The Extraordinary Efforts of a United & Passionate Citizenry

T

his week I opened an email from Ken Grossi, the head archivist of the Oberlin College Library in Oberlin, Ohio reminding me that it’s almost time for our annual Underground Railroad visit. I love visiting Oberlin for many reasons, but in particular because of its passionate citizenry and its history of action and civic engagement. I never grow weary of hearing about it. As our Inland cities continue to struggle with the challenges of citizen-led transformation and change, I thought I’d offer a little history lesson on the city that has been called “the town that started the Civil War.” Towards the middle of the 19th century, Oberlin, which is located in northern Ohio, became a major focus of the abolitionist movement in the United States. The town was conceived as an integrated community with an integrated college, the first integrated college in America. It is also the oldest continuously operating coeducational institution in the US. The city and the college have long been associated with progressive causes. City founders bragged that, “Oberlin is peculiar in that which is good.” In 1834, in response to a series of slavery debates at Cincinnati’s Lane Theological Seminary, the trustees of the Cincinnati school voted to prohibit antislavery agitation among its students and faculty. As a result, the “Lane Rebels”, a group of about 50 students left the school and were invited to join the Oberlin campus. The rebels agreed under three conditions: that Oberlin accept students regardless of color, that Oberlin respect students’ freedom of speech, and that Oberlin not “interfere with the internal regulation of the school.” Oberlin College agreed to all three conditions. By 1852, the town of Oberlin was an active terminus on the Underground Railroad, and thousands had already passed through it on their way to freedom. This effort was assisted by an Ohio law that allowed fugitive slaves to apply for protection from extradition back to the southern states from which they had escaped. In 1858, a newly elected Democratic state legislature repealed this law, making fugitives around Oberlin vulnerable to enforcement of the Federal Fugitive Slave Law, which allowed southern slave-catchers to target and extradite them back to the South. This situation reached a climax with the Oberlin-Wellington Rescue, a pivotal moment in the town’s history when a fugitive named John Price was captured by federal officials and held in neighboring Wellington, Ohio. A large group of Oberlin residents, consisting of both White and Black townspeople, students and faculty, set out for Wellington to release Price from his captors. The men took Price back from the arresting US Marshall, and eventually smuggled him to Canada, but the authorities were not content to let the matter rest. United States President James Buchanan personally requested prosecution of “The Rescuers.” Thirtyseven were indicted and two were convicted. The rescue sparked major protests in Northern Ohio and gave an unprecedented boost to the anti-slavery party during the 1860 State elections. The governor of Ohio wrote to the new Republican President Abraham Lincoln urging him to repeal the Fugitive Slave Law. While Lincoln declined this request, his decision did little to prevent a number of Southern states from seceding, and America was soon embroiled in the Civil War. A few days after Mr. Grossi’s email I received a call from Thelma Quinn Smith, a fifth generation Oberlinite. At almost 94 years old Ms. Thelma is still passionate about the town she calls home. She called first to find out what day we would arrive in Oberlin and then to talk about her family research project she just finished, and finally to share just how nice the 150th anniversary ceremony of the Westwood Cemetery turned-out. The cemetery, where Civil War soldiers and Underground Railroad operatives are buried, is one of the places we visit during the tour. It is there we hear the stories of how passionate the citizens of the town as they fought for what is right, just, and to quote its founders, “that which is good.” Paulette Brown-Hinds, PhD Photo by benoitmalphettes.com

The 4th Annual Inland Empire High School Black Graduate Recognition Ceremony San Bernardino

O

n Thursday, May 15, 2014 at the Santos Manuel Student Union on the campus of California State University San Bernardino, Youth Action Project (YAP), Black Voice Foundation, Young Visionaries and Buffong Consulting Solutions came together to present the 4th Annual Inland Empire High School Black Graduate Recognition Ceremony. The evening was filled with cultural celebration, community connectedness, and ended with a mantra from the students who pledged to continue to support each other, be responsible family members, and become leaders within the Inland Empire. inthenews AmeriCorps Paints E. Neal Roberts Elementary With The ‘Power of Learning’

San Bernardino

I

n recognition of AmeriCorps Week 2014, First 5 San Bernardino AmeriCorps members left students at E. Neal Roberts Elementary with a message of hope on their school grounds. First 5 San Bernardino AmeriCorps, San Bernardino City Unified School District, and Hope Through Housing, volunteered 40 hours to paint a mural designed by Luis Soto and Alex Aguirre called “The Power of Learning”. The mural depicts an open book with the words “Hope” and Spanish translation ”Esperanza”, crowned with the school’s koala bear mascot, and symbols for the alphabet, math, science, and music. A music teacher, doctor and an astronaut stand as icons for career aspirations. AmeriCorps members participate in AmeriCorps Week annually by selecting an activity such as short-term service projects, in an effort to highlight contributions that AmeriCorps members bring to communities that are often overlooked. In addition to volunteering to service projects like school improvements and community gardens, they spend time inside classrooms as school readiness coaches for San Bernardino

County Preschools. The First 5 San Bernardino AmeriCorps team including Diana Yegge, Ernesto Beltran, Liliana Ferrer, and Victoria Arce, actively pursue community service projects that align with the National AmeriCorps to facilitate in the County of San Bernardino. The opportunity to paint the mural came about through participation in a Healthy San Bernardino collaborative meeting, which connected First 5 AmeriCorps member Ernesto Beltran, and Brittany Estrada of Hope Through Housing. Upon meeting with principal Beatriz Gonzalez of E. Neal Roberts Elementary, she agreed to the idea

and welcomed the project at her site. AmeriCorps was not alone in their effort to get the mural painted. Students, parents, school staff and friends of the AmeriCorps members applied chalk, spray paint and about 10 gallons of paint over the mural to see it completed. They had the opportunity to leave their personal mark with handprints, framing the school’s new quad area stage mural. “To see the joy in the faces of the students when they saw the mural completed is beyond any monetary payment I could receive,” said muralist Alex Aguirre, who contributed his talents to the project. Those sentiments were echoed from many of the participants in the project. Those with personal connections to the school had desire to have an impact and an opportunity to give back. CHP Looks To Hire Officer Candidates During Four-Day Application Period Sacramento

T

he California Highway Patrol (CHP) will accept applications in July from individuals interested in a career as a CHP officer. The CHP is looking to hire cadets from a pool of applicants to fill vacant officer positions throughout the state. “We are looking for members of our communities to join one of the most well-known law enforcement agencies in the world,” said CHP Commissioner Joe Farrow. “The CHP is looking for men and women who represent the diverse communities that we serve to provide the highest level of Safety, Service, and Security to

the people of California.” Applications will only be accepted online during a four-day period beginning at 8 a.m. on Monday, July 7, and ending at 5 p.m. on Thursday, July 10, 2014. This brief application period marks the first time this year the CHP has accepted applications. inthenews Peter McPherson Says Public Universities are Doing the Heavy Lifting of Higher Education Riverside

By Kris Lovekin eter McPherson, the president of the Association of Public and Land-grant Universities (APLU), said 80 percent of the children of the richest families in America earn college degrees, while only 10 percent of the children of the poorest families do. That inequity is a real problem for the nation, and it is a problem being tackled by the large public research universities, McPherson said during a symposium Friday, May 30 at UC Riverside. He said members of the APLU teach 64 percent of the college students in the U.S. “UC Riverside, by itself, serves more students eligible for Pell grants than all of the Ivy League put together,” said McPherson, a leading voice in

America on the needs of public higher education. Federal Pell grants go to low-income students. He said he was impressed by UC Riverside’s success in graduating students from all walks of life at the same rate. “I hope you know how unusual that is,” he said. He lauded the campus for including 55 percent of its undergraduates in the research process. “He is a humble man and a true personal friend,” said UC Riverside Chancellor Kim Wilcox as he introduced McPherson as the third and final speaker in the 2014 Chancellor’s Symposia on the Future of the American Research University. He listed McPherson’s varied career, from the Peace Corps, to special assistant to President Gerald Ford; head of USAID; Deputy Secretary of the Treasury Department; president of Michigan State University and Chairman of Dow Jones.

Since government is decreasing spending for public universities, creativity will be key in lowering the cost of college, McPherson told an audience of about 150 people, mostly UCR faculty and administrators. Technology, including online classes, will help. “We know that online classes can produce learning,” he said. And we know that technology is getting better, but we don’t have the scale yet.” He also pointed out the need for a more streamlined approach to advising and tracking student success. “With all that we know about learning, we have no reason NOT to be applying it.” He said public research universities need to do a better job of convincing the federal government to compensate the universities for all the research that contributes to innovation and economic growth.

he world of alternative medicine is vast, ranging from Chinese medicine to massage therapy. Alternative medicine practitioners do not prescribe drugs or perform surgery, instead relying on herbal and holistic remedies as well as acupuncture and massage. Nearly 40 percent of adults report using complementary and alternative medicine, also called CAM for short. Doctors are embracing CAM therapies, too, often combining them with mainstream medical therapies. Exactly what’s considered complementary and alternative medicine changes constantly as treatments undergo testing and move into the mainstream? There are many fields of alternative medicine available: Chinese medicine Acupuncture

Massage therapy Herbal medicine Naturopathic medicine Indian Ayurvedic medicine Homeopathic medicine Yoga The basic foundation of alternative medicine is simple: bring harmony to the body, mind, and spirit in order to promote health. This idea of balance is as old as the healing arts themselves. The practice of balancing the body’s natural energies can be found in the healing traditions of the Chinese, Indian, and Native American cultures. Those practicing alternative medicine have a strong belief in nature and the body’s ability to heal itself. Doctors in the field of alternative medicine concentrate on illness prevention as much as they treat specific illnesses. They counsel their patients on what sort of lifestyle changes they need to make in order to decrease

the risk of illness. While Western doctors and surgeons treat the body as a conglomeration of organs and systems, alternative medicine doctors look at the body, mind and spirit as a whole. Western medicine focuses on the belief that bacteria and viruses cause disease, while alternative medicine doctors focus on the patient’s entire internal condition, including state of mind and emotional balance.

An audience of over 700 supportive family members, educators, and dignitaries came to support nearly 200 students as they were awarded Kente Stoles that symbolized academic excellence, community leadership, and personal responsibility. There were eight $500 scholarships awarded to deserving students based on essays, GPA, community service, and recommendations. Carolyn Tillman was awarded the Dorothy Inghram Award which embodies a celebration of youth, accomplishment, and culture through the advancement of higher education among underserved populations. This individual is a drum major for connecting and creating opportunities for students of the Inland Empire to ensure their success in college and to develop their leadership potential. inmyopinion San Bernardino Charter Reform Must Happen Now - Part 2

L

ast week I discussed why the city of San Bernardino needs charter reform now and why Section 186 of the city charter, in particular, must be modified to allow city leaders and managers the ability to better manage the city’s Hardy L. Brown business. I specifically focused on the city’s fire department, who along with the police department, comprise between 68 and 72 percent of the city’s total budget. I singled out the firefighters, in particular, because they have utilized Section 186 to demand pay raises while other departments have been forced to cut salaries. Even the police officers negotiated in good faith on “give-backs” during the city’s financial crisis. This week I want to explore how we use our fire department and fire department resources. When it comes to 911 calls for service according to the latest Fire Department Incident Counts Report in 2013, 3 percent or 1,030 calls were for fires, 87 percent or 25,866 were for Emergency Medical Service, and 9 percent of 2,784 were for other issues. The numbers were almost identical in 2012. The evidence is very clear that Emergency Medical Service with a steady number of 87 percent is in a greater demand by citizens of San Bernardino and in my opinion should operate independently of the fire department. It would be a cost savings to the city by not having a fire engine go out on a medical emergency call, when the medical technicians are going to be there

anyway. It is the medical team with the training, equipment, and resources that communicate with local hospitals and ambulance services to transport the patient. All 911 calls begin with the question, “what is the nature of your emergency?” This is so they can send the proper services to assist the caller. It is clear from the data that the medical emergency technician with the ambulance is the one who gets the work. From my own personal experience of having to make 911 calls for myself, I did not need a fire engine with four firefighters to be there to stand around. During my emergency calls the responding firefighters did not provide any assistance to me. It was the EMS technician

that took care of my needs and transported me to the hospital. Twenty-five years ago, I needed the fire department services because of a gas spill in the garage and the fire department was needed to wash down the garage because of an explosion hazard. To me that was an appropriate use for the engines. It is equally clear to me that charter reform is needed in order to give our elected officials and management the tools needed to operate the financial affairs and services expected by the citizens. In my opinion beginning with section 186 will help accomplish all three with other changes to follow.

pointofview Protecting Students and Saving Taxpayers Money

R

ecently, news came out that a for-profit college had admitted a 37-year-old man who was at a third grade reading level to its criminal justice program, resulting in a librarian at the college resigning in dismay. This lack of consideration for the academic well-being and ability of admitted students is yet another example of how far for-profit colleges are willing to go to maximize profits. For-profit colleges are a detriment to America’s system of higher education. This multi-billion dollar industry devotes more of its revenues to profit than to academic instruction, capitalizing on federal financial aid as its major revenue source. These institutions enroll 13% of all post-secondary students, yet receive about 25% of federal student loans and Pell Grants, and account for almost half of all federal student loan defaults. It is for these reasons that I believe for-profit colleges need more scrutiny and regulation to ensure that they are actually providing our students with the education they are looking for and need, instead of leaving them straddled with unsustainable debt and worthless degrees. Many cite the importance of access to higher education. As a former high school teacher, however, I believe we can do better. I believe in access to quality higher education – education that will actually serve our students for the future. The Department of Education recently proposed a new “gainful employment” regulation, which will require nearly all programs at for-

profit colleges and vocational programs at all post-secondary schools to meet two thresholds related to students’ debt to earnings ratio and cohort default rate. I believe this is a step in the right direction for our students in post-secondary education. These new guidelines would ensure that institutions that are receiving federal financial aid are actually providing their students with the skills and education they need at a price they can afford. The gainful employment regulation will also protect taxpayers. For-profit colleges can receive up to 90% of their revenue - $33 billion a year - from taxpayer-funded federal student aid, but again, nearly half of all federal student loan defaults are from individuals that were enrolled in for-profit colleges. While the Department of Education’s proposed regulation is a step in the right direction, I would like to see it go farther. The final rule should set high standards for career education programs for which students have to borrow financial aid, eliminate loopholes for programs with high borrowing and dropout rates, reward low-cost programs that do not require most graduates to borrow, and end funding for career education programs that consistently target and recruit students for their federal aid dollars and leave them with high debts they are unable to repay. One thing is clear: We need to protect our students from these deceptive and exploitative practices. Our students deserve meaningful education that will prepare them for the future.

With Mayor Owings Ousted, Recall Supporters take aim at Councilmembers Baca and Gutierrez

t felt like David versus Goliath. The odds were stacked against them – and they knew it. Their donor base was small in comparison to the big-money Political Action Committees (PAC) that poured hundreds of thousands of dollars into their bid to save Mayor Tom Owings from recall. This election, however, couldn’t be bought. According to Alicia Espinoza, a founding member of the Concerned Citizens of Moreno Valley, the group scrounged up $19,000 to finance their recall efforts against Owings last year. She credits the rest of their victory to fervent support from local voters exhausted by political impropriety. “We were pinching our pennies. We were recycling cans and plastic bottles. All of us invested in very different ways,” said Espinoza. “I think this recall will change the dynamics of our politics if you want to be an elected official. They are not going to be king makers. They’re going to be here to serve the people, and if not, they are going to be recalled.”

On June 3, the group’s recall wishes were fulfilled as voters rescinded Owings from the City Council. Owings’ removal from the council was the first part of a long, arduous battle to level politics in Moreno Valley and restore the city’s tarnished image, said Espinoza. With Owings gone, recall supporters swiftly turned their attention back to Baca. Baca, who is Mayor Pro Tem, is most likely to succeed Owings, which has left recall supporters uncomfortable in the meantime. A group called “Residents Ending Corruption and Lies” turned in petition signatures to recall Baca to the City Clerk on Monday. Baca was served a notice of intent to recall in January. The City Clerk approved a petition to recall Baca on Feb. 10. Calls seeking comment from Baca were not returned. George Price, the city’s former parks and recreation director, overcame five contenders to be elected to the Council June 3 to replace Owings’ seat. Price garnered more votes than Jose Garcia, Omorefe Igbinosa , Carlos Ketcham,

Brian Lowell, and Susan Gilmore Owings, the former mayor’s wife. Price will complete Owings’ term, which would have ended in 2016. Another City Councilmember will be appointed Mayor to replace Owings’ seat. Last year, recall supporters made their intentions to unseat several city councilmembers very clear, including Baca, Molina, and Former Councilman Marcello Co. Co escaped a potential recall bid when he resigned from his seat following his arrest and conviction on unrelated fraud charges. “Our plan was to go after everyone,” said Espinoza. “We didn’t do all of (the city councilmembers) at the same time. The group had strategically decided, do one at a time.” “Because there are so many different districts, it’s very hard to find volunteers. I can’t image doing 3 recalls at the same time with such low volunteers. With Baca, we had about 9 volunteers and 5 walkers, and the rest were at the recall tent on Frederick and Cottonwood.” According to Espinoza, since Feb. 10, volunteers canvassed District 5 to collect signatures and support from residents. Moreno Valley had been mired in accusations of corruption and unscrupulous activity for several years before reaching a fever pitch last year when Owings became the subject of a political corruption investigation by the FBI and representatives from the Riverside County District Attorney’s office. The homes of Owings and several other councilmembers, including Councilwoman Victoria Baca, were subsequently searched by investigators. Iddo Benzeevi, president of Highland Fairview, a warehouse development company, was also the target of office search by investigators. Benzeevi had been accused of corruption-related ties with Moreno Valley City Councilmembers. Councilman Yxstian Gutierrez is currently facing a lawsuit to remove him from office. Gutierrez was appointed to the City Council to replace Co. “This whole recall was a prelude of the FBI Investigation. The purpose of doing the recall was to send a message to every elected official that we the people will no longer be supporting special interest groups. You will not support developers, you will serve the people,” said Espinoza. Recall proponents like Espinoza are hoping a successful recall of Owings, who represented District 3, could bring a fresh start to Moreno Valley politics. Denise Fleming, Ed.D, Vice President of the Moreno Valley School Board, considers herself a proud resident who has lived in the city for the past 25 years. While she too is hopeful Moreno Valley politics will be reset by the ongoing recall effort, she also believes the leadership needs to be emphasized. Fleming has had to cultivate resources and

build grassroots coalitions without city council support. With the help of the local NAACP and National Black Women’s Council, they have been able to develop small scholarships, create health programs, including drug and alcohol abuse education. “We do this with no backing from the city itself because we don’t get that support from the city,” she said. Fleming says Moreno Valley is in need of “visionaries” to lead the city forward. “I love the city. I think it’s a wonderful city with great potential and you see that when a small entity is able to take on a large dynamic with a recall. It’s special here because you won’t see that in every city,” said Fleming. According to Espinoza, changing the landscape of Moreno Valley requires a strong stance against the ideas that don’t improve the lives of residents, such as excessive warehouse development. “Our residents deserve more than a bunch of warehouses. Just because we have a lot of minorities here doesn’t mean we don’t deserve better. We have a voice that will be heard … and we do vote.” The recall of Baca is likely to be added to the voter ballot in November.

s part of a $4 million donation by the San Manuel Band of Mission Indians, Claremont Graduate University (CGU) will expand the San Manuel Tribal Administration Certificate Program adding another year of advanced courses. This latest contribution by San Manuel makes for a combined total of $7.4 million donated by the tribe to an endowment at CGU for the program, which provides training and education for tribal management and employees. This program is the only one of its kind in the country. To commemorate the program expansion, San Manuel Chairwoman Lynn Valbuena and Secretary Ken Ramirez were joined by graduates of the program to present to CGU President Deborah Freund a check at the San Manuel Indian Reservation on May 30 for the advancement of training, practicums and courses for the program. Gloria Negrete McLeod (D-Montclair) recently recognized public safety personnel throughout the 35th Congressional District at her annual “Public Safety Officer of the Year” event in the city of Montclair. “The purpose of this event was to identify and award those who work every day in keeping California’s 35th Congressional District safe,” said Rep. Negrete McLeod. “They are sworn police officers, firefighters or supporting staff who have one thing in common which is all those honored have made a commitment in serving their communities. “ Nominations were submitted to Rep. Negrete McLeod’s office by local police and fire chiefs, administrative staff, and members of the community. The public safety personnel selected for this award were: Silviane Canaff Evans, Management
