JOHN CAMPBELL jcampbell@metroland.com CRAMAHE TOWNSHIP - Mayor Mandy Martin's had enough. She's ready to take on marijuana growers who are causing problems for residents, from the stench given off by the plants to the way the owners operate their businesses. Martin raised "a really big flag" about grow ops "sprouting up all over" when council met on July 2. "Sooner or later we're going to have to pick our battle," she said. "We can't take them all on, financially," but there's one site in particular she'd like to tackle first, to show the township means business. Residents are "very concerned," she said in an interview. The marijuana sites are often guarded, dogs come out when people walk by, and the plants have "a very pungent odour." "What is really ticking people off more than anything is the sense that people are getting away with something when they themselves have to go through hoops to get a building permit or a severance," Martin said. Straight shaft brushcutters are the choice of lawn care professionals and large property owners. They manage heavier brush and thicker weeds better than curved shaft models. RESIDENT SAYS ODOUR FROM NEARBY POT GROWER HAS KEPT HIM FROM USING POOL Continued from page 1
marijuana cultivation in which case compliance becomes the issue, but when marijuana is being grown illegally it's even more problematic. "We're in this grey area" where "nobody seems to want to take control of it," said Martin. "It's very loosey-goosey." Without enforcement, "people start taking liberties." Finding the answer "has to be a legal battle," she said, "because nobody at the moment seems to know who should be enforcing what or where or when." But with council's support, she intends to find out. Waging a legal battle, however, is "not cheap to do," she said. "It can cost you $250,000 just to proceed." But "if we let this stuff go on, what is the message we're sending?" "It's a terrible thing when people feel helpless," said Martin. And "terrified," she added. Identical concerns have been raised in Brighton. Robert McIntosh and his wife live around the corner from a greenhouse on Boes Road that grows marijuana. "It became an issue for us last summer when the smell got really, really bad, especially at night," he said. "At its peak, it's so bad you don't want to breathe the air. You just have to stay indoors." "We haven't used our pool this year because of that," he said. "It's well-documented that a lot of people are having the same kind of problems throughout the country, with the smell." McIntosh said he visited the site last fall to complain about the odour. He met two men there who said they'd do "nothing" to fix it. He wrote MP Kim Rudd and was told the operation isn't licensed by Health Canada
so "there's nothing they can do," he said. He also contacted the OPP only to have an officer tell him "they're not going to do anything about it." Brighton Mayor Brian Ostrander said "there's really nothing the municipality can do" if sites growing marijuana are federally licensed. "If they're illegal, that's a matter for the police to deal with," he said. "And we would expect that enforcement would take place." Kawartha Lakes OPP Const. Carrie Lanning, filling in for Northumberland OPP's media relations officer while she's on holidays, said the provincial police force has specialized units that deal with complaints about places that grow marijuana. If police determine the operation is legal, "normally we don't act as a compliance entity" to ensure requirements set out in a licence are being met, she said. If illegal, the unit has "officers who deal directly and specifically with these types of situations," Lanning said. "It's not always a quick process," Lanning said, and the legalization of recreational marijuana has complicated matters. "It's a brand new situation that we all find ourselves in," she said. "We don't have case law to fall back on." "With new legislation comes growing pains. Everybody has to work together." Brighton's bylaw enforcement officer Allen Magee said the marijuana operation on Boes Road "is pretty smelly" but noted foul odour is not an offence under local bylaws. "If they've got garbage and stuff ... that needs to be disposed of properly, I can intervene," he said. Cramahe Township's compliance co-ordinator, Holly Grant, said she's received "lots of complaints about stench" produced by marijuana plants, but "there's nothing you can do to enforce smell, unfortunately."

She lives in Castleton where residents sometimes can't open their windows because the smell of manure spread on fields is so powerful. "Over time you just become immune to it," said Grant. She and interim chief administrative officer Arryn McNichol were to devise a course of action for council to consider. McIntosh said he's considering asking the Municipal Property Assessment Corporation to lower his assessment because it's been devalued by "nuisance" odour.
STORY BEHIND THE STORY:
The Independent has reported on how Brighton and Cramahe Township have taken steps to control where marijuana cultivators are to locate. But operations already in place also pose a problem and attract scrutiny as well.

SENIOR MEN'S ACTIVITIES COLUMNIST NEIL CRONE JOKES ABOUT THE LACK OF 'MANLY' THINGS TO DO FOR MEN IN SENIOR'S RESIDENCES
While riding up in the elevator at my dad's retirement residence I usually scan the "Activities of the Week" notice posted in there. And, nine times out of 10, I end up shaking my head and thinking "Really?" Now, to be fair, the gender split at my dad's place, and, I'm told at most senior's residences is upwards of 85 per cent female. I'm very much aware of that. On my dad's first visit to the dining room, we could both feel untold pairs of bifocaled, feminine eyes sizing us up. It was a little unnerving. So, with all of those gals on the roster, I'm not surprised to see a lot of "Tatting and Tea," "Knitting for Newbies" and even "Wacky Watercolours" on offer. But I have to say, aside from his bad knee, I understand why dad doesn't leave his room that often. There's just not that much on the menu that would be appeal to a guy like him ... or guys in general, if we're being honest. I have seen "Billiards for Men" on the list now and again, and of course the odd televised hockey game, but they're still missing the mark as far as I'm concerned. And it's not rocket science. Talk with a guy like my old man for 10 minutes and you'd get a pretty good
idea of what kind of stuff might interest men like him. For starters where are the John Wayne movies? I think even dad might hobble down to the theatre if he knew Duke was going to be up on the screen once or twice a week, drawling great one-liners and slugging bad guys. I'd have a guys only "Reminisce" night. Where old men could sit around, drink scotch and complain about how this country has gone to hell in a handcart. Old guys love that. I'd have a weekly bull session called "Kids Today!" where old guys could swap stories about the stuff they had to do as kids that made them the men they are today. "Like to see some hotshot strip a carburetor with his jeans halfway down his butt!" "I wore a hat to the dinner table ... once! When my old man saw what I'd done, he knocked the hat off and almost took my head with it! Now there was a man!" And finally I'd close the bar down to anyone but old gents one night a week and have "The One That Got Away" nights. Evenings when old fellas could hoist a few and talk about fishing, hunting, the glory days of sports and, most especially, the beloved women no longer with them. The world is moving at light speed these days and old men sometimes don't know what to hang onto to keep from reeling. Nothing seems familiar. Except perhaps the memories you share with other old guys. And there's nothing wrong with that. In the words of Duke himself, "Tomorrow hopes we have learned something from yesterday." Neil Crone, actor, comic, writer, saves some of his best lines for this column

WHO WE ARE
FLOWERS OF A DIFFERENT KIND COLUMNIST RENATE LEIS DELVES INTO THE MANY STRANGE NAMES OF ALL SORTS OF FLOWERS RENATE LEIS Column
When I saw the corpse flower on the news in September 2018, I was curious about the existence of other flowers with strange names that may be out there. Thanks to the web, I was able to find a variety of interesting species. As for the corpse flower, it grows in Sumatra and Java and grows up to six metres high, with a weight of about 110 pounds. Out of the centre grows a tall, brown, yellow spike, which is called the spadix. As for the flower part, the spathe is green on the outside and burgundy on the inside.
The spathe blooms after seven to 10 years; it opens in the afternoon or evening and is open all night. It then wilts and may bloom again after another seven years. And the corpse flower smells like a corpse. Next, I came across the monkey flower, which grows in North America, Australia, Asia and Africa. The stem of the flower may reach three feet. The leaves are dark green, and the flowers can be orange, red, pink, yellow or white. The monkey flowers smell musky. First Nations people have used the roots and flowers for medicinal purposes. The monkey flower does look like the face of a monkey. Then there is the black bat flower. It grows in Thailand, Malaysia and China. The flowers are black, look bat-shaped and have whiskers that can grow up to 28 inches long. They bloom from spring to fall and can bloom eight times a year. They are a perennial flower and they definitely look like a bat.
Lastly, there is the hot lips plant. It grows in Costa Rica, Ecuador, Panama and Colombia. Hot lip plants are shrubs and can grow up to three metres high. The flowers that develop are white and bloom from December to March. First Nations people used the bark and leaves for medicinal purposes. The flowers are called hot lips or hooker's lips, because the bracts of the flower have the shape of full red lips. All of these flowers are nice to look at from afar, but most of them do not have a lovely scent and may be poisonous. Don't grow them at home. Renate Leis is a Cobourg resident. Campbellford - Local merchants will pick up the tab of people who use Trent Hills Transit to go shopping in town on July 10. Normally, it costs $5 to travel between the communities of Campbellford, Hastings and Warkworth, but the Campbellford Business Improvement Area (BIA) is footing the bill for one day. Community Care Northumberland (CCN),
the agency that operates the new service as a nonon-demand option, "is very lucky to have the opportunity to join forces" with the BIA on July 10, said CCN's regional transportation co-ordinator Anne Newman in a news release. Community Care Northumberland operates several transportation programs in Northumberland County, and with the support of the Municipality of Trent Hills it recently
expanded its ridership capacity by launching Trent Hills Transit. For more information about the service or the free rides into Campbellford from Warkworth and Hastings for one day, call Community Care Northumberland's transportation office at 1-866-7687778. To see a schedule of the stops, visit https:// www.commcare.ca/transportation.html.

POLICE OFFICER ASSAULTED: OPP HASTINGS - Police have charged a Trent Hills man with assaulting an officer after investigating the theft of a lawn mower from the front yard of a Victoria Street residence. Northumberland OPP said it received information shortly after 11 p.m. on June 25 that an intoxicated man had made off with the mower. Officers located a man matching the description of the suspect on a nearby street. They found he had been involved in an altercation with another individual prior to their arriving and allegedly had brandished a knife, police said. The man refused to comply with directions given by police and then became "actively resistant and aggressive toward (the) officers," which resulted in one of the officers being assaulted while trying to make an arrest, the OPP said. Christopher Morgan, 59, of Trent Hills was charged with theft under $5,000, assault with a weapon, causing a disturbance, resisting a peace officer, possessing a weapon for a dangerous purpose, and assaulting a peace officer. He is scheduled to appear at the Ontario court of justice in Cobourg on July 31.

REID, Isabel McLeod (nee Rutherford) May 8, 1923 - July 2, 2019 Beloved wife of the late F. Donald Reid, mother to Richard (Lucy), Margot (Bruce) and Judy (Wally). Much loved grandmother of Jules (Elena), Geoffrey, Niall and Janna (Nathan), great-grandmother to Christian. Isabel met Don while studying for a Psychology degree at Queen’s University. Married in the chapel there in 1950, they spent almost 65 wonderful years together. Our family historian, Isabel never forgot her farm roots in Haldimand Township. Daughter of Helen and Charlie Rutherford VC, MC, MM. Sister to Andrew Rutherford (deceased), Rosemary Gormley and Dora Grant. She will be greatly missed by her many nieces and nephews across Canada. Isabel was a role model, feminist, pacifist, artist, reader, letter writer, journal keeper and supporter of Canadian public broadcasting. Isabel began her teaching career in a rural schoolhouse in Castleton, Ontario. Her lifelong dedication to education took her to various schools in Scarborough. Isabel loved the natural world, especially trees, birds and butterflies. Every summer she looked to see how many bees were in her garden. Her table always included a pot of flowers. During their retirement years, Don and Iz enjoyed many trips at home and overseas with Rosemary and Don, also with Dora and Stan. They were keen campers into their 80’s and their tent sites were the centre of many family gatherings. Isabel’s culinary skills extended from kitchen to campfire. A private family gathering to celebrate Isabel’s life will be held at a later date. Memorial donations may be made by cheque to the Cramahe Township Public Library Board, and mailed to Cramahe Library, PO Box 190, 6 King Street West, Colborne, Ontario K0K 1S0.

The family of the late Robert “Bob” Bird would first like to extend a heartfelt thank you to friends, relatives, acquaintances and community members who attended the Visitation and private Celebration of Life. We have been overwhelmed by the love, support and generosity demonstrated by so many people during these past difficult weeks. A huge thank you to those who sent flowers, cards, food and media messages, and to those who visited or called. The sharing of stories and anecdotes have brightened our days and provided us with an even greater insight into Bob’s personality and the impact he had on so many. Special thanks to Paul Chatson, director of the Rushnell (Brighton) Funeral Home, who, during the first few difficult days, assisted us with the necessary arrangements in such a caring, efficient and professional manner. Finally, we would like to thank those who made donations to the four organizations we requested: The Brighton Lions Club, The Victorian Order of Nurses, The Brighton Public Library and the Dave Down Memorial Hospice (AKA The Bridge Hospice, Warkworth.) Community service was an integral part of Bob’s life, and he would have been delighted to know that these organizations received muchneeded support. ~Hope, Kathryn, Janet, Stephanie and Families
