Elected, Black & Under Attack

T

he current state of politics in the Inland Region is much like a 3D stereogram image. On the surface it looks like a colorful abstract pattern made up of unified images, a one dimensional amalgamation of repetitious shapes and vibrant colors, but stare at the picture deep and long enough and you see something else, a 3D image hidden within the pattern that eventually takes shape and pops out. For months now I’ve been examining local politics much in the same way. I could see the surface, the various groups coalescing to support specific candidates and causes: a union here, an environmental group there, and politicos posing together in pictures shared on Facebook, liking each others’ smiling faces, commenting sometimes in cryptic language, and other times making overt statements about others who aren’t in their circle of “friends.” All the elements were there, but I couldn’t see beyond the surface, either my eyes weren’t fixed in the right direction or I didn’t look long enough to see the shape hidden within the pattern. During the last election cycle, the Inland Region seemed to become “ground zero” for California’s progressive political movement. National groups like Democracy Alliance -- a network of progressive donors including California billionaire Tom Steyer, labor unions, and environmental advocacy groups -have been planning and preparing for this battle for quite a while, hosting private convenings to discuss the building of an aligned progressive coalition to neutralize more “moderate” electeds. One of my high school classmates, a big Democratic Party donor, was in attendance at one such conference in 2015 and returned with one of the conference agendas as a special gift to me. It became a way for me to begin to make sense of what I was seeing. And just in time for Black History Month this year, I was given another gift. The coalition that aligned to defeat Assembly member Cheryl Brown, one of California’s few AfricanAmerican representatives in Sacramento, recently released a video outlining their strategy. The United Food & Commercial Workers (UFCW) cited two pieces of legislation she didn’t support that would have benefited their union members as the reason for targeting her seat. In the video the union’s executive director stated that Ms. Brown didn’t support “our values.” I guess by “our values” he meant “their legislation.” The Service Employees International Union (SEIU), the other union that participated in the effort, expressed the same concern, although she had overwhelming support from organizations that represent domestic workers, farmworkers, school workers, public safety workers, professors, agricultural workers, small business owners, autoworkers…I think I made my point. I’m still not clear whose values they are referring to in this case. Also in the video were leaders of the Inland Region’s Sierra Club and Center for Community Action & Environmental Justice, who called Ms. Brown “co-opted” because she was a member of a voting bloc that wouldn’t support the state’s ambitious climate change legislation until a requirement to cut petroleum use by 50% was omitted. She was joined by her colleagues from the Inland Region including Assemblymembers Freddie Rodriguez and Jose Medina, who unlike her were not fiercely targeted in the last election cycle. For the co-opted and corrupt narrative to be true the coalition leaders had to ignore that many of the Inland leaders voted collectively in the best interest of their constituents, mindful that such a requirement would negatively economically impact the vast number of Inland residents who commute to work daily. If that is the truth, why create another narrative made up of “alternative facts” continued on page 12

Inland Colleges Could Soon Experience Improved Access to Education Sacramento-California is piloting a new program at twenty-four community colleges aimed at allowing students to take classes at other learning institutions. The program will provide access to a new online course system that allows courses to be shared across campuses around the state. In other words, students at one campus can take high-demand classes online through another school if those courses are not available at their home campus thus providing an opportunity for community college students to graduate faster. Although students can currently enroll in online classes at different campuses, to do so, they must apply and go through a separate admissions and registration process at each campus. The pilot program mitigates this barrier. Although there are only three Local colleges participating in the pilot including Victor Valley College and Barstow Community College in San Bernardino County and Mt. San Jacinto College in Riverside College, both the Riverside and San Bernardino Community College Districts have discussed increased program participation by the end of 2017. In California, there are more than 2.1 million students enrolled at 113 community colleges.

Dena M. Smith Named Interim CEO

First African American and only second female ever appointed to position San Bernardino

A

s its nationwide recruitment effort got underway last week, the San Bernardino County Board of Supervisors named its Chief Operating Officer Dena M. Smith, to the position of Interim Chief Executive Officer beginning April 1. Smith has worked for the county for more than 30 years. She joined the San Bernardino Public Employees Association in 1984 where she represented public employees in labor negotiations, grievances and disciplinary appeals for more than ten years. In 1994, she joined the San Bernardino County Superintendent of Dena M. Smith Schools as the Human Resources Program Manager where she managed credentials, benefits and training. She also oversaw the establishment and operation of the Educational Resource Centers in Rancho Cucamonga and Apple Valley. A county employee since 1999, Smith has served the county as its first Chief Learning Officer, as Clerk of the Board and as Director of the Land Use Services Department. In 2011, Smith was promoted to Deputy Executive Officer where she served until her promotion to the position of Chief Operating Officer (COO) last year—the first in the county to ever hold the position. In her role as COO, Smith was the primary assistant to Chief Executive Officer Greg Devereaux on both operational and administrative issues. She also assisted in the implementation of policies and directives from the Board and oversaw the Government Relations, Legislative Affairs, Public Information and Special Projects Units of the County Administrative Office.

Scientists May Boycott U.S. Meetings

Riverside-Last week, members of the International Astronomical Union (IAU), the Organizing Committee of the Commission G2 Massive Stars announced it would not hold any meetings in the United States as long as the ban on seven Muslim countries is in place. The committee reportedly encouraged the entire IAU to do the same. Although the IAU has not given an indication as to whether it will hold meetings in the U.S. during the boycott, it did express its profound concern regarding the impact the ban could have on international collaboration in astronomy as well as with the mobility of scientists. The UCR Library collects resources in physics and astronomy and the related disciplines of biophysics, astrophysics, and environmental physics. Part of its support of these disciplines includes not only access to information from the UC Libraries System and beyond including scholarly articles from organizations like the International Astronomical Union.

The Importance of Early Prenatal Care Dear Dr. Levister: I am pregnant with my first child. My doctor says I should get prenatal care. Why is this so important? P.W. Dear P.W.: The objective of prenatal care is to monitor and improve the health of the pregnant mother and her baby. Getting early and regular prenatal care is crucial because it allows the health care provider the chance to find problems early so they can be treated as soon as possible. Although there were substantial declines on this measure in the 1990s for all races, black, Hispanic, and Native American mothers are more than twice as likely as white mothers to receive either late or no prenatal care. According to the Centers for Disease Control and Prevention, nearly one-third of American women who give birth every year will have some kind of pregnancy-related complication. Those who do not get adequate prenatal care, run the

risk that such complications will go undetected or will not be identified soon enough. This can lead to potentially serious consequences for both the mother and her baby. During prenatal visits, the health care provider teaches the woman about pregnancy, monitors any medical conditions she may have, tests for health problems with the mother and baby, and refers the woman to needed services such as a support group, childbirth class, or the WIC program. The percentage of women who reported that their first prenatal care visit occurred during the first trimester has remained relatively stable from a low of 74.8 percent in 1997 to a high of 80.8 percent in 2001. This is still below the Healthy People 2010 target of 90 percent of women beginning prenatal

care during the first trimester. Prenatal care does not always address, and may not be as effective among, women with specific social and medical risks. Adequacy of care (defined by the frequency and timing of visits), however, has been correlated with positive outcomes and may also confer benefits such as reduced likelihood of post-partum depression and infant injuries.

A New Plan for Economic Growth San Bernardino

L

ast Friday, First District Supervisor and San Bernardino County Board of Supervisors Chairman Robert Lovingood began a push for public support for, “A proven plan for economic growth.” The plan is focused on five key points that include the following: Enhance County Land Use Services; Increase public safety funding; Expand technical training; Re-target economic development; and, Increase infrastructure. In the area of Land Use Services, Lovingood has called for the implementation of a fast-track permitting system for commercial, residential and industrial developments. Delays in the project approval process as currently experienced can be costly; as Lovingood pointed out—time is money. Part of the plan calls for staffing increases in the Land Use Services Department. According to Lovingood, “These projects create well-paying jobs and have an astonishing

economic multiplier effect: Each new home built creates seven well-paying jobs. And the higher property values generate property tax revenues that can put more deputies on our streets, repair roads and build infrastructure.” Most strategies that impact development may receive some pushback from environmentalists. In regards to the issue of Public Safety, Lovingood expressed his belief that, “. . . a series of misguided policies from Sacramento is opening the door to let more criminals out of state prison and putting them on our streets.” He added, “Since the state continues to abandon its responsibility to protect the public, San Bernardino County has no choice but to take on greater responsibility in keeping criminals locked up.” As a result, his plan advocates for increases to both the Sheriff’s and District Attorney’s budgets. In addition, the plan calls for the county to move forward with the phased staffing plan for

In regards to the issue of Economic Development, the plan calls for an initiative to assist residents and manufacturers by lowering electric rates through a Community Choice Aggregation project or CCA. Under a CCA, the County would develop one or more solar projects and negotiate wholesale electric power agreements to provide discounted electricity to customers. CCAs currently operate in 1,300 communities in seven states. In California, the City of Lancaster and the counties of Marin and Sonoma have done a good job. CCAs provide competition that helps lower electrical rates. This will help both residential customers and prospective employers. Another initiative in this category calls for a change in how the hotel taxes collected in unincorporated areas are used. The County collects a hotel bed tax, which goes into the general

the High Desert Detention Center. Lovingood’s approach to the issue of public safety is nearly the antithesis of everything those who have worked for a more thoughtful approach to the issue of criminal justice have fought for. It is certain to receive some pushback from those focused on the issue of criminal justice. On the issue of technical training, local manufacturers say they have roughly 3,000 wellpaying local jobs that they cannot fill because job candidates do not have the necessary technical training. That’s a shame, but it is also a chance to create new partnerships to bring business and labor together to create technical training classes tailored to the unique needs for local workers and manufacturers. The Lovingood plan proposes an initiative to create a series of short, technical training courses on the sites of local manufacturers. The courses will be designed with input from local manufacturers so the coursework is relevant and practical. It will combine classroom instruction with hands-on internships or apprenticeships so students can

In the interest of fairness and economic development, the plan calls for earmarking bed tax revenue to benefit the community of origin to promote local events that attract tourist dollars— an approach certain to be well received by such communities. Finally, on the issue of infrastructure, the city is responsible for maintaining roads within their city limits; while the County is responsible for county roads in unincorporated areas. The plan calls for the county and cities to create new partnerships to jointly fund improvements on roads common to both jurisdictions. It also calls for the creation of public-private partnerships (PS3s) to cut costs, increase efficiency and generate savings that can be channeled into other needed projects. The San Bernardino County Board of Supervisors has provided input to the plan and will make the ultimate policy decision regarding whether and how the plan will be implemented. In the meantime, the goal is to begin scheduling workshops regarding the plan by the end of February.

The Community Foundation Receives Grant to Improve College Completion Rates in the Inland Region Riverside

T

he San Francisco-based Colleges Futures Foundation has awarded a twoyear, $595,000 grant to The Community Foundation, an organization which serves both Riverside and San Bernardino Counties. The grant will be used to launch the Foundation’s newly created Graduate Success Program, a partnership with College Futures to help low-income Riverside and San Bernardino County students apply to, enroll in and complete college. In commenting about the grant, Dr. Jonathan Lorenzo Yorba, President and CEO of The Community Foundation said, “College Futures Foundation understands the importance of our region and the Foundation’s proven leadership on administering scholarship programs to help young people achieve their college and professional dreams.” He added, “Through the Graduate Success Fund, we are committed to making college a

possibility for students who are critical to the region's future.” When the Graduate Success Fund Program begins in 2018, it will award needs-based scholarships as well as support services to

students at targeted high schools. In support of students and their families, the Foundation is working with local education partners and donors to build scholarship funds to ensure students gain needed financial aid and college resources. The Foundation is also forging a new partnership with Coachella Valley Economic Partnership/NewOrg for assistance

with designing and implementing new ways of doing the Foundation’s scholarship distributions work. According to research, students awarded scholarships based on financial need stay in college and graduate at rates similar to other students in the same institutions. “Many students have the desire and ability to succeed in college, but lack the means to do so,” said Dr. Yorba. “This investment in our Foundation will enable us to strengthen our commitment to providing more needs-based scholarships to low-income students who have the ability to succeed in college.” The Community Foundation is one of only seven community foundations in California chosen to partner with College Futures as part of its statewide initiative to improve college graduation rates for low-income and underrepresented students.

or the first time in Riverside, Cirque Éloize will bring its eleventh original creation, Saloon – A Musical Acrobatic Adventure to the Fox Performing Arts Center for two shows only on Saturday, February 18. Cirque Éloize is considered by many in the industry as a driving force in the circus art reinvention movement. For nearly 25 years, it has created awardwinning entertainment content and it is ranked among the world’s leading contemporary circuses.  From the Magdalen Islands, “éloize” is an Acadian word meaning “heat lightning”. According to spokesperson Jessica Redden, Cirque Éloize has taken part in numerous prestigious international festivals and has engaged audiences in both New York’s Broadway and London’s West End. “Its productions are crafted for a wide range of audiences and have been embraced by over 50 cultures.” During the last quarter century, Cirque Éloize’s eleven shows were presented in more than 4,000 performances in over 500 cities and were seen by more than three million spectators.  Saloon is the eleventh production under the banner of Cirque Éloize and one of the three shows currently touring internationally. In addition to its touring shows, more than 1,400 Cirque Éloize-designed private events have taken place worldwide.  Recently, in an interview with The Voice/ Black Voice News, one of Saloon’s stars, Ben Nesrallah, discussed Saloon, its inspiration and his role in the performance. Born just outside of Ottawa, Nesrallah is a Canadian by birth. He is also a very talented and

versatile musician. He plays the fiddle, the guitar, the banjo, the piano and even signs. In Saloon, he acts the part of one of the Vultures, a live band that performs on stage throughout the presentation. Although Nesrallah has an extensive music background, he shared, “This is the first time I’ve done a show like this.” He described the show as a ‘wild west throw-back’. “It’s a tip of the hat to the expansion of America,” he explained. Saloon was inspired by the rich legacy of the Wild West—it transports audiences to a dusty gathering place. At each performance, Cirque Eloize has invited audiences to ‘swing open the Saloon doors’ and enjoy a musical and acrobatic adventure. sense of community.” Painchaud added, “The Saloon is a wonderful playground for work of artistic exploration. It’s also a place of opportunity, one that made us want to try something different. It has the physical energy of acrobatics combined with the poetry of the theatrical approach, punctuated with humor and accompanied by amazing live music.” He described Saloon as bright, funny and musical. “There is a whole team of people behind what we do,” Nesrallah explained. It also mixes country excerpts from such well-known artists as Patsy Cline and Johnny Cash with more festive, folk-inspired compositions. “Folk music resonates,” Nesrallah explained. “There is a pulse in folk music,” he continued and added. “It grounds the show.” Also according to Nesrallah, the show touches

on a lot of different genres. What is especially unique about it he explained is that, “Generally, there is a real kind of divide between the musicians and what is going on with the show; but in this show, there are the three musicians (The Vultures) and we are in the middle of the world that has been created.” Nesrallah stressed how the live element of music is prevalent throughout the entire show. “We are staying with these characters,” he explained. “They are the story tellers of the show. It adds another dimension to it.” Nesrallah confided, just as one might expect, Saloon is not without its share of conflicts and complexities. He described the performance as an incredible mix of a number of different things happening simultaneously. “Acrobatically,” he assured, “It is so incredible in terms of what is being done on stage.” Director  Emmanuel Guillaume called Saloon an acrobatic comedy with eleven, top-level, multidisciplinary artists who perform their roles with exuberance and humor. He described

it as an invitation to the party, a fertile ground for emotions where everything is permitted. According to Guillaume, it as a meeting of different art forms that were, “already part of the rich heritage of this mythical place back then.” Since 1993, the Canadian based Cirque Éloize has worked to position itself at the heart of the renewal of circus arts and has created moving performances filled with magic. what thinking people simply refer to as “lies”? For example, one campaign claim from the coalition was that Ms. Brown took over a hundred thousand dollars in money from the state for personal expenses. That, in actuality, is the per diem that every state representative who lives 50 miles from the capital is given to live in Sacramento the required 4 days a week. Or that Chevron gave her a million dollars. Which was simply not true. Just like UFCW and SEIU, they funded independent campaigns in support of candidates and against others. There were a few missing faces from the video including the former UFCW leader now Senator Connie Leyva who led the charge in the district, Democratic progressive leader Tom Steyer who funded local organizations to do canvassing and grassroots outreach, and the small faction of individuals who believe that such a large Latino population should be represented by someone who looks like them, regardless of the job being done by the person in office. The alignment of diverse political interests are once again forming to try to unseat another Black woman elected to office in the Inland Region. This time it’s Fontana Mayor Acquanetta Warren. A recall started by a different group and possibly fueled by those tied to the Fontana Democratic Club, now has some of the same groups and individuals coalescing using the same playbook, the strategy outlined in the UFCW video: claims of ties to “special interests” and even the use of alliteration as a battle cry “Warehouse Warren” echoes the “Chevron Cheryl” campaign of last year. What I find interesting about the targeting of Mayor Warren, who is one of the most respected city leaders in our region, is that the real compromised city council, the one tied the closest to the developer of the largest proposed warehouse project in the country, is in Moreno Valley, 24 miles down the road. I suggest you start there if your real motive is what you claim. I can provide a long list of more obvious choices. I see a new image starting to take shape. The progressive movement in the Inland Region is functioning much like the populist movement that ushered our current Administration into office, by using a nationalist ideology to divide and conquer. His was just blatant and less coded, he didn’t whisper his attacks he voiced them clearly from the stage to the chants and cheers of his followers. I can at least appreciate his directness.

Writer/philosopher George Orwell wrote in his 1945 essay on the topic, “Nationalism is powerhunger tempered by self-deception.” It is “not only defined as alignment to a political entity”…but can also “encompass a religion, race, ideology, or any other abstract idea.” The progressive coalition leaders are behaving in the same manner as other nationalists. “Every nationalist is capable of the most flagrant dishonesty,” Orwell notes, but in part because they believe they are “unshakably certain they are in the right.” It may not be truthful and may not be honest, but they must believe the end justifies the means. It’s easy to be distracted by the mess that our national political scene has become. There seems to be an attack daily on the values that so many of us hold dear. But it’s clear to me that we are under attack from the far left as well and that the leaders of the progressive movement in the Inland Region have decided that not all of us matter, that their way is the only right way, and that we are simply collateral damage in the battle for what they consider to be the greater good. As coalitions continue to align to attack our good elected leaders, will we continue to close our eyes to avoid reality and simply smile for the pictures they post on their Facebook pages or will we look deeper at the real image that’s under the surface? I promise if you stare hard enough, aiming your eyes through the image and into the distance, the true picture will take shape. Just so you understand why there is mistrust and misgivings regarding certain movements that have historically maligned African-Americans I thought I’d include this interesting article on the topic.
