’s opening. “Everyone was like, ‘Amy, you need to apply for this,’” she said. “I was like, ‘That is really nice,’ and then I read it and was like, ‘Oh, that is perfect! I can help a lot of small businesses at one time.’” Tilley said she anticipates making the organization’s already successful fundraising even better, sponsorship and community event organization practices while reducing the workload on coalition’s volunteers, expanding its membership boundaries, strengthening the organization’s relationships with the city and enhancing awareness of the coalition and its offerings. The DBC launched amid the 2008 recession with the intent of ensuring that the area maintains a family-fun atmosphere and welcoming attitude, according to the organization.

CO-SIGNING PITFALLS

There is an old saying that if you lend money to a friend or family member, you will likely lose the money or the relationship, or likely both! Co-signing is very much the same. It may seem like you are doing a “good thing” for someone by co-signing a loan for them, but be sure you go into it knowing all the facts. The Main Street America organization, made up of national small towns, mid-sized communities and urban commercial districts, is billed as the leading voice for preservation-based economic development and community revitalization across the country. Other accredited Northern California agencies exist in Livermore, Pleasanton, Martinez, Benicia and Hollister. Accredited agencies must meet 10 standards of performance that involve their operating budget; mission and vision statements; commercial district revitalization practices; training for its staff and volunteers; and having a paid, professional executive director. Only about 800 nationwide communities meet the standards, Ewen said. “Main Street America is the pinnacle of district identification, economic development and historic preservation for downtowns and other historic areas nationwide,” Ewen said. Tilley said she’s excited to dig into the job. “Nothing is off limits,” she said. “We can work with anyone. At the time, the area’s occupancy rate was around 50% and the organization’s Oktoberfest celebration — just one of at least seven yearly events the coalition now sponsors — consisted of two kegs of beer. Today the downtown area’s building occupancy rate is generally above 90%; and in 2019 the Oktoberfest celebration sold 72 kegs of beer, according to city and organization officials. “The reason I am doing this job is not for lack of anyone within this coalition wanting to do it,” Tilley said. “They need to keep their own businesses afloat.” Regarding business support, Tilley said she plans to revamp the organization’s membership offerings to ensure that the coalition serves as a business marketing, promotions, support and networking resource. She envisions helping businesses bring in more shoppers and overcome the challenge of attracting business during off-peak times, along with other issues that routinely bog down businesses. “I really respect the small-business owners and what they are going through,” Tilley said. “A lot of times they just need a little bit of support, a little bit of help. They have a special skill and a passion — that’s why they started their business. Sometimes you get in the weeds with that, and it’s hard to deal with what is going on over here.” Tilley’s hiring is also a key requirement for the downtown to become an accredited national Main Street America community,

Community donations sought for families displaced by Brentwood apartment fire BRENTWOOD The city of Brentwood is asking for donations for the families displaced by the fire at the low-income apartment complex on Broderick Drive in early December. Although nobody was injured, 11 households including multiple families were displaced, and many lost all but the shirts on their backs, the city said in a release. “The ongoing need to get them back on their feet is great,” the city said in a news release. The American Red Cross Northern California Coastal Region was on scene and assisted with immediate financial assistance, blankets, and toiletries, and other non-profits have stepped up with donations for food and clothing in the short term. But local residents can help the families--- many that have children--to get reestablished in homes and back to some sense of normalcy, the release said. Interested businesses, non-profits and individuals can donate online through Monument Crisis Center where all funds donated will go into a restricted fund designated specifically for these tenants. Group’s event helps keep kids warm Bethel Island Children’s Support organization donates presents, coats to 230 children REGIONAL Some 230 children and their families took home warm coats and Christmas presents donated by the Bethel Island Children’s Support organization during a giveaway event on Dec. 12. This annual event brought the community together for an afternoon of arts and crafts, visits with Santa, balloon twisting and doughnuts, cookies, churros, cupcakes and pizza. Each child also left the event with a framed picture of their family with Santa, smiling and enjoying the season. Kathy Stein, a founding board member of the organization in 2005 and current vice president, stressed that it takes the whole community to make the event successful. “We get participation from individuals, businesses, the sheriff’s department, the schools, everyone,” she said. “Many people choose to remain anonymous, and yet they donate so much time and money we can’t thank them enough for their generosity. It’s nice to see everyone come together to make sure that every child is going to be smiling on Christmas morning and warm every day on their way to school during the winter months.” The organization also worked with the local school district to provide new backpacks to children on Bethel Island during the summer, and eligible juniors and se-

Heritage junior varsity basketball team wins Pittsburg, West High tournaments BRENTWOOD The Heritage High School junior varsity girls basketball team recently won the Pittsburg Black Division and West High tournaments. The Patriots defeated Sacred Heart 47-34 and Salesian 75-58, before hanging on for a 51-48 win over St. Francis (Sacramento) — overcoming a 13-point thirdquarter deficit — to claim the title. The Patriots knocked off Atwater 51-14; Calaveras 59-21 and Liberty High School 51-31 to go on and win the West High Tournament. Sophomore Alyiah Rollins, freshmen Phoebe Manalili and Gelenna Smithers and Aubrey and Aleiyah Sutton-Villamor

all stood out in the championship contest. Smithers was named Pittsburg tournament MVP, and Rollins was named to the all-tournament team for both tournaments. Following Rolllins were sophomores Aubrey and Aleiyah Sutton-Villamor, who were also named as part of the alltournament team of the Pittsburg tournament. Local community colleges recognized for transfer rates REGIONAL Pittsburg’s Los Medanos College, which has a satellite campus in Brentwood, and Diablo Valley College in Pleasant Hill, recently received the 2021 Equity Champion of Higher Education Award. It is an honor given by the Campaign for College Opportunity to recognize California community colleges and California State University (CSU) campuses for their success in conferring the Associate Degree for Transfer (ADT) to Black and Latinx students at higher rates than other colleges. ADTs were established in 2010 with the passage of Senate Bill 1440 to create a clearer pathway for students who wish to transfer and earn a bachelor’s degree. Since the program’s inception, California community colleges have awarded more than 300,000 ADTs, establishing this pathway as a popular transfer option for students. By successfully completing 60 units of transferable community college coursework, students will be awarded an associate degree and receive guaranteed admission with junior standing at a CSU campus. “We are honored to receive the recognition that DVC led all California community colleges in increasing the num-

LMC’s Latinx students outearned ADTs over their other student populations by 2.9%. “I am honored to work with such dedicated classified professionals, faculty and managers, who are focused on learning, completion, and equitable outcome for all of our students,” says LMC President Bob Kratochvil. “With a Latinx student population of over 40 percent, this recognition gives us another indicator we are on the right path and making progress in helping our students achieve their educational goals with us.” DVC awarded 1,161 ADTs, more than half of all Associate Degrees awarded by the college during this time. Two state honors for Heritage High coach by Michael Dixon Correspondent

Heritage High School’s girls basketball team played its last game of the 2021 season on Oct. 26. But the weeks since then have been rich for Patriots coach Janet Hannigan. Shortly after the season, Hannigan was named as the North Coast Section Girls Volleyball Honor Coach for 2021. More recently, she was named the California Girls Volleyball Coach of the Year. “Everything is a ‘we’ -- there’s nothing about ‘I’ at all,” Hannigan said. “I might be the one receiving the award but that doesn’t happen without the right people supporting you. I thank my colleagues too. There are some amazing people here at school who love my program, ask the questions and want to support my kids.” Hannigan had a long list of thank-yous. She’s been the varsity coach at Heritage since 2006, the first year that the Patriots had a varsity girls volleyball program. In that time, she’s worked with many assistants. This year, the assistants were junior varsity coach Becky Packard and freshman coach Amie Hartman. Hannigan also gave a thank-you to the parents and players she’s worked with. And while this award is specifically for her work in coaching the girls team, Hannigan is also the boys coach. Last school year, the girls season that normally would have been played in the fall of 2020 was moved to the spring of 2021 due to COVID-19 restrictions. That meant double duty for Hannigan. “The boys (team) parents realized I was coaching both teams,” Hannigan said. “If either the girls or boys group got upset with us or felt that they weren’t getting the best, they would have been upset. We really did di-

Liberty boys basketball team finishes second at Stonebarger Tournament by Michael Dixon Correspondent

After a one-year hiatus due to COVID-19, the Stonebarger Tournament returned to Liberty this year. It gave the Lions boys basketball team a chance to compete with some of the stronger teams in the area. The Lions won their first two games of the tournament, setting up a finals matchup with Northgate on Dec. 11. The Broncos were ultimately too strong for Liberty, defeating the Lions 59-47 to win the tournament. With that, Liberty finished the Stonebarger tournament 2-1 and came away with a second-place finish. Lions coach Jon Heinz liked the performance of his team over the three days. “I think we had a solid tournament,” Heinz said. “Northgate is undefeated right now and they’re a polished, seniorheavy team that will win 20-plus games. Overall we played well. We made some mistakes. We always play with intensity.

We can really shoot the ball this year. Once we get all of our X’s and O’s, I feel confident that we’ll compete for a league title this year.” At the end of the tournament, three Liberty players -- senior guard Connor Boyle, junior guard Julian Costa and junior forward Miles Lawrence -- were named to the All-Tournament team. Liberty got the tournament going on Dec. 9 against Enochs -- a team that Heinz said was a lot better than he expected. The Lions took a 22-5 lead after the first quarter. Enochs would battle back in the second half but ultimately, Liberty’s lead was too strong and the Lions won 65-61. The following day, Liberty was matched up against East Bay Athletic League school Foothill. The Falcons already had wins over a pair of Bay Valley Athletic League teams, beating Antioch by 20 and Deer Valley by 10. In the early see Stonebarger page 13

going, it seemed like Foothill would beat another BVAL team, as the Falcons led the Lions 13-5 after one quarter. From there, though, it was all Liberty. The Lions surrendered only 13 more points for the rest of the game. And while Liberty had what Heinz called an off shooting night, the Lions offense did more than enough over the final three quarters to prevail 46-26. “If you can hold an EBAL team to 26 points and win by 20, that’s a good night,” Heinz said. “They had already beaten Antioch and Deer Valley. For us to not shoot well and win by 20, that’s a good night for us.” While it’s still early, Liberty’s wins at the Stonebarger will potentially come in handy down the road. Both Enochs and Foothill are Division 1 schools. Wins over them will bolster the Lions resume for the North Coast Section playoffs. Even on bad shooting nights, Liberty will be a hard team to completely shut down. Heinz pointed out that while they likely will not be a team with one dominant scorer, the Lions have strong balance. Case in point, four Liberty players have scored 20 points in a varsity game while two others have cracked 30 in a junior varsity game. Liberty’s junior varsity team also finished second at the Stonebarger Tournament. Like the varsity team, the JV Lions got matched up with Enochs and Foothill in the first two games and came away with wins. Liberty lost to Campolindo in the fi-

nal. Sophomores Gavin Cook Whisenton and Josh Heinz earned All-Tournament honors. Given that there was no tournament last year, just having the Stonebarger this year was beneficial. Beyond just having it, this year’s tournament was bigger than

ever. In past years, the Stonebarger Tournament had featured eight varsity teams and four junior varsity teams. This year, for the first time, the tournament included eight varsity and junior varsity squads. “I had so many coaches come up and say the atmosphere was unbelievable

Brentwood 16-year-old Brianna Sharp and her horse, Jagger, recently finished second in the world in the pole bending event at the Professional Rodeo Cowboys Association’s Junior World Finals in Las Vegas. Participants qualify for the event during several nationwide qualifying events throughout the year that lead up to the Junior World Finals. The top two from each qualifier move on to the finals. Sharp, who has qualified for the finals three years in a row, missed out on first place by three-hundredths of a second. The second-place finish is arguably her best yet. She previously finished third in the nation in pole bending at the National High School Rodeo Finals in 2019.

BRENTWOOD Preludio OSB, a six-year-old Arabian stallion owned by Brentwood resident Manny Vierra, recently won his first senior national championship at the United States National Arabian and Half-Arabian Championship Horse Show in Tulsa, Oklahoma. “He has been an amazing stallion to own and manage,” said Vierra of the horse, who had previously been named junior national champion at the 2020 event. Vierra is the owner of Valley Oak Arabians, a breeding farm located on Marsh Creek Road in Brentwood. He has been a professional breeder of Arabian horses since 1983. The United States National Arabian and Half-Arabian Championship Horse Show, better known simply as U.S. Nationals, has been an annual event in Tulsa for 55 years, according to the United States Equestrian Federation, the governing body for most horse sports in the United States. Nearly 1,000 entries competed in a variety of classes at the Oct. 30 event, with Preludio competing in a class of 10 senior stallions to win the championship. Prior to coming into Vierra’s care two years ago, Preludio had also won several competitions in South America, including in Uruguay and Brazil, and sired several offspring that will also enter the show circuit and expand his legacy.

The new mask mandate took effect Dec. 15 and will remain until Jan. 15, 2022. But since Contra Costa already has a local masking order in place, the renewed statewide mask mandate doesn’t apply to the county. “People in Contra Costa, regardless of vaccination status, will have to keep wearing face coverings in public settings as they have been doing since August,” Contra Costa Health Services said in a statement. The state action comes after the state saw a 47% increase in the seven-day average case rate, and a 14% increase in hospitalizations since the Thanksgiving holiday, statistics show. The expected increase in holiday travel coincides with the appearance in the state of the omicron variant, which is believed to be more easily transmitted than the delta variant. “This (mandate) will cover about 50% of the state’s population that currently live in counties that do not have a similar mandate,” said California Health and Human Services Secretary Dr. Mark Ghaly. “In many parts of the state, we do have those mandates county by county.” Along with the statewide mask mandate, the state health department also issued a travel advisory for the state and guidance on attending events attended by more than 1,000

people. Under the new travel advisory, persons entering the state, or residents returning to the state, should be tested for COVID-19 within three to five days of their arrival. Prior to attending such large events, an unvaccinated person must provide proof of a negative COVID-19 test before entering the venue or facility. An antigen test must be completed one day before the event, while a polymerase chain reaction (PCR) test must be completed within two days before the event. “We know people are tired and hungry for normalcy,” Ghaly said. “Frankly, I am, too. That said, this is a critical time where we know we have a tool that has worked and can work. We are proactively putting this tool – universal masking in public settings – in place to ensure that we get through a time of joy and hope without a darker cloud of concern and despair. Californians have done this before and, of course, we believe we can do it again.” Face masks have been required indoors in Contra Costa County since early August. At that time, Contra Costa joined six other Bay Area counties and the city of Berkeley in a joint health order requiring mask use indoors regardless of vaccination status. more restrictive state order. “There will be no changes for Contra Costa,” he said. “The state order doesn’t apply to counties that have their own orders, which means we can maintain our exceptions as well.” The county reported an increase in COVID-19 cases, but the increase is less than has been observed at the state level. The county has experienced an 18.9% increase in active COVID-19 cases over the two weeks before Dec. 14. Hospitalizations increased by 10.9 % over the same time frame. “The recent increase in cases and the emergence of a new variant are reasons for concern, as are the upcoming holidays where families from different households will gather indoors,” Harper said. “The recent rise in cases likely has something to do with people gathering during Thanksgiving, although we can’t say that definitively. (It’s) hard to predict the future, especially with omicron. We are strongly recommending that everyone eligible for a booster get one as soon as possible.” To date, no cases of the omicron variant have been detected in the county, but Harper noted that the variant was detected in a wastewater sample last week. Additionally, Ghaly said at a press conference on Monday, Dec. 13, that its increased transmissibility can make it become the dominant variant.

As might be expected with a large, complex and controversial project, the interaction between the SEC and DCA did not always go smoothly. In April 2020, members of the SEC suggested that project planning should be paused as the state struggled to come to terms with the impact of the burgeoning COVID-19 pandemic. Some members argued that meeting with constituents would be exponentially more difficult, particularly in environmental justice communities and parts of the Delta where high-speed internet connections are not common. Then-Executive Director Kathryn Mallon took an unwavering stance that the project would continue despite the challenges presented by the pandemic. “We were outraged,” said Karen Mann, SEC member and president of Save the California Delta Alliance and SEC member. “The problem is that I can’t get the word out to my stakeholders, which is Discovery Bay. We couldn’t have meetings. We couldn’t show people maps. They were going to keep on the process with SEC members or without. If any SEC member was to resign, they would reach out and replace them.” The role of the SEC was to provide feedback on the project’s plans, not to debate

“I think what we’ve already learned is that this is a very, very transmissible form, and that it does have some degree of impact on vaccines,” Ghaly added. “We’re trying to clarify that as quickly as possible so that we can make good decisions for the state.” The seven-day average positivity rate in the county has climbed from 2.3% on Nov. 1 to 2.7% on Nov. 30, statistics show. The positive test rate is a primary indicator of the direction the pandemic is going, and a sharp increase would be cause for concern. So far, that has not materialized, officials said. During the summer spike in cases, the positive test rate topped out at 8.7%. During the peak of the winter wave one year ago, it exceeded 11%, records show. “Our collective actions can save lives this holiday season,” Aragón said. “We are already seeing a higher level of transmission this winter, and it is important to act now to prevent overwhelming our busy hospitals so we can provide quality health care to all Californians. All Californians should get vaccinated and receive their booster. Getting your whole family up to date on vaccination is the most important action you can take to get through the pandemic and to protect yourself from serious impacts from the virus and its variants. The choir and band programs are already big, and this will allow them to grow beyond what they are now, since they will have a full stage to perform on.”

But it did make the role of the SEC less effective.” Signs of frustration with the process were evident as at least two SEC members – Mann and Restore the Delta Executive Director Barbara Barrigan-Parrilla – resigned from the committee in recent months. Barrigan-Parrilla cited DWR’s lack of meaningful engagement with environmental justice communities, while Mann called the process a “sham.” Parvizi acknowledged that these resignations might have influenced the timing of the group’s dissolution. “I think there would have been more resignations,” she said. “The point was not to have it just sputter off. We had a goal of trying to get feedback on engineer considerations. As we did that and our job wrapped up, then it made sense to end the SEC. That was always the plan. But I think the departures, for whatever reasons people had, were a sign that we were doing the right thing by

ending it.” Despite the challenges, Bethel Island and SEC member David Gloski ticked off a number of wins including the relocation of a tunnel shaft away from Discovery Bay; the relocation of a barge landing that was originally slated for a popular sailboat anchorage and moving construction operations away from areas used by sandhill cranes. “I think we did a whole lot helping them realize certain things about the Delta that they had to look out for,” he added. “There were concrete ways I saw that the conceptual designs were changed so that the Delta was less affected and wildlife was less affected.” DCA final conceptual design will be the basis for DWR’s draft environmental impact report that is expected to be published in the middle of next year. The creation of the SEC was not a mandated action; DCA did so voluntarily. The input gathered made the conceptual design better, Parvizi said, adding that the process that resulted in the SEC will likely serve as a blueprint for future efforts. Still, determining if the process was effective is difficult. “I have a hard time saying it was successful,” Parvizi said. “I think the SEC would say, ‘No it wasn’t.
