Celebrating King
E
very year I look forward to Martin Luther King holiday celebrations. This year was no different. The King holiday is the first opportunity for the community to come together in collective celebration, a decades-long ritual that was started by the generation intimately connected to the struggle for civil rights, but now enjoyed by those of us who were too young to understand as well as those yet to be born. My first event was the annual King March in Riverside. Well, not exactly the march down Martin Luther King Blvd, but the gathering after the March at the end of the route. This year for the first time the group convened at White Park, one of downtown Riverside’s beautiful public spaces. As I crossed Market Street to the entrance of the park to join the community of celebrants, a woman strolling beside me asked, “what’s going on there?” When I responded that it was the annual Martin Luther King March she said, “Do they know who they are celebrating? They probably don’t really know what he represented...” She asked the question, which was clearly a rhetorical one, because she kept walking just as I formed my lips to respond. As I watched my friends - who are now grandparents - walking with their children and grandchildren and sharing the holiday with them, I thought about the onlooker across the street and my unformed reply to her rhetorical question. I wondered as I greeted friend after friend: Do they know what they are celebrating...who they are celebrating? Do they understand the importance of passing on a legacy of justice and equality for all to future generation when we gather annually to remember, reflect on, and celebrate these fundamental American ideals? The question lingered in my thoughts as I drove to my hometown, across the county line. While I missed San Bernardino’s prayer breakfast that has outgrown its previous venues and was held at Cal State University’s Coussoulis Arena, I had an opportunity to join a full house at the San Bernardino City Hall for a program that included a pilgrimage to the King statue prominently standing in front of that building. That celebration featured remarks by some of San Bernardino County’s most prominent elected officials including Congresswoman Norma Torres, Assembly members Cheryl Brown and Marc Steinorth, Supervisor Josie Gonzales, and Fontana Mayor Acquanetta Warren. I watched the children in the audience...they were focused, they were attentive. “We must combat all the hateful rhetoric our children are hearing from socalled national leaders,” Assembly member Brown said during her remarks, “and instead remember the words and actions of Dr. King, ‘Darkness cannot drive out darkness: only light can do that. Hate cannot drive out hate: only love can do that...I have decided to stick with love. Hate is too great a burden to bear’.” The children were listening. My final event was Rialto and Fontana’s annual King luncheon. That’s when I noticed a recurring theme. There again was a full room. The topic continued on page 6

San Bernardino County CEO Greg Devereaux Receives Vote of Confidence Riverside

Williams Contributor fter much public speculation and a closed-door executive evaluation earlier this month, the San Bernardino County Board of Supervisors officially confirmed publically its continued and complete confidence in Greg Devereaux as the County’s Chief Executive Officer. Although the closed-door session was publicized as Devereaux’s expected, annual evaluation, it was no secret the board was displeased with his handling of a recent sex scandal that involved the arrest and conviction of San Bernardino County’s now ex-Human Resources Director, Andrew Lamberto. Many expected Devereaux would be held accountable by the board for how he mishandled the situation. Lamberto was arrested and convicted in Orange County on charges of soliciting prostitution. He allegedly advised Devereaux of his arrest and charges at the time the incident occurred; however, Devereaux chose not to disclose it to the board members and

administered what many viewed as soft consequences to Lamberto for his illegal indiscretion. Seven month later, when the arrest and
conviction were made public by an Orange County reporter, board members publicly expressed their displeasure with Devereaux’s continued on page 7
Be Prepared—There’s More El Nino to Come
S. E. Williams Contributor arnings about the potential power of this season’s El Nino were ominous. When the first storms of 2016 hit California, it appeared the weather pattern would certainly live up to its expectations. According to the latest update from the National Oceanic and Atmospheric Administration (NOAA), residents should expect the weather for January through March 2016 to trend wetter than usual. This weather pattern will cover much of the southern tier of the nation, from California into the Desert Southwest to the southern and central Plains, as well as the Gulf Coast and Southeast coast, including Florida.

Officials continue to advise Californians to prepare for what may lie ahead. El Nino is expected to drop large amounts of precipitation on this region this year, San Bernardino officials advised. They have also cautioned all citizens to prepare for what may be more unusual weather events. They are particularly concerned with those who live in areas recently burned by wildfires because these constituents face unique challenges. In those areas, vegetation that would normally absorb the rain was burned away. The charred ground has lost soil strength and can no longer absorb an abundance of rainwater effectively putting those communities at increased risk of flooding and mudflows for several years. However, it is important to note

that not only are the properties that burned at risk but possibly, those located down slope of the burn areas are most at risk. County officials also warned, “Post-fire landslide hazards include fast-moving and highly destructive debris flows; can exert great impulsive loads on objects in their paths; can strip vegetation; block drainage ways; damage structures; and, endanger human life.” What may be most concerning is wildfires can, at times, potentially result in the destabilization of pre-existing, deep-seated landslides over long periods of time.” The best way to prepare for flooding is to plan ahead. Governor Brown Unveils 2016-17 State Budget Proposal Sacramento

alifornia Governor Jerry Brown has proposed a 122.6 billion dollar budget plan for fiscal year 2016-17. The proposal makes significant increases in funding for education, health care and the state’s infrastructure. At the same time the proposal adds to the state’s Rainy Day Fund while also continuing to pay down the state’s debts and liabilities. The budget includes a significant increase in per student spending for grades K through 12— an increase of nearly $3,600 over 2011-12 levels. The budget provides a fourth-year investment of more than 2.8 billion dollars in the Brown’s Local Control Funding Formula which focuses on students with the greatest challenges to success. This will bring the formula to 95 percent implementation. The budget also proposes a 1.6 billion dollar early education block grant that combines three existing programs to promote local flexibility. The proposed grant will also focus on disadvantaged students and improved accountability. The non-profit organization, Students First, has commended the governor for his increase in student funding and applauded the near-full implementation of the governor’s landmark Local Control Funding Formula for the schools; but, cautioned how recent reports seem to indicate the funding may be failing to achieve its intended purpose because in some instances it has failed to reach the students or programs it is intended to assist. From a different perspective, the President of the California Teachers Association (CTA), Eric Heins said, “It’s been nearly four years since voters passed Proposition 30 to pay back schools and colleges the $50 billion lost during the recession.” According to Heins, while his members are beginning to see Proposition 30 funds restore art, music and PE programs, reduce class sizes, hire more counselors and nurses, prioritize student learning over testing, and make it easier to attend a California college, he cautioned the publication, Education Week Quality Counts Report, had just ranked
California, “46th in the nation in per pupil funding.” In regards to the cost of higher education, Brown’s proposed budget keeps tuition rates at 2011-12 levels for another year for schools in both the state’s University of California system as well as for those in the California State University system. Brown’s proposed budget also includes a cost-of-living increase for the aged, blind and disabled Californians who participate in the Supplemental Security Income/State Supplemental Payment (SSI/SSP) program. This will be the first state increase in grant levels since 2006. Assembly-member Cheryl Brown who represents California’s 47th Assembly District and also chairs the House Committee on Aging and Long-Term Care, expressed some concern the proposed budget does not make the cost of living adjustment permanent. “As the cost of living increases in California so should the grants that prevent our most vulnerable residents from living in poverty,” she asserted. “One thousand Californians will turn 65 every day for the next 12 years. “Our state will not continue to experience economic growth if we do not properly plan for this future demographic shift,” she concluded. In addition, Brown’s budget proposal secures funding for Health Care. The managed care tax set to expire at the end of this year is a critical component of the state’s financing for health care. For this reason, the budget includes
a tax reform package that offers a replacement, managed care organization tax for three years. It also provides a net reduction in taxes paid by the private health care industry; secures funding for General Fund Medi-Cal expenses; and, provides an opportunity for targeted rate increases for developmental disability services. The transportation portion of the proposed budget, originally outlined last summer, recommends a much needed 36 billion dollars over the next decade to improve maintenance of the state’s highways and roads; expand public transportation; and, improve critical trade routes. The budget proposal includes over 800 million dollars for critical maintenance that has been deferred at levees, state parks, universities, community colleges, prisons, state hospitals and other state facilities. However, there is broad criticism related to the allocation of funding for prisons since the state has reportedly reduced its prison population significantly since 2011. Not surprisingly, the budget includes funding for climate change initiatives that support the administration’s actions to reduce greenhouse gas emissions through programs that support clean transportation, reduce short-lived climate pollutants, protect natural ecosystems and benefit disadvantaged communities. In addition, Brown’s budget proposal reflects an increase in the state’s minimum wage to ten dollars per hour effective January 1 and provides 380 million dollars for the second year of the state’s Earned Income Tax Credit (CalEITC), a program designed to help the state’s working poor. Finally, the governor proposed making a supplemental deposit of two billion dollars to the state’s Rainy Day Fund. The deposit will boost the fund’s balance from 37 percent to 65 percent of its constitutional target. When Governor Brown took office in January, 2011, the state faced a deficit of more than 26 billion dollars and estimated annual shortfalls of approximately 20 billion dollars. The deficits, allowed to build up over a decade, were ultimately eliminated under his stewardship. In light of this accomplishment, Brown’s budget letter to the legislature urged continued fiscal restraint.

In emergency situations like floods, wildfires, active shooters, etc. both San Bernardino and Riverside County Sheriff Departments send out high-speed mass notifications by telephone and text messages (reverse 911 calls); however, it is estimated that nearly 47 percent of the households in America do not have landlines so when dangerous situations occur and authorities issue emergency evacuation or shelter in place orders by phone—these households will not be notified unless residents register their cell phones. The San Bernardino County Office of Emergency Services (County OES) uses a Telephone Emergency Notification System (TENS) to facilitate emergency notification of county residents; while Riverside County’s system is identified as the Early Warning Notification System (EWNS). The TENS/EWNS systems use a database of phone numbers and addresses which are coded with the county’s street network to identify residents in a specific area to call with emergency alerts. Landline telephone numbers flow to the 911 database and are automatically updated via a flow through process with the telephone companies every six months; unfortunately, the same is not true for households/businesses within the counties that

But I think those “macro-views” often miss the “micro-realities” of what is actually happening at the celebrations in communities - small, large, and in-between - in the transference of information, the intergenerational sharing of values and history. After the celebrations, I asked a friend what his grand children learned from the activities of the day. “While we were walking, my grandson asked me why we are walking,” he said to me. “I said we walk because Dr. King walked...He said I guess you sometimes have to do hard things to do the right thing!” Yes, I believe my question was answered. They are listening. They are learning.

Officials recommend sandbags are best used to help protect doorways provided a waterproof layer like heavy plastic or waterproof canvas is placed behind them and when possible, secured to the door frame. It is also recommended sandbags be stacked in a pyramid formation and the plastic wrapped up and over the top. Sandbags do not guarantee a water-tight seal, but if placed properly they can help redirect water, mud and debris away from your home. Every year around the King holiday, there are countless news articles in circulation attempting to analyze Dr. King’s lasting legacy on our democracy, probably more than any other person in modern American history. They explore how we are remembering, why we are remembering, what we are forgetting, and how the version of King we remember says more about us than it

VoIP use has also increased exponentially in recent years. Specialists estimated at the end of 2012, more than 31 million American households used VoIP as the main and only home phone line. For Riverside and San Bernardino County residents who may use one of these technologies as their only home phone, it is imperative they get their telephone number information entered to their county’s TENS or EWNS database in case there is ever a need for emergency notification. Including your address information in the county emergency notification systems is also important because TENS/EWNS alerts do not generally go out to an entire county; but, instead are targeted to affected areas. If your address is in an affected area, the alert will be sent to your landline if applicable, or, to the cell phone or VoIP number or email address you have provided. In addition, for residents in unincorporated areas of the counties particularly mountain and desert regions it is very important to let the TENS/ EWNS databases know how to find your address. Your nearest cross streets are acceptable or GPS coordinates are even better. P.O. Boxes will not work for the emergency notification system. You can register your cell phone with the Department of Emergency Services for San Bernardino County at http://www.sbcounty. gov/SBCFire/Tens/TENSContact.aspx. For those who do not have access to the internet, San Bernardino County has partnered with the 2-1-1 hotline to assist with registration. Please call 2-1-1 to request registration assistance. In addition to your cell/VoIP number also have your physical address ready including the name, type and direction (Example: 123 N. Rose Avenue, City, State, Zip). In Riverside County you can register your cell phone or VoIP telephone number by logging on to http://countyofriverside.us/Residents/ Emergencies/EarlyWarningNotificationSystem. aspx, click on the “Register Now” button and complete the form. Respect Begins at Home
S
adly, we live in a culture that breeds disrespect. Disregard for respect assaults us in the media, at school, at work, and in our own families. Joining the culture of disrespect comes easily when an environment of respect is not taught at home. Some politicians are respect deficient and blatantly disregard laws, property, and other human beings. As violence and a nonchalant disregard for self and life rise among our youth, disrespect is the root of issues like drug and alcohol abuse, pornography, and bullying. Statistics show nearly 30% of students are either bullies or victims of bullying, and 160,000 kids stay home from school every day because of fear of bullying. Experts say bullying is a result of feeling disrespected and wanting to have others share that same feeling. Studies estimate that 40% of bullies are bullied themselves in their own homes. Maybe we live in a culture of disrespect because our kids are not learning it at home. Parents are fighting the rising tide of American culture that says they are irrelevant and children don’t need to respect them as authorities in their lives. Tired, distracted parents have bought into
the lie that their influence doesn’t matter. They give in to the temptation to take their hands off the proverbial wheel as they resign the teaching of values to peers and pop culture. As parents, we can’t believe the lie. Our kids need us to teach them core values more than ever before. Respect should top the list. Studies show that children who respect their parents and feel respected by them are more likely to reject smoking, drugs, and cheating. Children taught to respect others more often respect themselves. They are less likely to self-harm, attempt suicide, or bully. To build a healthy environment o f respect in your home, start by infusing respect into your own actions. Use polite words to others. Don’t gossip or slander others with your words. Avoid sarcasm; teasing is just bullying in disguise. Obey the rules. Don’t lie or cheat. How can we re-establish respect as a
core value in our society, communities, and neighborhoods? We can begin at home.

and immediate response and attention to details that included the declaration of a county-wide emergency and the coordination of all activities the declaration entailed. In a press release regarding the board’s closed-door session, San Bernardino County Board of Supervisors Chairman James Ramos stated, “We had a very productive discussion about what we are doing well, challenges we have faced and addressed, and how to continue to move forward.” He added, “[The session] was an example of how the board members and CEO are effectively working together to address the county’s needs and move the county forward.” Fifth District Supervisor Josie Gonzales also weighed in with a comment that appeared specifically aimed at Devereaux’s handling of the Lamberto issue. “I expect this will result in improved communications, a more inclusive leadership style and a culture of mutual respect,” she asserted.
“An important part of the county governance structure established by the board when it hired Devereaux as CEO in 2011, was to evaluate him annually and develop goals and objectives for him,” explained County Public Information Officer David Wert. “The CEO goals and objectives are then brought forward for public input and revision before being adopted by the board; becoming the county’s goals and objectives; and, serving as the basis for all actions taken by the CEO and county departments,” he concluded. The board members and Devereaux are expected to discuss potential changes to his contract in the near future. According to Wert, those changes will be designed to institutionalize improved communication strategies and ensure consistent opportunities for the board and Devereaux to exchange information and ideas.

Devereaux’s explanation about why he failed to notify the board regarding Lamberto’s arrest was viewed by many with a dose of skepticism. According to Devereaux, his decision to keep the matter confidential was based on historical precedence. “Disciplinary actions have been handled as purely administrative matters,” he explained. However, after public criticism from members of the board, county employees and members of the general public, Devereaux ultimately apologized for his mis-handling of the situation. The Lamberto scandal, however, faded quickly in light of the December 2 terrorist attack on the Inland Regional Center in San Bernardino. Devereaux rose admirably to manage the unprecedented incident—an incident that required his focused, professional

Reflecting on the Martin Luther King Holiday

s I watched the many King Day activities on television all over the state and nation and viewed the Los Angeles Kingdom Day Parade on ABC many thoughts of where have come from, where we Hardy L. In my opinion we have to develop an ongoing strategy to combat the many challenges that are coming at us from so many directions: We have those in Congress who seem frozen by the loud voices of obstruction to any thing the Executive Branch proposes just because the president is of a different party or color. According to Assembly Member Dr. Shirley Weber of San Diego in California Asians, Latinos, Blacks and members of the LGBT community make up over 50% of the state legislature yet they are ineffective in getting most of their legislation passed. The African American employees in the California Department of Education just recently filed a class action discrimination complaint because there are only three Blacks in senior positions. In Hollywood, the entertainment capitol of the world, no African-Americans were nominated this year for the highly coveted Oscar awards. I know we can act because every day we go through making people believe we are satisfied

with our status and treatment in America. In the State of California, according to several articles in the Sacramento Bee the Democratic Party is about to erupt because we have some statewide elected officials who are in the horse trading business or what I call the “old fashioned slave trading” business because they want to support one Black over another Black so it will not seem like racism. In Flint, Michigan we have children ruined for life because a governor and the federal EPA workers wanted to save money so they let the entire city population drink water contaminated with lead. The children will be ruined for life. And according to documented reports the people in authority covered up the information once they knew what was happening. In closing I want to share a couple of statements that were made for the King Holiday: Los Angeles County Democratic Party Chair and California Democratic Party Vice Chair Eric C. Bauman released the following statement on the 30th Martin Luther King Jr Day: "As we celebrate the 30th Martin Luther King Jr. Day, we must remember how far we have come, and yet, how far we still have to go. The Importance of CalEITC

T
he new California Earned Income Tax Credit provides up to $2,653 to people who qualify and file a state tax return for the 2015 tax year. The Earned Income Tax Credit (CalEITC) is a cash back state income tax credit designed to put money into the pockets of California’s working poor and many of those with moderate incomes—it is an added financial incentive for eligible families in the state. Another positive aspect of the initiative is that many single individuals may also qualify. Best of all, if you qualify for the CalEITC you likely qualify for the federal EITC as well and by filing for both, can increase the amount of refund you can get back. You may qualify for the CalEITC if you earned less than $13,870 in 2015. The cash back tax credit directly supports the legislation’s intention when CalEITC was signed into law by Governor Jerry Brown last June. The initiative was designed to reduce economic hardships for hundreds of thousands of Californians. It will help them meet basic needs and ultimately provide the economic leverage needed to work their way out of poverty. With the implementation of CalEITC, California hopes to build on the successful legacy established by the Federal Earned Income Tax Credit—long identified as the nation’s most effective tool at reducing economic hardships and child poverty. California’s plan expands on the nation’s success in this area. CalEITC gives more California residents the opportunity to keep more of their earnings while at the same time providing a major work incentive. In addition to reducing economic hardships among the state’s low and moderate income workers, CalEITC provides other added benefits. For example, it goes a long way toward rebalancing the state’s tax system by reducing the disproportionate share of income paid in state and local taxes by low-income households. CalEITC is destined to make a difference in the lives of hundreds of thousands of Californians. Because the initiative is modeled after the federal Earned Income Tax Credit (EITC) if the past is truly prologue, California’s working poor will see tangible and meaningful results. According to a report by the California Poverty Measure, which incorporated taxes paid and tax credits received, the federal EITC dollars represented the difference between living in poverty and not living in poverty for about 430,000 adults and 368,000 children in California in 2012. These results can only improve with the implementation of CalEITC. In 2013–14, 62 percent of federal EITC paid to Californians went to full-time workers; 26 percent went to involuntary part-time workers (those who would rather work full-time); and, 12 another percent went to those who voluntarily work part-time. Stories of his uncompromising commitment to unconditional love are well documented for posterity as are the pivotal moments of his extraordinary life. And yet, “He was an average and ordinary man, called by a God, in whom he had deep and abiding faith, to perform extraordinary deeds,”

ML. Probably one of the early and little known events that helped shape King’s life occurred in 1941. Reportedly, he attended a parade without his parent’s permission and while he was there, his maternal grandmother had a massive heart attack and died. King was devastated and blamed himself for her death. According to many, he was heavily overwhelmed with guilt. Shortly after her death, the future civil rights leader purportedly fell from the second story window of their home—

- Reverend Martin Luther King Jr. his oldest and only surviving sibling, Christine King Ferris, told Ebony Magazine during a 1986 interview. There are facts, experiences, little known details in the Civil Rights leader’s life that serve as testaments to his sister’s comment beginning with the civil rights leader’s iconic name. Born January 15, 1929, Martin Luther King Jr. was in fact named Michael at birth after his father; however, when the elder King travelled to Germany in 1934, he was greatly impressed by the mission of the Protestant Reformation leader, Martin Luther. As a result, when King returned to America he changed his name as well as the name of his five year old son to Martin Luther, in honor of the protestant activist. There are some reports, however, that at times, the elder King claimed his son’s name was listed as Michael on his birth certificate in error. Regardless, throughout King’s life, members of the King family continued to call him Mike or
some believed it was an attempt at suicide. Although family members insisted it was an accident; years later when speaking about the incident his father said, “He cried off and on for several days afterward and was unable to sleep at night.” In later years, King continued to struggle with bouts of depression usually the result of issues related to the civil rights movement. Once, reflecting on his grandmother’s death he said, “It was after this incident for the first time that I talked at any length on the doctrine of immortality. My parents attempted to explain it to me and I was assured that my grandmother still lived.” Although King’s early years were marked with this episode of grief, he was a gifted and talented student. As a result, he skipped both the ninth and twelfth grades and entered Morehouse College at the early age of 15 years. Although Martin was a gifted high school

years focused around his time at Crozer Theological Seminary in Pennsylvania. There, he fell in love with a German cafeteria employee. His classmates talked him out of pursuing her for two main reasons—firstly, because his father would have disapproved of an interracial relationship and also because he expected the younger King to marry someone of status. It was reported the elder King was not even enthusiastic about his son’s marriage to Coretta Scott. King has been called the Prince of Peace and yet during the 1950’s as his life, the life of his wife and new born daughter were continuously threatened because of his work in relation to bus boycott in Montgomery, Alabama, he applied for a gun permit. King realized, however, he could not advocate non violence and at the same time, prepare for armed self-defense. Interestingly, Alabama refused his application. continued on page 14

King appeared to live his life in a hurry, as if he knew his stay on earth would be brief. Beginning in 1957 until his untimely demise in 1968, he gave over 2,500 speeches, travelled more than six million miles, was arrested at least 30 times, wrote five books and published numerous articles. Yes, King appeared to live his life in a hurry like the marked man he truly was. After delivering his historic and memorable “I Have a Dream” speech during the 1963 March on Washington, the FBI wrote, “In the light of King’s powerful demagogic speech yesterday, he stands head and shoulders above all other Negro leaders put together when it comes to influencing great masses of Negroes. We must mark him now, if we have not done so before, as the most dangerous Negro of the future . . . from the standpoint of Communism, the Negro and national security.” Although he was marked by the FBI as the most dangerous Negro in the nation, he was a preacher with three degrees who maintained the common touch and managed to also establish quite a reputation as a pool shark. Playing pool was one of the ways he reached out to some members of the Black community—using pool to reach those who did not come to church to hear his messages. Despite his enduring impact on America and the world both then and now, King died with barely any financial assets. His family was left with hardly any benefits from his books, speaking engagements, or ministry. He never set anything aside for his children’s education. He had even donated the 54 plus thousand dollars in Nobel Prize award money to the movement. King gave everything to the movement including his health and longevity. When he was murdered at the age of 39 his autopsy report revealed the heart of a 60 year old--doctors believed it was the result of ongoing stress. At least 40 American states have streets named in honor of King—there are over 900 streets named in his honor world-wide. Fortunate for the world, King left hundreds of thousands of documents about his life and legacy in sermons, letters, speeches and sadly, federal surveillance. Although much is known about King the

man, the visionary, the activist, the drum major for peace, there are still a good number of FBI surveillance documents that will remain sealed in the National Archives until 2027. Some records of his life may be sealed from view but his legacy lives openly in the hearts and minds of those whose lives he changed, even among the many who were yet to be born when King walked the earth. This is clearly evidenced in the passionate movement of Black Lives Matter and other organizations that continue to work for peace and justice here in America and around the world in 2016. Yes, despite set-backs and disappointments, the movement continues . Happy Birthday, Martin Luther King Jr. Your dream lives in me.

The FBI Seeks Public’s Help in Terrorist Investigation San Bernardino—The FBI needs your help. The agency cannot account for the location of Syed Farook and his wife Tashfeen Malik, perpetrators of the San Bernardino terror attack, from 12:59 p.m. to 1:17 p.m. on the afternoon of the assault, Wednesday, December 2, 2015. Farook and Malik left 14 dead and 22 injured at the Regional Center that fateful day. The FBI has accounted for all the couple’s movements the day of the massacre with the exception of those 18 minutes. The Riverside African American Village Summit is Coming to Riverside County Riverside “
I
t takes a village to raise a child” is a wise African American proverb and the premise behind an extremely important summit taking place this month. The Riverside Branch of the NAACP and 100 Black Men of the Inland Empire are joining forces to unite Black social, professional, faithbased, and fraternal organizations in Riverside County to answer the call of addressing the needs of young Black girls and boys. The Riverside African American Village Summit (Summit) will take place Saturday, Jan. 23, 2016 from 9 a.m. to 3 p.m. at CrossWord Christian Church, located at 21401 Box Springs Road, Moreno Valley. The Summit will address nine important priorities--Advocating for state and local policy; Developing youth leaders in Moreno Valley, Perris and Riverside; Grooming young men of color for entrepreneurship/ circulating Black dollars; Reforming school discipline policies; Exposing young men of color to professional, technology, and trade careers; Working to fully implement Proposition 47; Teaching the importance of the church in addressing issues; Creating stable and consistent mentoring programs; and Black parenting. The Riverside African American Village Summit is the first of a series of summits launched to address these pertinent issues. 9 Steps to Prepare for El Niño El Niño is predicted to bring heavy rainstorms and flooding to California. It’s important to plan ahead and be prepared. Follow these tips to help ensure that you and your loved ones are safe and comfortable when El Niño hits SoCal. 1. Preparedness Kit Make sure your preparedness kit includes flashlights, batteries, cash and first aid supplies. Check out this preparedness kit checklist from our friends at the American Red Cross to make sure you have everything you’ll need in your supply kit. 2. Emergency Apps Make sure you and your phone are prepared for an emergency or an outage. Check out the emergency apps from American Red Cross to help you be prepared for an emergency or major disaster, such as floods or earthquakes. You should also download My SCE App on your iOS or Android device to make sure you have outage updates at your fingertips. 3. Inspect Your Car Make sure your windshield wipers are working and check your tire tread. An easy way to test your tire tread is by doing this simple penny test. 4. Prepare Your Home Clear your gutters and outdoor drains. Keeping your gutters clear can help eliminate the risk of water damage from having clogged gutters. If water flow is not possible, it can accumulate water in areas of your roof, basement, cause rusting and lead to an increased risk of decay, moisture and leaks. Now is a good time to clean the gutters around your home. Also, be sure to use a sturdy ladder, be aware of your surroundings and stay at least 10 feet away from power lines. Sandbags can also be used to help protect your home and property before a storm. The Federal Emergency Management Agency (FEMA) has also urged Californians to buy flood insurance or at least rate their flood risk by visiting FloodSmart.gov. The agency also reminds residents that there’s a 30-day waiting period between purchasing flood insurance and the time the insurance goes into effect. 5. Trees and Vegetation Prepare now for stormy, winter weather. Submit a tree trimming request if you observe trees or other vegetation that are dead or dying and leaning into overhead power lines. 6. Watch for Downed Wires Severe weather can cause power lines to fall. They can electrify puddles, wet grass and the surrounding area. Never approach a downed wire, or anyone or anything in contact with it. Stay away and call 911 immediately. A downed wire doesn’t always spark or hum. Always assume a downed wire is energized. Coming into contact with electrical wires can cause serious injury or even death. 7. Use a Flashlight Keep a flashlight handy because using candles during an emergency or outage poses a high fire risk. 8. Watch Traffic Signals Watch for traffic signals that may be out and approach those intersections as four-way stops. Remember that if your windshield wipers are on, your headlights should be on as well. 9. Secure Trash and Debris Make sure to secure trash and other items that have the potential of blowing or floating away.
