is the 2020 Facility of the Year
Brian Dygert WestWorld General Manager with Jennifer Bexley, Chairman of the Board Of Directors for the League of Agricultural & Equine Centers
The League of Agricultural & Equine Centers (LAEC) presented WestWorld of Scottsdale with the 2020 Facility of the Year Award at its annual symposium.
WestWorld General Manager Brian Dygert was onhand at The League Symposium to accept the award on behalf of his facility. “To be recognized by your peers is big,” Dygert commented. “I am proud to be a part of a facility, which has been recognized at the national level.” Dygert has served as the General Manager of WestWorld for 12 years and he has been involved with the League since its inception 22 years ago. “My career is built upon my lifestyle and passion,” he said. “I grew up riding Quarter Horses and doing reining. I still have my horse in my backyard, and hopefully always will. I’ve worn a lot of hats, which has given me a broad understanding of facility management. I’ve been a trainer, breeder, youth rider, competitor, and event producer. I’ve also held organizational roles and been involved with the governance of the equestrian sport.” Receiving the Facility of the Year Award while in North Carolina was especially meaningful for Dygert who grew his roots there. “I helped build the Senator Bob Martin Eastern Ag. Center in Williamson when I was younger,” Dygert said. “This is a proud, fullcircle moment right now to be back in North Carolina accepting this award. I helped found The League over 20 years ago and today I stay involved even though I am no longer part of the board.” 12
“This feels so purposeful and makes all of our hard work even more worthwhile.” Dygert credits his core team at WestWorld for their relentless dedication to the facility as well as city elected continues to invest capital in our facility because they understand how it drives the tourism industry.” The 386-acre facility, located at the base of the McDowell Mountains, brings nearly one million people to the city of Scottsdale on an annual basis. “In 2019, there were over 900 thousand people who came through our facility,” Dygert said. “We hosted 112 events spread across 52 weeks. Our arena is climate controlled, which allows us to have events all-year regardless of weather. We are also in a unique location that understands the tourism industry.”The facility encompasses the ability to entertain nearly any event from ‘A’-rated horse shows to auto auctions, and even concerts. Highlighted events at WestWorld include the Barrett-Jackson Collector Car Auction, Arizona Quarter Horse Association Shows, Scottsdale Arabian Horse Show, International Motorcycle Show, Good Guys Car Show, and the International Sportsmen's Expo. WestWorld is eager to continue innovating into the future. “We always want to do more,” Dygert added. “Over the 35-year existence of the facility, it has always tried to stay current and relevant in an ever-changing industry, which I believe has made it successful. The next improvement we are looking into is with our technology. We hope to improve our lighting system and fiberoptic data network to create seamless live streaming during events.”The League looks forward to seeing what the future brings for WestWorld, and the industry as whole.

What is Teff Grass and What Makes it Different from other Forages?
Teff’s origin is thought to be Ethiopia, where it emerged as a grain crop for human consumption sometime between 4000 B.C. and 1000 B.C. Teff in the USA is grown primarily as a forage crop for livestock, is adaptable and it can grow in various environments. It is a fine stemmed, fast growing, high yielding, summer annual grass. But what really makes Teff Grass unique and exciting is its nutrient content. Teff is a “C4 Warm Season”

grass with a moderate protein and calorie content, but with a low sugar/starch content.
Teff is an ideal forage and hay crop due to several factors – Palatability - Teff is fine stemmed, leafy and “soft” which is very palatable to horses. Low Sugar Solution - The high fiber, low sugar and starch content make this a rescue feed for horses suffering from many, and some debilitating, disease conditions. Anti-Nutritional Factors - Teff does not have the anti-nutritional compounds like nitrate toxicity and prussic acid that sometimes occur in other grasses (Ketema, 1997, Ketema, et al., 1993). Fast Growth - Under ideal growing temperatures and moisture, Teff germinates quickly and is ready for early harvest in 45

Bob Avila has called the American Quarter Horse his obsession for over 35 years. That obsession has led Bob to accomplish a record that most simply marvel at. Bob was born in Northern California, and from the beginning his love of horses was inevitable. Both of his parents, Don and Pat seemed to instill the devotion to the horse and showing horses, which continues today. Bob will be inducted into the prestigious AQHA Hall of Fame later this year. He has accumulated over 37 World Champion or Reserve World Champion titles in events ranging from performance to halter. Acknowledged by his peers as one of the most versatile and accomplished horsemen, he is the recipient of the first AQHA Professional Horseman award and he has captured the prestigious title of Worlds Greatest Horseman twice! Bob has won in excess of 1.7 million dollars! In addition to being inducted to the National Reined Cow Horse Hall of Fame. He is one of only two horsemen to have won both the $100,000.00 NRCHA Futurity and the 24
trainer’s, trainer. He has several young apprentices working for him at all times, learning and studying not only his remarkable horse training abilities, but his business practices that he is so well respected for in the industry today. Horseman of the Year—Craig Schmersal A staple in the industry since competing as a youth member, Craig Schmersal hasn’t missed the NRHA Futurity finals since 1997. His most recent major win came when he was crowned the 2019 Run for a Million co-champion. The NRHA Four Million Dollar rider not only specializes in training, showing, and selling futurity and derby horses, but also breeds prospects that regularly become champions in the arena. He's trained and shown multiple NRHA Futurity and Derby winners, including winning the 2017 NRHA Futurity on his homegrown mare Face Becky Hanson Horsewoman of the Year—Abby Mixon To date, she’s earned more than $391,480 in NRHA Lifetime Earnings and has competed and been a finalist at major events including the NRHA Futurity and NRHA Derby. In 2019, she brought three horses to the NRHA Futurity, making the NRHA Level 4 Open Semifinals on all three and advancing two of them to the NRHA Level 3 Open Futurity Finals. As a top-level female professional, Mixon strives to create more opportunities for women with a desire to compete in the reining industry and promote the sport in any way she can. Non Pro Coach of the Year—Jared Leclair Jared Leclair began working for Steve Simon at Quarter Mount Farm, home of NRHA Million Dollar Sire Custom Crome, in Paxton, Massachusetts, in 2003. After a year of gaining valuable experience, Leclair was offered an assistant trainer position with NRHA Three Million Dollar Rider, Million Dollar Owner, and Hall of Famer Tim McQuay in Tioga, Texas. Youth Coach of the Year—Mark Guynn Guynn actively participates in the Rocky Mountain Quarter Horse Association and is deeply involved in their youth program. Guynn is a past president of the Rocky Mountain Reining Horse Association and remains an active member in his local affiliate. He holds AQHA, NRHA, and NRCHA judge’s cards. Up-and-Coming Professional of the Year—Cade McCutcheon McCutcheon became the youngest U.S. athlete to represent reining at the World Equestrian Games (WEG) on the 2018 U.S. Reining team. McCutcheon helped Team USA clinch the gold during WEG by marking a 229 on Custom Made Gun. The score remained untouched by fellow NRHA Professionals, solidifying McCutcheon’s plan to join his teammates as an NRHA Professional the following year. 34

The 2020 Augusta Futurity concluded on Saturday, January 25, with the Open Futurity, where Kinky Bootz, owned and bred by Glenn Drake, Napa, Calif., scored 226 points to carry NCHA Hall of Fame Rider Austin Shepard to his sixth Augusta 4-Year-Old Futurity win. On the heels of his 5/6-YearOld win aboard Dual Reyish, on Friday night, the 2020 Futurity win also gives Shepard his second

In this fastgrowing area the lack of long term planning has created problems which not only affect the quality of life for residents but their safety as well.
Without any reasonable planning for the growth in the area, a lack of commercially zoned properties forced many service providers and horse ranches to operate out of residentially zoned properties. Over time it has become commonplace to see non-conforming use of properties in the RVF community and today there are likely a hundred or more of technically nonconforming uses. The wounded were crying out for water. “Finally Captain Benteen called for volunteers. I think there were 17 of us altogether who stepped forward. He detailed four of us from it who were extra good marksmen to take up an exposed position on the brow of the hill, facing the river. We were to stand up and not only draw the fire of the Indians below, but we were to pump as much lead as we could into the bushes where the Indians were hiding, while the water party hurried down to the draw, got their buckets and pots and canteens filled, and then made their way back.” —Charlie Windolph
The Mysterious Sniper on Sharpshooter Ridge One amazing aspect of the deadly snipers raining bullets on the exposed troopers on Reno Hill is that some of them were 900 to 1,000 yards away. This is far beyond the range of most of the weaponry in use by the Indians that day. It was a commonly held belief by most of the troopers that the Indians were not good shots and all sorts of explanations were floated to explain the deadly accuracy of someone shooting from Sharpshooter Ridge. More than likely, it was several Indians who did all the damage. However, after the battle, a dead white man was found in a burial tree near the village, dressed in full Indian regalia, and some have speculated a renegade Anglo was the deadly shooter.

Just to put all of this in perspective, a Winchester has about a 200-yard range (for accuracy), while a Springfield has about a 600-yard range, and Windolph’s narrative mentions a bluff where the Indians are firing from approximately 900 yards away. That is nine football fields away! After the fires of several years ago, researchers were able to locate where the snipers were shooting from and what kind of weapons they were using. One researcher found the main Indian position to the east of Reno Hill about 800 yards from the troopers. He found about 200 45/55 casings and about 76 .44 Henry/Winchester casings. (The archeological survey of 1989 discovered that the warriors had taken the carbines from the Custer dead, and turned them against Reno’s battalion.) According to Michael Donahue, “that last number is crazy as the distance is about 800 yards. They must have been pointing them high into the sky hoping they would drop onto the soldiers.” In fact, many of them did.

What to Wear in Ranch Horse Classes
Tips on tack, equipment and attire to read before you head into a ranch horse class.
By Abigail Boatwright for The American Quarter Horse Journal AQHA’s ranch horse classes – ranch riding, Versatility Ranch Horse and Ranching Heritage Challenges – are fast becoming popular with horse people. Whether you’re straight off the ranch or just itching to return to a less-blingified show atmosphere, the unfussy tack and attire that personifies the working rancher is still very much the standard for these classes. If you’re wanting to make a sharp picture with your horse and aren’t sure what that looks like, we’ve gathered opinions from experts in ranch-horse competition to help you prepare to hit the show pen. Attire and tack may vary regionally, but each rider holds to the same standard. Think Versatile: Ranch horse classes call for a variety of tasks and require tack that can support the task. Search for tack that supports reining, roping and cow work. Comfort and Fit: Don’t sacrifice fit for style. A working horse needs equipment that works with them and not against them. When tack fits your horse and you, you can focus on more important matters like the class at hand. What’s great about the ranch horse classes is the opportunity for riders to bring their regional background to the show pen.
Wyoming tend to wear warmer attire, like vests and wild rags, to withstand colder temperatures. Riders from the Southwest lean toward the “buckaroo look," such as flat, wide-brimmed hats over traditional cowboy hat shapes.. Workable and Sensible: Choose clothing that would still make sense on the ranch. The idea of this class is to celebrate the working ranch horse, so your attire should support and be functional of the tasks you would encounter doing real ranch work. Fun Touches: Don’t be afraid of fun prints or bright colors! More riders can be seen differentiating themselves with subtle details such as a classy, tailored shirt with special details like accented cuffs or a pattern. Cohesive Package: Your horse’s and your own attire is one complete package in a class. Make sure your hat, shirt, chaps, jeans, saddle blanket and even your horse’s coat color work well together and aren’t distracting from the tasks at hand.
Trends to Avoid
Show saddles with silver: It contradicts the spirit of the discipline and is too distracting. Discipline-specific saddles: Saddles that are not versatile enough can hinder you and your horse’s ability. For example, a reining saddle is usually too showy, and you have a high chance of getting pitched out of the saddle with a flatter seat and lower swells. Over-matching: Coordination is good, but matching your shirt to your saddle pad exactly can come off as “too showy.”

Regional Differences:
Riders in the West wear chinks more. Riders from parts of Texas are more likely to wear batwing or shotgun chaps as protection from brush. Riders from Montana and 64

Corey Cushing Elected for Board in NRCHA Elections The National Reined Cow Horse Association membership has elected four representatives to the NRCHA board of directors. Paul Bailey, Todd Bergen, Diane Edwards and Jon Roeser will volunteer their time and knowledge to serve on NRCHA's governing body.

Paul Bailey, Sparta, Tennessee, has served on the NRCHA board for seven years, serving as the association's vice president. NRCHA Two Million Dollar Rider Todd Bergen will be returning to the board. Bergen has previously served as president and is currently the co-chairperson of the show committee. NRCHA Hall of Fame member Jon Roeser, Kuna, Idaho,

has devoted his professional career to the growth, integrity and success of the organization. NRCHA non pro committee chairperson Diane Edwards, Maple Valley, Washington, was also re-elected. Positions that will remain in office for 2020: Dr. Joe Carter, Todd Crawford, Corey Cushing, Amanda Gardiner, Boyd Rice, Dan Roeser, Jake Telford and Cayley Wilson. The board of directors consists of 12 elected and appointed members. The NRCHA board of directors will meet in Fort Worth, Texas, before the start of the Celebration of Champions, to elect officers (President, Vice President, Secretary, Treasurer) and Executive Committee members. At the conclusion of officer elections, the new president may appoint up to four additional board members they feel would best represent the general membership and uphold the goals and values of the association. Following the February board meeting, a complete list of officers will be available at NRCHA.com. 2020 NRCHA Rule Book Members should take notice of the new classes and rule changes in the 2020 NRCHA rule book. The membership is encourage to read and review the rule book on a regular basis. Below notes the important changes for the 2020 show season. Non pro status surrender / inquires / revocation / disciplinary action protocol has been updated. See rules 2.5 - 2.5.4 on page 20. Beginning Fence Work is an approved NRCHA class. See class rules 3.12 - 3.12.5 on pages 25 and 26. See judging rules 19.6 19.6.6.5 on pages 82 and 83. Youth Bridle is now a youth fence class. Age-appropriate equipment is acceptable. See rule 3.7.3 on page 23. Horse substitution in a horse show class after the draw is now an option. See rule 9.8 on page 38. Show approval fees are now retained by the NRCHA.

Border Patrol Horse with longest record of service retires
After nearly seven years of U.S. government service, former wild mustang Bob, age 10, is settling into a well-deserved retirement at the Cleveland Amory Black Beauty Ranch.
In 2011, Bob was adopted by the U.S. Border Patrol to work as part of the mounted patrol. Prior, he had been gathered from a herd management area by the Bureau of Land Management and entered a program with the Kansas Department of Corrections that helps train and adopt mustangs. He was placed at the Hutchinson Correctional Facility in Kansas where inmates trained him prior to his adoption by the government. According to U.S. officials, Bob holds the record for the longest active service for a U.S. Border Patrol horse. His records note that he was known as “dependable and safe,” often paired with the newest agents because he was so easy to work with. This exceptional horse never needed a medical or behavioral break. He routinely served at busy border crossings amongst crowds and cars and he made several public appearances with agents. Noelle Almrud, director of the Cleveland Amory Black Beauty Ranch, said, “We are honored to provide a home where Bob can live out his retirement grazing on hundreds of acres, enjoying sunshine on his back, roaming with a herd, running and kicking up his heels. Since he was accustomed to humans in his work, our devoted caregivers are more than happy to give him all of the attention – and treats – that he desires and deserves.” Almrud believes that Bob is the first retired government horse resident in the 40-year history of the Cleveland Amory Black Beauty Ranch, operated by the Fund For Animals, an affiliate of the Humane Society of the United States. Racehorse safety focus of California bill
Reforms call for improved veterinary exams prior to races after 37 horses died at Santa Anita Park last year
Following almost 40 deaths of racehorses in California, new legislation has been launched to improve equine veterinary care at racetracks across the state. Introduced by Senator Bill Dodd, Bill 800 builds on reforms adopted last year, which were prompted after 37 horses died at Santa Anita Park in Arcadia, Calif. Under that legislation (Bill 469), which was introduced by Dodd and signed by California’s governor, Gavin Newsom, the California Horse Racing Board (CHRB) is permitted to suspend racing at tracks where dangerous conditions exist.

Bill 800 adds to these reforms and includes implementing improved veterinary medical review of horses prior to races, along with increased transparency in drug-testing the animals.
“We must do everything we can to put safety first and stop unacceptable horse deaths,” Dodd says. “We must ensure track conditions are right and horses are fit before they hit the starting gate so we aren’t jeopardizing them and their jockeys.” CHRB launched an investigation into Santa Anita Park following the passage of Bill 469 and is expected to release its findings later this month. Since the start of racing this year, two more horses have died at the racetrack. Dodd chairs the Senate Governmental Organization Committee, which sets policy for the horse-racing industry in California.

Bull rider Sage Kimzey keeps setting goals and accomplishing them. The Strong City, Okla., cowboy is fresh off winning his sixth consecutive world championship at the Wrangler National Finals Rodeo at the Thomas & Mack Center in Las Vegas, Dec. 14. And, Kimzey loves the fact that he remains on his PRCA bull riding throne. “It’s pretty great,” Kimzey said. “There’s no other word I can put to it. It’s just special.” Kimzey finished the season with a PRCA bull riding record $480,797, breaking his record of $436,479 in 2017. Kimzey also won the average with 709 points on eight head. “Vegas can be such a blur just because all the stuff that’s going on,” Kimzey said. “There’s definitely been some reminiscing going on, and this year (2019) was nothing short of spectacular for me.” Kimzey tied Jim Shoulders’ PRCA record for consecutive bull riding world championships at six. Shoulders won seven career 86

total bull riding titles and six in a row from 1954-59. Don Gay holds the PRCA bull riding record with eight world championships, won in 1974-77, 1979-81 and 1984. “My goal since I started is to win the most PRCA bull riding world championships, and that definitely hasn’t changed,” Kimzey said. Outside of his world championship and average gold buckles, Kimzey said he will remember his 2019 Wrangler NFR because of his Round 8 performance. Kimzey wowed the sellout crown by winning the round with a 94-point ride on Powder River Rodeo’s SweetPro’s Bruiser. SweetPro’s Bruiser was voted bull of the night for Round 8. Bruiser was also the 2017 PRCA Bull of the Year and was second in 2018. Bruiser also was top bull of the NFR in 2015 and 2017, and again voted top bull of the 2019 Wrangler NFR. “The Bruiser ride is definitely one I will never forget,” Kimzey said. “That ride is No. 1 for me in my career. That was my highest score ever, and I think Bruiser is one of the greatest bulls of all time. To have that happen at the NFR is No. 1 on my list for sure in all categories.” Despite Kimzey’s amazing success in 2019, he’s already ready to turn the page for the 2020

The National Reined Cow Horse Association (NRCHA) has started its search for a new executive director. The position at the Pilot Point, Texasbased organization was previously filled by Jay Winborn, who announced his resignation in late 2019. The new NRCHA executive director will work directly with the association’s board of directors to further develop and implement the group’s vision, promote and grow membership, as well as oversee the day-to-day operation of the organization. BLM approves New Recreational
Shooting Sports Project in Phoenix Area
PHOENIX – The Bureau of Land Management’s (BLM) Phoenix District has published a Final Environmental Assessment (EA) and Decision Record approving the Recreational Shooting Sports Project, clearing the way for the construction and operation of five recreational shooting sites to be built on public lands near the Phoenix metro area. The sites will provide active management, enhanced access and increased safety for shooting sports enthusiasts and other public land users near one of the most populated metro areas in the nation. “Recognizing that recreational shooting is one of the most exciting and rapidly growing pastimes in America, this plan is a creative and proactive model to increase safe and accessible opportunities for the sporting public,” said Casey Hammond, Acting Assistant Secretary of the Interior for Land and Minerals Management. “We’re proud to provide this new, innovative direction to welcome all Americans to enjoy recreational shooting on public lands.” “Under the BLM’s multiple-use mission, we work to strike a balance in land use and resource management,” said BLM Deputy Director for Policy and Programs William Perry Pendley. “Phoenix is one of the most populated and fastest growing metro areas in the nation. This growth has spurred increased demand for recreation access on adjacent public lands. We listened to feedback from Valley residents and the shooting sports community while developing this project, which provides active management options to enhance recreation access and safety for all public land users.” A 2018 report from the National Shooting Sports Foundation found a 28% increase in target shooting participation since 2001 and an 80%
increase among women and girls. More people participate in target shooting than play tennis, soccer or baseball, according to the report. Based on environmental analysis and public input received through the planning process, the BLM determined there would be no significant impacts associated with the construction, maintenance and operation of the five sites. These sites—Baldy Mountain, Church Camp Road, and Saddleback Mountain sites in North Phoenix; Narramore Road site in West Phoenix; and Box Canyon site near Maricopa—were selected because they are located in easily accessible areas and have minimal conflicts with other recreation activities and land uses, or natural and cultural resources.
Construction of the first site, Baldy Mountain, is anticipated to begin this spring. The BLM will complete plans addressing operations, safety, environmental stewardship and monitoring at the sites prior to construction. The project is consistent with Secretary’s Order 3356, to enhance conservation stewardship and increase outdoor recreation opportunities for all Americans and the John D. Dingell Jr. Conservation, Management, and Recreation Act signed by President Trump on March 12, 2019. Several documents associated with this project, including maps of the five shooting sports sites, are available online at the BLM’s ePlanning website at https://go.usa.gov/xmfVv. During the planning process, the BLM held a 15-day public comment period and received 23 comments to consider. A summary of those comments is also available at the ePlanning website. This project will not change existing dispersed recreational shooting access, with approximately 97 percent of BLM-managed public lands in Arizona remaining open to shooting sports. This effort will also not affect licensed hunting on public lands.

USDA Invests $1.6 Million in Broadband for Rural Arizona Communities
GOLDEN VALLEY, Ariz., Jan. 29, 2020 – Today, U.S. Department of Agriculture (USDA) Rural Development Arizona State Director Jack R. Smith announced USDA has invested $1.6 million in a high-speed broadband infrastructure project that will create or improve rural e-Connectivity for 1,492 rural households, 27 pre-subscribed businesses, six educational facilities, four pre-subscribed farms, three critical community facilities and a health care center. This is one of many funding announcements in the first round of USDA’s ReConnect Pilot Program investments.
“Through USDA’s ReConnect Program, more than 1,400 Arizonians living in rural communities will get access to the latest broadband technology that will connect them to opportunities in education, health care and economic development,” Smith said. “Under the leadership of President Trump and Agriculture Secretary Perdue, USDA is committed to this strong partnership with rural communities in deploying this critical infrastructure, because we know when rural America thrives, all of America thrives.” Wecom Inc. will use a $1.6 million ReConnect Pilot Program grant to construct a Fiber-to-the-Premises (FTTP) and hybrid Fiber-to-theNode (FTTN) fixed wireless system that is expected to connect 1,492 households in Peach Springs, many belonging to members of the Hualapai Tribe, and the surrounding area to high-speed internet.

Fort Worth, Texas—A new era of rodeo began Friday, January 24 at the Fort Worth Stock Show & Rodeo (FWSSR) with the inaugural performance of the FWSSR ProRodeo Tournament at the brand new Dickies Arena. The event features 56 of the top rodeo athletes in North America competing for more than $1 million in prize money in eight events with the finals slated for February 8. Two-time World Champion barrel racer Brittany Pozzi Tonozzi dominated bracket No. 3 to easily advance to the semifinals. Pozzi Tonozzi of Lampasas, Texas, won the first round in a blistering time of 16.42 and returned the following night to post a 16.49. She pocketed $3,520 after two runs. Megan Champion of Ukiah, California, will join Pozzi Tonozzi in the semifinals after finishing

BLM and Forest Service Grazing Fees for 2020
Washington, D.C. – The Federal grazing fee for 2020 will be $1.35 per animal unit month (AUM) for public lands administered by the Bureau of Land Management and $1.35 per head month (HM) for lands managed by the USDA Forest Service. The 2019 public land grazing fee was $1.35.
of an Environmental Impact Statement to consider proposed revisions to its grazing regulations, with the goal of updating, modernizing and streamlining existing grazing regulations and providing greater flexibility for land and resource management. This effort will not affect the 2020 grazing fees announced today. Fifty percent of the collected
grazing fees deposited into the U.S. Treasury are returned to the Range Betterment Fund for onthe-ground range improvement projects. Portions of collected fees are also returned to the states for use in the counties where the fees were generated. The grazing fee applies in 16 Western states on public lands administered by the BLM and the
Forest Service. The states are: Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, and Wyoming. Permit holders and lessees may contact their local BLM or Forest Service office for additional information.
An AUM or HM—treated as equivalent measures for fee purposes—is the use of public lands by one cow and her calf, one horse, or five sheep or goats for a month. The newly calculated grazing fee was determined by a congressional formula and takes effect March 1, 2020. The fee will apply to nearly 18,000 grazing permits and leases administered by the BLM and nearly 6,250 permits administered by the Forest Service.
The formula used for calculating the grazing fee was established by Congress in the 1978 Public Rangelands Improvement Act and has remained in use under a 1986 presidential Executive Order. Under that order, the grazing fee cannot fall below $1.35 per AUM/ HM, and any increase or decrease cannot exceed 25 percent of the previous year’s level. The annually determined grazing fee is established using a 1966 base value of $1.23 per AUM/HM for livestock grazing on public lands in Western states. The figure is then calculated according to three factors—current private grazing land lease rates, beef cattle prices, and the cost of livestock production. In effect, the fee rises, falls, or stays the same based on market conditions. The BLM and Forest Service are committed to strong relationships with the ranching community and work closely with permittees to ensure public rangelands remain healthy, productive working landscapes. This stage lasts approximately 30 minutes to 4 hours; the end of this stage occurs when the chorioallantoic membrane ruptures; few foals delivered more than 40 minutes after chorioallantoic membrane rupture survive. canal. Normally the front feet will appear first, one slightly in front of other. The muzzle of the foal should be positioned between the 2 front legs. During this stage, violent uterine contractions will be observed. Expulsion of the foal should occur within 20-30 minutes. Stage 3 is expulsion of the placenta. The placenta should be passed within 30 minutes to 3 hours of foaling. Prolonged foaling during stage 1 or 2 is often associated with dystocia; excessive straining with no advancement of the foal and failure to progress from stage 1 to stage 2 frequently do not survive. The most common cause of equine dystocia is fetal malposition; however, many other fetal and/or maternal causes of dystocia occur. Premature placental separation(redbag delivery) has been associated with placentitis, systemic illness, and fetal death in utero. The separated chorioallantoic membrane appears at the vulvar lips as a glistening red velvet structure during the foaling process. The disruption of placental circulation rapidly leads to low oxygen to the fetus and death. The chorioallantoicmembrane (red velvety structure) should be incised immediately and the fetus delivered quickly. The foal should promptly be evaluated and referred to an equine intensive care unit if possible. The term retained placenta is defined as failure of passage of part, or all of the placenta within 3 hours postdelivery. The rapidly decaying placenta within the uterus provides an ideal environment for bacterial proliferation which can result in the development of toxic metritis, septicemia, endotoxemia, and laminitis. Uterine prolapse is an uncommon complication of equine parturition. It is generally considered more common after dystocia or retained placenta. Prolapse may occur hours to days after foaling. Perineal lacerations generally occur during unassisted foaling when the fetal hoof catches on the vaginal roof. Forceful straining by the mare drives the hoof into the rectal lumen. If the fetus is viable, it may remove the affected limb itself and delivery will proceed unimpeded; a rectovaginal fistula results. If the limb remains within the rectum as the foal is delivered, the fetus causes the trapped limb to tear out the perineal body and anus; a third-degree perineal laceration results. Peri-partum abdominal pain is common for mares immediately after to about 2 months after foaling. Various sources of abdominal pain can be encountered in peri-partum mares with colic being the most common source. Peri-partum complications that mimic colic can include uterine torsion, uterine tear, uterine horn intussusception and uterine artery rupture (broad ligament hematoma). Complications occurring in foaling mares can quickly escalate into an emergency crisis. Quick recognition of the emergency, and prompt veterinary treatment are essential to provide the mare with the best possible results. My Miniature: A Big Gift in a Small Package

There is a quote I like that I feel represents my situation perfectly. “Decide what you want, decide what you are willing to exchange for it, establish your priorities and go to work” -Anonymous. My name is Rebecca Myers. I was raised showing miniature horses on a national level since the time I was four years old. We have been showing in the American Miniature Horse Association since 2005 and recently have taken up the American Miniature Horse Registry.
When my family and I were on summer vacation over fourth of July in Colorado in 2013, during lunch one day I told my family that someday soon I wanted to buy my own horse. It was a few weeks later that I put a down payment down on a foal from a world-renowned miniature horse breeder, Limestone Miniatures. The owner of the farm, Janet King showed me some of the foals she had for sale and I chose a sorrel and white little colt with an Arabian look. I was so excited to meet him and drew pictures that I put up in my room. Unfortunately, it wasn’t meant to be as he went to live in heaven before I ever met him. I was devastated and didn’t know what to do with myself. Being the sweet angel she is, Janet decided to let me pick out a horse the following year. When the following spring came around, Janet sent me pictures of four of the colts she had available. I was looking through them and narrowed it down to two of them, a black one a palomino and mostly white pinto. I almost chose the black one just because I wasn’t a fan of the upkeep for white horses but inevitably, I chose the white one. It was one of the greatest decisions I have ever made. One of my other greatest decisions was to sell two of my pigs in order to pay for him so before he had a name, he had a nickname, the two-pig horse. From there I started thinking and researching different names, one, a barn name, the other, a registered show name. the barn name came first thanks to one of my favorite movies and books of all time, War Horse. I decided to name him Joey and it stuck. The show name came to fruition when I woke up one morning; my mom and I were talking, and we came up with LM Idols Heza Hawk Star. After that I waited patiently for a few

more months for him to become old enough to be hauled to Arizona. I was so excited to get him that I remember the exact date and time. It was August 17th at 5:47 in the afternoon. When he came off the trailer, he leaped like a jumper and I was instantly in love. For the entire first week I had him I got up at five o’clock in the morning and would go train him and desensitize him to being touched/ handled. Joey was so willing to do anything and caught on so fast to things I taught him. I was amazed at the elasticity of his mind. Over the next year I trained him to do halter, tricks, showmanship, halter obstacle (in hand trail), and jump. When we went to the first show of the year at Westworld in March, he was completely undefeated in the competition. When we went to the World Show in September 2015, we placed third tying for reserve in both of our classes. The following year he was in training with Casey Campbell of Wingate Training Center in Vacaville, Ca. This was the year he won his first grand. He went Reserve World Grand Junior Gelding and the following year in training again he went Reserve World Grand Senior Gelding Amateur to Show and Reserve World Grand Classic Pleasure Driving Amateur to Show. He was in training one more year to finish off his driving training and then he came home to me were for the 2019 season we decided to make our debut in all around classes such as Halter Obstacle, Driving Obstacle, and Showmanship. Together we have accomplished so much I could not be a prouder horse mama. My little guy is now a three time Reserve World Grand Champion, tied for Reserve National Grand Gelding Under 34” , was Unanimous Senior Gelding Champion in the under division at Nationals, a one time National Champion, 10 time World Champion, and 16 time Reserve World Champion, winner of the TW Glosser Ultimate Gelding Award, and was a big contributor to me winning the Alvadar Future of the Industry Award. While working with and getting to know him over the last few years, I found that he is the sweetest goofball on the planet. I personally think it is because he was born on April Fools. I try to celebrate his birthday every year and I think he enjoys it. He views life much like Olaf from Frozen. He is always getting into things he shouldn’t and always wants to make friends out of strangers. He, of course hates to be a white horse so when he finds a puddle, he splashes it all over himself and at show I have to wash him every day, sometimes multiple times because somehow, he finds a way to get himself filthy every time. He also never forgets to rub or spill the hoof black all over his legs and sometimes mine. I could not be more blessed and grateful for the gift God gave which is this little horse to make my life whole. He really does work in mysterious ways and I hope to always remember that. Joey is one of the brightest lights in my life and he always makes me smile even when he’s being obnoxious.
