Mapping Black California
L
ast year around this time, my staff mapped our Underground Railroad Study Tour using the innovative Esri’s ArcGIS Story Maps platform. It was a simple map tracing the route of our eight-day trip from Kentucky to Canada that included photos, site descriptions, and historical information. A few months later the same team created a story map for a California Coastal Commission grant tracing the history of segregated beaches that dotted California’s coastline in the past. I forwarded both projects to Jack Dangermond, Esri’s co-founder and president who I met last year, and a friendship and collaboration was born. I mentioned to Jack that I have been interested in expanding the digital footprint of our newspaper since I took over as publisher five years ago, and through our experimentation with story maps envisioned an opportunity to combine the advocacy journalism legacy of the Black Press and the data visualization capabilities of his geospatial technology. I had been reading about trends in data journalism and understood that one of our biggest assets is our award-winning graphics team. I called the project Mapping Black California, although at the time I had no idea what that meant. I just knew that I saw an opportunity to take the valuable data about the community that we have been reporting on for 45 years and create interactive, informative, and visually stimulating stories, that we believe can become assets to policy and decision makers, business and foundation leaders, educators and advocates. The idea expanded after Jack invited me to the Esri campus in Redlands to witness one of his favorite events, the annual presentations by high school students using ArcGIS to understand complex problems in their communities and explore possible solutions. The program, a partnership with musician/activist will.i.am’s “i am angel foundation,” provides the software to Roosevelt STEM Academy students in the Boyle Heights community of Los Angeles, where since 2013, over 200 students have incorporated ArcGIS mapping data into their research projects. He knew the students would inspire me and he was confident I could incorporate the same type of learning opportunities into our collaboration. Since my introduction to the Esri community, I have been able to catch a glimpse of a much larger universe, a collegial community connected by the desire to solve a scope of global problems using “the science of where.” By using a community-mapping framework and partnering with schools, universities, communitybased organizations and businesses, the Mapping Black California has been designed to do just that. Our team will utilize Esri’s ArcGIS platform to not only tell the story of Black California, but to also better understand the data and history of the communities we serve. Through this community-mapping project we will also address the growing national concern over the lack of diversity in the technology industry. Our project, in its very design, will create a pipeline of African-American geospatial experts ready to explore careers in the field of spatial analytic technology. In May we hosted a convening at the Esri campus that brought together a group of key stakeholders interested in participating in the initiative. There we spent four hours with Jack mapping out the concept and exploring how we could connect both platforms – the Black Voice News’ history of advocacy for California’s African-American communities and Esri’s powerful geospatial technology – to better understand what “an improved Black community” looks like, to quote Vincent McCoy, the executive director of the IE Small Business Development Center and one of the participants that afternoon. Since that meeting a number of exciting developments have occurred. Two non-profit organizations that currently have programs introducing African-American students to the technology field have designed and added GIS modules to their curriculum and will be launching those programs in September. One group, which works specifically with middle – high school age girls, visited the Esri campus and were hosted by continued on page 18

Nation’s Drinking Water in Jeopardy Washington, D.C.-A primary objective of the nation’s Environmental Protection Agency has always been to clean up the country’s heavily polluted federal waterways. However, hard-fought protections of the nation’s most valuable resources are now the focus of the antienvironmental Trump Administration. In 2015, the Obama Administration updated the nation’s Clean Water Rule, which dates back to the early 1970s. The administration simultaneously expanded federal authority to include all navigable waters protected under the Clean Water Act, and therefore also protected the drinking water of at least 117 million Americans. On Tuesday, EPA Director Scott Pruitt, a Trump appointee, issued a plan to fulfill an Executive Order issued by Trump early in his administration that called for dismantling the 2015 expansion of the Clean Water Rule.

Announcing Summer Programs for Black Children

Shiane Daima Jacocks Contributor he Inland Empire African American Village is providing summer programs on reading and financial management in a united effort to keep African-American children out of the schoolto-prison pipeline. The summer programs are designed to encourage children to continue their education and avoid violence and illegal activity. Beginning July 8, and continuing every 2nd and 4th Saturday of the month from 10:00-11:00am, members of the community are encouraged to participate in the Black Children Read program. Come and read Black children's books with your child and help “make sure they are ready for school.” The reading program is offered at two locations: in Rialto at the Bethune Center, 141 S. Riverside Avenue, and in Moreno Valley at 14340 Elsworth Street, Suite 112. Additionally, The Black Financial Literacy Program is being offered to and designed for students aged 14 to 18, beginning Saturday, July 8 and continuing every Saturday from 1011:30am at the Church of the New Covenant, 328 East 6th Street in Perris, and every Sunday beginning Sunday, July 9 from 1:00-2:30 pm at the Mt. T California Works to Ban-for-Profit Charter Schools Sacramento
I
n early June, the California Assembly passed AB 406, which seeks to prohibit for-profit corporations from managing and operating charter schools in the state. The state Senate is now wrestling with this legislation. Across the country, opponents see for-profit charter schools as a key component of corporate attempts to privatize public education, a vehicle to an untapped market rich with opportunities for them to increase their profits. As reported by the California Newswire, there are currently 34 charter schools in the state run by for-profit corporations, with over 25,000 students. Advocates of the legislation believe these schools divert millions of dollars annually away from public schools and into the pockets of corporate investors. When the legislation successfully passed the Assembly, the measure’s sponsor, Assemblymember Kevin McCarty (D-Sacramento) said, “The privatization of public education must end,” and continued, “Passage of AB 406 puts student success ahead of corporate profits and affirms California’s
belief that public tax dollars should be spent in the classroom, not in the corporate boardroom.” California’s legislative focus on for-profit charter schools comes amid growing concerns that the nation’s Secretary of Education, Betsy DeVos, has a bias toward for-profit charter schools, evidenced by the widespread implementation of such charter schools in Michigan where DeVos used her expansive wealth and religious advocacy to lobby for the privatization of education in the state. Regarding AB 406, although results indicate that students who attend for-profit charter schools in California do not, on average, perform as well as students at non-profit charter schools, some who advocate against the legislation believe the bill is unnecessary as the “free market” will ultimately resolve this concern. Others point out that while students wait for the “free market” to drive up the quality of education that students deserve, millions of education dollars will continue to line the pockets of education profiteers.

Meditation: Mind-Body Medicine
M
editation has been practiced for thousands of years. Meditation originally was meant to help deepen understanding of the sacred and mystical forces of life. These days, meditation is commonly used for relaxation and stress reduction. Meditation is considered a type of mind-body complementary medicine. Meditation produces a deep state of relaxation and a tranquil mind. During meditation, you focus your attention and eliminate the stream of jumbled thoughts that may be crowding your mind and causing stress. This process results in enhanced physical and emotional wellbeing. Meditation can give you a sense of calm, peace and balance that benefits both your emotional well-being and your overall health. And these benefits don't end when your meditation session ends. Meditation can help carry you more calmly through your day and can even improve certain medical conditions. Try these techniques for starters: Two-minute relaxation. Switch your thoughts to yourself and your breathing. Take a few deep breaths, then breathe out slowly. Mentally scan your body. Notice areas that feel tense or cramped and then loosen them up. Let go of as much tension as you can. Rotate
your head in a smooth, circular motion once or twice. (Stop if you feel pain.) Roll your shoulders forward and backward several times. Let all your muscles completely relax. Recall a pleasant thought for a few seconds. Take another deep breath and then breathe out slowly. Mind relaxation. Close your eyes. Breathe normally through your nose. As you breathe out, silently say to yourself the word "one," a short word such as "peaceful," or a short phrase such as "I feel quiet." Continue for 10 minutes. If your mind wanders, gently remind yourself to think about your breathing and your chosen word or phrase. Let your breathing become slow and steady. Deep-breathing relaxation. Imagine a spot just below your navel. Breathe into that spot and fill your belly with air. Let the air fill you from the belly up, then let it out, like deflating a balloon. With every long, slow breath out, you should feel more relaxed. Anyone can practice meditation. It's simple and inexpensive, and it doesn't require any special equipment. And you can practice meditation wherever you are — whether you're out for a walk, riding the bus, waiting at the doctor's office or even in the middle of a difficult business meeting.

State Budget Approved Sacramento
L
ast week, as California Governor Jerry Brown penned his approval of the state’s 2017-18 budget he said, “California is taking decisive action by enacting a balanced state budget.” In early June, the governor and key legislators announced they had reached an agreement on the budget proposal. So it came as no surprise when the Governor professed the budget to be “balanced and on time.” According to Brown, “This budget provides money to repair our roads and bridges, pay down debt, invest in schools, fund the earned income tax credit, and provide Medi-Cal health care for millions of Californians.” Among other inclusions, the budget will add $1.8 billion to the state’s Rainy-Day Fund, bringing the fund’s total to $8.5 billion in 2017-18, 66 percent of the constitutional target. However, continued threats from Washington to cut Medicaid funding and other programs still leave California in a state of fiscal uncertainty. The budget also includes expansion of California’s Earned Income Tax Credit, which is certain to provide support for working families and selfemployed parents. The expansion makes a million additional households eligible to claim the credit. The budget will accelerate $2.8 billion toward improving commutes, fixing roads, building mass transit, and strengthening overpasses and bridges. Further, the budget reaffirmed California’s commitment to funding Medi-Cal, which will include new funding from Proposition 56 (the Tobacco Tax). The ongoing effort to reduce pension liabilities will be aided by supplemental payments to the California Public Employee’s Retirement System (CalPERS), with a loan from the Surplus Money Investment Fund. This process alone is expected to save taxpayers approximately $11 billion over the next two decades, while also reducing unfunded liabilities and helping to stabilize state contribution rates. Mapping Black California and Esri’s “The Science of Where”

Williams Contributor ast week, Mapping Black California—a collaborative effort between global mapping innovators Esri and Black Voice News—hosted “A Conversation with Dr. Dawn Wright and Whitney Kotlewski,” an event for young African-American women interested in science and technology. Shirley Coates of the Society of Extraordinary Women, Ignite Leadership Academy (STEM Academy Collaborative at UC Riverside) and Dina Walker, the Founder of the BLU Educational Foundation and President of the Rialto USD Board of Trustees selected the students. Former Assemblymember Cheryl Brown and Leslie

Fountain, Director of Marketing at First 5 San Bernardino, also participated in the day’s activities. Wright, Esri’s Chief Scientist, led the day’s session. She is a geographer, oceanographer, and leading authority in the application of GIS technology to ocean and coastal science. She helped create the first GIS data model for oceans. Wright toured the students through Esri’s Building Q and the Software Development Center. Other parts of the students’ experience included an overview of the Esri Library conducted by Corporate Librarians, Colleen Conner and Patty Turner. In addition, Senior
User Experience Architect, Whitney Kotlweski and Senior Graphics Designer, Candice Lawson guided the young women through the Marketing and Creative Labs, with the support of Social Media Architect, Ted Burns. During the event, the young women had the opportunity to observe the tech company from the inside out, see how products were developed, witness interactions among team players and watched in real-time as users around the world applied Esri technology to real-world issues. This event also provided participants a chance to interact with successful women in technology, role models, who look like them.

The Esri campus is tucked neatly among trees at the end of New York Street in Redlands. It is home to one of the most highly respected and widely utilized tech companies of our time. Founded in 1969 by Jack Dangermond and his wife, Laura, the company started as a landuse consulting firm that helped land planners and land resource managers make well-informed environmental decisions by “organizing and analyzing geographic information.” Beginning in 1982, Esri automated its mapping and analysis processes to “perform analysis for an increasing number of projects more effectively.” The solutions the company sought gave birth to ARC/INFO, an information system for geospatial query and analysis—the first commercial GIS. The development of ARC/INFO, helped foster an ever-expanding community of international users that today consists of governments at all levels, businesses, nonprofits, and researchers. In May, a small group of determined stakeholders gathered at the Redlands campus at the invitation of Dangermond and Black Voice News publisher, Dr. Paulette Brown-Hinds. Together, the group launched a collaborative and dynamic mapping project that will serve as a catalyst to build a career pipeline and expose the broader African-American community to the power of geospatial technology. Esri's values are rooted in “purpose and service and a mission to inspire positive change,” a goal that harmonizes perfectly with the history

of Black Voice News. In addition, Esri coined The Science of Where, defined as “the science of digital transformation, exploration, navigation, commerce, ecology, insight, and innovation.” An understanding of this science and its potential can open minds and unlock creativity for AfricanAmerican youth. Coordinated by Dr. Brown-Hinds, the stakeholders involved in the Mapping Black California initiative include inland area representatives from education, communitybased organizations, faith leaders, and others from both public and private sectors. Since its kick-off session in May, the initiative has been shared with a number of individuals who have expressed an interest in being involved as the project develops. The idea was seeded when Black Voice News participated in a Coastal Commission project and mapped historical beaches frequented by African Americans along the California Coast. The feature, titled Segregation by the Sea, used Esri technology to pinpoint the geographic locations of these historic sites: http://www. blackvoicenews.com/2017/02/25/segregationby-the-sea/. The positive feedback from Dangermond led Dr. Brown-Hinds to explore the potential for Esri technology to engage members of the African-American community to not only track history, but also imagine the future by using the technology to identify and solve contemporary
problems that impact African-American lives every day, and, throughout the process, engage African-American students in the technology. This, in turn, will help lay a foundation for educational and career interest and opportunities. The effort is more than altruistic—most agree it is warranted, timely, and essential. A 2016 report by the Center on Education and the Workforce at Georgetown University showed that although more African-Americans than ever are earning college degrees, they are over-represented in majors that lead to low-paying jobs. When the report

was published, the Center’s director and co-author, Anthony Carnevale, summed it up: “Basically, AfricanAmericans have been going to the right church but sitting in the wrong pew.” The report, African-Americans: College Majors and Earnings, stressed that although college majors are certainly a matter of personal choice, a large percent of African-American students are concentrated in openaccess (community colleges) and four-year institutions that often offer a more limited menu of major choices.” He further noted, “The low-paying majors that AfricanAmericans are concentrated in are of high social value but low economic value.” Just as jobs of high social value are critical to the

moral fabric of society, so are opportunities to design and utilize the technological tools that shape the future of society. Carnevale’s report highlighted how meaningful career planning before college can provide transparency about major choice—this is where the Mapping Black California initiative is aimed. Several studies in recent years have highlighted the underrepresentation of African-Americans in STEM education. Diverse Education wrote about the importance of early, consistent exposure to STEM and underscored the need for more exposure for students
that touch this expanding technology will, as he stated, “create entry points for a broader population of people into the STEM world.” Critical questions for the African-American community remain: How do we identify these entry points? How do we educate AfricanAmerican students about them? How do we prepare African-American students to compete for admission at these entry points? And, how do we unlock their creativity, nurture their confidence, and inspire them to stake a claim in this growing and changing field? Another component of success highlighted by Dr. Bright, and targeted by the Mapping Black California initiative, is a need for apprenticeship programs. “These kinds of programs are critical to providing exposure and opportunities to those who may not have a natural connection into these companies,” he explained. The challenges faced by the African-American community in relation to STEM are penetrating and historic. And yet, a potential solution may be just a fingertip away; understanding the power of geo-spatial technology and how to apply it to formulate creative solutions could unlock interest and untapped potential in African-American students. Mapping Black California is the timely solution which seeks to close the gap in California between the information rich and the information poor by creating a better road map for African-American students to follow to the careers of tomorrow.

In January, the Bureau of Labor Statistics noted in its report, STEM Occupations: Past, Present, And Future, that employment in STEM occupations grew by 10.5 percent between May 2009 and May 2015, compared with 5.2 percent net growth in non-STEM occupations. The report also noted that ninety-three out of 100 STEM occupations had wages above the national average. Dr. Bright offered a profound message in his report that represents the highest goal of the Mapping Black California initiative: “The status quo of an extreme underrepresentation of minorities in STEM fields and occupations must be resisted against with a concentrated effort for greater inclusion.” He concluded, “We must come out of our traditional silos to create more access to the jobs of the future by bolstering intentional connections between employers, school districts and higher education institutions.” This is the goal of Mapping Black California. Congressman Seeks to Rename Post Office in Honor of Local Businessman and Philanthropist

ast week, Congressman Pete Aguilar, who represents California’s 31st Congressional District, including the city of San Bernardino, introduced H.R. 2979. The bill, co-sponsored by the entire California Congressional Delegation, would name the United States Post Office located at 390 West 5th Street in San Bernardino the “Jack H. Brown Post Office Building.” The renaming would honor the impassioned Inland Empire philanthropist and former Executive Chairman of the regional Stater Bros. Markets grocery chain, the late Jack H. Brown. “Jack H. Brown was a staple in the Inland Empire community, both as a business leader but also as an advocate for charitable causes,” Aguilar said. “From supporting our kids through the founding of the San Bernardino Boys and Girls Club, to advocating for Inland Empire veterans, to donating tens of thousands of dollars to our local law enforcement in the aftermath of the Inland Regional Center terror attack, Jack always put our families first.” Aguilar also stressed his belief that the designation of the post office, which sits in the center of San Bernardino, will remind area residents every day of Brown’s service to the community. High School Students Award Grants to Nonprofits Shiane Daima Jacocks Contributor he Community Foundation, which serves the Counties of Riverside and San Bernardino, has helped high school students fund grants for local nonprofits. The Community Foundation’s Youth Grantmakers Program recently completed its ninth year. The program was launched to cultivate young philanthropists who will follow the learned traditions of giving and serving their community throughout their lives. The program recently celebrated with fifteen nonprofits who were chosen to receive a total of $30,000. According to the organization, during the 2016-17 academic year, students across the two-county region strengthened their leadership skills as they participated in philanthropy. The students learned to read and analyze a grant application, respectfully debated the most critical needs while learning to listen to others’ perspectives, and prioritized the many worthwhile requests. “The goal is to teach young people about the

tradition of philanthropy,” said Celia Cudiamat, Executive Vice President of Grants and Programs at The Community Foundation. “We hope the end result is an ethic of service and lifelong involvement in their community.” The Community Foundation, established in 1941, is the oldest and largest community foundation in Inland Southern California. Since its founding, the Foundation has awarded more than $86 million to support programs that strengthen the community. “I will always miss this program, and I believe it to be a hidden gem in the city,” said Johnathan Rodgers, a graduate from Cajon High School. Rodgers will be attending UCLA in the fall. He joined the program when he was a sophomore and has since gained critical skills to further his education. In summary, the Amended Chapters 1 through 5, Chapter 10, and Appendices of the 2015 San Bernardino Valley Regional Urban Water Management Plan has been developed for implementation in accordance with the requirements of the California Urban Water Management Planning Act, Water Code sections 10610 through 10656, and the Water Conservation Act of 2009, Water Code sections 10608 through 10608.64. Public input from diverse social, cultural and economic elements of the population is encouraged and will be considered as part of the urban water management planning process. Input from and coordination with the County of San Bernardino, cities within which SBMWD provides water supplies to, and other public agencies is also encouraged and will be considered. The young women of the Ignite Leadership Academy were joined by students from Blu Educational Foundation and Black Future Leaders, and also met Whitney Kotlewski, a Senior User Experience Architect with Esri whose personal research objectives have been focused on empowering AfricanAmerican students to impact and improve their own communities through GIS technology. Washington, D.C.-A new report by the journal Science looked at agriculture, energy, labor, and coastal damage costs that scientists project will result from rising sea levels. Interestingly, despite the strong anti-climate change position embraced by the White House and many of its political supporters from southern states, the report revealed that poor counties in the southern part of the nation will experience the greatest impact of global warming. In the report, researchers computed the potential effects of 15 types of impact for each county across 29,000 simulations, determining that many counties in the south will be heavily impacted. The report stated, “The south gets hammered primarily because it’s super-hot already. It just so happens that the south is also poorer.” Researchers admitted the report’s findings are fallible because of their inability to predict how humans will adapt to the climate’s continued warming, but also warned that unless the country limits its release of carbon into the atmosphere, “the United States will divide further into a country of haves and have nots.” The full report is available online at http://science.sciencemag.org/ content/356/6345/1362.full.
