State of the City: Making Riverside Business Friendly
L
ast week the Greater Riverside Chamber of Commerce hosted the 38th State of the City address. And the close to 1000 civic and business leaders attended the event. During his address, Mayor Bailey expressed a number of ambitious goals for the city. One of particular interest to me was making Riverside more business friendly. I’ve been a vocal critic of the “warehousing” of our region, and have expressed in this column and elsewhere, the need to build on the diversity of our regional strengths including our stellar colleges and universities. Combined, these institutions are graduating thousands of students every year, who in turn take their newly-minted degrees to other regions and states, in part because we do not have enough diverse jobs right here. Of course, students leave the region for other reasons – they return “home”, they want to live in larger cities with more amenities, they prefer a different climate, they have amazing job offers out of state, etc. I recently shared an article “Forget Silicon Valley: 7 Better Cities for Start-ups” with a young tech entrepreneur who like me grew-up in San Bernardino, graduated from UCR, and is now working for himself and living in the IE. We meet and talk regularly about the need for Riverside and other Inland Empire cities to be more business friendly, especially for entrepreneurs and small business owners. The article highlights some of the findings in a new book by Tim Sprinkle, Screw the Valley: A Coast-to-Coast Tour of America’s New Tech Startup Culture that should be of interest to the leaders of our cities as they seek to attract a diversity of businesses to our region. The cities featured in the book are not the typical metropolitan superstars: Austin built on its base of tech firms that have been there for decades like IBM and Texas Instruments and the popularity of the SXSW festival. (We have our own powerhouse tech company Esri, the world’s fourth largest privately-held software company right here in Redlands.) Boulder has a compact tight-knit downtown where entrepreneurs share ideas and make deals. And Brad Feld, the founder of the incubator TechStars and venture capital firm Foundry Group, is located there. (The company SendGrid, founded in Riverside by UCR graduates moved there to build their company as part of the TechStars accelerator program. SendGrid now employs over 162 people in Boulder, Denver, and Anaheim.) Raleigh took advantage of its close proximity to the Research Triangle Park – three major universities within 30 minutes of each other – UNC, Duke and North Carolina State. The universities provide a steady stream of new talent to local startups and growing firms. (We have UCR, CBU, and LaSierra in Riverside, UofR in Redlands, Loma Linda University, and CSU San Bernardino.) Detroit...Yes, Detroit! Entrepreneurs who grew-up in the area and consider it home are committed to a renaissance of the city including one entrepreneur who moved his company there, Quicken Loans founder Dan Gilbert, who is also investing his own cash to attract other entrepreneurs. (Sprinkle says there is a “contagious optimism” that all the Detroit entrepreneurs share “of being part of something bigger than just starting a company.”) Other cities on the list are New York City, Kansas City, and Las Vegas. If Riverside is serious about being more business friendly, city leaders will work closely with the Chamber of Commerce and listen to the needs of business owners and entrepreneurs. They will also meet regularly with the leadership of our local colleges and universities to discuss how we can best retain some of the talented graduates who are leaving our region every year. And they can continue to develop innovative programs like Riverside ExCITE, but make sure the voices of the young entrepreneurs are heard. Perhaps Riverside (or another city in the IE) will be able to join the list of Better Cities for Startups as well.

San Bernardino Community College District Chalks up a Million for Good Behavior San Bernardino
F
aculty and staff of the San Bernardino Community College District (SBCCD) has chalked up a million bucks for good behavior. Their energy-efficient practices have earned big savings and now those practices have earned the organization national recognition. The SBCCD has achieved $1,350,692 in cost savings in 23 months since partnering with Cenergistic, a national energy conservation company, which presented its Energy Excellent Award during the SBCCD board meeting on January 15. Chancellor Bruce Baron said, “The SBCCD has saved over $1.35 million in the past 23 months through its implementation of a conservation plan that has reduced energy consumption by almost 45 million BTUs, which is the equivalent of having more than 38,000 trees grow for 10 years or the equivalent of removing 2,789 metric tons of greenhouse gases. This is a district-wide effort, lead by the commitment of our Board of Trustees, and articulated in our Sustainability Plan. We anticipate more than $7.75 million in savings by 2022.” “Reaching this savings mark is a significant milestone. SBCCD has achieved success by consistently implementing the organizational behavior-based approach to energy conservation and maintaining productive efforts at all levels of the organization. The Chancellor and Board of Trustees, along with other administration, faculty and staff members are to be commended for clearly fulfilling their pledge to being good stewards of the taxpayer’s money and the environment,” said Dr. William S. Spears, Chairman and Founder of
Cenergistic. “Strong support from Chancellor Baron and the Board has created an atmosphere of cooperation that should continue to grow and ensure even greater success well into the future,” Dr. Spears continued. “I am extremely pleased to present SBCCD with our Energy Excellence Award. The District joins a very committed group of organizations across the country working hard to achieve energy savings so the dollars saved can be redirected to educational needs.” A key benefit of the Cenergistic program is that all costs come out of the existing utility budget, with savings projected to more than pay for the program, as they have done for the SBCCD. As part of the program, Energy Specialist Thomas Welsh tracks
energy consumption, including electricity, water, sewer, natural gas and fuel oil, using energyaccounting software. By tracking consumption and analyzing energy use, he can quickly identify and correct areas that need immediate attention, generating additional savings. The San Bernardino Community College District (SBCCD) was honored Cenergistic with its Energy Excellence Award on January 15. A Tale of Two Cases: One False, Another Credible Riverside
O
n January 15, a Riverside City College female student reported that she was the victim of an attempted rape inside the women’s first floor restroom at the Math/ Science Building. The student claimed to have used a pencil to fend off the attacker. RCCD Police later announced that the student has recanted her assertion that an attack took place. Police Chief Jim Miyashiro said video footage, the lack of physical evidence, including

blood or the pencil, and other factors led investigators to question the student’s claims. Police plan to file charges with the Riverside District Attorney’s Office for PC 148.5(b) – a false report of criminal offense. The student also faces college disciplinary charges for student conduct violations. Meanwhile, RCCD PD continues to investigate the report of a similar, more credible incident involving another female student that occurred in the restroom in the Quad on January 14.
VOICE | JANUARY 29, 2015 | theievoice.com
“Investigators are working the case,” Miyashiro said. “Following the release of a sketch of the suspect, we received 39 calls which either identified someone matching the suspects’ description or reported possible sightings onand off-campus.” RCCD PD and the District encourage students, faculty, staff and campus guests to report suspicious activity. All reports will be investigated fully and criminals will be prosecuted to the extent the law allows.

he Feldheym Central Library first floor has re-opened to the public after completion of the library’s much-anticipated recarpeting project. Services on the second floor including the 24 free public computers in the Cosand Computer Learning Center, the California Room featuring local history and Jack Hill Lifelong Learning Center offering literacy and other services won’t resume until further notice due to library IT staff having to re-wire PCs and move equipment. The three branch libraries of the San Bernardino Public Library have returned to their usual 20 hours of weekly public library service. Library service hours are available at www.sbpl. org. “We appreciate the patience of our patrons since we know how important libraries are to the residents of San Bernardino but we anticipate they will consider the wait worth it once they see the new carpet,” said Library Director Ed Erjavek. “We look forward to a refreshed Feldheym serving as a significant component of
downtown revitalization efforts.” Feldheym, which celebrates its 30th anniversary in 2015, still had its original carpeting until this project began. Most of the funding for this project comes from an insurance settlement following a 2013 flood and Community Development Block Grant (CDBG) funding. Almost all of the carpet in the 64,000-squarefoot facility was replaced. “It’s great to see this much-anticipated project become reality,” Erjavek said. “We’d like to thank the Mayor and Common Council, City Manager Allen Parker, Public Works Director Tony Frossard, Brandon Mims of the City Manager’s office, Rick Moreno of City Facilities, the SBPL Board of Trustees and everyone else who has supported and contributed to this project. ” Patrons are encouraged to check the library’s web site at www.sbpl.org or call 381-8201 for updates. Further information including a wide range of electronic services and the ability to renew materials online are also available at the library’s web site.
he Mayor, City Council and Mayor’s Youth Advisory Council (MYAC) encourage the youth of Fontana to attend the Teen Summit on Anti-Bullying on Saturday, February 21, 2015 from 10:00 am to 3:00 pm. This event will take place at Summit High School located at 15551 Summit Avenue, Fontana, CA 92336. The summit is free to Fontana families with a target audience of youth ages 9-18 of age. Those in attendance will learn to recognize and respond to peer aggression (bullying), stand up for themselves (assertiveness) and know when to ask for help before a situation gets out of hand. Guests will hear from educated and energetic speakers, Jon B. Pease, a renowned antibullying expert and founder of Not-the-Target Anti-Bullying programs, and Laura Lavigne, the creator of Happiness Sprinkling Project. In addition, they will hear presentations led by local community members (ages 9 to adult) and resource fair providing information and resources. “We are excited to introduce the parent track at this year’s summit. Our MYAC students identified that we must have support and awareness from our parents, if we want to make a significant impact on reducing bullying,” said Jason Hendrix, Community Services Coordinator. The event will conclude with the explanation and creation of the “Safe Zone” project which is a student led initiative that will be presented in Fontana schools and communities as a visual reminder that bullying will not be tolerated. The first 500 attendees that arrive to the event will receive a free lunch, courtesy of Juan Pollo and an event T-shirt. For more information about the Teen Summit on Anti-Bullying, MYAC or any other programs and events at the Jack Bulik Teen Center, call (909) 349-6944 or visit Youth.Fontana.org.

Who is at Risk for Getting Measles?
T
he number of measles cases from the Disneyland outbreak has doubled. At least 85 cases are now confirmed in seven states, the latest in Nebraska. Health officials in Alaska are currently monitoring another potential case in Alaska. Who is at risk for getting measles? • Anyone who never had measles and has never been vaccinated • Babies younger than 12 months old, because they are too young to be vaccinated • Those who were vaccinated before 1968; early vaccines did not give lasting protection
Measles is a very contagious (easily spread) infection that causes a rash all over your body. It is also called rubeola or red measles. The measles vaccine protects against the illness. This vaccine is part of the MMR (measles, mumps, and rubella) and MMRV (measles, mumps, rubella, and varicella [chickenpox]) vaccines. Most children get the vaccine as part of their regular shots. This is why measles is
rare in the United States and Canada. Did You Know? Under the Affordable Care Act, many health insurance plans will provide free children’s preventive care services, including checkups, vaccinations and screening tests. Learn more. Health Insurance Center Measles is caused by a virus. It is spread when an infected person coughs, sneezes, or shares food or drinks. The measles virus can travel through the air. This means that you can get measles if you are near someone who has the virus even if that person doesn't cough or sneeze directly on you. You can spread the virus to others from 4 days before the rash starts until 4 days after the rash appeared. The virus is most often spread when people first get sick, before they know they have it. If you have had measles, you can't get it again. Most people born before 1957 have had measles.

Still don’t have healthcare coverage? Experts say too many Black Californians are headed for a taxing situation. By McKenzie Jackson California Black Media s Covered California unveils data showing more focused efforts to enroll African-Americans in affordable health coverage through the state exchange, a substantial percentage of Black Californians are still risking hefty fines for failure to sign up by next month’s fast-approaching deadline. With Covered California’s second enrollment period well underway, a set of official statistics made public Jan. 15 reveal that AfricanAmericans represent three percent of those who have selected a health insurance plan through the state exchange since enrollment reopened last November. State health care officials touted the numbers, saying the findings show that Covered California’s focused outreach to ethnic communities is working. “The new data shows that the efforts to focus more outreach in these communities are finding many Californians who still want and need coverage,” Department of Health Care Services Director Toby Douglas said in a statement. “We’re very pleased with the success so far.” Covered California Executive Director Peter V. Lee said the state’s Obama care marketplace has been successful in attracting AfricanAmericans. In a Jan. 15 press release, the organization said it has increased its share of paid advertising

A
aimed at African-Americans from seven percent in 2013-2014 to 9.9 percent in 2015, including television, radio and print advertising in Black newspapers. Covered California has also worked with Black churches and other community groups to promote enrollment. Deeper inside the numbers, officials found further causes for optimism: Blacks made up nine percent of the more than 466,000 who enrolled in Medi-Cal from the start of the open enrollment period until Dec. 31, the latest period that official demographic data is available. “One of our lessons learned last year is that partnerships matter and are transformative,” he said. “We are very pleased to see that some of our new marketing and outreach efforts are showing signs of success.” Still, there are signs that more and stronger efforts are needed, and observers have cautioned against declaring success too quickly. Although Covered California was quick to blanket social media with triumphant messages of increased Black enrollment, African-Americans across the state still comprise six percent of those who have begun the enrollment process but not yet completed it. If they — and tens of thousands of others who have yet to even initiate the enrollment process — go without health insurance beyond Feb. 15, they face Internal Revenue Service penalties that could exceed $300 during next year’s tax season. At just three percent of the 228,776 residents who accessed affordable health care

through Covered California during the current enrollment period, African-Americans lag far behind Whites (38 percent), Latinos (28 percent) and Asians (19 percent). In effect, this means Black communities are poised to be among the hardest hit by these penalties. People that went without health insurance for more than three months in 2014 will be fined $95 or one percent of the yearly income for a person — whichever is larger. People that go without insurance after the new Feb. 15 deadline could be fined two percent of their income or $325 — whichever is larger. Two years from now, the fee will be 2.5 percent of consumers’ income or $695 per person; whichever is larger. “We have seen some estimates that as many as a million may be subject to a penalty,” Lee said. “But the important thing about this penalty is that there are multiple reasons to be exempt from this penalty. We are trying to get the word out that this is the sort of thing you need to work with your tax [preparer] on.” On the other hand, all who complete the enrollment process by Feb. 15 will have health coverage beginning March 1. “The job now,” said Lee, “is to get [people] across the finish line. Having health care coverage is good for your family, good for your peace of mind, good for your financial bottom line. But also it is the right thing to do on so many other levels.”

pointofview Is America a Sheep or a Goat? When the Son of Man comes in his glory…all the nations will be gathered before him, and he will separate people one from another as a shepherd separates the sheep from the goats…Then the king will say to those at his right hand, “Come, you that are blessed by my Father, inherit the kingdom prepared for you from the foundation of the world; for I was hungry and you gave me food, I was thirsty and you gave me something to drink, I was a stranger and you welcomed me, I was naked and you gave me clothing, I was sick and you took care of me, I was in prison and you visited me.” –Matthew 25:31-36 “There is nothing new about poverty. What is new, however, is that we now have the resources to get rid of it. Not too many years ago, Dr. Kirtley Mather, a Harvard geologist, wrote a book entitled Enough and to Spare. He set forth the basic theme that famine is wholly unnecessary in the modern world. Today, therefore, the question on the agenda must read: Why should there be hunger and privation in any land, in any city, at any table, when man has the resources and the scientific know-how to provide all mankind with the basic necessities of life?” In January 1967, Dr. Martin Luther King, Jr. took a very rare “sabbatical” at an isolated house in Jamaica far away from telephones and the constant pressures of his life as a very public civil rights leader to write what would become his last book: Where Do We Go from Here: Chaos or Community? The excerpt above could have been written yesterday. Professor Mather’s book arguing that mankind had achieved the ability to move beyond famine was published in 1944, yet in 2015, despite seventy more years of unparalleled advances in scientific and technological capability and global resources and wealth, hunger and want are still rampant – most shamefully in the United States with the world’s largest economy. Hear again Dr. King: “There is no deficit in human resources; the deficit is in human will . . . The well-off and the secure have too often become indifferent and oblivious to the poverty and deprivation in their midst. The poor in our countries have been shut out of our minds, and driven from the mainstream of our societies, because we have allowed them to become invisible. Ultimately a great nation is a compassionate nation. No individual or nation can be great if it does not have a concern for ‘the least of these.’” When Dr. King died in 1968 calling for a Poor People’s Campaign, there were 25.4 million poor Americans, including 11 million poor children. Today there are more than 45.3 million poor Americans, including 14.7 million poor children, living in our
boastfully rich nation. The question is why we allow poverty still to exist, especially among our children who are the poorest age group of Americans, and the answer remains the same: the deficit in human will and genuine commitment to a fair playing field for all by a critical mass of leaders and citizens in our morally anemic nation. How can it be that the top one percent of Americans enjoy more of the nation’s wealth than the bottom 90 percent combined and that millions of children are hungry and homeless and poorly educated? If the qualification for individual and national greatness is genuine concern for the ‘least of these’ as those of us who are Christians say we believe, and if nations and our concurrent role as members of nations and not just as individuals are accountable, then too many of our political, corporate, and faith leaders and citizens – all of us who live in America – are failing. The national holiday celebrating Dr. King’s birthday is over, but I hope we will heed and act on his 1967 declaration —“the time has come for an all-out world war against poverty”—and work to win the first victory right here at home in the biggest economy on earth and end the shame of 14.7 million children being the poorest Americans by ending child poverty now. Dr. King’s voice guides us if we are willing to hear and act on it and use it as a road map for action no matter the political weather. Reflecting on the direction the struggle for civil rights and social justice should take in Where Do We Go from Here?, he shared a story about the need to commit to difficult struggles for the long haul and described a nine and a half hour flight he had taken from New York to London in an older propeller airplane. On the way home, the crew announced the return flight from London to New York would take twelve and a half hours. When the pilot came out into the cabin, Dr. King asked him why. “‘You must understand about the winds,’ he said. ‘When we leave New York, a strong tail wind is in our favor, but when we return, a strong head wind is against us.’ But he added, ‘Don’t worry. These four engines are capable of battling the winds.’” Dr. King concluded: “In any social revolution there are times when the tail winds of triumph and fulfillment favor us, and other times when strong head winds of disappointment and setbacks beat against us relentlessly. We must not permit adverse winds to overwhelm us as we journey across life’s mighty Atlantic; we must be sustained by our engines of courage in spite of the winds. This refusal to be stopped, this ‘courage to be,’ this determination to go on ‘in spite of’ is the hallmark of any great movement.” As I ponder the miraculous progress sparked
by ordinary citizens and people of grace and courage who risked limb and life to crumble the seemingly impenetrable fortresses of Jim Crow and unjust racial segregation in our land during the Civil Rights Movement, portrayed movingly in the film Selma which I hope every American, especially Marian Wright Edelman young people, will see, let President, Children’s it inspire us to put on new Defense Fund shoes of courage and will now to ensure that never again will our children and grandchildren have to fight those same battles as the forces of regression seek to turn our nation’s racial and social progress backwards. African American, Latino, Native American, and Asian American youths need to be taught our history and remember that they can never take anything for granted in America – especially now as racial profiling, intolerance, and poverty resurge over our land. Some are as blatant as the disproportionate killing of Black males at the hands of law enforcement personnel entrusted to protect life, huge racial disparities in school discipline policies against Black males and children with special needs, unequal educational offerings for poor children of color, and a mass incarceration system fueled by a Cradle to Prison Pipeline™ which feeds 1 in 3 Black and 1 in 6 Latino boys born in 2001 into prison. Incarceration has become the new American apartheid. Other forms of racism are more subtle, technical, and very polite. Although they may be wrapped up in new euphemisms and better etiquette, as Frederick Douglass warned, it’s still the same old snake. So, inspired by the movie Selma’s timely jogging of our collective memory about where we have come from against all odds, I hope a critical mass of citizens will rev up our engines of courage and will today and persistently and strategically combat the fierce head winds of poverty, racism, and education and economic inequality and greed that threaten to undo the progress of the last fifty years. Let’s stay true to the course Dr. King set for us and take up his last campaign to end poverty in America, beginning with our children, especially those of color, whose minds, bodies and spirits are being formed today. They cannot wait. Sign up to receive CDF’s groundbreaking new report on January 28th, Ending Child Poverty Now, and learn about the concrete actions all of us urgently need to take.

However, despite the impressive accomplishments of the city, Mayor Bailey outlined his concerns for Riverside’s success. “Education and workforce development are critical for our city’s long-term success,” he said. Mayor Bailey stated that he helps with an education roundtable to ensure that students are prepared for tomorrow’s opportunities. One indicator of its success he mentioned was Completion Counts monitoring the high school graduation rate. The goal of Completion Counts is to achieve a 90% graduation rate in 2020 and “Riverside is well on its way to meeting that goal,” he said. “The more we show the next generation that we value them through internships, mentorships and jobs, the greater chance we have for them to plant their roots in Riverside and add to the diverse economic portfolio that is so vital to our future,” he said. Mayor Bailey individually acknowledged the achievements of each of the city council members, the board of supervisors, and the county of Riverside for their collaboration and economic fortitude but stated everyone needs to assure the prosperity of the city. “These are exciting times for Riverside and the region. Most economist agree that the economic recovery in the Inland SoCal will continue but we need to ensure that everyone reaps the reward.” Ron Redfern, President/CEO of R3 Associates LLC, newspaper consultant at Core Consultancy Group, LLC, and Riverside Chamber of Commerce Board Chairman, said he was impressed with the mayor’s address. “It was by far his best yet, and I thought he did a good job of touching on several of the important projects that are underway in the city as well as some of the key initiatives that the city is pursuing.” Bailey also recognized the commitment of the city and local companies to host international delegations working with Riverside and around the world. SolarMax, one such company based in Riverside, hosted a Chinese delegation connecting Riverside to strategic partnerships in energy, transportation, and sustainable energy. Bailey also stressed shopping Riverside and cited Riverside Auto Center and the Galleria at

Tyler generating approximately 50% of its sales tax that makes its way into the city’s general fund which supports libraries, senior centers or parks. Bailey spoke of the city’s newest program for government transparency “Engage Riverside.” He stated that the city is committed to providing the public with as much information to promote accountability and trust. Engage Riverside makes this information accessible in an easy portal. Katie Greene, community activist and The Group member was in attendance and said of the mayor’s speech that she thought the mayor did a great job during his address but felt it lacked substance. “I thought it was interesting the way he set himself up on the stage as a Steve Job’s type...I think that the mayor’s presentation was good but not necessarily substantive of what’s happening in Riverside. It all sounded great and idealistic but in essence, especially when he spoke of diversity and inclusivity, we have a problem with that. The main problem is that for example when Dr. Grier died and his family asked for help with

the repast, they (the city) gave them the run around. You would think the city would have reached out first considering the pavilion on top of City Hall is named after him. She continued, “The Grier Leadership Academy has been in existence since ‘07 and we have been putting out students who are doing things in Riverside but he mentioned Leadership Riverside but didn’t mention the Grier Leadership Academy. As much as we try to make a difference in the city, we do not get recognition.” “It was a glorious speech but is it the real reality of what’s happening in Riverside? The majority of the focus was on business and not really people, especially community people who are making a difference,” she added. Civic leader and Riverside native Craig Goodwin thought the mayor, “did a good job promoting the city and pointing to our successes and a big bright future. “It was the first that I attended and I guess if I was expecting the gravitas and professorial content of past mayor Ron Loveridge it was a pleasant surprise.” Joining the enthusiastic community and civic

We all love Riverside, what some of us refer to as “the River City”
By Marlan McClanahan long with a thousand others, I attended the 2015 Mayor’s State of the City Address held at the Riverside Convention Center, nostalgically known as Raincross. Listening to Mayor Bailey address the city, reminded me of a Christmas dinner conversation I had with a friend who was born and raised in the River City. He said to me, “Riverside is special, it is unlike neighboring cities, it allows you to go away to experiment with life, to learn other languages, to question our own RiversideAmerican traditions, to mature, to nurture a vision you may have of the city; so when you return whether triumphant, disgraced, or even homesick, you are accepted. You are accepted by those who have stayed and continue to further this diverse and excellent Riverside tradition.” In his address, themed “Exceeding Expectations Since 1883,” Mayor Bailey discussed our highranking respected diverse community college and universities: RCC, UCR, Cal Baptist, and La Sierra, as being recognized internationally for their academic achievement, innovation, diversity, and economic contribution to our city. He then shared his thoughts on our local economy, and explained that we are recuperating after enduring a devastating economic crisis; now the local economy and local businesses are creating jobs. The city’s goal: to make Riverside business friendly locally and internationally by focusing on business. Next he showed how Riverside is branching out by establishing international relationships with Sister Cities. A delegation from our sister city in Can Tho, Viet Nam was present and recognized. These achievements are fantastic and deserve praise. Speaking about the future, Mayor Bailey alluded to the exciting possibility of connecting us via streetcars to invigorate our city allowing us to travel between downtown, the Plaza, and the Galleria at Tyler. Construction is here and is going to stay, but our mayor stated once completed we will have a modernized infrastructure meaning less traffic, less environmental impact and “…greater sight lines through the center of our city…” unlike neighboring cities.

leaders were several elected officials: State Senator Richard Roth, State Assembly members Eric Linder and Jose Medina, Riverside County Supervisor Kevin Jeffries, Riverside County District Attorney Mike Hestrin, Riverside County Superintendent of Schools Kenneth Young, Grand Terrace Mayor Darcy McNaboe, Council members Mike Garner, Andy Melendrez, Mike Soubirous, Paul Davis, Chris McCarthy, Jim Perry, Steve Adams, and Interim City Manager Lee McDougal, Former Riverside Mayor Ronald Loveridge, Riverside Community College District Board of Trustees, Virginia Blumenthal, Tracey Vackar, Mary Figueroa, Janet Green, Nathan Miller and RCCD Chancellor Michael Burke, La Sierra University President Randal Wisbey, Riverside Unified School District Board of Education members Kathy Allavie, Gayle Cloud, Tom Hunt, Brent Lee, Patricia Lock-Dawson, and Superintendent David Hansen, Alvord Unified School District Board of Education members Ben Johnson II, Art Kaspereen Jr, Julie Moreno, Robert Schwandt, Carol Wilson, Superintendent Salazar.
Marlan McClanahan is a Riverside native and housing advocate.
Positioning Riverside as a city of “Art and Innovation,” the mayor used as examples: Smart Riverside which brought citywide wifi; Riverside ExCITE that will attract biotech and med-tech firms; Riverside Tour Guide, a mobile application created by the city; and the School of the Arts spearheaded by Councilman Andy Melendrez, a city program that provides artistic exposure to East side youth. Mayor Bailey mentioned Engage Riverside as a means to improve transparency and ensure ethical conduct by city representatives. Lastly, Mayor Bailey honored the passing of a passionate, caring, civic minded, and brilliant citizen, Dr. Barnett Grier. Our mayor challenged those in attendance to lead our city as Dr. Grier led. These achievements are honorable and deserve recognition. Riverside is a city we all love; however we must ask for an honest and critical address in order to continue to love and preserve our city’s vision. For example, when our students graduate from our distinguished universities, we must ensure that there are jobs waiting for them and that those newly created jobs are not minimum wage and part-time; we must significantly reduce poverty in our area; we must address the conduct of our city councilmen (here I wish I could also say councilwomen); we must address racial disparities in our city; must address affordable housing, and protect our seniors. We, as a city, must address these issues, so we can improve the quality of life for everyone. Assuredly these issues are polarizing, however like Duane R. Roberts, proprietor of the Mission Inn, once said “...one might agree with the decision, even might oppose implementation”, but that is where lies the vision to provide an enjoyable existence that invites all of Riverside and those visiting Riverside to walk our streets, patronize our local businesses, ultimately enjoy our River City, the city we love and hope to make even more lovable for all.

Remembering Danny Ramadan, Student Musician
A
benefit concert to raise scholarship funds in memory of Cal State San Bernardino alum and musician Danny Ramadan, who died in a car accident in June 2014 just days after he graduated, will take place Saturday, Jan. 31, at the Santos Manuel
Student Union. The event will start with a 6 p.m. reception, with the concert to follow at 7 p.m. The cost is $10 per person, with all proceeds going to a scholarship fund named after Ramadan. Tickets may be reserved online at the CSUSB Music Department website at music. csusb.edu, at the music department box office in the Performing Arts building on campus, or at the door the day of the concert. Complimentary parking will be in Lot D. “This concert will be a celebration of Danny’s life in music,” said Erik Jester, director of bands at Cal State San Bernardino. “I can think of no person who was more dedicated as a musician and as a student, here at CSUSB. He performed in nearly every ensemble, including the Brass Ensemble, Jazz Band, Chamber Singers and Symphonic Band. “As a tribute to him, each of these ensembles will be a part of the benefit concert,” said Jester, who was Ramadan’s adviser for his senior project. “Danny was an extraordinary and gifted young man. When there are no words left, we are turning t o

music, not only to express our sense of loss, but to celebrate his life.” Ramadan, an honor student and musician whom CSUSB music professors called the university’s “top trumpeter,” was 21 when he died. He and his girlfriend, Leslie Gonzalez, were on their way to Redlands on June 16 when the car he was driving collided head-on with a Mitsubishi Eclipse that, according to authorities, had crossed the double yellow line on Little Mountain Road. The driver of that car, identified by police as Jose Luis Zacarias, was killed in the collision. Gonzalez suffered a broken arm and leg, a fractured shoulder and fractured disk in her lower spine. Ramadan was put on life support after the accident, and on July 3, it was turned off. Yet Ramadan’s spirit will live on through the scholarship, Jester said. “The Ramadan family has established an endowed scholarship in Danny’s name to award to a deserving student that exhibited those qualities that were evident in Danny: a high level of talent and musicianship as well as a strong dedication to academic success,” he said. “While preference will be given to a trumpeter, as Danny was, other outstanding students may be considered.” For more information on the concert, contact the CSUSB music department at (909) 5375859 or visit its website at music.csusb.edu. For ticket information, contact the music box office at (909) 537-7516.
