ast week my niece Kennedy finished her first year of college and texted a screenshot of her final grades. She proudly received all A’s. Except for, she lamented, one A- in Biology. Just like my other niece Jordan, who is currently studying in Japan after finishing her freshman year at Spelman College, Kennedy is an exceptional student. They are products of families who have high expectations and of parents who made sure they were enrolled in the best public schools with the best academic environments. Not all families of color have had the same type of educational experience. According to a poll by The Leadership Conference Education Fund, while most Black and Latino parents and families have high expectations of their children, they believe their schools do not. Many believe there is an overwhelming disparity and racial inequity in school funding. For African-Americans in particular there is a strong sense of racial inequity in both funding and school quality. And they see this lack of equitable funding as the biggest cause of racial disparities in education. It’s important to note that according to the poll these “parents and family members prioritize high-quality and well-equipped teachers, the fair treatment of students, and the opportunity to take challenging classes above all else.” The annual poll was released this week just as states across the country work to develop plans to comply with the federal Every Student Succeeds Act, enacted by President Obama in 2015. As part of these plans, states are required to explain to everyone – parents, educators, and the U.S. Department of Education – how they will remove barriers to educational success for all children. According to Wade Henderson, President and CEO of The Leadership Conference Education Fund who developed the poll to capture the beliefs of Black and Latino parents, “states are still developing plans and policies that preserve institutional inequities and impede educational success for children, particularly children of color.” We cannot allow that to happen in California. As part of the process, states are required to consult with diverse stakeholders at multiple points during the design, development, and implementation of the plan. In our state, California’s Every Student Succeeds Act Consolidated State Plan is currently in development with guiding principles designed to be consistent with our existing Local Control Funding Formula approach. The goal is to promote coherence across programs to better serve the needs of local education agencies, schools, educators, and students and recognize their diverse and multidimensional characteristics. Since June of last year the public has had the opportunity to participate in regional meetings, webinars, and surveys to provide feedback on what should be included in the State Plan. This month we all have an opportunity to give all our students the same opportunities Kennedy and Jordan had by reviewing the first complete draft of the State Plan, which can be accessed online: http://www.cde. ca.gov/re/es/draftplantoolkit.asp In addition to this formal public comment period, stakeholders are encouraged to submit comments, questions, recommendations, or letters concerning the State Plan by email to ESSA@ cde.ca.gov. NOAA Warns of Coastal Flooding in California
The National Oceanic and Atmospheric Administration (NOAA) has warned that Californians may see a significant increase in coastal flooding with greater frequency this winter. According to the agency, with today’s rising sea levels sometimes all it takes is a high tide to cause flooding. Several factors contribute to the state’s unusually high tides, including the twice daily tides, king tides (exceptionally high tides) during a new or full moon primarily in winter along the West Coast, and El Niño, which can cause changing weather patterns and warmer surface waters in the Pacific and can lead to increases in sea level. Scientists report that a rise of only ten to twenty centimeters in sea level, may more than double the frequency of serious flooding events around the world, including in California. Women’s Conference Embraces Strong Women Shiane Daima Jacocks Contributor
O
n May 20, the Just Because Women’s group held their first women’s conference at the Grace Vargas Senior Center. Patricia E. Smith, event leader and organizer, planned the event with other members of the organization. Guest speakers included: Lorna Bailey, Jamaican born (from the parish of Clarendon) an ordained minister in the Pentecostal City Mission Church in London; and Charlesetta (Hopkins) Kessee, native of Corpus Christi, Texas, a mother and active member of Bethany Baptist Church in Los Angeles. What started as a group of five friends grew into an organization of thirty members from around the world. Both men and women came from London for this innovative, community building event. The conference included lunch, workshops, and other entertainment on the theme “time to focus.” It asked, “Who stole my quiet time?” Keynote speaker Kessee discussed common distractions that prevent individuals from dedicating time to focus on themselves and God. The group’s objective states: “We measure our success by the growth and the cohesiveness of the group. We pray and embrace each other with love and harmony. . . There is nothing more powerful than caring for people to venture to motivate each other and help other people who are in need. ‘Just Because,’ is an opportunity to interact with colleagues and talk about important issues.” “You don’t see this often, an all-women’s group. There are a lot of men’s groups, so it’s good to see more of this,” Michael Stewart, a video and photographer crew member, commented. The Just Because Women’s group is currently laying the groundwork to see where their project may lead. To build upon their effort, they plan to become a non-profit organization and host another conference. Winsome, one of the event leaders, stated she wanted more people to be involved to help make that happen. She later discussed strong women, important women from the bible, and that all
women are created equal—the elite, educated and uneducated, housewives and peasants, “No one is ‘better than’ in the sight of our Creator and we are empowered at all levels,” she stated.

Trump Actions Could Have Dire Consequences for California Washington, D.C.-Last week, the nonprofit organization Ed Source reported that under the recently released Trump budget proposal, California would lose $400 million in federal funding for K-12 education.
The programs in question are funded through the U.S. Department of Education, an agency targeted for a $9 billion dollar cut in the president’s proposal. If approved, California’s K-12 federal allocation would be reduced from the approximately $4 billion received in 2016-17 to $3.64 billion in 2017-18. The proposed cuts would become effective in October. As proposed, Trump’s budget would impact every part of the government and have serious repercussions for the nation’s poor as it also makes dramatic cuts to both Medicaid and Food Stamps. In addition, last week, the Congressional Budget Office (CBO) released its score of the president’s American Health Care Act. The CBO confirmed it would cause 23 million people to be uninsured and one in six Americans would lose protections for preexisting conditions.

Music Therapy for Healing
I
t's almost impossible to find someone who doesn't feel a strong connection to music. Even if you can't carry a tune or play an instrument, you can probably reel off a list of songs that evoke happy memories and raise your spirits. Surgeons have long played their favorite music to relieve stress in the operating room, and extending music to patients has been linked to improved surgical outcomes. In the past few decades, music therapy has played an increasing role in all facets of healing. Music therapy is a burgeoning field. Those who become certified music therapists are accomplished musicians who have deep knowledge of how music can evoke emotional responses to relax or stimulate people, or help them heal. A growing body of research attests that music therapy is more than a nice perk. It can improve medical outcomes and quality of life in a variety of ways. In controlled clinical trials of people having colonoscopies, cardiac angiography, and knee surgery, those who listened to music before their procedure had reduced anxiety and a
reduced need for sedatives. Those who listened to music in the operating room reported less discomfort during their procedure. Hearing music in the recovery room lowered the use of opioid painkillers. Music therapy can help people who are recovering from a stroke or traumatic b r a i n injury that has damaged the left-brain region responsible for
speech. Because singing ability originates in the right side of the brain, people can work around the injury to the left side of their brain by first singing their thoughts and then gradually dropping the melody. Listening to music reduces anxiety associated with chemotherapy and radiotherapy. It can also quell nausea and vomiting for patients receiving chemotherapy. Music therapy has been tested in patients ranging from those with intense acute pain to those with chronic pain from arthritis. Overall, music therapy decreases pain perception, reduces the amount of pain medication needed, helps relieve depression, and gives people a sense of better control over their pain. Because the ability to engage with music remains intact late into the disease process, music therapy can help to recall memories, reduce agitation, assist communication, and improve physical coordination. Next time you face a challenging medical exam or healing stint, grab a pair of headphones, choose your favorite songs and let the healing begin.

Officers Cleared in 2015 Shoot-out with Terror Suspects San Bernardino
T
he officers involved in a shootout that left two terrorists dead on December 2, 2015, in the wake of the attack in San Bernardino, were officially cleared by the District Attorney’s office last week. Subsequent to the massacre at the Inland Regional Center that left 14 people dead and 22 injured, terror suspects Syed Rizwan Farook and his wife, Tashfeen Malik, were pursued into a neighborhood of homes and warehouses, where a gun battle erupted between twenty-two police officers from various agencies and the suspects. The shoot-out took place along San Bernardino Avenue between Tippecanoe Avenue and Mountain View Avenue in San Bernardino. The scene was described in the report as chaotic, reading, “During the shootout, the suspects fired about 80 rifle rounds and 1 handgun round and law enforcement fired about 440 rounds from rifles, shotguns, and handguns. “Numerous unexpended rounds of ammunition, fired cartridge casings, fired shotgun shells, and bullets and bullet fragments were discovered inside and around vehicles, on the streets, and in residential yards. Multiple nearby homes and civilian cars were struck by bullets.” When the gunshots ceased, Farook and Malik lay dead. Autopsy reports revealed Farook had 27 gunshot entry wounds. The bullets entered his chin and neck, chest, thighs, legs, arms, feet and buttocks. Malik, who never exited the vehicle, succumbed to a combined 15 gunshot wounds.
Both terror suspects were heavily armed. Clearing the twenty-two officers involved in the shootout, the report read, “. . . use of deadly force was a proper exercise of his right of selfdefense and the defense of others and therefore his actions were legally justified.” The report determined, “The officers involved in this incident demonstrated an extraordinary amount of bravery. Decisions made by the officers involved in following the suspects and attempting to stop them certainly saved more innocent lives.” It continued, “Faced with two heavily armed suspects who had already executed fourteen innocent unarmed civilians and critically injured twenty-two others, the officers involved put their lives at risk to prevent what may have been a second mass shooting as evidenced by the fact that the suspects appeared to be driving back to the IRC area and had reloaded.” In the final analysis, despite the fact that the suspects were heavily armed and “completely reckless in shooting at law enforcement on a crowded residential street,” no additional civilians or law enforcement were killed thanks to the efforts of local law enforcement. UCR Partners with SoCalGas for a Cleaner, Healthier Future Riverside

O
n May 17, Southern California Gas Corporation (SoCalGas) established a new Center for Renewable Natural Gas at the University of California, Riverside. SoCalGas, headquartered in Los Angeles, is the largest natural gas distribution entity in the United States. According to the agency, it provides clean, safe, affordable, and reliable natural gas service to 21.7 million customers in Central and Southern California. “Renewable gas can play a key role in reducing greenhouse gases and meeting California’s renewable energy goals,” said Lisa Alexander, Vice President of Customer Solutions and Communications for SoCalGas. “In California, the agriculture and waste industries produce a great deal of methane that could—and should—be used as renewable gas to heat homes and fuel power plants and near-zero-emissions trucks.” SoCalGas believes that, like electricity, natural
gas can be made from renewable sources. The Center will focus on improving technology and removing barriers to increase renewable gas use in California, among other goals. Research will be
conducted on renewable natural gas production, storing that energy, and increasing its use in heavyduty transportation. It will also focus on market and policy issues, as well as identify sites for additional
projects. SoCalGas has served communities in California for 150 years. According to company officials, it is committed to spending six billion dollars over the next five years to modernize and upgrade its gas infrastructure, while also reducing methane emissions. Proposed Cuts Threaten Inland Area Elderly, Disabled, and the Poor S. E. Williams Contributor

s news of the Trump administration’s 2018 budget proposal shot across the country, many in the inland region braced themselves for the unimaginable cut-backs—some feared the cuts could be a life-altering, and even life-threatening, reality. The president’s plan called for massive cuts to Medicaid, the government-run health program that primarily provides insurance to low-income seniors, people with disabilities, pregnant women, and single parents. The proposed budget would cut $627 billion from Medicaid programs over the next 10 years. Add nearly $880 billion in additional cuts to Medicaid in the president’s proposed American Health Care Act— touted as his replacement to Obama care—and one is forced to realize the nation’s senior, poor, sick, and disabled now face the threat of a combined $1.4 trillion in cuts to services many depend on for basic survival. The president proposed these cuts even as the Pew Research Center had already noted that roughly “10,000 Baby Boomers will turn 65 today and every day” through 2030 and stressed that this aging generation will “dramatically change the composition of the country.”

F E A T U R E Further, the U.S. Census Bureau reports that 6.4 million Americans over sixty-five currently live in poverty, dramatizing growing concerns related the president’s proposals. As the nonprofit organization Talk Poverty stressed, “That’s 6.4 million of our mothers, fathers, uncles, aunts, grandmothers, and grandfathers who struggle daily to afford food and rent, to access needed health care and long-term services and supports, to remain connected to their families and their communities.” This is especially true of women. Nearly double the number of women live in poverty than men—even more so for women of color. Nearly 20 percent of older Black and Hispanic women in America live in poverty. The number of women who live in extreme poverty has increased by 20 percent since 2011, defined by the United Nations as “a condition characterized by severe deprivation of basic human needs, including food, safe drinking water, sanitation facilities, health, shelter, education and information.” There are few places in America where the impact of the president’s Medicaid cuts will be felt more severely than in California, particularly in the inland region. Many economists consider the California Poverty Measure (CPM), a joint research effort between the Public Policy Institute of California and the Stanford Center on Poverty and Inequality, as a comprehensive approach to gauging poverty in the state. According to CPM, in 2014, more than 20 percent of Californians lacked the requisite resources to meet their basic needs. Overall, nearly four in ten Californians live at or near the poverty level. Of course, poverty rates vary by county and region. Poverty rates (averaged 2012-2014) in the Inland Empire counties of Riverside and San Bernardino were 19.7 and 19.4 percent, respectively. The area’s high poverty rate explains why, according to the California Department of Health Care Services, the number of inland area residents “certified eligible” for MediCal (California’s Medicaid program) in March 2017 exceeded 2.6 million—this included 845,089 residents in Riverside County and 883,084 residents in San Bernardino County. According to the agency, “certified eligibles” do not include individuals who may be eligible to enroll in the program, or are in the process of becoming a certified eligible, but have not enrolled.

The social safety net provided by Medicaid is essential to many of these residents, and research indicates poverty would be even higher without it. Estimates from the 2014 CPM indicated poverty in the inland region would increase by a projected 10.5 percent without it. The president’s proposed cuts to Medicaid are contrary to promises he made to supporters during his presidential campaign. Certainly, the cuts proposed will have a devastating impact
full-time and another 25 percent work parttime, yet they do not make enough to adequately provide for themselves and their families. This is a clear indication that the minimum wage has not kept pace with the cost of living. Yet, the president and his supporters staunchly oppose a federal increase in the minimum wage. Retired Hemet resident B. Beckford cares for her bed-bound elderly mother with the combined assistance of Medicare and Medicaid. When asked about the impact of these proposed cuts on her ability to care for her mother, she replied, “We would not be able to afford her medical supplies without that help. My mom has been in and out of the hospital in recent years. MediCal [Medicaid] also pays about 20 percent of her hospital bills—that would also be affected by the cuts.” Beckford stated that she and her extended family will do whatever they can to provide for her mother’s needs, including around the clock care, but admitted without the Medicaid safety net, the cost of her mother’s medical needs would be insurmountable and could impact her level of medical care. The cuts would pose an extreme hardship for the Beckford family and could be even more devastating to the many elderly who have no extended family to help if safety nets are pulled from beneath them. Although pundits have attempted to reassure nervous Americans that, historically, a presidential budget is merely considered a wish list of the president’s priorities and they should not worry, this president has continued to defy conventional norms. As a result, the future of care for Beckford’s mother and millions like her across the nation now rests with members of Congress. Those who oppose these cuts desperately hope Congress will provide a bulwark against the devastation that would result from such drastic measures of austerity at the expense of the nation’s poor and vulnerable, merely to redirect those savings to provide tax advantages for the wealthy. Americans of good conscious are called upon to ask themselves where they stand on this important and life-altering issue, and to ask the same of their congressional representatives.

In addition, there are many who think the proposed cuts are warranted based on a mistaken belief that, “If they would just get a job, they would not need to rely on the government for help.” But, the reality is that 78.9 percent of poor Californians live in families (excluding those made up of the elderly) where at least one adult is working. his is the final chapter on charter schools and their impact on our nation’s school-aged children. What better way to end this series than by completing an interview with the founder of one of California’s most successful charter school systems—Margaret Fortune. Last week, the Voice/Black Voice News began a discussion with Fortune School President and CEO Margaret Fortune. Her father established Project Pipeline, now known as the Fortune School of Education (FSE) in California in 1989, and in 2010, under M. Fortune’s stewardship, FSE opened its first charter school, the Hardy Brown College Preparatory Charter School in San Bernardino. Since 2010, FSE has grown to include six K-8 schools, and will open its first high school in the city of Elk Grove in Sacramento County, California this fall. The FSE system has a proven model of achievement for all schools, particularly those serving African American students to successfully help close the achievement gap experienced by Black students across the nation. Fortune Schools’ student performance results speak for themselves. It is ranked in the top ten of all schools (traditional public and charter public) in the state among those with a student population that is at least 50 percent African-American and serve 50 percent or more students qualified for free and reduced lunch. At a time when national media is replete with reports of charter school closures, including 272 nationally in 2015-16 (at least 32 in California), charter school advocates are encouraged by success stories like FSE. When asked about charter school closures, Fortune explained that charter schools mean different things in different states. Here in California, charter schools are held to the same standards, including audits and fiscal reporting, as the state’s public schools. She added, “If you fail to meet the performance standards, your school will be closed.” Charter school laws in California are designed for charter schools to

be around as long as they perform, Fortune explained. “So, I would expect to see charter schools close sometimes.” She added that there are many factors that could lead to a school closing, including a school’s authorizer deciding a school is not meeting standards, and therefore decide against its renewal. “It is important for authorizers to have high standards,” she affirmed. There are, however, reasons beyond performance that can lead to closure. “Sometimes, they can’t recruit enough interested students and close due to a lack of interest or close due to a lack of demand,” Fortune explained. “This is the power of the model of people voting with their feet—competition raises all boats—that’s the intent.” She added, “The closure is contemplated when you write your proposal.” She explained that when a proposal is submitted to open a new charter school, it must include a process explaining how the school will be closed if it is later determined the school is not sustainable. Although several charter schools have closed, more continue to open. During the 2015-16 school
year, more than 400 new charter public schools opened nationally, including 80 in California. It has been more than twenty years since the first public charter school opened in the state, yet, the debate between traditional and charter public schools persists. “I think there will continue to be conflict between charter schools and the teacher’s union,” Fortune conceded. “Because, they [charter schools] threaten the position of traditional public schools.” According to Fortune, of the state’s 13 top performing schools, 12 of them are charter schools. “I think as long as unions feel threatened by parents having choice and walking away from under-performing schools, there is going to be conflict; but, I also think charter schools are a permanent part of the landscape in California.” Many have raised concerns over the appointment of Betsy DeVos to Secretary of Education in the Trump Administration and what her appointment could mean for the future of public education, both traditional and charter. “Vouchers were voted down twice in California,” Fortune explained. “Charter schools don’t

support for-profit schools and I have sponsored legislation to ban for profit-schools in California.” Fortune is clear about the mission of charter schools as a viable option for free public education. It is also evident from FSE results that, as a charter school system, it holds itself to a high standard of accountability. Fortune expressed pride in the space for innovation, accountability, and parent choice FSE has created. “Our focus is on preparing students for college, starting in kindergarten,” she said. Also, Fortune confirmed, although FSE schools like the Hardy Brown College Preparatory School are open to all students, it remains focused on closing the achievement gap experienced by African American students who were historically underserved. “My proudest moments are walking through my school and seeing African American children engaged and enjoying learning,” Fortune shared. “I’m extraordinarily proud of the teachers who are the making it possible. It is the proudest thing I’ve ever done.”

Health Warning: Tuberculosis Diagnosed at Two Hospitals in Riverside County—Officials Urge Testing Riverside
C
ounty health officials are scrambling to identify who was exposed to tuberculosis at Hemet Valley Medical Center and Parkview Community Hospital after some hospital employees at both facilities were diagnosed with an active form of the respiratory illness. Two employees at Hemet Valley Medical Center and one at Parkview Community Hospital are undergoing treatment and expected to make full recoveries. Those involved were not identified by officials. According to public health experts, there is no indication the cases are related. Officials have yet to determine how the individuals contracted the illness. Riverside University Health System-Public Health and the hospitals are notifying more than 2,000 staff members and patients who may have been exposed to the disease. Those

notified are urged to be tested for tuberculosis (TB) through their health care provider. Hemet Valley has made special arrangements for free TB testing of individuals seen at its hospital. Dates and times will be included in the notification letters. About 900 notifications are being sent from Hemet Valley and more than 1,200 from Parkview. Those who test positive will
be referred for an x-ray and evaluation for appropriate treatment. Those who do not receive a letter are not considered at-risk for TB exposure. According to Riverside County Public Health Officer Dr. Cameron Kaiser, “The risk of transmission is low, but TB can still be a serious illness. If you receive notification you may have been exposed, getting tested promptly will ensure any risk you have is dealt with quickly.” TB is spread through the air during prolonged, repeated, and close contact with an individual infected with active tuberculosis. Left untreated, it can result in serious complications. Symptoms include a productive cough, unexplained weight loss, fever, and fatigue. Not everyone infected with TB becomes sick. A person with inactive or latent TB cannot spread it to others.

Courtyard Shakespeare Festival The Courtyard Shakespeare Festival returns for its second season at California Baptist University with productions of Julius Caesar and Taming of the Shrew running in repertory.
