ext week is National Library Week. Last week I had a chat with Riverside attorney Glenn Beloian about the power of books, the importance of reading in a democratic society, and the joy of being surrounded by books. He remembered with fondness the Carnegie Library in downtown Riverside. “I knew exactly where the Cowboy Sam books were,” he said to me as if transported back to that time and place, “I loved those books.” I admit I didn’t know the origins of Riverside’s main library, that it was founded in 1901 with a $20,000 Andrew Carnegie library grant. Carnegie, an American industrialist whose fortune made him the wealthiest man of his day, granted 2,509 libraries between 1883-1929, during which time 1,689 where built in the United States. Books and libraries were important to him, he once said because it allows “working boys to acquire knowledge to improve themselves.” His own story reinforced that belief. As an immigrant to this country he was able to work his way into a position of wealth through hard work, determination, and the help of others, including a benefactor who gave the young Carnegie access to his private library. Libraries, and access to the books within their walls, became a significant part of his philosophy of giving back. All the libraries were built according to The Carnegie Formula: each community had to demonstrate the need for a public library, provide the building site, annually provide ten percent of the cost of the library’s construction to support its operation; and, provide free service to all. They were designed with “open stacks” which encouraged people to browse and discover books on their own. “Let there be light” was the motto prominently carved at the entrance of the first Carnegie library. When the last grant was made in 1919 there were 3,500 libraries in the US, almost half of them built with Carnegie construction funds. According to a survey conducted in 1992 by Dr. George Bobinksi, dean of the School of Information and Library Studies at the State University New York at Buffalo, 1,554 of the 1,681 original buildings in the United States still existed, with 911 still used as libraries. Two-hundred seventy-six were unchanged, 286 had been expanded, and 175 had been remodeled; 243 had been demolished while others had been converted to other uses. Glenn said Joseph Campbell spent five years of daily rigorous reading living in a rented shack and Ray Bradbury received his “college” education in the public library. Both individuals were significant American thinkers and authors. And then he said something I hadn’t thought of before. Books are an amazing gift, he said, you have access to all the great minds. They may not be alive, but they are always there helping you solve current problems. I never thought about books in that way before, but he’s right. Libraries full of books have helped the world’s greatest civilizations grow. The Riverside main library, Glenn said, is still a well-used popular institution. We agreed that thinking, wondering, and learning are important for any democracy… and the library holds volumes and volumes of knowledge available to all of us. Healthy Fontana receives $4,000 donation from SCPMG Fontana

T

he Mayor and City Council are thrilled to announce that the City of Fontana’s Healthy Fontana program has been given a donation of $4,000 from the Southern California Permanente Medical Group (SCPMG) for the “Let’s Get Fit on the Trail” project. The donation will be used to purchase outdoor physical fitness equipment to be installed along the Pacific Electric Trail (PE Trail) between Sierra and Cypress Avenues. “We are incredibly grateful to SCPMG,” said Dede Benson, Healthy Fontana Program Coordinator. “They are truly a partner in our community in helping us continue with the progress of the “Let’s Get Fit on the Trail” project.” By creating an outdoor fitness gym, the residents of Fontana will have access to a gym where they can get a full work out and then cool down with a walk on the Pacific Electric Trail. The equipment will encourage walkers and joggers to exercise more muscle groups, burn more calories, and increase cardiovascular capacity. “Southern California Permanente Medical Group shares many goals with the City of Fontana.

Mayor Rusty Bailey to Join Nation’s Mayors in Recognizing National Service Riverside

ayor Rusty Bailey recently will joined mayors from across America to recognize the efforts and impact of volunteer service organizations such as AmeriCorps and Senior Corps in our cities. Mayor Bailey will thank volunteers at a reception and officially recognize their service at the City Council meeting at 6:30 p.m. Tuesday in the Art Pick Council Chamber at Riverside City Hall. Both AmeriCorps and Senior Corps are overseen by the Corporation for National and Community Service, an organization that relies on citizens to volunteer their time to help solve problems.

In Riverside, AmeriCorps volunteers partner with students from UCR in the University Eastside Community Collaborative (UECC) to organize community service projects, offer academic tutoring and provide after-school and summer youth programs. Senior Corps is also represented in Riverside by the Retired Senior Volunteer Program (RSVP), an organization that offers senior citizens a wide variety of volunteer opportunities with local organizations. During the first Mayors’ Day of Recognition in 2013, 832 mayors representing nearly 100 million citizens participated and highlighted achievements by these corporations at public events.


inthenews HUD Marks Fair Housing Month Washington

E

ach April, the U.S. Department of Housing and Urban Development (HUD) uses Fair Housing Month to mark the passage of the 1968 Fair Housing Act, the landmark law passed shortly after the assassination of Dr. Martin Luther King, Jr. which prohibits housing discrimination based on race, color, national origin, religion, sex, disability, and family status. This year’s Fair Housing Month theme is “Fair Housing is Your Right: Use It!” Throughout the month, HUD will cast a spotlight on the persistent problem that exists in this country, as individuals and families continue to face both blatant and subtle forms of housing discrimination. HUD Secretary Shaun Donovan launched this year’s commemoration at an event featuring the new film “A Matter of Place,” which documents three personal stories of housing discrimination in New York City. Underwritten by a grant provided under HUD’s Fair Housing Initiative Program, the film profiles three examples of housing discrimination based on race, sexual orientation, and source of income and features commentary from legal

experts, civil rights advocates and fair housing testers. “This month is an opportunity to recommit to the principle that fair housing is an essential part of everything we do; every grant we make; every building we build; and every community we work with,” said HUD Secretary Shaun Donovan. “And we will go to the mat in order to ensure the right of every American to fair housing. Although the times have changed – our commitment to this work remains as strong as ever. It is at the core of our mission.” “Fair Housing Month is an opportunity for all of us to reflect on just how far we’ve come to make our housing more equitable and how far we still have to go to end housing discrimination,” said HUD Acting FHEO Assistant Secretary Bryan Greene. “Fair housing is about giving people the opportunity to pursue their dreams and whenever this opportunity is denied, not only do families lose, our entire nation loses.” Each year, HUD and communities and

organizations across the country recognize Fair Housing Month by hosting an array of activities that enhance the public’s awareness of their fair housing rights and promote the nation’s commitment to end housing discrimination. In addition to the legal protections provided under the Fair Housing Act prohibiting housing discrimination based on race, color, national origin, religion, sex, disability, and family status, approximately 20 states, the District of Columbia, and more than 150 cities, towns and counties across the nation also prohibit discrimination against lesbian, gay, bisexual, and transgender (LGBT) individuals and families. In 2012, HUD published new regulations to ensure that the Department’s core housing programs are open to all eligible persons, regardless of their sexual orientation or gender identity. In addition, 12 states and the District of Columbia, as well as several counties and municipalities protect persons against housing discrimination based on their source of income.

Don’t Worry, Be Grateful and You Will be Rewarded Riverside By Sean Nealon

T

he human mind tends to devalue future rewards compared to immediate ones – a phenomenon that often leads to favoring immediate gratification over long-term wellbeing. As a consequence, patience has long been recognized to be a virtue. And indeed, the inability to resist temptation underlies a host of problems ranging from credit-card debt and inadequate savings to unhealthy eating and drug addiction. The prevailing view for reducing costly impatience has emphasized the use of willpower. Emotions were to be tamped down in order to avoid irrational impulses for immediate gain. But as Northeastern University psychologist David DeSteno notes, “Emotions exist to serve adaptive purposes, so the idea that emotions would always be a hindrance to long-term success makes little sense.” In a potentially landmark study forthcoming in the journal Psychological Science, a team of researchers from Northeastern University, the University of California, Riverside, and Harvard Kennedy School challenge the conventional view by demonstrating that feelings of gratitude automatically reduce financial

impatience. Impatience was assessed using a set of decisions pitting desire for instant gratification against waiting for larger, future rewards. For example, participants chose between receiving $54 now or $80 in 30 days. To increase the stakes, participants had the chance to obtain one of the financial rewards they selected. But before making these decisions, participants were randomly assigned to one of three conditions in which they wrote about an event from their past that made them feel (a) grateful, (b) happy, or (c) neutral, depending on condition. Although participants feeling neutral and happy showed a strong preference for immediate payouts, those feeling grateful showed more patience. For example, they required $63 immediately to forgo receiving $85 in 3 months, whereas neutral and happy people required only $55 to forgo the future gain. What’s more, the degree of patience exhibited was directly related to the amount of gratitude any individual felt. Positive feelings alone were not enough to enhance patience, as happy participants were just as impatient as those in the neutral condition. The influence of gratitude, possibly due to its ties to a sense of fulfillment and a need to “pay back” in the future, was quite specific.

Ye Li, an assistant professor of management The implications of this finding are profound. “Showing that emotion can foster self-control and discovering a way to reduce impatience with a simple gratitude exercise opens up tremendous possibilities for reducing a wide range of societal ills from impulse buying and insufficient saving to obesity and smoking,” says Assistant Professor Ye Li from the University of California, Riverside School of Business Administration. Harvard Kennedy School Professor Jennifer Lerner underscored that economic impatience is one of the most common and troubling tendencies in human decision making.

fter receiving eleven separate honors at the Inland Empire American Advertising Federation (AAF) Awards, including Best of Show honors on March 7, Riverside Public Utilities (RPU) was notified last week that one of its winning entries has received a Silver honor in the southern California regional competition, and has moved forward to be eligible for the AAF’s National Awards Competition. “It has meant a lot to us to win these great AAF honors this year,” said RPU Assistant General Manager in charge of Customer Relations and Marketing, Michael Bacich. “To be chosen the best in the Inland Empire is one thing, but knowing that our work was competing with, and selected over marketing and public relations groups from Los Angeles, Orange, and San Diego is amazing.” Conducted annually by the American Advertising Federation (the oldest national advertising trade association representing 50,000 professionals in the advertising industry), the Inland Empire American Advertising Awards are the first of a three-tier, national competition that recognizes creative excellence of all forms of advertising. Rep. Mark Takano Appointed to House Education and Workforce Committee Wasington DC

R

ep. Mark Takano was appointed to the House Education and Workforce Committee and has resigned his position on the House Science, Space and Technology Committee. Prior to being elected to Congress in 2012, Takano spent more than twenty years as a classroom teacher in Riverside County, California and on the Riverside Community College Board of Trustees. Since taking office, Takano has used his experience as a teacher to advocate for improving the American education system through meaningful reforms that will positively impact student performance. Takano is also an outspoken critic of the for-profit college industry, which often saddles students with meaningless degrees and large amounts of debt. Takano has repeatedly called for a strong gainful employment rule that would limit the federal funding to institutions that are not properly preparing their students to enter the workforce.

The Importance Of Early Prenatal Care Dear Dr. Levister: I am pregnant with my first child. My doctor says I should get prenatal care. Why is this so important? P.W. Dear P.W.: The objective of prenatal care is to monitor and improve the health of the pregnant mother and her baby. Getting early and regular prenatal care is crucial because it allows the health care provider the chance to find problems early so they can be treated as soon as possible. Although there were substantial declines on this measure in the 1990s for all races, Black, Hispanic, and Native American mothers are more than twice as likely as white mothers to receive either late or no prenatal care. According to the Centers for Disease Control and Prevention, nearly one-third of American women who give birth every year will have some kind of pregnancy-related complication. Those who do not get adequate prenatal care, run the

risk that such complications will go undetected or will not be identified soon enough. This can lead to potentially serious consequences for both the mother and her baby. During prenatal visits, the health care provider teaches the woman about pregnancy, monitors any medical conditions she may have, tests for health problems with the mother and baby, and refers the woman to needed services such as a support group, childbirth class, or the WIC program. The percentage of women who reported that their first prenatal care visit occurred during the first trimester has remained relatively stable from a low of 74.8 percent in 1997 to a high of 80.8 percent in 2001. This is still below the Healthy People 2010 target of 90 percent of women beginning prenatal care during the first trimester. Prenatal care does not always address, and may not be as effective among, women with

specific social and medical risks. Adequacy of care (defined by the frequency and timing of visits), however, has been correlated with positive outcomes and may also confer benefits such as reduced likelihood of post-partum depression and infant injuries.

inmyopinion Understand Your Local School Districts Funding

I

t is important that all community m e m b e r s understand local control funding as explained by the Department of Education. It will be up to local citizens to engage Hardy L. Brown local school districts to find out how much is coming into their districts? How it will be spent? Where it will be spent and who will get the funds. Please do not wait until after the decisions are made but go attend the next school board meeting and ask questions during the public comment section on the agenda. Before attending, look up the district data on student achievement, college going rate, dropout and other indicators about the student population in the district. It is up to you, the local parents and taxpayers, to help in this process. If you wait then you will have no one to blame but yourself. California’s New School Finance System: On July 1, 2013, Governor Jerry Brown signed into law the 2013-14 state budget package and instituted a new Local Control Funding Formula (LCFF) that overhauls how California funds its K-12 schools. The new funding formula replaces the old system of “revenue-limits”—general-purpose funding from the state, which was based on

complex historical formulas and made up approximately 70% of a district’s budget—with a per-student base grant that varies by grade span. The transition to the new formula begins with the 2013-14 school year, but full implementation of the new funding formula is slated to take eight years. Although the majority of school districts will receive more funding under the new formula, districts that were already receiving more funding than what they would get under LCFF are protected by a provision specifying that no district will receive less state aid than it received in 201213. At full implementation, districts will receive 20% more money for high-needs students, based on unduplicated counts of low-income, English learner and foster youth students, and even more for schools with large concentrations of these populations. This additional funding for high-needs students replaces most of the state’s categorical programs—funds the state previously provided to school districts for specific purposes such as summer school programs, school safety or helping certain student populations. Until the new LCFF is fully funded, districts will receive roughly the same amount of funding they received in 2012-13, plus an additional increasing amount during each year to bridge the gap between current funding levels and the new LCFF target levels. Unlike categorical programs that come with restrictions on how the money can be spent,

schools will have broad discretion over how they use the base grants they receive under the new system. The extra money they receive for their high-needs students must (as written in the law) “increase or improve services for unduplicated pupils in proportion to the increase in funds apportioned.” In January 2014, the State Board of Education passed emergency regulations telling districts how much money they must spend each year on high-needs students and when that money can be used to fund schoolwide and districtwide programs. Under the new funding formula, school districts are subject to new rules for transparency and accountability, which include creating—with input from parents and the community—and adopting a Local Control Accountability Plan (LCAP) that lays out how the district will spend the funds and its goals for improving student outcomes according to eight priorities set by the state. Districts that fail to meet their goals and improve student outcomes will receive help through a new system of interventions. The State Board of Education and the California Department of Education are still working out some of the details and developing new systems for identifying whether schools need help or intervention and for providing that support. pointofview Make Hard Work Pay — Again

O

ne of our country’s most cherished values is the idea that if you work hard you can get ahead, be part of the middle class, raise a family comfortably, and ensure your children will do better than you did. But this is a hollow promise to countless families today. The sad truth is you can work full time in America and not be able to meet your family’s basic needs. A parent working full time at the federal minimum wage of $7.25 an hour earns $15,080 a year before taxes. That’s $4,700 below the poverty level for a parent with two children. Two-thirds of the 16.1 million poor children in America live with an adult who works, and 30 percent live with an adult who works full time year-round. As CDF’s recently released The State of America’s Children 2014 report highlights, in no state can a parent working full time at the minimum wage afford a fair-market rent twobedroom apartment and have enough left over to pay for food, utilities, and other necessities. Child care costs alone can eat up more than half of a parent’s paycheck: the average cost of center-based child care for an infant is $9,500 a year. Most experts agree that families need to earn twice the poverty level to be able to begin to provide adequately for their children. Today we have an opportunity to begin to realign our values by enacting the Fair Minimum Wage Act of 2013 which would raise the minimum wage from $7.25 to $10.10 an hour, the first increase since 2009, and raise the minimum wage for tipped workers for the first time since 1991. The current federal minimum wage is worth 32 percent less in inflation-adjusted terms than at its peak in 1968. If it had grown at the same rate as wages for a typical worker in America since 1968 it would already be $10.65 an hour. But if it had grown at the same rate as productivity of the economy during that period it would be $18.30 today. So increasing the minimum wage to $10.10 an hour would restore the minimum wage closer to what it would have been if it had kept up with average wages but still leave it far

below what it should be, given productivity and economic growth since the late 1960s. Nationwide, increasing the minimum wage to $10.10 would increase a full-time worker’s salary to $21,008 and put $31 billion additional dollars in the pockets of as many as 24.5 million low-wage workers according to the Congressional Budget Office (CBO), Congress’ official budget arbiter. It would lift 900,000 people above the official poverty threshold. Nearly 90 percent of those benefiting would be 20 years or older and over half would be working full time. According to the Economic Policy Institute those affected by the minimum wage increase earn on average half of their family’s total income. The Economic Policy Institute has also found more than a quarter of those benefiting would be parents. Most importantly, the increase to $10.10 an hour would improve the lives of an estimated 14 million children — nearly one in five children in America — by helping their parents put nutritious food on the table, keep a roof over their families’ heads, and make sure their children get the health care they need to ensure they can develop to their full potential. And an increase in the minimum wage would not cost the government anything — as the CBO acknowledged, it might even save money in the short term as people with increased incomes need fewer government benefits and pay more in taxes. The increase also would help spur the economy. Recent research from the Federal Reserve Bank of Chicago found that raising the minimum wage to $10 could increase U.S. gross domestic product by up to 0.3 percentage points in the short term. Some resist a minimum wage increase because of fears it would lead to job losses, but after extensive research the latest consensus in the field is that this is not the case. This is why more than 600 economists, including seven Nobel Laureates, have endorsed the increase to $10.10, saying in a joint letter to President Obama and congressional leaders: “In recent years there have been important developments in the

academic literature on the effect of increases in the minimum wage on employment, with the weight of the evidence now showing that increases in the minimum wage have had little or no negative effects on the employment Marian Wright Edelman President, Children’s of minimum-wage Defense Fund workers, even during times of weaknesses in the labor market.” And even if you don’t believe the newest research is the most valid, and look instead at all the research combined, as the Congressional Budget Office conservatively did in its February 18th report, CBO’s best estimate was that this change would reduce employment by 0.3 percent. Should we really deny a certain income boost to 24.5 million workers to spare a much smaller number uncertain job loss? Of course not. If Congress is worried about uncertain job losses from a minimum wage increase, they could offset them through complementary policies like changes to the Earned Income Tax Credit, which boosts employment among low- and midincome earners, or private or public sector jobs programs. Increasing the minimum wage would give an immediate pay raise to millions of workers in America who are still waiting for the country’s economic recovery to reach them. No one in rich America should be working full time and be forced to live in poverty. That’s why nearly three-quarters of Americans support raising the minimum wage, including a majority of Democrats, Republicans, and Independents. There is no reason for Congress to continue to deny hard-working Americans, many of them parents, a long overdue and needed pay raise. It’s long past time to begin to make work pay again.

Leading An Institution’s Transformational Change

C

alifornia Baptist University has been around for 64 years but what few newcomers and longtime residents of Riverside, probably do not know is that its history began not in the city of Riverside, but in the city of El Monte. The Los Angeles Baptist Association opened the doors of California Baptist College with 42 students in the fall of 1950 and later enrolling 120 students

during the 1950-51 academic year. It took five years from those first students entering the doors of the school to find its permanent home here in Riverside. Meanwhile the university has seen four presidents at the helm of its history and in 1994, the universities fifth president, Louisiana transplant Dr. Ronald L. Ellis was named.

specialseries Dr. Ellis is noted for increasing enrollment at the university from 808 students in 1994 to 4700 in 2010. To date, the university boasts more than 7,100 undergraduate and graduate students. But his highlights and accomplishments do not stop there. In 1995 the first students began enrolling in the Master of Education degree program; 1996 the university became the first college on the west coast to receive accreditation by the Association of College Business Schools and Programs; 1998 California Baptist College officially became California Baptist University (CBU) and the university was named among the top five regional liberal arts colleges for studentfaculty ration by the U.S. News and World Report; 2005 the School of Nursing was established; as well as many other highlights. With so many accomplishments in the 20-year span since Dr. Ellis was named president, the growth of the university under his leadership has transformed the appearance of the campus. With the completion of The Eugene and Billie Yeager

Center, a 94,800 square foot edifice in 2003, the classroom seating capacity on the campus was doubled. Dr. Ellis then turned his attention to the university’s sports program. The National Collegiate Athletic Association (NCAA) Division II, Pacific West Conference, approved CBU’s membership in 2010. And recently, Dr. Ellis was selected to serve a four-year term as a member of the NCAA Division II President’s Council. This council comprised of 16 presidents or chancellors from around the association is responsible for a multitude of duties including implementing policies adopted by the Association’s Executive Committee, establishing and directing the general policy for Division II, and developing a strategic plan for Division II. Born in Louisiana, for a short time in his early years his family relocated to Las Vegas, Nevada where his father taught school at Las Vegas High School. The family later moved back to Louisiana but education remained an important aspect of

his childhood. “I come from a family of educators. A number of relatives were in education, so I was always around that environment. Education was highly valued in my household, as well as reading extensively,” he said. He continued his education after graduating from high school. “In my mid-twenties when I was working on my Master’s Degree at Baylor, I did an internship in higher education and really felt a calling to that field and enjoyed it. I thought that I could find a lot of fulfillment in helping other people live their dreams as well.” Dr. Ellis received his bachelor’s degree from Houston Baptist University in 1977 and then received his master’s degree in Educational Administration from Baylor University in 1981. After completing his masters at Baylor, Dr. Ellis began working on his PhD at Texas A&M in higher education administration studying organizational change. “Particularly how do you take an organization like a private university that may have been struggling and turn it around,” he

The internal and external that helped him be able to go into an institution and understand the different layers of it. On the road to becoming the leader of California Baptist University, he “worked at a couple institutions that were going through change, but I also worked my first full time job in higher education as the Registrar at Louisiana College which gave me insight into the academic side of the house.” Dr. Ellis later became associate director of institute of testing at Baylor where he put his education to use. He learned firsthand what the decision makers needed and wanted to know about their own institution and states this experience was “helpful”. Booker T. Washington’s Visit to Riverside Commemorated at the Mission Inn Museum On Saturday nearly 100 people joined the Voice and Mission Inn Museum to view an exhibit commemorating the 100th anniversary of Booker T. Washington’s visit to Riverside. Washington, one the most recognized American leaders of his time, was founding president of Tuskegee Institute as well as an influential White House advisor. His fundraising efforts for the school led him to Southern California and specifically to Riverside at the request of Frank Miller and members of the Congregational Church. At the anniversary event, Kenneth Morris, president of the Frederick Douglass Family Initiatives and Washington’s great-great grandson, gave a brief presentation on Washington’s legacy and how his story continues to inspire generations to pursue education and knowledge. He tasked attendees to continue to follow Washington’s example. “If you want to lift yourself up, lift up someone else,” he said, quoting his famous ancestor.
