The Fight for Liberty...Lane
N
orth Redlands resident Amanda Glenn was appalled when she learned that Liberty Lane, an affordable housing project for homeless veterans was facing opposition from some of her neighbors. Those neighbors, calling themselves the Northside Impact Committee, recently submitted a petition with almost two dozen signatures of residents who said the project would increase traffic, decrease property values, impact air quality, and increase crime. Amanda, however, sees the project as an opportunity to transform a vacant lot into a safe and comfortable place for San Bernardino county’s wounded warriors and struggling former service men and women. Amanda understands first-hand the challenges facing our veterans when they return home. Her brother-in-law Alexander, who is featured in George W. Bush’s book Portraits of Courage, was wounded while serving in Afghanistan as an Army infantryman when his platoon was caught in an ambush and he was shot in the neck between his C3 and C4 vertebrae. The bullet still remains. “Often they return home with injuries – both visible and invisible - that intensify the challenges of transitioning into civilian life,” former President Bush notes in the book. Amanda agrees. That’s why she supports the project and believes the “housing first” approach is one city leaders should enthusiastically support as well. A Community of Friends, a nonprofit affordable housing developer, has proposed to build the Liberty Lane project to benefit veterans and their families and people with special needs. The County of San Bernardino secured funding for the proposed project and, after listening to the concerns of some residents, added supportive services and additional law enforcement resources to the plan. Supervisor Josie Gonzales, Chair of the Interagency Council on Homelessness, said in a letter of support that reducing veteran homelessness is a high priority for the county. Supervisor James Ramos, whose district includes the proposed site, made sure the county’s Department of Behavioral Health and U.S. Department of Veterans Affairs were committed to providing additional support services. Even S.B. District Attorney Mike Ramos, who grew-up in the North Redlands community, sees it as an opportunity to honor the service of men like his father who served in the Korean War. “Make no mistake,” he stated in a letter explaining a multi-crime free housing approach, this “will only further our efforts to provide safe housing and services for homeless veterans who served our country and who now need our support.” Like Amanda, Redlands native Jason Riley, a small business owner and veteran who served in Afghanistan, sees Liberty Lane as an opportunity to eradicate homelessness for the veteran population. He too is having a difficult time understanding the arguments against the project. “The site is currently an empty lot in an underdeveloped area, the project would increase property values not decrease them. I’m just not sure how housing would make air quality worse. We don’t seem to have a problem with traffic when we’re putting in another Starbuck’s drive-thru. That just makes no sense to me,” he said. Jason and Doug Kidd, his business partner at J. Riley Distillery, are both veterans who make sure other veterans know they are appreciated. They offer special discounts to veterans and offer their business as a safe space for veterans to gather. “Redlands produces them,’ he said, “but we don’t take care of them when they get back.” Joining Amanda and Jason, Carla Thornton, a 20-year member of the Air Force and Veterans Coordinator at a community college located near the City of Redlands, is also perplexed by the opposition. “This project is specifically important to me because many student veterans at our local colleges are currently homeless or are at-risk for homelessness,” she shared with the city council in a letter of support. “Providing housing allows veterans to stabilize their lives and become successful and contributing members of our community.” The project was initially scheduled to be discussed in open session during the February 21st city council meeting, but was pulled by staff who wanted to review more of the public comments. The city council had also received a letter earlier that day from Johnson, Smith & Foy on behalf of residents calling themselves

Train Days Return to the San Bernardino County Museum San Bernardino-If you love model trains, you will not want to miss this year’s Train Days at the San Bernardino County Museum and Victor Valley Museum from April 22 through April 30. During Train Days, model trains fill the museum’s galleries, Learning Depot and courtyard and family programming is scheduled throughout the day. This year, the San Bernardino County Museum in Redlands will once again kick-off Train Days with its second attempt to enter the Guinness Book of World Records for the longest Soul Train Dance line beginning at 1:30 p.m. on Saturday, April 22. Last year, the museum just missed setting the record by only a couple of dozen. Everyone is encouraged to come out, join the fun and help put the Inland Empire in the record book. Dancers are asked to start lining up at 1 p.m. The first 500 dancers to sign in for the dance line will receive a commemorative t-shirt. The Redlands Noon Kiwanis is also hosting a luncheon for members that day. San Bernardino County Supervisor “Conductor Curt” Hagman is the presenting sponsor of this year’s event. The San Bernardino County Museum is located at 2024 Orange Tree Lane, Redlands. The Victor Valley Museum is located at 11873 Apple Valley Road, Apple Valley.

Riverside- A report by Demos National Survey on Credit Card Debt recently conducted with AARP’s Public Policy Institute revealed that in 2012, for the first time, middle-income households headed by an individual over 50 years old carried more credit card debt on average than households of people younger than 50. According to the report, at least half of those over 50 in credit card debt had medical charges on their credit cards; while a third admitted, they used credit cards to finance daily expenses. For many seniors, the stress of credit card debt is so impacting because it is much more difficult for them to generate income. The reason so many seniors are in credit card debt, varies. In some instances, they may have carried debt into retirement; in other cases, seniors may still be paying off student loan debt (either theirs or their children’s); and in too many instances, seniors may rely on credit cards to cover daily expenses because they were unable to save enough to live on during their retirement. Experts encourage seniors who find themselves struggling to manage credit card debt to contact their card issuer and work out a payment plan.

Heather Hutt Named Southern California Deputy Director Riverside
C
alifornia Senator Kamala Harris has appointed longtime communications and marketing expert Heather Hutt, as her new, Southern California Deputy Director. Hutt will act as Harris’ liaison with the communities of Los Angeles, Orange, San Bernardino and Riverside counties. “My state team is comprised of diverse leaders and well-respected professionals who each have deep ties to California,” Harris said when the appointment was announced. She continued, “Heather, who is from the community, is a seasoned professional with a diverse range of skills and expertise, and I am excited to have her on our team working on behalf of all constituents.” Hutt is a second-generation Californian who feels passionate about the community she serves, and that translates, Harris said, N E W S

Minimal Improvements in Community College Completion Rates
Sacramento-Improving community college completion rates in California has proved to be a slow process despite reform legislation and nearly $900 million in associated state funding. In 2012, California passed the Student Success Act designed to increase the percent of community college students who earned either a certificate, an Associate’s Degree or elected to transfer to a four-year college or university within six years. The legislation resulted in changes in counseling, academic placement, financial aid and transparency at the campuses of all the state’s 113 community colleges. According to a recent assessment by Larry Gordon at EdSource, data released last week showed a 48.0 percent completion rate in 2015-16. That’s slightly lower than the 48.8 percent in 2010-11—the year that triggered the push for legislative change. The silver lining in this year’s data is it reversed three previous years of decline and is also an improvement from the 47.3 percent attained in 2014-15.

Board Considers Cost Cutting Measures for County Fire Riverside
T
his week, the Riverside County Board of Supervisors considered tough cost cutting ideas aimed at closing a projected $11.9 million shortfall in the Fire Department’s budget for the coming fiscal year. At Tuesday board meeting, the supervisors considered cost-cutting options as recommended by fellow supervisors Kevin Jeffries and John Tavaglione. Riverside County has contracted with Cal Fire for fire protection services since 1921; however, this year, a tentative deal between Cal Fire and the union that represents the firefighters, is projected to blow a hole through the department’s budget. The agreement, proposed salary increases that total nearly $12 million. Those dollars must be included in the county’s labor costs for the coming fiscal year. An ad-hoc fire service committee, of which Jeffries and Tavaglione are a part, suggested possible options designed to close the budget
gap. Key among the recommendations is the proposed elimination of 11 administrative positions coupled with the suggestion that Cal Fire cover the jobs through the administration fee paid to the agency by the county each year. The annual administrative fee has exploded from $14.8 million paid by the county in 2012 to nearly $21 million for the coming fiscal year. Additional cost cutting measures noted by the ad-hoc committee included the possible replacement of captains and engineers on fire engines with more firefighters; the elimination of one of the county’s hazardous materials teams; closing a fire station in Blythe (it has its own fire department); cutting a medic squad in Mecca; and adding a medic squad to a station in Ripley, among other cost saving recommendations. All of the proposals were presented to the Board on Tuesday and most were approved.

Governor Jerry Brown Proclaims, “The Drought is Over”

ast Friday, California Governor Jerry Brown officially declared the state’s historic drought was over and simultaneously cancelled the emergency conservation order for most of the state. The governor’s declaration confirmed the end of the driest four-year period in the state’s recorded history.
“This drought emergency is over, but the next drought could be around the corner,” Brown said and continued. “Conservation must remain a way of life.” Brown’s statement was prudent in the face of continued climate extremes and growing concerns regarding the scarcity of water. As a result, the state will continue its bans on wasteful practices; and required reporting on urban water use will remain in place. In the meantime, the state will continue to move forward with its plans to conserve water supplies while it also works to prepare for inevitable drought periods that are almost certain to reoccur. There is no question the drought strained resources and caused a myriad of other problems up and down the state. It killed millions of trees; forced farmers to rely heavily on groundwater; dried up wells; and
hundreds of families in parts of the state were forced to drink bottled water and use water from buckets for their baths. In addition, California residents everywhere were required to reduced water usage by 20 percent. Last year, the state took a more nuanced approach to water conservation when it tempered conservation requirements and asked water suppliers to instead, prove they had enough water for their constituents even if there were three more abnormally dry years— with an end to the drought now official, water agencies are relieved of this requirement. Despite Friday’s announcement, the emergency declaration will remain in place for the Central California counties of Fresno, Kings, Tulare and Tuolumne due to depleted groundwater supplies that have left some residents dependent on emergency drinking water supplies.
Sewer Spills Force Action by City Council Riverside
T
wo sewer spills in four months at Trautwein Road and East Alessandro Boulevard in Riverside is driving much needed action by local officials. On Tuesday, April 18th at 3 p.m., the Riverside City Council will meet and discuss the sewer main repair. According to reports, the council will consider options for proposed fixes. The council must decide whether to shore up the existing pipe by coating it with a special lining material; or, to pull a new line through the old one. This approach, a city report explained, would burst the existing pipe open and leave the new one in its place. The repair/replacement work is estimated to cost between $2.5 million and $3.5 million. The sewer pipe originally ruptured last December and then again in mid-March. Officials estimate the pipeline transports about two million gallons of wastewater per day. On both occasions, waste spilled out and traffic was impacted. According to the Environmental Protection Agency’s Office of Wastewater Management, sewage is dangerous to human health because it can carry bacteria, viruses, parasitic organisms, intestinal worms, and borroughs (inhaled molds and fungi). It also noted the diseases they may cause range in severity from mild gastroenteritis which causes stomach cramps and diarrhea to life-threatening ailments such as cholera, dysentery, infections hepatitis, and severe gastroenteritis. Riverside’s sewer collection system consists of more than 820 miles of sewer lines that range in size from four inches to over 50 inches in diameter, some are more than 120 years old. Officials confirmed that although the pipeline in question has been in place for only half of its expected life—the pipe is failing and must be repaired. The April 18 meeting will be held in the council chambers at Riverside’s City Hall, located at 3900 Main Street in downtown Riverside.

Gas Taxes Are Too DAMN High

ccording to the governor’s office, the passage of SB 1 or Road Repair and Accountability Act of 2017 will be funded by increases to the state’s excise tax on gasoline and diesel fuel, as well as an annual “transportation improvement fee” based on a vehicle’s value. This is what the cost will be for you the consumers of California; your gas will go up by 12 cents per gallon. Your diesel tax will go up by 20 cents per gallon. There will be a new fee on vehicles based on their value. Vehicles worth $5,000 or less would pay $25 a year. This will hit all poor people who own a car and drive anywhere. While those worth $60,000 or more would pay $175 annually. Governor Brown said, “California has a massive backlog of broken infrastructure that has been neglected far too long and fixing the roads will not get cheaper by waiting – or ignoring the problem.” I know Brown knows this to be true because he was the one who stopped the completion of the 210 freeway when he was elected governor the first time. In my opinion it is not about the quality of life but Brown trying to leave a legacy of what he has done to improve the quality of life in California. While that is a nice and lofty goal, he has made it tougher on all people especially on senior citizens/retirees, the lower middle class, and those below the poverty level especially here in the Inland Region.
The gas tax will not only affect the drivers but this cost of producing products and getting them to the consumer will drive prices higher. The rich will not feel the hike in prices right away but the companies who use any kind of transportation to deliver their good to you will have to raise their costs before November 1 or shortly there after in order to stay in business. As a former school board trustee I am aware that the cost to transport children to school will bring about the shifting of budgets and impact the classroom. Your gardener or landscaper will have to charge you more as well as the person delivering your newspaper. Your local cab company, garbage pick up, public safety service cost will increase by this historic gasoline tax passed by the Democratic supermajority in the legislature. Even the poor people who just got a mandated $15 minimum per hour rate increase will now lose it to the cost of getting to work. I know what I am talking about from my experience as a human relations manager, business owner, school board member and an hourly worker for the steel industry and electric company. What I am talking about are the unintended consequences of rushing to pass a bill just because you have some ill advised and spineless elected officials in the legislature that will do what they are told by those in leadership. I must however take this opportunity to commend my friend State Senator Richard Roth of Riverside County’s 31st District who had the courage to tell the governor and Kevin de Leon, president pro Tem of the senate what his people need and he got $420 million for transportation infrastructure above and beyond what’s being spent on road repairs and maintenance. The projects slated to get funding include: $180 million for the 91 Freeway/ Interstate 15 North Connector, $48 million for the I-15/Limonite interchange, and $84.45 million for the
McKinley Grade Separation. State Senator Roth said, for too long, Sacramento has failed to provide Inland Southern California with the resources we deserve, and though this was a difficult vote, the cost of our region not getting its fair share is too high. “That is why I went to the table to ensure Inland Southern California’s needs are represented with the vigor and dedication they deserve.” He had the courage to say no, unless his people are taken care of. On the other hand State Senator Connie Leyva of Pomona that represents San Bernardino, Rialto, Fontana and Colton, and Assembly Member Eloise Gomez Reyes of the 47th Assembly District got zero for our communities. Mind you we will pay at the pump into a fund that is expected to raise $52 billion and we don’t know what we will receive in return. She could have at least made sure some of our transportation priorities were covered. One of the reasons Governor Brown wanted to rush this bill through is according to a 2015 poll conducted by the University of California Berkeley’s Institute of Governmental Studies, 63 percent of Californians are against raising the gas tax. In a memo sent to Assembly member Vince Fong of Bakersfield from the nonpartisan Legislative Analyst’s Office, California’s cap-and-trade program would also raise gas prices by an estimated 63 cents per gallon in 2021 and 73 cents per gallon in 2031. Assembly member Fong went on to say, “when considering and evaluating the transportation funding package, we cannot look at gas taxes in a vacuum. This legislature is also seeking to extend cap-and-trade, which will significantly increase the cost of gas at the pump, which combined with the proposed gas tax, could be about $1 per gallon for motorists.” Now that is too damn high!

Teacher, Student Shot to Death What Happens When Domestic Abuse and Gun Violence Collide S. E. Williams Contributor

xperts believe nearly seven million American children live in families where severe partner violence has occurred— few, however, expect children to be exposed to such violence in their classroom—that changed on Monday in San Bernardino. Sometime after 10:00 a.m. that morning, 53-year-old Cedric Anderson entered North Park Elementary School through the front office where, according to normal procedures, office staff checked his identification. Anderson advised them he had something he needed to deliver to his wife. Anderson left the office and proceeded to his wife’s classroom. He entered just before 10:30 a.m. to find his wife, 53-year-old Karen Elaine Smith, fifteen (special needs) students and two aides. The students in the classroom ranged from grades one to four. According to San Bernardino Police Department Chief Jarrod Burguan, “Cedric entered the classroom without saying anything, armed with a large caliber revolver and opened fire on his wife.” She was pronounced dead at the scene. Sadly, also according to Burguan, two students were standing behind Smith when Anderson shot. Initially, it is still unclear whether the students were hit by gunfire or wounded with shrapnel; it is also believed they were not intentional targets. It was later determined both students were hit by stray bullets. Eight-year-old Jonathan Martinez, was air-lifted to Loma Linda University Medical Center where he was later pronounced dead. The other student, a nine-year-old boy whose name was not released by authorities, was also airlifted to Loma Linda where he remained in stable condition on Tuesday.
Young Martinez lived with a developmental disorder called Williams’ Syndrome. Individuals with this condition often experience a mild to moderate intellectual disability or learning problems; unique personality characteristics; distinctive facial features; and heart and blood vessel (cardiovascular) problems. According to experts, individuals like young Martinez who are affected by this genetic condition, have outgoing and engaging personalities. Monday morning, police officers arrived at the school seven minutes after they received the first call about the shooting, just before 10:30 a.m. The chief reported that Anderson had fired at least six shots from a .357 caliber revolver. It did not take long for officials to determine the event was a murder-suicide. Anderson and Smith were just married in January, but separated last month. Anderson had a criminal past that included domestic violence, weapons possession and possible drug charges—although the domestic violence charges, appear to have preceded his marriage to Smith. Smith was described by those who worked with her as a dedicated educator who

When speaking about Smith a spokeswoman for the San Bernardino City Unified School District, Maria Garcia, told reporters, "It takes a very, very special person to be a special education teacher." She added, “We want her to be remembered for the amazing teacher that she was." In an interview with the Times, Smith’s mother, Irma Sykes, provided a fuller picture of who her daughter was. Smith had raised four children to adulthood as a single mother—she also home-schooled her children for eight years. Smith earned a degree and teaching credentials later in life because, according to her mother, she had a passion for helping children with autism and learning disabilities. Smith took after her mother who taught for forty-one years. Sykes said her daughter and Anderson were friends for four years before they married in January. After the marriage, the two lived together in Smith’s Riverside home but after about a month, Smith began to pull away from the relationship. Sykes told the Times, “She thought she had a wonderful husband, but she found out he was not wonderful at all. He had other motives,” Sykes said. “She left him and that’s where the trouble began. She broke up with him and he came out with a different personality.” Sykes continued. “She decided she needed to leave him. She was going to divorce him.” Sykes however, declined to provide details regarding what had gone wrong in the relationship before Smith left Anderson. In a recent Facebook post Anderson talked about how much he, “loved being married to Karen Smith-Anderson!” He also described her as “an angel.” Yet, despite his professions of love and admiration for his wife, something obviously went terribly wrong in the few short months of their marriage. On the day of the incident, students at North Park Elementary were quickly removed to nearby California State University, San Bernardino for safety. Although there was some initial confusion as parents rushed to retrieve and comfort their children; parents were eventually advised to pick up their children with a photo identification at Cajon High School. By 4:30 p.m. Monday, all the
students were released to their families. The sad story that unfolded on Monday added to a mountain of existing evidence that, “Gun violence against women in America is inextricably linked to domestic violence.” According to the non-profit organization, Every Town for Gun Safety (ETGS), at least 52 percent of American women killed with guns are killed by intimate partners or family members. Women are 16 times more likely to be killed with

guns in the United States than in other developed countries; also, Black women are two and a half times more likely to be murdered by a gun than White women. According to ETGS, despite impressions from media coverage of mass shootings—such events are also typically acts of domestic or family violence. An analysis of every mass shooting between 2009 and 2015 by the agency found that 57 percent of such shootings were committed by an intimate partner or family member. In recent years, the California legislature has worked to mitigate this concern. When Governor Jerry Brown signed AB1014 into law on September 30,2014, California became the first state in the nation to implement a bill to allow concerned family members or law enforcement officers to petition a court for a Gun Violence Restraining Order (GVRO). In instances where there is evidence for a judge to believe that an individual poses a danger to self or others, the GVRO will temporarily prohibit the individual from purchasing or possessing firearms or ammunition. It also allows law enforcement to remove any firearms or ammunition already in the individual’s possession. (When or where Anderson secured the weapon used in the Monday murders is yet to be disclosed by authorities.) Second Amendment advocates said California went too far with AB1014; others say the state still has not gone far enough. Yet, data shows that more than twice as many women are killed with a gun used by their husbands or intimate partners than are murdered by strangers. Equally as alarming as the issue of domestic violence is the concerning reality that since the Sandy Hook Massacre of 2013, there have been more than 200 school shootings in America— the equivalent of nearly one per week. A recent analysis of school shootings that involved a homicide, revealed not only did student enrollment in the affected schools decline, but students’ standardized test scores were depressed by almost five percent. According to the California Department of Education, North Park Elementary School

provides education to about 530 students. It was closed for two days following Monday’s shooting. School Superintendent Dale Marsden arranged for counselors to assist students as needed. He also offered counsel to the parents regarding how to help their children cope with the crisis, “I would like you to work with your young child to keep things as normal as possible,” Marsden said. “Be willing to listen to their story as many times as possible.” During a press conference Monday afternoon, San Bernardino Mayor Carey Davis acknowledged he had received calls of condolences with offers of support from the White House and Governor Jerry Brown. Monday night, young Jonathan’s Little League teammates held a vigil in his honor. That same evening, a vigil was held for all of Monday’s victims at Our Lady of Assumption Church in San Bernardino. Tuesday evening, a community candlelight vigil at North Park Elementary School drew hundreds who came to honor the memories of the victims and stand in solidarity and support—a community once again drawn together to mourn an unspeakable tragedy. The shooting at North Park Elementary School occurred just sixteen short months after the December 2, 2015, terror attack at the Inland Regional Center in San Bernardino that left 14 people dead and 22 others with serious injuries. In recent years, San Bernardino officials and leaders in the community have struggled with an increasing murder rate. The city’s homicide rate increased exponentially from 44 in 2015, a total that includes the 14 victims of the terror attack, to 62 murders across the city in 2016. THREE SHOTS Three shots are what my mom heard before she led her class to safety outside the classroom. She was two doors down from the shooting. Two doors down from the loss of innocence. Two doors down from hatred and selfishness. On a normal day, an elementary school classroom is a place of controlled chaos, but Monday was anything but normal. In the silence after the gunshots, my mom stood in the open doorway between the sound of gunfire and her students. In a time when you expect panic and commotion there was a sense of calm and order as they began to organize and file out of the classroom. Once the entire class was able to evacuate, the only thing left to do was wait. Wait for help. Wait for hope. Wait for peace. It is with disgust that I continue to search for hope and optimism. Hope that we as a community can come together to pick up the pieces left by violence. And while we will not be able to make them whole again we must try to return to normalcy.seek to rebuild a sense of safety in our community. EMPATHY. GRATITUDE. HUMANENESS. In the journey toward hope and optimism, here is my plea to the community: Pursue empathy. Achieve gratitude. Effectuate humanness.

Empathy. We have had the unfortunate fortune of leading the nightly news twice in 16 months. With lives taken by the hands of a gunman. Reach out and ask what others need. Make a donation. Listen. Really listen. And love those around you more than you did yesterday. Gratitude. I have tried to end my recent articles with a thought on thankfulness, too often missing from our daily lives. Let me tell you: Standing in silence for 18 minutes made me understand the impact of the careless few on the rest of us. In other words: I am thankful for the safety of Emilia’s grandma. Humaneness. In a tragic time, we seek answers to impossible questions: Who can we blame? Who is at fault? Cedric Anderson was the shooter. But knowing his name does not begin to give us the peace and security we desire. Initially, it was reported that North Park will be closed for two days. Two days. How absurd. North Park should be closed for at least the remainder of the week. This sanctuary of safety has been stolen by Cedric Anderson and gun violence and teachers and students alike need time to come to terms with that. As an economist, I understand the school needs to be open to generate revenue, but where is the humaneness? Teachers should NOT be asked to take sick time for the closures, putting aside the fact that there is no physical place to work. This roller coaster from hell hasn't ended. Jonathan Martinez and Karen Smith are dead (and another wounded); this harsh reality takes time to mend. Give teachers that time. Empathy, gratitude, humaneness. In times of crisis we must utilize these three traits to allow collective compassion to supersede politics and economics. Our community is greater than the sum of its parts, and times of tragedy require that we remember this. Allow me to start: To our first responders: thank you. Over 150 were on site yesterday, some as soon as 7 minutes after receiving the first report. Thank you for putting your lives on the line for others’. Thank you for showing empathy and compassion to strangers who are nothing more than your fellow community members. At home, I’m setting aside the time to reconcile this tragedy, I’m asking my mom what she needs, and, my goodness, I am loving my family more than I did yesterday.

Citizens for Equitable Redlands. Johnson, Smith and Foy have developed a lucrative niche by challenging development projects. They “often force cities into settlements, extracting changes for clients,” according to a news article published in 2013. I called Johnson, Smith & Foy after I couldn’t find any information on the “Citizens” group online and left a message. I’ve seen these tactics used before, it’s just reprehensible that it would be used to stop a project that would help so many of our homeless veterans. The Redlands City Council will be discussing the project in closed session on Tuesday, April 18th. Hopefully they can collectively muster up the courage to approve the project soon because every day they delay is another day our veterans must suffer on the streets of a city that has an opportunity to give them a home. Several times a week, Amanda drives by the park near the proposed site, which has become a place where homeless veterans congregate. She finds it hard to understand why other members of her community would rather see blight than provide a place for those who risked their lives to protect ours.
