s demographic changes continue to shift the political power center in the inland region toward Democrats, some Republican candidates are repositioning themselves in hopes of retaining political relevance. An example of this is the current fight for political survival under way in San Bernardino County between two Republican candidates who are competing to represent the county’s Second District. San Bernardino County’s Second Supervisory District encompasses the cities of Upland, Rancho Cucamonga and most of Fontana. It also includes the unincorporated communities of Devore, Lytle Creek, San Antonio Heights, Mt. Baldy and the entire Rim of the World Mountain Communities from Cedar Pines Park to Green Valley Lake. It has a population of about 405,000 constituents. Technically, supervisor positions in the county are considered non-partisan and party affiliations are not included on the official ballot. Historically, however, Republicans have held the lion’s share of seats on the county’s Board of Supervisors and at times, their policies have reflected this leaning. Interestingly, Republicans are positioned to hold this seat for another cycle since the only candidates for Second District Supervisor on this year’s ballot are both Republican. Yet, Democrats have a clear majority as it relates to the number of registered voters in the district, 39.1 percent of registered voters are Democrat, 32.4 percent are Republican, and just over 23 percent registered with no party affiliation. This certainly begs the question—How did local Democratic Party leaders allow this seat to go unchallenged? In the meantime, two-term Second District Republican incumbent, Janice Rutherford, is being challenged by 40th District State Assemblyman, Mark Steinorth. Steinorth decided not to run for re-election to the State Assembly many believe, because he faced a formidable challenge from San Bernardino County Third District Supervisor, James Ramos. Steinorth’s decision not to run for the State Assembly was prudent. Ramos is a popular Democrat and the 40th Assembly District has turned Blue in recent years--40 percent of its registered voters identify as Democrats compared to 32.6 percent who are registered Republicans. Now, with Steinorth challenging Rutherford, two Republicans, who both lay claim to traditional Republican social and fiscal conservative values, are locked in battle. Steinorth obviously decided Rutherford was an easy target. Some voters may have turned away from Rutherford because she supported the merger of Upland’s fire department with San Bernardino County Fire and supported the implementation of an annual fire fee on property owners in San Antonio Heights. However, Steinorth too has strayed from his staunch conservative principles and voted on issues of interest to Democrats during his tenure in Sacramento. Both candidates also find themselves in the awkward position of loudly criticizing a candidate they previously endorsed. Rutherford twice endorsed Steinorth in his bid for the State Assembly and Steinorth supported Rutherford in her previous campaigns for Supervisor. It just goes to show that all is fair in love, war and “politics.” At this year’s state convention and as required under Republican Party rules, Rutherford, as the incumbent, secured the endorsement of the San Bernardino County Republican Party while Steinorth on the other hand, received 50 percent of the votes casts by San Bernardino County Republican Central Committee members. This year, voters in San Bernardino County’s Second District must choose between two halves of the same whole for county supervisor—two socially and fiscally Conservative Republican candidates. It appears the Republican party has positioned itself well in this contest, while the Democratic Party has remained in absentia. In the Age of Trump, it is hard to believe Democrats did not enter a viable candidate in this race. This is just my opinion. I’m keeping it real.

Supreme Court Ruling Perceived as Setback for Workers Washington D.C.
T
he recent U.S. Supreme Court ruling the trilogy of cases, Epic Systems Corp. v. Lewis, Ernst & Young, LLP v. Morris, and National Labor Relations Board v. Murphy Oil, USA has raised concerned for the rights of low income workers. In these cases, the employers were accused of illegally withholding overtime pay or other compensation from their employees in what the employees claimed, was in violation of federal wage and hour laws. After the suits were filed, the employers successfully enforced the arbitration mandates of their employment contracts which required each employee to pursue their cases separately. The National Employment Lawyers Association (NELA) and other advocate groups who supported the workers right to ban together, included in their amicus brief allegations that the arbitration requirement included in several employment contracts today, actually work to deprive workers of what he groups defined as workers’, “Core statutory right to be free from

employer interference, restraint, and coercion when engaged in concerted activity for mutual aid or protection.” NELA claimed that forcing Individual arbitration was no substitute for collective action in an open, public judicial forum because unlike in courts of law, in a large part because arbitrators receive incentives, and as a result, are more likely to rule in favor of the employers and against the individual employee. With the Supreme Court upholding the legality of mandatory arbitration clauses, many of which include class action waiver provisions, low income workers and others will no longer be able to ban together in pursuit of judicial relief. This is because such provisions allow employers to circumvent the courts and force workers into closed-door proceedings where the arbitration deck is always stacked against them. In the wake of this Supreme Court decision, NELA and other employee advocates are forced to continued on page 18

San Bernardino Scores Big with National Association of Counties
San Bernardino - Programs that provided enhanced services to children and seniors, promoted civic engagement and encouraged literacy in San Bernardino County were among a number of groundbreaking initiatives initiated in San Bernardino County that were recently recognized and rewarded at the 2018 Achievement Awards hosted by the National Association of Counties (NACo). “It is an honor to be recognized by NACo for the work our employees do to provide top-notch services and to help empower people who live and work in our communities,” said Board of Supervisors Chairman Robert A. Lovingood in acknowledgement of the 42 awards bestowed on the county at this year’s event. Since 2010, San Bernardino County has received 284 NACo. NACo honors innovative and effective county government programs that enhance services for county residents.

Sleep: Catch More Z’s
G
etting the sleep you need shouldn’t be left to chance. Healthy sleep habits can make a big difference in your quality of life. Having healthy sleep habits is often referred to as having good sleep hygiene. Try to keep the following sleep practices on a consistent basis: Wake up at the same time each day. It is tempting to sleep late on weekends, especially if one has had poor sleep during the week. However, if you suffer from insomnia you should get up at the same time every day in order to train your body to wake at a consistent time. Eliminate nicotine, caffeine, alcohol, and other stimulants. The effects of caffeine can last for several hours, perhaps up to 24 hours, so the chances of it affecting sleep are significant. Alcohol may have a sedative effect for the first few hours following consumption, but it can then lead to frequent arousals and a non-restful night’s sleep. Exercise regularly. Regular exercise can improve sleep quality and duration. However, exercising immediately before bedtime can have a stimulant effect on the body and should be avoided.

Limit activities in bed. The bed is for sleeping and having sex and that’s it. If you suffer from insomnia, do not balance the checkbook, study, make phone calls, etc. while in bed or even in the bedroom, and avoid watching television or listening to the radio. Do not eat or drink right before going to bed. Eating a late dinner or snacking before going to bed can activate the digestive system and keep you up. In addition, excessive drinking prior to bed can overwhelm the bladder, requiring frequent visits to the bathroom. Make your sleeping environment comfortable. Temperature, lighting, and noise should be controlled to make the bedroom conducive to falling (and staying) asleep. Your bed should feel comfortable not too firm or too soft. R e d u c e stress. There are a number of relaxation therapies and stress reduction methods you may want to try to relax the mind and the body before going to bed. Examples include progressive muscle relaxation (perhaps with audio tapes), deep breathing techniques, imagery, meditation, and biofeedback.

Opioid Crisis Has Put More Women Than Ever Behind Bars Riverside
W
omen represent the fastest growing prison population in America. Nationwide, the number of women incarcerated rose from just over 13,000 in 1980 to more than 102,000 in 2016. There has been a 716 percent increase in the number of women incarcerated in the United States since 1980. According to the Sentencing Project, while the rate of arrests for drug possession or use doubled among men between 1980 and 2009, it tripled for women. The scourge of opioid abuse has only served to make the problem worse. Data shows women in state prisons are more likely than men to be incarcerated for drug and property offenses. Twentyfive percent of female prisoners have been convicted of a drug offense, compared to 14 percent of male prisoners, while 27 percent of
incarcerated women have been convicted of a property crime, compared to only 17 percent of men serving time. Interestingly, the rate of African American women imprisoned has declined since 2000, while the rate of White and Hispanic women has continued to rise. For example, between 2000 and 2016, the number of Black women held in state and federal prisons declined by 53 percent while the number of White women imprisoned rose by 44 percent. These numbers are reflective of the impact the opioid crisis is having on rural White communities around the nation. The rate of women in prison varies from state to state. Oklahoma holds the number one position in the nation with 149 females incarcerated per 100,000 women in the state. Rhode Island boasts the least number
of women incarcerated per 100,00 with 13, while in 2016, California ranked in the bottom quartile with 30 incarcerated females per every 100,000 female residents in the state. The profound increase in the number of incarcerated women nationally, is the result of what the Sentencing Project defined as, “. . . more expansive law enforcement efforts, stiffer drug sentencing laws, and postconviction barriers to reentry that uniquely affect women.� A woman’s road to recovery and rehabilitation is usually more complicated than it is for men and as a result, can also be costlier. Too often their recovery from addiction is complicated because so many women have also experienced trauma or abuse as children and/or adults.

I guess it is something I take for granted now.” Beckford acknowledged however, she and her family have not always lived in communities with such easy access to parks and said she believes being able to run and play in a park near your home is something every child should be able to do. She also shared her reservations about building parks in some lowincome communities out of an abundance of concern for safety. “I think recognizing how important it is to evaluate the criminal aspect that may exist in some areas before a decision is made to build a park is something that should be considered,” she stressed. “Of course, if you live in an area where there is a lot of crime you would have to evaluate that, because why would you want to jeopardize your children as well as yourself?” she questioned rhetorically. “On the other hand,” Beckford continued. “If you know the area is safe and the environment is nice; if you and the community have done your research regarding the area to ensure that is a safe space; and, you can trust your city and local officials to allocate the funding properly—then I would say ‘yes’ on Proposition 68.” The measure includes provisions focused on community engagement in this regard. Beckford stated her comments about trust were in relation to a history of corruption allegations that have continued to tarnish the reputations of city officials in communities across the inland region, in addition to purported corruption concerns involving the Hemet Police Department. From coastal communities to the high desert and from inland cities to mountain regions, Proposition 68 addresses environmental considerations up and down the state. Not surprisingly, anti-tax organizations like the Howard Jarvis Tax Association (HJTA) and the Central Coast Taxpayers Association oppose Proposition 68. “HJTA isn’t opposed to all bonds,” the organization noted on its website, “but we think projects funded with bond dollars should last at least as long as the debt obligation, typically 40 years. Otherwise your kids will spend their lives paying off the debt for something that is long gone.” The Legislative Analyst’s Office (LAO) estimated the bonds associated with this initiative will be repaid at a rate of $200 million per year over a period of 40 years. Although some bonds are repaid in 30 years, the 40-year repayment period is not an aberration. Despite the fiscal considerations, supporters of the legislation like Sandra Davis, a longtime resident of Riverside County, said she does not see the costs or the 40-year repayment period as a deterrent to voting “yes” on the measure. “Parks appropriately maintained can last for generations”

But, I don’t complain because I know there are a lot of people who don’t have any parks near them.” The LAO also reported that the infrastructure investments will likely save communities tens of millions of dollars each year. “On balance, we estimate that this proposition would result in savings to local governments to complete the projects funded by this bond.” Despite some opposition and considering LAO estimates, most find it difficult to argue against the need to clean up the state’s drinking water supply or improve the quality of water in the state’s streams and rivers or question the value of making necessary levee repairs to reduce future flood damage. The proposition will allocate $1.27 billion for drinking water treatment, groundwater clean-up and flood protection. As mentioned above, Proposition 68 will also support the much needed and long overdue remediation of the Salton Sea and includes a total of $1.547 billion for such conservation projects and climate change preparedness efforts statewide. Whether you are an advocate of community parks, concerned about clean drinking water, support forest restoration efforts or reside in the wildland interface and understand the impact wildfires can have on your property and/or the state’s watershed, Proposition 68 has merged these environmental concerns into what advocates and supporters claim is one of the most important propositions warranting your attention on this year’s ballot. Celebrating the History of Leer Larkins and Nosotros Laura L. Klure Contributor

nterested people are invited to an event featuring the art of Leer Larkins being displayed at the Riverside Community Arts Association gallery on Sunday, June 17, from 1-4 p.m. Born in British Guyana, Larkins who settled in Riverside in 1963, received his training as an artist from the Society of Arts and Crafts in Detroit, Michigan. He created a number of very interesting art works and used a variation of media in his creations including wood, ceramics, tempera, and watercolors. According to reports, Larkins breath of experience in the arts included his service as a U.S. Army photographer and researcher during World War II and his work as a stage set designer for an experimental theater in New York. Larkins is remembered for operating a gallery that offered beneficial social programs called Nosotros. The programs began in the 1960s and continued through the 1980s. The Nosotros Gallery offered workshops and other activities that benefitted residents of Riverside, particularly those who resided in the African-American and Hispanic neighborhoods sometimes called the East Side. The gallery occupied several different East Side locations, including one next door to an early site of the Zacatecas restaurant. Some of the Nosotros programs were focused on students. Through a variety of educational projects, Larkins encouraged them to stay in school and do well. Many Nosotros volunteers taught and assisted the students.

Washington, D.C. – Over the safety concerns voiced by Democrats, the U.S. House of Representatives recently pushed through controversial health-related legislation backed by President Trump. The bill will allow terminally ill patients access to drugs still awaiting FDA approval. The legislation gives such patients authority to bypass the agency and request drugs pending FDA approval directly from manufactures—the medication, however, must, at the very least, have at least gone through a small-scale clinical trial and is still under FDA consideration. The legislation not only faced strong opposition from Democrats, at least 75 patient advocacy groups opposed it as well, however, it enjoys strong from the president and his monied supporters.
