During the 2015-16 program year, the pace of change in workforce never slowed — driven by anticipated shifts in unemployment rate, labor force, funding and the first full year of the implementation of the new Workforce Innovation and Opportunity Act (WIOA). Once again, our community partners, board members and forward thinking staff, faced the challenge of transforming Career Source Brevard’s (CSB) programs and services to meet the needs and behaviors of its businesses and career seekers. As a guiding principle of CSB, we serve career seekers by focusing on the needs of business. This principle is based on business being our primary customer. In this way, career seekers are identified, trained, selected, and matched to meet the evolving needs of Brevard’s economy. Our response to change kept CSB at the forefront of its industry by further identifying workforce trends and increasing our delivery of customized services to our employers. To serve career seekers, CSB continued to support a pipeline of valuable talent — career changers, returning veterans, family members of active duty military, dislocated, disabled and mature workers

This was a year of opening doors to new sources of talent and doors to improving the skills of the workforce we have locally. CSB continues to build upon its philosophy of collaboration and partnering, bringing relevant stakeholders together for strategic conversations to best anticipate industry trends and shifts, and specific needs of employers and career seekers. And last but not least, on behalf of the board of directors, we look forward to continuing CSB’s long tradition of excellent leadership with our newly appointed president, Ms. Marci Murphy. Marci brings a wealth of knowledge and wisdom that will keep us at the forefront of providing cutting edge services for all our customers. CSB is a strong and vibrant organization, known for the valuable contribution it makes to Brevard's economy and the well-being of its citizens. All citizens should be proud to have such a strong organization focused on serving the community. I welcome you to our year in review.

BUSINESS TO JOBS As our economy evolved, CareerSource Brevard paid very close attention to Brevard’s businesses and their workforce needs, identified emerging trends and designed and implemented relevant programs and services required to meet those needs. One of CSB’s most valuable business services are its recruiting events and job fairs, beneficial to both employers and career seekers. Through ongoing collaboration with its community partners, CSB continued to offer business learning events to Brevard’s employers, both large and small, in an effort to share relevant information that supports their growth. Event topics included: Family Medical Leave Act Updates, Employment Law, Office of Federal Contract Compliance Programs (OFCCP), Conflict Resolutions, and Millennials in the Workplace. CareerSource Brevard will continue to focus on serving Brevard’s businesses with high quality, integrated, customized services to meet their ever-changing workforce support, talent attraction, and talent retention needs.

The On-The-Job Training (OJT) program enabled employers to hire and train new employees at their place of business, while being reimbursed up to 50% of their new hire’s wages during the specified training period.

We get candidates that typically have no background in composite manufacturing, so we look for transferable skills. Then with the OJT program through CareerSource Brevard, we are able train them our way. One third of our current workforce came through the OJT program. GRANT-FUNDED PROGRAMS CSB has a track record of effectively administrating grant-funded programs in an effort to develop a solid pipeline of skilled talent.

AIM PROGRAM

CSB has embraced a sector strategy approach to performing the business of workforce. This approach convenes high need, high growth industries and facilitates discussions identifying their workforce needs now and in the future. Building sustainable talent was and continues to be, its primary goal. The Advancing in Manufacturing (AIM) Sector Strategy grant program achieved major gains this year by identifying critical skills gaps, which led a strategy to create a manufacturing talent pipeline in Brevard. Support was given to Brevard Public Schools and Eastern Florida State College to secure funding for their manufacturing skills training initiatives and to share committee recommendations identifying training gaps in current curriculum. CSB’s development of new and existing partnerships: Economic Development Commission of Florida’s Space Coast (EDC), Manufacturing Association of Florida’s Space Coast (MASC), Pastors Community Alliance, Brevard Public Schools, and Eastern Florida State College are actively engaging in AIM subcommittees, making this sustainable strategy possible.

GRANT-FUNDED PROGRAMS The Job Driven-Career Development (JDCD) grant afforded CSB the opportunity to collaborate with its CareerSource partners in Flagler Volusia and Alachua Bradford to serve the long term unemployed quickly and efficiently.

In its second year, the program was redesigned to serve not just the long term unemployed residents of Brevard but all eligible residents who have become unemployed. With one more year remaining in the grant, CSB is poised to meet and exceed the grant’s goals.

The AARP Back to Work, 50+ Women’s Economic Stability Incentive grant program in partnership with Eastern Florida State College, served primarily women who are either underemployed or unemployed.

MILITARY PROGRAMS Veterans deserve priority of service. In the last program year, veterans and transitioning service members received individualized staff-assisted services resulting in an increase of employment over last year for this very deserving talent pool. CareerSource Brevard provides a Military Family Employment Advocacy (MFEA) program to family members of active military personnel. The CSB program advocate provides career assistance from resume writing and interview preparation to connections with local employers and more. Additionally, the advocate educates local employers on the skill sets of active military family members and the benefits of hiring this talent pool.

YOUNG ADULT PROGRAMS 2015 ushered in the Workforce Innovation and Opportunity Act, with changes on how CareerSource Brevard’s NextGen program could assist young adults.

NEXTGEN PROGRAM

Now, young career seekers through the age of twenty-four, especially those who are out-of-school, could receive employer-based training. The result enabled NextGen to provide more direct connections to employment for young adults entering the workforce than before. To prepare for this step, 158 teens and young adults received employment preparation services through the Dynamic Futures program, a four-day, education and career preparation program. The program helped participants identify interests, create employment plans, complete academic and occupational assessments, improve their job search skills, and learn about workplace culture and how to make the right impression while on the job. Thirty-one different employers offered work experiences to NexGen participants, making it possible for these young adults to be placed in a worksite best suited to their goals and interests.

YOUNG ADULT PROGRAMS For the third year, the Juniors to Jobs program, in partnership with the City of Palm Bay, continued to provide a valuable work experience for incoming senior students in Palm Bay’s high schools. The week-long program provided work readiness training that highlighted career exploration and skills training activities, and culminated in a five-week paid internship with local employers. For the first year, CareerSource Brevard partnered with the City of Cocoa to launch Cocoa Works, a summer youth employment program for incoming junior and senior students in Cocoa’s high schools. The week-long program provided valuable work experience and work readiness training that highlighted career exploration and skills training activities. All students experienced a five-week internship within various departments of the City of Cocoa.

During my summer internship, I was exposed to almost every department of the police force. I watched and helped Crime Scene Techs analyze crime scenes, watched detectives conduct interviews, participated in ride-alongs with officers, and went to warrant servings.
