’m not a historian, but I do love history. And I often feel there are moments where the past, to quote a phrase I recently heard, is asking something of the present. I had one of those moments recently during my annual excursions touring sites from American and Canadian Underground Railroad history. It was the very last day of an 8-day trip and I was chatting with our docent Dr. David Anderson. We had just arrived in Rochester, New York after spending the day in Auburn, the final home and burial site of Harriet Tubman, one of the most well known Underground Railroad operatives when Dr. Anderson asked me if I was aware that we drove passed William Henry Seward’s home as we traveled the streets of Auburn. Seward served as governor of the state of New York in the 1830s and 40s. As governor he advocated that freedom seekers, considered unlawful fugitives, were guaranteed a trial by jury. Seward publicly supported the abolition movement and privately harbored escaping freedom seekers in his home. In his famous speech in 1858 he argued that slavery and freedom are in “irrepressible conflict” with each other, a conflict that would eventually have to be resolved. As a leading Republican presidential nominee in 1860, he risked his extensive political career on his conviction that all men should be free coupled with a strong stance against nativism and the anti-immigrant movement. His party, in an attempt to win the White House, decided that a more moderate candidate would be a better choice, a former congressman from Illinois named Abraham Lincoln. Seward later served as Secretary of State in the Lincoln Cabinet, becoming one of the most important and influential of the president’s advisers and considered one of the most successful secretaries of state in U.S. history. He was a key adviser on the content and strategy for the Emancipation Proclamation and offered many revisions and drafts that the president incorporated into the final document. When the final draft was approved by the Cabinet it was “handed to Seward, who had it duly engrossed in official form, bearing the signature of the President and his own, with the great seal of the United States, and placed it on file in the Department of State” On January 1, 1863 Seward took the Emancipation Proclamation to the White House for signatures and authentication. Dr. Anderson reminded me that my visit to Auburn the day before coincided with the celebration of Juneteenth or Freedom Day, commemorating the June 19, 1865 abolition of slavery in Texas, two years after President Lincoln issued the Emancipation Proclamation and Secretary of State Seward presented it for authentication. With the current state of unrest within the Republican Party and the national conversations its presumptive presidential nominee has sparked regarding issues of freedom, patriotism, and equality, I stood in the Rochester Park with Dr. Anderson looking at a statue of Susan B. Anthony and Frederick Douglass, leaders in both the suffrage and abolition movements, thinking about the political courage of Secretary of State Seward and wondering if the past wasn’t simply “asking” something of the present, but instead demanding something from it. Demanding something from us. Forcing us to think about those moments in our history when we had to do what was right instead of what was popular. Reminding us that throughout our history people have sacrificed their lives to fight against inequality and injustice. 2015-2016 Youth Grantmakers Achieve $20,000 Give Away Riverside
T
he Youth Grantmakers of Riverside and San Bernardino recently awarded $20,000 to youth-service related nonprofit organizations in the Inland Empire. Youth Grantmakers is The Community Foundation’s flagship program designed to teach grant making to young people in the inland region of Southern California. All of the young people who participated in this year’s program are college-bound and have an amazing vision for helping their community. Through The Community Foundation’s Youth Grantmakers program select high school students in Riverside and San Bernardino Counties are given an opportunity to fund grants for local nonprofits. One participant, Amanda Monteverde, believes her peers today are more involved in their communities than ever before. “Youth Grantmakers has shown me how a group of high school students can not only create a
4
bond, but together make a difference in the community by helping and supporting nonprofit organizations.” Monteverde will be a senior at North High School in Riverside in the fall. She joined the program when she was a sophomore and has since gained critical skills. The program provides students the opportunity to strengthen their leadership skills while they also learn to read and analyze grant applications; respectfully debate the most critical needs while learning to listen to others’ perspectives; and prioritize the many worthwhile requests. This year’s grant award ceremony was held at Sturges Center for the Arts in San Bernardino on June 5 and City Hall in Riverside on June 12— the 11 nonprofits chosen to receive grants this year were celebrated at the events. Recipients included $2,500 to Big Brothers and Big Sisters, $2,500 to Foothill Family Shelter, $1,000 to Hamilton Essentials Foundation, $2,000 to

Project Fighting Chance, and $2,000 to Youth Hope Foundation, $900 to Big Brothers and Big Sisters, $500 to Childhood Cancer Foundation of Southern California, Inc., $1,600 to Fender Museum, $2,500 to Grid Alternatives, $2,500 to Olive Crest, and $2,000 to Special Olympics of the Inland Empire. This year’s Grantmakers program included 35 student representatives from 13 high schools throughout the inland region. This was the program’s 8th year. Since the program’s inception, it has awarded $200,000 to deserving nonprofit agencies. Each year, The Community Foundation’s Board of Directors give final approval to the students’ choices. According to Celia Cudiamat, EVP of Grants and Programs at The Community Foundation, the goal of the Grantmakers program is to teach young people about the tradition of philanthropy. “We hope the end result is an ethic of service and lifelong involvement in their community,” she shared.

Marijuana Farming in the Desert

n May, Desert Hot Springs became the first Southern California city to legalize largescale medical marijuana cultivation. Since the city passed its ordinance, marijuana growers and developers are buying up dusty desert land, some without roads or utilities as if they were preparing to mine gold—maybe in
a sense, they are. The city appears to be banking its economic future and long term financial viability on this strategy. In 2014, the city declared a fiscal emergency and the council voted to legalize both dispensaries and cultivation in the hope of raising increased revenue. As a result, the city established zones where growing is permitted. It now appears the

city’s progressive strategy is about to pay off. Last week the city announced GFarmaLabs will build the nation's largest, commercial cannabis farm in Desert Hot Springs—the GFarmaPark Innovation Center. In a statement, Desert Hot Springs Mayor Adam Sanchez said, "We anticipate the GFarmaLabs project will provide local jobs and spur up to $1 million in tax revenue allowing for more funding for police, education, health resources and infrastructure within the city." When completed, the GFarmaPark Innovation Center is projected to be a 27,200 square foot Condo Greenhouse Facility for Medical Marijuana Cultivators looking to become licensed by the City of Desert Hot Springs and the State of California. The facility will include a 2,000 sf. building for marijuana drying and curing, restrooms and office space. The property will also be separately metered; secured and gated; and include an armed guard that will be on duty 24 hours a day. The rate is already set at $230 per square foot. The facility’s grand opening is tentatively scheduled for the third quarter 2017.

Battle Over World Logistics Center Continues with an Added Twist Moreno Valley
O
n Friday June 17, a scheduled hearing to consider arguments in relation to Moreno Valley’s controversial World Logistics Center was cancelled by a Riverside County Judge. A new hearing date was set for August 3. To date, more than a dozen lawsuits have been filed in response to the Moreno Valley City Council’s approval of the World Logistics Center development last August. The massive 40.6 million-square-foot project will forever change the landscape of the city in the area south of State Highway 60. A plethora of agencies are involved in the lawsuits against the developer and the city. Included among them are government agencies like the County of Riverside, the Riverside County Transportation Commission and the South Coast Air Quality Management District. In addition, several environmental groups are convinced the project, in addition to its

obvious increase in traffic, would also increase air pollution, particularly since the project’s environmental analysis did not meet state law. A second round of lawsuits against the
San Bernardino’s Journey Through Bankruptcy Nears Completion San Bernardino
T
he journey to fiscal solvency for the City of San Bernardino has been long and arduous. The city filed for bankruptcy status in 2012, since that time it has worked with various creditors through the judicial process to reach settlements. The settlements required creditors to support the city’s disclosure statement and plan of adjustment. The legal process moved haltingly though steadily along until it reached a point where it was ready to seek an agreement with its last creditor, the Big Independent Cities Excess Pool or BICEP. In court, the company’s attorneys reportedly disagreed with how it was described in the city’s disclosure statement. BICEP is comprised of six mid-sized cities, including San Bernardino, that pool their coverage for liability claims. The major disagreement appeared rooted in how to

resolve several civil-rights claims against San Bernardino that total more than $1 million. BICEP complained the city had modified its position in the disclosure documents—the city acknowledged that it had omitted segments of the creditors statement. U.S. Bankruptcy Judge Meredith Jury instructed the city to include BICEP’s statement as submitted by the creditor with all of its original language; and then to add a separate section to explain the city’s disagreement. It will now be up to the judge to resolve the conflict and decide how the civil rights claimants will be paid before the city’s bankruptcy plan can be confirmed. The first in what is expected to be a series of hearings to confirm the city’s bankruptcy plan is scheduled for October 14. When the plan is confirmed, the city will be ready to finally shed its bankruptcy status.

development were triggered when the developer and Moreno Valley city officials circumvented both the environmental laws and the lawsuits listed above when the council repealed its approval of the project and then subsequently adopted measures that carried almost identical language about the development as previously approved within three months. At one point, there was some concern the City of Moreno Valley might seek a change of venue in relation to the lawsuits; however, the city elected not to pursue this option. As a result, the case will be heard by Riverside County Superior Court Judge Sharon Waters. Waters has presided over similar environmentalrelated cases including Metrolink’s Perris Valley Line and the Villages of Lakeview development considered by the communities of Perris and San Jacinto. In the meantime, last Thursday, a coalition of environmental groups filed suit on a separate but related matter. The suit was filed in an effort to stop Caltrans from moving forward with a project that would add truck lanes on State Highway 60 through the Badlands. The groups allege the project would only help ease the way for developments like Moreno Valley’s World Logistics Center. The Voice will continue to follow this story.

Heat Wave! - Take Precautions
T
riple-digit summertime temperatures are a fact of life in parts of California. Heat can be a killer if you're not careful and play it cool. Here are things to remember when the temperatures soar. Most healthy adults can cope with heat; their bodies are able to maintain normal temperatures...up to a point. The body maintains its temperature primarily through sweating. When body heat rises above the norm, the brain causes the blood vessels in the skin to dilate, providing increased blood flow at the surface of the body and supplying increased fluids to make sweat. As perspiration evaporates, it cools the surface of the body and lowers body temperature. If the humidity is higher, it is more difficult for the body to perspire normally. Hot weather affects the elderly and the infirmed more than those who are in better health. Visit older adults at risk at least twice a day and closely watch them for
signs of heat exhaustion or heat stroke. Infants and young children, of course, need much more frequent watching. The best defense is PREVENTION. Here are some precautions you can take... • Wear light weight, light-colored loose-fitting clothing. • Apply sunscreen with a Sun Protection Factor (SPF) rating of at least "SPF 15" to exposed portions of the body • Limit exposure during the hottest hours: 10 a.m. to 6 p.m. • If possible, avoid strenuous work or exercise outside. • Take advantage of shade in the environment and/or wear a widebrimmed hat. • Stay in air-conditioned areas or use cooling fans to speed sweat evaporation. Celebrating 80 Years with My Friend Art
A
few weeks ago some of Rev. Art Forbes family and friends gathered in Bloomington to wish him a Happy 80th Birthday. My friend Art came to the Inland Empire in the mid Hardy L. I want to share a little information about Art. He left Kaiser Steel in 1970 to join the Kaiser Foundation Health Care Family better known as Kaiser Hospital and Kaiser Permanente Medical Care Program in Fontana. He was chairman of the board for Operation Second Chance and helped start Black Fathers, which was born out of a racial conflict with students in the San Bernardino Unified School District. He was board chair for Inland Area Urban League, served on the United Way Board of Directors, helped organize Inland Churches for Community Action and was administrator and founder of two community health centers: Comprehensive Health Care Program (CHSP) at Kaiser Permanente Medical Care in Fontana and Inland Empire Community Health Center in Bloomington, now operating as Community Health Systems Inc. with its corporate office located in Moreno Valley. He met frequently with Inland Action Group whose membership included all of the business decision makers in the two counties of San Bernardino and Riverside and the other community-supporting cast, the United Way. I use the term supporting cast because the United Way Board was comprised of local doctors, lawyers, chiefs of police and small business owners, executives from medium size companies and government administrators. They helped raise money from the community businesses through employee payroll deductions and then allocated it out to organizations like the Red Cross, Boys and Girls Scouts and other non-

profit organizations. Out of all the things he has done to make our communities a better place for us to live, he is most thankful and grateful for his family – Gertherine, his wife of over sixty years, his children, and his Lord and Savior Jesus Christ. It was nice to wish him another happy

birthday but it was great to share what he has done for our community with his family and friends. Many were things that they did not know about him. I hope he enjoyed it as much as the people who gathered to show him some LOVE.

California Budget Proposal’s Impact on Education

ith the start of the new fiscal year right around the corner, last week the California state legislature moved a $171 billion budget proposal to Governor Jerry Brown for his signature. The proposal included compliance with specific requests presented by the Governor, among them an additional $2 billion rainy-day-reserve plus an additional half-billion dollars for early childhood education. The early childhood education increase will be spread over the next four years. It appears K-12 schools will see a four percent overall increase in 2016-17. Although it is less than half of what was allocated last year it is still above the historical norm. Some of the most noticeable inclusions in this year’s budget from an educational perspective is funding incentives aimed at closing the state’s teachers’ gap. The budget includes $20 million in grants for teacher’s aides and other school employees to pursue a teaching credential; $10 million in grants for colleges and universities to establish an integrated or blended teacher preparation program

that would provide an opportunity for individuals to earn both a bachelor’s degree and teaching credential in four years; and a re-funding effort that includes $5 million for the California Center on Teaching Careers or Cal Teach. Cal Teach is a marketing and recruitment program for teachers—this is the first time the strategy has been funded since 2002. The proposed budget included additional funding for early childhood education on one end of the spectrum and community colleges, CSU’s and UC’s on the other. However, some of the UC funding, $18.5 million to be exact, is contingent on the system’s ability to enroll 2,500 more California residents for the 2017-18 school year; while at the same time, capping non-residents’ enrollment. The UC system will also receive $20 million in one-time funding to provide outreach and support services for low-income and under-represented minority students. The CSU system will also receive a onetime award in the amount of $35 million to improve its four-year graduation rate with a special emphasis on underrepresented and low-income students.
1.37 Million Ballots Remain “Uncounted” Sacramento
O
nly 42.7 percent of California’s eligible voters cast ballots in the June 7th Primary. Although some results were called in relatively short-order after the polls closed that evening, many California residents might be surprised to learn that 9 days later on June 16th, nearly 1.37 million ballots remained unprocessed and uncounted. Issuing, receiving and counting ballots is not the responsibility of the Secretary of State, that privilege belongs to election officials in each of the state’s 58 counties. County election officials count the ballots and transmit their results to the Secretary of State who subsequently compiles and posts the combined results. Although the vote count appears delinquent, California law allows county elections officials up to 30 days after an Election Day to complete the vote counting, auditing, and certification process steps. The final results of the presidential primary must be
forwarded to the Secretary of State by July 5th; while county officials have until July 8th to submit the final results for all other offices. In a June 16th Press Release, California Secretary of State Alex Padilla offered some plausible explanations for the ballot counting delay. “Voting by mail has increased significantly in recent years and while most vote-by-mail ballots arrive on or before Election Day, many arrive after,” he explained. “State law as of 2014 requires that vote-by-mail ballots postmarked on or before Election Day and received by county elections officials no later than 3 days after Election Day must be processed. County elections officials must also verify the registration status of the voter for every provisional ballot cast at the polls.” Primary voter turnout in both Riverside and San Bernardino Counties was below the state average of 42.7 percent; the counties averaged 40.5 percent and 40.4 percent respectively.

City Lends Support to Equality Act of 2015 Palm Springs
T
he City of Palm Springs made history last week when it became the first city in the nation to take a stand on the Equality Act of 2015. The Palm Springs City Council voted its unanimous support of the Act as another step in its ongoing efforts to help assure civil rights and protections to the LGBT community. The Equality Act of 2015 is currently under consideration in both the U.S. Senate and the House of Representatives. If passed it will become an amendment to the 1964 Civil Rights Act and finally ban discrimination on the basis of sexual orientation, gender identity, and sex in employment areas, housing, public accommodations, public education, and federal funding. In essence, the law would add sexual orientation and gender identity to most federal laws that protect others based on race, color, religion, sex, or national origin. The law would also authorize the Department of Justice to bring a civil action if it received a complaint from an individual who claimed he/she was denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) because of their sex, sexual orientation, or gender identity; and/or when an individual is denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity. The action by the council was of special significance to members of the Palm Springs LGBT community coming as it did during Pride Month and also on the heels of the Orlando Massacre. Palm Springs City Council members are hopeful their action will motivate other municipalities to take a visible stand on this issue.

Expanding Economic Opportunities in Perris and Throughout the Inland Empire By Tonya Burke & David Rabb
R
ecently the City of Perris is betting big on the logistics industry. We’re seeing explosive growth of the warehouses and trucking in Perris, with warehouses being approved and going up quickly, and trucking traffic increasing throughout our city along every route from major arteries to smaller residential streets. As Councilmembers in the City of Perris, we are deeply invested in making sure that our community has the opportunity to thrive for generations to come. Troublingly, the growth of the logistics industry in our region does not add up to healthy economic growth for our city. In fact, these jobs in trucking and storage offer unsecure futures and even povertylevel paths for our residents. Logistics industry jobs are often offered as contract work for several months at a time. This kind of employment in the industry is temporary, leaving employees working for low hourly wages, and often living without benefits or the opportunity to be promoted and move up in the industry. In short, we’ve been encouraging short term growth in an industry that does not offer what our families need for the long term: thriving careers. The pitfall is that we’re offering up more and more of our business and even commercial and residential space to this industry. If we keep going on this path, we’ll grow into a one-industry community with few prospects to diversify our economic base. On top of the economic problems we’re seeing for workers, the growth of the logistics industry is impacting the quality of life in our residential neighborhoods. Families living in previously quiet neighborhoods are finding themselves living across the street from newly built fulfillment centers that see heavy truck traffic. The increased traffic disrupts the attractive quality of life in these neighborhoods, and even worse, makes them less healthy spaces to live in. The increased truck traffic contributes to a problem we’ve battled in the Inland Empire for decades: poor air quality.

According to the American Lung Association, the Inland Empire is home to some of the most polluted air in the country. That means millions of residents are at greater risk for lung cancer, asthma attacks, heart attacks, and premature deaths. In Riverside County alone, over 270,000 residents have asthma and each year we see over 100 days of unhealthy air – the highest number in the nation as a whole. Sadly, children are often the ones who suffer the most from poor air quality. We need to build a better future for the City of Perris. Let’s find economic opportunities that don’t put the health of our families and environment at risk. Let’s build economic resiliency and a healthy community into our plan. The good news is that we can shift our focus and expand our portfolio of economic opportunities in Perris and the Inland Empire. UC Riverside is making huge strides in the medical industry as well as green technology. The renewable energy industry is growing rapidly in California to meet our state’s new renewable energy goals. Solar is slated to offer more new jobs than the oil industry by the end of 2016. This is an industry with strong job growth that we can help bring to the region. We need all hands on board for the work ahead of us. Our regional leaders can help build the longterm vision and accompanying opportunities we need for sustainable growth in our region. Let’s grow jobs that contribute to the long term wellbeing of our community’s economy and will help our children grow up breathing clean air and living robust lives. Our community deserves high quality jobs and a healthy environment.

here is an adage—a picture is worth a thousand words. Images can reflect who we are, where we have been and even project where we are going, as individuals, a community, a people. Those of a certain age may readily recall a time when artistic images of African Americans by African Americans were both rare and largely unavailable to art enthusiasts not only in the Black community but to art enthusiasts in general. Today, in contrast, works by such artists are mainstream, largely due to the efforts of the artists themselves.

The journey between then and now is brilliantly told through the works of Black artists who drove that change. It is a story of revelatory excellence and the building of a legacy currently on display at the Riverside Art Museum. The exhibition, The Visual Voice, opened with a reception at the museum Friday evening July 17 and will run through October 5. Celebrated master artist and exhibit curator Charles Bibbs conceived the exhibition. It evolved in partnership with co-curator and esteemed master artist, Bernard Stanley Hoyes. The exhibit will also run concurrent with the 2016 Annual Conference of the Association of African American Museums to be hosted in Riverside, August 3 through 6; the first time in more than two decades the conference is being hosted on the West Coast. The exhibition, presented in two segments— Influential Masters and Independent Trendsetters, is designed to shed light on the continuity among Black artists in Southern California. As these artists transitioned from Influential Masters to Independent Trendsetters they established a national movement toward self-validation. At the same time, this creative community re-shaped how artists worked, exhibited, traded, and collaborated. The artists created with passion and a communal sense of urgency; not waiting for the world to catch up, they manufactured, published, and distributed masterful works of art using modern media and business practices. The Visual Voice exhibit highlights the Black art scene in Los Angeles in the '80s and '90s,
bringing together the works of 19 celebrated artists including Ernie Barnes, Varnette P. Honeywood, Bernard Stanley Hoyes, Charles Bibbs, Nathaniel Bustion, Synthia Saint James, Kathleen Atkins Wilson, Kenneth Gatewood, Charles Dickson, Joseph Beckles, Charles White, Samella Lewis, William Pajaud, Richard Mayhew, Artis Lane, Jacob Lawrence, Noah Purifoy, Barbara Wesson, and John Outterbridge. Each of these artists played an integral role in what is recognized as the first full African American Art Movement coming out of Southern California during the last three decades of the 20th century. Independent Trendsetters significantly influenced the market for African American art by producing, manufacturing and publishing their original works, using the business principals of marketing and new technological innovations in presentation. While Influential Masters are those who used their personal visions, supported by technical excellence, to amplify new codices of liberation and validation. Hoyes, spoke about his lifelong intimacy with art and the groundbreaking Visual Voice exhibit. “There wasn’t a time in my life that I didn’t feel the creative spirit,” he shared. “I grew up in a spiritual environment that allowed me the space and freedom to explore using my hands to make things that contributed to the community.” Born and raised in Jamaica, Hoyes did not start formal schooling until he was 9 years old. “I lived in a community church compound with continued on page 14

my great-grand aunt, a healer and spiritualist leader.” She raised him to believe in the hand of God. “I was in God’s care, so I should not be meddled with. I was not sent to school, I was kept at home and schooled by her from the Bible.” Hoyes went on to describe how his aunt not only conducted a backyard church; but blessed, doctored and administered home remedies as well. With such a spiritual foundation it is no wonder Hoyes’ art is inspired by his quest to express the higher level of the human spirit. “Concerns over the years have transformed from the social, to the political, to the spiritual,” he explained. “My earlier art making was as an observer of people in their daily lives.” Hoyes sought the high points that would be lasting as people went about the rituals of interacting, exchanging and working—this is what he profoundly conveys through his art. Political themes inspired Hoyes at a time when he searched for higher truths in relation
to justice, equality and civil rights. “My commentary and documentation of that time was important to my personal and artistic growth,” he confided. “As an artist, I matured through a period of isolation and incubation in the 1970s. My breakthrough was the Rag Series.” The Rag Series consisted of black and white figures with rag impressions--it symbolized, documented and prophesied his journey from a struggling artist to one of prominence. When describing his work, Hoyes remarked on how much it relies on narrative. His expressions are based on emotional interplay between the medium, composition and message which is the driving force. “I work in many mediums,” he explained. “Because the characteristic of oils, acrylics, ink and organic mediums such as dirt, stone, metal and plastics (some of the mediums I use), bring an aura to my expression—oils are my favorite.” Hoyes defined the messages conveyed in his work as his attempt to seek out the higher order

in the universe. “Each painting seeks to make that connection, which I hope is conveyed to the public.” He also uses cultural and spiritual rituals as a defining format for the storytelling infused in his work. “It speaks to all people, young and old, rich or poor. It seeks to transcend national boundaries. Art that does not transcend language and national boundaries, fails at its creed.” As an artist, Hoyes learns about the world from his community. “My community inspires me because I recognize it as a microcosm of the world community.” According to Hoyes, the Afro-Christian sect of his father’s family who raised him in Jamaica and was the genesis of his Revival Series, was considered then to be backwards and full of superstitions. There is however, power in the belief of ancestral heritage. “It makes people endure.” he said. “That’s a universal appeal. Everyone recognizes the enduring spirit and identifies with it. someone sees a depiction of a revival ritual in one of my paintings, no matter his or her origination or orientation, the reading will be a higher manifestation of the viewed composition,” he explained. “An exaltation of the Spirit.” Hoyes strives to live each day in the creative present which means living each day in a creative way. “The pressing matter of everyday life is a concern, but belief is power. I have to believe that my art endeavor will provide for my family and me.” He continued, “Maintaining that belief takes faith, dedication and planning. When the art is pure in spirit it attracts.” According to Hoyes, deciding on what to accept, rewards or recognition, was the first challenge he faced as a professional artist. “As a young artist with a young family, I chose the rewards. I had to have faith that recognition would come.” Renowned artist, intellectual, humanist and mentor to emerging artists, the late Romare Howard Bearden gave Hoyes some sound advice. “Do the work, pace yourself and it doesn’t matter what comes first, they come in
tandem.” Hoyes confirmed he would give similar advice to today’s aspiring artists. “Master a skill in a specific medium, be it sculpture or painting. Become Multi-disciplinary in your Production.” He would also remind young artists that art in the western world has a tradition, “Study it.” He would then advise them to turn to the civilizations of Africa and the East. “All of this will inform their work and give it depth,” he explained. He would then say them to, “Turn your sights to your immediate surroundings and reflect its changes.” The Visual Voice Exhibition is a testament to African American artists who exemplify this. “Their evolution from the margin of American art to the mainstream is documented” Hoyes explained in his curator statement. “This exhibition bears witness to the continuity of the artistic legacy of the Masters, who laid the groundwork, to the artists who took advantage of that foundation though Self-Validation. This progression gave rise to rewards and recognition
for a multitude of artists.” Hoyes’ artistc creations are infused with spiritual testimony. “Using contemporary expressions has been the driving force in establishing Visual Voice; speaking, calling to our inner spirit, beckoning into worlds and regions sacred and sanctified in search of the life force that will guide me,” he proclaimed. Women and the Draft Washington, D.C.—Last week the U.S. Senate passed the National
Defense Authorization Act that included an amendment calling for women to register for selective service. The legislation would impact all women who will turn 18 years of age on or after January 1, 2018. If signed into law, women who do not register for the draft could be subject to the same penalties as men including the loss of federal aid such as Pell Grants, etc. Although the Supreme Court excluded women from having to register for the draft in 1981 because they were excluded from serving on the front lines; all of that changed recently when the military opened all combat jobs to women.
California—World’s 6th Largest Economy California recently edged up in the international rankings of world economies; with a gross domestic product of $2.5 trillion—it is now the world’s 6th largest. According to Irena Asmundson, Chief Economist, California Department of Finance, the state’s economy grew by 4.1 percent in 2015, compared with a 2.4 percent increase for the U.S overall. Also, according to Asmundson, last year California created more jobs than any other state in the nation and is home to four of the world’s ten largest businesses.
