Sankofa Journey: Celebrating Our Collective History

L

ast Thursday the San Bernardino County Association of African American Employees held their 21st Annual Black History Month Scholarship Recognition Celebration. Their theme: Aspire Greatness -- Let Your Reach Exceed Your Grasp. The county employees awarded scholarships to exceptional students: Faith Winston, a youth community service leader who wants to become a Neonatal Nurse Practitioner; Cameron Tatum, who tutors younger students in Chemistry and wants to be an Air Traffic Controller; and Precious Whiteside who is currently studying American Sign Language, Spanish, and Arabic. It was a proud moment for those of us in attendance as we showered these young scholars with applause and accolades. Also honored that evening were the publishers of the local Black Press, I joined Brian Townsend, Wallace Allen, Cliff Harris, Tommy Morrow and his daughter Talese Morrow, and community photographer John Coleman as “Spirit of Sankofa” Award recipients. Sankofa, in the Akan language of Ghana translates as “reach back and get it,” and is represented by the Asante Adinkra symbol of a bird with its head turned backward with an egg on its back. A few evenings later I thought about the significance of that Sankofa Award as I watched the membership of the Academy of Motion Picture Arts and Sciences award 12 Years A Slave as Best Picture. It was the first time a Black director was honored in that category in the Oscar’s 86-year history. The demanding and challenging film, based on the true narrative of Solomon Northup, a free Black man who was kidnapped and forced to live as a slave for twelve years, highlights the brutality and complexities of America’s slave past. The film, considered an extraordinary cinematic accomplishment, was produced by Brad Pitt and directed by Steve McQueen. The script, based on the true story, was also awarded Best Adapted Screenplay and the humble actress and Yale Drama graduate Lupita Nyong’o was awarded Best Supporting Actress for her portrayal of Patsey. I believe the Academy bestowing its highest honor to the well-told story of Solomon Northup is indicative of our continued understanding that the history of Blacks in America and all the pain associated with that narrative is a significant thread in the fabric of our collective history. The dream of freedom is universal, as director Steve McQueen stated in his acceptance speech. It’s not White or Black – just human. Earlier in the show’s broadcast the Academy’s president Cheryl Boone Isaacs, the first African-American to serve as the leader of that organization, said in speaking of the role of the cinema in our society and the mission of the Academy is to: preserve the past, honor the present, and shape the future. I ended the week hopeful and proud that in the spirit of Sankofa, our look back is becoming a collective one. That when we “preserve the past” by elevating the human experience to art or by publishing an article in the newspaper and “honoring the present” by giving scholarships to our local young scholars or awarding international compelling cinema we are moving toward a future that honors the human spirit regardless of our divided racial past.

Extending The Reach

With Black community awareness of Obamacare benefits falling short of expectations, California advocates and consumers urge renewed effort and focus. By McKenzie Jackson, California Black Media

ast May, Covered California, the state’s health insurance marketplace, announced the awarding of $37 million in grants that would flow to a total of nearly 300 organizations — all working to conduct outreach and develop tailored education plans about affordable health care coverage available through the state exchange. At the time, the organization’s executive director, Peter V. Lee, said the initiative would “build on our partnerships with organizations that have trusted relationships in diverse communities throughout the state.” Targeting a total of 9 million Californians, 32 grants were said to be focused on AfricanAmerican outreach, compared to 37 targeting

Latinos. Twenty-seven grants were focused on Caucasian outreach and education, with 20 aimed at the Asian-Pacific Islander community. According to a statement issued by Covered California, the intent was as clear as it was noble: to foster successful outreach “programs in communities where likely enrollees live, work, pray, shop, and play, with a goal … to increase awareness about the new benefits, to educate targeted audiences about the subsidy programs available to them and to motivate consumers and small businesses to be part of obtaining health insurance.” These efforts are widely perceived to have been in good faith. But with so few African-Americans enrolled in Obamacare benefits through the state exchange questions linger about the effectiveness of the outreach. As of last month, only about 11,000 blacks were on the Covered California rolls — representing about 3.1 percent of enrollees, despite numbering seven percent of the state’s total population. “We definitely need to increase the outreach to African-Americans,” said Karen D. Lincoln, a professor of social work at the University of Southern California and founder of the organization Advocates for African-American Elders. “I think the fact that the primary method of enrollment is via the Internet, there is a large segment of our population who cannot enroll. Now, among the

general population of African-Americans, there is certainly more use of social media — but access can be a problem, particularly when you are in a multi-generational household and there are many people, who are maybe using one computer. Access can be a bit of a challenge.” “Yet,” says Lincoln, “the issue is not entirely generational. The other part that I think is important for the general population of African-Americans, we do need more outreach,” she said. “As advocates, we have been passing out fact sheets about how to enroll, the importance of enrolling, the deadlines, the penalties for not enrolling … but I don’t think the message is clear. I don’t think the message is widespread enough among us, and I think we do need to do a little bit more educating on the importance of it.” A growing number of health care advocates believe additional education and outreach should be focused on raising black community awareness about the opportunities available through MediCal. Too often, it is misunderstood to be a program only available for mothers and their children, but as of January 1, 2014, it has expanded to cover anyone whose resources are so limited that they cannot afford any other health care plan. Advocates are now stepping in to help boost the effectiveness of the outreach. For example, The California Endowment, in partnership with DHCS, has launched a $23 million statewide effort to boost Medi-Cal enrollment in 36 counties across the state. In a joint statement, the two organizations said the grants would “support overall efforts to increase awareness of Medi-Cal for those who are eligible, but not yet enrolled, while helping retain current members. It will emphasize reaching certain specific populations ... with educational information that is meaningful and relevant to their needs.” “We know that one-on-one assistance is vital to helping those who are hardest to reach and most in need,” said Robert K. Ross, M.D., CEO and President of The Endowment. “We are excited to partner with DHCS to fund outreach and enrollment assistance at the local level. This is continued on next page

an important investment that will help hundreds of thousands of Californians enroll in Medi-Cal.” Considering the numbers, those efforts appear to be worthwhile. According to Covered California, as of 2013 there were 8.5 million Californians enrolled in Medi-Cal. Thanks to Obamacare, up to two million more residents of are expected to be eligible this year — with a significant percentage of those potential enrollees believed to be AfricanAmerican. Thomas Duncan, CEO of Trusted Health Plan, a Washington D.C.-based managed healthcare organization, argues that African-Americans are poised to be among the chief benefactors of the healthcare law. In an article entitled “AfricanAmericans Will Benefit Greatly From Obamacare,” published February 6 in the International Business Times, Duncan wrote that a disproportionate percentage of blacks will become newly eligible for health coverage. “Prior to the Affordable Care Act, our nation’s healthcare system was discriminatory to both lower- and middle-wage workers,” he wrote, adding

that socioeconomic factors and of debilitating and fatal diseases such as diabetes, hypertension and obesity. “But now, Obamacare will open the door to preventive, primary, and strategic specialty care for millions of African-Americans and others.” With those factors in mind, those who have been served by Covered California express hope that more African-Americans will decide to enroll themselves and their families. “Black people, we need that,” said Joseph Thomas, a 31-year-old Woodland Hills resident. He estimates that the Covered California plan he recently obtained online with his domestic partner would save their household about $1,200 per year. “[It’s important because] we don’t seem to go to the doctor as regularly as we should — but we always seem to have health issues and die earlier.” To find out where you or a loved one can enroll in person go to www.coveredca.com and click on find local help. Riverside Convention Center to Start Offering Healthful Menu Riverside

F

ollowing an extensive, two-year renovation and expansion, the Riverside Convention Center will reopen with brand new healthy menu options developed in consultation with Loma Linda University Health (LLUH). Officials of LLUH and Raincross Hospitality Corporation, the managers of the convention center, have entered into an agreement in which LLUH develops menu items with a focus on seasonal specialties and healthful ingredients, consistent with LLUH standards of excellence and nutrition. The specialized menu will compliment an exciting menu created by the center’s new Executive Chef, Brad Martin. LLUH nutritional experts will also work closely with the convention center’s culinary staff to supervise their knowledge and techniques for proper preparation of vegan and vegetarian meals recommended for inclusion on the specialized menu.

California Launches First U.S. Lottery Social Responsibility Website

elling Lottery tickets isn’t the only thing the California Lottery is concerned about. We also prize what we do for the community, its businesses, and our public schools. With that in mind the California Lottery is proud to be the first U.S. Lottery to launch a website dedicated to its Corporate Social Responsibility (CSR) efforts. “The site provides our players and stakeholders with information as to who we are outside of the products we offer,” said Paula LaBrie, Acting Director of the California Lottery. “CSR touches on every aspect of our business and it demonstrates our commitment to being a good corporate citizen.” The new website, www.californialottery.com, gives users the opportunity to learn more about the Lottery’s impact on California public schools, responsible gaming programs, and other pillars of our CSR program. Our CSR website focuses on the following areas: Responsible Gaming; Contribution to Education; Integrity and Transparency; Consumer Protection and Security; and Stakeholder Engagement. Environmental Impact The California Lottery is one of two states to hold a level three certification from the World Lottery Association (WLA). Over the past year, the Lottery has undergone evaluation and improvements to its responsible gaming programs as it prepares to seek a level four certification from the WLA later this year. A level four certification would make the California Lottery the only U.S. lottery to hold this designation, the highest level from the WLA.

inthenews Former Alvord Unified Superintendent Kathy Wright Named RCCD’s 58th Alumnus Of The Year Riverside

L

ong-time educator and community leader Kathy Wright has been selected as Riverside Community College District’s 58th Alumnus of the Year. Wright will be honored during the college district’s Annual Recognition Awards & Arts Gala on April 24. “We are proud of all of our alumni,” said Interim Chancellor Cynthia E. Azari, “but we are especially proud of Dr. Wright, who has worked tirelessly on behalf of our schools and community for many, many years. She was a creative, talented, dedicated educator, and she brings those same qualities to her interactions in our community. She is an exceptional role model for young people.” Wright attended Riverside City College in the 1960s before transferring to San Diego State University where she earned a bachelor’s degree and teaching credential. She returned to her hometown of Riverside to earn a master’s degree from UC Riverside and a doctorate in Education from the University of LaVerne. Her 37-year career comprised of teaching and school administration, ending as superintendent of the Convention Center, continued from page 5 Wholeness Officer Daniel Fontoura. Riverside Convention Center, located in downtown Riverside, is one of the leading convention and events centers in the Inland Empire. It recently completed a $43-million renovation and expansion, and re-opened on March 1.

Riverside Chambers of Commerce, and the Inlandia Institute. “It was really good being at RCC as a student,” Wright said. “The classes introduced me to the coursework that I would later take at the four-year college.” Later, Wright would return to Riverside City College as a peer and colleague, working on curriculum development issues that affected the College and the Alvord school district. “It was a great experience being able to work with people in a different capacity; I have a lot of regard for the faculty and administration at RCC.” Wright chose to honor her parents, Colonel Ralph M. Wright and Martha Jane Wright, by establishing scholarships in each of their names through the RCCD Foundation. The first honors her father’s Air Force service and helps returning veterans complete a degree; the second commemorates her mother’s artistic talents and spirit, helping students studying the visual arts. Wright is just one of the recipients who will be recognized by Riverside Community College District, its colleges, and the RCCD Foundation on April 24. Avoid Eye Strain From Computer Use Dear Dr. Levister: At work, I spend hours in front of a computer. My eyes feel strained and dry. Is there any correlation? G.A. Dear G.A.: With so many of us using computers at work, vision problems related to prolonged use have become major job-related complaints. Studies show that eye strain, dryness and other bothersome visual symptoms occur in 50 to 90 percent of computer workers, but luckily, the problems are usually only short-term and can be avoided. Having a routine comprehensive eye exam is the most important thing you can do to prevent or treat computer vision problems. Steps you can take to reduce symptoms include: Blink. People blink at least half as much as normal when staring at the computer screen, because people usually squint and your eyes are not made for looking at monitors. It may be hard to remember to do this constantly, so every now and then you can close your eyes for a few seconds.

10-10-10. Every 10 minutes, look at an object 10 feet away for 10 seconds to get them adjusted to long-distance too, so you are ready when you get off the computer. Adjust the screen settings. Make your screen a bit duller, it is actually easier to read. The screen should be just as bright as your surroundings, and should not appear to be a glowing box nor pitch black object. Get used to a brightness of 0. Contrast should usually be in the level of the 80s, but they are different for different screens. Contrast is the strength of the colors compared next to each other. Back up the screen, but not so much that you have to strain to read the text. 16-24 inches is a good distance, depending on your eyesight and the size of the screen. Consider changing to larger text on every site accessed on your browser. Regular eye examinations and proper viewing habits can help to prevent or reduce eye problems associated with computer use.

G

enesis 4:9 gives us that question from Cain to the Lord after the Lord asked Cain where is your brother Abel. So Cain answered back with a question “Am I Hardy L. Brown my brothers keeper?” The Lord fired back in verse 10 by saying: “What have you done, your brothers blood cries out to me from the ground.” Last week President Barack Obama launched an initiative to do something about the plight of boys or young men of color in this country. He stood before us and spoke of his growing up without a father in the home and some of the bad choices he made as a young man. He was quick to add that he was able to overcome those decisions because of people around him guiding and nurturing him for the second and third time. During his remarks he included some numbers of the dropout, suspension, and expulsion rates and how the injustice of our justice system has negatively affected those boys and young men; that we must be our brother’s keeper before we hear from the Lord of what have we done. Everyone will have to answer that question for themselves, but many organizations and private foundations are responding to the call by putting money and effort into being their “brother’s keeper.” In other words, they are responding to the silent crying of our boys of color in this country. I am proud of California Endowment’s leader, Dr. Ross for stepping up and funding programs to take on some of the issues facing a population of underserved boys of color in California.

According to the California Department of Education we have a dropout rate of 25.6%% for Black boys and a 60.3% graduation rate. For Latino boys it is a 68.8% graduation rate and a 19.2% dropout rate. Native American boys have a dropout rate of 21.0% and a 67.2% graduation rate compared to White boys with an 83.6% graduation rate and 10.1% dropout rate. One could argue that one fourth of the boys of color are not being served by public schools in California even though taxpayers are paying for them to do so. My question is: what are we doing to our boys of color in our public education system that they do not want to stay in school and finish their education? My other question is to the boys: what is so bad that you give up? Why is it that our girls of color hang tough with racial and gender discrimination in school and finish? You too must hang tough and accept the challenge to improve these dismal numbers that reflect failure on your part, while we in the community work hard to remove people and barriers that get in your way.

I recognize that we must elect the right school board members and hire the right staff for you to succeed. Yes parents must stay involved but you are the ones who must put forth the effort and turn off the television and put down that cell phone or video game. Our negative numbers far exceed our numbers of parity so we recognize that there are forces working against you but that cannot be an excuse for any of us to give up. That is why I am in full support of President Obama’s initiative to assist boys of color in pursuing the ‘American Dream’ of living life in an abundant way. Let us roll up our sleeves and get to work by joining organizations that are about the business of lifting them up and becoming our brother’s keeper.


pointofview A Pension History Lesson

A

s Black History Month comes to a close, we are reminded that many of the social and economic justice struggles that persist today began over a century ago. One history lesson worth remembering and learning from today -- as so many African Americans are struggling to survive in retirement – is the movement to create pensions for former slaves for their years of unpaid labor beginning in the late 19th century. The controversial concept came in the aftermath of the emancipation when most former slaves had no financial resources, property or education, which are critical to personal economic independence and stability. Although slavery is far behind us, many African Americans continue to live in poverty, unable to ensure economic stability in our later years. We’re less likely to have access to employer-sponsored retirement plans as a result of the current retirement security crisis. African Americans are also less likely to participate in 401(k)-style defined-contribution plans, contribute lower amounts, and are more likely to make early withdrawals from these plans that require consistent large contributions from workers to be even near adequate. This reminds us why even 120 years ago traditional pensions— which provide workers with guaranteed retirement income—were viewed as vital to delivering retirement security to older workers of color. In 1890, the ex-slave pension movement received a boost when William Connell, a Nebraska Republican, introduced the first exslave pension bill in Congress. The bill, H.R.

11119, was modeled after the military pension system for Civil War veterans. According to the National Archives and Records Administration, Connell’s bill came at the request of Walter Vaughan, a Democrat from Omaha. The former mayor of Council Bluffs, Iowa, believed such bills would not only deliver economic justice, but would also serve as a “Southern tax relief bill” with ex-slave spending helping to fuel the economy. The push for ex-slave pensions continued to gain momentum in the 1890s and early 20th century with strong backing from the National Ex-Slave Mutual Relief, Bounty and Pension Association of the United States of America (MRB&PA) and other ex-slave pension organizations. The MRB&PA is considered the largest of these groups with more than 100,000 members. The grassroots organization supported a proposed age-based pension payment scale that appeared in every ex-slave bill from 1899 onward. Under the proposal, the maximum benefit for freedmen would be $500 at the time of disbursement and $15 per month for the rest of their lives. If passed, a very modest number of Blacks would have received the pensions as only 21 percent of the Black U.S. population had been born into slavery by 1899. Despite its popularity, the ex-slave pension movement faced crippling opposition from federal agencies—the Bureau of Pensions, the Post Office Department and the Department of Justice— that it wasn’t able to overcome. The agencies worked

collectively in the late 1890s and into the early 20th century to investigate individuals and groups in the movement. The officials who pursued the investigations thought Dr. L. Toni Lewis the idea of providing pensions to ex-slaves was unrealistic because the government had no intention of compensating former slaves for their years of involuntary labor. Despite its failure, the ex-slave pension movement did help many to realize the importance pensions play in providing economic stability to Black Americans once they could no longer work. Traditional defined-benefit pensions have played a significant role in helping create and maintain access to the middle class for Black families. It is so necessary to understand our history and remain vigilant. Unfortunately, state legislatures and municipal governments seek to dismantle their pension systems - which places Black America at risk of losing long fought for gains towards economic justice. Policymakers must focus more on strengthening sustainable pension systems rather than imposing drastic pension cuts, so that all workers are able to retire with dignity. Dr. L. President Obama Asks for Support with National Initiative for Boys of Color, California Endowment Answers the Call “The foundation’s $50 Million program to boost “My Brother’s Keeper” initiative, leading other organizations with the highest contribution so far” By Corey Arvin, Staff Writer Graphic art by Andre Loftis resident Obama’s announcement last week of the “My Brother’s Keeper” initiative, a nationwide effort to reach young, at-risk minority men, was almost instantly buoyed with pledged alliances from several non-profit organizations and foundations. California Endowment, a private foundation that develops and funds healthy-living programs, announced it would partner its $50 million “Son’s & Brothers” campaign with the president’s initiative aimed at young African-American and Hispanic men. California Endowment’s pledge is

among the most substantial donations from nonprofit organizations that support the president’s initiative. Currently, more than $200 million in funding from various partners has been pledged. Although California Endowment’s $50 million commitment appears substantial, Robert K. Ross, president and chief executive officer of California Endowment, cautioned it’s only a “drop in the bucket” considering the depth of the issues facing young African-Americans. “We are hoping that $50 million has a

leveraging effect and a catalytic impact because $50 million is not enough,” said Ross. Though California Endowment’s announcement coincided with the unveiling of President Obama’s initiative, the organization has worked with White House officials since October on developing a strategic plan to reach young minority men, said Ross. The organization unveiled its “Sons & Brothers” campaign that same month, which is an essential part of its “Building Healthy Communities” initiative. Ross credited the California Community

Karen Bass (D-Calif.), an avid supporter of the president’s initiative, praised California Endowment’s commitment to support “My Brother’s Keeper”, which will also impact young men who live in her district. Bass was among several elected officials who joined the president in support of his announcement last week at the White House. “Let me applaud Dr. Ross’ leadership ... and I mean that sincerely. I am very confident what the California Endowment committed to do will happen,” she said. Bass, who is partnering with leaders and organizations within her community, is hoping her efforts to align resources for black men recently released from prison will have its own impact on young African-American men in need of stable fathers and mentors. This month, Bass will host a townhall meeting to address black men reentering society after serving prison sentences. Both Bass and Ross agreed fatherhood in African-

American homes is a critical factor in why some young African-American men encounter issues such as poor academic achievement and engage in illegal activity. “There is so much collateral damage in my opinion over incarceration,” she said. “If they cannot work in the legal economy, they will work in the illegal economy,” she added. While “My Brother’s Keeper” is largely supported and regarded as a long-overdue national platform dedicated to African-American men, the initiative has garnered many detractors, with some also labeling the initiative as “racist”. Bass noted criticism of the president’s initiative from conservatives, as well as some liberals who feel the initiative is “too little, too late.” Leon Jenkins, president of the NAACP’s Los Angeles branch, considered criticism of the initiative another attempt by conservatives to stymie progress in the African-American community. He adamantly believes any leftleaning leadership that supports conservative

opposition or criticism of the “My Brother’s Keeper” is misguided. Responding to critics of the initiative, Jenkins said, “They are not going to ever, ever do anything to help African-Americans. These are the same people who didn’t want us to vote, don’t want to pay us a fair wage for work, don’t want us to go to college. They want to keep the status quo.” According to Jenkins, the NAACP’s Los Angeles branch frequently partners with organizations that target young AfricanAmericans through their own programs, including Brotherhood Crusade, the Los Angeles Urban League and several smaller organizations. Jenkins supports the California Endowment’s program and hopes it galvanizes communities and bolsters the “My Brother’s Keeper” initiative. “We have to have our fists balled up until the fight is over. That will mean that at times we will want to give up, we will want to take a break, but the bottom line is, we can’t afford to,” he said.

Local Reporters Cover Winter Olympics Games In Sochi The Black Voice News sports reporting team has for two decades covered both the Summer and Winter Olympic Games and the Sochi Games were no different. Here are some of their best shots: For U.S. Speed skater Shani Davis the third time proved not to be a charm. In his third Olympic Games Davis leaves Sochi without an individual medal for the first time. Davis finished 24th in the log track men’s 500m race with a time of 70.98 seconds. Davis also finished eighth in the 1,000m his signature event but yet again not close to a medal. Davis became the first African American to win a gold medal in the Winter Olympic Games after winning gold at the 2006 Turin and 2010 Vancouver Winter

Games. Davis could have been the first American to win 3 consecutive gold medals. Meryl Davis and Charlie White won the gold medal in Ice Dancing. The duo entered the final free skate with a 2.56-point lead and turned in a flawless performance scoring 116.63, giving them an overall score of 195.52 and beating the Canadian Silver Medalist Tessa Virtue and Scott Moir with 190.99. The Russian duo of Elena llinykah and Nikita Katsalapov won the bronze medal with a score of 183.48. Davis and White became the first Americans to win gold in Ice Dancing and the first multiple medal winners, having won the silver medal at the Vancouver 2010 Olympic Winter Games. Photos by Jon D.
