D
uring the month that we celebrate Women’s History and the week devoted to the Black Press, I thought it only appropriate to devote some time to Ms. Ida B. Wells, the historic journalist, editor, publisher, educator, suffragette, orator, and activist for social justice. Wells, born a slave in 1862, became an orphan at the age of 16 when her parents and one sibling died in a yellow fever epidemic. The oldest of six remaining children, she dropped out of college to become a teacher and raise her five siblings. In 1884, 71 years before Rosa Parks refused to give up her seat on a bus, Ms. Wells refused to give up her seat in the ladies car of the Chesapeake, Ohio & Southern Railroad. In fact she fought vigorously to remain in the car, biting the conductor as he forcibly removed her. Outraged by her treatment she filed a lawsuit against the railroad and won in the lower courts in Tennessee but lost in the State Supreme Court. She was devastated by the ruling and after writing and publishing a story about her experience, turned to activism and writing for justice. She became part owner and editor of the Memphis Free Speech & Headlight, a weekly newspaper. After three of her close friends were lynched, she published an editorial “Eight Men Lynched” that made the newspaper offices the target of an angry mob. The group destroyed the offices and left a death threat for Ms. Wells. After the incident she wrote an editorial urging Blacks to move: “There is, therefore, only one thing left to do; save our money and leave a town which will neither protect our lives and property, nor give us a fair trial in the courts, but takes us out and murders us in cold blood when accused by white persons.” She moved first to New York and then settled in Chicago. From her homebase in Chicago she led an international crusade against lynching, publishing news articles, pamphlets, and books on the subject. In 1893 she toured England and Scotland raising awareness of the practice she considered a human rights violation condoned by the government. As a print journalist and public speaker, Ida B. Wells used the media as a tool for social justice and radical change. I can only imagine her strategy and truly global reach if she had the technology we have today. I’m sure she would utilize social media to raise awareness for her cause and galvanize her supporters. If she could convince 6,000 people to leave Memphis by publishing an editorial imploring citizens to flee, then I imagine she would use hashtags for social change #fightlynching #redrecord #nostrangefruit and her 140 character tweets would be fiery calls to action. ith the clock ticking, state and federal lawmakers from the greater Riverside area will host sign-up events in Covered California to spur participation in the state’s insurance marketplace before enrollment closes on March 31. Congressman Mark Takano, Assembly Member Jose Medina and the office of Senator Richard Roth, with physicians from Riverside County Health System and representatives of Covered California, will hold a press conference on Friday March 21 at 11:30 a.m. at the Riverside Neighborhood Health Center 7140 Indiana Ave., Riverside 92504 Efforts to expand enrollment will continue on Saturday, March 29 between 10 a.m. and 2 p.m. at the Don Schroeder Rubidoux Family Care Center, 5256 Mission Blvd., Riverside 92509.

Qualified low-income Californians will be encouraged to sign up for Medi-Cal, which expanded this year to cover childless adults between the ages of 19 and 64. Unlike Covered California, there is no deadline to enroll in the Medi-Cal program. “The goal of all these expanded programs is to improve the health of our communities and curtail the negative lifelong impacts of chronic diseases such as diabetes, hypertension and heart disease,” said Dr. Geoffrey Leung, family medicine director for the 10 Riverside County Health System clinics that serve tens of thousands of people across the 7,300-square mile county. “We want as many people as possible to get connected to a health care provider,” said Leung, who will appear at the Friday news conference. “We want to help people be healthier and enjoy a better quality of life.” The Inland region had been lagging in Covered

California enrollment, but numbers released earlier this month show the state exchange has seen a 49 percent gain in enrollment – to 58,999 individuals – since Dec. 31. Covered California says it has improved its advertising and outreach to Latino communities in response to earlier criticism that it had not done enough to make inroads into that population. Assembly Member Jose Medina said he was pleased the Inland region’s enrollment is growing but wants to make sure as many people as possible are informed about the new access they have to healthcare and affordable coverage. “We are at the forefront of healthcare reform,” Medina said. “Riverside County has one of the highest populations of uninsured individuals in California. It is important that our community has access to affordable quality healthcare and is provided opportunities to enroll.”

ontana Mayor Acquanetta Warren recently spoke in Sacramento at the Black Youth Leadership Project (BYLP). The Mayor was selected to speak to 9th-12th grade students from across California. BYLP selects speakers who can help develop the next generation of future professionals and public leaders in California. “Mayor Warren’s story is one that we feel the majority of our participants can relate to and it is our hope by hearing her speak it will inspire them to realize they are not bound by stereotypes or environmental challenges.” Lorreen R. Pryor, President BYLP said. Mayor Warren said she was humbled by the invitation to share her story with the youth
of California. “I have been blessed in my life by powerful mentors, from legislators, faith based leaders, teachers, and community leaders. It is my hope to be a mentor to the next generation and to make a lifelong impact as many of my accomplished mentors have been for me through my life and career.” she added. BYLP is a non-profit, civic educational organization dedicated to developing the next generation of future professionals and public leaders in California. inthenews 9th Annual Salute To Veterans Parade Returns to Riverside Riverside
T
he Salute To Veterans Parade Committee, chaired by Daryl Brock, recently announced that plans are well underway for the 9th Annual Salute To Veterans Parade scheduled for Saturday, April 19th, 2014, from 10:00 a.m. until noon. The downtown Riverside parade route will remain as in previous years with parade units proceeding north on Ramona to Magnolia Avenue, turning right on Magnolia/Market, right onto 10th Street, right again onto Main Street and ending two blocks past the historic Riverside County Courthouse in the Jury Parking Lot on Main Street. Parade staging will take place in the lower Riverside City College parking lots off Ramona Drive. Favorable viewing spots abound all along the parade route. The parade’s reviewing stand and announcers will this year be located near the corner of Market and 10th Streets. The Salute To Veterans’ Parade Committee is a not-for-profit organization whose single mission is to host an annual parade in the City of Riverside – Riverside County’s seat and the hub of the Inland Empire – to honor veterans of all ages and all eras. Donations to the committee are used solely to fulfill its mission. In its first six appearances, the parade has attracted up to 130 parade units each year and entertained audiences numbering up to 5,000. “We have been extremely pleased to see our spectator base growing each year,” notes Parade Director Bill Densmore, “Providing a fitting tribute to veterans from the Inland Empire and elsewhere.” Parade participants have included active military units, veterans’ service clubs and organizations, elected officials, high school, military and bagpipe bands, floats, K-9 units, antique cars, trucks and military equipment, flyovers by antique aircraft, JROTC units from local high schools, Shriners, Elks and, of course, lots and lots of veterans. “We invite all veterans to join in the parade and march with us and be recognized,” states Mr. Brock. “Each participating veteran will receive an identifying medal and our everlasting thanks.” Parking in downtown Riverside is free on

the day of the parade as well as in the RCC parking structure located at Magnolia Avenue and Terracina. Spectators are invited to tour the staging area prior to the parade to see the assembling units and to take part in the annual pre-parade pancake breakfast put on by the cadets of the Civil Air Patrol (CAP). The breakfast will cost $5 and will include eggs, bacon, juice and pancakes. All breakfast proceeds help support the activities of the CAP.

The Affordable Care Act deadline is just around the corner — are you covered?

pen Enrollment for the Patient Protection and Affordable Care Act — also called the ACA or Obamacare 2014 coverage is looming. Sign up ends March 31, 2014. If you haven’t enrolled in coverage by then, you generally can’t enroll in 2014 Marketplace coverage. Most Americans must have insurance by then or face fines. Need to buy your own insurance after open enrollment, either through the federal marketplace or privately? You’re out of luck until November, unless you get married, have a child, lose your insurance or qualify with some other life-changing event. Enrollment for Covered California medical insurance plans began on October 1, 2013 and open enrollment continues until March 31, 2014. If you are interested in getting coverage now, start by getting California health insurance quotes, enroll online at Covered California.org or call 1-877-752-4737. The California Health Insurance Exchange is up and running and representatives are available to calculate your subsidy, help you choose an affordable plan that fits your needs
and your budget, and let you know if you qualify for additional cost sharing (better coverage at no extra cost). ACA or Obamacare — was signed into law by President Barack Obama in 2010. It makes sweeping changes to health care, including requiring insurance companies to cover pre-existing conditions, requiring insurance companies to pay for preventive care without cost to the patient and creating health insurance marketplaces, formerly called exchanges, through which people can buy insurance and, potentially, receive subsidies to discount the cost. Although people can buy insurance either on or off the federal marketplace, only marketplace plans are eligible for subsidies from the federal government. You can enroll in Medicaid or the Children’s Health Program (CHIP) any time. There is no limited enrollment period for these programs. If you own or operate a small business, you can start offering coverage to your employees at any time.

L
ast week I went to a community meeting at Arroyo Valley High School that was called by the city Hardy L. Brown police department and the school district. It was called because a 20-year-old African American was shot and killed and a few other non-related shootings had taken place within a couple days. None of these incidents are related to each other as far as we know nor are they gang related. I went because these are my neighbors and they live across the street from Council member Rikke Van Johnson. To lose a loved one in this manner is difficult for all especially the family. For them we owe our thoughts and prayers that God may comfort them and that something will be done to help prevent future incidents. So interim police chief Jarrod Burguan stood before the crowd to assure and calm the community and to gather information that might lead to the capture of those responsible for this violence. The meeting was well attended by many from outside the community who do not understand the long history between the police and Westside residents. That history was soon brought before the group after the chief introduced his leadership team of police managers who were all White
men and no one of color or female. When asked about diversity, he responded this was who was available and they do have a diverse department. My question is why would one be so insensitive to a community with a long history of racial conflict with the police to call a meeting on the Westside and not bring at least one Black and/or Latino officer? The brother who raised the question was correct in raising the issue. I was thinking the same thing and would have voiced my concern, especially when Rich Lawhead was one of those introduced, but due to my condition I could not. I remember Lawhead was president of the Police Officers Association when they sold t-shirts that stated San Bernardino was the “187” (murder) Capital and he endorsed Joseph Turner, an anti-immigration activist for City Clerk. So I thought to myself now you want Blacks and Latinos to continue to pay you guys over $100,000 a year and you cannot find anyone of color to put on your staff or to promote into leadership positions. It was at a meeting in 2012 at Community Hospital called by Rev. Bronica Martindale that Carolyn Tillman was quoted as saying; “what we have here is a lot of new nice teeth but little follow through.” Mr. Keith Kilmer was then chief standing before the community promising a change to a community hoping for change. It was Chief Mike Bildt who promised
more sensitivity training to the community needs in 2008 and the need for a more diverse staff. In 1995 it was Chief Wayne Harp that stood before the community to speak to the police action of selling t-shirts that offended the Black and Latino communities. As we walked out the meeting I heard one African-American gentleman comment to School Board member Margaret Hill, and I paraphrase, I came out to see what would happen but it is the same old thing. I cited this history because Chief Burguan said we live in a world that functions on facts and these past incidents are factual history. I want us to move forward with a more diverse police staff from top to bottom so when a meeting is called, the staff is diverse regardless of the time of day or night. I believe it’s possible. Let me suggest we start a campaign to “Know Your City.” I am willing to meet with the leadership of the city to explain what I am suggesting. Former SB Councilmember Jess Flores and I began a joint venture campaign between the city and school district back when I was on the school board to tackle the gang and drug problem. It worked then and I believe the same ideas can work today. After the meeting I said to myself the more things change the more they stay the same but I also thought A CHANGE MUST COME.

pointofview Doctors On The ‘Front Lines’ See The Devastating Results Of Tobacco Advertising
M
ore than 15-years ago, the U.S. Department of Justice filed a lawsuit against the nation’s major cigarette manufacturers for their gross misrepresentation of the hazards of smoking to the general public. Finally, after years of wrangling and continued resistance, the Justice Department and the Tobacco-Free Kids Action Fund reached an agreement with the four major tobacco companies. Part of this settlement requires these tobacco companies to spend up to $45 million placing “apology” or “corrective” ads in the media; primarily with television and radio networks and stations, newspapers and magazines. This is a gesture meant to make amends for the countless millions of lives that have been either lost or harmed beyond repair due to the consumption of tobacco products. Still, nearly a half million people will die from smoking-related diseases just in this year alone. Unfortunately, the “apology ad” gesture forced upon the tobacco companies does not appear to be designed to offer any sort of “apology” to the African American community. Not one African American newspaper, radio station, television station or magazine has been included in the $45 million ad campaign, even though many of these same outlets were used to aggressively influence African American smokers. As the “front line” for healthcare in the African American community, members of the National Medical Association find this oversight to be an egregious error that needs to be corrected. Without question, African Americans make up a significant number of those who are suffering from the pain and death caused by smoking. A recent report published by the Center for Disease Control and Prevention shows that 25% of African American males over the age of 18 currently smoke cigarettes and 17% of African American women over the age of 18 smoke. According to the most recent report issued
by the U.S. Surgeon General, these individuals who smoke expose themselves to more than 7,000 chemicals and compounds; hundreds are toxic and at least 69 are known to cause cancer. Nearly one-third of all cancer deaths each year are directly linked to smoking. Smoking causes about 85% of all lung cancers in the U.S. In addition, exposure to tobacco smoke quickly damages blood vessels throughout the body and makes the blood more likely to clot; damage that can cause heart attacks, strokes, and even sudden death. The chemicals in tobacco smoke can also inflame the delicate lining of the lungs and can lead to chronic obstructive pulmonary disease (COPD), which includes emphysema and chronic bronchitis. Finally, the recent Surgeon General’s report also adds more entries to the already-known list of smoking-caused diseases, including Type 2 diabetes, rheumatoid arthritis, erectile dysfunction, and two additional cancers – liver and colorectal. Because of the African American community’s propensity to smoke, all of these diseases and conditions have been common and prevalent in Black households for decades. And the nation’s Black doctors are the individuals who are on the “front lines” of healthcare, treating these millions of suffering and dying patients annually. Also for decades, this propensity to consume cigarette products by the African American community was strongly driven by the heavyhanded marketing and advertising practices of the tobacco companies relentlessly targeting our communities; flooding them with radio, newspaper and magazine ads depicting “cool” men and women, puffing on Kools, Winstons, Pall Malls or other dangerous brands. Yes, the ad agencies and media outlets made money, but thousands of African Americans were, and are, suffering and dying. We totally support the Black publishers

(National Newspaper Publishers Association) and the National Association of Black Owned Broadcasters in their efforts to have their outlets added to the media list designated to run the tobacco industry’s “apology ads.” As the individuals who have witnessed and treated, first-hand, the victims of smoking’s devastating incursion into our communities, the National Medical Association urges U.S. District Court Judge Gladys Kessler to strongly consider altering the media plan, as proposed in United States v. Phillip Morris, et al, to include African American media outlets so that, in Judge Keller’s own words, the apology message reaches “everyone it needs to reach.”

Rialto Mayor Robertson uses National Women’s History Month to Spearhead Discussion on Health Issues

I
t is one of those beautiful dilemmas event organizers dream of but Rialto Mayor Deborah Robertson has relished in for a few years without complaint. Since 2006, Robertson has hosted a “State of the Women” informational symposium in the city of Rialto geared to share information about health issues that women of color face in San Bernardino County. In March of 2006, Robertson held the first symposium and 150 attendees were on hand. In March 2013, the symposium attendance exceeded the room’s capacity of 225 people. In the 2014 symposium, held a few weeks ago, she had 225 RSVP responses for the event and had to turn people away. “The symposium is so successful, so full of information, it sells itself,” Robertson said. “I don’t have to send out press releases asking people to attend because I never have space because of
the attendance momentum from past events.” The symposium is a collaborative effort between the San Bernardino County Health Department, the City of Rialto, and a bevy of private sponsors that allows the event to be free to all attendees. Robertson was elected Mayor of Rialto in November 2012. Aside from this event, she has enjoyed a distinguished public service career that has included 12 years on the Rialto City Council, leadership positions at the Southern California Association of Governments, the San Bernardino Associated Governments, and more than 20 years with the California Department of Transportation. Under Mayor Robertson’s leadership, Rialto has gained regional and national recognition for innovation in the areas of public-private partnerships, business development and job creation. The City’s
refinancing and restructuring of its water and wastewater operations has become a model for other communities in California, pumping millions of dollars into the local economy. A leading voice on regional and national infrastructure issues, Mayor Robertson chairs the Public Health Subcommittee for SCAG’s 2016 Regional Transportation Plan/Sustainable Communities Strategy, is a member of the U.S. Conference of Mayors Water Council and Metro Economies, and member of Mayors Against Illegal Guns. She is a founding board member for the NFL/AFL Youth Life Skills Camp, has hosted the annual State of the Women event in Rialto for the past seven years, and was recognized by Assembly Member Cheryl Brown as 47th District Woman of the Year.

Q:
What caused you to spearhead such an event?
A:
In 2005, I was part of a collaborative effort event sponsored by the African American Health Initiative. The event focused on getting information out about the types of health issues women faced but during that session it became clear there were issues women of color weren’t truly aware of. Issues like heart disease, hypertension, diabetes, strokes and HIV Aids were disproportionately high among women of color. The thing that alarmed me even more was no comprehensive health care plan or informational vehicle help the women in our county. I started to think, how we could get the information out there. So often women (in their roles as mothers and grandmothers) take care of everyone else but place their health needs second. Especially in the communities of women of color; they are not doing all they can to take care of their own health problems.

Q:
What format do you use to disseminate the information at your event?
A:
I thought National Women’s History Month was the perfect time to host such an event. What I
found was an overwhelming response of support from city, county and state officials in pulling the event together and they are in the forefront of the activities. We have speakers from various health agencies who address various issues. Local businesses donate items

he health status of women of color exhibits a large number of disproportionate health outcomes. Though there are a variety of factors that lead to these disparities, chief among them is socioeconomic status. The National Institute of Environmental Health Sciences, or NIEHS, found that higher-income Americans enjoy better health than both poor people and people of color. Being low- income, and particularly being in poverty, impacts the ability of women of color to access both health insurance and health services, which impacts health outcomes. While socioeconomic status impacts health outcomes, health impacts the economy. Empirical evidence shows that human capital--meaning the skills and competency of the labor force-

-contributes to economic growth. Health is vital to the strength of human capital, so health is vital to the economy. As women of color are a growing share of the workforce, closing the racial and gender gaps in health status is important not only for individuals but also for the U.S. economy. While social determinants such as socioeconomic status impact health, environmental factors--such as clean air and water, access to healthy foods, safety, and location of industry-play an important role in health outcomes. These physical determinants of health disproportionately affect people of color, particularly women of color: • In 2007, about half of people living within three kilometers of a hazardous waste facility were people of color. • Exposure to dangerous chemicals and

We have numerous health related organizations that provide flyers, brochures and published information that will help women learn more about particular health issues, what agencies provide help when facing such issues and where to find health plans.
Q:
What have you done to continue the stream of information for women on a yearly basis?
A:
We publish a newsletter called Minerva that allows more information to get out there on a regular basis. There is interesting history of why we chose the name Minerva for the publication. The name is found in the California seal. The seal features the Roman goddess Minerva, the goddess of wisdom and war. She is the most prominent figure on the seal and I urge people to really take a look at the history behind her.
Q:
You personally, as a woman of color, have been instrumental in moving to the forefront of the political world. Was it difficult?
nter for American Progress prevalence of related diseases such as lead poisoning are more prevalent among children of color; in fact, low-income Black children have the highest concentration of lead in their blood. • A disproportionate number of people of color and low-income households live in areas of high outdoor and indoor pollution and are therefore at higher risk for exposure to the kind of pollution linked to triggering asthma. African Americans die from asthma at two to three times the rate of Whites. • Only 8 percent of African Americans live in a census tract with a supermarket, compared to 31 percent of whites. But when African Americans live near a supermarket, they increase their produce consumption by 32 percent, compared to only 11 percent of their white counterparts.
A:
I am proud to be the second woman of color and first Black woman to serve as the mayor of the City of Rialto. I believe much of who I am today is due in large part of coming from a strong family heritage. My dad, mother, grandmother and aunt were all activists in the community and I think it was natural for me to follow in their footsteps. I was involved in working with political campaigns even before I was eligible to vote. They taught me to both develop and relish relationships with people from all walks of life. More important, they taught me that as a woman, even though there were barriers, I could overcome them. That sense of understanding the need to be viewed as a responsible adult and person, as opposed to being viewed from a gender point of view, have helped me be who I am today. To help champion such issues as health disparities in our community is just a part of following the examples of activism I grew up watching.
Q:
How can women get more information about health issues or make reservations for the 2015 State of the Women symposium?
• Women of color suffer more from diabetes, obesity, heart disease, hypertension, and certain types of cancer. In fact, diabetes is one of the leading causes of disability and death among American women of color. Similarly, hypertension is more prevalent among African American women than any other group of women. • While white women are more likely to have breast cancer, African American women have higher overall mortality rates from breast cancer. Every year, 1,722 African American women die from breast cancer--an average of five African American women per day. There are also higher death rates from cervical cancer among older Hispanic, Asian, American Indian, and Alaska Native women than among white women. • Women of color have historically had substandard health care, limited access to health insurance, and insufficient sexual-health

We especially want to partner with health agencies who have not bee involved with the State of Women events in the past. I also urge women to visit city and county websites to see what help is available if they are facing any of the health issues that women of color encounter. Information is the first step in dealing with those issues.

Because economic status directly impacts a woman’s ability to obtain and maintain health insurance, and to access contraception and preventive services, women of color have significant barriers that prevent them from receiving the care they need. • Disparities in reproductive health have caused Latina women to experience unintended pregnancies at double the rate of white women, and African American women experience unintended pregnancies at three times the rate. But despite these numbers, the Centers for Disease Control and Prevention, or CDC, recently announced historic lows for teen pregnancies in 2012.

BID SECURITY In accordance with California Public Contract Code section 22300, the DISTRICT will permit the substitution of securities for any monies withheld by the DISTRICT to ensure performance under the contract. L
ongtime Inland Empire resident Leon Carrigan, Jr. is noted as the region’s first African American insurance agent in the Inland Empire. He recently spoke with local author, Jean Denny and gave an account of his life’s story: Carrigan started an insurance agency under the umbrella of the Golden State Mutual Insurance Company, where Johnnie Cochran Sr., the father of the famed late attorney Johnnie Cochran Jr., was his immediate supervisor. However, Carrigan was the supervisor of Johnnie Cochran, Jr. Carrigan trained and mentored many of the insurance agents under him and served as the district president of the San Bernardino County Life Underwriters. He had a staff of 30 people. “It was a real pleasure for me the get black people and other minorities a fair price on homeowner insurance when many of the major companies would over price minorities.” Carrigan remembers proudly when Golden State Insurance Company was the company black home and business owners sought, which he received many awards for his role in the growth of the company. Carrigan was born in Winston-Salem, North
Carolina and attended several colleges including Howard University. “Attending a black college was a great experience. It taught me to be proud of myself and race no matter where I went in this world,” Carrigan boasts. He then moved to the West Coast in 1960. Then he enrolled in and graduated from the Life Insurance Underwriters Council in the early 1970’s. In a time when black owned businesses were small in number, he opened his first office in San Bernardino, California. “They didn’t have any black insurance agents in the Inland Empire back then,” he said. “Many people expected me to failed but God had another plan.” Carrigan said his district covered from Palm Springs to Pomona and from Victorville to Perris, CA. In looking to those who were an inspiration to him in the past, he reflects on the many clergy here in the Inland Empire. The ministers in the Inland Empire who he says really helped him were: the late Dr. Harding T. Deon of Bethel Missionary Baptist Church, Reverend Paul Mumford of New Joy Baptist Church, and Bishop Craig. W. Johnson of Cathedral of Praise Church, Reverend Jesse Wall of St. James Church, Reverend Coleman, and also Mrs. Dolores Jones-Johnson, a personal friend and
sister in Christ. Perhaps that’s why he says, “I’ve always put the Lord first in my life.” Carrigan says he is a devout Christian who presently is a member of St. James Tabernacle Church in Riverside, CA. “There is nothing I would change,” he said when asked whether there is anything he’d like to see changed in the Inland Empire today. He added, “I especially like the way Riverside embraces the Black History Parade every February; however, I don’t believe the parade was held last year due to lack of financial support, which was a sad situation.” Carrigan has had his business offices not only in San Bernardino but also in Redlands and he even had one here in Riverside on University Avenue over twenty years ago. Carrigan has been involved in the community and was a role model for youth and interacted with them at the Boys Club. He also got involved with students at the University of Redlands BSU. A few years ago, Carrigan was the recipient of the Pacesetters Award for 2008 from the Riverside African American Historical Society. Though Carrigan suffered a stroke a while ago, he says he still loves reading and writing in his free time. “I enjoy writing notes of encouragement to all of my friends and family.” Photo by Carlos Puma
