REGIONAL With a general election approaching and a pandemic creating a new normal, many East County residents are wondering how they can safely cast their votes in November. The answer is simple — voting will happen much the same as it has in the past, with one exception: every registered voter in the State of California will receive a ballot in the mail this year. “This is the only time we are going to do that,” said Scott Konopasek, assistant registrar of voters for Contra Costa County. “The ballots will be in the mail no later than Oct. 5.” Despite receiving a ballot in the mail, voters can still vote in-person on Tuesday, Nov. 3, at one of the 150 polling places available for those who need or want them. “We really, really want people to be safe and vote the ballot

by Dawnmarie Fehr REGIONAL While schools across the country have adopted distance learning, the State of California has come up with a procedure to allow elementary schools to reopen under certain circumstances. Schools in counties on the governor’s “watch list” can apply for a waiver. Even though Contra Costa appears on that watch list, local superintendents don’t intend to pursue the option. “At this point, the school board has not indicated that they would pursue a waiver,” Brentwood Union School District Superintendent Dr. Dana Eaton said. “They are concerned about the high community spread that keeps us on the watch list. They are also concerned about the inadequate testing, and results that can take as much as two weeks to return. That would make it very difficult to operate in a school setting.” Greg Hetrick, Oakley Union Elementary School District superintendent, and Harvey Yurkovich, Knightsen Elementary School District superintendent, both expressed concern that waivers only applied to the lower grades. They also lacked confidence that a physical reopening would last long enough to make it worth the effort. “What we are learning from other schools that have attempted to open, even with social distancing guidelines and hygiene protocols, is that students and staff have contracted COVID-19 and schools have had to close down almost im-

Council considers increasing impact fees by Kyle Szymanski Staff Writer
OAKLEY City leaders have agreed to consider adding updated fees to future developments to ensure they adequately contribute to the need for additional fire resources. But leading up to a vote, some leaders appeared concerned the increased fees could further stifle the city’s ability to attract much-need commercial and retail development. “There are a lot of things that make it tough to attract commercial and retail interests into Oakley, and adding more fees is only going to make it tougher for us to attract the needed commercial and retail that we need,” said Oakley Mayor Kevin Romick, who noted that he also fully understands the fire district’s needs. The fees, based on a structure from the 1980s, can only be used to construct future fire stations and pay for the required apparatus within them. The Brentwood City Council recently adopted the identical new fees, and the Contra Costa County Board of Supervisors is expected to consider approving them soon. If OK’d by all agencies, the funds will pay for three future stations — one each in Brentwood, Oakley and the unincorporated county. Though the impact fees can only be used for constructing future fire stations
and the needed equipment, the fire agency expects to implement a districtwide community facilities district within the next year that requires residents of future developments to pay annual fees toward additional station personnel. “We know that in the future, we need to build another three stations, and one of those will be in Oakley,” said Fire Chief Brian Helmick. “Without these (impact) fees, we will not be able to adequately build these stations nor get the equipment in the stations.” Key proposed Oakley impact fee changes will include per-unit single-family residential fees jumping $538.79 to $1,317.97; per-square-foot commercial project fees increasing $0.73, to $0.89; per-square-foot office project fees growing by $1.03 to $1.19; and per-square-foot industrial project fees climbing $0.43 to $0.59. The fees were determined through an East Contra Costa Fire Protection District-funded districtwide study that factored in the city’s projected future 20-year growth in relation to required fire protection and emergency response equipment and facilities to service the increased population. The study — completed in collaboration with Oakley, Brentwood and Contra Costa County staff and the Building Industry Association — found that Oakley is projected to add 4,750 single-family dwelling units, 2,918 multifamily units

“We know what we need to be able to provide adequate fire protection for any new facilities that come into the district,” Helmick said. “That deficit would have to be fielded elsewhere, so we are transferring that problem potentially to somewhere else.” If approved by all entities, the updated fees will address the fire district’s growth challenge, Helmick said. A 2018 district-adopted strategic plan calls for the district to include nine stations, to accommodate all planned growth in its service area. The district currently has three stations. An additional three would likely be built using the updated impact fees, if the county and Oakley follow Brentwood’s lead in adopting them. Three additional stations are needed now to accommodate the district’s current population, with a funding source not currently established, as impact fees cannot be used to pay for stations that would serve an existing need. Oakley City Manager Bryan Montgomery hinted that some speculative solutions, involving phasing in fees or potential other unique solutions, could possibly appease the council on the commercial fee issue. Romick noted that the increased impact fees, while fully justified, could complicate the city’s future. He hinted that Oakley and Brentwood shouldn’t be compared equally, because the increased fees could affect Oakley more acutely. Romick added that Oakley needs to increase its sales tax, but, unlike Brentwood, it can’t play off its advantageous location, already established shopping mall, developed downtown and higher property tax allocation. “Generally speaking, there are two main sources to build a city’s general fund: property tax and sales tax,” Romick said. “Cities generally get between 30% and 60% of income from sales tax. Oakley is at 8%.” Fellow city councilmember Claire Alaura agreed that the situation creates a conundrum. “I concur with the mayor on the commercial situation, and I do feel like that will be a deterrent,” she said. “At the same time, I want to fully support this, and I believe impact fees are vital to provide the buildings and equipment that we are going to need as we continue to grow.” Helmick said he understands the city’s challenges, but reducing the fees in one area will create a deficit.

County data shows COVID easing REGIONAL Daily hospitalizations due to COVID-19 and the percentage of tests returning positive remained steady or fell slightly in Contra Costa County during early August, reflecting recent local progress in slowing the spread of a deadly virus. These key data indicators for the pandemic remain at dangerously high levels in Contra Costa, which remains on the California Department of Public Health’s county monitoring list, but are not currently increasing as they did in June and July. Given the improvement, Contra Costa County recently made small changes to its social distancing health order to allow certain business sectors to begin operating again outdoors. The changes align Contra Costa’s policy with recently updated state health guidelines: • Personal care services that do not involve close contact with the face, such as nail salons and massage, may begin operating outdoors in accordance with the state-issued industry guidelines and checklist. • Gyms and fitness centers may begin operating outdoors in accordance with their own state guidelines and checklist. • Hotels and short-term rentals in the county may open for personal or recreational travel, not just for essential business purposes. These updates to the health order are effective Friday, Aug. 28. Hair salons
and barbers have already been permitted to perform limited work outdoors in the county, with no reported outbreaks. Contra Costa Health Services (CCHS) does encourage businesses to adjust reopening plans, because of poor air quality in the county from Northern California wildfires. The county has issued a health advisory about smoke, encouraging all residents to stay inside when possible with doors and windows shut. While recent issues at the state level skewed local testing data in late July and early August, Contra Costa Health Services (CCHS) has confidence in data related to hospitalization and number of new positive cases because they are directly reported to the county by local health providers and clinics. “Based on what we are able to see, we can be cautiously optimistic that there is a gradual downward trend in county cases, testing positivity rates and hospitalizations,” said Dr. Chris Farnitano, county health officer. “We need everyone
to understand this is a reason to keep up what we are doing and not let down our guards.” The seven-day rolling average number of patients hospitalized with COVID-19 in Contra Costa dropped slightly, from 103 on Aug. 5 to 96 on Aug. 24. The average percentage of tests administered in the county that come back positive, meanwhile, has fallen from 8.8% on Aug. 6 to 7.4% on Aug. 24. Local businesses impacted by coin shortage by Aly Brown Staff Writer
REGIONAL Signs calling for exact change or creditcard payments have become a common sight in local businesses in Brentwood and across the country on the heels of a national coin shortage. The Federal Reserve addressed the issue in a June 11 press release, noting the pandemic to have disrupted the supply chain, as coin deposits to the Reserve declined alongside a reduction in the U.S. Mint’s production due to measures intended to protect employees during the COVID-19 crisis. While the Federal Reserve indicated at the time of the release that coin productions would increase over the next few months, some businesses remain impacted by the shortage. “The Federal Reserve is working on several fronts to mitigate the effects of low coin inventories,” wrote the release. “This includes managing the allocation of existing Fed inventories, working with the Mint, as issuing authority, to minimize coin-supply constraints and maximize coin production capacity, and encouraging depository institutions to order only the coin they need to meet near term customer demand.” The Federal Reserve further called upon deposito-
ry institutions to help replenish the supply by removing barriers to consumer deposits of loose and rolled coins. The release continued to state that “although the Federal Reserve is confident that the coin inventory issues will resolve once the economy opens more broadly and the coin supply chain returns to normal circulation patterns, we recognize that these measures alone will not be enough to resolve near-term issues. Consequently, effective Monday, June 15, Reserve Banks and Federal Reserve coin distribution locations began allocating coin inventories. To ensure a fair and equitable distribution of existing coin inventory to all depository institutions, effective June 15, the Federal Reserve Banks and their coin distribution locations began to allocate available supplies of pennies, nickels, dimes and quarters to depository institutions as a temporary measure. “The temporary coin allocation methodology is based on historical order volume by coin denomination and depository institution endpoint, and current U.S. Mint production levels. Order limits are unique by coin denomination and are the same across all Federal Reserve coin distribution locations. Limits will be reviewed and potentially revised based on national receipt levels, inventories and Mint production.”

City officials are also expected soon to engage community stakeholders to address the community’s interest and programming needs, in addition to mulling over operating structure possibilities. Options include its being run by a nonprofit, by the city, or through a public-private partnership. Multiple city councilmembers, with the support of previously completed city studies, said the center is needed. Priority-setting for the 2019-adopted Parks and Recreation Master Plan identified the need for a recreation center with youth programming space as part of a future Sand Creek Community Park, according to city documents. Additionally, a 2019 survey of city school district students found a youth center is one of their top priorities. “This is something that is definitely needed,” Staton said. Preliminary center costs, released this week, were wide-ranging based on the center’s operating structure. The building, if unoccupied, would already cost the city about $371,000 annually in fixed operational costs and debt payments stemming from the building’s purchase and subsequent tenant improvements about 20 years ago. If a nonprofit ran the center, it’s projected that the city would be on the hook for a total of $496,000 yearly in operating costs, in addition to a one-time expense of $950,000 ($550,000 for much-needed new HVAC units and $400,000 in tenant and accessibility amendments). The yearly operating costs for a cityrun facility would cost between $711,000 and $861,000,with the one-time cost climbing to $1.25 million. In these speculative scenarios, the city’s general fund would cover the operating costs, and the city’s Facilities Replacement fund, which covers several city facilities’ ma-
jor repairs and replacement needs, used to pay the one-time costs. Kerry Breen, the city’s director of finance and information systems, said he’s comfortable leaning on the city’s facilities replacement fund to cover the one-time costs, but stopped short of suggesting what funding cuts would be necessary to cover the potential operating expenses. “We would have to look at this in context with everything else we are doing,” he said. “I don’t think we can say we can trade this for that. We need to put everything on the table and say, ‘Here is what we are willing to fund and here is what we are not.’” Rarey, the lone councilmember to vote against spending $100,000 on the architect, requested that the council hold off on spending the funds until Breen gives a city budget update, expected in about a month. “We have not determined how (the potential teen center) will be paid for and what services will need to be cut,” she said. “I think that question needs to be answered before we spend $100,000 on an architectural firm.” But several other councilmembers indicated the architect’s results will reveal the actual cost of the project, whereas all that’s available now are preliminary figures. “Spending $100,000 for an architect for us to really figure out what costs are is the next step,” Rodriguez said. Mayor Bob Taylor agreed. “I am not opposed to getting an architect; I can handle that,” he said. “But I think when it comes down to the nuts and bolts, we as a council will come together and (the project) will either be done or it won’t.” City staff are expected to return to the council early next year with a thorough operational and facility plan for consideration. Raniere stated that the masks will be distributed to their seniors so that they feel safer when they do have the chance to get out a bit. “This donation will also help us to provide masks for our volunteer drivers who deliver the meals,” Raniere said. “We need to protect them as well as our senior clients. Thanks so much to the Oakley Rotary for supporting us during this difficult time. This helps to ensure that we can continue our work with the seniors in our community.” Oakley Rotary Club President Vera Martinez was present to sort and distribute the masks. “The world has changed for every one of us and our most vulnerable citizens are in need,” Martinez said. “If we can offer someone something small like a face mask to keep them protected, then we must. This is the essence of who we are as Rotarians.” As local communities continue to feel the effects of the pandemic, more volunteer service and donations are needed. GOOD NEWS ON FORBEARANCE
A couple of months ago I reported to you that many loan servicers were allowing their borrowers to delay making payments on their mortgages if they were impacted by COVID-19. This is called a “forbearance.” It wasn’t supposed to hurt your credit score but there were concerns and rumors that it would be difficult to refinance or get another mortgage loan for up to 12 months after your forbearance was over. I just got some great news on this topic that it may not be true. I was able to review an internal underwriting document for a major lender related to this situation. There is a matrix of options that go over all the various scenarios, whether your loan is in forbearance, whether payments were missed, whether the account is current now, etc. And as it relates to forbearance, as long as the payments are “current” as of the time you apply for the new loan, then you would be eligible for a loan. Being “eligible” means you still have to qualify for the loan and submit all your supporting documentation. But at
least having a recent forbearance isn’t an automatic decline as we had feared. If your loan servicer allowed you to skip payments and then let you resume making your monthly payment without having to catch up all the missed payments, that’s likely to be considered that you are “current” on your mortgage. Some servicers will just put those payments to be due at the end of your loan, or they may add them to your impound account so you can pay them back a little at a time. They are treating loan modifications differently and they may require you to finish your repayment plan before you can get a new loan. OAKLEY The Rotary Club of Oakley recently received a share of the Disaster Response Grant offered by Rotary District 5160 and is using those funds to help the community during the pandemic. While helping Oakley residents with projects such as cleaning and food distribution, Rotarians quickly recognized the shortage of basic personal protective equipment, especially face coverings, among the residents they were serving. Face coverings are recommended by the Centers for Disease Control and Prevention to limit the spread of COVID-19 and are now required in public in Contra Costa County. The surge in demand for masks caused a limited availability of these supplies, so the Rotary Club of Oakley jumped into action to help those with a need. Upon receiving a share of the grant funds that were awarded, the Rotary Club of Oakley purchased quilted cloth masks for distribution to elderly and vulnerable residents, their caregivers at nursing homes and the volunteers who work with them. In an effort to identify those most in need and individuals or groups who have been unable to obtain face coverings by other means, Oakley Rotary reached out to Contra Costa Health Services (CCHS), the county health department, and Meals on Wheels. As part of its response to the COVID-19 pandemic, CCHS is providing guidance to facilities for skilled nursing, residential care and other congregate living situations. CCHS offers these facilities both education

Local student crowdfunds OAKLEY Local resident Isaiah Mateas recently launched a crowdfunding campaign to fully fund his Future Minds Fund. Launched in May 2020, Future Minds Fund is a nonprofit organization offering a disruptive solution that enables students to utilize its online platform to crowdfund scholarships for college. Mateas is a 2020 graduate of Liberty High School in Brentwood. He was thrilled to be accepted to his dream school, UCLA, where he will be majoring in theater arts, directing and playwriting. Like so many high school seniors, Mateas was significantly impacted by COVID-19. “I was directing two shows, and they were both getting ready to open when the shelter-in-place began,” said Mateas. “Everything was frozen in time, with the theater left empty. But this was just the first of the challenges. I was faced with the large price tag of attending the number one public university in the country, and I hadn’t received much financial aid or scholarships.” Undaunted, Mateas got creative. “I started selling homemade chocolate-covered strawberries on Facebook, and delivered groceries to seniors in my community to save a little for college and pass the time,” said Mateas. “And I’m now working 60 hours per week and saving as much as I can for college.” He is also one of thousands of students who applied for Future Minds Fund scholarships that were created specifically in response to COVID-19. The pandemic has decimated the global economy, resulting in the loss of over 21 million payroll jobs here in the U.S., as well as millions more side jobs that students depend on to help them pay for college. “Even before this pandemic, college costs had risen to the extent that many students were unable to afford

The result is Future Minds Fund.” So far, Future Minds Fund has awarded $15,500 to students facing hardship during these difficult times, and more funds will be released in September. Meals on Wheels Diablo Region is partnering with the Food Bank of Contra Costa and Solano to reduce hunger among seniors in the Diablo Region. The Grocery Bag Program is a pilot program that delivers healthy groceries and fresh produce twice a month to homebound seniors who can cook simple meals but are unable to travel to the Food Bank. By teaming up, the Food Bank and MOW Diablo Region are able to provide more healthy food to seniors by delivering it to their homes. Liberty graduate earns Gold Award BRENTWOOD Caitlyn Weibert, a Liberty High School graduate, recently earned a Girl Scout Gold Award for her work on the Edna Hill Middle School campus. Her project involved restoring memorial benches, which had been removed while the science building was under construction. She then brought them back to campus and built planter boxes around them to enhance the area. “I want the area to stand out on campus,” she said. “The benches highlight the lives of past students, so it is a special place.” The process began by meeting with Robin Schmitt, Chief Business Official of the school district, and then Kirsten Jobb, principal of Edna Hill Middle School, to discuss what project they felt would enhance the school. Once it was decided, the next step was to research how to refurbish benches and how to build planter boxes. This was followed by a meeting with Ramon Parocua, the project manager, who talked her through where she could place the project. Caitlyn then wrote her project proposal, which was approved, and then the work began. Knowing that she did not have the expertise to complete the project by herself, Caitlyn sought advice from her parents and from experts in the type of materials she would need. The funds to purchase the materials came from a special Girl Scout fund accumulated through years of selling Girl Scout cookies, candies, and nuts. Caitlyn reached out to family and friends to help refurbish the benches and build the planter boxes. Siope Tongi of Abacus Concrete loaned a truck to pick up the materials and deliver them to the school. Perez Nursery donated half of the succulents. After more than 10 hours with 12 people working, the physical project was completed. Along with the bench project, Caitlyn worked with Katherine Daniels, one of Edna Hill’s counselors, to put together a flier on grief and loss. With the help of Ed Bauman of Bauman Productions, she also created a video, which covers the history of the memorial benches and their importance to the school and community. In order to learn the history, Caitlyn consulted Traci Kemper, a teacher at Edna Hill Middle School, who originally led the initiative to purchase the benches. As part of the video, Caitlyn reached out to the families of the students and staff whose names appear on the benches so they could contribute memories of the lives of their loved ones. The families were so grateful to be included and given the opportunity to share their memories of their
loved one. The culmination of the video is a rededication of the area, which was presented to and accepted by Dr. Dana Eaton, Brentwood Union School District superintendent. “It took me 80 hours of planning, research and execution, but I am honored to have made a difference on Edna Hill’s campus,” Caitlyn said. “I feel that I have grown in my communication and leadership skills, and my future endeavors will be more successful because of what I learned through this project.” Caitlyn would like to thank Perez Nursery for their donations of succulents, Siope Tongi for use of his truck to load and unload materials, her Girl Scout Troop led by Kathy Burke for continuous support, friends and family for aiding in the project, Milton Elizondo for advice on bench restoration, Kirsten Jobb for her support, Ed Bauman for his gracious help in filming and editing the video, Dr. Dana Eaton for support and assistance in the project, Robin Schmitt and Ramon Parocua for early guidance, Traci Kemper for all of her guidance and support during the project, and all of the families willing to share about their loved one. Art banners still available BRENTWOOD The Banner Up! Program organized by the Art Guild of the Delta for the City of Brentwood is coming to a close. The banners currently displayed in downtown Brentwood will be coming down the week of Sept. 21. The last date to bid on one of these 2 by 4 foot banners is Sept. 30. Rich Guasco’s “Pure Hell” has been tearing up drag strips across the country and was known as the quickest and fast AA Fuel Altered of its time. Its best time to date is 6.19 seconds, and a top speed of 238 mph. The Stockton 99 Speedway facility is requiring face masks upon entry and staff will be taking everyone’s temperature who enters. Handsanitizing stations will be available throughout the area. Those who are not feeling well or who have symptoms of COVID-19 should stay home. Make sure to update voting status
Editor: While the November election is still a few months away, it is important for all eligible voters to make sure they are registered, and for those already registered to make sure their voting status is correct. As a veteran poll worker, I know that we often see people arriving at the voting site thinking they are registered to vote at the polling site when they actually had checked to vote by mail. If that is the case, voting at the polls becomes a complicated process with a provisional ballot. This election, prognosticators are suggesting major voter turnouts. While the poll workers do their best to move voters through the process, old ups occur when people come who do not know if they are registered, their voting status (by mail or polling place), or where their precinct is located. Now is the time to check all this out to avoid these potential hassles. Brentwood has about a 20% turnover of voters each year, and this can always slow down the process if people

If it has the symbol, recycle
Editor: Several times a year, notices are sent with our bills detailing what can and what cannot go into the recycle bins. I take exception to this. If an item can be recycled, it needs to be. Excuses such as “China doesn’t want it anymore” are unacceptable. Find a new buyer, and keep it domestic. Better yet, encourage (lobby for!) the formation of a recycling company here in the USA! Provide jobs! Ask Brentwood. Their recycle policy accepts nearly anything! Items marked with the recycle symbol, yes, but also broken appliances and toys; and many other things that otherwise end up in landfills. As far as refusing to accept items clearly marked as recyclable; I don’t buy it. If it isn’t recyclable, it wouldn’t have the symbol! It is, or it isn’t. If it’s so marked, it is! You can’t claim to be a recycler, then be picky about it. Furthermore, it’s unfair to task this sorting of otherwise recyclable items to the consumer. It’s not our fault this problem exists. Instead of expecting the consumer to sort and remember which “recyclable” items are actually “not,” go to the manufacturers of these containers! That’s where the problem begins. It’s up to them to make the containers, and what materials they use. Meanwhile, if it has the recycle symbol on it, I’m putting it in my recycle bin! It’s not the consumers’ job to solve this issue: it’s yours and that of the manufacturers!s. Liz Elias Oakley

Toyota Series Event hooks local anglers Major League Fishing Bass Pro Tour angler Ish Monroe, of Oakdale, brought a five-bass limit to the scale last week weighing 21 pounds to win the threeday Toyota Series at the California Delta tournament in Oakley. Monroe’s three-day total of 15 bass weighing 65-13 earned him the win by a 16-pound, 7-ounce margin – the thirdlargest margin of victory in Toyota Series history – over second-place angler Beau Joudrey of Oakley, and earned Monroe the top payout of $23,420 in the second tournament of the 2020 Toyota Series Western Division. “The first day, we had a slack tide in my best area, so I started on a different spot just because the tide was running,” said Monroe, who earned his third career FLW victory on the California Delta. “There was some current there, and I started punching and caught them right away. I had over 20 pounds in the first hour.” Monroe fished a Missile Baits D Bomb in the PB&J color on a 5/0 or 6/0 River2Sea Ish Monroe New Jack Flippin hook and had two different weight sizes depending on where he was punching. one and a few decent ones to get me started. From there, I went to the area I wanted to fish the first day and started throwing a frog.” Monroe is known for his prowess with a frog. He proved that again on the California Delta with some key fish, in-
cluding a 7-pounder on the second day. “I got to my spot and missed a giant,” Monroe said. “About 30 feet further down the stretch, I caught that 7-pounder. I already had a 4- and 6-pounder boxed, and that›s how I got that bag.” His frog this week was yet another product that bears his name, the River2Sea Ish Monroe Phat Mat Daddy Frog in the yellow head color. He fished it on his signature series 7-foot, 4-inch heavy Daiwa Tatula Elite rod with a 7.1:1 Daiwa Tatula Elite reel spooled with 55-poundtest Daiwa Samurai braided line. Going into the final day, Monroe had a lead of 7 pounds, but on a fishery with plenty of 10 pounders swimming around, he knew he would have to catch them again to secure the win. “I started the day in the same general area I’d been fishing all week,” said Monroe, who revealed he was in what locals refer to as the ‘Middle Delta’ area. “I didn’t fish the same exact areas, but I was close by all three days.” On the final day, he started fast and quickly caught a limit punching in water that was between 1 and 6 feet, the critical depth he targeted all week. “Right off the bat, I had a limit,” he said. “After that, I ran to my frog area and never got bit. The COVID-19 pandemic threatened to sink the Brentwood SeaWolves swim and Lamorinda Brentwood water polo programs for an indefinite period. But the East County organization is keeping its head above water and pushing forward. Though the organization’s water polo offerings are on hiatus and the future of swim meets remains murky, practices ramped up again in June following a roughly three-month state-mandated shelter-in-place order. “I cannot tell you how excited the parents were (the first day back), or how excited the kids were,” said Brentwood SeaWolves Vice President Rosy Ayers. “You couldn’t see their smiles behind their masks, but you could tell they were smiling.” SeaWolves swimmers arrive at the team’s current practice facility, the
Brentwood Family Aquatic Complex, wearing masks, before their hands are sanitized, their temperatures checked and their bags placed in designated spots. Only then are the swimmers designated a certain lane and allowed to remove their masks for entrance into the water, where they remain more than a few splashes away from their teammates. A safe social distance away on the pool deck, coaches hail the start of practice, their voices muffled by facial coverings that aren’t removed until their coaching role ends for the day. The new normal, though sometimes inconvenient, is a welcome change from the organization’s recent dry past. “The fact that they are back open and doing something, even with the strict
rules and guidelines that are in effect, it’s something structured that (my daughter) is able to do, and she is still able to see her friends,” said Nicole Evans, whose daughter, Madison, is part of both the swimming and water polo programs. Like all sports entities, the Brentwood programs were forced to halt all in-person group activity in March, although the organization did make use of their down time. The nonprofit held virtual workouts for its members; successfully applied for USA and Pacific Swimming grants to stabilize the organization amid revenue loss; and built a return-to-activity safety plan. The SeaWolves also became a USA Swimming Safe Sport Recognized club, which al-
lowed the club to demonstrate its commitment to creating a healthy, positive environment free from abuse for all its members through the development and implementation of club governance measures, Safe Sport policies and reporting mechanisms, Safe Sport best practices and training for athletes and parents. “We did not just sit still and do nothing,” Ayers said. The group’s June return, although embraced, didn’t come without its own set of challenges. Water polo, ordinarily a full-contact sport, was reduced to basic conditioning training, as contact was prohibited and passing balls disallowed, and players had to remain six feet apart during drills. About three weeks in, the water polo program was scrapped, and the SeaWolves swim camps forced to jump to the Brentwood Family Aquatic Complex after three district students tested positive see Water page 16

Heritage graduate briefly recalled to major leagues Paul Blackburn, a 2012 Heritage graduate, was briefly recalled by the Oakland A’s last week, before being optioned to the team’s alternate site on Aug. 24. The 6-foot-1, 196-pound right-handed pitcher spent roughly six days on the team’s active roster, but didn’t appear in any games. Blackburn has appeared in 20 big league games — all with the Oakland A’s — in over three seasons, compiling a 5-6 record with a 5.18 ERA and 49 strikeouts in 97.1 innings.

The Patriots alum was drafted by the Chicago Cubs in the first round of the 2012 amateur draft (56th overall) out of high school, before he was traded to the Seattle Mariners in 2016 and to the A’s later that year. He broke into the big leagues in July of 2017 with the A’s, after playing for seven teams in the rookie league and all the way up to triple A. happy they are back in the water,” Ayers said. “They are happy they’re getting back in shape. They are not socializing, because you can’t right now, but it’s at least something they can look forward to.” SeaWolves swimmer Madison Evans agrees. “I can tell I am getting a lot more fit, and we get to have a lot of fun,” she said. The SeaWolves’ next challenge will be resurrecting meets in some form, likely virtually, Ayers said. The return of competition is paramount to the organization’s older high school students, who risk missing out on potential college opportunities if they cannot showcase their times. High school juniors last season were able to participate in only one meet before the shutdown, and the prospect of future in-person meets is not good. “It devastates them, because now it’s their senior year, and there are no swim meets in the near future,” Ayers said. Beyond virtual meets, the organization remains committed to teaching its participants how quickly their swimming opportunity can evaporate if they don’t do their
part to control the spread of the virus. USA Swimming, the nation’s governing body for competitive swimming, is conducting nationwide contact tracing, with results thus far showing that the virus doesn’t appear to be spread through in-pool activities. Outside the water, however, all bets are off. “We educate our swimmers and water polo players that anything they do outside of swimming could affect their swimming, and to just remember that time when they were out of the water for a long time and how it felt,” Ayers said. “It could happen in a day.” The Lamorinda Brentwood water polo program is hopeful about resuming modified water polo camps in the fall. SeaWolves accepts swimmers from ages 4 to college, provided participants can swim at least two strokes. The Case of the Chirping Cricket One of my mom’s all-time favorite programs was Perry Mason. She would watch them over and over again even if she had seen every episode many times before. When the camera zoomed in on the faces of the cast in Senior the courtroom, it was orner fun to figure out the who-done-it part, but for mom it was simply the joy of watching her favorite show once more. I think it had a lot to do with the fact that her hairdresser back Marla in New York was also Luckhardt Barbara Hale’s, and you can imagine the thrill on my mom’s face when she got to talk directly to Della Street on the telephone. Nobody likes a good mystery more than my mom did or I do. Keeping with that theme of murder mysteries, I share with you now The Case of the Chirping Cricket. Although the story is real, the name of the cricket has been altered to protect the innocent. A few nights ago, while I was watching television after Grandpa went to bed, I heard an annoying chirping noise in the house. I got up and started to look all around, but it seemed to be moving from place to place. It was

driving me bonkers. Every time I put the lights on, it stopped. I reluctantly woke Grandpa up, and we checked everything from his hearing aid batteries to our smoke detectors to the computer. It was crazy since he didn’t hear it, and I tried to describe that it sounded like a cartoon bird or worse, a gigantic bat! We both walked all around the house expecting something winged to come swooping down at us at any moment. No luck, and of course with the lights back on the chirping stopped. He went back to bed shaking his head and mumbling something about me being weird. Within seconds the snoring resumed, and I went back to the living room listening intently for my unknown assailant to return. With only the glow of the television, the chirping not only resumed, it was ten times louder than before. I looked down and a cricket the size of a baby rhinoceros was staring at me. I could swear it was laughing. “AHA, he has gone to bed and now it’s just you and me, lady!” Fearlessly I attempted to catch it with a half-used napkin and put it outside. But the beast was fast and jumping all around. Every time it jumped, I jumped. I ended up on the floor with my slipper sock off trying to gently scoop it up and guide it to the closest door. Sasquatch got bigger and bigger in the dark and jumped under the television

I figured if he was up first, which he always is, he might lift my clever trap and set Haystacks Calhoun free to roam again. The next morning, all was eerily quiet. No chirping and no update from Grandpa, who had been awake since the crack of dawn. Still half asleep, I wandered cautiously into the living room to find that the note and the blue prison were both gone. I was frantic. Was I to spend another night on the prowl for the Yeti of the cricket world? Would he invite his family into my home? When I finally found Grandpa in his man cave of an office, he explained that the tiny, cute and totally defenseless critter I captured with such gusto was dead. I argued that it was as big as the car in our garage and tried repeatedly to devour me whole the night before, but he wasn’t buying it. In 2016’s presidential election, the county saw a 79.5% turnout. This year, Konopasek is expecting over 80%. submerged island located just north of Bethel Island. It was farmed in the early 20th century before the island flooded in 1937 and again in 1938. After the 1938 flood, no effort was made to reclaim the island, and it was abandoned. Little Franks Tract, also a flooded island, is a short distance to the west and covers 330 acres at the mouth of the False River. It was flooded for the last time in 1982 when it too was abandoned. Today, California State Parks manages the Franks Tract State Recreation Area. The tract is popular with boaters, fishermen and hunters, and views of the quiet, open expanse of water are valued by residents of Bethel Island who overlook it. The black and striped bass that lurk in the shallow, weed-choked waters make the area a prime location for bass fishing, and tournaments that launch from Bethel Island marinas are key drivers of the area’s economy. The project team formed an advisory committee of stakeholders with varied interests in Franks Tract, and the first meeting of that committee was held last summer. Starting with six designs, the committee requested a ‘do nothing’ option also be considered, and then eliminated three of the possible plans for failing to meet the project’s objectives. “I’ve been very impressed by the way that they’ve reached out repeatedly to the local community,” said Erik Vink, executive director of the Delta Protection Commission and FTF steering committee member. “I’m sure that

The Central Landmass concept creates two large, open water areas connected by islands, tidal wetlands and navigable channels. “You can get through it very easily by boat,” Milligan said. “That was the highest preference in terms of navigability. Within the islands, we have created a lot of mooring areas and beaches that are strategically located, meaning that they are on a sheltered, eastern-facing shore. They are protected from the wind, which comes from the west, particularly in the summer months. You have these sheltered beaches, which, right now, there are very few of those. The ones that used to exist in the tract have largely eroded away.” While feedback has been generally positive, the overall project isn’t without its critics. Bill Wells, executive director of the California Delta Chambers and Visitor’s Bureau, said a better approach would be to dredge Franks Tract and use the dredged materials to reinforce the levees. “In my own mind, I think it’s a really bad idea,” he said. “I see no benefit to it, and I’m surprised that people in Bethel Island and Discovery Bay aren’t jumping up and

After that, seeing the project recommendation become a reality will depend on finding an agency or government organization willing and able to champion it and find the funding for it. Estimates for the project’s cost are in the neighborhood of $500 million, though there are opportunities to reduce the cost as the design develops more fully. Carl Wilcox, a CDFW policy advisor involved with the initiative from the start, said it’s unlikely that CDFW will take the lead on the project. He’s hopeful that support would come from Contra Costa County, though those discussions have yet to happen. State Water Project contractors also stand to benefit from the project as a result of improved water quality, particularly if the Delta Conveyance Project fails to see the light of day. “I’ve always been pretty straightforward in that I don’t think that, unless there is local interest and support to do something, and it’s overt support, it’s not tacit, it’s likely that things aren’t going to go much further than they have at this point,” Wilcox said. there are a lot of requirements that are embedded in the waiver and we have to make sure we can meet those needs and qualify,” Gauna said. “I think a misconception out there is that people feel that just because you have a waiver, everyone qualifies, and not everyone does.” Harper said the county’s application will require schools to detail how they would safely conduct in-person classes and prevent the spread of COVID-19.
