hen the U.S. Supreme Court upheld the controversial Muslim ban in its Hawaii vs. Trump ruling this week, like many political observers, I was disappointed but not surprised with the decision considering the conservativeleaning bias of the court. As I read the court’s majority opinion, my mind screamed words written by Dr. Martin Luther King Jr. in his letter from a Birmingham Jail in 1963 which reads in part, “A just law is a manmade code that squares with the moral law or the law of God. An unjust law is a code that is out of harmony with the moral law.” There is no question—in my mind at least—that this travel ban is unjust. Unjust, yes, but the U.S. Supreme Court has now upheld it. I believe it was wrongly decided but rendering such questionable decisions are neither unusual nor aberrant for the U.S. Supreme Court. For example, in 1857, the U.S. Supreme Court determined in the infamous Dred Scott Decision that African-Americans were not citizens of the United States, and therefore they had no right to appeal to the courts for injunctive relief. In 1927, by an eight to one ruling in the case Buck v. Bell, the U.S. Supreme Court upheld a Eugenics’ driven effort that legalized the forced sterilization of thousands of poor, mentally disabled and minority Americans. In 1944 case Korematsu v. United States, the court upheld the forced internment of thousand of Japanese Americans. And in 2013, the Supreme Court invalidated major parts of the 1965 Voting Rights Act despite ongoing efforts by conservatives to undermine the voting rights of minorities. These are just a few examples of how, in my opinion, the U.S. Supreme Court has managed to get it wrong again and again throughout history. Regarding the Muslim Ban decision this week, the Court chose to disregard the president’s relentless hate speech toward Muslims and instead opened the gates for him to perpetrate even more grievous acts against our neighbors in the world and citizens of this nation under the cover of “national” security. History has shown me, as in the examples cited here, that the U.S. Supreme Court has a penchant for getting it wrong sometimes, as I believe it did again in Hawaii v. Trump. In her dissent from the majority ruling in this case, Justice Sotomayor stated what I and so many others believe regarding the real impetus for the travel ban—that it was, “motivated by animosity toward a disfavored group.” Now that the U.S. Supreme Court has opened the door, I wonder who will be the next disfavored group? Yet, as with the cases cited above, such bad decisions do not have to last forever. As a nation, we have the power to create the change we want to see. I’m ready to get to work. Are you? Latest Assault on Voting Rights Washington, D.C. – Monday, by a 5 to 4 vote, conservatives on the U.S. Supreme Court overturned a 2017 ruling on redistricting made by a threejudge panel in the Federal District Court of San Antonio, Texas. The panel had determined that a congressional district map, which included Corpus Christi, denied Hispanic voters their opportunity to elect a candidate of their choice. The congressional districts, drawn by the state’s Republican majority, gave Republicans an unquestionable electoral advantage not only in this district but across the state of Texas. The Supreme Court sent the case back to the District Court to reconsider whether the plaintiffs in the case have the necessary legal standing to sue. The Supreme Court also placed the lower court’s decision (that required a new map be drawn) on hold. As a result, Republicans will retain their gerrymandered advantage in the November election. Voter Advocates reacted to the decision with frustration and claimed it dealt another major blow to the already weakened 1965 Voting Rights Act.

$20 Million Recommended for San Bernardino’s Arrowhead Grove Housing Project San Bernardino
L
ast week, the Arrowhead Grove Affordable Housing Development and Community Revitalization project in San Bernardino was deemed eligible for funding through the state’s Affordable Housing and Sustainable Communities program. Only 19 of the 53 proposals submitted statewide were recommended for funding through this program and Arrowhead Grove was the only inland area project included among the select group. Arrowhead Grove will include 147 affordable housing units and 36 available at market rates, along with needed pedestrian and transit improvements that will benefit the community at large. The Arrowhead Grove Development, formerly known as the Waterman Gardens Public Housing Site, is the largest award under consideration and would account for a sizable portion of the $75 million needed to construct the 184 unit development east of North Waterman Avenue and south of East Baseline Street. San Bernardino County Board Supervisor Josie Gonzales, whose Fifth District includes Arrowhead Grove, noted how there is an acute need for affordable housing in San Bernardino County. “We owe a great deal of thanks to our legislative delegation, the Housing Authority of San Bernardino County, other county agencies and our partners with National Community Renaissance and the City of San Bernardino for the hard work they put into bringing us closer to receiving this vital funding source.” On June 28, a meeting of the Strategic Growth Council will include
a staff recommendation to approve $20 million in funding for the two future phases of Arrowhead Grove. Officials noted that if approved, the funding will be leveraged with additional sources such as four percent low-income housing tax credits, a Federal Housing Administration (FHA HUD) insured loan, as well as additional local funding from the county, the city and the Housing Authority.

ate last week the Metropolitan Water District of Southern California announced the closure of Diamond Valley Lake (DVL) due to a large blue-green algae bloom that covered the lake. According to officials, the bloom does not affect the safety or quality of the company’s treated drinking water. The blue-green algae do however produce cyanotoxins which in large concentrations can be harmful to humans and animals, especially when ingested. Cyanotoxins can cause skin rashes, eye irritation, diarrhea, and/or vomiting in people and animals can experience diarrhea, vomiting, convulsions and/or death. Be sure to call your doctor or veterinarian if you or your animal get
sick after going near the water. As a result, all recreational activities, including boating, fishing and hiking, have been suspended at the lake until further notice. Officials have identified this algae bloom as one the largest ever seen at the lake since it opened to the public for recreation in 2003. Such blooms are caused by naturally occurring organisms that produced large areas of green water and mats of green scum floating on the lake and are common this time of year because of the warm weather. Metropolitan’s Water Quality Manager, Dr. Mic Stewart was careful to assure the public, “This is a recreation issue, not a drinking water issue.” Yet added, “We don’t want folks coming continued on page 18
Sacramento – Later this week, Governor Jerry Brown is expected to sign the state’s 2018-19 Budget. The state legislature approved the General Fund budget earlier this month. The new budget includes $137.7 billion State General Fund (SGF) revenues and transfers, $138.6 billion SGF in expenditures, and $15.9 billion in total reserves including $2.0 billion in the Special Fund for Economic Uncertainties, $200 million for the new Safety Net Reserve Fund, and $13.8 million for the Budget Stabilization Account. The final budget package has more than a dozen trailer bills. The trailer bills provide guidance on budget allocations and policy changes directly connected to the budget.

Predicting Healthcare Spending in Retirement
T
hose TV commercials showing retirees driving off into a blazing sunset stress the point that people have a sunnier view of the future than the past, which speaks to the need to be realistic in retirement planning. Predicting health-care spending in retirement is one of the biggest challenges in financial planning. Medicare covers a lot, but not everything. Many Americans think that being eligible for Medicare — a federal health insurance program primarily for people who are 65 or older — means they’ll no longer need to worry about healthcare costs in retirement. That program, however, doesn’t cover many expenses, including premiums, deductibles and co-payments. Whether you’re just starting to save for retirement or are about to age into Medicare, it’s important to understand the potential healthcare costs you may incur. The average 65-year-old couple could pay almost $490,000 in total health-related costs throughout retirement, according to Health View Services, a software company that projects healthcare costs. Here’s how healthcare expenses for retirees can add up. To start, Medicare simply doesn’t cover a range of expenses, such as dental services, prescription eyewear, hearing aids and related exams. Nor will Medicare pay for long-term care expenses for chronic
conditions or disabilities. Medicare is divided into different types of coverage: Medicare Part A covers hospital coverage and short-term rehab care at home, according to Medicare.gov. Part B covers doctors’ services and Part D covers prescription drugs. Most people pay no premiums for Part A. But you do have to pay a deductible for each hospital stay. For Medicare Part B, seniors must pay a monthly premium and a one-time annual deductible. In addition, Medicare recipients pay 20 percent of the remaining costs for any Part B service, with no limits. I f you see a lot of specialists, that can add up over time. Part D prescription drug coverage also has a monthly premium, as well as co-pays. Many seniors purchase supplemental coverage to help pay for the cost-sharing requirements in Medicare. These plans can be purchased through an employer or through the federal Medigap. The key is to plan ahead. Although health care costs continue to rise, there are financial planning steps that you can take today to help prevent health care costs from eating into your retirement lifestyle.

Team Work Between City and Church Creates Housing for Those in Need

T
he City of Riverside has agreed to use Measure Z funds to pay as much as $120,000 in fees to ease the way for the creation of four cottages at The Grove Community Church that will house homeless individuals and families. Defined as an historic first that could be replicated around the city, the recent and unanimous approval of the project by the City Council has paved the way for the development of four cottages on the southwest corner of the property located at 19900 Grove Community Drive. The program is slated to remain in place for at least five years and representatives of The Grove Community Church said they expected to continue the program beyond that required period to keep the housing available to people who need it. The church also accepted a $40,000 check from Rotary International District 5330 to help pay for the project, which will include substantial counseling services, substance abuse recovery programs, job training and other services provided. Other partners in the project include Tilden-Coil Constructors, Rotary International, Habitat for Humanity, Champion Electric and the Riverside Unified School District STEM School. “We’re so thankful for all the partners who have come along with us,” said Tom Lance, Senior Pastor at The Grove. “It hasn’t been easy, but it has been good.” The project will provide opportunities for homeless and/or lowincome individuals to utilize the village housing until they can stabilize their lives, then move into permanent housing elsewhere. The $120,000 in Measure Z funds set aside for reducing homelessness that would go into the project equate to $6,000 per unit per year. It is also possible continued on page 17

“I Endorse Mayor Carey Davis for Re-election”
S
ince I first called it home more than fifty years, this city that we love has had its ups and downs with high crime, high unemployment, police abuse, unruly city council meetings, corruption by elected officials, bankruptcy and at one point in time, even earned an All-America City Award. We have witnessed it all and yet I love this city and know it is coming back to its full potential and status as the seat of the largest county in the United States. The city is now out of bankruptcy and in good enough shape financially to have hired more police officers. This contributed to a reduction in crime over the past several quarters. In addition, the tension between the police and the community is not as high as it once was. Now, admittedly we are not where we need
or want to be but thank God we are not where we used to be with the previous high number of citizens’ complaints against the police. The city has a new charter which brought stability to the staff. The staff now receives the proper guidance from a City Manager versus the disorder that previously resulted when seven councilmembers with different agendas and understandings of the policies they made provided the direction. Our unemployment rate is at an all time low of five percent with good paying jobs located in the city. The converted, old Norton Air Force Base is beginning to attract more employers and the airport has more flights as a result. This is a blessing to the employees particularly with the current high cost of gasoline. And when you add in the low cost, affordable housing in the region, it gives the citizens more money to spend on other things that will improve their quality of life. The city has invested in its public transportation which makes it easier for one to
get from home to work and all shopping centers in the city and surrounding areas including Los Angeles. Now, we have not reached the All-America City status again—yet, but we are well on our way thanks to the quiet and steady leadership of Mayor Carey Davis. He inherited a city that was bankrupt and in chaos, with a city council that argued more than they adopted policy and an old city charter that had so many amendments, people lost count of them. The high number of amendments also resulted in so many different interpretations from the city attorney that it added to the confusion at city hall. Thanks to the mayor, some members of the city council and local citizens, we have a new city charter that appears to have helped. A lot of the calmness experienced during the city’s public meetings is because of the demeanor of the mayor. He has a calm and respectful way continued on page 18

“There isn’t a single state, city, or county in the U.S. where someone afford a two-bedroom home at fair market rent.” Locals only need to consider the rent trends in the Inland Empire to understand the fiscal pressures placed on working families in the region regarding housing. In May, the average rent for an apartment in Riverside, was $1426. This represented a 6.73 percent increase from last year when the average rent was $1330, and a 1.89 percent increase from April, when the average rent was $1399. The average rent for a onebedroom apartment in May, was $1280 a month and twobedroom apartment rents averaged $1640 per month. Rent for apartments in San Bernardino averaged $1233 per month which represented a 6.41 percent increase from last year when the average rent was $1154, and a 2.51 percent increase from last month when the average rent was $1202. Rent for one-bedroom apartments in San Bernardino averaged $1088 per month and twobedroom apartment rents averaged $1338. According to the National Low-Income Housing Coalition (NLIHC), the Fair Market Rent for a two-bedroom apartment in California is $1669. The agency noted that to afford this level of rent and utilities without paying more than the government’s recommended 30 percent of one’s income on housing, a California household must earn $5665 per month assuming a 40-hour work week. California is not an aberration. According to NLIHC, there are only 22 counties in the entire country where a one-bedroom is affordable to an individual working a 40-hour work week and earning the federal

minimum wage. As wages remain repressed, housing stock is at a premium in several places around the nation, including here in the inland region, which tends to drive up rental prices. It would also be a mistake to believe the cost of housing is only a concern of the poor. The hourly wage of the average renter in this country is $16.88. At that rate of pay, on average only 11 percent of renters in each county across the nation can afford a twobedroom and about 43 percent on average can afford a one-bedroom. There is a nexus between a living wage and affordable housing. Keep in mind, however, there are widespread g e o g r a p h i c a l differences in rents and wages across the country with hourly pay rates required for a two-bedroom apartment ranging from a high of $60.02 in San Francisco to a low of $15.60 in Little Rock, Arkansas. Despite the increased demand for affordable housing to meet the needs of the working class, the Joint Center for Housing Studies at Harvard University reported most of the new units developed across the country over the last ten years were found to actually cater to the rich. For example, between the years 2005 and 2015, the number of apartments that cost $2,000 and more per month increased by a whopping 97 percent, while units under $800 decreased by two percent. Housing advocates believe the nation’s most economically vulnerable are largely being overlooked. The report hypothesized that part of the nation’s ability to progress in

earning federal or state minimum wage for a 40-hour work week can - Tanvi Misra its provision of affordable housing will require the support of government subsidies. Yet, the priorities of the current administration to date, do not include a focus on affordable housing. The budget for the Department of Housing and Urban Development (HUD) received a minimum budget increase in 2018, but it remains 28 percent below 2010 funding levels. At this point, it appears doubtful that additional help will come from this agency in the near term. The current administration has proposed massive cuts to H.U.D. and in alignment with the president’s goal in this regard, H.U.D. Secretary Ben Carson has proposed raising rents for those who receive housing assistance while at the same time, imposing mandatory work requirements. If the Carson proposal is successful, those receiving housing assistance could have to pay up to 20 percent more for their rent. In the Inland Empire, economic growth has outpaced growth in the rest of the state. In May, in recognition of the tenyear anniversary of the Great Recession, the UCR School of Business published a report focused on the region’s housing market. The report noted, “. . . there are no signs of a bubble in sight and this year may be the best opportunity in a long time for first-time buyers and others to become homeowners.” The area’s housing market has experienced steady gains since recovery from the Great Recession began in earnest. Housing prices in the area have doubled since 2011, and according to the report, several inland communities will surpass their pre-recession price peak sometime this year. Despite this news, Executive Director of Research at the UCR’s Center for Economic Forecasting and Development and the report’s author,
Robert Kleinhenz, stressed how the local housing market has underperformed in the current expansion. He noted, “While home prices have risen, home sales have moved sideways in recent years and construction has fallen short of needs.” The high number of foreclosures experienced during the Great Recession turned many former homeowners into renters. The report noted the impact this has had on the rental market. Interestingly, the number of renters living in single family homes increased by a whopping 56 percent between 2006 and 2016. This increased the share of renters among all single-family units from 17 percent to 25 percent. The increased demand for rental units drove the average vacancy rate for apartments in the region down from 8.4 percent in late 2009 to less than 3.0 percent by 2014. The report further highlighted how traditional renters in the area coupled with home owners-turned-renters in the wake of the recession has been further complicated by the region’s population growth. Growth in the area advanced more quickly than the rest of the state once the region’s economy began to grow again placing more pressure on the local housing market. The good news for the inland region is that new home construction rose by one-fifth last year as permits for both single-family and multifamily units hit their highest levels in 10 years, and permit levels this year are projected to surpass last year’s counts. In addition, the UCR report projected an increase in job growth and income that will hopefully help offset the rising costs of housing. The other good news for the inland area is that the region continues to enjoy a strong “affordability” advantage over its closest neighbors—Los Angeles, Orange, and San Diego Counties.

hose who have Sickle Cell Disease (SCD) or others with a family member or friend who suffers from it, are keenly aware of the excruciating pain that comes with this illness. Few, however may be aware that SCD evolved as the body’s way of combating malaria, a health menace that has claimed millions of lives in Africa. Before discussing the role that Sickle Cell Disease plays in malaria resistance, a brief overview of the disease may be a good place to start. Sickle Cell Disease is a genetic condition in which the hemoglobin molecule, the molecule that carries oxygen in red blood cells, is affected. The blood cell disorder causes the patient’s blood cells to become abnormally shaped. Red blood cells are naturally biconcave in shape. This gives them a greater surface area which allows them to absorb oxygen more efficiently. Sickle cells on the other hand, are shaped like crescent moons which causes them to get stuck in the blood vessels and leads to many complications. According to Hilal Abuzahra M.D., UCR Health Pediatric hospitalist and UC Riverside School of Medicine Assistant Clinical Professor, chronic anemia is a feature of the disease and it happens in 100 percent of cases of those with SCD, and the complications of this condition can get much worse. It becomes difficult for sickle cells to pass through small blood vessels such as capillaries, which leads to blockage, and can result in ischemia—a loss of blood flow. Ischemia results in chronic pain and pain crisis. Yellowing of the eyes is also a common symptom of SCD because of the breaking down of blood cells. For someone living with this blood disorder, each day can be a constant struggle. Unfortunately, SCD also shortens one’s life expectancy. According to the California Department of Public Health, African Americans are more prone to this disease, as they have a one in 14 chance, of carrying the sickle cell trait. Among Hispanics, the chances of carrying the trait are one in 192, and for Whites the prevalence is 1 in 630. The group with the lowest possibility of carrying the SCD trait are East Asians at 1 in 6,072 people. Why is SCD more common in the African American population? Dr. Abuzahra indicated geographical location plays a key role in this. “If you look at a map” he said, “it makes perfect sense. The population where malaria is endemic will have the highest likelihood of having the trait.” In ancient times, malaria was a prominent killer for people in regions like North Africa, the Mediterranean, the Middle East and Puerto Rico. According to Dr. Abuzahra, “Carrying one of the sickle cell genes means you are resistant to malaria. This also means that people are able to live longer and have children, that allows the sickle cell trait to get to a higher concentration.” It is important to note that for genetic disorders such as sickle cell, you need to inherit two of the affected genes, one from each parent. Therefore, if you only carry one sickle cell gene you would not have the disease, but because you carry the gene it is possible you can pass it on to your children. In California, screening for SCD is done at birth. Newborns are tested to see what type of hemoglobin they carry. Babies carry fetal hemoglobin and adults carry adult hemoglobin. “However, those individuals with a sickle cell trait will have a sickle cell variant that will be picked up by the newborn screen. Symptoms however, do not begin to show until the sixth month of age, because a baby will use their fetal type of hemoglobin [initially], which is not affected by sickle cell disease,” says Dr. Abuzahra. “By six months of age, a baby will transition to adult

F E A T U R E hemoglobin, which is affected by the disease.” For those suffering from SCD, Dr. Abuzahra recommends good hand hygiene, drinking plenty of water, and taking all the medications necessary and on time to maintain the healthiest life possible. In addition to those recommendations, patients should follow-up with their pediatric hematology specialist. It is also important that individuals are aware if they are over exerting their bodies. This Summer—Know the Signs of Dry Drowning Riverside – About 3,500 Americans die every year from unintentional drowning and one in every five drowning deaths involve a child under 14-years-old. Everyone understands the concept of “wet drowning” which is when the throats airway relaxes, and water enters the lungs. However, most people do not understand the concept of “dry drowning.” Dry drowning occurs in the same ways as wet drowning except the airways do not completely relax and so less water enters the lungs. Dry drowning accounts for 10 to 15 percent of all drowning deaths. Interestingly, there is no clinical difference in the outcome of wet versus dry drowning but there is an added danger with dry drowning. In instances of dry drowning it can take up to 48 hours to manifest. In such instances, a child can have trouble breathing, experience bouts of coughing, sleepiness or tiredness, forgetfulness, vomiting and/or diarrhea. Medical experts advise that if you observe these symptoms with 48 hours of an episode, seek medical attention immediately.
