Our Duty: Bearing Witness To History
M
y week began and ended with a number of historic moments, and as I stood amid the hundreds of individuals who packed the crowded conference room at the Riverside County Sheriff’s Department Administrative offices in downtown Riverside on Tuesday and watched Sheriff Stan Sniff pin stars on the collar of the recently promoted Chief Deputy Shelley KennedySmith, I understood the importance of bearing witness and why these ceremonies are significant. Chief Deputy Kennedy-Smith is the first African-American woman to join the ranks of the 121year old department, the third African-American and the seventh woman. During her remarks, where she acknowledged and thanked a host of family, colleagues, friends, and community and civic leaders who helped her along her journey, she said, “this is about women power today” and then she acknowledged women like Valerie Hill, the first woman to reach the rank of Undersheriff who encouraged, supported and pushed her up the ranks. In introducing her colleagues Chief Deputy Kennedy-Smith commented that it’s “not about title or rank but who we are as people.” She acknowledged her parents, who, while unsure of her decision to become a law enforcement officer, where always in her corner as were her husband Melvin and her two sons. Grant Yates, the City Manager for the City of Lake Elsinore, where Chief Deputy Kennedy-Smith last served, commented that she stands for “respect, trust, and empowerment.” A few days before Chief Deputy Kennedy-Smith’s promotion ceremony, I was invited to witness the swearing-in of the newest member of the state legislature: Assembly Member Sebastian Ridley-Thomas at West LA College. At the youthful age of 27, he has the distinction of currently being the youngest person serving in the State Assembly. I often joke with him that he is such an “old soul” that he’s older than me. But while young in years, his commitment to public service is rooted in centuries-old traditions of the Black church, press, and higher education institutions, and of course family. His parents Avis and Mark Ridley-Thomas were, and continue to be, major influences in his life. His father, currently serving as a Los Angeles County Supervisor, offered to his son the same advice that was offered to him when he graduated from Immaculate Heart College, “Be not conscripted by causes unworthy of your life.” His Morehouse College classmate was on program and spoke of the influence that the historic institution with graduates like Dr. Martin Luther King, Jr. had on Sebastian. That West LA auditorium was full of people who wanted to celebrate the occasion as a community. And like Chief Deputy Kennedy-Smith, Assembly member Ridley-Thomas thanked the “village” that supported him, encouraged him, and taught him the virtues of service. Finally, at the end of last week I received a text message from my brother, Hardy. He has just interviewed and was appointed to fill the vacant trustee seat for Area D of the San Bernardino County Board of Education, making him the first African-American to serve on that board. Hardy has been a passionate advocate for education since his college days at Wilberforce University in Ohio. While I was not there to witness his swearing-in - he had no idea the announcement would be made so quickly after the process and was immediately sworn-in by the president of the board Laura Abernathy Mancha - I witnessed the tremendous outpouring of support and pride from the community as I read comment after comment on a Facebook post announcing the news. President Mancha said he was selected because of his vision and knowledge and ability to motivate others. We’re proud that he is following in the footsteps of our father who served as a trustee for the San Bernardino Unified School District Board of Education for 12 years and our mother who is currently serving as the assembly member for the 47th district. After Chief Deputy Kennedy-Smith’s promotion ceremony I received a call from Sheriff Sniff. We talked briefly about the large crowd that participated in the promotion ceremony and how important and significant it is for us to commemorate and memorialize these positive milestones and personal achievements in a very public way. He reminded me that it’s only been six years since the department started holding these public promotion ceremonies for family, friends, colleagues, and the community. And I thought of the African-American cultural tradition of bearing witness and how we often talk about it as a duty to acknowledge the negative – the atrocities and violence – and rarely do we talk about the duty to witness the good, the positive, the exceptional.

County Superintendent’s State Of Education Address On Feb. 25 San Bernardino
S
an Bernardino County Superintendent Gary Thomas will deliver his State of Education Address on Feb. 25 at the California Theatre of the Performing Arts. The address will begin at 3:30 p.m. at the theatre, which is located at 562 W. Fourth St. in San Bernardino. The theme of this year’s address is “Transforming Lives On The Roadmap To Success.” In his speech covering K-12 public education in the county, Thomas will discuss the transition this year to the new Common Core State Standards, as well as the impact of the implementation of the Local Control Funding Formula and the Local Control Accountability Plan. The county is home to a K-12 student population of 412,000 with 33 school districts and more than 530 schools.

ontana Mayor Acquanetta Warren recently met with President Barack Obama and Senior Administrative officials to discuss education, work force development, and civic technology and innovation. “I am thrilled to be discussing important issues such as education and workforce development with the President. President Obama understands the importance of preparing our students for today’s global economy and how a shortage of quality applicants negatively impacts many high growth industries in the United States,” Mayor Warren said. The Mayor added that with Fontana’s experience with the use of civic technology contributed to insightful policy discussion. “The City of Fontana has won several national awards for utilizing innovative technological approaches to deliver effective, cost efficient services to our residents. This technology has enabled the Public Works Department to significantly increase productivity while also reducing costs to the

Hardy Brown II Selected To Fill Vacancy On County Board San Bernardino
T
he San Bernardino County Board of Education voted unanimously to appoint Hardy Brown II to fill the vacancy in Trustee Area D at its recent special meeting. Brown, 42, the executive director of the Black Voice Foundation, becomes the first AfricanAmerican to serve on the County Board. “I am excited about being selected by the board,” Brown said. “I look forward to working collaboratively to provide the best educational opportunities for all students in San Bernardino County.” The County Board had five applicants vie for the vacancy in Trustee Area D, which represents the school districts of Rialto Unified, San Bernardino City Unified and Snowline Joint Unified.

Board President Laura Abernathy Mancha said she was pleased with the strong credentials of the applicants. “Although it was a tough choice, I know that Hardy will be an outstanding addition to our County Board,” she said. “His understanding of educational issues and concerns in our community will be an asset to the board.”

I
learned this week that my friend Shelley Kennedy-Smith has been promoted to Chief Deputy Sheriff in the Riverside County Sheriff Department by another friend, Sheriff Stan Sniff. Hardy L. Brown This is double sweet to me because Sheriff Sniff is a friend that is true to his word. When Sheriff Sniff took over the reins as sheriff he said to me that under his administration he would have a more inclusive and diverse staff.
He said it would not be easy or quick but he was going to work on it by training and placing people in positions that would give them the experience and exposure for advancement in the department. Now while the sheriff has done his part so did Shelley. She got her education and took advantage of the opportunities placed before her. She is a perfect example for others to follow regardless of race or gender. The Riverside County Sheriff’s Department became involved with the Black Voice Newspaper through Dr. Paulette Brown-Hinds, over a decade ago with a mission of helping to do outreach into the community and a goal of presenting the
agency as a good place to work and provide for a family while providing an important service to the community. Department employees, led by Sheriff Sniff, have visited churches and community groups recruiting Blacks and Latinos into the ranks. Now comes this promotion of Shelley as Chief Deputy. I want to congratulate Chief Deputy Shelley Kennedy Smith on her new responsibilities and thank Sheriff Stan Sniff for keeping his word and leading the way for others in Riverside County to follow on how to be more inclusive becoming a place where diversity is the norm.
Thankful for 51 Years of Pure Happiness and Joy

his past weekend marked the 51st year of my marriage to Cheryl. Now while we did not throw a party we did sit and do something that we used to do quite often and that is turn off the television and talk with each other for about three hours without interruption. We decided to wait until all of the family can be together for a family gathering later this year. We reflected on the past, present, and (believe it or not) the future of what we hope to do and accomplish for family and community. We (or Cheryl) I should say, does not take lightly her responsibilities as a state legislator. She has learned a lot about how government works for or against its people and learned more

about herself in the process. Her colleagues and outside groups know how to apply pressure for a vote on any issue while she tries to speak up for the people in the 47th district. She has found her faith in God is stronger than she ever believed and has become a FROG, which means Fully Relying On God. So if you see her wearing a pin looking like a frog ask her about it. We have accomplished much since we got married with just $35 in my pocket and a twodoor 1958 Plymouth Fury Golden Commando car waiting on my first pay day with the California Electric Company (now Edison). From that we began saving and planning our way to what we
are today. We recognize now that it was God’s Goodness and Mercy following us. He has done so much in both of our lives and we give him all the glory for being here with us. It has not been easy but a joy during our marriage as we have served God, raised a family, never missing a paycheck during that time, building a business, starting organizations, serving our community, traveling all over the world and now Cheryl serving as a legislator. To my wife, family, and friends I say thank you for being there with us. I have counted it all joy.

pointofview Extending Benefits for Americans
T
his week, Congress is on recess and I’ll be in the Inland Empire meeting with residents and talking with businesses about how we can grow our economy and put Americans back to work. Working in the district is a fundamental part of what it means to serve in Congress and it’s something I value, as Riverside County is where my home is and always has been. However, there are at times extraordinary circumstances where Members of Congress should remain in Washington until a certain issue is resolved. I believe that one of those times is now and that Congress should not have adjourned without extending unemployment benefits for more than 1.4 million Americans. Despite those opposing the extension claiming that such action would not grow our economy, the data, which has been examined on countless occasions by independent organizations, says that extending unemployment benefits would provide a great economic benefit. According to Mark Zandi from Moody’s Economy.com,
extending unemployment benefits would return $1.64 to the economy for every dollar spent. The negative effects of failing to extend benefits are clear. In the several weeks since long-term unemployment benefits have lapsed, more than $400 million has been sucked out of state economies. Locally, it is estimated that more than $8.2 million in economic activity has been lost. Opponents claim that extending unemployment benefits will also create dependency, suggesting that Americans will not look for work simply because they are receiving benefits, and that removing these benefits off will provide the necessary motivation for them to find a job. However, my opponents are failing to realize that the problem is that there are not enough jobs. Even seven years after the recession began, there are still three people competing for every job opening. Congress should be focusing on creating jobs through investing in infrastructure, providing

resources and loans to small businesses, and promoting research and innovation. With that in mind, how exactly will cutting unemployment benefits create jobs? When has forcing someone to go to sleep hungry ever created a job? When has an unpaid gas bill ever created a job? If the House Republicans are serious about improving our economy, they should extend benefits for the long-term unemployed as soon as possible. Only then will millions of Americans have the ability to find work, and contribute to our economy fully.

“12 Years A Slave”: Slavery’s Persistent Health Effects?
L
ast November I saw the most brutal, gut wrenching, emotionally overwhelming film I’ve seen in 50 years. 12 Years a Slave, which won a Golden Globe award for ‘Best Drama’, and nine Academy Award nominations, is British director Steve McQueen’s adaptation of a memoir by the same name, written 160 years ago by Solomon Northup. Northup was a freeman who lived in New York. He was tricked, drugged, kidnapped, taken to New Orleans, and made a slave. Imagine free one day and shackled the next. When Northup tried to assert his rights as a free Black man, he was brutally beaten by his kidnappers. He was stripped of his name and identity. He hid his education, as it was against the law for a Black to read and write and could have led to his death. One day Solomon Northup
lived as a literate, free man, the next a slave. As I sat watching the movie I thought about how history has impacted the current mental and physical health of Black Americans. Linking the institution of slavery to the current condition of Black Americans has been called “nonsense”; however, Sigmund Freud reminds us that “in the human mind the past is always present”. Long after wars have ended we struggle with its debilitating psychological effects on a soldier and his family. We call this condition Post Traumatic Stress Disorder (PTSD). Clinical psychologist Dr. Joy Degruy points out, there is a condition known as Post Traumatic Slave Syndrome (PTSS). PTSS represents behaviors and beliefs that are passed down through generations by Black people to their children based on the residuals of the slave system. Emotions such as self-hatred
that lead to high rates of Black-on-Black crime; the belief in Black intellectual inferiority; academic under achievement; poverty unhealthy lifestyles; and the breakdown of the Black family. I think about the devastating psychological impact on Solomon and the other slaves almost 170 years ago; and most importantly, the residual psychological effects that this brutality and dehumanization has on Black health and well being today. In 1977 the blockbuster television miniseries ‘Roots’ opened up a much needed dialogue about the devastating institution of slavery. However brutal and uncomfortable, Director Steve McQueen’s film “12 Years a Slave” is this generation’s ancestry wake up call.

Temecula Valley Balloon And Wine Festival Takes Home 5 Calfest Awards The Temecula Valley Balloon and Wine Festival earned five first place Celebration Awards for the 2013 event at the California/Nevada Festivals and Event Association (CalFest) Convention in Anaheim, January 9, 2014. The first place awards were for “Best Television Commercial,” “Best Marketing Campaign,” “Best Press Kit,” “Best Logo,”(30th Anniversary) and “ Best T-shirt.” Celebration Awards are given each year to events for outstanding accomplishments in a variety of areas. ast week, Riverside Mayor William “Rusty” Bailey delivered the 37th State of the City address, his second annual speech highlighting the past year’s challenges and goals for the future. In his remarks, Mayor Bailey painted a picture of a city that continues
to build on its assets to become a destination city, one building on various types of innovation to provide a higher quality of life for its residents who are unified in pursuing the common good. He recognized the widow of fallen Officer Michael Crain, thanked the Totally Mount
Rubidoux community movement for galvanizing local support to save the historic cross located on the downtown mountain, and challenged residents and city leaders to continue to “give big” and “think big” by promoting diversity and inclusion.

Smart Growth Let me share my excitement for the first ever Grow Riverside: Citrus and Beyond Conference, March 19-20, at the Riverside Convention Center. This will inspire our city to reconnect to its agricultural roots and galvanize stakeholders toward the economic opportunities from employing sustainable farming in underutilized spaces. We can re-green the Green Belt in Riverside. Now imagine a single project that could dramatically improve the quality of life across our community – increased property values, fewer car trips, better air quality, a more walkable community, more disposable income and more public transit choices. I’m speaking, of course, about the feasibility study to examine how a network of streetcars could impact Riverside. We earned a quarter-million-dollar grant to determine how a streetcar network could link Riversiders – including students, seniors and visitors -- to our historic downtown, universities and shopping centers and encourage increased economic development and investment along major corridors. The question is not WHETHER Riverside will grow, but HOW Riverside will grow. More than 200,000 individuals live, attend college or work within a 10-minute walk to University and Magnolia Avenues – that’s two-thirds of our city! We can provide a way of life that keeps and attracts young people yearning for the truly urban experience that is available nowhere else in the Inland region. Thank you to Siemens for bringing a streetcar, like the ones they have in Sacramento and San Diego, to University Avenue so that 2,500 Riverside residents could see and touch this technology.

A Destination City
Over the last year, I have been asked by everyone from international students to national media -- What is Riverside’s competitive advantage? My answer is consistent -- our educational institutions, our public utility, our historic downtown and our community spirit. Yes, we are competing, and, yes, we are winning! I hope you agree, there has never been a better time to live and do business in Riverside. In the coming weeks, your city’s leadership team will convene a policy workshop – something we haven’t committed to in more than 8 years. We will use the city’s charter and mission statement to prioritize the strategic vision, policy goals and values and provide clear direction to the city manager, city attorney, city clerk and their staff. This effort will help us govern more effectively on your behalf. We are better together when we are all on the same page.
Many see Riverside as a destination city, dating back to when it was an oasis for Hollywood stars and starlets. Our own Festival of Lights shone brightly again in 2013, having been named one of the Top 5 holiday festivals in the nation. I envision growing a similar level of excitement for a New Year’s Eve celebration that wraps up the holidays the same way the Festival of Lights kicks them off. The Riverside Artswalk, on the first Thursday of every month, brings thousands of people downtown to enjoy music, art and entertainment. The Riverside Art Museum’s relationship with Baby Tattooville brings 40 artists from around the world to the Mission Inn, along with a $100,000 economic impact. Cosme Cordova’s Day of the Dead celebration, now in its 10th year, attracts as many as 10,000 people – that’s a big time event! And it helps us celebrate our culture while remembering those we have lost. This year Riverside is the destination of choice for 18 major athletic events, including the AYSO National Games, the Pan American Synchronized Swimming Championships and the Women’s Water Polo World League Championships. These 18 events will fill more than 13,000 hotel room nights and bring more than 80,000 visitors to Riverside in 2014. Tourism is in fact an emerging sector of our economy. Even our bike culture is attracting tourists who want to ride all year long. Look for that to grow even more in 2014 as construction begins on the final gaps in the “Crest to Coast” bicycle trail.
Looking Through The Riverside Lens Finally, my challenge for all of us is to look through the Riverside LENS. Find opportunities to develop as LEADERS, for we are the decision makers who will impact future generations of Riversiders. We must all keep our eyes and ears open, for ways to foster and invest in local ENTREPRENEURS, for they will employ our residents and create new markets in our city. I encourage you to connect with your NEIGHBORS online or over the fence, the old-fashioned way, for they may come to your rescue someday. And find a STUDENT to mentor this year, for an educated society and a productive citizenry will help keep our city competitive.

The re-opening of the convention center, coupled with Live Nation operating the Fox Theater and this Auditorium, provides us with a perfect opportunity to Tell Our Story to a national audience. Live Nation, the largest provider of entertainment in the world, sees our entertainment potential, and they want to be a part of it. They see the energy and continued momentum created by the 66 eateries, bars and nightclubs in downtown alone. We must take advantage of this momentum by encouraging downtown residential developments. It is time to accelerate this potential and seize our destiny as the entertainment and tourism capital of Inland Southern California. With more than 230,000 people living within five miles of City Hall, Riverside is at the tipping point to become a Southern California center of urban downtown living. Let’s proudly and passionately tip it over together.
On January 7, the City Council voted to bring high-speed fiber optic access to Riverside ExCITE, the newest addition to our City’s hightech and entrepreneurial ecosystem. Through ExCITE, we will bring entrepreneurs in the medtech and biotech fields which need to manage and transfer data at speeds 100 times faster than is now possible. Riverside ExCITE adds to an environment that has incubated a dozen promising companies, any of which could become the next Bourns Inc. -just ask Cindy the story about how the Chamber and the City partnered to bring the Bourns family to Riverside more than 50 years ago. I know that investment returned more than we expected – and that is what incubators can do. They prove that we are better, together, in Riverside.
The way I see it, innovation is part of our history and our culture. The Riverside Auto Center, the first auto mall in the country, is nearing its 50th anniversary and deserves to have a community celebration. By the way, now visible from space is the auto center sign. I heard that Dutton sold a Cadillac to an astronaut. Seriously! Thank you, dealers, for choosing to stay in Riverside, and for selling our city, along with your automobiles. One of the ways we instill a commitment to innovation in our young people is through the Long Night of Arts and Innovation, which brings our education partners together, to display the exciting ways in which our educational institutions are embracing the worlds of STEM and the arts. We will continue to showcase Riverside as a powerhouse of arts and innovation through the Long Night, the STEP Conference, and other events like them.

The private sector doesn’t have a monopoly on innovation. Riverside continues to win praise from the Bill and Melinda Gates Foundation and the National League of Cities for the tremendous success of Completion Counts. All the partners have renewed their commitment to our goals of raising high school and college graduation rates in Riverside. Postsecondary educational attainment is required for up to 93% of jobs in today’s economy. Completion Counts is a tangible economic development advantage for Riverside. The ongoing success of this initiative matters to all of us, for we are better together, when we are educated.

iverside County Sheriff Stan Sniff appointed Captain Shelley KennedySmith to the rank of Chief Deputy earlier this week, making her the first AfricanAmerican woman to join the department’s executive ranks in its 121-year history. She will start her new assignment in April as the Chief Deputy overseeing the Central Field Operations (Cabazon, Hemet, Southwest, and Lake Elsinore Stations, Gang Task Force, and SERT) of the Sheriff’s Department. Chief Deputy KennedySmith has over 28 years of law enforcement experience, all with the Riverside County Sheriff’s Department. Chief Deputy Kennedy-Smith is now the third African-American to serve in its executive ranks in the Department’s history, following in the footsteps of retired Chief Deputy Oliver Thompson, appointed by then-Sheriff Cois Byrd in 1986, and retired Chief Deputy Boris Robinson, appointed by Sheriff Stan Sniff in 2009. Chief Deputies in the Riverside County Sheriff’s Department oversee various divisions within that agency (patrol, courts, coroner, administrative functions, and corrections). Their
primary responsibility is to oversee personnel matters, personnel investigations and disciplines up to and including terminations, tactical issues, promotions and transfers, and arbitrations. Their typical spans of control range from 300 personnel to over a 1,000, depending on the assignment. Chief Deputy Kennedy-Smith began her law enforcement career in 1986 when she joined the Riverside County Sheriff’s Department. Upon completion of the Basic Academy, she was assigned to the Riverside Jail and later the Lake Elsinore Station, Sheriff’s Court Services and the Southwest Detention Center. She was promoted to the rank of Investigator in 1999 and was assigned to the Lake Elsinore Station once again, where she handled all types of investigations and was designated as the station’s Elder Abuse Detective. In 2000, Chief Deputy Kennedy- Smith was promoted to Sergeant and returned to the Southwest Detention Center. As a Sergeant, Chief Deputy Kennedy-Smith was later transferred to the Media Information Bureau and served as the Department’s Public Information Officer (PIO) from 2001 to 2004. In 2004, Chief Deputy Kennedy-Smith was
promoted to the rank of Lieutenant and placed in charge of the Sheriff’s Personnel Bureau, where she saw oversaw recruiting and new hiring of personnel. In 2008, Chief Deputy Kennedy-Smith returned to the Lake Elsinore Station where she served assignments as Patrol Lieutenant, Administrative Lieutenant responsible for the station’s budget, and as the contract city Lieutenant for the cities of Lake Elsinore and Wildomar. During this period, she was also assigned oversight of the Detective Bureau, the Special Teams Unit, and Lake Operations. In 2010, Sheriff Sniff promoted Chief Deputy Kennedy-Smith to the rank of Captain where she was placed in charge of the Sheriff’s countywide Court Services Division. In 2012, Chief Deputy Kennedy-Smith was transferred to command the Lake Elsinore Station, which provides service to 270 square miles of Riverside County, serving and protecting more than 135,000 residents. Chief Deputy Kennedy-Smith completed a Bachelor of Science Degree from Southern Illinois University Carbondale in 2012. She lives in Murrieta with her husband Melvin. They have two adult sons and three grandchildren.
