very time we pledge allegiance to the American flag we promise fidelity to our country’s founding ideals and principles, but what does America promise in return? Francis Bellamy wrote the pledge in 1892 as part of a campaign to instill the idea of American nationalism in the country’s youth and create in them an ambition to carry on with the ideals the founders expressed in the Constitution. Bellamy had initially considered using the word equality in the 15-second recitation but decided against it because there was still a strong sentiment against equality for women and Blacks at the time. Bellamy realized that equality FOR ALL really meant equality for an elite group, not women, and definitely not minorities. But did America really even promise liberty and justice FOR ALL? This week not only do we celebrate the declaration of our independence from the British in 1776, we also celebrate the 50th Anniversary of the Civil Rights Act - arguably the most significant piece of legislation passed in the modern era. This act sought to correct the country’s reality of inequality. When we declared independence from Great Britain in 1776 we stated America’s promise FOR ALL: “We hold these truths to be self-evident that all men are created equal, that they are endowed by their creator with certain unalienable rights, that among these are life, liberty, and the pursuit of happiness.” Of course at the time, Blacks were still considered chattel, women could not vote, and Native peoples were being systematically dispossessed from the lands they inhabited. At the time those words could only represent a moral standard for us to strive toward. It wasn’t until the passage of the Civil Rights Act fifty years ago that our government successfully attempted to resolve the unfinished business of equality FOR ALL regardless of race, gender, sexuality, and social status. Even after five decades, does FOR ALL really mean FOR ALL? States that do not allow same sex marriage is not equality FOR ALL. States restricting and limiting voting rights is not justice FOR ALL. This week’s Supreme Court decision which allows family-owned and privately-held companies to deny contraceptive coverage to employees is not liberty FOR ALL. The promise of America is the promise of equality FOR ALL. Are we there yet? No. Are we closer than we were fifty years ago? Yes. Discrimination is still creating barriers to meaningful opportunity for many, especially those who find themselves disenfranchised and without equal access to quality education, safe neighborhoods, gainful employment, and the pathway to upward mobility our nation promised FOR ALL. Riverside Tops Participation In Cool California Contest; Battling for Overall Title

Riverside receives nearly $18,000 for signing up most people to help reduce energy consumption Riverside

R

iverside led 10 California cities in signing up the most residents to participate in the Cool California City Challenge, winning nearly $18,000 to bolster efforts already underway in Riverside to help the city go green. Riverside’s next challenge is to use its advantage in sign-ups to win the “Coolest California City” designation by reducing Riverside’s carbon footprint the most. Ten cities are vying for that overall title by documenting and reducing energy consumption. Riverside had 846,417 points in the Challenge as of June 26, trailing only Claremont, which had 871,862 points. The contest continues through Aug. 31, with Riverside eligible to win a large chunk of the other $50,000 set aside for rewarding

participation. “We set the stage for victory in Riverside,” Mayor Rusty Bailey said. “I thank everyone for getting involved with this effort, and I encourage those who signed up to document their energy usage, miles travelled and other data that can help Riverside claim the top spot and additional funds.” The sign-up period began April 1 and concluded May 30. Riverside finished ahead of Claremont and Corona, respectively, in signing up the most participants and claimed $17,793 of the $50,000 set aside for rewarding sign-up participation. Claremont received $8,325 and Corona got $7,604. The Challenge, however, continues through

CHSB and SBMC Announce Dignity Health Community Funding Opportunities San Bernardino

A

rea nonprofit community benefit organizations are encouraged to submit letters of intent (LOI) for the annual Dignity Health Community Grants program, which earlier this year awarded over $263,000 to 17 Inland Empire organizations. LOIs are due to Community Hospital of San Bernardino and St. Bernardine Medical Center, members of Dignity Health, by 5 p.m. on Friday, July 18. The Community Grants program is dedicated to improving the health status and quality of life of the communities served by each of the 40 Dignity Health Hospitals in California, Arizona and Nevada. Since the program’s inception in 1990, Dignity Health has awarded over $50 million to more than 2,400 organizations. Locally, grants up to $75,000 will be awarded to qualified nonprofit organizations for use in providing health services to underserved

populations. New this year, grants will be awarded to organizations that partner together and whose proposals address the following health priorities: programs that improve access to quality care, provide chronic disease management services or offer youth development. he San Bernardino Valley College Tumaini program will host their 2014 Fall Semester Student Orientation on Tuesday, July 8 beginning at 10:00 a.m. at the Business Building 100. The SBVC Tumaini Program is a learning community designed to increase personal and academic success that targets students who are interested in learning about African-American history, literature, and culture. Tumaini is Swahili for hope – and the mission of the Tumaini Program is to retain students at the community college level, assist student in graduating with an Associate’s degree or Certificate, and increase transfer readiness to a four-year college or university. Tumaini instructors and counselors use collaborative and other community building strategies to enhance students’ learning potential in and out of the classroom. The Program will combine elements of counseling and other courses (English, Math) to assist students with the rigors of college life. Tumaini is open to all students. Free Electronic Waste Recycling Event Set For July 12 San Bernardino

T

he Neighborhood Association Council, the association that all of the Neighborhood Associations throughout the City of San Bernardino fall under will host an electronic recycling event on Saturday, July 12th from 9 am to 2 pm. It will be held at the Knights of Columbus parking lot, 2392 Western Ave. The parking lot is across the street and north of the CHP Office located at the corner of Highland and Western. The type of items accepted are: televisions, monitors, computers, laptops, cell phones, stereo equipment, cable boxes, DVD players, VCRs, cords, wires, cables, adapters, printers, cameras, fax machines, keyboards and power tools. Upland District Adds Assistant Superintendent For Elementary Education Upland

T

he Upland Unified School District Has hired a new assistant superintendent to oversee the district’s elementary schools following the recent addition of a new assistant superintendent for secondary education. Upland resident Ellen Lugo, a longtime educator and administrator most recently with the Ontario-Montclair School District, has been named the Upland Unified School District’s Assistant superintendent for elementary education. She began her new position earlier this month. “Our goal has been to dedicate administrators to oversee both the elementary and secondary schools, so that we are better able to give schools and students throughout the district the attention they deserve,” said UUSD Superintendent Dr. Nancy Kelly. “Previously the district had just one assistant superintendent in our educational services division. This is a critical addition as we navigate through the early stages of the new Common Core State Standards, and Ellen has been at the forefront in helping the OntarioMontclair School District Design and implement the new standards. We are very fortunate to welcome Ellen Lugo to the Upland Unified School District.”

inthenews Vegetarian Diets Produce Fewer Greenhouse Gases and Increase Longevity, Say New Studies From LLUH Loma Linda

C

onsuming a plant-based diet results in a more sustainable environment and reduces greenhouse gas emissions, while improving longevity, according to new research from Loma Linda University Health. A study and an article, produced by researchers at Loma Linda University School of Public Health, will be published in full in the July issue of the American Journal of Clinical Nutrition, and were first presented at the 6th International Congress on Vegetarian Nutrition in 2013. Based on findings that identified food systems as a significant contributor to global warming, the study focuses on the dietary patterns of vegetarians, semi-vegetarians and nonvegetarians to quantify and compare greenhouse gas emissions, as well as assess total mortality. The mortality rate for non-vegetarians was almost 20 percent higher than that for vegetarians and semi-vegetarians. On top of lower mortality rates, switching from non-vegetarian diets to vegetarian diets or even semi-vegetarian diets also helps reduce greenhouse gas emissions. The vegetarian diets resulted in almost a third less emissions compared to the non-vegetarian diets. Modifying the consumption of animal-based foods can therefore be a feasible and effective tool for climate change mitigation and public health improvements, the study concluded. “The takeaway message is that relatively small reductions in the consumption of animal products result in non-trivial environmental benefits and health benefits,” said Sam Soret, Ph.D., MPH, associate dean at Loma Linda University School of Public Health and co-author of the studies. The study drew data from the Adventist Health Study, which is a large-scale study of the nutritional habits and practices of more than 96,000 Seventh-day Adventists throughout the United States and Canada. The study population is multi-ethnic and geographically diverse. “The study sample is heterogeneous and our data is rich. We analyzed more than 73,000 participants. The level of detail we have on food

consumption and health outcomes at the individual level makes these findings unprecedented,” Soret said. The analysis is the first of its kind to use a large, living population, since previous studies relating dietary patterns to greenhouse gas emissions and health effects relied on simulated data or relatively small populations to find similar conclusions. “To our knowledge no studies have yet used a single non-simulated data set to independently assess the climate change mitigation potential and actual health outcomes for the same dietary patterns,” said Joan Sabate, MD, DrPH, nutrition professor at Loma Linda University School of Public Health and co-author of the studies. The accompanying article makes the case for returning to a large-scale practice of plant-based diets, in light of the substantial and detrimental environmental impacts caused by the current trend of eating diets rich in animal products. Making a switch to plant-based foods will increase

food security and sustainability, thereby avoiding otherwise disastrous consequences. Both papers demonstrate that the production of food for human consumption causes significant emissions of greenhouse gases and compare the environmental impacts of producing foods consumed by vegetarians and non-vegetarians. Sabate noted that the results emphasize the need to reassess people’s nutritional practices, in light of environmental challenges and worldwide population growth. “Throughout history, forced either by necessity or choice, large segments of the world’s population have thrived on plant-based diets,” Sabate said. The School of Public Health at Loma Linda University has a keen interest in studying environmental nutrition and has had a dedicated postdoctoral program for the last six years and a clearly defined research program, funded by the McLean Endowment.

Agave Nectar – A Sugar Alternative Dear Dr. Levister: I’m allergic to fructose and I no longer use refined sugar. What can I use as a replacement? D.Y. Dear D.Y.: While agave (pronounced ah-GAHvay) is best recognized as the plant from which tequila is made, it has also been used for thousands of years as an ingredient in food. The agave nectar (also called agave syrup or honey water) is a sweeter commercially produced in South Africa and Mexico from several species of agave, including the Blue Agave Americana and Salmiana Agave. Agave nectar is sweeter than honey, though less viscous. The Aztecs prized the agave as a gift from the gods and used the liquid from its core to flavor foods and drinks. Now, due to American’s increasing appetite for less refined sugar, agave nectar is becoming the preferred sweetener of health conscious consumers, fine dining restaurants, doctors, and natural foods cooks alike. In the last century, the western diet has become increasingly dominated by refined sweeteners such as granulated sugar and corn syrup. The health issue with these substances is their high glycemic index and glycemic load both measures of the relative impact that foods have on our blood sugar. Foods that raise blood sugar quickly trigger the release of the hormone insulin. Excessive Cool City, continued from page 4

The carbohydrate in agave nectar has a low glycemic index, which provides sweetness without the unpleasant “sugar rush” and unhealthful blood sugar spike caused by many other sugars. Agave nectar is a natural sweetener that can be used moderately - by dieters, some diabetics, and health conscious cooks - to replace high-glycemic and refined sugars.

inmyopinion San Bernardino: You Got To Hurt Before You Heal

T

he late Blues singer Bobby “Blue” Bland had a hit song titled, “You got to hurt before you heal” and that was the medicine offered to the San Bernardino City Council Hardy L. Brown by some members of the community and colleagues on the council. It was common knowledge that the city was drifting toward bankruptcy for many years due to mismanagement and bad decision making from council members supported by public safety associations -- especially fire. But from the action taken Monday, those days are behind the council and the city attorney’s office. Three hours before the deadline of twelve o’clock on Monday night, the City of San Bernardino adopted a budget and passed a motion to accept the balanced budget offered them by the mayor and city manager. The motion was passed with five in favor: Virginia Marquez, Fred Shorett, Nicholas Handy, Rikke Van Johnson, Jim Mulvihill. Benito Barrios and John Valdivia voted against the budget. Before the vote many citizens spoke against the passing of the budget because of suggested cuts in the fire department and reorganization

of code enforcement and the lack of specific revenue generating ideas. Some presenters urged by firefighters used scary examples of death to citizens if the fire services are cut, with council member John Valdivia even challenging the city attorney’s office for a legal opinion of the city’s liability if the budget was passed. I want to commend and thank Jolena Grider, senior deputy city attorney, who fought back with her opinion that it would be unwise for the council to adopt a motion to move money ($6 million) already allocated for something else to help save the closing of a fire station in his ward. Valdivia’s campaign was funded totally by the fire association and they were in full support of his orchestrated public performance on Monday even at the council. I am not in opposition of the fire association, but during this time of financial crisis they could learn a lot from the behavior demonstrated by their counterparts at the police association who is bending over backwards to work with the city to set us on a forward moving path to get out of bankruptcy. I noticed some citizens even tossed some compliments out to the police association for cooperating. As Mike Gallo, President of San Bernardino School Board informed the council, it is a tough decision but it is one that must be made. It is that kind of united leadership that will make it easier

on all of us during this difficult time but the pain of service cuts will pass as the economy improves and once the pain subsides, the healing will take place for services restored to acceptable levels. Mayor Carey Davis Statement It was a difficult and painful process, but I commend and congratulate the City Council for passing this balanced budget for the 2014-15 Fiscal Year. The Council recognized the importance of showing our creditors, voters and business owners that we are capable of managing the City of San Bernardino within our means. I am extremely grateful for the work by department heads and city staff to produce workable budgets. I also want to acknowledge the optimism throughout City Hall that this budget paves the way to take us out of bankruptcy and to better times ahead. Fiscal health starts with budget responsibility. We will continue moving forward by working together to clean up our streets, finding creative solutions to our problems and bringing in much needed revenue. This was a painful budget for many, but this is a major step in making the City a better place to live and work. We thank the people of San Bernardino for trusting this Council to best position us for the future.

Remembering Publisher Jack J. Green

I

was saddened to hear the news that we lost another fine publisher and a personal friend and supporter of mine during my active days with the National Newspaper Publishers Association. Jack was one of my early supporters who helped in my election to the at-large Board Member seat of the board of directors. From that position I became the first vice president. Jack was one of those men who would tell you what was on his mind whether you wanted to hear it or not. He will be missed by those in his community who relied on his voice to get their message out into the public arena and NNPA will miss a strong supporter for freedom. Jack J. Green, founder and publisher of two longstanding community newspapers in Virginia,

passed away peacefully on Thursday, June 26. He succumbed to chronic lung-related illness. Green, a Nottoway County native, was born Jan. 16, 1943. He received his formal education in the Nottoway County Public School system and upon graduating from Luther H. Foster High School, he joined the United States Air Force. While stationed in Germany, he furthered his education at the University of Maryland, European Extension, the U.S. Air Force NCO Leadership School and the Wall Street Banking School in New York. Green served one tour of duty in Vietnam before coming back home where he became active in civil service and in business. Green’s most visible contribution to his

community, his people, as he called them, was publication of The VOICE newspaper in Richmond, VA. He started the paper in 1985 to become a voice to the Black community, which he dearly loved. Over time, the publication became The Richmond Voice with the launch of The Hampton Roads Voice seven years later. Green was married to the late Ruby Adams Green for more than 40 years. They were the proud parents of two sons and one daughter and the grandparents of two grandsons. Green is survived by his daughter Jackie Green-August; grandsons Stephen and August; loving siblings; doting nieces, including Erica Jackson; and a cadre of other relatives and friends.


pointofview Blacks Have Not Recovered From The Recovery

J

udging from its June 18-19 meeting, the Federal Reserve is hedging its bets. It says the U.S. economy is on the mend, but more slowly than expected. They’ve reduced their estimate for economic growth and say that it will take a year or more to get to where we were six years ago. The International Monetary Fund (IMF) has offered a starker forecast. Expected growth for the United States is about 3 percent, a level considered “normal” and “in recovery.” They projected something right above 2 percent earlier this year. Now, they say the United States economy will grow at about 1.9 percent, below robust recovery, and that it will take until 2018 to get the labor market back on track. Meanwhile, the stock market seems to signal a healthy recovery, and surveys of human resource professionals found that more employers are offering signing and retention bonuses to get the best employees and to keep them. Obviously, the nearly 10 million people who are unemployed aren’t being offered any kind of bonuses. Most of them just want work. That’s not to mention the 3.4 million people who have not worked in half a year or more. Bonus? Please. The economic recovery is as bifurcated as our economic reality has always been. The Occupy folks estimated it in a way that galvanized energy and spoke some truth. Does the top 1 percent of our population get all the benefits of economic growth? Just about. One of the most telling statistics deals with race and recovery. Aggregately, Whites and Asians Americans have fully recovered from economic shortfalls, African

Americans have seen their wealth rebound by only 45 percent. They have lost 55 percent of wealth, bearing a disproportionate burden from this recovery. When we parse the data by class, we learn that President Obama’s focus on the middle class leaves the poor where they have always been – at the periphery of economic progress. Until the job markets open up at entry level, instead of providing opportunities for the middle class and higher, the recovery will not trickle down. Meanwhile, there are members of Congress who truly believe that the unemployed are jobless because they want to be. These are folks who apparently refuse to read the data about the search for work. What does economic recovery look like? It looks like vibrancy. It looks like people joyfully working. It looks like people who spend, if not freely, certainly less cautiously. They don’t have to run an algorithm in their brain before they decide that their child can have an ice cream cone. It means being able to put a few pennies aside for college possibilities. It means having a moment to exhale. For all the talk of Wall Street exuberance and economic recovery, there are millions who are still waiting to exhale. While we mostly focus on the officially unemployed, the equally pressing concern is about those who are underemployed, working part time when they want to work full time. All of these folks are in the job search mix, and they are too often the people we ignore. In many ways this is also a “race matters” narrative. Economic recovery looks great for

some, good for others, and absolutely dismal for those at the bottom. The unofficial unemployment rate among African Americans remains at someplace near 25 percent. The Federal Reserve and the IMF are reporting economic projections that trickle down. They say the economic recovery will not happen as quickly as they once projected, and that they have a “wait and see” attitude. The Fed is moving closer to raising interest rates, and are withdrawing from their bond buying program that fostered economic stability. Their “wait and see” really means pulling back, which may help the overall economy. When will those on the bottom, the least, the last, and the left out, experience recovery? Until those who make public policy are prepared to deal with persistent economic bifurcation, economic recovery looks good for some, dismal as ever for others. Jim Crow is no more, but for segregation to meet its demise, civil rights activists dedicated years of their energy to relentless strife to demonstrate their will and be included in civic participation. Their argument was clear: all men are equal under God and African-Americans were worthy, contributing U.S. citizens who should not be segregated or discriminated against anywhere, including at the polls. President John F. Kennedy was an early proponent of the Civil Rights Act. During this time and as years passed, America became torn at the seams in the Jim Crow South, where civil unrest devolved into violent clashes and deadly confrontations. In the midst of this, legislation was making its way up the chain in Congress and finding support on both sides of the aisle. The Civil Rights Act had more than its fair share of detractors who amplified and validated the opposition’s dispute with the pending legislation. However, President Lyndon B. Johnson, undeterred, chose not to wade out of the issue before he ultimately signed the Civil Rights Act of 1964. The Civil Rights Act also became the marquee for the Voting Rights

Act of 1965. Next to the Emancipation Proclamation, Johnson’s stamp of approval on both acts was the most significant and sweeping landmark legislation in black American history. Gone were the shuttered polls when Black voters would arrive. Gone were the senseless competency tests. (Remember the jelly bean test?) Black voters were often subjected to a demeaning impromptu quiz at their polling office that would require them to calculate the number of jelly beans in a jar. Unlike today, Democrats were not as supportive of the civil rights agenda. Many of the jelly bean test administrators were Democrats. About 15 years before, some Democrats who harbored segregation sentiments branched out and became a part of the later-defunct “Dixiecrat” movement. But Republicans like Rep. Bill McCullough (R-Ohio) and Rep. Clarence Brown of (R-Ohio) were staunch supporters of the Civil Rights Act so it was not uncharacteristic for Republicans to welcome African-American voters – sans the jelly beans – to cast their ballot during

Upon dissecting the background of this case alone, the picture becomes clear. • The case was Shelby County V. Holder. It was filed against Eric Holder, current U.S. Attorney General, an Obama appointee. • Shelby County is in Alabama, which was a

hotbed for visceral racism and violence. It was often the heart of the Civil Rights Movement. • The ruling was supported by a majority of conservative-leaning justices. • In 2012, one year before the case reached the U.S. Supreme Court, Republicans came under fire for attempting to suppress voters, particularly minority voters in ethnically diverse jurisdictions. The long push for altering raciallygerrymandered voting districts hasn’t helped either. The issue remains prevalent and divisive – and probably one of the reasons why the U.S. House of Representatives will remain red after the 2014 mid-term elections in November. RECLAIMING WHAT WAS LOST any conservatives now want to walk Black America back in time. They cannot win all of their battles in court so they seek out legislative avenues. They rely on code words such as “urban” and “low-income” to infer black and Hispanic. They identify their targets with far-reaching mediums that relate to the minority circumstance. Step by step, they have gained ground, but the

blueprint designed by our predecessors cannot be easily undone. It’s no secret our Congress is more polarized than ever, sometimes evenly divided along party lines because the spirit of cooperation is diminished. Despite this, President Obama and Holder pledged to move forward and find ways to protect citizens’ access to vote using every law possible. But what will the African-American constituency do? There is an endangered legacy to protect, one that required tears and bloodshed to materialize. Organizations like the Congressional Black Caucus (CBC) are only so strong – and relevant – without the guidance and input of black voters. Standing on the eve of Independence Day, we should “let freedom ring” and reap the joys of what our forefathers have left for us. SBCCD Leases Location In Redlands The San Bernardino Community College District (SBCCD) has moved a large portion of their operations from San Bernardino to Redlands, leasing more than 12,000 square feet in an office complex on Bryn Mawr. The space has been redesigned to accommodate the 28 employees who provide the information technology services, including distance education provision, printing production, and the graphics design work needed for the four divisions of the SBCCD, its two colleges (San Bernardino Valley College, Crafton Hills College), the Economic Development and Corporate Training Division, and KVCR FM/TV. The SBCCD administrative and technology services

(as told to Danielle Willis) Throughout your illustrious career as an attorney what do you consider your major accomplishments? • I helped to bring the California High School Mock Trial program to Riverside County and assisted in developing it to be one of most formidable High School Mock Trial programs in the nation (I have only been an attorney for 39 years; before that I was a school teacher). • Without planning on it, I helped to open the doors to women attorneys in the Riverside Justice system and be accepted as equals in what had been traditionally an all-male profession. • I think I helped to raise the esteem of criminal defense attorneys in this community by litigating high profile criminal cases while concurrently being active in the community such as being President of the Riverside County Philharmonic. (I really don’t like talking about my major accomplishments) What are your concerns with the future of the community colleges?

•Student Success (college preparation and completion) • Transition of adult education from K-12 to community colleges and the resource support and development

(NOTE: Governor Jerry Brown is transferring the adult continuing education to the jurisdiction of the Community College system.)

• Sustaining high cost, career technical education programs that address the high skilled, educated workforce needs of the region. • Advancement opportunities in education past the AS/AA degrees with limited access at UC and CSU systems. • Sustaining open, transparent leadership that welcomes and incorporates feedback from the public and all stakeholders. • Ensuring strong fiscal management as costs continue to increase amid often-uncertain levels of state funding. How has your Completion Counts program changed the sense of urgency for today’s youth to graduate high school and become college ready? • It has not changed the urgency but has helped define the issues, opportunities and solutions; translating it into the best and sustainable practices is key and paramount, statewide. • Completion Counts has applied collaborative focus and planning to the task of raising college graduation rates in a region where they need improvement. This improvement is vital to building the area’s workforce, economy and quality of life for the long term. It is also crucial to maximizing our students’ potential.

How does your career as an attorney translate into your role as President of the Board, and why did you to run for the board? • Understanding the myriad of challenges the community faces and the prospect to serve and fulfill opportunities comes in many forms and practices. Being an alumnus of RCC and a member of the community that has been sustained by the area, the need and opportunity to serve all the needs of the community are paramount. • Being able to capitalize on joint partnerships for the advancement of the entire region - whether it be the Riverside Aquatics Complex, Completion Counts, or other programs,------RCCD is a vital component of the greater community, and the ability to bring my leadership to advance the mission of the district excites me. • My role as an attorney and litigator provides a skill set that enables me to solve problems; analyze issues logically and pragmatically; discuss those issues clearly and openly; listen to all stakeholders and weigh all opinions and evidence; build consensus; and deliver the best possible outcome. Likewise, my experience as a business owner brings strong fiscal oversight to the board -- a perspective that helped us balance the district’s budget while keeping cuts away from the classroom. • I ran for the board to provide leadership to my college and community. In my eight years on the board, I have served as president for four years and vice president for three.
