attended my regularly scheduled board meeting for the Fortune School of Education in Sacramento the same week the California courts struck down the state’s teacher tenure system. In his decision Los Angeles Superior Court Judge Rolf Treu ruled that laws protecting teachers from dismissal violated the state’s constitutional commitment to provide “a basically equal opportunity to achieve a quality education.” As a member of the Fortune School Board since its inception in 2010 I have witnessed the growth of the organization from the opening of Hardy Brown College Prep with 235 students to now overseeing five schools in two counties with over a thousand students. Under the leadership of education reform advocate Margaret Fortune, the Fortune School of Education’s charter schools are focused on closing the African-American achievement gap and boasts the second and third highest Black student populations in California. Margaret and her entire management team understand that the key to the success of our students and schools is our ability to hire and retain good teachers. In fact, the foundation of the Fortune School of Education is “Project Pipeline” the organization founded in 1989 by her parents Rex and Margaret Fortune, which was designed to prepare programs to fill the “pipeline” of educators needed in today’s schools. It was the brainchild of Dr. Rex Fortune, who as a school superintendent saw an opportunity to bring more diverse teaching candidates into public schools, especially in the shortage areas of science and mathematics instruction. 
 The plaintiffs in the tenure case argued that the barriers to firing ineffective teachers disproportionately affect minority students with long lasting negative consequences. While public school advocates claim that dismantling teacher tenure in its current form will do little to close the achievement gap, a recent Forbes Magazine article suggests that the ruling can help public schools compete with charters, whose enrollments in the state of California continue to grow annually as parents seek high performing charter schools as an option for the inferior neighborhood schools they have been forced to send their children to in the past. According to one financial analyst, “The ruling would allow districts more time to determine teacher quality, which would improve educational quality and keep ineffective teachers off the payroll… The judge heard testimony that dismissing a single, grossly ineffective teacher could take a district anywhere from 2 to 10 years at a cost of $50,000 to $450,000.” As high performing schools with exceptional test scores, the Fortune schools have benefitted from having the ability to replace poor performing teachers before students suffer. Now it is possible that students in our public schools will have the same opportunities to excel academically without the pedagogical barriers of bad teaching. Inland Education Activist, Physician Urges UCR Graduates To Prepare For Dizzying Change Riverside “

F

ailing to prepare for the accelerating speed of innovation is preparing to fail.” That was the message Inland physician and longtime I.E. Voice health columnist Dr. Ernest C. Levister Jr. gave approximately some 500 graduates at the University of California, Riverside’s Bourns College of Engineering (BCOE) commencement ceremony on Monday, June 16. “Your future as engineers is in a dynamic constantly changing and evolving world. Ever shorter product development cycles from bench to manufacturing floor or bedside will drive society’s economic growth at a dizzying pace,” said Levister, a chemical engineer. He said those involved with technology will need to be multidisciplinary; as social, cultural, political and economic forces utilize and impact technology. Levister used a ‘toolbox’ metaphor to prepare the graduates for what he described as ‘today’s profit driven corporate and technology culture. Navigating the unknown requires developing the right tools among them, sound business and analytical skills, lifelong learning, strong professional networks and unwavering integrity. He urged graduates to be open to change or prepare to sit on the wrong side of history. “In 1899 Charles H. Duell, Commissioner, U.S. Patents boldly declared, ‘Everything that can be invented has been invented’.” “Fast forward, doctors are using nanosensors to diagnose disease, nano robots for surgery, regenerative medicine and tissue engineering. Nano particles cross the blood brain barrier mapping the brain’s wiring. He told graduates some tech visionaries predict with rapid advancements in 3-D printing, someday doctors will print customized limb replacements layer by layer in the operating room. Drawing on stories and real-life experiences growing up in a Harlem, New York low rent project, Levister said strong parenting and family

friends like civil rights activist, educator and author W.E.B. DuBois equipped him with the necessary moral compass and critical tools needed to weather the affects of crime and drug infested neighborhoods, violent street gangs, segregated classrooms and ostracized workplaces. “In the 1950s a mere one half of one percent of the engineers in America was Black. I had no engineering role models, networking and group study was virtually nonexistent.” Despite those barriers Levister was among the first in the nation to graduate from a 3-2 dual degree engineering program. Last month he celebrated his 50-year reunion from medical school. Levister said according to UCR statistics seventy percent of BCOE grads have jobs within six months of graduation but he warned of the dangers that lurk in today’s wealth driven technology environment. “In the 50’s growing up in drug and crime

infested neighborhoods the principles of amassing wealth, power and instant gratification ruled the day,” said Levister, adding many of those same principles rule in today’s profit hungry corporate and technology cultures. “The ravishes of the crime and drug trade share a similar scenario to the fall of Lehman Brothers, Enron and the 2001 dot.com bust. Principles of street gang turf wars once synonymous with dark alley deal making are now played out in lavish corporate boardrooms and partisan courtrooms. How will you set your moral compass,” Levister asked the graduates. In closing he told the BCOE Class of 2014 it is a mistake to think that college commencement means education finished. “The word commencement means beginning,” said Levister. “Go out and break some eggs, make a mess, fall down, get up regroup, and create a better world.” Above:Dr. Ernest C. he San Bernardino Community College District (SBCCD) Board of Trustees installed newly elected Student Trustees Alexis Panaguiton from Crafton Hills College and Tiffany Joy Guzman from San Bernardino Valley College. Board President Donna Ferracone swore in the two students at their regularly scheduled meeting recently. SBCCD Board of Trustees President Donna Ferracone said, “Serving on the Board of Trustees provides both students with the opportunity to learn first-hand about balancing the needs of their various constituency groups against the constraints of the state budget. They also will have a wonderful opportunity for training in teamwork, leadership, planning and communication.” SBCCD Chancellor Bruce Baron said, “Previous student trustees have identified specific issues that their electorates were interested in, have researched those issues, and proffered policies and procedures that the Board has taken very seriously. We look forward to working with both Student Trustees and to providing them with a rewarding learning experience.” Crafton Hills College Student Trustee Alexis Panaguiton first started her academic career at Crafton Hills College, there pursuing a degree in respiratory therapy. Not only is Alexis the first in her family to attend college, but she had the desire to seek more by joining the Student Senate as the Social Events Officer. As the Social Events Officer, Alexis was the lead on combating the implementation of AB955 at Crafton Hills College which was successful. As Student Trustee, she plans to be the voice of her fellow students by working with administrators, classified staff, and the student senate to help establish a positive learning environment. After completing her degree and the respiratory program at Crafton Hills College, she plans on obtaining a position at Loma Linda University Health Care for her ultimate dream. inthenews Board of Supervisors Pass Responsible, Balanced County Budget The budget fills the gap mainly through anticipated concessions from labor union members. If for any reason those concessions do not materialize, the only alternative will be to make deep and drastic cuts to other county programs, primarily law enforcement. County Chief Executive Officer Greg Devereaux described his staff’s effort to bring the Board a responsibly balanced budget as “two steps forward, one and a half steps back.” The economy has improved and revenues are slowly on the rise. However, it will take the County several more years to recover from the recession, which put the County behind in funding infrastructure, pensions, and basic services. The economic downturn forced the County to make 47-percent cuts in non-public safety services such as parks, museums, and Registrar of Voters; get many employees to agree to forgo raises and fund their share of retirement contributions; and eliminate funding for community projects.

he Board of Supervisors unanimously adopted a balanced budget for the fiscal year that begins on July 1 for the County of San Bernardino. The budget is geared toward achieving the Countywide Vision, www.sbcounty.gov/vision, while reflecting the County’s ongoing struggle to cope with a deep economic downturn and dramatic and continuing increases in pension liabilities. The $4.8 billion budget is $165.2 million smaller than the current budget and responsibly closes a $21 million gap between projected ongoing revenues and expenses without using reserves to cover ongoing expenses. The gap was fueled primarily by $12 million in federal and state takeaways, including $9.7 million in funding to cover the costs of AB 109 state prison realignment.

ood food, good atmosphere, all while enjoying downtown Riverside is the name of the game during the City of Riverside Restaurant Week. A preview was recently held at the Mission Inn bringing together chefs, local restaurateurs continued on page 7

Needs that have gone unmet include jail staffing, adequate law enforcement patrol and Code Enforcement in unincorporated areas, roads and other needed infrastructure, and funding for worn out vehicles and other equipment. The budget leaves 84 percent of the recently built 1,392 High Desert Detention Center expansion unstaffed and unused. There are also $65 million in county assets – vehicles, computers, etc. – that are beyond their useful life and there is no funding to replace them. The budget manages to build up County reserves, but reserves will only be at 13.8 percent, which is well below the 20 percent mandated by County Policy. Healthy reserves are essential to maintain the County’s good credit rating and are necessary to fund large projects and to cover unexpected expenses. “When we have an earthquake we will need this pot of money available,” Mr. Devereaux said.

he popular Summer Concerts in the Park series kicked off this past week at Fairmount Park with live entertainment from Latin Society, family activities and a special visit from the Wyland Foundation Clean Water Mobile Learning Experience, which uses the latest technology to demonstrate the connections between a community and its water supply. The popular concert series, which is free for the entire family, will be held from 6-9 p.m. at Fairmount Park, 2601 Fairmount Blvd. in Riverside. The concert series continues each Wednesday through July 30, with the exception of July 2, when no concert is scheduled. The Clean Water Mobile Learning Experience is a 1,000-square-foot interactive exhibit on wheels that demonstrates the many ways water shapes our lives and how our lives are shaped by it. The Wyland Foundation makes the mobile exhibit available to show the importance of how we use and conserve

water amid growing populations, changes in weather patterns and drought conditions. Presented in partnership with The Toro Company and the City of Riverside, the exhibit will be open to the public from 3-7 p.m. Wednesday. The exhibit uses models to explore the nature of watersheds -- the movement of water in bounded hydrologic systems -- via rain over a city landscape, a running river, computer model simulations and a 40-person onboard multi-sensory theater. More than 500,000 people have visited the exhibit since 2008. The exhibit was created by the Wyland Foundation, a non-profit organization founded by renowned marine artist and environmentalist Wyland with support from National Van Lines. “It is one thing to learn about watersheds in school,” according to Wyland. “But this exhibit literally rolls into communities from the deserts to the coasts and puts educational resources into the hands of people to give them a broader sense of what watersheds do and how important our watersheds are.”

Targeting Flavored E-Cigarettes

C

ongresswoman Jackie Speier (D-CA) has introduced federal legislation that will classify e-cigarettes as tobacco products, prohibit their sale to minors, and ban flavors other than menthol. The Stop Selling and Marketing to Our Kids E-Cigarettes (SMOKE) Act is intended to deter kids from vaping. The bill would also require child-proof e-cig packaging and prohibit television advertising for e-cigs, among other provisions. “The industry has lured children and teenagers with aggressive marketing tactics to use its products. With flavors like gummy bear, cotton candy, and chocolate cake, our kids are literally vaping these things up,” Speier said in a statement. “With ads using sex and sex appeal, our teens are lusting after these objects. It’s

time to regulate these products and protect our children.” Most of the smaller “cigalikes” owned by big tobacco companies are designed to taste like cigarettes, but flavoring is an essential part of vape culture for people who opt for larger vaporizers with replaceable parts. A recent study by a University of California, San Diego medical team concluded that there are roughly 7,700 flavors of e-cigarettes ranging from melon to popcorn to “freckle-faced dragonberry.” Meanwhile the public will have more time to weigh in on a federal proposal to regulate electronic cigarettes and other tobacco products. The Food and Drug Administration said last week that the public comment period slated to end July 9 is being extended an additional 30

days to Aug. 8 after getting lots of input on how to regulate e-cigarettes. Those are battery-powered devices that heat a liquid nicotine solution, creating vapor that users inhale. The FDA also proposed extending its authority to regulate cigars, hookahs, nicotine gels and pipe tobacco. In April, the FDA proposed banning sales of e-cigarettes to anyone under 18, adding warning labels and requiring agency approval for new products. But the FDA didn’t immediately place any marketing restrictions on e-cigarette makers or ban fruit or candy flavors, which are barred for use in regular cigarettes. The agency has left the door open to further regulations, but says it wants more evidence before it rushes into more restrictions.

guesteditorial Fifty Years After Civil Rights Act: A Land of Opportunity

segregated job openings. Those cold hard lines denied access to earning a living. Today, Senate Republicans filibuster votes to raise the minimum wage, and House Republicans refuse to debate it. That cold hard line leaves more than 2.6 million Americans working full time, year round but living in poverty, and America’s poor families with workers are unable to earn enough to get out of poverty. North Carolina is a state where a child born into poverty has less than a 6 percent chance of moving up to the top 20 percent of the income pile. In the Wilson area, a poor child has only a 3.9 percent chance of moving up above middle. This is not because of single parent households, individual irresponsibility or the water people in North Carolina drink. The problem is that North Carolina has policies that trap people who fall down into poverty. Lose a job? In North Carolina, the average unemployment benefit will replace only 35 percent of your pay, ranking 30th out of 53 unemployment systems in the United States and its territories, and you only have a 35 percent chance you will get any benefit at all, ranking 51st out of 53. If you are a single mother, then your combined Supplemental Nutrition Assistance Program and Temporary Assistance to Needy Families benefit will just get you to the level of extreme poverty (50 percent of the poverty line), ranking 43rd out of 51 (the 50 states and the District of Columbia). Hunt for a job, and you will be in one of the states where the minimum wage remains at the federal level of $7.25 an hour, making you a minority among American workers, since most now live in states where democracy is working to

ifty years ago, the U.S. Senate passed the version of the Civil Rights Act of 1964 that would be passed by the House and signed into law by President Lyndon B. Johnson. The bill faced a filibuster of 14 hours and 13 minutes by the late Sen. Robert

Byrd of West Virginia. Between the passage by the Senate and debate by the House, three young civil rights workers-Michael Schwerner, Andrew Goodman and James Earl Chaney-disappeared into the night on June 21, 1964, driving in the rural area near Philadelphia, Miss. Schwerner, Goodman and Chaney were later found dead, having been murdered for trying to register African American voters in Mississippi. On Monday, this week, the AFL-CIO supported a Moral Monday protest in North Carolina revisiting many of the issues America faced in 1964, and meant to be addressed by the Civil Rights Act of 1964. Many things have changed since then. Too many things have not. The Senate debated the Civil Rights Act for 60 working days, including Saturday sessions. Rarely today does Congress meet to carefully craft legislation lifting the lives of people. An important purpose of the act was to ensure economic freedoms for African Americans, especially the right to hold a job. In the 1960s, major American newspaper want ads openly advertised for

Or, try landing a job that has paid sick days, health insurance and retirement benefits-meaning a union job; the share of jobs protected by a collective bargaining agreement in North Carolina stands at less than 4.8 percent, ranking 48th out of the 51. At the August 1963 March for Jobs and Freedom, labor and civil rights leader A. Philip Randolph famously remarked: “Yes, we want all public accommodations open to all citizens, but those accommodations will mean little to those who cannot afford to use them.” North Carolina and its radical Republican governor and legislature are hastily passing laws not to put government on the side of the people, but to put people at the servitude of the 1 percent. They have been limiting access to unemployment insurance, standing in the way of accepting federal support to extend access to health insurance to the working poor and in the way of lifting the minimum wage. And, to make sure that no one objects to their hijacking of democracy, they are taking actions to limit voting and to deny access to the state capitol for people to exercise their 1st Amendment “right of the people peaceably to assemble, and to petition the Government for a redress of grievances.” So, while the Civil Rights Act of 1964 sought the end of race-based laws, the state of North Carolina is trapping people into poverty. pointofview Did the UNCF Make a Deal with the Devil?

W

hen the Koch Foundation gave the United Negro College Fund $25 million, it set off a maelstrom of comments in cyberspace and real time. How dare the UNCF take money from the Koch brothers, some asked. They ought to send it back, said others. One woman told me she would never give to UNCF again because of the Koch donation. Another says the Koch donation changes her perception of UNCF. The donation will provide $18.5 million in scholarships, money that is badly needed to get some of our young people out of school, especially with the cuts so many experienced because of reduced access to the Parent Plus loan. Another $4 million will go to the 37 UNCF schools for general support, again to make up some of the losses that came from reduced enrollment due to Parent Plus. The remainder goes to UNCF for their general support. What’s wrong with this picture? Koch scholarships will be awarded to students with good grades, financial needs, and an interest in studying how “entrepreneurship, economics and innovation contribute to well-being for individuals, communities, and society.” Sounds like conservative free markets to me. More than that, it sounds like granting scholarships to further the Koch government-reducing, free market focus. Koch protects its interest by having two seats on the five member scholarship committee, with the other three from the UNCF. While nonKoch interests are the majority, it will be interesting to see if a donor can sway a committee. What else? The Koch brothers are making the most of this gift in the media. Rarely have I seen so many headlines generated by a gift of that size. $100 million, maybe. $250 million, surely. But while $25 million will mean a lot to the UNCF, schools such as Harvard would likely consider it nothing more than a modest behest. The Koch brothers must think they’ll get some positive

publicity from their gift, and they obviously have the PR team to pitch it. Furthermore, these are the very Koch brothers who have supported voter suppression efforts. They would reduce the size of government, which means the Pell grants that so many students depend on would shrink in size. What one hand gives, in other words, the other takes away. If the Koch brothers would fight to maintain or increase the size of the Pell grant, fewer would look askance at their gift. Instead, many see this as the cynical manipulation of a deep-pockets donor who gets much publicity from their gift. It kind of reminds me of the Donald Sterling gift to the Los Angeles branch of the NAACP. After Sterling’s racist rant, his donation was returned. Still, the NAACP was in the process of giving him a second lifetime achievement award prior to his verbal rampage. Indeed the 2014 outrage against Sterling had elements of class bias. The multi-million dollar players weren’t angry when he discriminated against African Americans and Latinos in the slum housing he owned – which cost him a couple of million dollars to settle with the Justice Department – but they were dismayed when he made negative comments about them. Their earlier silence equaled acquiescence to Sterling’s racism; their protest suggested that they would get angry only when rancid racism was directed at them. Do basketball players really think that Sterling is the only NBA owner who harbors racist views? Those owners have enough sense not to articulate them publicly. If they know that other owners share Sterling’s views then they condone closed door racism, not the open door kind. If they are aware, and don’t care or share, they are making deals with the devil. If the Koch brothers are the devil, then most of our organizations are making deals with the devil. Look at the list of sponsors for any African American organization or event. Sit through

a board meeting, and listen to folks review possible sponsors, many corporate. There are “good” corporations whose diversity portfolio is robust, and then there are those who need a little help. The need for funds notwithstanding, Julianne Malveaux are we for sale for Economist, Writer and the price of a table President Emerita of Bennett or a few salmon College for Women (used to be chicken) dinners? On the other hand, when the New York Times criticized the Congressional Black Caucus Foundation for its corporate support, Elsie Scott, the then-director said that if we spent money on certain products it was only right that we get their support. Does this apply to the Koch donation? Unfortunately, too many African American organizations buy what we want and beg for what we need. Many in the African American community have $25 million to give to the United Negro College Fund. Many could spend the dollars to support our students. The fact that we do not leaves us vulnerable to contributions like Koch, contributions that come with strings and, perhaps, a conservative agenda. Should UNCF President Michael Lomax send the money back? Only if someone steps up to replace it. The $18.5 million for scholarships represents 3,700 scholarships for students. If the $4 million is divided equally among 37 schools, it means $108,000 per school, enough to hire back one of the people laid off and to support some programs. By Corey Arvin Staff Writer he debate on how teachers are hired, fired and rewarded swept across the U.S. from Los Angeles after a preliminary ruling was issued by the Superior Court in the Vergara V. State of California case on June 10. Nine students, backed by Students Matter, are challenging existing state statutes on teacher hiring and firing, and they believe the statues are unconstitutional, disproportionately affecting minority students. Reactions to the case have even come from top U.S. education officials who wonder what the implications might be if the ruling makes it past the state Supreme Court. Superior Court Judge Rolf Treu stayed his verdict earlier this month allowing for appeals. The ruling has several more legal hurdles before it could reach the state Supreme Court, forcing California schools to comply, but the first verdict has left many teachers uneasy. The fact the ruling favors Students Matters’ position is “disconcerting” and circumvents administrators’ abilities to work with teachers

who may have performance issues, said Mikki Cichocki-Semo, Secretary and Treasurer for the California Teachers Association (CTA). The CTA is a 150-year-old organization that represents more than 325,000 members throughout the state, including teachers, counselors and librarians. Cichocki-Semo, who lives in Riverside, is currently assigned to Youth Services for San Bernardino City Unified School District. CichockiSemo is a veteran educator who believes there are many hardships teachers face that are not always addressed or taken into account if they are accused of underperforming or ineffective. The preliminary ruling has reverberated among teachers, she said. “Teaching is not an easy job. I love it and I wouldn’t have picked a different profession. I get to see it from a variety of standpoints, but teachers are tired of being beat up. They open up the newspaper and they are being beat up over and over again.” Cichocki-Semo views the case as more complex than it is sometimes presented, but believes it is a divisive matter that is about more

than protecting teachers. The CTA is currently waiting to file an appeal. In part, the CTA website, says “Vergara v. State of California is a meritless lawsuit brought by Students Matter, an organization created by Silicon Valley multimillionaire David Welch and a private public relations firm for the sole purpose

Kane, PhD, a Professor of Education and Economics at the Harvard Graduate School of Education at Harvard University, was one of several expert witnesses who presented evidence in the trial supporting the plaintiffs. According to research, in Los Angeles Unified School District (LAUSD), African-American students are 43% more likely to be taught by a teacher that is in the bottom 5 percent of effectiveness, and Latinos were 68% more likely. The group argued several statutes were unconstitutional. One area of contention was the “Last In, First Out” (LIFO) statute, which the plaintiffs argued retained ineffective senior teachers in favor of effective new teachers during layoffs. According to Rivera, ineffective teachers in low-income school districts with high populations of minorities are more like to have ineffective teachers who bounce around from school to

school. “The case we put together was relevant and irrefutable. The facts are the facts,” said Rivera. According to Cichocki-Semo, Vergara V. the State of California is another attempt to restructure teacher policies that would create more interference than benefit to students. Cichocki-Semo has been following the case and sharing information with teachers. She said public support for teachers in California has been strong in the past and hopes to retain that support for teachers. “There are polls out there that have shown there is enormous public support for teachers. T

his year’s 4th of July celebration takes on a special meaning for not only myself but also my family as a whole. My mother, whom has taken on the role of planning all of our “mini” California family reunions, has been busy purchasing food, preparing her home, planning, and getting ready for this big celebration for the past month. However, during the course of her preparation and as family members eagerly geared up to celebrate, socialize, reminisce and enjoy each other’s company, my 38-year-old cousin whom I grew up with, accidentally drowned at an LA County City Park while celebrating this past Father’s Day with his kids. This caused me to reflect on one line in the Declaration of Independence that states: “all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the Pursuit of Happiness.” Taking this passage literally, my cousin was always one to enjoy life, liberty, and happiness – and enjoyed it he did. From his kids, to his friends, and his family, he along with his brothers and sisters were the life of every family function. And in the midst of watching my aunt and uncle plan to bury their son, my mother continues to forge ahead with planning the family’s celebration of the 4th. In speaking with another of my cousins about the holiday, she explained, “The family needs this. We need a time to be together and enjoy each other,” and she is right. Having a loving family, a love of community, and a love of life we continue to strive for that pursuit of happiness. So as everyone begins to season their grills for their ribs, chicken, hamburgers, hot dogs, and whatever they may cook this holiday season, remember to enjoy life and the liberty we at times take for granted and most importantly enjoy specials times with family and friends.

Celebrating Dr. Hazel Hawkins-Russell, Educator and Leader

L

ong time Riverside resident and former Riverside Unified School District educator, Dr. Hazel Hawkins-Russell recently celebrated her 95th birthday. Dr. HawkinsRussell was the first African American teacher at Riverside Unified School District (RUSD) beginning her teaching career at Casa Blanca Elementary School. She later went on to work as a tenured professor at California State University, Fullerton in the Department of Sociology & Human Relations and later as an Adjunct Professor at Riverside Community College teaching Black History and Sociology. Representative Ken Calvert honored Dr. Hazel Hawkins-Russell for her commitment to education and the children of Riverside County in 1997. During a tribute to her on the house floor, Congressman Calvert read the following statement: I take the floor of the House today to honor and praise a magnificent educator and leader.

I am proud to have her working in my district, continuing the tradition of educational excellence in our community. She is an outstanding advocate for increasing educational opportunities for minorities and those with special needs. The woman of whom I speak so highly and hold in such high esteem is Dr. Hazel Hawkins-Russell, who has persisted tirelessly with her work in education for 50 years. Dr. Hawkins-Russell has been a tremendous influence and positive role model for the youth of Riverside, CA. Back in 1947, Dr. Hawkins-Russell made history as the first African- American schoolteacher to be hired in what was then known as the Riverside city schools. For the next 23 years, she taught both elementary and junior high schools where she touched the lives of all of her students. Her enthusiasm and positive spirit served as an inspiration, and every student left Dr. Hawkins-Russell’s class with a little piece of her in their hearts. In 1970, after her career as a teacher, Dr. Hawkins-Russell became a consultant for the Pupil Services Department of the Riverside Unified School District. It was her responsibility to have an extensive knowledge of all California laws relating to minors. She provided technical assistance to schools in all discipline cases, prepared each case for hearing panels, and worked extensively with youth groups and services. Dr. Hawkins-Russell’s mission was to help children who were having problems and prevent them from slipping through the cracks unnoticed or ignored. From 1974 to 1982, Dr. Hawkins-Russell was the coordinator of the Emergency School Aid Act, a federally funded program that provided aid in remedial math and reading, as well as programs in multi-cultural awareness, human relations, tutorial assistance, staff development, parent effectiveness training, and conflict resolution. She was selected three times to assist in evaluation of ESAA proposals on a

national level here in Washington, DC, and once on a regional level in San Francisco. Aside from her job, Dr. Hawkins-Russell was actively involved with several organizations that are devoted to improving education. She was president of theAssociation of California Intergroup Relations Educators, worked as interim codirector at Riverside NAACP Child Development Centers, and was a member of the Western Riverside County Mental Health Association and the Attorney General’s Commission on Racial, Religious and Minority Violence. She also served on the State library steering committee as a representative of San Bernardino, Orange, Inyo, and Riverside Counties and was elected as a delegate for the State of California to the White House Conference on Libraries and Information Services. Let me add to this amazing list of achievements by mentioning a few honors she has received. She has been recognized with the ACIRE Presidents Award, the YWCA Award for Outstanding Community Leadership, a certificate for outstanding service at the First National Human Relations Conference, the Derby Club Outstanding Black Woman Inland Area Trophy, and most recently, the Ida Louise Jackson Graduate Achievement Award presented by Alpha Kappa Alpha sorority. Dr. Hawkins-Russell continues to work in education as an adjunct faculty member at Riverside Community College. Dr. HawkinsRussell’s drive for excellence is a rare commodity, and she has touched the lives of many during her 50-year career as an educator. I am extremely privileged to have such an exceptional person serving the youth in my district. I would like to take this opportunity to thank Dr. HawkinsRussell for her 50 years of hard work and the accomplishments she has made for education in my district, as well as the Nation. She has set a standard for community service and leadership that will remain for years to come. I hope that Dr. Hawkins-Russell will continue to be an advocate for children and quality education. I wish her happiness and good luck in her future endeavors.
