Ranching Rule Changes recently approved recommendations from the AQHA Ranching Committee

The AQHA Executive Committee recently reviewed and approved various rules from the ranching committee. The full standing committee reports can be found at www.aqha.com/committeereports. The highlights of the approved ranching committee recommendations, which are not subject to completing computer programming, are listed below.

SHW553.3. SHOW MANAGEMENT Effective immediately, the wording “Entries close no later than one week prior to the event” will be deleted from SHW553.3. The following rules, all effective June 1, 2017, include: SHW416. RANCH RIDING AND SHW560 VRH RANCH RIDING Show management is allowed to run

AQHA Ranch Riding and VRH Ranch Riding concurrently if held within a full Versatility Ranch Horse show. If held concurrently, AQHA Ranch Riding rules (SHW416-419.7) would apply. SHW556. VRH CLASS PARTICIPATION While riding with a romal, a get-down rope may be used. A get-down will be defined as a small rope tied around

The Arizona Quarter Horse Association will offer an Interscholastic Championship Invitational at the 2017 Arizona Fall Championship show. The show to offer four classes of Arizona Quarter Horse Association Horsemanship to 6th- 8th grade students. Four classes horsemanship and two classes reining to 9th-12th grade students. Each class (ten classes) to award $1000 worth of scholarships. The above named classes will each pay three places $500 to 1st, $300 to 2nd. $200 to 3rd. Stars & Stripes Summer Spectacular returns to the Youth World Show

Equestrians with disabilities will take the stage at the Stars & Stripes Summer Spectacular June 27 in Fort Worth, Texas. APHA and the Appaloosa Horse Club are joining forces again to offer this special opportunity for challenged riders to take the stage during the 2017 AjPHA Youth World Championship Show and World Championship Appaloosa Youth Show.

The event is open to all breeds of horses, and awards in each class include a champion buckle and jacket, reserve champion buckle and ribbons for the Top 10 exhibitors. Select classes are dual-approved by APHA, ApHC and the National Snaffle Bit Association; exhibitors showing registered Paint Horses can qualify for awesome year-end awards through APHA’s CHAMPS program.

He is survived by his wife of 60 years, Patsy, sons Tim and Stephen, daughter Bonnie Woods-Burns and their spouses. He is also survived by 10 grandchildren, 14 great grandchildren, and many nephews, nieces, cousins, and friends.

Woody spent almost his entire life in Arizona where he lived in downtown Phoenix, as a boy, and attended Phoenix Union High School. He and his wife, Patsy, moved to the New River/Desert Hills area in 1977 where they purchased 10 acres. They showed and bred horses for many years and were well respected in the show ring! The Woods opened the Desert Hills Equestrian Center in the early 1990’s home to countless equestrian events. There he was famous for his “Woody Burgers” serving often hundreds a day. With a smile always on his face, Woody was heavily involved in the local community including the Desert Hills/New River Improvement Association, AZ Quarter Horse Association past president, served on the Maricopa Board of Transportation and was always ready to help others! Woody started his successful Real Estate career in 1993 and earned several honors and achievements over his lifetime but his biggest gift was his laughter. A memorial service in Woody's honor was held on May 3 at Calvary Chapel Desert Hills, located

More Scottsdale Nationals Cutting horse enthusiasts from across the West celebrated the return of a major National Cutting Horse Association event to Arizona by competing at the Scottsdale Nationals. Over 400 horses, their exhibitors and trainers took advantage to show at the air-conditioned WestWorld of Scottsdale, May 4th thru 10th, 2017. With $100,000 added money the competition could not have been tougher for seasoned veterans, and new cutters all competing for cash and prizes. There is a lot of history for cutting horses in Arizona. Back in the 1970’s Arizona hosted the largest NCHA cuttings in America at the Maricopa feed lots. This new event in Scottsdale was the biggest NCHA cutting in the Grand Canyon State in many years, and is expected to grow. The NCHA is fully committed to growing the Scottsdale Nationals. There is tremendous potential to draw cutters from California, and the rest of the West. The NCHA Scottsdale Nationals for 2018 promises to deliver with the best from this year, while still making improvements for exhibitors, vendors and sponsors. The WestWorld show grounds were in excellent condition with

indoor stalling, warm-ups and show arenas. It was all first-class and air-conditioned. Covered outdoor arenas, and nearby stalls worked out great, too. Unloading horses indoors was a real plus. Vendors had great locations for everything from horse trailers to RV’s and even an equine spa. Wrapped around the show arena was a great shopping experience for everything Western. There was lots of NCHA merchandise, show clothing and all the trim for sale, and priced right. Beautiful chaps and chinks were available along with high quality custom saddles, headstall, silver and more. There were even furs and jewelry for sale. Plan to show and shop at the Scottsdale Nationals in 2018 NCHA expects over 100 vendors, expected, plus a major; truck, horse trailer, tractor, and RV show, all air-conditioned at WestWorld. There is plenty new for 2018 including an anticipated art show with working artists. There is free admission and plenty of great seats. THE HAT RULES HAT RULE #1: “Do not touch my hat!” Let’s get this straight: a cowboy hat is not a toy. It is not okay to touch a cowboy’s hat, or put on a stray cowboy hat lying around a bunkhouse or a truckstop. It is not okay to grab it off a cowboy’s head, and it is absolutely forbidden to say, as you reach out, “Gee, what’s that made of?” Exception: A fiance may touch a cowboy’s hat once—on the honeymoon—but that’s it. Also, a grandchild may do whatever they want to a cowboy hat, short of sleeping in it. It is, after all, just a hat. I know that doesn’t seem fair, but that’s just the deal.

Hat Rule #2: “Do Not Wear Your Cowboy Hat In Mama’s House.” There is no more disrespectful thing you can do, short of killing the family dog, than wearing your cowboy hat inside your mama’s house. This includes all your friend’s mama’s houses, as well. This even includes mamas from other nations. Moms are sacred and every cowboy knows it. Don’t do it. Exception: You may wear your cowboy hat when you are forced to enter the house of your ex-wife’s mother. You know, the one who never thought you were good enough to marry her daughter. If you do, though, you must be prepared to fight your ex-wife, her mother and whoever is sleeping with the two sluts at the time of the entry. That’s a hard trade off, but it’s usually worth it.

Hat Rule #3: “Wearing Hats Indoors Is Complicated.” Many cowboys have been in the armed services where it was drilled in to them to take off their lid when they are indoors. This wasn’t true in the Old West where you see cowboys wearing hats in saloons and dining halls, but today is a different deal. When in doubt—doff it. Exception: In some parts of the country, if you enter a restaurant, it’s okay to wear your hat at the counter, but not in a booth. This can be dicey if you see someone you know at a table when you are sitting at the counter, with your hat on. If you approach your friend at the table you can say hi and keep your hat on, but if you sit down, the hat must come off. This is known as the “heading-towardsthe-door” rule. It is perfectly acceptable to wear your hat, as you cross the dining room towards the door, but do not dilly dally, or the hat must come off. Exception to the Exception: While everyone agrees the hat comes off in church, it is okay to wear your hat in Cowboy Church, but then it comes off for the Lord’s Prayer.

Hat Rule #4: “The Dance Floor Dilemma” In the old days, cowboys wore their hats to dances and never took them off, especially while struttin’ around the dance floor. But, so many fights broke out when hats got bumped during dances that there are still places—mostly in Texas—where there is a hard and fast rule that you must take your hat off while dancing. Exception: When a cowboy and a cowgirl are both wearing hats and it’s time for a grinder, it is considered appropriate to leave both hats with a baby-sitter back at the booth. Bonus hat rule: If you are in a cantina, drinking tequila and playing cards with banditos who call themselves Los Muertos, do not make fun of their sombreros.

Hat Rule #5: “Cowgirls Can Get Away With Murder” Most of the hat rules cowboys adhere to are not applicable to a pretty cowgirl. Exception: There is no exception to this sexist and ridiculous rule.

Bonus Hat Rule:

If a cowboy insists on you adhering to these hat rules, try and keep a wide berth. He is probably a “Hat Nazi,” and should be avoided at all costs. Who needs all these damn rules anyhow?

Inclusive vs. Prestigious - eliminating qualifying point requirements By AQHA Executive Vice President Craig Huffhines Attracting new exhibitors into our AQHA competition family is a major goal of the organization. Have you ever wondered, "Who makes AQHA's rules?" The answer is not anyone who works at AQHA Headquarters in Amarillo. Rules are proposed, discussed and passed by AQHA members. And any member can potentially change our Association. We are proud to be governed by our members, and we are proud to affect changes that bring more value to AQHA membership and more involvement in our great industry. Watch this video from the 2017 AQHA Convention for a great explanation of how AQHA governance works. The final step for most rule changes includes a review by the AQHA Executive Committee, which is made up of

There are several opinions regarding the Executive Committee’s most recent decision to eliminate qualifying point requirements for participating in the AQHA Level 1 Championships. Some have argued that it will reduce the prestige of the Level 1 Championships and others have stated that it will reduce the numbers of entries at regional and area qualifying events, both of which may be valid points. However, long term, the ultimate goal of our entire industry is to invite new people into our equestrian world, which is a major overriding goal that went into the most recent Executive Committee decision. Quite frankly, a higher level of participation at the Level 1 Championships may drive up the prestige of the event. It’s hard to imagine that Level 1 exhibitors will not attend regional events in an effort to grow and get better in their discipline. Ultimately, the Executive Committee’s decision in this particular case was based on data and matching

Craig Huffhines that data with the overall purpose of the Level 1 Championships. Attracting new exhibitors into our AQHA competition family is a major goal of the organization. In the past decade, the entire equine industry has contracted by 40 percent and has only just recently started leveling out since the 2008 economic crash. Survey data among AQHA members clearly indicates that the cost of exhibiting is a major factor in the level of participation at shows. That cost forces exhibitors to make decisions on where and how often they compete. At the same time, the standard and expectation regarding the quality of show facilities have escalated dramatically over the past 10 years, driving up additional cost. This escalating cost to participate is grinding away at the entry opportunities for many Level 1 and Rookie exhibitors to participate. Declining numbers at an event, for whatever reason, simply exacerbate the cost challenge. Again, I think it’s important to go back and think about why the Level 1 Championships were developed in the first place. The Level 1 Championships were designed to provide as comfortable of an environment as possible for entrylevel competitors to compete, learn and grow within their discipline. It’s an invitation to participate at their level and have an enjoyable experience while doing so. Yes, getting your horse in front of 20 judges drives the quality of the Level 1 Championships up, and yes, it might make it more prestigious in the minds of some, but that has not been the ultimate goal of the Level 1

Championships. The goal has been to drive participation and attract new people in hopes of someday moving these exhibitors into the Level 2 and Level 3 realms. The recent entry data for this spring’s Level 1 Championships clearly indicates that going back to the original qualifying requirement had a negative impact on Level 1 Championships entries. When the shows were moved from the fall of 2015 to the spring of 2016, the qualifying requirements were waived to accommodate that transition. Subsequently, entries went up significantly. This year, the Level 1 Championships went back to the 20-judge or top-10 placing at a regional championship as a requirement to qualify, and the entries declined by 167 (10.8 percent decline) at the West in Las Vegas, 204 (13 percent decline) at the Central in Oklahoma City and 1,136 (45.9 percent decline) at the East in Raleigh, North Carolina, from the previous year. In the view of the Executive Committee, the qualifying system created a system contrary to the goal and intent of the Level 1 Championships, which is to be inclusive and inviting for our entrylevel exhibitors and provide an exceptionally enjoyable learning experience that will lead them and their horse toward performing at their personal best. With the move toward a more open format to attract more people, we also realize that the Level 1 Championships should be a place where exhibitors can be educated and realize value over and above the competition. Therefore, free clinics and educational opportunities have been and will continue to be a major part of these shows. Your AQHA Executive Committee is hopeful that these decisions will add value to the Level 1 Championships and grow the numbers, both of which will attribute to a prestigious experience. Again, these decisions are part of a bigger picture of an Association that is governed by and listening to our members. We are working hard each day to improve our programs and give members more value than ever before. We appreciate you joining us along this journey toward a better, stronger Association.

Turf Paradise has just wrapped up its 61st season, marking another milestone and serving as the Valley’s only horseracing track. When Turf Paradise opened its doors in 1956, we were the state’s first professional sports franchise. A lot has changed since then, but we believe competition breeds innovation. Turf Paradise’s races are viewed at Off Track Betting locations from London to Dubai and from Flagstaff to Yuma. Wagering and attendance remain brisk. This past season more than 1,800 horses were stabled at

Turf Paradise also worked with the Arizona Horsemen’s Benevolent and Protective Association (AzHBPA) to entertain nearly 8,000 fans with the track’s annual Camel, Ostrich, and Zebra races. That’s in addition to special events such as Thanksgiving weekend, Super Saturday, and our Anniversary celebration marked by the $75,000 Cotton Fitzsimmons Mile. Once again the widow of the legendary Phoenix Suns Coach was on hand to commemorate the event. Betting on the Kentucky Derby from Turf Paradise was up from the previous year. Turf continues to bring new fans to the sport. Off Track Betting, wagering via smart phones, and social media are just some of the ways our sport reaches out to a new fan base. The track holds ‘Fiesta Sundays’ as horseracing becomes more popular with our state’s growing Hispanic population. The impact Turf Paradise has on the Arizona economy can’t be understated, it’s $91 million a year according to a recent economic impact study. With one of the longest racing seasons in the country, Turf Paradise gives fans more opportunities to see live, local horse races. It also gives those in the horseracing industry an opportunity to settle in for a long season as opposed to bouncing from city to city. It gives the backside a sense of community, that’s why there is a permanent place of worship and a full-time chaplain at the backside. This is not to say there aren’t any challenges. Due to a changing sport, many tracks around the country have gone from five days a week to four. Here at Turf, we have kept five, affording horsemen more opportunities to race. Additionally, a southern Arizona tribe recently opened a massive casino not too far from us, despite opposition from Arizona’s Governor, congressional delegation, and state legislature. National and local challenges are very real. Why, for example, should this tribe be allowed massive gaming rights, and Turf Paradise be allowed none? Why should hundreds of thousands of fantasy sports players in Arizona be some of the few people in America that can’t play because many tribes don’t want to allow this? Through all of the changes and challenges, there remains one constant, the thrill of watching thoroughbreds and quarter horses race to the finish line. It was compelling entertainment in 1956 and it remains so today.

Ballots were tabulated yesterday, May 22nd, in the election for NCHA Vice President position. A total of 2,307 ballots were received and tabulated by the independent voting firm Simply Voting of

Montreal, Canada. Results of the election had Ron Pietrafeso of Elbert, Colorado, receiving a total of 1,537 votes and Garry Merritt of King, North Carolina, receiving 770 votes. Pietrafeso will assume his duties as Vice President at the general membership meeting on June 4, 2017, during the NCHA Convention in Grapevine, Texas.

The Gold Rush Peruvian Horse Classic is the Combined Regional Championship Show of the Rio Grande Peruvian Horse Club (New Mexico) and the Southern California Peruvian Paso Club (California). Although functioning as one show in class structure, each club hosts its own judge, and the two non-conferring judges award separate placings. There are individual championships, points, and prizes awarded for each club as well as overall awards of Gold Rush Classic Versatility Horse and many High Point Awards. Plus the Luxury Gelding Stakes class and Champagne Cash Class!

Billie set a then-unprecedented record by winning the title of World Champion GRA Barrel Racer for four consecutive years beginning in 1955. She and her sister began barrel racing after seeing a race in the 1930s. The two competed together riding the same mare, usually claiming first and second place in the Texas rodeos. A GRA charter member, Billie served over thirteen years in different administrative roles, including Barrel Racing Director. Billie Hinson McBride, 90, of San Angelo, left her earthly home to spend eternity with God on Wednesday, May 10, 2017. She was born in Copperas Cove, Texas on March 4, 1927. She was the second of four daughters born to Bill and Bitha Hinson. As a young lady, she was baptized in a creek near Lampasas. Billie loved life and lived it to the fullest up until a week before she passed, due to a sudden stroke. Billie loved horses and was a cowgirl from a very young age. She and her sisters ran barrels at rodeos throughout their younger years. Billie went on to compete professionally in the Girls Rodeo Association for a number of years. She was a charter member of the GRA and served as Director, Secretary, Vice President and President over the years. She and her beloved mare “Zombie” won the World Championship four consecutive years, 1955-1958. This record would stand for 29 years. Billie and her daughter, Alva Jean, both competed on Zombie at the same performances, Billie running first and Alva Jean last with frantic stirrup adjustments in between. Zombie had to retire from running professionally as a result of night blindness, which hindered her in coliseums. Billie later handed over the reins to grandchildren, Kevin, Keith, and Vanessa for Jr. Rodeo competition. She was honored for her rodeo accomplishments by being inducted into the National Cowgirl Hall of Fame and Museum in 1981, and also into the Texas Rodeo Cowboy Hall of Fame that same year, both of which are located in Ft. Worth, Texas. Billie worked at M.L. Leddy’s and Sons for 30 years. She stitched boot tops and made leather novelties, such as bill folds, notebooks, etc.

President Proposes $1.1 Billion Budget for BLM in Fiscal Year 2018 Spending Plan Supports Wild Horses & American Energy Production

President Donald Trump today requested a $1.1 billion Fiscal Year 2018 (FY18) budget for the Bureau of Land Management (BLM) that supports the Administration’s priorities, including increased American energy development and promoting job growth. “The President’s budget gives the BLM the resources needed to carry out our multiple-use and sustained yield mission, which includes promoting American energy and mineral production on Federal lands and supporting local economies,” said BLM Acting Director Mike Nedd. “The proposed budget will allow us to continue working with our non-Federal partners and strengthen these vital relationships in order to be good neighbors in the communities we serve. BLM lands create jobs in local communities, and the President's budget supports traditional land uses such as timber harvesting, responsible energy development, grazing and recreation including hunting and fishing.” The BLM budget generally prioritizes and advances the President’s priorities of enhancing American energy security and creating jobs with resource allocation that supports an “all of the above” energy development approach, including increased coal, oil and gas, and renewable energy production. The BLM also

proposes to address the explosive cost growth in the Wild Horse and Burro program, which has become unsustainable due to several factors. To help achieve a balanced budget by 2027, the President’s budget proposes various necessary reductions across the Federal government, including within the BLM budget. The BLM’s overall budget reflects a net reduction of $162.7 million from the FY 2017 CR baseline.

“President Trump promised the American people he would cut wasteful spending and make the government work for the taxpayer again, and that's exactly what this budget does,” said U.S. Secretary of the Interior Ryan Zinke. “Working carefully with the President, we identified areas where we could reduce spending and also areas for investment, such as addressing the maintenance backlog in our National Parks and increasing domestic energy production on federal lands. The budget also allows the Department to return to the traditional principles of multiple-use management to include both responsible natural resource development and conservation of special places. Being from the West, I've seen how years of bloated bureaucracy and D.C.-centric policies hurt our rural communities. The President's budget saves taxpayers by focusing program spending, shrinking bureaucracy, and empowering the front lines." Congress charged the BLM with a mandate of managing public lands for a variety of uses such as energy

development, livestock grazing, recreation, and timber harvesting while ensuring natural, cultural, and historic resources are maintained for present and future use. The agency manages 245 million surface acres of public lands—the most of any Federal agency—primarily in 12 Western states, including Alaska, and 700 million acres of subsurface mineral estate nationwide. This equates to 10 percent of the nation’s surface and roughly one-third of its subsurface mineral resources.

The FY 2018 budget reflects the President’s focus on the following priorities: Strengthening America’s Energy Independence: The 2018 BLM budget proposal includes significant funding increases in support of American energy development, which will facilitate domestic energy production, generate revenue, and increase jobs in the energy sector. In particular, there is a proposed $16 million increase in the Oil and Gas Management program to help ensure BLM has sufficient administrative and staff capacity to quickly process Applications for Permits to Drill and Expressions of Interest, and to help alleviate administrative burdens in processing rights-of-way requests for critical infrastructure needs. The BLM budget proposal also includes an $8 million increase within the Coal Management program to support improvements to the Federal coal leasing and permitting processes. In particular, the increased funds will support staff capacity to meet additional coal application processing and inspection requirements, processing and approving exploration licenses and recovery and protection plans, and conducting lease sale fair market determinations. Managing America’s Lands and Resources for Multiple-Use: The budget proposes $47.2 million for Recreation Resources Management. With these funds, the BLM will focus on sites with the highest visitation and make necessary adjustments to staffing resources and core functions (e.g., visitor services, travel management planning, and law enforcement) to meet the public’s demand for access and diverse recreation opportunities. The proposed budget calls for

$67.8 million for the Rangeland Management program for monitoring and evaluating the health of the public grazing lands, administering grazing use, managing invasive weeds, and other activities. In addition, the budget proposes $75.1 million for the Wildlife Management program, which conserves and restores wildlife habitat as an essential part of BLM’s mission. More than 3,000 species of wildlife live on BLM-managed lands. The budget request also funds the Threatened and Endangered Species Management program at $20.3 million. Priority will be given to recovering federally-listed species; conservation and other pre-emptive actions will continue on a smaller scale. Managing Healthy Wild Horses and Burros on Healthy Rangelands: The budget request proposes $70.7 million for the Wild Horse and Burro program and eliminates appropriations language restricting BLM from using all of the management tools provided for in the 1971 Wild FreeRoaming Horses and Burros Act. The BLM manages wild horse and burro herds on 26.9 million acres of public lands. Low public demand to adopt or purchase excess animals, a lack of effective reproductioncontrol tools, and high costs to care for unadopted or unsold animals have restricted the BLM's ability to manage herd growth. As a result, the BLM estimates that nearly 73,000 wild horses and burros roam public lands as of March 2017, almost three times the number that is sustainable and healthy for the land and the animals. The President’s budget would help reverse the declining health of wild horse and burro herds and the public rangelands on which they—and many other species—depend, by allowing the BLM to use the full range of tools identified in the 1971 Act, including humane euthanasia and unrestricted sale of certain excess animals. Supporting Local Communities: The budget requests $89.8 million for the Oregon and California (O&C) account to support BLM’s management of the 2.4 million acres of O&C grant lands, Coos Bay Wagon Road grant lands, and intermingled public domain lands in western Oregon. The BLM manages certain O&C Railroad grant lands and Coos Bay Wagon Road grant lands for forest diversity and sustainability.

Joe Wilson, current President of the Thoroughbred Racing Associations (TRA) of North America has been elected to the AHC’s Board of Trustees. He replaces outgoing TRA President and AHC Board Member Scott Wells. “The AHC is grateful to Mr. Wells’ for lending his time and knowledge to the AHC . AQHA judging events educate future industry professionals and judges, and allow youth an opportunity to be involved in another aspect of the horse industry while developing skills in critical thinking and public speaking. Participants evaluate a variety of four-horse halter and performance classes and give four to six sets of memorized oral reasons justifying their placings. At contests, a panel of judges determines an official placing for each class. Each year, AQHA hosts judging competitions at the Built Ford Tough AQHYA World Championship Show in August and the Lucas Oil AQHA World Championship Show in November, both in Oklahoma City. Murray was scheduled to compete during the Elks Helldorado Days Rodeo during the second performance on Saturday afternoon, May 13. Only problem was the University of TexasAustin sophomore was scheduled to make a business presentation as part of her finals week curriculum at 2 p.m., that same day. “It was kind of stressful,” admits Murray, who is enrolled in the honors programs for Liberal Arts and Business and eyeing a major either in accounting or business information systems. “I made my business presentation at two and caught a plane at three.” “My flight landed in Las Vegas at 4:30 and the rodeo started at 4:30.” Murray relied upon hauling partner Josee Groves, who had her horses at Las Vegas Village and ready to compete. Groves has been taking care of things for Murray during this busy spring run, keeping the horses in California while Murray flies back and forth between rodeos and her classes in Austin. “She’s been a huge blessing to our family,” notes Murray. “She took the horses from Logandale out to Erin Ricotti’s place for those rodeos in California. She’s doing a better job

keeping them tuned up than I could! She’s awesome.” Murray also thanked Ricotti, who has been along to help since Murray purchased Royal Star Commander a little over a year ago. Ricotti had piloted the talented gelding during his derby years and first year of rodeoing. “It’s a huge relief to have a great place to keep the horses, where they can be comfortable and get to rest instead of being on the road someplace,” Murray says. “I’m so grateful for both of them.” Murray also thanked her mentor, Martha Wright, who has kept her seasoned pro, Tic Tac (Lil Gracie Dude) while she is finishing school, keeping him tuned up for the Texas circuit rodeos. While Commander carried Murray to her biggest career win at Cheyenne Frontier Days last July and Tic Tac earned her an All American ProRodeo Series title, it was another sorrel gelding who took the load during Murray’s first appearance on the Las Vegas Strip for Helldorado. “I bought Dan from Mark Bugni about three weeks before Houston,” Murray says of the six year old Dirty Dan Stinson, who is by Eddie Stinson out of Miss Lano Jewell. Eddie Stinson is a son of Dash Ta Fame and also the sire of Ivy Conrado’s CFour Tibbie Stinson, the 2016 Helldorado Days Champion. Murray took the reins from Bugni’s mother, Lynn Hastings, who had been campaigning the gelding at jackpots after a successful futurity season with Bugni himself.

Bull riding and pageants can have more in common than you think, especially when considering the years of work that goes into just a few careerdefining seconds. The ladies competing at the Miss USA pageant in Las Vegas this weekend learned that when they took the time to visit with some PBR cowboys and the rankest bulls in the world.

It was an enlightening experience for both sides, who came away with a new-found respect for each other.

LAS VEGAS – They train for years to prepare for a few fleeting, careerdefining seconds. Crunch time is a solitary endeavor. It’s just you and your churning adrenaline, relying on muscle and brain memory that, when properly channeled, turns nerve-wracking moments in front of unforgiving TV cameras into a championship performance. Adding to the challenge, that

performance is judged by humans, who can be as harsh and unforgiving as the HD cameras chronicling every move. We’re referring to professional bull riders, of course. And also to Miss USA contestants. Miss USA and PBR are competing in Las Vegas this weekend virtually across the street from one another on the famed Vegas Strip, and when the

contestants got to meet the cowboys and the bulls prior to their big night on Fox, the beauty and brawn shared a lot more in common than anyone had imagined. “There’s a lot of training for big moments in intimidating situations in front of millions of people,” said reigning Miss USA Deshauna Barber.

“Pageantry is definitely a sport,” added Miss Nevada Lauren York. “You have to dedicate to preparation and mental focus, and it’s all about being brave and putting yourself out there.” Just as riders like Matt Triplett and Stormy Wing, who shot fun social media content with the contestants, will help one another in the locker room and chutes even as they are separated by just one spot in the PBR World Standings in vying for a million-dollar championship bonus, cooperation and camaraderie also runs deep within Miss USA. “We may compete on stage, but we don’t see it that way,” said Miss Arkansas Arynn Johnson. “We are friends who help one another and genuinely wish each other the best. We are up there trying to do our personal best. We see it as competing against ourselves.” As they visited PBR bull housing at South Point Casino a few miles from The Strip, the talented and beautiful young women heard about the punishing athletic nature of bull riding. They were surprised to learn how success in the sport is mostly mental. “I’ve personally had to work on my confidence so I can really relate to that part of bull riding,” York said.

El Caballo REY - Equestrian Art Academy (ECR). “HORSE IS KING”. A center for equestrian learning in Cave Creek, founded by the Spanish ecuyer, Manuel Trigo, is a place dedicated to pursuing the lightness of the French classical tradition of horsemanship.

MEET AN ECR RIDER

Jack Tismeer is the ultimate equestrian cross dresser. On any given day, one might find Jack in dressage garb at a local show (claims he likes the tight, white britches.), while on another day in another part of the state he, mounted and outfitted in traditional mountain man clothing, will be entertaining bystanders at a parade or participating in the historical 250 mile ride from Williams to Phoenix. As a kid in CA, Jack paid 50 cents and hour to ride stable horses. Later he traded barn work for lessons, ultimately acquiring a retired brood mare for the trail riding he enjoyed in his free time away from his work in the CA film industry. Fast forward. Jack meets Betsy (highlighted in last months article). She has horses. He falls in love. They start a horse family first of Peruvian Pasos, later Andalusians. Their 2 stallions and mare are thrilling sights at ECR while in training with Manuel and/or being lesson horses for Jack and Betsy. Jack is developing a close relationship with their young stallion, Africano. His natural talents make Jack yearn to get more fluent in classical dressage with the goal of getting back to the competitive show ring. He clearly sees that, even though Africano is fabulous, it will take his own development as a rider to help showcase the horse’s talent. He’s finding that just the pursuit of balance in the horse and how little it takes to disturb it is a study in itself. Through his education at ECR, Jack has acquired a greater appreciation of what is really required to achieve the ultimate connection with a horse. Being an older rider has its challenges, but the wisdom coming from age is apparent when Jack comments that, for him, it’s more about the journey than the destination. A wise man, he is.

Focused horsemen and women with various breeds of horses gather at ECR to study timeless methods of training that benefit their horse’s ultimate lightness, strength, impulsion, and collection…building blocks for success no matter the discipline. There are riding lessons and an exciting array of activities, both classical and those reflecting Manuel’s Spanish heritage. LEVADE, CABRIOLE, TERRE-A-TERRE, high school movements that are rarely seen today except for places like the Spanish Riding School in Vienna are often discussed at ECR. Foundational work for these high school movements is the basis of Manuel’s training program. On any given day at the academy, one might observe the more experienced horses and riders striving to perform at that level. In addition, lessons and clinics for GARROCHA, REJONEO, WORKING EQUITATION are offered for the serious, but fun-loving horse and rider. In addition to the training and teaching by Manuel, adjunct instruction in Pilates, Fencing, and Drumming is offered to support the riders at ECR to develop their personal riding skills. Pilates for core strength and rider balance. Fencing for rider centering and balance. Drumming for developing rhythm while unmounted helps riders to coordinate the movements of their hands and feet to create the separation of aids that riding in lightness requires. ECR is a truly unique and special place where, striving at the highest level of endeavor, nobility and majesty of the horse is nurtured and encouraged to emerge though harmonious partnership with man.

US Equestrian Eventing Team Technical Advisor David O’Connor Steps Down to Focus on Global Risk Management for the Eventing Discipline

Lexington, Ky. – The United States Equestrian Federation (US Equestrian) has reluctantly accepted the resignation of its U.S. Eventing Technical Advisor David O’Connor. “Over many years, David has been a leader for US Equestrian as a whole and for eventing in particular,” remarked Murray Kessler, President of US Equestrian. “We reluctantly accept David’s resignation and support his desire to focus on chairing the Fédération Equestre International (FEI) Risk Management committee to help design programs that mitigate risk for the sport and promote horse welfare. It is reassuring to know that David will remain a leader in our sport, continue to provide input to our programs and that our mutual interests will remain intertwined. 72

During his tenure, O’Connor has been instrumental in leading and improving the technical riding

ability of the U.S. eventing athletes. “It was a very difficult decision for me to step away from this group of riders, owners, support personnel, and sponsors,” states O’Connor. “But the structural changes made with the newly created technical advisor position don’t allow me to do what I felt has always been my mainstay. That is, helping to drive the necessary changes for eventing that are in the best interests of the athlete, horse, and owner. I have lived by these constructs through my time as a competitor, through to my current role as Technical Advisor and they will continue to guide me going forward. I am thankful for the opportunity to have served such a dedicated and focused group and will remain committed to assist all of the devoted stakeholders

through this time of transition as our riders prepare for WEG 2018.” O’Connor plans to continue his work with some of the leading eventing riders in the U.S. in his capacity as their personal trainer and will also be expanding the amount of training opportunities available for riders. Mauney and Brazile remain Ambassadors of the Western Sports

When it comes to Western sports, J.B. Mauney and Trevor Brazile are among the most recognizable names. The pair have combined for over $13 million in total winnings and were both in Las Vegas for the PBR's Last Cowboy Standing and the Helldorado Days Rodeo.

Both Mauney and Brazile have an immense respect for each other, and both look forward to the future of Western sports. Two-time World Champion J.B. Mauney once gave the rodeo trail a whirl back in the summer of 2009. Mauney quickly learned that the rodeo lifestyle was not for him, and he decided to stick with the bread and butter of PBR competition. It is one of a myriad of reasons the PBR legend has the utmost respect for PRCA superstar Trevor Brazile. Mauney and Brazile are not only the two richest cowboys in the game with over $13 million in combined earnings in the arena, but they are two of the most recognizable superstars of the Western sports world. “He rodeos and ropes, and stuff like that, and I ride bulls, but he is the top dog over there,” Mauney said. “It is a lot easier riding bulls rodeoing than roping and rodeoing. LAS VEGAS, Nev. – Rookie saddle bronc rider Leon Fountain earned the third win of his ProRodeo career at the Las Vegas Elks Helldorado Days Rodeo by a half-point. Fountain nailed an 85.5-point ride on Bar T Rodeo’s Hell Boy and cashed in for $2,888 by besting CoBurn Bradshaw, a two-time qualifier for the Wrangler National Finals Rodeo presented by Polaris RANGER. Prior to Helldorado, the 21-yearold Fountain's only other ProRodeo wins were at the Alamosa (Colo.) Roundup on June 24, 2016, and the Oakdale (Calif.) Saddle Club Rodeo on April 9 of this year. “This is my second win this year and my third one in ProRodeo ever – so it means a bunch to me,” Fountain said. “I just love doing it, placing here and there – I love doing it and trying to accomplish my goals.” Although Helldorado Days is a four- day rodeo, each cowboy only gets one shot to win. Fountain found out his 85.5 from Saturday was good for gold on Sunday evening. “I drew really good and the horse was most of it,” Fountain said, comparing Hell Boy’s bucking to a bull’s – with plenty of jumps and some fishtailing. “Shoot, there’s a lot of guys that could have beat it, and I was hoping they wouldn’t. I was pretty tickled about it.” Before the Helldorado Rodeo started, Fountain was ranked second in the Resistol PRCA Rookie Standings with $10,608 and was No.

37 in the WEATHER GUARD® PRCA World Standings. “It all helps and hopefully I’ll keep doing good and get into the Top 15,” Fountain said. With the summer run quickly approaching, Fountain has already doubled his 2016 earnings, when he ranked ninth in the 2016 RAM Rodeo Permit Standings with $5,259. “I feel like I’m riding 10 times better,” Fountain said. “I’m being more serious and working harder at it.” Hitting the gym for cardio and light weightlifting for at least an hourand-a-half a day and competing in up to four or five rodeos per week is paying off well for this New Mexico cowboy as he’s hitting the road for the Redding (Calif.) Rodeo with an air of confidence. “I’m feeling pretty confident – I’ve got a good horse there and hopefully it goes good,” Fountain said. “I’m going to keep doing what I’m doing and make myself better, stay healthy and keep riding good and just keep working at it.”

Recently I had a Grand Prix dressage rider come and spend 3 days with me . She was coming to see me as she had an imported 4-year-old Dutch Warmblood that she was having some issues with. Some of them included what she called porpoising. When I asked her what that meant, she replied Warwick Schiller “you, know, like bucking around like a porpoise cresting the water�. She also had issues where he would drop his shoulder out or drop it in , and when he did this he didn’t have a good response to the subtle aids. He was controllable, but his responses lacked finesse and willingness.

In solving this issue, we went back to things I’d do on the first rides outside. Basic stuff, at least for me. I explained to her about the TV show I have recently filmed titled “The Principles Of Training�, and stressed the importance of two of the episodes, “Make the wrong thing hard and the right thing easy�, and “Choose where you work and chose where you rest�. These principles are pretty basic stuff when it comes to what I do , but when the Grand Prix dressage rider applied them to her horse over a couple of days, her horse had a miraculous change. He could now control himself on a loose rein at a walk, trot and canter. He started to relax and stretch over his top line. His back became loose, and his legs swung really well. I then had her try some work on contact, and all of the poor responses to her aids, her inside leg, her outside rein, her seat were now working off the subtlest of pressures. She said he’d never felt that straight before. But we didn’t work on straightness, nor contact, nor inside leg. We worked on what I’d consider basics, the horses mind and where it wants to be. He went from trying to buck while on a loose rein at a trot one day , to her riding him at a walk , trot and canter with no bridle on the second day. It’s not important that you can ride a horse at all 3 gaits with no bridle, but I felt the rider needed to experience what it feels like when the horse controls themselves, versus being controlled by the rider. Then I had her ride my our horses. She rode Petey, my wife Robyn’s 10 yearold-reiner, and my wife’s futurity horse Tom, as well as my 5-year-old Bundy. Last year Robyn had a great year on Petey, and a lot of that was due to me learning some dressage exercises that helped teach him to carry his body better. Petey is a long sort of a horse, and can get flat in his circles which makes the slow down and the lead change less perfect than they could be. I discovered that doing the shoulder in a lot was the great antidote for that issue, and culminated with Robyn having plus one right circles at the NRHA North American affiliate finals in Oklahoma City last year. Due to the success of that simple exercise, I was interested to see what other exercises the Grand Prix rider could show me. She started out doing a lot of leg yielding in either direction, getting them to where they were prepared to go either way. She did a lot of shoulder in at the walk and trot, and also transitions between the two, which is great for self carriage. She worked on getting a bigger trot ( reiners, right !) and used the haunches out to make cantering difficult if they picked up a canter instead of a bigger trot. She worked on half passes and showed me the correct line to be on for that movement. The following days, my horses had never felt better, rounder and with more engagement behind and more elevated shoulders. All because of the Grand Prix rider doing exercises that to her are basic. We finished the day by me showing her some bareback and bridles spins and lead changes on Petey, then I thought I’d try something for her I’d never tried on any horse ever, and that was a bareback and bridles sliding stop. Petey was such a good boy and took care of me and acted like he’d done it a hundred times. My point to this whole article is, I found my horses to be better than ever by just doing some exercises that are considered basic in the dressage world, and the dressage rider found her horse to be better than ever by doing some exercises that are considered basic in my world. So before you judge another discipline, really think about the fact that they know amazing things you don’t know, and you know amazing things you don’t know. AQHA Executive Vice President Craig Huffhines shares highlights from the April Executive Committee meeting

Last week, we welcomed our new Executive Committee member, Norm Luba, into the Presidents’ Room for the April Executive Committee meeting at AQHA Headquarters in Amarillo. Newly appointed AQHA President Ralph Seekins took over the gavel for three very intense days of meetings. I can’t thank the Executive Committee members, directors and standing committee members enough for the body of work put in at this year’s convention and for volunteering their time to improve our Association. During the three days, our Executive Committee logged more than 35 hours each (times five members!) evaluating and conducting the business of the Association, including the appointment of committee members, creation of multiple task forces to review important industry issues, the review and approval of AQHA standing committee reports from convention, approval and guidance of staff on moving Association projects forward, and overseeing the budget of the organization.

Here are some of the highlights of the week: The Zoetis AQHA Versatility Ranch Horse World Championships and Zoetis AQHA Ranching Heritage Challenge Finals date has been moved to June 14-17, 2018, and the event will be relocated to the Lazy E Arena located in Guthrie, Oklahoma. The Houston Livestock Show & Rodeo has been an amazing partner in providing services and secondto-none hospitality for this event, and we cannot thank the Houston staff enough for their investment in exhibitor hospitality, the army of volunteers that served our exhibitors by unloading trailers and feeding our competitors breakfast and lunch every day, and their continued partnership in the future with other AQHA events. The Zoetis VRH World has simply outgrown the facility, so moving the date to June and relocating the event to Guthrie is expected to promote additional growth of this event. The Adequan Select World Show contract with the Tri-State

Craig Huffhines Fairgrounds in Amarillo has been extended for one year through 2018, as planning continues to determine the best long-term venue for our Select exhibitors. We will continue to review and evaluate trends in all of our world show events, including determining qualifier needs and finding ways to reinvigorate the shows by creating entertainment value for world show exhibitors and spectators. The Executive Committee approved the Show Committee’s recommendation to award 13-&-Under world champion titles in seven core classes beginning at the 2018 Built Ford Tough AQHYA World Championship Show. Several task forces and subcommittees were formed to work through the year to evaluate and create continued improvement in various parts of our business:

China’s Enthusiasm for the American Quarter Horse

Two delegations from China recently visited Amarillo to connect with AQHA and support the American Quarter Horse industry in China. The AQSIQ and APHIS delegation from China tours the AQHA Hall of Fame and Museum. While the majority of my opportunities to connect with our international membership since January have involved me traveling outside of the United States, this past week, I had the great pleasure

of hosting international guests at the American Quarter Horse Association International Headquarters right here in Amarillo. Last week, we welcomed a delegation from China’s General Administration of Quality Supervision, Inspection and Quarantine, and supported their efforts to learn about United States practices for equine disease monitoring and control. During their visit, the delegation toured the American Quarter Horse Hall of Fame

& Museum and offices, and also paid a visit to the Texas Veterinary Medical Diagnostic Lab. As horse owners, we may not often think of the important role that diagnostic labs play in ensuring that we have a healthy equine population in the United States, but we all rely on them on a regular basis. If you live in Texas, it is the TVMDL that will receive and test the blood samples your veterinarian draws for your annual Coggins tests. The TVMDL also provides diagnostic testing for a number of other equine diseases, and the lab’s high-quality work helps our industry to identify and control health threats that pose a risk to the equine population in the state.

Earlier this week, we hosted a second delegation from China. This time, our visitors joined us from the China Quarter Horse Association, headquartered in Beijing. An Tao, chairman of the CQHA, and David Snodgrass, longtime supporter of the American Quarter Horse industry in China, visited the Hall of Fame and AQHA offices with a team in tow to secure photos and videos so they can promote the American Quarter Horse in China. An Tao and his team helped the international department staff learn some basic phrases in Chinese, and later, I was thrilled to have An Tao join me on a ride with my two American Quarter Horses, Twice The Solano and Easters Lil Ruf Chic. We wrapped up the CQHA visit with a special tour of the AQHA Ranching Heritage Breeder and Zoetis Best Remuda-winning Four Sixes Ranch, hosted by AQHA Past President Dr. Glenn Blodgett and his wife, Karen. I was pleased to expose our visitors to some new experiences, and they helped me have a new Amarillo “first,” as well! Both groups wanted to have dinner at the famous Big Texan Steak House. Not a single one of our visitors attempted the 72-oz. steak challenge, but I think it’s safe to say they all enjoyed the experience!

CBP Officers Seize Liquid Methamphetamine in Horse Shampoo Containers PHARR, Texas –U.S. Customs and Border Protection (CBP) officers at Hidalgo, Pharr, Anzalduas Port of Entry this weekend encountered a traveler with horse shampoo bottles containing nearly 62 pounds of alleged liquid methamphetamine. “Our officers continue to excel at preventing dangerous drugs from entering our country,” said Port Director Efrain Solis, Hidalgo, Pharr, Anzalduas Port of Entry. The narcotics carry an estimated street value of $1,237,222. CBP OFO seized the narcotics arrested the woman, and turned her over to the custody of Homeland Security Investigations (HSI) agents for further investigation. (Washington, D.C., April 25, 2017) - U.S. Secretary of Agriculture Sonny Perdue today joined President Trump for a “Farmers Roundtable” at the White House to address issues facing the American agriculture community, as the president signed an Executive Order establishing an Interagency Task Force on Agriculture and Rural Prosperity. The roundtable discussion allowed representatives from all corners of American agriculture to raise concerns and share ideas, just as the task force begins its mission “to promote economic development and revitalization, job growth, infrastructure, innovation, and quality of life issues for rural America,” according to the

president’s order. The session capped a busy first day in office for Perdue, who was sworn in by Associate Justice of the Supreme Court Clarence Thomas as the 31st U.S. Secretary of Agriculture before greeting employees at the U.S. Department of Agriculture (USDA) and travelling to the White House for the roundtable. “The people who are on the front lines of American agriculture don’t have the luxury of waiting to tend to their crops and livestock, so there was no better time to convene this meeting of the minds than on my first day,” Perdue said. “President Trump has made it clear that addressing the needs of rural America will be a top priority, and the message that we want to send to the agriculture community is that we are here, we are working hard, and we are on their side.”

Agriculture Secretary Sonny Perdue will chair a task force on rural prosperity created by President Trump's Executive Order. President Trump’s Executive Order established the Interagency Task Force on Agriculture and Rural Prosperity “to ensure the informed exercise of regulatory authority that impacts agriculture and rural communities.” As Secretary of Agriculture, Perdue will serve as the task force’s chairman. “It is in the national interest to promote American agriculture while protecting and supporting the rural communities where food, forestry, fiber, and renewable fuels are grown,” the text of the Executive Order reads. “It is further in the national interest to ensure that regulatory burdens do not unnecessarily encumber agricultural production, constrain economic growth, hamper job creation, or increase the cost of food for Americans and our customers around the world.” The task force will examine and consider, among other issues, current barriers to economic prosperity in rural America and how innovation and technology may play a role in longterm, sustainable rural development. The panel will attempt to strengthen federalism by working with state agencies charged with implementing economic development, agricultural, and environmental programs, while also emphasizing regulatory flexibility for farms and small businesses. With a dependence on sound science, task force members will examine crop protection tools used by farmers and also address concerns regarding labor needed for livestock and year-round agricultural jobs. Additionally, the group will focus on tax policies that allow family farms to remain intact, while also protecting against federal takeover of state-adjudicated water rights, permitting and licensing, and conservation requirements beyond what is provided in law. Finally, members will look to improve food safety and the implementation of food safety laws, but also recognize the unique nature of farming and the diverse business structures of farms. “It used to be that people in agriculture feared disease and drought as the greatest threats to their livelihoods and their mission of feeding America and the world,” Perdue said. “While those hazards continued next page


My View: No surprise Maricopa County is Growing Again by Steve Chucri I was very excited when I read the headline that Maricopa County is the fastest-growing county in the nation. It’s not because more is always better; it’s because people from across the country are learning what I’ve known since I was a little boy wandering around my family’s car dealership in Mesa. Maricopa County is a uniquely special place to raise a family, run a business and live a quality life. Let’s be honest: some of it is just good fortune. We’re one of the few major metro areas where the sun is out almost every day, where there is space to expand, and where the culture emphasizes hard work and individual responsibility. If those were the only selling points, Maricopa County would still be worthy of attracting the 81,000plus new residents we saw last year. But that’s not all we have to offer. As a Maricopa County supervisor, I can tell you we have enacted policies that not only promote additional growth, but ensure it is sustainable. Arizona’s economy was defined for decades by the five C’s, but what is happening now is much different. We are diversifying our economy in important ways, from the efforts of our higher education institutions to ensure people from all walks of life have access to the type of education and training that prepares them to work in critical industries, to a real estate market that values both new builds and renovation of existing infrastructure. The future of the tech industry is emerging right here. For example, Scottsdale’s “zero mass water” uses solar panels to produce clean tap water without the need to connect to infrastructure below ground; in essence, creating water from air. The Board of Supervisors has worked to get government out of the way of this growth, simplifying

remain, too often now it is the government – through interference and regulation – that poses the most existential threat to American farming. We aim to put a stop to that.”

Regional pro-growth policies helped our economy add more than 7,770 jobs in FY 2016 and help explain why some of our biggest employers are doubling down on their investments in our fine county. We continue to find ways to improve public safety, not only funding the necessary manpower to protect our streets but also applying evidence-based practices so we are more efficient. The county inspects restaurants and swimming pools, monitors air quality, and works with the state to promote major public health initiatives and mitigate health threats. These are sophisticated systems that you don’t see but which make our community safer and more appealing. We’re working on a transportation plan that creates new avenues for pedestrians, cyclists and cars through the year 2035. And our No. 1 priority continues to be managing your tax dollars wisely. The Walkabout Tour is great fun – it is two days of equine entertainment at its best. Combining demonstrations, instruction and audience participation, the Walkabout Tour is a horse lover’s extravaganza. The tour is hosted by world renowned clinician and television celebrity Clinton Anderson. This is a great opportunity for people to experience first hand Clinton’s method of training horses. Clinton demonstrates the horse’s athleticism and intelligence with inspiring demonstrations using his personal horses. He also uses local, untrained horses to demonstrate how he teaches his techniques. The tour is kind of like going to a concert – there’s music, lights and action. The only difference is that when you leave you’ll have a greater understanding of how your horse learns and how you should interact with your horse to get results. A Clinton Anderson Clinic is a multi-day event hosted by Clinton. Thirty participants and their horses spend multiple days learning Clinton’s Method both on the ground and under saddle. During the clinic, participants cover the exercises highlighted in Clinton’s educational Method kits – Fundamentals, Intermediate or Advanced, depending on the level of the clinic. Clinton also utilizes assistants so that there are always multiple sets of eyes watching your progress to ensure that you are on the right track.

Sonny Perdue was sworn in as the 31st U.S. Secretary of Agriculture by fellow Georgian and Associate Justice of the U.S. Supreme Court Clarence Thomas in a brief ceremony today at the Supreme Court building. The U.S. Senate confirmed Secretary Perdue by a vote of 87-to-11 on Monday evening. After Secretary Perdue took the oath of office, he addressed employees at the U.S. Department of Agriculture (USDA) before getting to work on his first day. Also this morning, USDA launched his official Twitter handle: @SecretarySonny . “The only legacy that I seek is the only one that any grandparent or parent seeks – to be good stewards, and to hand off our nation, our home, our fields, our forests, and our farms to the next generation in better shape than we found it,” Perdue said. “Making sure that Americans who make their livelihoods in the agriculture industry have the ability to thrive will be one of my top priorities. I am committed to serving the customers of USDA, and I will be an unapologetic advocate for American agriculture.” Perdue’s policies as U.S. Secretary of Agriculture will be guided by four principles which will inform his decisions. First, he will maximize the ability of the men and women of America’s agriculture and agribusiness sector to create jobs, to produce and sell the foods and fiber that feed and clothe the world, and to reap the earned reward of their labor. It should be the aim of the American government to remove every obstacle and give farmers, ranchers, and producers every opportunity to prosper. As the son of a mother who was an English teacher for 42 years, he benefitted from her teachings as well – not just by instilling in him the beliefs he still holds dear, but also by lending him an appreciation and respect for language and proper grammar. But more than anything in his life, it was the family farm which shaped Sonny Perdue. He has lived and breathed the exhilaration of a great crop and the despair and devastation of a drought. He learned by experience what his father told him as a child, “If you take care of the land, the land will take care of you.” The work ethic cemented in him by his farming roots has remained with Sonny Perdue throughout his life. As a younger man, he served

his country in the U.S. Air Force, rising to the rank of Captain. After earning a Doctor of Veterinary Medicine from the University of Georgia, he put that training to use in private practice in North Carolina. As a member of the Georgia State Senate for eleven years, he eventually ascended to the position of President Pro Tempore as elected by his senate colleagues. As a two-term governor of Georgia, he was credited with transforming a budget deficit into a surplus, dramatically increasing the student performance in public schools, and fostering an economic environment that allowed employers to flourish and manufacturers and agricultural producers to achieve record levels of exports. He followed these accomplishments with a successful career in agribusiness, where he focused on commodities and transportation in enterprises that have spanned the southeastern United States. These experiences have proven invaluable in his current role as principal advocate for American agriculture and all that it serves. Perdue is a strong believer in good government, in that it should operate efficiently and serve the needs of its customers: the people of the United States. As a state senator, he was recognized as a leading authority on issues including energy and utilities, agriculture, transportation, emerging technologies and economic development, and for his ability to grasp the nuances of complex problems. As governor, he reformed state budget priorities, helped Georgians create more than 200,000 new jobs, and promoted his home state around the world to attract new businesses. In 2009, the Reason Foundation’s Innovators in Action magazine recognized Perdue as a leader who “aggressively pursued new strategies to increase the effectiveness and efficiency of government and deliver better value at less cost to taxpayers.” In addition, he was named “Public Official of the Year” in October 2010 by Governing Magazine. To this day, his thoughts are never very far from the wishes of the citizens – the true owners of the government. Perdue’s views on agriculture have always been shaped by his first-hand knowledge of all of its aspects, both as a farmer and as an agribusinessman. Secretary of Agriculture Sonny Perdue hit the ground running on the very day he was sworn in, greeting employees at the U.S. Department of Agriculture (USDA), before joining President Trump at the White House for a farmers roundtable. At that meeting, President Trump signed an Executive Order creating a Task Force on rural prosperity, with Secretary Perdue as the Chairman, which will focus on clearing barriers the agriculture community faces in their mission to feed the United States and the world. BP Horse Patrol Unit Finds Abandoned Marijuana TUCSON, Ariz. – Tucson Sector Border Patrol agents from Ajo Station’s Horse Patrol Unit found more than 340 pounds of abandoned marijuana Sunday afternoon near Ajo, Arizona. Members of Ajo Station's Horse Patrol Unit seized more than 340 pounds of marijuana abandoned by backpackers. After agents conducting surveillance reported seeing approximately 10 people walking in the desert, the Horse Patrol Unit rode to the last known location and found eight bundles of marijuana. Agents searched the area but were unable to locate the individuals transporting the illicit cargo. Agents transported the marijuana, worth more than $170,000, to the Ajo Station for processing in accordance with Tucson Sector guidelines. Tucson Sector’s Horse Patrol units are vital to the Border Patrol. Horses allow agents to quickly reach remote desert areas inaccessible to motorized vehicles. Border Patrol Agents Seize Over 1,100 lbs. of Marijuana in Horse Trailer TUCSON, Ariz. – U.S. Border Patrol agents from the Nogales Station seized more than 1,100 pounds of marijuana, valued at almost $580,000, found in a Chevrolet pickup truck and horse trailer near Nogales on Friday evening. Agents seized 1,100 pounds of marijuana after the smuggler abandoned a moving truck and horse trailer filled with drugs. An agent conducting surveillance on the east side of Nogales, Arizona, observed a suspicious truck pulling a trailer. Another agent responded and located the vehicle driving north away from the city. As the agent followed the truck and before the agent attempted to stop the vehicle, the driver slowed and exited the still-moving vehicle and absconded on foot. The truck and trailer stopped after driving off the road and colliding with a tree, at which time the agent stopped to secure the vehicles and immediately noticed both the truck and trailer contained bundles of what appeared to be marijuana. The truck and trailer were towed to the Nogales Station where agents unloaded 48 marijuana bundles.

5th-generation Montanan pledges to uphold President Theodore Roosevelt’s legacy Today, Ryan Zinke (pronounced Zink-EE) was confirmed and sworn in as the 52nd Secretary of the Interior. The Senate voted 6831 to confirm Zinke the morning of March 1, 2017, and he was sworn in by Vice President Mike Pence at a ceremony in the Eisenhower Executive Office Building later that evening. workers and force many to reduce their operations. The bill provides the Secretary of Homeland Security with the authority to raise the H-2B cap when he determines that there is an economic need. However, it limits the total number of H-2B workers that may enter the U.S. during fiscal 2017 to 129,547, up from the current cap of 66,000. It should be noted, even if the bill passes it will still be up to the Secretary of Homeland Security and the Administration to use this authority. The American Horse Council and horse industry have been urging Congress to provide immediate H-2B cap relief and supports the inclusion of this provision in the spending deal. Congress is expected to pass the bill before the end of the week, but until that happens changes to the bill are still possible.

May 1, 2017 - Congress has reached a tentative agreement on a bill to fund the federal government through September 30, 2017. Importantly, the bill contains limited H-2B cap relief and other H-2B provisions beneficial to users of the program like the horse industry. The H-2B program is used by members of the horse industry, principally horse trainers and owners who cannot find American workers to fill semi-skilled jobs at racetracks, horse shows, fairs and in similar nonagricultural activities. The cap for H-2B visas for the first half of the fiscal year was reached on January 10th. For many employers that means no H-2B workers will be available if they are needed in 2017. This could cause many horse employers to struggle to find enough

- The Board of Directors of the Interscholastic Equestrian Association (IEA) recently approved a proposal to re-organize the structure of the Western discipline beginning in the 20172018 season. Under the current structure, there are ten Western Zones across the United States that includes multiple regions within each Zone. Under the new format there will be one Western Zone splitting into eleven regions that will have more than 160 teams and 2,000 riders. In contrast to the Hunt Seat Zone structure, this unique, nongeographic, discipline-specific zone encompasses all of the United States with an effort to lead to a more successful and equally balanced IEA National Western Finals. The IEA will continue to hold the Western National Finals in Oklahoma City, Oklahoma in conjunction and affiliation with the National Reining Horse Association (NRHA). During the regular season, there will be no change to the process for qualifying for regional finals and all eleven regions will hold a regionals

competition. Federal legislation Introduced to Ban Doping of Horses By Wayne Pacelle: A Humane Nation blog@humanesociety.

The Horseracing Integrity Act introduced today is a step up from prior versions of the bill, not least because it seeks to bring regulation to all of horse racing and to ban any sameday drugging of horses.

Today, two lawmakers from Congressional districts with major horse hoofprints – Reps. Andy Barr, R-Ky., and Paul Tonko, D-N.Y. – introduced legislation to end any doping of Thoroughbreds, Standardbreds, and Quarter horses in the business of pari-mutuel racing. This legislation seeks to launch a new era in the racing industry, which for decades has resisted national standards for the protection of horses and jockeys. Finally, it seems, there is a critical mass of industry support for enacting policies to end the medicating of horses to enhance performance and to enable injured or otherwise unhealthy horses onto the track. The doping of horses for these disreputable purposes is a contributing factor to breakdowns on the track that kill horses and put jockeys at risk. The Horseracing Integrity Act (H.R. 2651) is a step up from prior versions of the bill, not least because it seeks to bring regulation to all of horse racing and to ban any same-day drugging of horses. In short, the bill is stronger than ever, and animal advocates and players within the industry who care about the sport and the horses should saddle up and get behind it. The time for excuse-making is over, and people within the industry will be judged on how they respond. Unlike other sports that have a regulatory body that provides oversight and can sanction those who flout rules and cheat spectators, horse racing has no central governing body. Each state’s racing commission determines what drugs are used and what penalties are meted out for violators. That’s led to a patchwork of 38 different sets of rules, allowing many states to have enormously permissive medication rules and a lax attitude toward the scofflaws. The federal government regulates gambling involved with tracks through the Interstate Horseracing Act, but to this point, has done nothing to standardize medication rules, leaving bettors, horses, and jockeys at the mercy of unethical trainers who will raise the drug box in order to win. Unscrupulous owners and trainers can juice their horses and shop for racing venues where they can get away with cheating and other unethical behavior. The bill introduced today would put the U.S. Anti-Doping Agency

— a non-profit organization that runs anti-doping programs for U.S. sports, including the U.S. Olympics and the Pan American Games — in charge of a program to set one national uniform set of rules on medication use in horse racing. USADA has demonstrated its integrity time and again, and it’s the right body to oversee this aspect of racing. The HSUS, the Humane Society Veterinary Medical Association, and The HSUS National Horse Racing Advisory Council are working closely with the Jockey Club, the Water Hay Oats Alliance, and major track owners, jockeys, and trainers to drive this outcome. Within the industry, growing numbers of enthusiasts recognize that horses should be running only with hay, water, and oats in their systems on race day. “I feel the horse racing industry has an obligation to the horses and to the public to see horses run without medication to ensure the health and safety of both the horses and the jockeys,” stated Frank Stronach, one of the biggest names in American horse racing. The Stronach Group owns Laurel Park and Pimlico Race Course, home of the Preakness Stakes, both in Maryland, the Santa Anita Park racetrack in California, and the Gulfstream Park racetrack in Florida. Last week I attended the First International Forum for the Aftercare of Racehorses Conference, which attracted people interested in Thoroughbred aftercare and welfare. I spoke to the group and noted that we are seeing reforms in other domains in which animals are used, in food and agriculture, animal testing and science, the use of animals in entertainment, wildlife management, and fashion. No company or industry is exempt from the rules of decency and fair treatment when it comes to taking care of animals, and the racing industry is going to have a comeuppance if it doesn’t right the ship. The era of routine doping of horses to give the animal an edge in competition must end. We don’t tolerate these abuses in the Olympic games, in cycling, in baseball, or in any other sport. What’s more, the United States is the only major racing jurisdiction in the world that doesn’t ban doping, so our country’s racing industry is an outlier in that respect as well. The Horseracing Integrity Act will go a long way toward getting horse racing back on track and eliminating abuses that have been allowed to put horses and jockeys at risk for too long. Longtime Bullfighter/ Clown LaCoste passes away Kelley LaCoste, a former veteran PRCA bullfighter and clown, passed away May 11. He was 69. LaCoste grew up on a ranch outside of Baton Rouge, La., where he was active in sports and rodeo. He attended the University of Tennessee on a football scholarship, and after graduating from Tennessee with a business administration degree in 1969, he began a rodeo career as a steer wrestler – but that didn’t last long. When LaCoste was at a rodeo, the clown who was working broke his leg, and LaCoste volunteered to fill-in for the injured clown. The move was a natural fit for the athletic, rodeo savvy LaCoste. Not long after LaCoste’s clown career started he found many opportunities to perform in Canada beginning in 1972 with Saskatchewan

AZGFD considers potential impacts of appellate court ruling on Mexican wolf

PHOENIX — The Arizona Game and Fish Department is assessing potential impacts to Arizona’s endangered and threatened wildlife recovery program, following a 10th Circuit Court of Appeals ruling that lifts a preliminary injunction on releasing Mexican wolves in New Mexico.

The court decision issued Tuesday held that the State of New Mexico had not met the legal standard for a preliminary injunction because it did not demonstrate that releasing Mexican wolves without state permits will cause irreparable injury to the state. The ruling reverses a district court decision last summer that prohibited the U.S. Fish and Wildlife Service from importing or releasing any Mexican wolves in New Mexico without first obtaining permits from the New Mexico Game and Fish Department. “The Arizona Game and Fish Commission and Department are

evaluating the potential ramifications of the Appellate Court’s decision for Arizona’s wolf recovery program,” said Jim deVos, AZGFD assistant director for Wildlife Management. “Our agency remains committed to working with the U.S. Fish and Wildlife Service (USFWS) and our other partners to ensure Arizona has a voice in providing direction for the program, based on sound science and boots-on-the-ground research.” The case now returns to U.S. District Court for a decision on whether New Mexico can require the USFWS to obtain state permits before releasing wolves. There were a minimum of 113 wolves in the wild in Arizona and New Mexico in 2016, according to a recent survey by the Mexican Wolf Interagency Field Team. The survey found that there were 63 wolves in Arizona and 50 in New Mexico. In 2015, there were an estimated 97 wolves were counted in the wild between both states.

Recent outbreaks include: H7N9 avian flu was found among a breeding flock of more than 73,000 chickens at a Lincoln County, Tenn., poultry farm reported Bloomberg. The farm is a major supplier of chickens to Tyson Foods Inc. of Springdale, Ark. Because of the revelation, South Korea, Japan, Taiwan and Hong Kong all have limited imports of chicken from the U.S. The Tennessee operation was placed under quarantine, with the entire flock to be destroyed to prevent the spread of the disease. Thirty poultry farms in the immediate vicinity of the one where H7N9 was found also are under quarantine but appear unaffected. A less-severe strain of avian flu, H5N2, was discovered less than a week after the Tennessee outbreak in a flock of 84,000 turkeys on a Jennie-O farm in Wisconsin. This strain is considered a low pathogenic one, which the World Organization for Animal Health calls “less virulent” than the H7N9 found in Tennessee. A U.S. Department of Agriculture source said tests revealed that the Wisconsin strain is of North American wild bird origin and different than the H5N2 strain of 2015 that decimated the U.S. chicken and egg industries. Since last year, an avian influenza outbreak of the H7N9 has been wreaking havoc in China. The disease has killed more than 100 poultry workers since last October, which is three times more than the number who died in the last major bird flu outbreak in China in 2013. The current outbreak has also caught Chinese egg producers in a

state of limbo, as regional authorities have closed poultry markets and restricted the transportation of birds. As a result, egg producers that normally would sell surplus chickens past their egg-laying prime (400 to 500 days) to the markets must sit on them but continue to feed and water them in the hopes that the markets are back online soon.

The University of Minnesota’s Center for Infectious Disease Research and Policy (CIDRP) reported that Malaysia indicated on March 8 that it had recorded its first H5N1 avian influenza outbreak since 2007.

The outbreak began Feb. 28 in a small flock of 26 birds in which 15 died from the virus and the rest were culled to stop the virus in its tracks. The government also has rolled back poultry movements, ordered screening and increased surveillance. CIDRP also reported 2017 outbreaks of H5N1 in Cambodia and Vietnam. Highly pathogenic H5N8 has cropped up in two samples in Poland and Austria, reported the CIDRP. “These are really stressful times for people,” Dr. Carol Cardona, an avian influenza expert with the University of Minnesota, told MPR News in early March. “2015 was stressful, and what’s happening now is really bringing a lot of it back for people. I hope we make it through this season unscathed.” Minnesota took a $650 million hit to its economy during the 2015 avian influenza epidemic and many turkey farmers were ruined. Steve Olson, head of Minnesota’s poultry trade groups, placed the blame squarely on wild bird migrations for the outbreaks in Wisconsin and Tennessee, reported MPR News. The CDC reported that there have been no human infections from the H7N8 or H7N9 viruses that have been identified in the U.S. to date.
