was running a little late, but arrived at the forum just in time to hear Professor Christopher Gopal of the Drucker School of Management talk about “supply chain hubs” and “goods movement trends.” He was the featured speaker at a Logistics Town Hall forum held at San Bernardino Valley College and hosted by Assembly Member Cheryl Brown. Love it or hate it, our region is considered the central hub of the supply chain...the goods movement gateway. And I mostly hate it. Yes, we are uniquely situated geographically at the “crossroads where all ways meet.” With a burgeoning international trade partner like China and an increasingly on-demand consumer culture that expects online purchases to be delivered before we take our fingers off the “send” button, our unique geographical location will continue to attract distribution center developers and companies in need of fulfillment centers. “E-commerce is driving much of the economic activity,” Professor Gopal said. And all those goods need to be housed, transported, and delivered. During the forum, a student group led a protest inside the room, briefly interrupting a lecture by economist John Husing on the growing volume of goods flowing through the Inland area. Last year, he commented, we experienced the third highest year of containers through our Southern California ports, and 80 percent of those goods traveled by rail or truck through our region. The youthful protesters wore white masks and held signs protesting the air pollution caused by those trucks and trains, an environmental impact that - along with increased truck traffic - continues to concern many of us, including Assembly Member Brown. I attended her Transportation Roundtable last year where she addressed vital and pragmatic environmental concerns, including the impact of the implementation of AB 32 on small businesses in our region. One of the reasons I attended the event is because I have spent quite a bit of time - and written many columns - on the topic. While I hate the “warehousing” of our region, I try to stay informed on economic trends and opportunities for change and growth. “We need a better regional infrastructure and a more educated and skilled workforce,” Professor Gopal listed as two solutions to our uber-reliance on the logistics industry. These two things, he said, can attract higher paying industries but will require collaboration at the regional, state, and federal levels. Yes, our local elected officials will continue to be faced with some tough decisions. As Professor Gopal explained, in the new economy “governments are competing not just companies”. San Bernardino County Slammed With Another Jail-Related Lawsuit San Bernardino
S
an Bernardino County must defend itself against another jail-related lawsuit. This one was filed by the advocacy group Prison Law Office in U.S. District Court in Riverside on behalf of the county’s 5,300 inmates. In the filing, advocates claim San Bernardino County jails do not have enough staff or appropriate plans in place to screen inmates for mental and physical health problems. The suit also alleged facility officials create dangerous conditions by placing incompatible inmates in the same cells. In addition according to the filing, the suit claimed there is insufficient supervision of deputies and there are no consequences for the use of excessive force. Purportedly, the county’s failures have resulted in inadequate health care and put inmates in danger of harm from both deputies and other prisoners—even though many of them are still awaiting trial and as a result, presumed innocent. continued on page 7

Parents of Special Education Students Fight Back Against Disclosure Sacramento
I
RSD Invites Public to Experience the ‘Force Options Simulator’ Riverside
T
he Riverside County Sheriff’s Department has invited the general public to experience its Force Options Simulator. The Force Options Simulator is used to give police officers a training experience similar to the real world; and the public, a better understanding of the types of quickly evolving situations can escalate for police officers on any given work day. All police officers in the state are required to complete similar training every two years. The Riverside County Sheriff’s Department is working to build trust and enhance communication between its officers and the general public. One of the ways it hopes to accomplish this is by offering the general public an opportunity to come and experience via the Force Options Simulator what officers often face in the line of duty as a way to gain a better understanding of how quickly things can escalate and require
officers to make split decisions in very dangerous situations. The Riverside County Sheriff’s Department has extended an invitation to the general public to come and personally experience the Force Options Simulator as a way to enhance understanding as a way to build bridges. The Riverside County Sheriff’s Department covers more than 7,200 square miles; provides policing services to 17 of the county’s 28 cities; manages five correctional facilities; completes necessary CoronerPublic Administrator duties and provides court services. It is the second largest sheriff’s office in California and supports the state’s fourth largest county and ranks among the fastest growing in the nation. n 2012 parents filed a lawsuit against the California Department of Education for alleged systemic non-compliance with the Individuals with Disabilities Education Act. The lawsuit, Morgan Hill Concerned Parents Association vs. The California Department of Education, alleged the agency failed to assure that their children receive a free appropriate public education required by federal and state law and opened the door on an equally concerning controversy. The plaintiffs requested numerous documents as well as student data collected and stored by the CDE. Many of the documents contain personally identifiable information of children with disabilities. Specifically, children who requested an assessment or who were assessed for special education eligibility and children who are attending or who have attended a California school since January 1, 2008, will be affected. The CDE sought to have the suit dismissed but a federal district judge in Sacramento denied its motion. It also objected to the production of documents; however, the Court ordered the agency to produce them. The court included a protective order that prohibited the plaintiffs’ disclosure of confidential information required by the lawsuit—including personally identifiable information to third parties. It also stated none of the information may be used outside of the lawsuit, and no student’s personal identifiable information would be disclosed to the public. Parents have objected to the disclosure out of an abundance of concern for their children’s privacy. In response on March 1, U.S. District Court Judge Kimberly Mueller ordered CDE to maintain custody of the most sensitive of its databases, the California Longitudinal Pupil Achievement Data System (CALPADS), while running searches for information requested by the plaintiffs. Ask Me Anything!” is a evening of storytelling and sharing, all part of a dynamic conference aimed at building authentic relationships to help women break free from the fears that hold them back from doing what God has purposed for their lives. On Saturday, March 19, at the Mt. Rubidoux Seventh-day Adventist Church, 5320 Victoria Avenue, in Riverside, this amazing girls’ night out will feature soul-stirring praise and worship, spoken word, dance, a vendor expo, and inspiring stories by three women who will share how they moved from fear to freedom (#FromFearToFreedom). Conference goers will hear from former professional soccer player, motivational speaker and author Jasmine Henderson. Her first book, A Broken Vow, was inspired by
her life changing journey from virgin to single motherhood at age 25. Josie Aiello, a national recording artist, will share how she chose to leave a successful yet unfulfilling singing, songwriting career to answer “The Call” to sing for the Lord. And Dr. Sally D. Williams, an educational psychologist, author, and life coach, will speak on the importance of keeping your integrity when faced with fearful decisions. “It’s time to have safe, open, relevant and needed conversations between women of all ages,” said Desiree Foster-Collins, president and co-founder of Excellence by Design. “Gurl...Ask Me Anything” is open to women from ages 16 and up. T
his week The Voice joins the National Newspaper Publishers Association in celebrating National Black Press Week. Across America more than 200 Blackowned community newspapers are associate members of the National Newspaper Publishers Association (NNPA). The organization, founded more than 75 years ago has earned its reputation as the voice of the Black community. Throughout its long history it has never shied away from using the printed word to bring laser-focused attention to issues of importance not only to the African American community, but to the nation at large. Without a doubt, it is the most influential Black owned news resource in America. With the magnitude of issues, both good and bad, that continue to influence the lives of more than 20 million African Americans, NNPA is as pertinent as ever. Shining A Light On Depression
W
hen you have the flu, you feel horrible. When you break your leg, you don't try to hide it from everyone. You don't try to deal with it all on your own. When the flu knocks the socks right off of you, you run to the doctor, talk openly about your symptoms and have no problem taking any medication the doctor prescribes. The flu doesn't discriminate. It's universal. A broken leg can happen to anyone at any time. And no one judges you if you get sick or injured. It's perfectly acceptable. It’s time we start treating depression like it's the flu or a broken arm. Like the flu or a fractured limb, depression is a treatable medical condition that affects people of all genders, races, ages, and income levels. People who are depressed feel more than sadness or "the blues." They feel hopeless and suffer deep emotional pain for prolonged periods. Depression can cause dysfunction in every aspect of one's life. Nearly one in five Americans will experience depression sometime in their lifetime, and more than 19 million Americans suffer from a depressive disorder each year.
It is important to get an evaluation from a mental health clinician (e.g., psychiatrist, psychologist, social worker) so that you receive an accurate diagnosis and appropriate treatment. However, due to the shortage of mental health clinicians, it can be difficult to find one. For example there are only 7,000 child psychiatrists in the country. Only 55% of all psychiatrists accept insurance. Therefore, to see some psychiatrists, you would need to pay out of pocket. Depression causes people to lose pleasure from daily life, can complicate other medical conditions, and can even be serious enough to lead to suicide. Depression is very treatable, with the overwhelming majority of those who seek treatment showing improvement. The most commonly used treatments are antidepressant medication, psychotherapy or a combination of the two. The choice of treatment depends on the pattern, severity, persistence of depressive symptoms and the
history of the illness. As with many illnesses, early treatment is more effective and helps prevent the likelihood of serious recurrences. Too many people resist treatment because they believe depression isn't serious, that they can treat it themselves or that it is a personal weakness rather than a serious medical illness. It must be treated by a physician or qualified mental health professional.

The lawsuit is asking a judge to order San Bernardino County to improve health care for its inmates including a reduction in the time it takes to see a doctor. It also asks the judge to order improvements in screening and staffing while at the same time eliminating the use of force by officers. Finally, the suit called for a reduction in violence among inmates. Last October, Prison Law Office reached a settlement in a similar case it brought against Riverside County. As San Bernardino County now prepares for this suit, it still faces four federal lawsuits filed last year for alleged civil rights violations and mistreatment of inmates at the county’s West Valley Detention Center in Rancho Cucamonga. All four suits claimed the plaintiffs were beaten

Trump and the KKK

onald Trump has been spewing divisive hateful insults at every ethnic group, women and nonAmerican citizens, and the disabled community ever since he announced he would run for president of these United States of America. In America when the KKK started it was viewed by many as a religious group protecting the right of Whites by denying the civil rights of Black and Jewish Americans. Its membership was made up of the local business leaders, clergy and law enforcement officers. The community at large, who did not believe in that kind of treatment of Black people, did very little at first to stymie their vicious words. It slowly grew from words to kicking Blacks off of their farms, not granting them access to the essentials of providing for their families, denying them education or the right to vote and eventually hanging their bodies out for their children and public to see. Some have even said Hitler started out that same way and went unchecked over a period of time that led to the extermination of over 6 million Jews. Trump has been rolling along without much opposition coming from any one other than the people who were the target of his words. Then the KKK started to come out openly in their support of Donald Trump’s hateful rhetoric, encouraging people to vote for Trump. Donald Trump’s rhetoric on the campaign trail and his failure to outright condemn white supremacists and the KKK has mainstreamed their racist views into the political conversation, ADL’s Jonathan Greenblatt suggested on Sunday. “We are already seeing racism raise its head, right now, through social media and other means. We have also seen white supremacists express some degree of delight and satisfaction that their recruiting is up during this campaign,” Greenblatt told Israel’s Channel 1 on Sunday. “The fact of the matter is, his failure to reject and repudiate their racism, their anti-Semitism, and their hate, with the same clear terms that he has used in the presidential debates, that he has used in his rallies, or that he has used about the other candidates, that lack of symmetry in the way he talks about white supremacists and racists, has helped to mainstream them into this political conversation,” he explained. “And that’s what we find so problematic.” Asked if he’s worried about a Trump presidency, Greenblatt said, “I have no idea what a Trump presidency would bring. But I certainly don’t like
what a Trump candidacy is bringing out in terms of these white supremacists.” It was not to many years ago that while on a family vacation in North Carolina driving down highway 70 that we came across this large billboard that said everything about that community: This is Ku Klux Klan Country. This is what Donald is saying to all of those people who are saying “we want to take our country back” from immigrants from south of the border, Muslims from anywhere, people who are gay and lesbians, people who are disabled, women who want equality, and most of all from all African-Americans with President Barack Obama and his family living in the White House. I am overjoyed to see the established members of the National Republican Party speak out against Trump because they know we have come too far to turn back the hands of progress in this country where we say everyone should be able to pursue life to their fullest potential and live in freedom without fear because of their skin color or religious belief or lifestyle. Mr. Trump, this is not KKK Country anymore.

Asm. Cheryl Brown Will Launch Re-election Campaign San Bernardino
O
n Saturday, March 12 beginning 10:00 a.m., Assemblywoman Cheryl Brown will officially launch her re-election campaign. “I’m running for re-election to continue moving the Inland Empire community forward, together, in unity,” Brown shared when the event was announced. The campaign kick-off will be held at Brown’s campaign headquarters located at 140 W. Rialto Avenue, Rialto. The affair is free and open to the public. A number of local community leaders are expected to attend and refreshments will be served. Brown is the only Assembly candidate endorsed by every mayor in the district including Mayor Deborah Robertson of Rialto; Mayor Darcy McNaboe of Grand Terrace; Mayor Richard DeLaRosa of Colton; Mayor Carey Davis of San Bernardino and Mayor Acquanetta Warren of Fontana. “I am proud to be trusted by our local leaders with their support in my re-

Ballot Initiative Would Bar Candidates From Listing Political Party Sacramento
C
alifornia Secretary of State Alex Padilla announced a new ballot initiative was recently cleared to begin collecting the signatures required to qualify it for the November ballot. The Nonpartisan Ballots Initiative Constitutional Amendment and Statute would bar candidates for state elective office from listing their political party preference, or lack of political party preference, on the election ballot. In the Request for Title and Summary for Proposed Initiative document submitted to the Attorney General the initiative’s proponent, Jesus Angel Cisneros, claimed it is in the public interest to disallow references to political parties from appearing on ballots and sample ballots to define or describe candidates for partisan
state office. He further claimed amending the State Constitution and statutes as proposed will protect the rights of voters to select candidates for state office based on their qualifications and ideas rather than their political party labels. However, some believe retaining party identifications is imperative, particularly in today’s political environment where elected officials rarely deviate from their party’s agenda. Advocates are now in the process of collecting signatures of 585,407 registered voters (eight percent of the total votes cast for Governor in the November 2014 general election)—a final step in the qualification process. Supporters have 180 to complete to gather the needed signatures. They must be submitted to county elections officials by August 24, 2016.

21 May Become California’s Legal Age for Smoking Sacramento The California Assembly has voted to raise the smoking age from 18 to 21 and also banned the use of electronic cigarettes in public places where traditional smoking is prohibited. The bill has moved to the senate, where once approved, it moves to the governor’s desk for final approval.

Women Hold Up Half the Sky A Quest for Parity in Politics and Pay in the S. E. Williams Contributor omens’ quest for parity in politics and pay in America has been protracted and onerous. There is no question 19th Century feminist reformer Susan B. Anthony had it right when she declared there would never be complete equality in the nation until women themselves are able to make laws and elect lawmakers. In the 20th Century, after a bitter and prolonged journey, the struggle for suffrage prevailed—women gained the right to vote Anthony had fought for so aggressively; however, suffragist and civil-rights activist Jessie Ames gave a prescient warning about the idealism of the suffrage era, “We thought that when we got the vote the whole pattern of politics would be greatly improved and would be dominated by women.” Today, well into the 21st Century, although the whole pattern of women in politics has evolved— progress has been both limited and slow, as has the quest for parity in pay. Ratification of the 19th Amendment on May 19, 1919 gave women the right to vote; and today, 50.8 percent of America’s population is female. In America, women actually hold up more than half the sky; yet, almost a hundred years after the passage of the 19th Amendment, women hold only 19.3 percent of the seats in the U.S. House of Representative (the people’s house) and only 20 percent of seats in the U.S. Senate. The history of women in the U.S. Senate is both interesting and patriarchal in nature—to date only 46 women have ever served in that capacity. More than 40 percent of them were appointed and fully half of those were chosen to hold the seats of their

deceased husbands. In addition, there are only five female governors in the nation today. At the state level in California, the number of female elected representatives is not too much better. According to the National Conference of State Legislators, there are 31 female legislators (19 in the Assembly and 12 in the Senate) of the 120 legislative seats in the state—a total of 25.8 percent. When you look across all state legislatures in the nation, of the 1800 women serving in state houses, it appears Democrats are much more successful at electing women—60 percent of women holding seats in the states are Democrats. When you consider elected female representation at both the state and federal levels it is apparent there is much more work to do. America has lost ground in recent years on the issue of women in government. It now ranks 98th in the world for the percentage of women holding office at the national level—America was rated 59th in the world in 1998. Reports continue to show there is a strong correlation between more women legislators and more progressive policy on issues like the environment, economics, management, comprehensive support for families and individuals, violence prevention and incarceration. In spite of 20th Century feminist idealism, optimism and its promises ‘to women by women’ of what could be accomplished with the right to vote there has been sluggish progress toward pay parity for women in America. continued on page 12

featurestory In 2015, the Institute for Women’s Policy Research published a report titled, ‘Status of Women in the States’. (The full report is available online at statusofwomendata.org/app/ uploads/2015/02/EE-CHAPTERFINAL.pdf.) The report highlighted a blatant truth in a statistical and precise manner—women who work full-time in America earn only 78 cents on the dollar compared with what men earn for doing the same or similar work; and the gap is even worse for women of color— Black and Brown women earn only 65.4 percent and 53.8 percent respectively of the salaries earned by White men. During the previous decade, though some marginal improvement was made in political representation, there was very little improvement in the quest to close the gender wage gap. Hillary Clinton may have put 18 million cracks in the glass ceiling in 2008; however, that result had very little impact on women’s ability to secure parity in either politics or pay in this country. In 1963, President John F. Kennedy signed the Equal Pay Act. Since
that time, the gap between the earnings of men and women has narrowed by less than a half-cent per year. “At this rate,” according to California Congresswoman Jackie Speier, “American women will have to wait until 2062 to bring home the same salary as their male counterparts.” According to the Status of Women in the States report, Florida will probably be the first state in the nation where women’s median annual earnings will reach parity with men’s. That is not expected to happen however, until 2038. California is projected to be the second state to attain such parity four years later, in 2042. The year 2042 makes the arch of parity appear long indeed but not nearly as long as the arch women in Wyoming face—that state is not projected to attain parity until the year 2159. Pay parity is particularly important as it relates to earning a living wage— whether it’s a woman who lives alone; a single mother; or, a woman who shares household expenses her partner. Another key element of pay parity involves the issue of longevity. Women

cquanetta Warren is the first female and the first African American Mayor in Fontana’s history. She sees as the biggest roadblock to women obtaining parity in politics and pay as, “Our gender!” she shared emphatically. “People want women to do all the work but not obtain the pay or power. And it’s even harder if you are Black because [many believe] we shouldn’t aspire to higher levels.” She continued, “Women tend to get in politics to do for others and that’s not always in line with any party politics. Women should have a plan and execute it wisely. If you don’t know what to do, get help from someone who knows.” On the issue of pay parity Warren explained,”I have always tried to make sure women reporting to me obtain equal pay for the same position men get; but, that has never been afforded to me throughout my career. I have broken many barriers in the workplace but had to fight for every dime I felt I was entitled.”

Pay disparity goes a long way toward explaining why older women are much more likely than older men to live in poverty. Last year the U.S. Census Bureau reported more than 12 percent of women over 65 years of age live in poverty in America compared to less than 7.5 percent of men in the same age group. However, there is another measure of poverty called the Supplemental Poverty Measure (SPM). The SPM differs from the official poverty measure in a number of ways to reflect available financial resources; when you compare the two measures for California, the poverty rate for the state’s elderly doubles from 10 percent (U.S. Census Bureau) to 20 percent (SPM). Something must change in both political representation and securing pay parity in order for women to stand on more fiscally solid ground in America. If we continue at the same snail’s pace of progress, as the Nation Magazine reported, it will take another 500 years for women to achieve equal representation in government. This week The Voice sought insight on this issue from two of the Inland Empire’s leading female voices, 47th Assembly District Representative Cheryl Brown and Mayor of the City of Fontana, Acquanetta Warren.

California State Assemblywoman Cheryl Brown on Women’s Quest for Parity

ssemblywoman Cheryl Brown was elected to the California State Assembly in 2012 and represents the 47th Assembly District. She was reelected in 2014 and will officially launch her 2016 re-election campaign on Saturday March 12. Brown leveraged her years of experience in public service as a springboard for her entry into politics. Brown also has years of experience in both broadcasting and journalism and is the co-founder of Brown Publishing Company. Recently, in an exclusive exchange with The Voice, Brown shared her perspective regarding what she sees as the biggest roadblock(s) to women attaining parity in regards to both politics and pay. “Often times,” she shared, “women don’t know that they can ask for what they want.” Brown added, “Contrary to men, we weren’t trained to negotiate at a young age.” Brown was also asked for her ideas regarding
what can be done to break through the barriers that continue to support the disparity in pay between women and men who do the same or similar work. “Last year, I proudly supported SB 358 to address the gender wage gap in California. Through the collaborative efforts of men and women in the legislature, the bill was passed into law.” California Governor Jerry Brown signed SB358—the California Fair Pay Act, into law last October. The legislation was intended to increase wage transparency which should make it more difficult for an employer to defend against an equal pay claim. The law became effective January 1 and is considered one of the strongest equal pay laws in the nation. “SB 358 will provide more opportunities for women and improve economic equality,” Brown proclaimed.

CalEITC—Eligibility for College Students, DACA Protected, Public Benefit Recipients and Seniors S. E. Williams Contributor

. Anthony has lived all of his 24 years in the city of Highland in San Bernardino County. He is taking a break from college this year and currently works part-time in logistics. Anthony is single, is yet to file his income taxes return for the 2015; however, he took a moment to discuss California’s new state Earned Income Tax Credit. “I haven’t filed yet,” he responded when asked about the 2015 tax year. He added, “I waited because I’m trying to find a new tax man. I don’t want to use the one I used the last couple of years. ” When asked why, he said he didn’t particularly care for their service and wanted to make a change but was waiting on a friend to give him a referral. When asked if he knew anything about California’s new Earned Income Tax Credit (CalEITC) he replied, “I do not know a lot about it. I know it’s some kind of tax refund but somebody told me if you go to college, you don’t qualify.” That is certainly true for some college students, but not all. If a student’s parents claim him/her as a dependent the student does not qualify for California’s Earned Income Tax Credit; however, if the student is independent and earned W-2 reportable income during 2015 he/she may qualify. To learn more about the state’s new Earned Income Tax Credit visit caleitc4me.org When Anthony was asked how much he paid to have his taxes prepared last year he could not recall an exact amount, “I do know it was over $100, though,” he responded. When asked if he knew he could have his income tax return prepared for free, he quipped jokingly, “I thought nothing in life was free.” The cost of tax preparation can vary by type of return and region. The average cost to prepare a Form 1040 and state return without itemized
deductions this year can range between one and two hundred dollars. Anthony was excited to learn about the Volunteer Income Tax Assistance (VITA) program as a free option for income tax return preparation. VITA offers free tax help/ preparation to anyone whose adjusted gross income was less than $54,000 in 2015. To locate a VITA site near you, log on to caleitc4me.org/ get-it/. Anthony’s misunderstanding regarding his potential eligibility for CalEITC highlighted the need for continued discussion and continued dialogue about this important cash-back opportunity. For example, some who receive benefits such as CalWorks, CalFresh or disability should know claiming CalEITC will not count as reportable income when they apply for or renew such benefits. There are also individuals under the Deferred Action for Childhood Arrivals (DACA) program who may qualify for CalEITC provided they have a social security number that allows them to work in the United States. They can use that number to

Some individuals, who applied for the federal Earned Income Tax Credit last year and were denied, wonder if they might be eligible this year. They may be—requirements for the federal EITC change each year. California’s Earned Income tax Credit (CalEITC) is designed as an incentive for low and moderate-income workers.
