ast week the California Newspaper Publishers Association held its 2014 Press Summit. With sessions entitled “Native Advertising: Savior or Sinner?” “Digital Agencies: Myth, Realities and Growth,” “Managing and Monetizing Your Digital Game,” and “Tracking a Changing (and Mobile) Audience,” the summit was an opportunity to educate and inform California’s newspaper industry on current trends, best practices, and the evolution of the news ecosystem. It was also an opportunity to celebrate the best work in the industry in the past year through the Better Newspaper Awards. The California Newspaper Publishers Association, established in 1888, currently has almost 900 members, which includes all the state’s daily newspapers, the majority of community and weekly publications, campus newspapers, as well as a variety of allied members. This year 160 publications submitted entries for awards ranging from general excellence to best writing, photography, and graphics. The VOICE was awarded second place for Best Front Page and Best Column and honorable mentions for General Excellence, Best Artistic Photo, and Best Local Reporting for our series on the Inland Empire’s Recall Initiatives. I am proud of the small but dedicated staff that I work with every week to deliver what we hope is an informed and thoughtful perspective on issues of importance to the residents of Inland Southern California. Lee Ragin, our editor and general manager, manages the creation of our content. Chris Allen, creative director, designs our print edition. Benoit and Kathy Malphettes are our amazing portrait photographers. Corey Arvin writes many of our feature stories and is editor of our website blackvoicenews.com. Our democracy can only be as good as our citizens and newspapers continue to deliver content to educate and inform all communities. As we discussed at the summit, the method of delivery may have changed from print only to a myriad of digital and mobile options, but the role of the newspaper in a democratic society remains unchanged, a free press is essential to a strong democracy. Newspapers, while navigating market challenges as an industry, remain a vital force in local communities throughout the country. We are not going anywhere. There are close to 1000 newspapers currently circulating in the state of California ranging in size, frequency, and content from large metro dailies to small weeklies. Asian American-Pacific Islander Report Series Launched UCR research project featured in Washington, D.C., think tank initiative Riverside

P

eople of color will be in the majority in the United States by mid-century, and Asian Americans and Pacific Islanders are a significant factor in the nation’s changing demographics. As a group, they are beginning to flex political muscle and influence policymakers on topics ranging from education and immigration reform to health care and the environment. But the lack of centralized and accessible data has, until now, created a large knowledge gap about this fast-growing and influential group. On Wednesday, April 23, the Center for American Progress (CAP) introduced a new report series, “The State of Asian Americans and Pacific Islanders,” which included research and analysis from AAPI Data, a project at the University of California, Riverside. Discussion of the report series, the most comprehensive of its kind ever produced for Asian Americans and Pacific Islanders, was livestreamed from the center’s Washington, D.C., headquarters. Karthick Ramakrishnan, a UC Riverside political science professor who joined the faculty of the UCR School of Public Policy this summer, presented research briefs on demographics and public opinion co-authored with CAP policy analyst Farah Z. Ahmad. Ramakrishnan is founder of AAPI Data and directs the National Asian American Survey. “This report on ‘The State of Asian Americans and Pacific Islanders,’ authored jointly by UCR and the Center for American Progress, is exactly the kind of research that the School of Public Policy will conduct and promote – evidencebased, analytically rigorous research that informs and shapes public policies at all levels of government,” said Anil Deolalikar, dean of the School of Public Policy. Ramakrishnan said partnering with the Center for American Progress is a natural fit with his research of the last several years, which has focused on building capacity for data-gathering

and analysis of this rapidly growing population group. Asian Americans and Pacific Islanders are quickly reaching the critical mass needed to be politically relevant, but data about this group has often not been available or presented in a way that is accessible to policymakers, journalists and community-based organizations, said Sono Shah, a Ph.D. student in political science who works with Ramakrishnan on the AAPI Data project. “Previously when scholars and researchers wanted access to research and reports on the Asian American-Pacific Islander community there was no central place to access that information,” he said. “If you could access information, it was typically in dense, academic formats and not easily digestible.” AAPI Data gathers and analyzes data from the Census, American Community Survey, and academic researchers and organizations, and presents it in user-friendly formats. The primary goal of AAPI Data is to make such data and research more accessible and centrally available.

Ramakrishnan explained that he saw the need for such a resource a few years ago, soon after getting involved with the National Asian American Survey. “People used to say that there was very little data on Asian Americans and Pacific Islanders,” he said. “Now, we seem to have an opposite problem, where researchers are producing a lot of data and research, but the information is known only to specialists in particular fields.” Introducing the launch of the Asian Americans and Pacific Islanders report series on April 23 will be: Neera Tanden, president of the Center for American Progress; Kiran Ahuja, executive director, White House Initiative on Asian Americans and Pacific Islanders; Daphne Kwok, chair of the White House Initiative on Asian Americans and Pacific Islanders Commission; James A. FergCadima, regional counsel, Mexican American Legal Defense and Educational Fund (MALDEF); and Ramakrishnan. Vanessa Cárdenas, vice president of Progress 2050, will serve as moderator.

A

laser-like focus on students who were behind in credits, had failing grades and were headed for failure is being cited for an enormous jump in the graduation rate at Moreno Valley Unified high schools. According to data released today by the California Department of Education, MVUSD’s graduation rate now stands above the state average at 81 percent – a remarkable climb of 15.3 percent in just three years, and the greatest leap forward this year for any school district in Riverside County. (see attached) “This is the result of a focused team effort to reach and teach specific students who were headed off course,” said Superintendent Dr. Judy D. White. “We go school by school, work with principals, teachers and counselors to identify each of those at-risk students and put together individual plans of action to get them back on track.” In collaboration with the district, each MVUSD high school completes an Implementation Plan to address three school-wide focus areas: Attendance, Connection, and Engagement. In addition, each entering ninth-grader whose grades include multiple Ds or Fs is identified and provided with a personalized graduation plan. And all students’ grades are monitored throughout the year to allow for intervention at the first signs of trouble. “Every month we meet with a team from each high school that includes the principal, assistant

principal and head counselors, to look at the data and hold each other accountable for each student,” explained Assistant Superintendent for Educational Services Dr. Martinrex Kedziora. “It has been a great deal of hard work on many people’s part,” said Dr. White. “This is exactly what we mean at MVUSD when we say, ‘Excellence on Purpose.’” She added that she expects MVUSD’s graduation rate to continue climbing as the focus on individual students continues. “The School Board is so proud of our students, and grateful for the leadership of Superintendent White,” said Board President Tracey B. Vackar. “When she arrived three years ago, she made improving our graduation rate a top priority, and here are the results. This is what can happen when, as a school district and as individuals, we take responsibility for each student.”

MVUSD is also among the top five districts with the largest 2010-2013 dropout rate decrease (-9.5 percentage points). MVUSD’s graduation rate increased from 74.8% in 2012 to 81% in 2013 (6.2% more students graduated than in 2012). Vista del Lago High School had the most significant increase, from 75.1% to 81.8% (6.7 percentage point growth). The district’s dropout rate decreased from 16.8% in 2012 to 12.4% in 2013 (4.4% fewer students dropped out of school than in 2012). Moreno Valley High School had the most significant decrease in the dropout rate in 2013 (-5.5 %).

inthenews Rep. Negrete McLeod Honors Artists at Annual Awards Ceremony Montclair

R

ep. Gloria Negrete McLeod (D-Montclair) held a special reception for the 2014 35th Congressional District Art Competition. High school students from the 35th District were invited to submit their artwork for the annual competition sponsored by the Congressional Institute. A total of 28 high school artists submitted their work to Rep. Negrete McLeod’s office for this competition. “The purpose of this nationwide art competition was to recognize the artistic talents of young people in our area and to promote the importance of art education,” said Rep. Negrete McLeod. “I was very impressed with all the artwork submitted and appreciate parents and faculty for supporting arts in our community.” First place went to Andrea Enriquez from Village Academy High School with her artwork titled “A Citrus Land”. As a result, Enriquez has won a two-day trip to Washington, DC

for an awards ceremony to be held in June honoring art competition winners from all 50 states. Her artwork will hang on display for one year in the main corridor between the U.S. Capitol and House Office Buildings. Second place went to Ganesha High School’s Carlos Ramirez with his artwork titled “The Moon” and third place to Lesley Bustos from Garey High School with her artwork titled “Death Whisper”. Second and third place winning art pieces will be on display in Rep. Negrete McLeod’s Washington, DC office and Montclair district office, respectively. Congresswoman Gloria Negrete McLeod with first place winner Andrea Enriquez from Village Academy High School. Andrea’s artwork titled “A Citrus Land” earned her a two-day trip to Washington, DC for an awards ceremony to be held in June honoring art competition winners from all 50 states. Always sit down with a plate, even if you’re just having a snack. Sitting down and taking the time to eat helps you connect with the food you’re eating. Making yourself a plate will help you think about what and how much you’re going to eat, instead of mindlessly eating without

even realizing how much you’ve had. Build your plate around healthy choices. While you can’t keep your children from getting angry, overwhelmed, or sad, you can certainly model tools that they could use to help make them feel better. When we yell, our children learn to

scream; instead, always speak respectfully and take a minute to calm down, no matter how angry you are. Teach your children that even though it feels like we don’t have a choice about the way we feel, we always have a choice about the way we choose to act.

inmyopinion I Offer You The Best Candidates For This Election Cycle

I

n my opinion these are the best candidates for the jobs they are seeking during this election cycle. Each election presents us voters with a variety of choices to make in positions of public trust. You also have Hardy L. Brown candidates seeking re-election because the people want them to continue to be their voice in the public arena where policies are made and they have done a good job. In their case the voters will say you have kept your word and have proven to be trustworthy for re-election. I have evaluated those I believe have done a good job on behalf of the people and ask you to return them to office. Some candidates have done a good job in their current public positions and are seeking a new challenge in another position, while some have done a mediocre job in their current position and want greater responsibility. I offer my support to some while I cannot offer it to others. As always you have people running because a political party has vexed them and said they will be good for the party and us the people which may or may not be true. In some cases it is some one selected to do the party bidding even when it is contrary to the people they represent. This is always a tough choice because political parties have different platforms they use as a guiding light on which they follow.

In some local positions people run for different reasons that sometimes does not resonate with the broader public, nevertheless they have a right to do so and I wish them well. Those reasons might include race, gender, age, personal or professional experiences and in their opinion, they believe they are the best person for the job. Then you have another kind of reason such as the sheriff position in San Bernardino County. I have nothing against the current sheriff that was recently appointed to the position by the Board of Supervisors. Clifton Harris, whom I know very well is running because he is tired of the selection process that has guaranteed the pick for sheriff. The past four or five sheriffs for the county of San Bernardino wre picked by the retiring sheriff so the supervisors could appoint the successor. If this cycle is not broken no Latino, African American or female will ever have an equal chance to become sheriff in this county, because the incumbent sheriff will select one of his friends to replace him.

pointofview Barnes & Noble: Gone By New Year’s? By Michael Levin f anyone gives you a Barnes & Noble gift card, be sure to cash it in by the end of the year. This may be the last year that Barnes & Noble bookstores remain open. It’s bad news for people who love books. It’s worse news for the next generation of readers, who may never experience buying a book in a bookstore. B&N has been closing about 20 stores per year since 2012 and has said it will continue to do so for the next several years. But its financial position is bleak. This follows a decades-long period of expansion, moving into neighborhoods where privately-owned bookstores thrived, destroying those stores with cut-price best-sellers, and all but owning the book business. Borders collapsed because of poor choices -- weak locations, an overemphasis on music, and, worst of all, selling off its online bookstore to Amazon for $20 million in the 1990s. Chump change, by today’s standards. So why is B&N on the ropes if it has virtually no competition today from chains or privately owned bookstores? Five reasons. First, Amazon makes it so easy to buy books. Second, publishers thrashed B&N by selling best-sellers at deep discounts in non-traditional outlets such as supermarkets, Wal-Mart and Costco, thus removing a key source of revenue

for the chain. Third, the woefully underfunded Nook is competing with Amazon’s Kindle, which is like bringing a knife to a gunfight. Fourth, the antiquated model of printing books on spec, putting them on trucks, and crossing your fingers that they’ll sell doesn’t work in the internet print-on-demand era. And fifth, book buyers want decent customer service. At B&N these days, the only way to find a sales clerk is to attempt to shoplift. The company that owns QVC nearly bought B&N a couple of years ago, presumably to sell low-cost jewelry and other tsotchkes in B&N’s nationwide chain of stores. That would have been hello collectible coins and bye-bye books. Now, one of B&N’s key investors has cut the level of its financial stake in the company. A wise move, alas. In many B&N stores, it’s actually hard to find books. You’ve got to wade through toys, umbrellas, Nook displays, chocolate bars, notebooks, birthday cards, and all kinds of other stuff that has stolen shelf space from books. The publishers have to be running scared. If B&N suddenly shutters its doors, then billions of dollars of books, which the bookstores take on consignment, go into the limbo of bankruptcy court. But the fate of B&N weighs most heavily on readers. Literary agent David Vigliano says that the disappearance of bookstores, and the move

to buying books on Amazon, represents the death of browsing. Serendipity -- the sweet surprise of happening upon an unexpected book -- is an experience that can happen only in a bookstore. Yes, Amazon’s algorithms can point you to books you may like, but there’s no substitute for wandering the aisles of a bookstore, looking into a section you might never have visited before, and finding a new author or subject you had never considered. That experience is on the verge of disappearing. Barnes & Noble killed privately owned bookstores, and Amazon and technology are killing B&N. It’s downright Darwinian. Can B&N hang on through the holidays? Most likely. But sad to say, once Black Friday gives way to the 12th day of Christmas, a once-proud book chain may well have reached its final chapter. And that would be chapter 11, of the Bankruptcy Code. here are over 300,000 Asian American and Pacific Islanders living in San Bernardino and Riverside County, making this group one of the fastest growing populations in the Inland Empire. But with this growth, disparities in community service programs such as ESL, healthcare, and translating/interpreting services have been long ignored until Cambodian born Rasmey Sam (pronounced Psalm) founded the Asian American Resource Center (AARC) in San Bernardino.

A Cambodian refugee, Sam fled his country to escape persecution and torture from the communist Khmer Rouge regime. His passion and commitment to serve and improve the quality of life among Asian-American families and those from other ethnic groups, has led to the flexible but uniformed method of delivering a variety of free services to residents of the Riverside and San Bernardino Counties.

ounded in 1995, Sam began the AARC and later incorporated the company in 1997, “at the time there were no resources available for the Asian community even today, there is no non-profit community based organization that provides direct services for this community or population and since 1997 this center has been providing many programs and services for the past 18 years.” Sam came to the United States during the Khmer Rouge regime with his older brother when he was around 10-years old as a Cambodian orphan refugee in 1982. They lived in Monterey Park for several years and transferring from foster family to foster family. In 1975, the Khmer Rouge took power in Cambodia and evacuated the cities. They attempted to rebuild the country’s agriculture while discarding Western ideals. They destroyed temples, libraries and anything considered Western. It is estimated that the Khmer Rouge killed approximately a quarter of the Cambodian population. Hundreds of thousands fled to neighboring countries and abroad to the states to flee persecution from the communist regime. Sam recounts, “During the Khmer Rouge in 1975, they assassinated my father. He was the chief of police for Cambodia. When they assassinated him and the war was over in 1979, I lived in Cambodia until my mom decided to send us to a refugee camp. They sent me to a camp in Thailand in 1981 and I stayed there for close to a year and we got a sponsor here in the United States in 1982. Again, when I came here I didn’t have any family, my brother and I we both came here. The first thing when we landed in LAX and in 1982 we lived with a Cambodian family for a year or year and a half and then went to another foster family. “In 1982 we lived with a family and they sent me to live with another foster family and in 1987 I moved to Rialto and was adopted by an American family there and lived with them in 1990 when my adopted family decided to move back to Connecticut. I didn’t want to move back with them because this (the Inland Empire) was the first place I lived.“ A product of the Rialto Unified School District, Sam went to Kolb Junior High School and later graduated in 1990 from Eisenhower High School. He decided to stay in San Bernardino for college and went to California State University, San Bernardino. He lived in a dorm and then an apartment while studying Business Administration with a concentration in Marketing. “In 1995 after I graduated from CSUSB, I realized that there was no services for the Asian Pacific Islander

population in San Bernardino and Riverside County. I didn’t speak that much English and I felt that there was a need for it and I thought that if I went through this situation I could imagine what others would have gone through. So I explored and worked with one of my former professors, Dr. Victoria Seitz. She was very helpful she was my mentor and we put together a resource center and in I997 officially incorporated. Since then we have served a lot of people. Currently we serve from 8-10,000 people annually. “Our organization not only services the Asian American and Pacific Islander population. There is a 30%-40% population of other ethnicities we serve -- Latinos, Native Americans, ” he said. In 1997 Sam went back to Cambodia and sponsored his mother here in the United States but she passed away 20-years ago. His brother eventually moved to New York but Sam still has family in the states and family in Cambodia. In describing the AARC, he says “we have certain programs one ESL we have been doing for the past 15 years and we work with a lot of Latinos. We serve in the school district such as the Colton Joint School District. Our non-profit organization is through an annual grant/ contract. The programs come and go but we’re still here and there is a need for it. The thing about the Asian American Pacific Islander population is there is no direct service that is geared to this population. We’re the only organization that is geared for the population.” The AARC does not only provide community services, they also host the majority of Asian American/Pacific Island events in the Inland Empire. Recently, they hosted the successful Cambodian New Year in April. Sam states that during the celebration, they had over a thousand people in attendance. “We had Supervisor Gonzales there, the new and old mayor, we had pretty much everyone there. Assembly member Cheryl Brown was there, several city council members and school board members. We had a very successful new years.” Since most programs are grant funded, the AARC accepts donations. “Obviously we’re seeking grants through private foundations,” states Sam. “It’s very challenging for us because all grant funding is very competitive but we try the best we can to have programs and services to help this population and obviously we welcome donations that could help us.” For more information on the AARC, programs or to make a donation, contact (909) 383-0164.

T

his remarkable community, Riverside, is where I was born and raised. I attended the local public schools where I received a great education. In fact, it was a fourth grade book report on Franklin Roosevelt that first gave me the idea of a life in politics. Because my mother worked as a secretary at John W. North High School, I spent afternoons with my brothers at my grandfather’s home across the street from where we lived. It was there that I watched gavel-to-gavel coverage of the House Judiciary Committee’s Impeachment Hearings of President Nixon. I was in awe of Congresswoman Barbara Jordan from Texas who spoke of her faith in the Constitution. The irony lost on me at the time was that as I listened closely to her eloquent words about the constitution, my grandfather sat behind me – a man who suffered from the grand constitutional failure of the Japanese internment during World War II. The high school where my mother worked had and still has a student body comprised of minority students from the East Side, and the children of University Professors. As the principal’s secretary, she gained admiration and trust from the parents in the community when she advocated for fair treatment for all students regardless of class or color, and at the same time, she learned how the children of UC Riverside’s faculty got into Ivy League schools. My mother stressed the importance of education at the dinner table. She encouraged us to do our best. Actually, she, along with my father, demanded

that we did our best in school. As any good son would, I did what my mother told me and graduated at the top of my class in high school and earned a scholarship to Harvard. However, four years of college on the east coast left me missing Riverside. After graduation, most of my classmates left Harvard for the hot job at the time, investment banking in New York City. My middle class background and my family history never put me in the social networks to make that career plausible. Needing cash to live on after graduating from college, I started to work as a substitute teacher in Boston area schools. I felt I had found a special place in the public schools. I remember feeling that I was doing something important and that I had connected to a purpose in life that was not focused on profits. One day, I might be working in the affluent schools of Brookline, Massachusetts. Another day, I would be working in the beleaguered inner city schools of Boston where I would walk through a metal detector in a school setting for the first time. I thought about all the social ills that attended the inequality of opportunity in our country, especially the inequality of educational opportunities. I eventually decided to move back to Riverside so that I could get involved in my community. Riverside was home. I would have felt false beginning any other place but here. My teaching career began in Rialto. There, 90 percent of the students I taught qualified for free or reduced price school lunches. Within several years of my return, a small band of

Japanese American members of Congress passed HR 442, which called for an official apology by the United States Government to Japanese Americans interned during WWII and which compensated each internee $20,000. Barbara Jordan’s admonishment to have faith in our Constitution was never far from my mind. We know that our government often takes actions that break our hearts, but we also witness moments of triumph when our ideals are affirmed. Inspired by those events, I sought to make a difference and won public office in 1990, a seat on the Riverside Community College Board of Trustees. After two failed runs at Congress in the early 90’s, I remained involved in my local community and decided to run for re-election to the College Board. And when the independent Redistricting Commission reviewed the district lines in 2011, I was presented with an opportunity to run for Congress once more. I reflected on my life – growing up in Riverside in an Asian family, my 23 years as a high school teacher and my 22 years as a local elected official. I sensed an opportunity to serve my community in ways that I could not have done 20 years prior. It was an opportunity to serve those who are often left behind. So when I arrived in Congress earlier this year, I committed myself to giving a voice to those who are being taken advantage of. Never again, would minorities lack a champion in Congress. Never again, would someone like my grandfather, be failed by those who swore to uphold the constitution.

specialstory Nearly 300 Kidnapped Nigerian Girls Remain Missing, U.S. Sends Support

International pressure for cooperation from Nigerian officials increases

By BVN Staff hree weeks after the kidnapping of nearly 300 girls in Chibok, Nigeria, U.S. officials said they were deploying support comprised of military, law enforcement and other agencies to help with rescue efforts. The decision was announced Tuesday as international pressure mounted against Nigerian officials for not responding fast enough to the abduction of the girls. Terrorist group Boko Haram, which was suspected of leading the mass kidnapping, confirmed responsibility last week for the abduction of 276 girls. This week, an additional 8 girls between the ages of 12 and 15 were abducted in another village. More than 300 girls were reported kidnapped, but 53 of the girls managed to escape. An official count of how many girls were originally abducted widely varied because of access to attendance records from the school and slow cooperation from Nigerian officials. Parents of the victims were outraged by Nigerian officials’ delay in responding to the crisis, accusing top government officials of not caring enough about rescuing the girls. Nigeria’s first lady Patience Jonathan was criticized for allegedly saying protest leaders should be arrested. President Goodluck Jonathan, who had remained silent for weeks, vowed on Sunday to find the missing girls. U.S. officials and news media were also criticized for distancing themselves from the kidnapping and coverage of the ordeal slowly disseminating to the public. Activists and celebrities have pushed a social media campaign as a show of support for the Nigerian girls and their families, with the hashtag #BringBackOurGirls trending at one point on Twitter. Boko Haram has been reportedly linked to al Qaeda. The group’s leader Abubakar Shekau released a video Monday threatening to sell the

kidnapped girls. Speculation has mounted that some of the girls may have already been sold, and the prospects of selling them increasingly likely since slave trade is common in the region. Chibok is a rural area north of Abuja, Nigeria’s capital, and nearly borders Cameroon. During his visit to Ethiopia, Secretary of State John Kerry called the kidnapping “an unconscionable crime” and pledged that the

U.S. “will do everything possible to support the Nigerian government to return these young women to their homes.” President Barack Obama said the ordeal may mobilize the international community to finally intervene against Boko Haram. When U.S. forces would arrive in Nigeria was unclear.
