thought I was going to have to wait until next season to satisfy my craving for the high drama of HBO’s wildly popular Game of Thrones. I ended season four excited that two of my favorite characters are still alive. With the help of his brother Jaime, Tyrion Lannister was able to escape his death-bycombat sentence. And Jon Snow survived the battle against the wildlings at Castle Black. As a member of the Night’s Watch, Snow helps guard the massive wall that stretches 300-miles along the northern border of the Seven Kingdoms of Westeros and defends the realm from the wildlings and the mummified ice creatures known as the White Walkers. Yes, I thought I’d have to wait until next year to get my fill of border battles, wall defenders, and talks of threats and coming invasions. But thanks to the residents of Murrieta, all I had to do was get in my car and drive 30 minutes southeast of the Kingdom of Riverside for the same drama. When the residents of Murrieta were told that a border patrol station in their town would be processing a steady stream of unauthorized immigrants from Central America, their response was far from the leaders of the Sanctuary Movement of the 1980’s when nearly one million Central Americans crossed the US border seeking asylum from political persecution and violence caused by civil war. Back then, because America’s federal immigration policies made asylum difficult, a group of diverse religious organizations defied federal law and declared themselves official “sanctuaries” and likened their activities to the 19th century Underground Railroad, by providing a safe-haven and temporary refuge. Murrieta residents instead blocked the buses, chanting with the same level of anger and vitriol as the “sanctuary proponents” had compassion and humanity. Like other southwest states that border Mexico, California is ground zero for America’s immigration battle. We once were a country that welcomed refugees and immigrants across our borders. I guess the quote from the Emma Lazarus’ poem inscribed at the base of the Statue of Liberty: “Give me your tired, your poor, your huddled masses yearning to breathe free,” no longer applies. Instead we guard the wall against the “wildling” invaders, well mostly children and women, but just as dangerous I guess. We offer no sanctuary. We demand all buses be turned around and re-routed to anywhere but here. I wonder if that is the legacy we want to leave. In a “Message to the Community of Murrieta” (published on page 9), City Manager Rick Dudley chastised the actions of the protesters who claimed victory in stopping the buses, “This was not victory,” he said. “It was a loss for the city of Murrieta, for the community that we live in and love. It made this extremely compassionate community look heartless and uncaring.” I know our immigration issues are complex, but there are lessons to be learned from past experience. This isn’t the first time Central Americans pushed desperately across the border and were herded into crowded detention centers and pressured by our government to return. Our government once again is too busy playing partisan politics to find real solutions to our immigration issues. I believe the $4 billion in emergency funding that the president requested earlier this week is a short-term solution to a longterm problem. And while I’m excited to know that two of my favorite fictional characters will be returning for the fifth season of Game of Thrones, I’m not sure who will really win in the real-life border saga taking place in Murrieta and throughout America’s border states. City of Riverside Hires Kim Ellis to Manage Riverside Municipal Airport Veteran of Southern California aviation has 26 years of experience in the field Riverside

T

he City of Riverside has hired Kim Ellis, who has 26 years of experience in Southern California aviation, to manage Riverside Municipal Airport. Ellis has been involved in airport management since 1988, most recently in the Training/Emergency Management Section of Los Angeles International Airport’s Operations Division. His salary will be $100,000. Ellis began his career at LosAngeles International Airport and has spent 21 years of his career in positions at Ontario International Airport, with brief stints at Los Angeles and Van Nuys airports. As recently as January, he was the Assistant Airport Manager and Operations Manager at Ontario. “Kim Ellis’ knowledge and experience in the Southern California aviation world make him a

valuable addition to the Riverside team,” City Manager Scott Barber said. “I look forward to working with him to fully realize the potential of Riverside Municipal.” A Marine Corps veteran, Ellis holds a Master of Business Administration in Aviation from EmbryRiddle Aeronautical University and a Bachelor of Science, Aviation Management from Southern Illinois University. “Riverside Municipal is a great airport, and I’m excited about taking on the challenge of continuing to meet the expectations of the residents of Riverside,” Ellis said. “There’s tremendous potential opportunity at the Riverside Airport. I want to keep it moving forward in the direction the City has envisioned.”

Warning: Utility Impersonators are Scamming RPU Customers by Phone Riverside

R

iverside Public Utilities’ (RPU) customers are reporting that they have received calls from utility impersonators requesting over-the-phone payments. The phone scammers are deceiving customers into paying non-existent water and electric bills with threats of service shut-off. Customers are being asked to purchase pre-paid cash cards, such as “Green Dot MoneyPak” cards, in the amount demanded. Once the card has been purchased, customers are then urged to make payments over the phone using the number on the card. A similar scam involves a call notifying customers that a water or electric meter needs to be replaced to avoid a high bill in the following month. The customer is then asked to pay several hundred dollars to process the fictitious meter change out. While customers’ meters do occasionally need to be replaced, RPU will never ask for payment to initiate the process. Riverside Public Utilities’ is urging customers to avoid being scammed by being informed. Here is what RPU customers need to know: • RPU will NEVER call a customer to ask for payment information over the telephone. All transactions are customer-initiated. • RPU will NEVER share any customer information with others, personal or accountrelated. • RPU will NEVER ask customers to purchase pre-paid cash cards to pay a utility bill. • RPU does not have an “800” toll free number. If RPU customers receive a call asking for a cash card, credit card, person-toperson cash payment, or a request for any other personal information, they are urged to hang up immediately and report the incident to the Riverside Police Department by calling (951) 826-5314.

inthenews To Encourage Increased Water Conservation Riverside Public Utilities Extends Free Sprinkler Nozzles Program Riverside

T

o ensure that as many of its residential and commercial customers take advantage of its free water conservation program as possible, Riverside Public Utilities (RPU) has chosen to extend its free high-efficiency sprinkler nozzles giveaway. The program provides access for all RPU water customers to enter their account information at www.FreeSprinklerNozzles.com and receive a voucher redeemable at a local irrigation supply store for a free set of highefficiency sprinkler nozzles made by Toro that use up to 20% less water per nozzle without adjustments to sprinkler run times. “Simply by installing these free nozzles, customers can reduce their outdoor water use,” said RPU General Manager Girish Balachandran. “With such a simple and effective water conservation program available, we wanted to extend the program to make sure all of our customers had a chance to participate.” The program usually runs from February through June, but with the need to encourage customers to save more water at home and at work as severe drought conditions persist, the deadline to apply for the free voucher was extended until further notice. To date, the program has provided more than 215,000 of these water-efficient sprinkler nozzles to Riverside customers, which provide

annual water savings of more than 200 million gallons. Residential customers can receive up to 25 free nozzles, while commercial customers can receive up to 100 per voucher. Commercial customers with large landscape areas or multiple accounts may request a “master coupon” for all of their properties to make it easier for them to redeem their nozzles. These lists must be verified by RPU’s Customer

Relations staff prior to issuing. In addition to participating in this and other water conservation rebate programs RPU offers, residential customers can supplement the number of high-efficiency sprinkler nozzles they need for their properties with the RPU’s Sprinkler Nozzles rebate program. Docent Training at the Mission Inn Riverside

T

he Mission Inn Foundation is recruiting trainees to become a docent (tour guide) at the Mission Inn for the 2014-2015 season. The docent training class will begin in September and run through April. Classes meet one night a week. In addition, docents participate in quarterly educational forums, visits to historic sites in So. Ca. and staying at the hotel at a reduced rate at the

annual Docent Sleepover. The Mission Inn Foundation, founded in 1976, gives tours of the historic Mission Inn Hotel and Spa, and operates the Mission Inn Museum, also. Docents will learn the history of not only the Mission Inn, but the city of Riverside, early California, and provide visitors a glimpse into their past. A

t the start of July, to help reduce administrative expenses, Omnitrans began consolidating some of its departments which included Director Marjorie Ewing leading the combined Human Resources and Safety and Regulatory Compliance Department. Marketing and Planning functions merged under the leadership of Director Wendy Williams. Ewing joined Omnitrans in 1999 as Director of Human Resources. She was instrumental in creating a wellness culture at the agency by adding an on-premises gym, offering employees free health screenings and health education classes. Prior to joining Omnitrans, Ewing held a similar HR and safety management position at Alumax, an aluminum manufacturing company. Ewing holds an M.B.A in Human Resources and Safety and Regulatory Compliance from Chapman University. “It’s a natural marriage of functions,” Ewing explains. “HR works closely with safety because of workman’s comp claims and OSHA regulations. All injuries, both non-industrial and workman’s comp, have safety implications. Most security issues involve some form of employee relations, requiring investigation, discipline and prevention.” Williams joined Omnitrans Marketing in 1991 and was promoted to Director in 1995. She recently oversaw the agency’s rebranding effort

and developed the “GoSmart” discount fare program for local college students. Williams is a graduate of the University of Iowa with a degree in Journalism and Mass Communication. “Our marketing and planning functions have worked closely together through the years, so combining the departments is a good fit. We are

focused on moving the agency forward with the ultimate goal of increasing ridership by providing transit options that meet the mobility needs of the San Bernardino Valley.” Omnitrans currently employs about 640 people and has 220 contracted employees to provide local bus and paratransit services.

Jump In! Summer Water Workouts Dear Dr. Levister: My husband and I love to swim. We both have moderate arthritis. Now in our late 70s, should we worry about injuries? Evelyn Dear Evelyn: If you are in generally good health and get regular medical checkups JUMP IN! Swimming is not the only form of exercise drawing people into the water these hot summer days. Water aerobics offer a long list of benefits for seniors, people recovering from hip or leg injury, pregnant or obese people. Aquatic exercise is fun and can provide excellent fitness benefits without putting stress on joints and muscles. The water’s cushioning, supportive effect and buoyancy is ideal for low impact exercise in that it effectively reduces a person’s weight by about 90 percent. For example when a 150-pound man is submerged up to his neck in water, his lower limbs have to support only 15 pounds – which means that ligaments and joints receive substantially less stress during a workout. Most studies show that as an aerobic activity, running in water is on par with running on land, or slightly less strenuous. (Walking in water, however, is more demanding than regular walking because of water resistance). The most basic type of water aerobics is jogging back and forth across the pool in chest or waist deep water, or running in place while treading water at the deep end. All you do is exaggerate the normal

running movements by lifting your knees high and pumping your arms back and forth. For swimmers, less conventional water aerobics can add variety to their time in the pool. Even for non-swimmers, water workouts can provide a good fitness routine. You can use a flotation vest to keep you upright as you run in deep water. By wearing a vest, you can concentrate on moving your limbs through their full range of motion at a constant speed. Devices

such as fins, paddles and inflatable mitts can help strengthen your upper body or legs by enlarging the surface area you push or pull through the water. These devices are often made available during group workouts. When exercising in water, make sure its temperature is comfortable, usually eighty-two or eighty-six degrees Fahrenheit. If it’s too hot, you could become weak or even pass out; if too cool, it may cause pain in stiff or arthritic joints.

As state lawmakers tussle over how to boost California’s dwindling water supply, Black consumers cope with rising prices caused by the shortage. By Olu Alemoru | California Black Media espite the prolonged and severe drought in California, it seems the political divide in Sacramento has torpedoed any consensus on how to manage a resource that one non-partisan advocate calls the state’s “lifeblood.” Last month, legislation authored by Sen. Lois Wolk (D-Davis) to create a $10.5 billion water bond failed to gain the required two-thirds majority; 22 Democrats voted for, nine Republicans opposed it and nine lawmakers didn’t vote. If passed, Wolk’s bill, SB 848, would have replaced an $11.9 billion bond slated to appear on the statewide ballot in November. According to Wolk and her Democratic colleagues, that measure is doomed to failure because it includes a Republican-supported demand to build two tunnels underneath the California Delta in order to divert water to farming interests in the Southern San Joaquin Valley. Rejection of her legislation “was a missed opportunity,” said Wolk. “It was especially disappointing to see my Republican colleagues from Northern California tie their horses to the Delta Tunnels and support the current bond written in 2009 rather than the tunnel neutral approach in SB 848 that was before them. The 2009 bond promotes the tunnels and is doomed to be rejected by the voters. We are in a drought. The voters want real solutions, not the tunnels. She added: “There is no better time than now to act. SB 848 includes water solutions for every region of the state that reflect local needs and priorities. This bond doesn’t hurt any region and, critically, it avoids investments in controversial projects like the Delta Tunnels that will result in opposition at the ballot. SB 848 is the only proposal that doesn’t provoke a North-South water war and meets Republican core demand for surface storage.” However, Sen. Andy Vidak (R-Hanford) sees the matter much differently. “This water bond proposal leaves the Valley behind,” he said. “It’s pointless to store water if you can’t move it to where it’s needed.” With the clock ticking, time to replace the bond

is not on lawmakers’ side. As for whether any viable bond proposal can be completed before the session ends Aug. 31, Wolk sounded hopeful. “Yes, a proposal could move forward,” she said. “However, many groups are threatening to kill any bond measure that does not meet their narrow interests, despite the good a bond might do for the entire state. “If the Legislature does not act, the current water bond will remain on the ballot. As mentioned before, that bond is extremely divisive, and extremely unpopular with voters. It is unlikely to pass. If the polls are correct, and the bond fails, we will miss an opportunity to provide necessary funding for hundreds of necessary water projects throughout the state.” Meanwhile, the importance of water to California cannot be overstated. The non-partisan non-profit California Water Alliance notes that California is the nation’s leading agricultural producer, providing 1.1 million jobs, and generating estimated annual sales of $36 billion and another $100 billion in economic activity. It also takes into account the state’s enormous tourist and recreational industries and how a safe, reliable water supply is critical to the environmental health of every Californian. “Water is the lifeblood of California,” said Bettencourt, the Alliance’s executive director. “Los Angeles became Los Angeles because of the availability of water to that area. It’s the reason we have the different cities and different industries. That was the brilliance of our forefathers. We have rain and snow in the Sierras that is able to be captured and moved throughout the state and raise up what is now the ninth largest economy in the world. “So it’s the basic essential of life in southern California. Whether it’s the shipping industry in Long Beach and San Pedro, laundries, hotels and the tourist industry. It’s all available because of the ability of reliable, clean water.” In terms of the pending legislation, Bettencourt urged lawmakers to grasp the nettle. “The failing of Sen. Wolk’s bill is a great example of the long, hard, and often complicated

work by representatives of all types of water users — [agricultural], urban and environmental — that goes into developing a truly comprehensive water bond package,” she said. “Years of work went into developing the 2009 water bond package to ensure that it addressed the challenges and planned for future needs of all water users and the environment statewide. As such, the 2009 package passed the state legislature and was signed by the governor. What we see today is all part of the democratic process; the long, hard work of sifting through ideas and proposals with the goal of developing one that best addresses the state’s water needs.” Bettencourt added: “The water bonds are there to primarily address issues that have been left unchecked for a while. California hasn’t developed any new water infrastructure for our growing base of people since the 60s. Basically, we need to increase the size of the bucket for California. We need water to provide for those 38 million people and the environment.” Two of those millions include South Los Angeles-area couple Naomi and Randy McSwain, who are part of the growing trend of green-fingered urbanites who like to grow their own food — in this case, in their well-tended Inglewood garden. The McSwains — Naomi runs a children’s nonprofit, Randy is an artist — have definitely noticed an increase in their grocery bill and have tried to accommodate that by shopping around. “We heard that the drought was affecting prices, so we’ve been adding new vendors,” Naomi told CBM. “We started going to Superior Markets and we’ve returned to the 99 Cent Stores. We also use Amazon Fresh. In the last six months my husband has planted new items because he said the prices were just getting ridiculous. “However, we then noticed a big increase in our water bills and he had to start cutting back. It’s kind of a Catch-22 situation. We started doing more gardening because of the high grocery bills and then had water issues and wondered if it was worth it.”


pointofview A Message To The Community Of Murrieta

T

his has been a difficult week in the city of Murrieta. We have been challenged and in some ways we fell down in the face of the challenge. We have been both celebrated and vilified locally and in the national press -and mostly based on inaccurate interpretations of the same issue. On Monday, Mayor Long gave a press conference. During that press conference he recognized people’s right to peaceful protest. He also expressed frustration with the federal immigration policy that appears to be encouraging women and children from Central America to migrate to the US via the Rio Grande Valley. He recognized that immigration is the responsibility of the federal government, but was concerned that the Murrieta Border Patrol station would be receiving 140 women and children every 72 hours for processing. This facility is not appropriate for that purpose - it is essentially a jail, designed to hold drug runners and criminals caught at the Border Patrol checkpoint on I-15 just south of Temecula. When Mayor Long expressed frustration with the federal government and recommended protest, he was suggesting that concerned citizens contact their US Representatives and the President to share their thoughts. To that end, a list of federal offices, Members of Congress representing our area and the White House phone numbers were compiled on a list that was shared at the press conference.

Sadly, too many people took this as encouragement to protest the arrival of buses carrying the women and children to the Border Patrol station in Murrieta. Protesters came from around the southland to oppose the arrival of undocumented immigrants to Murrieta for processing. In the face of the protest, three buses were turned around and the protesters claimed victory. This was not victory. It was a loss for the city of Murrieta, for the community that we live in and love. It made this extremely compassionate community look heartless and uncaring. That is NOT the Murrieta that we all know and love. There appear to be two sides to this issue those who believe Mayor Long was encouraging them to stand in front of the buses in protest, and those who believe that Murrieta does not recognize that the US is the envy of the world and that people want to migrate here, even at the risk of their lives and the lives of their children. Both sides are wrong. We understand that people want to come to the US to seek a better life for their families, and we are a compassionate people who want to help. But we also are a country whose legal system is based on the rule of law, and the people migrating must do so within the boundaries of the law. The protests resulting from the incorrect interpretations of Mayor Long’s comments have given our community a black eye.

To be clear, the City of Murrieta’s primary role is public safety. Our police department has been out in force to protect the lives and the rights of those individuals who have chosen to protest. We are proud of our police department knowing that they have done an outstanding job of maintaining the peace. Beyond that, we recognize that there is a battle in play between the Congress and the President over immigration. True, this is a federal issue and should be resolved at the federal level. But it is affecting our community is a very real and ugly way. This brings us back to Mayor Long’s original message - we should be contacting our US Representatives and the President and letting them know that their failure to resolve this issue has damaged our community, and not only ours, but communities throughout the southwestern US. We should be encouraging them to begin a dialogue - a dialogue that we are very ready to be part of. And above all, we should show everyone what a truly compassionate and caring community Murrieta is! Rick Dudley City Manager

A

fter more than one year of litigation – and about $100,000 in legal fees later – Moreno Valley officials dropped their vigorous legal appeal against March Joint Powers Authority (JPA) in a settlement decided during a closed-door City Council meeting on July 1. The lawsuit, which was heavily criticized, also perplexed many residents. March JPA is an agency comprised of Riverside County and several cities in the county, including Moreno Valley. The agency manages 4,400 acres of former active duty base territory. The March JPA was designated as a federally-recognized reuse authority following the realignment of March Air Force Base in 1993. Moreno Valley sued March JPA last year over plans to develop the March LifeCare medical complex, objecting to allowing the developer more time to build out the proposed project. But

Sacramento Superior Court Judge Shelleyanne Chang rejected Moreno Valley’s lawsuit in February citing that Moreno Valley was a part of March JPA. Despite the judge’s decision, in April some council members supported filing an appeal. Initially, when the City Council voted to pursue legal action against March JPA, it had unanimous support led by now-ousted Mayor Tom Owings. Councilwoman and Mayor Pro-Tem Victoria Baca, who once supported the lawsuit, pivoted on her position about March JPA from one year ago. According to a Press-Enterprise article published July 1, in a statement Baca said March JPA helped create jobs for the city’s residents through development at Meridian Business Park and that she welcomed the March LifeCare project. Baca is also one of eight commission members of March JPA, Moreno Valley has two seats on the commission. Last week, a recall petition aimed at Baca was determined to have enough valid signatures to add her to November’s election ballot. Owings,

who was also sought in a recall bid, was ousted in May. Phone calls to Baca seeking comment regarding the settlement agreement were not returned. Lori Stone, Executive Director of March JPA, expressed enthusiasm that the development of the March LifeCare campus could continue

Batey called the city’s approximate $100,000 in legal expenses to support litigation, which came from the general fund, wasteful spending that could have been allocated to more deserving projects around Moreno Valley. “It was a big waste of money. We could have put that money into maintenance, repairing roads, or keeping police officers on the street,” he added. Batey, who served on the Moreno Valley City Council from 1996 to 2012, said repairing the city’s reputation and relationship with residents is going to take time, but the first step of removing controversial city councilmembers is a significant first step. However, changing the business community’s perception of the city, particularly

developers, could take longer. “Anybody who has had any business with Moreno Valley will be more cautious about their dealings with the city’s staff,” said Batey. “I think there will be some changes to the city’s upper management. That would not surprise me. You have to have trust and have confidence in your (advisors) and I’m not sure that trust has been put together yet,” he said. According to Moreno Valley City Attorney Suzanne Bryant, the settlement still needs to be finalized and there is no time frame for when that will occur. Introducing Ron Coley, Newly Appointed UCR Vice Chancellor for Business & Administrative Services By Kris Lovekin

R

on T. Coley, an associate vice chancellor at UC Berkeley, will be heading to the Riverside community as UC Riverside Chancellor Kim A. Wilcox recently appointed him as UCR’s new Vice Chancellor for Business and Administrative Services. Pending approval of UC President Janet Napolitano, Coley will arrive on campus July 23. Coley will oversee a budget of $89 million and about 600 employees working in a wide variety of important campus business and support services, including financial accountability, architects and engineers, human resources, payroll, purchasing, parking, police, environmental health and safety, physical plant, risk management, and others. “Ron brings experience, vision, and a commitment to UCR’s institutional values,” Chancellor Wilcox said. “I believe he will make an enormous contribution to the success of the campus and I look forward to working with him in achieving our goals.” Wilcox expressed his thanks to the search committee and its chairman, Vice Provost of Undergraduate Education Steve Brint. Coley said he is looking forward to contributing to UCR’s excellence. ”It is my objective to focus on staff development in a way that will result in the creation of an atmosphere where teamwork is the norm and efficient and effective support of the academic mission and Chancellor’s priorities is the operative campus expectation.” Coley joined UC Berkeley in January 1998. Prior to that, he served for six years as a Senior County Administrator in Orange County, California. Ron also completed 20 years of active military service from 1972-1992, as a Marine Corps pilot, retiring at the rank of Lieutenant Colonel. During his military career, he helped the Marine Corps adjust to the changing economic environments caused by the extraordinary defense build-ups in the 1980’s and the equally drastic draw-downs in the 1990’s.

“Throughout my multiple professional careers, one of my primary roles has been to serve as a resource to help the organization and its people cope with the trauma of significant change while, at the same time, steadfastly advancing the objectives of that change,” Coley said. At UC Riverside, he will earn an annual salary of $295,000. In 2007, Coley won the Berkeley Staff Assembly’s Excellence in Management Award, which is based on the recommendations of those who work for him. Among the achievements for which Coley is most proud is the Procurement Initiative that he led which combined the procurement operations of UC Berkeley and UC San Francisco into one department, the result of which has yielded nearly $30 million in savings for each campus. He also envisioned and led the development of the UC system’s UC Ready Continuity Planning Tool, a resource to help the university recover from any emergency. Coley earned an MBA degree from the Wharton School of Business, majoring in Finance and Managerial Accounting, and a Bachelor of Science degree from Pennsylvania’s Drexel University where, as a student-athlete, he majored in Business Administration and Industrial Relations. He was later inducted into Drexel’s Athletic Hall of Fame. His wife is Soraya Coley, Provost and Vice President for Academic Affairs at California State University Bakersfield.
