ast week I attended the State Assembly Committee on Higher Education’s Hearing on UC Riverside’s Commitment to Diversity and Achievement held on the UCR campus. UCR, which ranks 12th in diversity according to US News & World Report, has become a national model for student success among American universities. Assembly member Jose Medina, chair of the committee is, like me, a proud UCR alumnus. He held the hearing to learn how other campuses can follow UCR’s model of growing a more diverse and successful student body, including reaching graduation rate parity. “Regardless of our students’ ethnic background or income level, they graduate at the same rates as our overall student population,” Chancellor Kim Wilcox said in a press release before the event. “Few other universities in the country can stake this claim...” Both Chancellor Wilcox and Dr. Yolanda Moses, Assistant Vice-Chancellor Diversity, Excellence and Equity, remarked at the hearing that for over two decades UCR has intentionally focused on diversity with an attempt to better reflect the diverse population of California. The research and practices that have allowed UCR to begin to close the achievement gap were presented by other UCR faculty, researchers, and administrators. The final segment of the hearing focused on undergraduate funding and equity across the entire UC system. Another participant at the meeting was Assembly member Mike Gipson, chair of the Joint Legislative Audit Committee, who recently called for an audit to examine how the growth of nonresident enrollment throughout the UC system has affected enrollment for residents. The audit, scheduled to begin next month, will also review the progress of UC’s Rebenching Initiative implemented after a 2011 audit that uncovered significant inequities in per-student funding among UC campuses. Campuses like UCR, whose student enrollment is made-up of students of color and first generation college students, received up to $2,100 less per student than the older more established campuses, mainly UCLA and Berkeley. For two consecutive years UCR has ranked 2nd on Washington Monthly’s list of universities when considering civic engagement, social mobility, and research. Last year Time Magazine ranked UCR the best college value based on the White House formula of graduation rates, affordability, and access to financial aid. These rankings make me wonder, if UCR can achieve comparable graduation rates across various ethnicities – 73% Asian Americans, 66% Latinos, 72% African Americans, 68% Whites – while receiving inequitable funding from the University of California, then what can be accomplished when the campus receives equal pay for every student? And what will that teach us about the tremendous role diversity plays in academic excellence, or general excellence for that matter?

May Gray Turns Sunny for Over 400 Grads at SBVC’s 88th Commencement San Bernardino

O

n Friday morning, May 22, 2015, San Bernardino Valley College celebrated its 88th Commencement. A total of 1,043 associate degrees and certificates were awarded to the class of 2015, with over 400 of them braving the chilly weather and gray skies to be present on the campus’s athletic field. College President Dr. Gloria Fisher delivered an address of hope and encouragement. Student speaker Sara Arps told her personal story of overcoming the depths of feelings of failure to the salvation she now feels, having achieved her educational goals. Arps praised the SBVC faculty generously, and it was easy to see (or hear) that the assembled graduates agree with her, as the applause and cheers rang out. Judith Valles was the keynote speaker. Valles, a Valley College alumna who both taught and worked as an academic administrator at San Bernardino Valley College, delivered a message of the need to embrace failure as one rises to the

4

top. Valles was the first-ever Latina president of a California community college when she assumed the presidency of Golden West, a position she held until retiring in 1993. She has also served as acting President at Coastline Community College and a trustee of the San Bernardino Community College District Board of Trustees. She was a two-term mayor of of San Bernardino from 1998 to 2006 and was inducted into the SBVC Alumni Hall of Fame in 1991. Commencement began promptly at 9:00 a.m. with a formal processional and was over around 11:15, ending with an equally formal and dignified recessional. Then it was time for the joy and happiness to spread like wildfire across the college’s football field as families and friends engaged in a veritable feast of picture taking and congratulatory hugging and gift-giving. The entire affair turned a cold, dark and stormy day into a very sunny experience for all who were there.

University of Redlands School of Music 2015 Summer Camps Riverside

T

he University of Redlands School of Music is proud to offer four different camps for music students this summer. High school age brass players can now attend the Pre-College Low Brass Seminar. Directed by Scott Sutherland, the Pre-College program includes many of the clinics and concerts from the Pokorny Low Brass Seminar plus special workshops and ensembles for the high-school age low brass players. The Pre-College Seminar will begin on Saturday, June 27 and conclude on Friday, July 3. Cost for the program is $600 including room and board or $375 for commuting students. The University of Redlands Percussion Camp is designed for pre-college percussion students to perform, learn, and enhance their skills in all areas of percussion. This 6-day camp offers master classes, clinics, and performances by University percussion and drum set faculty Bill Schlitt, Yuri Inoo, and Joel Taylor, as well as worldclass guest clinicians from all over California. Students will receive hands-on instruction on concert percussion (timpani, snare drum, 2- and 4-mallet instruments, all accessory instruments), drum set, and world/hand percussion. The camp will end with a final percussion ensemble concert presented by the participants. This summer’s focus will be on preparing and performing the orchestra, concerts, solo and

choral works (involving harp) of Debussy, Fauré and Ravel. Ensemble pieces will be transcriptions, for harp ensemble, of works by these composers and the West Coast premiere of the second movement of the Mozart Concerto in C for Flute and Harp, arranged by John Wickey for solo flute, solo harp and harp ensemble. This year’s clinicians are Lynne Aspnes, Mary Dropkin, and John Wickey. Tuition for Harp Camp is $400. Housing is available for an additional fee. The University of Redlands Piano Camp is a unique summer program encompassing a wide variety of study and exploratory experiences for Intermediate to Advanced Pianists, ages 11-18. Camp activities are oriented toward exploring the world of music through interactive classes, with opportunities for both solo and ensemble performance. inthenews An Alternate Proposed Decision Would Continue Unfair Rates

By Lauren Bartlett esidential customers living in hightemperature areas would receive longoverdue relief from punitive high electric rates under a proposed decision that is being considered by the California Public Utilities Commission, but an alternate would continue unfair rates for those customers. “High-usage customers who have little alternative to using air conditioning have been burdened with paying a disproportionate share of electric costs due to an unfair sharing of costs by low-usage customers for nearly 14 years since the energy crisis of 2001,” said Russ Garwacki, Southern California Edison (SCE) director of Pricing, Design and Research. “As costs of electric service have increased since 2001, customers who use air conditioning in hotter areas of California and those who have larger families have shouldered nearly all of those increases,” Garwacki said. The proposal from two administrative law judges that is before the commission would bring customers back to a two-tier rate structure like before the energy crisis. Under the commission judges’ proposed decision, the more electricity that customers use, the higher the price they would pay, but high-usage customers would no longer shoulder nearly all the last decade’s cost increases. Commissioner Mike Florio issued an alternative to the proposed decision on Friday

San Bernardino Valley College Student Partners With Symphony For An Artistic Project Architecture majors proposal to benefit local youth

T

he San Bernardino Symphony has once again partnered with San Bernardino Valley College for a creative expression of art. But unlike last year’s project – a concert to celebrate the opening of their refurbished concert hall – this year’s effort will focus on the region’s youngest music lovers. Professor Judy Jorgenson Zak of the Architecture and Environmental Design Department explains. “One of my first semester architecture students, Jeremy Noble, asked for a special project and I suggested an educational coloring book. This project has become much more, though, both because of his interest in local historical architecture and my awareness of the Symphony’s efforts to provide music enrichment programs for local youth.” The activity book as it is now being called is based upon design abstractions of the Symphony’s principal performance venue, the historic California Theatre of the Performing Arts in downtown San Bernardino. The book will also include completeable drawings of music instruments, members of the

orchestra, and Symphony Maestro Frank Fetta, well known for his distinctive long white hair and eclectic style. “Maestro Fetta is a brand unto himself,” added Symphony Executive Director Dr. Anne Viricel. “Wherever and whenever we perform, people comment on his enthusiastic, interactive style that simply draws in an audience. Aside from the impeccable quality of the orchestra, his uncommon approachability keeps audiences coming back concert after concert.” Zak, who regularly encourages her students to attend Symphony events at the Theatre, is particularly excited about the project. “I knew Jeremy was special with his first project. I asked students to create a pneumonic design to help them remember each other’s names. They were to start with their name, develop that into a phrase, then developed that into a visual the size of a CD cover. Jeremy’s was ‘Jeremy Noble has a proposal…’ and showed a hand with a large engagement ring. Of course, now his proposal is to put together a book for student outreach and his original proposal will be memorialized on the back corner of the coloring book.” “I came to her with a request for more for my portfolio and she knew this would be a good exercise for me to put all that together,” said Noble, humbly discussing the origins of his first foray into commercial art. “I have done all the media for a wedding from invitations, wine labels, an edited video, etc., but this is the first time I will have done something to inspire youth. It’s a rather daunting project.” Noble’s goal is to attend Cal Poly San Luis Obispo School of Architecture and Design, then pursue architecture as a career, but he’s keeping his options open. “Architecture is a broad topic, but my ambition is to have a job that allows for a balance between creating a building and managing its quality.” He is also studying general education, and particularly enjoying his physics, calculus, and political science courses. He will completed his General Education requirements this Fall, then focus on classes beneficial to his career. “I like the opportunity to shape something with my hands. I like things people can hold and touch and see the craftsmanship associated with it,” said

Noble, the first person in his immediate family to earn a four-year degree. His mother works for the Health Department at Loma Linda and is co-owner, with his father, of a tutoring business. “But I think they’d prefer if I went into construction management,” added Noble. Zak regards the project through the eyes of a proud professor: “This is something Jeremy will be able to develop as a part of his portfolio. He has a good clear strong direction of his educational and professional path.” Printing for the first 500 books has already been secured through Shawn Guyett at The Hanigan Company of Riverside, one of Zak’s past students from Norco Community College. Guyett will be dedicating all of the labor and technical skills necessary for set up and printing, and the Hanigan Company will be sponsoring all of the materials and the shop space to support the project. Still, more funding is needed to reach the partnership’s distribution goal of 5,000 books for students involved in the Symphony’s year-round music enrichment projects. The last page, it has been decided, will be reserved for autographs of the Symphony performers who students meet at the post-concert receptions. “I’d like to separate the different elements of the building into individual pages,” said Noble. “I want it to be an educational experience where the student is asked questions about what they are seeing and feeling from each picture. I also want to highlight the various architectural features such as a curl or flourish so the children can learn about the building as they color.” Zak has long been involved in local education, teaching at San Bernardino Valley College since just two days after her own graduation in 1977. She taught part time until seven years ago when she was brought on fulltime. She has also worked for several local cities and architecture firms, and has been an architectural consultant for new development. Noble’s ultimate hope: “I hope it will give kids a better understanding of the orchestra and the building. It’s hard for children to visualize the nuances of what they see. Tongue Scraper Can Tame Bad Breath Dear Dr. Levister: My breath smells bad. My dentist says this partly due to sinus drainage coating my tongue. Will a tongue scraper help? L.K. Dear LK: Bad breath is a common problem for many people, given the wide variety of substances traveling through our mouths daily. Some people avoid offensive foods and drinks, chew gum, use mouth rinses, or eat mints to mask unpleasant odor. Others cannot escape bad breath quite so easily. At least 40 million Americans suffer from halitosis. Unfortunately, there is no standard treatment for it. Halitosis is a term used to describe any disagreeable odor of expired air. Bad breath is a generally accepted term for foul smells emanating from the mouth. Oral malodor is a term reserved for unpleasant smells originating from the oral cavity. Using a tongue scraper to brush the tongue, rather than using a toothbrush to scrape the tongue is often effective in relieving oral malodor caused by sinus drainage. New data from clinical trials suggests that a tongue cleaner/scraper demonstrated Unfair Rates, continued from page 5

that would continue unfair rates to those who need air conditioning during the summer. His proposed rates are similar to the crisis rates implemented in 2001. The current four-rate tiers often result in summer bill spikes, punishing customers for using air conditioning during heat waves. Those customers with larger families, or who live in areas where high summer temperatures last four or more months per year are particularly penalized. A significant number of these customers are low- to moderate-income families with children or seniors on a fixed income. Two administrative law judges worked through thousands of pages of evidence and heard two dozen witnesses during three weeks of hearings before issuing their proposed decision. SCE had proposed a two-tier rate structure, similar to that recommended in the judges’ proposed decision. “The commission and the parties all recognize

a significant difference in reducing volatile sulfur compounds (VSC) levels, which are produced when bacteria and amino acids interact to produce bad breath. Though there is no standard treatment, bacteria-causing halitosis can be reduced by brushing or scraping the middle and back of the tongue. Tongue scraping can lower VSC concentration, subsequently reducing oral malodor. However, that reduction is only short-term, and not an absolute solution for eliminating malodor. More study is necessary to determine what role undetected odorants may play in oral malodor, as well as more well designed, randomized clinical trials to compare the effectiveness of tongue scrapers, toothbrushes, and mouth rinses on reducing VSC levels. Despite the short-term reduction dental experts feel tongue scrapers are a good tool for the short-term. Tongue scrapers are available in most drugstores in various shapes and sizes. You put the tongue scraper

at the back of your tongue and bring it forward along your tongue, repeating as often as needed. Although there's no harm in trying a tongue scraper to treat bad breath, it's probably more effective to practice good dental hygiene overall: Brush your teeth and tongue after you eat; Floss your teeth at least once a day; Drink plenty of water to prevent dry mouth, a cause of bad breath; Schedule regular dental checkups. If bad breath persists, consult your dentist. He or she can identify the cause and help develop a treatment plan.

there is problem with the current rate structure and believe it is broken,” Garwacki said. “It’s a question of the degree of change. This alternative decision released Friday does not go far enough. The proposal from the judges positions us for a future that would be fairer to customers.” Protections for low-income customers would remain in what is known as the CARE (California Alternate Rates for Energy) program. Nearly one-third of SCE’s customers are on the lowincome rate where rates are discounted by about one-third. SCE also had requested a fixed charge of up to $10 for non-CARE customers and $5 for CARE customers. The proposed decision would allow SCE to propose a fixed charge beginning in 2019, at the end of the four-year period for phasing in the two tiers. The amounts for a fixed charge would be considered in 2018. “The fixed charge would help pay for the power network we all rely on, regardless of how

much energy each customer uses,” Garwacki said. “The fixed charge would be offset by lower energy charges on customers’ bills.” “If the administrative law judges’ proposal is a fix to the current problem, Commissioner Florio’s alternate decision delays by years the relief customers deserve from the high rate tiers and only would implement a watered down solution that falls far short of fairness for our customers,” Garwacki said. “The alternate proposed decision would essentially maintain the status quo where summer bill spikes that penalize customers for using air conditioning during heat waves would continue.” Adopting a new residential rate structure won’t result in a change in the overall amount of money SCE collects or the profit it makes; the issue is allocating costs fairly among customers. My Friend Jess Flores, Gone But Not Forgotten

I

first met Jess Flores in the late sixties during a Boy Scout meeting at Urbita Elementary School in the San Bernardino City Unified School District. Jess was a scout leader and I was a Commissioner for Hardy L. Brown the Arrowhead Boy Scout Council. Both of us were volunteering with the intent to improve the plight of boys in our community. Of course we immediately hit it off well with one another and later we introduced our families to one another and maintained our friendship. Our kids grew up together and worked together in the medical field. When I was appointed to the Classified Personnel Commission and a vacancy became available on this three-member commission, I called on Jess to be appointed. Jess had to convince the other member to vote for him after the interview, which was no problem because Jess was a likeable man. When I was elected to the school board it was Jess who voted to appoint our friend Wilbur Brown to

replace me on the commission. Jess served the district very well and with distinction. I called on Jess another time after he was elected to the San Bernardino City Council and the city had a gang problem. We brought together the city and school district to form a unified Gang Task Force to combat the gang culture that was interrupting our educational system. We pulled together our friends from the community and financial resources to assist with paying staff to carry out the tasks we agreed to do. When people saw the city and schools working together it made a difference and Jess had a reputation for integrity and decision making abilities that instilled trust. Our relationship and friendship was built on trust and we never had to talk about our racial differences, we knew others would draw strength from our example and put aside their biases and come together for the betterment of the community. He was never abrasive or confrontational with people but would hold his ground and smile at the end of making his point. It was at that point you knew you were going his way. When Cheryl decided to run for the Assembly, two of the first people she contacted

to get support from were Jess and his wife Terri. She valued their friendship and opinion on how to make her election a reality. The community has lost one of its finest citizens and I have lost a friend but I will not forget what Jess has done to enrich my life and make San Bernardino a better place to live. He was a trustworthy, loyal, kind, and true friend. Jess was born in Indio and graduated from Coachella Valley Union High School. A veteran of the U.S. Army and retired from government service as a Contracts Specialist, he spent most of his adult years living in San Bernardino, where he donated his time to many causes and to the betterment of the city. For many years, Jess volunteered his time to help with San Bernardino schools, Boy Scouts of America, City Parks & Recreation Commission, School Personnel Board and also served as a City Councilman. Jess leaves to cherish his memory his wife of 60 years, Teresa, his three sons, John, Andrew and Terence, ten grandchildren and one great-grandchild. He also leaves a brother, MartĂ­n and sisters, Rosalie, Esther, Cecelia and his sister Emelia who preceded him in death.

Medi-Cal Renewal Now Automatic for Eligible Californians By McKenzie Jackson CBM os Angeles County resident, Diyon Clark, is relieved to learn that his MediCal renewal will be automatic this year. In 2014, he remembers his re-certification process being especially confusing and frustrating. “That’s cool,” said Clark, a 20-year-old who lives in the San Fernando Valley. “That is one thing I hopefully won’t have to worry about.” Late last year, the California Department of Health Care Services (DHCS) announced that county human services agencies across the state will renew coverage for most MediCal members by using the information they already have on file. That includes information pertaining to a person’s place of residence, immigration status, and income. If the county is able to verify all of an individual’s information their coverage will be renewed. In a March 25th email, DHCS spokesperson Anthony Cava said re-certifications begin well ahead of the date members’ plans are set to expire. “For renewals due January 1, 2015,” he wrote, “the process started approximately 60 days in advance (end of October/early November 2014).” For Californians who qualify, Medi-Cal offers health care benefits at either no or low cost. The coverage funds a preventionoriented approach that promotes well-being through 21 managed and county-specific health plans such as Anthem Blue Cross, L.A. Care and Molina. The health program is open to low-income adults; individuals with disabilities; families with children; senior citizens; children in foster care as well as former foster youth up to age 26; and pregnant women. According to numbers from DHCS, as of last month approximately 927,280 African Americans were enrolled in Medi-Cal. This year, DHCS expects to renew the

insurance plans of about 12 million Medi-Cal members. “If all the information is available and it indicates continued eligibility, the individual’s coverage will be continued for another 12 months,” said Cava Clark, who is half African American and half Jewish and has been covered by Medi-Cal for most of his life, says the most painful part of his renewal process last spring was completing it by phone. “It took about three months for me to get renewed,” said Clark, a college student a n d

wireless p h o n e salesman. “I was told to call and ask for Medi-Cal, then Covered California, then Medi-Cal.” Clark said needing to have surgery on his torn rotator cuff last year further complicated the process and heightened his frustration. And he was not the only person angered by the 2014 renewal process. There was a significant amount of chatter among health care advocates and Medi-Cal users alike, lamenting the fact that due to the implementation of the Affordable Care Act (ACA), the questions asked on the renewal forms had become too complicated. Elizabeth Landsberg, director of legislative advocacy at the Sacramento office of the Western Center on Law & Poverty, an organization that works to secure housing, health care, and a strong safety net for lowincome Californians, said the renewal process seems to be more streamlined now. “The process we have been seeing in 2015

is quite different,” she said. “Essentially in the past we had been expecting people to re-apply for Medi-Cal all over again. Now the onus is on the state to check people’s records. Cava said Medi-Cal users will only have to complete renewal forms if their Medi-Cal service cannot be automatically renewed, for example DHCS cannot verify certain information like income or residency. “Then, a pre-populated renewal form is sent to them, outlining the information used for the redetermination and what information is still needed from them to complete the renewal process,” he said. Cava said that any forms must be completed within a 90-day period or a current enrollee could lose his or her Medi-Cal coverage. “This is our standard Medi-Cal policy,” he said. “If the information is provided within this timeframe, the counties will accept the information as if it had been submitted on time and complete the redetermination process. If the person remains eligible, their coverage will resume and be treated as if there was never a break in coverage.” Besides providing an opportunity to have surgery on his rotator cuff, Clark says having Medi-Cal also allowed him to have surgery on his broken right hand – all within the past year. Inserting a metal plate into one of his appendages wasn’t cheap, he said. “Medi-Cal has saved me at least $20,000 in medical bills, easily” he said. By S. E. Williams Staff Writer hat is the color of educational success in the Inland Empire? According to historical and sustained achievement gaps experienced by too many of its African American students—it certainly is not black. Since the legendary Thurgood Marshall’s successful argument before the United States Supreme Court in Brown versus the Board of Education in 1954, African Americans parents have prayed for, hoped for, worked for, and fought for parity in America’s public schools only to be confronted again and again with what, until now, has remained an impenetrable and disappointing reality—an achievement gap that at times has narrowed but never closed. Year after year despite legislative mandates,

new funding schemes and a myriad of programs and proclamations at all levels of government that have included everything from higher standards to increased testing to zero tolerance on a number of issues, African American students remain gathered on the wrong side of the achievement chasm. Sadly, many African American (AA) students in the Inland Empire are not exempted from this predicament. In 2013, California went back to the drawing board, designed and implemented an alternative approach to the state’s public education policy; a “new yardstick” aimed at structuring, fostering, measuring, promoting and rewarding scholastic success among its disadvantaged students. The Local Control Funding Formula (LCFF) was designed to give California school districts flexibility in how resources were allocated and significantly enhanced state support for the

education of disadvantaged students. Identified as the most significant change to the California school finance system in a number of decades it requires the state to allocate a greater share of K–12 funding for low-income, English Learner (EL), and foster care students. According to the Public Policy Institute of California, the LCFF strategy also included the requirement for a Local Control and Accountability Plan (LCAP). LCAP requires school districts to enlist the help of parents and the public in the identification of performance goals; in addition to recommending ways to achieve them. Schools were required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), beginning July 1, 2014. featurestory San Bernardino County School Districts have worked diligently to develop the first of their three-year plans. The most recent performance data specific to African American student achievement in the Inland Empire showed relative improvements—relevant because students improved across the board regardless of race; but, the achievement gap remained at alarming levels of less than satisfactory performance when compared to student achievement among other racial groups. In 2013-14, A f r i c a n American students totaled 6.5 percent of the enrolled population in Riverside County but accounted for 18.2 percent of suspensions and 9.14 percent of expulsions. Graduation rates for African American students in Riverside County were 80.2 percent with Hispanics graduating at 82.6 percent and white students at 89.2 percent. In a report by the Task Force for African American Student Achievement prepared by the San Bernardino Unified School District, African American students within their jurisdiction also experience limited success. Only 67 percent of African American students graduate from high school in four years. School suspension rates are upwards of 57 percent for African American males—a rate that is three times

greater than students of other ethnic groups. In both Riverside and San Bernardino Counties African American student performance gaps are also glaring when considered in light of other indicators as too many also underperform on Math, Algebra and English-Language Arts Proficiency tests. Sadly, however, many of these students, following national trends, outperform other ethnic groups from a negative perspective in a number of areas that may be even more concerning. They rate highest in the areas of out of school suspensions, expulsions, absenteeism and as fodder used to feed the school to prison pipeline. Also in alignment with national trends, African American students in the Inland Empire are also disproportionally overrepresented in special education programs when compared to students in other ethnic groups—specifically those that are subjectively identified as disabilities; categories that include such labels as emotional disturbance and intellectual disability. Both Riverside and San Bernardino County Unified School Districts continue to work with stakeholders, including parents and student groups in a variety of forums to gather input and leverage resources in a collaborative way to support and improve African American student achievement. One example of the many efforts underway in both jurisdictions includes the implementation of the Positive Behavior Intervention Supports program in San Bernardino County. It is a proactive approach to the reductions of suspensions and expulsions among African American students. The program is aimed at establishing the behavioral supports and social culture needed for all students to achieve social, emotional and academic success. The measures are specifically aimed at many of the challenges that can lead to negative behaviors that result in truancies, suspensions and expulsions. Riverside County has also taken a proactive and aggressive approach to help mitigate African American student achievement gaps. Some examples of its efforts in this area as documented in the county’s Blueprint for Success include implementation of Positive Behavioral

Solving the issue of cultural responsiveness and unconscious bias is viewed by many as essential for success in this area particularly as it relates to the subjective identification of students, particularly African American males... Interventions and Supports; Restorative Justice Discipline practices; on-going professional development related to cultural responsiveness and unconscious bias; and, the development of African American Parent Advisory Councils at the school and district levels. Solving the issue of cultural responsiveness and unconscious bias is viewed by many as essential for success in this area particularly as it relates to the subjective identification of students, particularly African American males, perceived to suffer from some form of mental or behavioral disorder. In light of all the negative stereotypecategorizing of African American students by far too many not only in the public school system but society at large, a new report led by Ashaunta Anderson, MD, MPH, an assistant professor of pediatrics in the UC Riverside School of Medicine, may provide parents of African American students with a viable, nocost way to neutralize and combat against such psychological battery. The research uncovered a connection between certain approaches to racial socialization in early childhood and parents’ expectations for greater success in school. In the study, parents of children four years old and younger from several ethnic groups used racial socialization to promote school readiness. The report indicated approaches to racial socialization that promoted cultural pride and identity were commonly used for this young age group and have been consistently linked to positive outcomes in prior studies. According to Anderson, “The sense of pride

and identity provided by this approach appears to give children some protection and resilience when they encountered racism from peers and others, which we begin seeing the effects of as early as preschool.” African American parents wage constant battle in a society too often either overtly or covertly hostile to their children’s very existence. The report concluded with the use of positive racial socialization before toxic experiences have a chance to cause lasting damage, parents may be able to more significantly and directly influence the trajectory of their children’s lives. In the final analysis, observers believe the long-running dilemma of under-achievement fostered upon African American students in San Bernardino and Riverside County School Districts is merely reflective of the country’s long-running battle with basic issues of equity and opportunity. California’s Local Control Funding Formula strategy with its Local Control Accountability Plan may provide interesting insight to a broader national concern that looms with silent unease on the nation’s race-tinged horizon. A report, The Flat Earth and Education: How America’s Commitment to Equity Will Determine Our Future by Stanford University Professor of Education, Charles E. Ducommun, discussed how, in the world’s new knowledgebased economy of the 21st Century, most industrialized countries are making massive investments in education—that is, most industrialized countries except for the United States of America. America ranks low in this indicator not

because it is unaware of the importance of the issue; but according to Ducommun, “primarily because of the great inequality in educational inputs and outcomes between white students and (non Asian) minority students.” Interestingly, however, it is minorities that comprise the growing share of the public school population. Even as Americans have continued to implement standards-based reforms, like those here in California with optimistic hopes of greater equity; a number of states, unlike California with its Local Control Funding Formula, have failed to equalize funding or provide access to the key resources needed for learning. Ducommun called this a collision of ‘new standards with old inequities’ that has resulted in less access to education for many students of color rather than more. In light of this revelation it is possible that California’s new approach to funding public education coupled with the demonstrated commitment to date of both Riverside and San Bernardino County Unified School District leaders, community partners and parents, African American students in Inland Empire schools may be delicately balanced on the precipice of slow but consistent and hopefully sustained improvements conducive to the longelusive educational parity. Closing the achievement gap for African American students in the Inland Empire will serve as an important indicator of equity and increased opportunity in the region.

n May 15th the Inland Empire Alliance of Black School Educators (IEABSE) held their 5th annual “It Takes a Village to Raise a Child”, High School Black Graduate Recognition and Scholarship Ceremony at the Santos Manuel Student Union San Event Center on the campus of California State University of San Bernardino. Some key highlights of the evening was a recognition for excellence in education to educators Mary Shelton of San Bernardino High School and Earnest Rhone of Rialto Unified School and a spirited spoken word selection by Inland Empire High School students. Fraternities and Sororities representing local chapters of the “Divine 9” strolled in with their historical colors as onlookers clamored to get a glimpse of their entrance into the ceremony. San Bernardino High School graduate and Professor Anthony Blacksher of CSU, Long Beach and Mira Costa gave a rapid 10-minute battle rap style affirmation speech that reminded students that they have a heritage of greatness and to strive toward and to focus on the feeling of accomplishment they have at this moment. Blacksher stressed they must use that energy as fuel to propel them to future accomplishments.

Prominent Doctor Shares Her Journey And Views On African American Women’s Health “The privilege of a lifetime is being who you are.” - Joseph Campbell

hysician, professor, lecturer, mentor, businesswoman, mother and wife, Dr. Leita J. Harris has spent a lifetime in dedication to her passion—the care and nurturing of others. A large part of those efforts are aimed at empowering African American girls to take their health seriously. “When I talk to young girls in relation to taking care of their bodies I tell them about head-to-toe hygiene and include information on sexually transmitted diseases and pregnancy,” Harris shared. Harris frequently asks the girls about what their goals are in life and encourages them to make their actions align with those goals. “Your body is not a hobby for someone else, value it, care what you put into it and how you treat it,” she stresses. Harris has never settled for mediocrity and encourages young girls to do the same. “Always strive to do the best you can,” she tells them. A long time resident of Riverside County, Harris was born i n Panama, raised in New York City and from an early age, knew she wanted to be a

physician. “My father tells me all the time I’m probably the only person he knows that as a little girl always said what I wanted to be, grew-up and stuck to it,” she reminisced during a recent interview with The VOICE. As a child it was not easy for Harris to see the possibility of becoming a doctor. “At first, I didn’t really understand that a woman could be a doctor,“ she confided. ”I give praise to my dad. He encouraged me and told me if I really wanted to become a doctor, I could.” When Harris coupled her father’s encouragement with her personal drive and ambition she was unstoppable in pursuit of her dream. In school, everything she did was focused toward that goal. Harris’ academic efforts bore remarkable fruit. She earned a Bachelor of Science Degree from New York University; a Doctorate in Medicine from Cornell University Medical College; and, subsequently made her way to California where she completed her internship and subsequently a residency in Obstetrics/Gynecology at the University of Southern California Medical Center. Her interests in obstetrics and gynecology were sparked early in her college career where she began to learn about women’s’ bodies. “As a woman It was very fascinating to me to understand how I am different and unique from a man,” she shared. “The more I learned, the more I wanted to know about it.” However, it was when Harris saw her first delivery that she felt a certain shift in the focus of her life’s work. “When I saw the miracle of life happening, I was stunned and in awe. I felt like the sky parted and the sun came down, I said to myself—this is it.” While completing her internship and residency Harris established roots in the Inland Empire where she has remained. She practiced at the Riverside Medical Clinic for 15 years and is currently a gynecologist and patient educator at Kaiser Permanente. She also works as a gynecology consultant for UCR Campus Health; is a Clinical Professor of Biomedical Sciences at UC Riverside School of Medicine; and,

serves on the Health Education Committee as part of the Parkview Community Hospital African American Advisory Board. Harris sees disparity as the biggest issue impacting the heath of African American women. According to Harris, younger, pre-menopausal Black women are diagnosed with more severe and aggressive forms of breast cancer while breast and cervical cancers kill more Black women in general than women in other groups. “Their breast cancer is not detected as early as breast cancer in their white counterparts,” Harris stated. She is also concerned about the high rates of obesity, high blood pressure, high cholesterol and HIV rates among Black women. Reasons for the disparities are many but Harris thinks they begin with heath care. “Although the Affordable Care Act helped there is a lack of trust in the medical system held by some Black and cultural differences factor in as well,” Harris stated. Harris believes these cultural differences are reflected in how some Black women, especially younger women, communicate with their doctors; and, to the contrary, how some doctors make assumptions about their Black patients and as a result, diagnose and treat them accordingly. “At times,” Harris surmised, “there exists a disparity within a disparity in the treatment of Black women.” She concluded, “There is certainly a case to be made for more doctors of color.” Harris’ impact in the community is expansive. She supports the ministry of her husband, Pastor Jon S. Harris, at the Castle Rock Christian Fellowship Baptist Church in Riverside where she directs a Teen/ Women Mentoring Ministry. She serves on the Board of Directors of the Eastside Reconciliation Coalition; the African American Advisory Board of Parkview Community Hospital; and, frequently responds to public speaking requests. On Thursday, June 11, Harris will open Parkview Community Hospital‘s 2015 Health Series, What Women Want to Know, with a workshop titled, The truth about PAP smears—Why do we really need them?
