Council seeks fix for parking garage issues by Jake Menez Staff Writer

BRENTWOOD The Brentwood City Council is seeking to address concerns about the increase in problems in the Brentwood Community Center parking garage located on City Park Way in downtown Brentwood. Brentwood police say that the parking structure is plagued by a variety of issues, such as reckless driving and loitering. Smoking and drinking in the garage results in trash buildup while its close proximity to Liberty High School makes it a gathering spot for students cutting class during school hours.

“I have seen many people using this structure for many purposes and people have been harmed and threatened in the structure,” Liberty teacher Poppy Holmes wrote in a letter to the City Council. “The roofs of the nearest buildings are littered with broken glass, debris, objects, and paint balls that have been thrown from the structure.” While the structure has always been plagued by these issues, the number of incidents has escalated in recent years, according to a police spokesman. KNIGHTSEN The East Contra Costa County Habitat Conservancy has over the last 14 years purchased 41 land parcels totaling nearly 14,000 acres in East County for the purpose of protecting habitat and wildlife, and earlier this month area residents got a chance to tour one of the agency’s sites intended for wetland restoration. The 645-acre parcel – located in Knightsen east of the Byron Highway and north of Eagle Lane – was purchased in 2016 by the conservancy (ECCCHC) and the East Bay Regional Park District (EBRPD). The project as it is currently envisioned will restore wetland habitat for the benefit of a variety of target species including red-legged frogs, fairy shrimp, tricolored blackbirds and burrowing owls. The project will also provide improved stormwater drainage for the area and improve the quality of water draining into the Delta. According to Abigail Fateman, ECCCHC director of restoration, adaptive management and grants, stormwater drains onto the property and collects there beause there is no outlet for it. REGIONAL Contra Costa County officials say three human cases of the COVID-19 omicron variant have been confirmed in the county. Officials did not say where the cases originated, but did divulge that all three had received the recommended COVID-19 vaccinations, but none had received booster shots. None of the three were hospitalized as of early Monday afternoon. County officials say the news underscores the need for residents to consider healthful choices this holiday season to protect themselves and their loved ones – especially getting a booster dose of COVID-19 vaccine as soon as they are eligible. “We knew it was just a matter of time before the Omicron variant appeared in Contra Costa County,” said Dr. Chris Farnitano, Contra Costa County health officer. “We’ve been encouraging anyone who is eligible to get a booster dose of the Pfizer or Moderna vaccine to do so. With today’s news and the holidays just around the corner, that message is even more important. People who get the booster are far less likely to get gravely ill or be hospitalized. That’s our wish for this holiday season.” County officials say the Omicron variant likely circulated locally for several weeks. It had previously been detected in several

other Bay Area counties, and genetic evidence of the variant was detected in a wastewater sample from central Contra Costa on Dec. 8. However, the Delta variant of COVID-19 remains the predominant strain in Contra Costa, accounting for more than 97% of genetically sequenced COVID-19 samples collected in the county. The seven-day average number of daily new COVID-19 cases reported in the county has increased about 5% over the past two weeks, and the number of people hospitalized in Contra Costa because of the virus has remained stable so far this month. Officials say vaccination remains the top protection against Omicron and all variants of COVID-19. Additionally, a timely booster dose maximizes protection against both infection and serious illness. As of Monday, just over one-third of eligible Contra Costa residents had received a booster dose of the COVID-19 vaccine, according to county statistics. Vaccines are widely available in the county from healthcare providers, pharmacies and Contra Costa Health Services (CCHS) nocost clinics, county officials said. Anyone who is 16 or older and was previously vaccinated can get a booster dose six months after their last dose of the Pfizer or Moderna vaccine, or two months since they received a dose of the Johnson & Johnson (Janssen) vaccine. People over age 50 and those with significant underlying health conditions are especially encouraged to get a booster, county officials said.

Man arrested in connection with Brentwood bank robbery

A Redondo Beach man has been taken into custody in connection with the Dec. 14 robbery of Fremont Bank in Brentwood.

BRENTWOOD Brentwood police announced this week that a Redondo Beach man has been arrested in connection with the robbery of Fremont Bank on Sand Creek Road on Dec. 14. Manhattan Beach police arrested 50-year-old Gino Ciaschetti on Dec. 15 after the vehicle Ciaschetti was in matched the description of the one fleeing the Brentwood bank a day earlier, police said. Brentwood police used surveillance footage from the bank to identify Ciaschetti as the suspect, authorities said. Clothing believed to have been worn during the robbery was also found in the vehicle when it was pulled over by Manhattan Beach police, police said. Brentwood police investigators took custody of Ciaschetti on Dec. 18, and the Contra Costa County District Attorney’s Office has charged him with one felony

count of robbery. According to police, Ciaschetti has been booked into county jail and held in lieu of $50,000 bail. Brentwood police believe Ciaschetti did not act alone, and the investigation is ongoing. Ciaschetti, allegedly disguised with a medical face mask, glasses, hat and gloves, is believed to have approached an employee inside the bank at about 3:20 p.m. on Dec. 14. He presented a note demanding cash and a bank employee turned over an undisclosed amount of money, police said. No injuries were reported. Police encouraged anyone with information related to the incident to contact Detective Jeffrey Agostinho at 925-809-7911. All callers may remain anonymous, police said. 2 hospitalized, apartment damaged in fire OAKLEY One apartment was damaged and two people were hospitalized after an unattended pot on the stove sparked a fire on Kelsey Lane in Oakley on Tuesday afternoon. Crews responding to the 5000 block of Kelsey Lane on reports of a fire sprinkler activation found smoke coming from a first-story unit of the two-story apartment complex in the 5000 block of Kelsey Lane, said Steve Aubert, East Contra Costa Fire Protection District fire marshal.

The fire was contained to the single unit, but undisclosed materials on top of the stove; the vent of the stove hood; and nearby cabinets were all damaged in the fire, Aubert said. An 80-year-old woman, who had to be rescued from the apartment unit, and another undisclosed person who was trying to rescue the woman prior to crews’ arrival, were both transported to a hospital with smoke inhalation, but are expected to be OK, Aubert added.

“There was a lot of combustible materials spread throughout the house,” Aubert said. “Luckily, these apartments are protected with fire-sprinkler systems, which did activate in the kitchen and did appear to take care of everything.” The fire’s cause appears to be an unattended pot on the stove, Aubert said. TOP 5 TRUST ADMINISTRATION MISTAKES by Joan Grimes, Esq. Trust Administration is a process most families must undergo after the death of a parent to administer the trust estate and distribute the assets. By nature, the process can be emotional and stressful. Here is a list of the top 5 trust administration mistakes we see clients make: Premature Distribution of Assets. Truth be told, soon after the death of a loved one, everyone is eager to receive their inheritance. Often times, a crisis suddenly “appears” and a beneficiary starts demanding money. Succumbing to the pressure, the Successor Trustee tries to be the good guy and distributes the assets before realizing there are more expenses. Successor Trustees should NOT distribute any assets until they have a complete understanding of the trust administration and all expenses. When in doubt, the Successor Trustee should hold back a sufficient reserve for final expenses. Distribution of Assets without a Written Agreement. Assets should NEVER be distributed without a written agreement signed by all beneficiaries agreeing to the terms of the distribution and approving all expenses incurred to date. The cost for an attorney to prepare this agreement is peanuts in comparison to the cost of litigation after there is a dispute among beneficiaries. Failure to Keep Records. The Successor Trustee is often overwhelmed by the amount of work that is involved in a trust administration. Tasks include selling real property, opening and closing various financial accounts, paying bills, and communicating with the beneficiaries. If you are a Successor Trustee, you must keep thorough records either through Quickbooks (or similar software) or you should hire a bookkeeper. As a Successor Trustee, you

have a fiduciary duty to the beneficiaries and that duty includes the duty to account for all monies in the estate. As the Successor Trustee, you must be able to account for every dollar. Failure to Pay Yourself. In the beginning of the process, the Successor Trustee usually says, “I do not need to be compensated.” Never say this! If, at the end of the trust administration, you still do not want compensation, then you can waive your fees. However, by the end of the administration, rarely does any Successor Trustee waive their fees. Administering a trust, is a lot of work! Only single children should waive their fees. Failure to give Proper Notice under the Law. Under California law, a Successor Trustee is required to give a formal notice under Probate Code Section 16061.7 to all trust beneficiaries and legal heirs. Until the notice is given and the time has expired, the beneficiaries and legal heirs can bring an action to contest the terms of the trust. It is important that this notice is properly served and time has expired prior to any distribution of assets. If a beneficiary contests the terms of the trust, the Successor Trustee may use trust monies to defend the trust instrument. Being a Successor Trustee is a lot of work and comes with significant personal liability. If you are in doubt as to whether you or your Successor Trustee is doing something correctly, seek legal counsel. Brentwood nonprofit distributes food, toys to families in need The East County nonprofit Brentwood Regional Community Chest spread holiday cheer during its annual food and toy distribution at Brentwood Elementary School on Dec. 18. Over 350 needy families from Brentwood, Knightsen, Byron and Discovery Bay were given full turkey dinners, and those among them with children were also given age-appropriate toys during the drive-through distribution. “It was one of the best days of the year,” said Dana Eaton, superintendent of the Brentwood Union School District and a Brentwood Regional Community Chest member. Each year, containers situated throughout East County in advance of the holidays are filled with donations of toys and nonperishable food items, and volunteers sort and package the goods for the event. Eaton estimated that about 50 volunteers were on hand during the giveaway this year, and another 100 had helped with the donation collection and sorting. The effort brought smiles to both volunteers and recipients, said volunteer Ian Cohen. “I am out here supporting the community and helping amazing Brentwood,” he said. “I am so glad we got them their turkey and their toys for a great Christmas.”

Hundreds of local families were able to get clothing, books, toys, and food at a distribution event to help them get through the holiday season. Kaiser Permanente, Food Bank of Contra Costa and Solano (FBCCS) partnered at Antioch High on Dec. 17 to distribute food and other items to area lowincome families — with a donation of $550,000 from Kaiser locally and $7 million across Northern California, as well as a $22 million donation of personal protective equipment equipment across the region. The Town of Discovery Bay was not awarded funds from the Proposition 68 Competitive Grant to create a new park along Clipper Drive. The town applied for the grant early this year, following a rigorous set of application instructions that included seeking public input during a series of virtual town meetings held last winter via Zoom. “The Town of Discovery Bay applied for a grant through the California Department of Parks and Recreation, the Prop. 68 Competitive Grant Program,” said Monica Gallo, the town’s Recreation Programs Supervisor. “We have been patiently waiting for the results and received word that, unfortunately, we were not awarded the funds.” Gallo noted that competition for the grant was fierce, and only one was awarded to the entirety of Contra Costa County, to Bay Point for $269,944. Re-

quests for the grant totaled more than $2.4 billion amongst 468 applications, and approximately $548 million was awarded to 112 grant projects. “We congratulate all those who were awarded money to improve their parks,” Gallo said. “We also want to thank the Discovery Bay community members that participated in all the workshops, either by video conference, calling in or e-mailing us your ideas. It was an exciting collaboration and their care and encouragement for this opportunity was appreciated.” The land the town had hoped to convert is along the south side of Clipper Drive between Windward Point and Cove Place. Gallo and her team had put together a plan to include walking paths, quiet sitting areas and new landscaping. Discovery Bay General Manager Dina Breitstein said the town will now move forward with a simpler plan to clean up the area. “Even though we were not awarded this grant, we have some ideas on how to spruce up Clipper Drive that we will bring to the Parks and Rec Committee in a future meeting,” Breitstein said, noting the town had money in reserves to pay for the work that will begin next year.

INTEREST RATES – Mortgage rates had been hovering at historic lows in the mid to low 3-4% range over the last 5-10 years. They rose back in 2018 but then dropped back to the low 3% range when COVID hit and the government wanted to stimulate the economy. The Federal Reserve is worried about the recent increase in inflation so they just announced that they are planning to gradually increase rates next year. If inflation recedes, they may not actually increase rates if the economy slows down. INVENTORY – The number of homes for sale is VERY low across the board. While home sellers are pleasantly surprised that their homes are worth more, the joy is shortlived when they realize they will have to pay more for a replacement home. Plus the low inventory means it’s hard for THEM to find a home when they haven’t sold theirs yet, so it compounds the problem. They don’t want to list until THEY find a home to buy. PRICES – Prices have risen dramatically the last year or two. Some areas have

Stoney’s boots every time he delivers a memorial bench to a grieving family. Operation Creekside has commissioned 10 memorial benches in the last five years, McClelland said. Nine were for veterans who died by suicide, and one for a soldier who was killed in action. The benches are handcrafted, free of charge, by a local welder and designed in partnership with a veteran’s family. Families can keep the benches at their homes or have them placed in a public space. “I want to do more,” McClelland said. ”There’s actually too many to do.” Stoney’s mom and dad received his bench in September. Behind the boots was a neatly folded American flag tied with a yellow ribbon. In between them, a small green statue of a rifle stood tall and barrel down, a helmet resting at attention on the handle. The boots belonged to a U.S. military veteran named Francis “Stoney” Joseph Graves III. McClelland says they were given to him by the man’s parents. Stoney died by suicide in 2015. “I’ve met his mom and dad probably five times,” McClelland said. “And every time you go visit a family, they get more comfortable with you. You get more comfortable with them, and it’s better for healing. It’s better for moving forward.” McClelland serves as a chaplain for 22 Too Many, a nonprofit organization that honors the daily approximate tally from 2010 of military service members who kill themselves, as well as those suffering from post traumatic stress, through various events. He is also the director and outreach

Rocky served during the Vietnam War and his father in WWII before him. He described his son as the guy who “kept everybody in stitches,” even when deployed, and would give you the shirt off his back if you asked for it. Stoney was a member of the Delaware Army National Guard’s 153rd Military Police Company and served a oneyear deployment in Iraq during Operation Iraqi Freedom, Rocky said. “He would drop everything for a friend,” Rocky said. Stoney also loved his mom. “He loves his daddy, too, but he was a mommy’s boy.” Rocky and Donna met McClelland through 22 Too Many the year Stoney died. The organization received its name from a report released by the U.S. Department of Veterans Affairs that estimated 22 veterans took their own lives each day in 2010. The most recent data from 2019 show that number has slightly decreased to 17 per day. “We need to spend more time with our vets,” McClelland said. “We got to spend more time helping them.” McClelland visits the graves where they live in Maryland whenever his travels bring him there. But they also keep in touch by phone. “He’s easy to talk to, and he just shares other people’s experiences that they have with us and kind of helps us through our journey of grieving for our son,” Donna said of McClelland. “It is very uplifting to visit with him, and he’s just a really remarkable person in my book.”

The event is in association with Wreaths Across America, a nonprofit organization best known for placing wreaths on the headstones of the nation’s veterans at Arlington National Cemetery. The organization places more than 1.7 million sponsored wreaths at 2,557 participating locations nationwide. “We have all had a very stressful couple of years that have kept us apart and in some cases divided us,” said attendee Bill Weber. “But on this day, and in this hour, for this purpose, we were united as one in the spirit of the day. Fogelstrom named state’s top golf coach by Michael Dixon Correspondent

Dave Fogelstrom at Heritage High School has been named Boys Golf Coach of the Year for the state of California for the 2021 season in spite of having to overcome one major obstacle -- simultaneously coaching another sport at the school. When California resumed high school sports this year after COVID-19 suspended all activities last year, all sports were crammed into the late winter and fall seasons. That included football, which ran its season alongside the golf season. That left Fogelstrom, who’s also Heritage’s head football coach, with a challenging schedule. He credited his players for helping him maintain in a smooth way. “Last spring was bizarre for sure,” he said. “I would go to golf practice until 6 and then head to football practice after that. Still, the players kept everything fresh and fun for me as a coach. They actually saved a lady in Summerset who had fallen down in her yard and was injured. They heard her asking for help, ran into her yard,

got her to safety and called 911. The Freedom players were helping as well.” Since Fogelstrom became Heritage’s boys golf coach in 2016, the Patriots have consistently had the best golf team in the Bay Valley Athletic League and have one of the better ones in Northern California. Fogelstrom’s honor from the National Federation of High Schools extended beyond that. When he got word that he received the state award, Fogelstrom immediately thought back to 2016, when he and Dan Swan were hired as co-coaches of the golf team by thenathletic director Pat Cruickshank. Swan has since retired from his role with the team but he was among the first people that Fogelstrom said he felt needed to be thanked for his role in Fogelstrom receiving the prestigious award. “This award is as much his as mine,” Fogelstrom said. “We started together and wanted to make the golf team a fun and valuable experience for our players. When Liberty High School’s girls soccer team opened its season at the Tri-Valley Classic, there was a different person at one notable position -- the head coach. Longtime coach Tony Martins stepped down after last season. Nikki Toeaina replaced him. Toeaina previously served as an assistant under Martins. She said that one of the biggest changes for her now is being responsible for the paperwork that keeps the program going. But having seen the program’s success under Martins, Toeaina wants to keep running things in a similar way. “I want to keep the same traditions and rules that apply; it just makes sense,” she said. “Overall, it’s catering to their total being as people, not just as soccer players. The types of things that we try to instill, it gets them ready for life after school.” “And I’m still close with Tony,” Toeaina added. “He said ‘You’re free to do whatever you want. Do the same things but put your own twist on it.’ I like that I have that freedom. And there’s not a lot of expectations, or ‘this is how we used to do it.’ It’s nice that

they’re good with making the adjustments.” Players looking to extend their soccer careers beyond high school would be hard pressed to find a better example than their new head coach. Toeaina played high school soccer in Hawaii, was the four-time MVP of her league in Maui and was the State Player of the Year in her junior and senior seasons. After high school, Toeaina moved to the Mainland and played soccer at the University of Oregon. There, she received All Conference and All American accolades. In 2006, she was named as the Pac-10 (now the Pac-12) Player of the Year and was voted into the University of Oregon Hall of Fame in 2017. Toeaina had aspirations of playing professional soccer, but at the time of her graduation from Oregon, there was no professional league. With that, she started a family and moved into coaching the sport. In addition to her high school coaching, Toeaina also coaches the Impact Soccer Club. “It’s a lot different from club,” Toeaina said of coaching the Lions. “With that, you’re training three days a week with games on weekends. Nate Smith is a fantastic athletic director and supports everything we do. “And in the end, it’s the players who go out and make it happen,” Fogelstrom added. “We have had incredibly talented, hard-working athletes who support each other in practice and in matches. It’s a great situation.” In addition to the people he works with, Fogelstrom also thanked his wife, Tracy, praising her for her support and “always being in my corner.” Beginning with Fogelstrom’s first year guiding the golf team, the Patriots

Soccer from page 12 erty is every day you’re training. You’re trying to get the girls to gel together to get that chemistry and camaraderie. Building that trust, that camaraderie. I remember being a player myself. The challenges but also the fun that comes with it and the lifelong experiences you build.” Another reason for Toeaina wanting to take the Liberty job was her relationship with the players. And while the head coach is different, the Lions do have some key returning players. Two in particular are senior Rylie Stiglich and junior Jadynn King. The Lions will also rely a lot on Selah Simms, who, while a freshman, is an experienced club player. Toeaina’s first games as Liberty’s head coach at the Tri-Valley Classic offered a little bit of everything. The Lions lost 4-1 to Maria Carillo, a team that went 3-0 over the weekend and who, unlike Liberty, had already

are 63-1 in BVAL matches. Heritage won league titles in 2016-2019 and again in 2021. The 2020 season had no league champion crowned, even though in one respect, golf is one of the easiest sports to adapt to with COVID-19 restrictions in place with it being an outdoor sport and no situations ever require players to be anywhere near within six feet of each other. But Fogelstrom also pointed out that it “was probably the most talented team I have had.” The Patriots also reached the North Coast Section Tournament in each of his first four years, with no tournament being held in 2020 or 2021. played several games. The Lions bounced back from that loss, though, tying Northgate 2-2 and defeating Lincoln 1-0. Liberty has had success on the field. The Lions have not won the Bay Valley Athletic League title in each of the last eight seasons but have also been one of the better teams in the area, winning North Coast Section Championships in 2015 and 2017. Toeaina plans to maintain that standard going forward. “I always like to set high expectations,” she said. “All the girls play at very competitive clubs. We want to keep that same intensity and competitiveness in high school. We want to win the BVAL again. Liberty has won it for eight straight years. And we’re trying to get the team to look beyond BVALs, get to NCS and have a deep run in that. We saw a glimpse of that, which was nice, at this past tournament.”

No baking for me this holiday season I am totally in awe of people who bake, especially at this time of the year when my friend Cindy posts her beautiful Christmas cookies on Facebook and Bobbi creates her delicious jam concoctions that I got for Cleo and Elba. Every year, I start Senior with good intentions orner by looking for an easy dessert recipe that even I, who has a black thumb for both gardening and baking, can attempt. This morning, I found a video on Marla YouTube that said Luckhardt “easy and quick.” Since that is my mantra, I started to watch the 6-minute tutorial about this 10-minute, no-bake dessert. After the first 60 seconds watching just the hands of a lady showing how to grind up cookies in a Cuisinart, I was okay since I could dig out my machine, dust it off

and start grinding those biscuits. So far, so good. Then she got out something called cocoa powder and, again, I was OK knowing the grocery store must have that unfamiliar dark powder along with the biscuits that I assume are cookies. Although I briefly pondered why I would grind up perfectly good cookies, I forged on. Will they sell me just 2 tablespoons of that cocoa powder, I wondered? Could I substitute the remaining hot chocolate packet with the tiny dehydrated marshmallows that have been in the pantry since last Christmas? I was now 2 minutes into the video and still not breaking out into a sweat. The next few ingredients were iffy because we don’t drink regular milk in our house, and I struggled with the effects of almond milk versus regular cow juice and if I Can’t Believe It’s Not Butter can go unnoticed replacing sweet butter. The sweat was now starting, the pressure building and my 10-minute project started

to involve an expensive trip to Safeway for parchment paper, whipping cream and another mystery ingredient; mascarpone. It’s been my theory that if I can’t pronounce it, I probably will never use it nor do I really need it! Now those small beads of sweat on my brow were intensifying as I jumped up to see if I had a rolling pin in my drawer of kitchen utensils that have followed me from house to house over the years but have gone unused. Sadly, that was a ‘no’ and I added it to my list of needs. Victory was mine momentarily when I did find the electric beater. But when I looked for the cord, it was nowhere to be found. Feeling extremely defeated, I wanted to reach through the computer screen and grab the hands of that smug lady with her mascarpone-covered gloves and smack her silly. I did a quick tally of the missing ingredients, the utensils and figured out that the easy and quick dessert would cost approximately $300. Knowing my luck when I went to gently roll it off of the parchment paper, the whole thing would break up into little pieces as I tried to garnish it. Did I also need fresh parsley? I can cook. I’m certainly no Wolfgang Puck but I get by. My grandmother and

my mother never measured anything nor did they follow a recipe. Like them, I use my hands and add items by eye. The measuring spoons and cups that I have are also unused, and I seriously doubt that I have ever owned a rolling pin. I called my kitchen expert go-to, Karen, who is the queen of the bakers during the holidays. She not only will be making about 5 different desserts; she knows what mascarpone is. I don’t even have flour! We will be hosting Christmas Eve once again here as we do every year, except, of course, last year. Our home is decorated, and some presents still need to be wrapped but I have my lists of things to do and keep checking items off as they are done. The menu will include three different pasta dishes, my home-made turkey meatballs, a huge chicken Caesar salad and garlic bread. There will be a few appetizers. And as for dessert, I will definitely go to the store for what I need. I’m looking forward to saying hi and Merry Christmas to the lovely staff at the bakery department! Blessings for the season

Editor: Although we as Muslims do not celebrate Christmas or believe in the divinity of Prophet Jesus (peace be upon him), we have the utmost respect and love for him. In fact, Prophet Jesus, or Isa in Arabic, is mentioned 25 times in the Holy Quran, which is more than that of Prophet Muhammad (peace and blessings be on him) is mentioned. Also, a whole chapter of the Holy Quran is dedicated solely to the mother of Jesus, Mary (Maryam in Arabic) and all things pertaining to her life, including the virgin conception. The Holy Quran says, “When the angels said, ‘O Mary, God gives thee glad tidings of a Word from Him; his name shall be the Messiah, Jesus, son of Mary, honored in this world and in the next, and of those who are granted nearness to God” (3:46). Many times when people discuss or think about religion, we automatically focus on the differences. But the truth is, there are far more similarities than there are differences. So this season, I am sending prayers and blessings to everyone, and may we all continue to cultivate a community of diversity and love for one another. Faiza Ahmedt Pittsburg

fashioned family fun, it was a joy to watch the hundreds of young families and community members enjoy a day of games, crafts and activities, shopping, music and food. The ‘Lighting of the Windmill’ was a highlight of the day at sunset when voices joined together to sing a few carols and the lights went on. Thank you to Brentwood Union School District for loan of a scissor-lift, Martin Lindborg of AC Enterprises for his expertise and supervision in its use, and Steve Verduzco for getting the lights on the windmill for this special feature of the day. The windmill will remain lit each evening through January 1. We invite you to take a drive past the museum one evening to view our holiday greeting to you. “It means a lot to us,” Rocky said. McClelland has made personal visits to dozens of families across the country from Oregon to Maryland through 22 Too Many, which relies on donations to operate, according to its website. The most important job for a chaplain is just to listen and be in the word of God every day, McClelland says. So that’s what he tries to do. “These families … they can’t be neglected. Because they’re always going to be hurting,” McClelland said. “Talking and listening, and sometimes praying, hugging. It’s pretty cool to show up and just tell the family that you care.” Families of soldiers who’ve died by suicide do not get a lot help or services unless they actively seek it out from organizations such as 22 Too Many or the Tragedy Assistance Program for Survivors (TAPS), McClelland said. That’s who he tries to reach with the help of 22 Too Many. “I go visit the families that don’t do anything,” he said. McClelland is hesitant to talk about himself. Personal questions are often redirected back to his charitable work or ministry. It’s not that McClelland is shy. Far from it. The 61-year-old Byron native speaks candidly about the joy and pain he’s witnessed along the road traveling the country to support struggling U.S. military veterans and their families. But he finds self promotion to be a distraction from what’s really important. “It can’t be about me. Because I’m just some guy who serves God,” McClelland says. And he credits God with everything he and his organization is able to do. However, McClelland often sprinkles details about his own life into the stories he tells about his work. McClelland graduated from Liberty High School in Brentwood and attended three years of college. He worked as a carpenter for 30 years and now spends much of his time in Sonora, where he’s “heavily involved” in a local church called the Calvary Chapel. And how did he become involved in helping veterans? “I’d like it to be a short story,” McClelland said. After attaining sobriety in 2006 and finding God in Alcoholics Anonymous, McClelland “started dabbling in serving others.” He launched the nonprofit Operation Creekside a few years later and eventually earned his chaplaincy in 2014 through a church in Antioch. Serving others keeps him in good shape, McClelland says. “I’m a recovering alcoholic. And I had to find something to do with that same level of energy, because my level of energy for alcoholism was high,” McClelland said. “After a while, you figure out, ‘Wow, sobriety is pretty cool, serving others is really cool. And even in tough times.’” He sometimes used to wonder if it was just trading one addiction for another. “I’d be packing boxes in the middle of the night, and be asking myself, ’Am I gonna have to go to meetings for this too?” McClelland said with a chuckle. But that

wasn’t the case, he said. “God was showing me something he wanted me to do.” Though he’s never served, McClelland said seven of his uncles were service members around the time of World War II, and he grew up listening to their stories. Two even fought in the Battle of Iwo Jima, he said. One of them was killed in action a short time later, but the other, a Marine, inspired the work McClelland does now. McClelland will help a veteran or their family anyway he can. He travels all over the country for Operation Creekside, 22 Too Many and Joni and Friends, a Christian ministry geared toward those with disabilities that also caters to veterans with post traumatic stress, as well as other injuries, and their families. So McClelland says there is ample opportunity. The work McClelland does includes anything from providing a listening ear to bringing a veteran’s widow firewood to building a tiny home for a homeless vet-

eran. He does clarify that his one-on-one chaplaincy services are usually offered only to men, but will refer women veterans to someone who can provide them similar services. “The reason why I do it all is because I’m able to in this free country. I can mail the care packs, I can go visit the families, I can go serve at events — all on the same trip — because we live in a free country,” McClelland said. “We can do that because of what our military does for us. And because of what our veterans have always done for us.” Then there are the care packages McClelland helps to fill and send to service members. One is Travis Lang. Lang said he could always tell when McClelland had stocked his care package. The 44-year-old Army veteran and McClelland are both diabetic. “When I was in Arkansas or Nebraska, he sent me care packs,” Lang said. ”I knew when he packed it ‘cause I could eat

half of it. If somebody else packed it, I was giving it all away.” Lang grew up in Illinois and served three years in Iraq. He’s lived in several other states since leaving the military, including Arkansas, Nebraska and Texas. McClelland and Lang were introduced by a mutual friend a couple of years ago. When the COVID-19 pandemic hit he couldn’t get into the Department of Veterans Affairs to see a therapist, Lang said. “I just needed somebody to talk to,” Lang said. ”He’ll talk to you all night, if you want.” After what both men described as a bad living situation, McClelland helped Lang, who had become homeless, move out to California in April from Nebraska. Lang spent a few months at what he called ”a homeless village for veterans” before moving into a studio on McClelland’s Brentwood property in July with his service dog Autumn. Both McClelland’s 23-year-old son and childhood best friend, a Navy veteran, also live on the property. Lang couldn’t pinpoint exactly how McClelland was able to make such a meaningful connection with him. “It was him,” Lang said. ”It was just something about Ed that made me want to open up more and trust him.” McClelland, who describes himself as “a grateful citizen,” says the invisible wall between the military and civilians is a myth. That wall can be broken down, he said, so long as you use love and not force. “I break through it all the time,” McClelland said. “It’s important because there are more civilians than there are vets. We need each other.”

Chaplain’s Operation Creekside sends care packages to veterans Ed McClelland, a chaplain in Brentwood, founded Operation Creekside in 2009. He serves as the nonprofit’s director and outreach liaison. The organization also has a small board of directors and 12 people who regularly help assemble care packages throughout the year for service members and veterans. About 15,000 boxes are sent across the U.S. and to those deployed in countries such as Iraq, Afghanistan, Japan, Kuwait and South Korea. The packs contain dry, packaged food and treats that won’t spoil and can survive the shipping process, such as granola bars, nuts and beef jerky. Sometimes the packages contain special gifts, such as letters, homemade pillow cases with decorative embroidery, and even a guitar. “Focusing on the box count would make it about us,” McClelland said. “It’s about the care pack getting delivered at the right time to encourage a soldier.” Operation Creekside relies on community donations and support from local businesses, McClelland said. And it’s not just about funding what goes inside the packages. Each box also costs about $21 in postage to send, he said. Brentwood NAPA Auto Parts co-owner Linda Wilson says she was skeptical when McClelland first approached her nine years ago about hosting a packing event for Operation Creekside. “I said, ‘Ed, my guys could use a pack,” Wilson said of those who worked for her. “I mean, we don’t make that kind of money.” But Wilson said they eventually decided to give it a go and the event ended up being a success.

“We put out, I think, about 85 packs that night,” she said, explaining the community really did their part when it came to donations. But what sealed the deal for her was a thank-you email she received Christmas Eve that first year from a troop stationed in Afghanistan. It’s been a Christmas tradition ever since. “I think the highest amount (of packages) we ever got out was 420 in one night,” Wilson said. Willson says McClelland just has a love for veterans. “He takes care of them. He takes phone calls in the middle of the night. He goes and sees them. He takes the benches to the parents,” she said. “That’s just his ministry.” Operation Creekside will ship a care package to anyone service member or vet that needs one, McClelland says. And he always keeps a few with him just in case. ”I’ve probably mailed care packs from more post offices than anybody in the country,” he said. “I’ve mailed them across the nation. And it’s fun. Sometimes, it’s boring. Other times, I’ve had the clerks cry.” McClelland will even personalize a pack if he can, such as the Cap’n Crunch’s Blueberry Pancake Crunch mix he included in a box to a veteran in Tennessee as a treat for the man’s children. But even when he can’t, McClelland said it’s still “pretty cool” and encouraging to get something in the mail from someone you don’t know. “Everybody needs some kind of encouragement. Everybody needs value,” he says.

tential cause of the increase in delinquent activity due to the schools being closed and more people at home with time on their hands. As a result of the rise in activity, the City Council has added the parking garage to their recent strategic plan for the 2022-’23 period. The Council intends to explore different ways to curb unwanted behaviors in the structure. While most items in the strategic plan will not be put into motion before May of 2022, the Council plans to address the parking garage sooner, City Manager Tim Ogden stated in an email. “There are so many components to the issue,” said Councilwoman Susannah Meyer, who brought the issue for further discussion at the City Council meeting

on Nov. 16 after receiving over a dozen letters about the parking garage from concerned residents such as Holmes. All of the letters outline concerns and provide examples of incidents in the parking structure, but only a few suggest possible solutions. “What can be done to help make the City parking garage safe for LHS and the community,” wrote Brentwood resident Eli Swansberg-Kerns. “An overwhelming enforcement of laws would send a message that there are repercussions and thus spread the word to some that the area is no longer a great place to cause mayhem.” A Brentwood police spokesman believes the longterm solution is a three-pronged one that involves the city, the police and the community. For its part, the police department has enacted measures such as making

the parking structure part of officers’ patrol. The department has also installed signage that limits the hours of operation for the structure in an effort to reduce loitering late at night and surveillance cameras. Other possible preventive measures include installing a gate to the entrance of the structure. Solutions for the parking garage issues are a top priority, according to Meyer, and will remain a topic of discussion at City Council meetings. The city’s strategic plan, which will include potential actions to take toward fixing the issues, is due to be brought before the Council in February for approval. more natural mechanism for doing this,” Fateman said. “That is restoring wetlands and having drainage flow naturally across the landscape, and while doing that, provide (wildlife) habitat.” Purchased from the Nunn family for $6.1 million, the ECCCHC provided about 90% of the cost using funds obtained through state and federal land conservation grants. The EBRPD provided the remaining 10%. The Nunn family leased the property back after the sale and continued to irrigate and farm the land, which is classified as low-grade agricultural land. Their lease expires at the end of the year and was not renewed, though Fateman said they had the opportunity to do so. With the expiration of the lease, the land will transition from irrigated agricultural use to grazing. Because the plot is already relatively flat and above sea level, the construction effort required is relatively small as wetland restoration projects go. “I don’t envision this as a two-year nonstop project at all,” Fateman explained. “My hope would be that we can do the work in one construction season, possibly two, which would be from July through October. All of that is still being worked out. We don’t have a final design. We don’t have final plans. We’re still working through that process.” While the project initially received support from the Knightsen Town Community Services District (KTCSD), the district later withdrew its endorsement of the project. In an interview, Trish Bello-Kunkel, KTCSD chairperson, cited concerns that it could increase the risk of flooding on properties adjacent to the project, potentially degrading wells and

septic systems. She added that farmers are concerned that an increased presence of threatened or endangered wildlife species in the area could interfere with established farming operations. In a letter dated Feb. 13, 2020, Bello-Kunkel wrote to the Contra Costa County Board of Supervisors advising them of the district’s revised position and asking the supervisors to also withdraw their support, a move the supervi-

sors did not take. “We do not believe the proposed project benefits the Knightsen community with regard to flood control and drainage,” wrote Bello-Kunkel. “In fact, the proposed project may increase the flood hazard for many Knightsen residents. Therefore, any assertion that the proposed project provides multi-benefits with regard to drainage and flood control is highly questionable at best.”

A project timeline presented at a Nov. 9 community meeting projected the project’s final design and permitting would be complete in 2023 and that construction would start in 2025, though Fateman stressed that those dates are not yet firm. In the meantime, the EBRPD continues to manage the property. “As the project is implemented by the East Contra Costa County Habitat Conservancy, we’ll continue to be responsible for operations, public safety and that sort of stuff,” said Brian Holt with the EBRPD. “Plans for public access aren’t part of this project right now. Our role right now is that we’re the landowner and we’ll provide on-the-ground operation of the property.” Fateman expects that there will be four more public meetings in 2022 to continue to gather community input on the project. The dates for those meetings have not yet been determined. “Anytime there is an opportunity to restore and protect local habitat for future generations, it is a great thing,” said Joel Bryant, mayor of the City of Brentwood and vice chair of the ECCCHC Governing Board. “This project does just that.
