wo weeks ago I traveled to Sacramento for the League of California Cities New Mayors and City Councilmembers Academy and spent time with two of my favorite people: City of Covina Mayor Walt Allen and former Grover Beach Mayor John Shoals. Walt recently took over as president of the League’s African-American Caucus, a position John had held for several years. During our time together, we discussed the challenges of leading cities and the types of issues leaders face in a world of tighter budgets and fewer resources. As a career law enforcement officer, including a stint as the leader of what was then called the California Youth Authority, Walt believes making the city a safe place for residents to live, work, play, and raise a family, is the foundation for a strong healthy city. While John had to make balancing the city’s budget during a struggling economy his top priority when he led the city of Grover Beach. The time I spent with them in Sacramento while working on last week’s VOICE featuring Riverside Mayor Rusty Bailey and this issue covering Fontana Mayor Acquanetta Warren, allowed me some time to think about the type of vision needed to lead cities. In only his second year as Riverside’s leader, Mayor Bailey presented a clear vision of a cosmopolitan and innovative metropolis in his 2014 State of the City address. The city’s Long Night of Arts & Innovation, modeled after a similar celebration in Riverside’s sister city’s Erlangen, Germany, is a testament to that vision. As is his plan to expand the local transportation system to physically connect the various educational institutions to the downtown area. Like Mayor Bailey, Mayor Warren is truly Fontana’s #1 cheerleader and visionary leader. She sees a city that offers an environment for healthy residents, one that nurtures physical, mental, and economic vibrancy. Anyone who knows Mayor Warren knows she is unwavering in her enthusiasm for the city she leads, and her State of the City speech outlined why Fontana residents should be proud as well. In this issue, we feature highlights from her remarks. Earlier this week, the City of San Bernardino went to the polls and elected a new leader. As a sign of their desire for positive change, residents elected Carey Davis over longtime recalled Councilmember Wendy McCammack as their new mayor. Reformers and residents who believe the San Bernardino’s next leader must be fiscally responsible if the city is to progress post-bankruptcy, favored Davis, a CPA by profession. That is his vision for the city as well. While we find the sensational news of misbehaving elected officials tantalizing (around these parts we only have to look as far as Moreno Valley and San Bernardino for examples), we really have more good honest leaders than bad ones, and Mayor Warren and Mayor Bailey are just two excellent examples. As John Berger notes in his book Ways of Seeing, “the way we see things is affected by what we know or what we believe.” It’s clear these two leaders believe and know that Inland Southern California’s cities are thriving and poised for future growth. paulette@bpcmediaworks.com

his is a great day for San Bernardino,” Mayor-Elect Carey Davis told supporters on election night after learning he will be San Bernardino’s next mayor. Davis, who won by 1,330 votes, is a certified public accountant and corporate controller who campaigned on a platform of fiscal responsibility and employee pension reform, a budget issue that largely caused the city to file for bankruptcy protection in 2012. Many civic leaders considered the McCammack defeat a clear indication that San Bernardino’s residents are serious about reform, change, and transformation. McCammack had represented the 7th Ward on the city council for 13 years and was recalled from that position in last November’s election though coming in as the top vote getter in the race for mayor. Longtime City Attorney Jim Penman, a McCammack ally and divisive figure in San Bernardino city government, was successfully recalled and replaced with Gary Saenz in that same election last year.
Joining Mayor Davis will be 4th Ward Councilmember Fred Shorett who beat newcomer Anthony Jones who will be joined by 5th Ward Councilmember HW Nickel. According to the San Bernardino County Registrar of Voters only 11,1175 of the 77,588 registered voters participated in the election.

inthenews Riverside Community Hospital has been designated as a Center of Excellence in Metabolic and Bariatric Surgery Riverside
R
iverside Community Hospital (RCH) recently announced that it has been designated as a Center of Excellence in Metabolic and Bariatric Surgery (COEMBS) by the Surgical Review Corporation (SRC). The COEMBS designation recognizes surgical programs with a demonstrated track record of favorable outcomes in bariatric surgery. The SRC promotes the delivery of bariatric surgical care with the highest levels of efficacy, efficiency, and patient safety. To qualify as a Center of Excellence, the surgeon and hospital must meet stringent requirements. Surgeons must complete at least 50 bariatric surgeries per year with a minimum lifetime experience of 125 surgeries. Since the Center for Surgical Weight Loss opened at Riverside Community Hospital in 2011, under the direction of John Coon, MD, it has grown
to include a nurse coordinator, several dietitians, physical therapists and several key departments to ensure comprehensive, coordinated care. “Riverside Community Hospital is very proud to achieve this recognition as a Center of Excellence,” said Patrick Brilliant, Chief Executive Officer. “Our team members worked very hard to prepare for the extensive onsite review. Omnitrans Launches BRT Safety Campaign sbX bus rapid transit line to start up in April 2014 San Bernardino
P
assenger service on Omnitrans’ sbX bus rapid transit line is more than three months away, but with 60-foot coaches operating daily beginning in February for system testing and driver training, the agency is launching a safety campaign geared at motorists and pedestrians. “We are proud to say that in two years of construction on this project—with nearly 400,000 hours worked—we have had zero lost time accidents, said Omnitrans Interim CEO/General Manager Scott Graham. “Now our focus shifts to keeping motorists, pedestrians, and our bus drivers and passengers safe.” The 15.7-mile BRT line is the first to be constructed in the Inland Empire and includes nearly 6 miles of dedicated bus-only lanes in the center of the road. Safety information materials stress three key points: 1. Pay attention to sbX buses on the road daily
2. Stay out of dedicated bus-only lanes 3. Watch for new traffic signs and obey at all times Newly installed traffic signs include no u-turn, bus-only lane, do not enter and no jaywalking signs. Additionally, yellow curb-like safety barriers are installed to prohibit left turns into bus only lanes. Newspaper ads, social media, posters and community outreach will be employed to help increase awareness of sbX operations and safety features. A short video was produced: sbX safety video Omnitrans hosted a media tour on January 15 to promote the safety campaign and demonstrate features of sbX stations and vehicles. Each of the 23 station platforms feature electronic message signs with real time arrival information, ticket vending machines, surveillance cameras, emergency and customer service phones, public art, seating, shelter and water-wise landscaping. The 60-foot articulated sbX vehicles run on cleanburning compressed natural gas, have five doors

offering level boarding on either side, interior bike racks, wheelchair areas and electrical plug-ins for customer use. Vehicles are equipped with traffic signal priority technology to extend green lights which keep service operating with minimal delays. inmyopinion Ebony and Jet an Exhibit and Lecture worthy of your time
M
y son, Hardy Brown II, invited or should I say, convinced me to be at California State University San Bernardino on Friday to see the Black Voice Foundation’s exhibit on Hardy L. Brown Ebony and Jet Magazines and to hear a lecture on the Civil Rights Movement by the soon to be “Dr.” Anthony Blackshear. I was reluctant to go out in the chill of the day but Cheryl bundled me up and I am glad I listened to them. The magazines were laid out in a professional manner in nice frames and stories carefully displayed under glass on black table clothes. The selected stories were meant to provoke discussion on issues of the time but also relevant to some of today’s problems. Of course Hardy gave it a professional look in his tuxedo as he directed the program. Then came the narrative in a social and cultural context by professor Blackshear. He took stories from Ebony and Jet and reviewed them with the insight of someone who had studied how and why we as a people did what we did; which illustrated why we must continue to fight to tell our own story. Like it says in Deuteronomy Chapter 6:6-25 on parents’ instruction to their children, if your
children are to know and not forget your history you must tell them over and over again. When John Johnson started first Ebony and then Jet magazines, it was not easy to get advertising for his publications. Since then not much has changed. One example, magazines have suffered from larger corporations having bought out the once Black-owned beauty supply industry which was the major advertising sector in Black owned magazines. The same is true for burial services. As the late Rev. T. Wyatt said at an Urban League Conference in New York: It is important for Black people to keep some businesses such as churches and burial services who understand them because this is at the heart of a people’s culture and identity. Cal State San Bernardino President Tomas Morales added that he was appointed to a statewide taskforce to ensure ethnic studies are not stripped from the university curriculum. He spoke to the importance of people knowing whom they are, where they come from, and what their people have done in contributing to society. Assembly Member Cheryl Brown spoke to the fact that the California Legislative Black Caucus had a meeting with Dr. Timothy White, Chancellor California State University 23 campus system where they voiced that same concern. The Assembly Member was also asked,

as a former publisher, to speak about the special connection Ebony Magazine had to the Inland Empire. She spoke of the visit to John and Eunice Johnson’s home in Palm Springs where the Johnsons visited in the winter. The first Black to serve on Riverside’s City Council, Jack Clarke’s daughter was a college roommate of the Johnson’s daughter. Lastly, the Ebony Fashion Show was performed every year in the Inland Empire and hosted by The Social-Lites Organization. The importance of such studies was further evidenced as Dr. Blackshear unfolded the life and legacy of Ebony, Jet and a sprinkling of the Black Press to the advancement of a people in America. Let me say that Dr. Blackshear is a local product and is the son of a proud mother, Lisa Blackshear. This young man is going places and even though he has not received his doctorate yet, he acts like it, thus I anoint him “Dr.” Anthony Blackshear. According to Hardy the exhibit will be on display in Sacramento in the Rotunda during Black History Month and traveling to several university campuses across the state in upcoming months. If and when you get a chance to view this exhibit it will be well worth your time. It was a great way to kick off Black History Month in the Inland Empire.

Flu Is More Than A Bad Cold!

ith flu rates higher than normal, the Center for Disease Control and Prevention is urging everyone to get vaccinated to protect not only themselves, but also those around them — particularly elderly people and babies under the age of six months. Many people have questions about the flu shot, or hear conflicting information about the need to protect themselves and their families from influenza. Here are some of the most common

misconceptions about influenza and the flu shot: Myth: The flu shot causes the flu. Fact: The shot won’t give you the virus, since it’s filled with dead material that can’t replicate in your body and cause an infection. If you get sick after your shot, it’s from a different bug, or you’re just having a mild reaction to the injection. For people who get nasal spray vaccinations, the mist does use a live virus, but it’s designed to produce a very mild infection—not anything near full-blown full
symptoms. Myth: Flu is nothing more than a bad cold. Fact: Flu is much more than a cold and can lead to hospitalization and even death. Its symptoms go beyond the runny nose, cough and sore throat you might have with a cold and can also include fever, body aches, headaches, chills, fatigue, vomiting and diarrhea. A flu shot is the most important thing you can do to protect yourself and those you love from

A
s a small business owner, I don’t see the logic in business people arguing against increasing the minimum wage. It’s just not logical to pay people a wage that doesn’t even cover basics like food, housing, utilities and transportation needed to get to work. At $7.25 an hour, the minimum wage comes to just $15,080 a year for full-time employees. Think about cashiers or health aides, childcare workers or fast food servers trying to make ends meet on $15,080. How can you keep people fully engaged in the success of your business when they are distracted with worry about how they are going to pay rent or keep the lights on? How can they provide the best customer service when they are struggling to feed their family? I know firsthand, you don’t need to pay poverty wages to succeed. In fact, paying higher wages is truly beneficial for business. Since opening our doors in 2002, LetterLogic has grown fast. We have no debt, have annual revenues approaching $30 million, and occupy a large processing center in downtown Nashville with 50 employees.The Women’s Presidents Organization named us one of the “Top 50” Female-Led Businesses in North America for three years running and we made the INC 5000 list for seven consecutive years. I know we would not have had this success if we paid minimum wage. Paying better wages has helped our bottom line, not hurt it. My company has been successful because of
healthyliving
our employee-centric culture. We believe that if we take good care of our employees, they will in turn take great care of the customer. It works. Our starting pay is $12 an hour, not $7.25. And we increase wages by an average of 20 percent as soon as the probationary period is over. We also pay 100 percent of our employees’ medical, dental, disability and life insurance. We give them 10 percent of our profits monthly, distributed evenly regardless of job or title. We help them buy their first homes with grants toward downpayments. We allow them to bring their children to work when they need to. We reimburse tuition. And these aren’t all of our employee benefits. It’s very good for our business. We can count on dedicated employees and higher productivity and morale. We save money with lower turnover and training costs and reduced mistakes. We have better customer service and satisfaction. We don’t count on other businesses and taxpayers to subsidize our profits by underwriting food stamps and other safety net assistance for our employees. Why should I be subsidizing the profits of companies that pay wages their employees can’t live on? When I pay a starting wage of $12 plus benefit my employees have more money to spend at other businesses. The very least other businesses can do is pay a wage that allows their employees to afford the basics. But today’s minimum wage locks workers into
a nightmare of poverty. It isn’t a building block of the American Dream. Adjusted for inflation, the current minimum wage of $7.25 is worth less than it was in the 1950s. The typical minimum wage worker is an adult woman. As Margot Dorfman, CEO of the U.S. Women’s Chamber of Commerce, has said, “Keeping the minimum wage low keeps women and families down. Last increased in 2009 to the inadequate level of $7.25, the minimum wage is overdue for a raise. The proposal to increase the minimum wage in three annual steps to $10.10, and then adjust it yearly after that for the rising cost of living is very reasonable. After all, the minimum wage would already be over $10 now if it had kept up with the cost of living since the 1960s. Today, women own 30 percent of American businesses. The success of my company – and my personal success – is proof that the American Dream is still possible. But it’s a possibility built on fair wages – not poverty wages. Public opinion polls show that across the political spectrum, Americans want to raise the minimum wage. President Obama, many members of Congress and many business owners want to “Give America a raise.” Let’s make 2014 the year we get it done.

Delivers State of the City A Focus on the City’s Transportation Projects Generate Jobs & Regional Economic Impact
W
hen Fontana Mayor Acquanetta Warren attended the US Conference of Mayors in Washington DC recently, she quickly realized that she was in an exclusive category as one of the few mayors of growing cities (Fontana currently boasts over 200,000 residents) to simultaneously oversee three major transportation projects. Last month she announced the opening this year of three reconstructed interchanges: Citrus off the 10 freeway, Cherry off the 10 freeway, and Duncan Canyon off interstate 15. Under construction since 2012, Mayor Warren calls the infrastructure projects, “the future to this community.” According to Federal Department

of Transportation calculations, the Citrus and Cherry projects generate more than 2,000 direct and indirect jobs while the Duncan Canyon interchange construction creates 1,944 jobs and 16,000 permanent jobs. The I-10 reconstruction, according to the mayor, has national significance as the principal truck route from Los Angeles to Arizona and Texas. And as a logistics hub, the Fontana transportation expansion projects have regional significance by positively impacting the economy of the entire Inland Southern California area. s a community we should we take pride in our accomplishments we’ve become a model for the nation. I’ve been invited to speak throughout the country to share where we were and why we are here today; a proud and successful city. We have changed perceptions by changing reality and enhanced opportunities for not only our community but also our region. Please understand that this is not about me it is rather; about the residents, businesses, and employees of our great community that have built upon a solid foundation that was laid by strong leaders: Josie Gonzales, Janice Rutherford, Mark Nuaimi, David Eshelman and so many others. This foundation was built through investment in safety, investment in community, and investment in economic expansion that has resulted in community stability, vibrancy and growth.

SAFEST COMMUNITIES Let me start by commenting on our investment in safety, and I’ll start by mentioning our outcome. This year Fontana was named one of the 20 safest communities in the entire country. We have a partnership with Rialto, Colton, and Redlands that provides coverage 7 days a week. The air support unit responds to thousands of call for service and they have been first on scene 90 percent of the time. The International Association of Chiefs of Police recently singled-out Fontana’s Air Support Unit for it’s use of cutting edge technology in monitoring and fighting crime.
Fontana Reentry Support Team-FRST Realignment has created a significant increase in people released from jail without the proper resources to make them successful. Our police department has developed a very innovative program called Fontana Reentry Support Team. Through this program, Fontana has become a model for other communities who are now implementing similar programs based on our success. Officers contact individuals released from jail and offer them the resources they need to avoid returning to jail. They are offered support in anger management, substance abuse, entering the job market, family support, spiritual support, and education. But it doesn’t stop there we know that some people don’t intend to accept this type of assistance and we have a program for them too. Fontana has also developed a Rapid Response Team, which focuses on crime trends and has been instrumental in reducing crime from the early release population. Our Fontana Fire District Partnership with San Bernardino County is top of the line
Our Inland Valley SWAT (IVS) Team Partnership Fontana, Rialto, and Colton have developed and are sharing the resources of the Inland Valley SWAT (IVS). The team is comprised of highly trained and dedicated members that serve the tri-city area; including Arrowhead Regional Medical Center emergency room physician, Dr. Michael Neeki. As a physician

specially trained in SWAT, Dr. Neeki adds a new element to local law enforcement capabilities.
Historically, San Bernardino County Fire has provided outstanding service to the residents and businesses in our community and now with the establishment of the Fontana Fire Protection District, development services and fire prevention information is available to businesses and residents right in City Hall. The Fire Prevention office performs a variety of inspections, reviews plans and issue permits. Fontana is the home for so many leaders and I’m proud that my great friend and Fontana resident Ionie Wallace was just promoted to San Bernardino County Deputy Fire Marshall.

Healthy Fontana Healthy Fontana is an award winning communitybased program that promotes a healthy lifestyle, teaches smart nutrition choices, and assists in creating an active, livable community to improve the quality of life for Fontana residents. Expanding the existing efforts, Fontana has signed on to support the first lady, Michelle Obama’s “Let’s Move” initiative, where Fontana has received 11 of 14 awards of achievement for our current community successes.
We have THREE interchanges opening in 2014! I just returned from US Conference of Mayors one of the most dynamic presenters, Anthony Foxx , Secretary or Transportation inspired me when he discussed the job of developing highways, interchanges and safe routes not only as a
means to get people from point A to point B but to provide economic expansion for communities to increase job opportunities and economic stability. That’s what these three interchanges will do for Fontana. Once again this shows this city as a model for being proactive and gearing up for a bright future with strong foundation and always Open for Business!

We are a $250 million dollar or a quarter of a billion dollar business here. People ask me, how much do we spend on public safety? Every penny-because everything we do is tied to creating a safe, well-maintained community. How much do we spend on economic development and the community? Every single penny because whether we are hiring police officers, constructing parks, or building interchanges; every penny we invest is to help our businesses be successful.
The City continues to partner with the Fontana Water Company and Inland Empire Utilities Agency to bring recycled water to Southridge and the surrounding community for various parks and landscaped areas. This project will supply approximately 1000 acre feet of recycled water or more importantly save 1000 acre feet of precious drinking water annually, protecting this valuable resource for future generations. The project is scheduled for completion November of 2014.
Some people accuse me of being a cheerleader for the city of Fontana. They’re right! I am a cheerleader for this community because I believe in this community. I believe in what this community can do. As Mayor I am proud of our successes; our parks are second to none, our roads are second to none, our leadership that is provided by this city council and myself is second to none. We have staff that is second to none and in Fontana we will continue to be second to none and a model for the region.

Realizing Her Dream: One Student’s Rise to the Top
By Iqbal Pittalwala n 2009, when she was an undergraduate student at UCLA, Irma Ortiz attended a talk on that campus by Linda Walling, a professor of genetics at the University of California, Riverside. When Walling, a specialist in the areas of plant defense responses and plant-insect interactions, gave another talk at UCLA two years later, Ortiz finally found the courage to approach Walling and introduce herself. “I knew, right then and there, that I wanted to do research in UC Riverside’s graduate program in plant biology,” said Ortiz, now a Ph.D. graduate student in Walling’s lab, where she also researches plant defense mechanisms. Today, Ortiz and her lab-mates identify and deploy gene-based strategies for insect resistance in plants. Recently, the lab found that transgenic tomatoes that over-express the protein leucyl aminopeptidase A (LAP-A) are more resistant than regular tomatoes to insect feeding. “We are working on understanding LAPA’s activity on other tomato proteins that results in plant resistance to insects,” Ortiz said. “One thing I like about doing scientific research is that it makes every day different. I do different kinds of laboratory work, analyze new data, and write. I am also finishing up my courses.” Ortiz grew up in Panorama City, Calif., and attended James Monroe High School in nearby North Hills. Quiet by nature, she is driven by a determination to succeed. Like many UCR students, she is the first in her family to graduate from college. Her parents, immigrants to the United States from Mexico, regularly attended meetings in her elementary and high school to support her education. “They understood the importance of a college education,” Ortiz said. “They did not pressure me to have a specific career or get a post-secondary education. They accepted that I would be a science major at UCLA. All they told me was to do what made me happy.” Upon graduating with her bachelor’s degree, she took a year off to work further on her undergraduate research project.

“At UCLA I heard about UCR’s NSF CAMP Bridge to the Doctorate program,” she said. “I attended a Society for the Advancement of Chicanos and Native Americans conference in 2011, and found out from UCR Dean Joseph Childers that I could apply to a graduate program and the CAMP Bridge to the Doctorate program.” She applied, got accepted, and joined UCR in January 2012. According to Childers, the dean of the Graduate Division, UCR graduate programs work because of their commitment to producing not only world-class scholars and scientists, but first-class citizens of the world. “Students like Irma are an important part of UCR’s recipe for producing a diverse, nurturing, but also challenging intellectual environment in which our graduate students train to meet their life goals,” he said. “The point is not simply to attract top students — it is to ensure their success. When we have students like Irma, who take advantage of everything UCR graduate programs have to offer, that success is virtually guaranteed.” Ortiz’s honors include a National Science Foundation Graduate Research Fellowship “honorable mention,” accorded to meritorious applicants. Because of a fellowship she received from the CAMP Bridge to the Doctorate program for her first two years and a Ford Foundation Fellowship for the next three years, Ortiz can focus
on her graduate work without financial burden. She has found useful the workshops the program offers on teaching and mentoring students. Her family’s history plays a big role in her wanting to continue doing agricultural research. “My paternal grandfather worked in U.S. fields, such as those in Riverside, through the Bracero program, the guest worker program, in the 1950s,” she said. “He came to the U.S. for months at a time and then would go back to Calera, his hometown in Zacatecas, Mexico. He would return to the U.S. when that labor was needed again.” Ortiz often keeps in mind for inspiration her family history and roots — when she is in the lab, when she grows tomatoes in the growth chambers and greenhouse, when she treats plant tissues with plant hormones or when she collects, freezes and grinds the tissues — as she works diligently to find a LAP-A protein interactor involved in plant defense signaling. This research would lead, eventually, to making tomatoes more resistant to caterpillar feeding — an important goal that could impact agricultural sustainability in California, the nation and the world. “I see the difficulties some Mexican families experience when they have a bad season,” she said. “My grandparents worked on agriculture most of their lives. My parents depended heavily on that income. How then could I not work in agriculture?”
