espite the current administration’s declarations that it is committed to uplifting the nation’s working poor, it continues to carve away at safety programs designed to keep low-waged workers, low-income families with children, veterans, the elderly and those who are disabled from falling into an abyss of economic despair. Whether you consider efforts to gut health care or proposed cuts to the Supplemental Nutrition Assistance Program (SNAP) or any of the many other affronts, assaults by the administration on the nation’s poor are relentless. New legislation proposed by the U.S. Department of Housing and Urban Development (HUD) as authorized by the agency’s leader, Housing Secretary Ben Carson, is just one more example of the administration’s demonstrated apathy for the poor. The proposal takes direct aim at the nation’s main housing assistance programs and as if in locked-step, Republican House members have introduced legislation modeled after Carson’s draft bill. According to experts, changes proposed to the nation’s housing policy under the Rent Reform Legislation will more than likely increase the rate of evictions and homelessness for low-income households, who are already struggling economically to survive. Last June, San Bernardino’s Baldy View Chapter of the Building Industry Association (BIA) of Southern California noted the inland region could be short as many as 65,000 units by 2019. In addition to single family homes, BIA noted the area’s need for more low-income housing, especially for seniors, in addition to the growing need for apartments to accommodate local college students. It’s no secret California has the nation’s highest poverty rate and many inland communities are included in that assessment. Any proposed cutbacks to programs that aid the area’s low-income residents will certainly have a ripple effect and negatively impact the region’s economy. Those who represent communities in the inland region and yet continue to support this administration’s assault on the poor are acting contrary to the best interest of many of their constituents. As the U.S. House of Representatives prepares to consider cuts to housing programs, do you know where your representative stands? Will he/she vote in alignment with the needs of this community or continue to support the whims of their party’s leadership? Riverside – A recent series of surveys by the Washington Post revealed that although most Americans expect to see a breakthrough of driverless cars on the roads over the next 15 years, most do not plan to own one or want to be anywhere near one when they are either walking or biking. Three separate surveys showed most Americans (the averages on the surveys ranged between 55 and 75 percent) said they have no interest in riding in one. The response was similar among younger adults who participated in a recent survey taken by the Automobile Club of America. Sixty-four percent of those surveyed in that poll between the ages of 20 and 37 gave a similar response. Experts believe the recent downturn of enthusiasm for these vehicles is largely the result of a recent wave of accidents that involved driverless automobiles.

CSU Four Year Graduation Rate Inches Upward Sacramento

within six years. There is, however, good news in CSU’s performance in that there has been some improvement. Between 2015 and 2017, the four-year rate among students at CSU schools rose four points. To earn a CSU bachelor’s degree, students must complete a total of 120 units, this includes specific classes required for a student’s major. CSU schools are on a semester system (i.e. two semesters per year) so to complete a degree program in four years, students need to average 15 course credits per semester for eight semesters. In support of CSU’s focus on four-year graduation rates, school counsellors are being retrained and re-focused to move away from a model that encouraged students to only carry 12 credits per semester. he four-year graduation rate among students attending schools in the Cal State University system has shown slight gains since implementation of the institution’s Graduation Initiative two years ago. This week, EdSource reported that the four-year graduation rate among students who entered as full-time freshman across the CSU system, averaged 23 percent last year, while 59 percent completed within six years. The CSU system’s Graduation Initiative is working to increase those numbers to 40 percent for four years and 70 percent for six years by 2025. Although that seems like an aggressive goal compared to current results, it is still far behind the graduation success attained in the University of California system. Students at those schools recently saw 64 percent of their students earning a bachelor’s degree within four years and 85 percent earned their degrees

Soccer Fields Re-opened in Moreno Valley

ate last month, the San Bernardino League of Women Voters held its annual Citizens of Achievement Awards program in Highland. Included among those celebrated at the event was Dr. Reginald Woods, President of the Inland Empire Concerned African American Churches (IECAAC) and Sr. Pastor for Life Changing Ministries. Dr. Woods was presented the 2018 Citizens of Achievement Award. As president of IECAAC, Dr. Woods currently leads a group of twenty-two local churches/ pastors from the inland region formed in the year 2000, to address systematic patterns of abuse and violence to and in the community and in response to hiring practices of the San Bernardino County Sheriff’s Department. Since its inception, IECAAC has been largely viewed not only as the voice of the African-American community but also the inland community at large.

Moreno Valley – On Monday, residents gathered at one of the city’s busiest parks, the Community Park, to formally re-open four of its soccer fields with their new synthetic turf. The $2.6 million renovation features a new rubber system designed to make the fields cooler. Soccer players will be able to enjoy the resurfaced and cooler fields just in time for summer. The soccer fields at Community Park were re-opened after being closed for their renovation since March. Community Park is located at 13380 Frederick Street.

Seniors Turning to CBD-Marijuana for Pain Relief

F

ed up with a ‘broken’ healthcare system, the affects of the opioid crisis and soaring prescription costs, across the country, seniors are adding cannabis-rich tinctures, oils and capsules to their medicine cabinets. Some – mainly boomers in their mid-50s to early 70s – are rediscovering weed after going for decades without a toke. But often, adults in their 70s, 80s and 90s are trying cannabis for the first time, hoping the plant will ease chronic pain, insomnia, depression and anxiety after pharmaceutical drugs have failed. With the growing number of states across the country that have welcomed legislation making marijuana legal, b o t h medically and recreationally, new products are being specifically tailored to the aging population. One such product, which comes in many forms, is Cannabidiol or CBD. CBD which can be delivered in multiple ways including oil vapor, topical cream, ingestible tinctures or edibles, is the non-psychoactive part found in marijuana. In layman terms, CBD delivers all of the benefits of marijuana without making the user high. The positive effects that are brought on using CBD can be particularly welcoming to seniors. Many seniors are not aware of how medical cannabis could improve their quality of life and how the stereotypical marijuana user and use has changed. Because CBD is extracted from the

marijuana plant, seniors can take advantage of the medical benefits afforded by the extract without the head or body sensation often associated with marijuana. Additionally, seniors have the option of delivering CBD to their bodies in forms more familiar, rather than inhaling smoke. CBD is an oil extract and therefore can be added to things like topical gels, tinctures and edible products. In many cases, these derivatives of cannabis can reduce or even replace the use of harmful and addictive prescription drugs. While this information is only now making its way into the mainstream, the natural c o n s e q u e n c e is, seniors drop their prejudices, face the reality and turn to the treatment of their minor and major age-related diseases using cannabis. According to medical researchers, 4.3 million Americans aged 55+ are using marijuana as the herb is becoming a popular alternative to expensive, and often harmful prescription medications. Seniors use 30% of the nation’s painkillers, even though they only make up 14% of the population? Seniors surveyed cite a host of reasons for the shift to cannabis to include; Reduce Prescription Drug Dependency, managing arthritis pain, improved mood, fighting depression, and tackling insomnia.

Inland Empire Welcomes Two New Judges Sacramento

O

n Friday, Governor Jerry Brown announced the appointment of 21 new superior court judges in California including one each in Riverside and San Bernardino Counties. The Riverside County Superior Court welcomes the appointment of Dorothy McLaughlin, a Democrat. McLaughlin, a counsel at Best, Best and Krieger since 2015, has an expansive legal background which includes her service as a career law clerk to at the U.S. District Court, Central District of California from 2012 to 2015, and her role as deputy chief of the Riverside Branch Office for the U.S. Attorney’s Office, Central District of California from 2011 to 2012, where she served as an Assistant U.S. Attorney from 2007 to 2012, among other qualifications. McLaughlin earned a Juris Doctor degree from the Northwestern University School of

Law and a Bachelor of Arts degree from Brown University. She fills the vacancy of a new position created on September 18, 2017. The San Bernardino County Superior Court welcomes Stephanie E. Thornton-Harris of Pasadena, who has served as a deputy federal public defender in the Federal Public Defender’s Office, Central District of California since 2012. Thornton-Harris also brings an expansive background including her service as a bench officer (similar duties to a judge) at the San Bernardino County Superior Court from 2007 to 2011, where she was a juvenile hearing officer from 1999 to 2001. She also served as a judge pro tem at the San Bernardino County Superior Court and the Office of Administrative Hearings from 2003 to 2007 among a host of other qualifying experiences. a Juris Doctor degree from the Northwestern University School of Law and a Bachelor of Arts degree from Princeton University. Brown appointed Thornton-Harris to fill the vacancy of a new position created last September. Yet, despite these appointments of ThorntonHarris in San Bernardino and McLaughlin in Riverside, both counties continue to experience a critical shortages of superior court judges.

Not Without Our Consent Sacramento

T

he California State Assembly has given serious consideration to a bill that would require law enforcement agencies up and down the state to get permission from local governments before obtaining or deploying military equipment in local communities. AB 3131, the Law Enforcement Agencies: Military Equipment Funding, Acquisition, and Use measure is designed to manage the exploding access to military equipment given to police agencies under the new administration. Efforts by former President Obama and his administration to curtail such access was overturned by President Trump in recent months. The expanded use of military equipment by local police agencies has grown dramatically across the nation since the 1990s. In 1990, police departments received just $1 million worth of military equipment nationally. By 2013, however, that number had reached $450 million and continued rising until the Obama era restrictions were implemented. Although citizens agree police officers should be equipped to protect the peace and security of the citizens they serve, many argue against their

militarization and claim it is unnecessary, dangerous and according to Psychology Today, can also incite violence. Several psychological studies have noted that paramilitary police forces can result in something called the “weapons effect.” The “weapons effect” describes people that feel a threat of violence and prepare to fight back when they encounter military-like weapons like grenade launchers, tanks, and assault weapons. A further point of concern over the militarization of local police and there being little, if any oversight of the militarization process, is also deeply rooted in a 2014 study published by the American Civil Liberties Union (ACLU) which found that police agencies around the nation deployed paramilitary weapons and tactics primarily against people of color. Since the 1990’s, nearly all of California’s 58 counties have secured military equipment for their local police agencies. On May 31, AB 3131 passed the Assembly and was ordered to the Senate for consideration.

ight states held their primary elections on Tuesday, yet the eyes of political pundits were locked on California. Political watches around the country were as curious as most Californians regarding—Who would challenge Dianne Feinstein for her seat in the U.S. Senate? Who would be the last candidates standing in the state’s open race for governor? And, whether any Democratic candidates on the ballot in Republican held districts won by Hillary Clinton in 2016, would be able to earn one of the top two spots necessary to compete for U.S. House seats in those traditionally Republican districts in November? In addition to those interests, Californians also wondered who would be left standing in the races for Superintendent of Public Instruction, Secretary of State, State Attorney General, etc.? While a plethora of environmental groups and an unlikely coalition of other supporters paid close attention to the fate of Proposition 68, a breakthrough initiative focused on environmental mitigation, water quality and the development of parks

Hours before the polls closed Tuesday evening, election officials began receiving calls about a problem in the Los Angeles area. The public soon learned that nearly 119,000 voters were purportedly, accidentally left off Los Angeles County’s polling place rosters due to a printing error. The error impacted about 35 percent of precincts in Los Angeles County. Impacted voters were advised to file provisional ballots. In the meantime, as election results rolled in, voters in the inland region focused on returns in several key races including those for District Attorney and Sheriff in both Riverside and San Bernardino Counties. In these nonpartisan races, the top two candidates advance, unless one candidate wins more than 50 percent of the vote. In which case, the candidate wins outright. In Riverside County, incumbent District Attorney Mike Hestrin received more than 67 percent of the vote and scored a big victory over his challenger, Appellate Attorney Lara Gressley. “I am honored that the voters of Riverside County have chosen me once again to serve them as their District Attorney,” Hestrin said. “I will continue the important work of making Riverside County a safe place to live, work, and raise our families.” Riverside County Sheriff Stan Sniff, was outperformed in the primary by challenger Chad Bianco and as a result, faces a tough race to the finish line in November. “I look forward to a vigorous runoff campaign this Fall, focused on the very significant differences in experience and approach between my opponent and myself,” Sniff said. He then expressed disappointment with the very low voter turnout which he said combined with the crowded field of three primary race opponents, made it a challenging environment for him. “I think voters appreciate our department’s success in reducing crime in the face of some very severe fiscal challenges and tough choices we’ve been forced to make over these past few years. He added, “I also think that the nearly

one million dollars to date spent by challengers on negative and deceptive ads had an impact.” However, he also expressed his belief that voters are also concerned by the influence of the single special interest group pouring massive resources into the campaign of his opponent. “Voters want both independence, experience and a record of success in their sheriff and that is what I will be offering them between now and November. I will continue to focus on real issues and solutions,” he insisted. In San Bernardino County, incumbent Sheriff John McMahon was unchallenged in his bid for re- election this year. While San Bernardino County’s race for District Attorney delivered a surprising blow to incumbent Mike Ramos, who was roundly defeated by challenger Defense Attorney Jason Anderson, who received 52.98 percent of the vote. Commenting on his defeat Ramos said, “While the outcome is disappointing and certainly not what I intended, I recognize that the Office of the District Attorney is much larger than any individual.” Ramos asked the citizens of San Bernardino County to join him in congratulating Jason Anderson who will take office in January 2019. “Please offer your support as he takes on the important task of ensuring that justice is carried out and that the rights of victims are upheld.” Voters in the Inland Empire also weighed in on candidates in several county supervisor races. In Riverside County, Second Supervisor District candidates Eric Linder and Karen Spiegel and Fifth District Supervisor candidates Russ Bogh and Jeff Hewitt will face off in November, while incumbent Supervisor Manuel “Manny” Perez received more than 50 percent of the vote as needed to once again represent the Fourth District. In San Bernardino County there were two contests for county supervisor positions on Tuesday’s ballot. Incumbent Janice Rutherford received more than 50 percent of the vote in the Second District as did incumbent Curt Hagman in the Fourth District and in the process, the candidates secured their positions for another

term. The primary races for statewide offices yielded few surprises. Democrat Gavin Newsom and Republican John Cox will compete for governor (although democrats had hoped to claim the top two spots); while progressive Democrat Kevin De Leon will challenge long-time incumbent Democrat Dianne Feinstein for U.S. Senator; and charter school supported Marshall Tuck will face off with the teachers’ union favorite, Tony Thurmond in November to serve as State Superintendent of Public Instruction. Alex Padilla secured enough votes to secure his position as Secretary of State and Betty Yee will continue as State Controller, while Attorney General Xavier Becerra will be challenged in November by El Dorado County judge Steven C. Bailey, a Republican. On Tuesday, state Democrats lost the possibility of regaining a supermajority when state Senator Josh Newman (D) was successfully recalled for his vote in favor of the state’s controversial gasoline tax increase (SB1) last year. Two Republican candidates will face off in November to replace him. Despite the setback, Democrats did manage to land among the top two spots in three congressional district races where the seats are currently held by Republicans. Democrats targeted these traditionally Republican held seats because Hillary Clinton outperformed Donald Trump in these districts in November 2016. Wednesday morning the Riverside County Registrar of Voters announced there was approximately 102,000 Vote-by-Mail, 14,000 Provisional and 7,000 damaged ballots still waiting to be processed. Ballots that were postmarked on or before Election Day and received no later than Friday, must also be counted. According to the agency, updated primary results will be posted at 6:00 p.m. Friday. State Legislators Focus on School Safety S.E. Williams Contributor

alifornia legislators and elected officials around the country now find themselves grappling with the best ways to protect students, teachers and staff from the potential devastation that could and has resulted from random shooting attacks now that school such shootings are a way of life in America. A 2017 audit of public schools titled, School Violence Prevention, concluded improvements must be made to comprehensive school safety plans as a way to ensure students and staff are kept safe, particularly during incidents that might involve an active shooter. This session, Assemblyman Freddie Rodriguez, (D-Pomona) introduced AB1747 titled, School Safety Plans. The measure would require schools to conduct annual active shooter drills. In addition, schools would be mandated to include active shooter procedures in their safety plans. Although it was not previously required under state law, many public school districts and county offices of education had already embraced practices for responding to violent incidents. Yet, those who analyzed the report found that many districts and county offices do not require schools to include these procedures in their safety plans. The report also found in districts and county offices where procedures existed, the plans were not vetted and communicated through the established safety plan development process. Assemblyman Rodriguez told members of the state assembly, “The audit found that many schools and their district offices are lacking critical safety procedures, such as lockdown drills, which are lifesaving in active shooter situations.” He further stressed, “In a time when school shootings are becoming more prevalent than ever, we must be prepared.” Rodriguez shared how he was motivated to author the legislation in response to the November 2017, two-day massacre in California’s Rancho Tehama Reserve. Before the gunman was taken down by authorities, five people were murdered, and eight others sustained injuries. The Rancho Tehama Reserve killing spree encompassed eight separate crime scenes,

one of them—an elementary school. AB1747 also includes a directive that calls on both the state’s Department of Justice and the Department of Education to provide direction on best practices related to school safety and to do what’s necessary to ensure school safety plans are updated regularly. In February, Californians grieved with the rest of the nation for the 17 lives lost and 17 injured during the attack at Marjory Stoneman Douglas High School in Parkland, Florida. Since that event, the incidents of violence and threats of violence have only increased. Public criticism was rampant when the press revealed how one of Marjory Stoneman Douglas High School’s resource officers had taken a defensive position outside of the school and failed to enter the building while the shooter was active, and the students and teachers were under attack. The officer, who was both armed and trained, subsequently resigned under pressure. Many concerned parents wondered, if an officer who is both armed and trained failed to act in this situation, what can be expected of resource officers who are not trained to respond to such events? During March and April of this year, the nonprofit, Education Week Research Center, conducted a national survey of hundreds of school resource officers. The survey revealed not only was one in every five schools not prepared to handle an active-shooter situation, it also revealed that several of the officers surveyed had not even been trained to work in schools. Among the 81 percent, however, who said they were trained to work in schools, the most common type of training they received, involved responding to active shooters. Most officers responding also expressed their beliefs that having an armed officer on campus deters school shootings and minimizes harm in the event of a school shooting.
