F
rom an economic perspective, the trickle-down effect proffered by conservative economists has never produced the economic uplift to average Americans as proclaimed. This week, however the inland region has overdosed on the trickledown effect of another action—overt and unapologetic racism. Beginning on the day Donald Trump slithered down the elevator at his “golden” New York tower and tossed his hat in the ring for president, he never bothered himself with the “thin veil” many have traditionally used to cover up their racism. Instead, he has barked and jumped incessantly from one racial group to another hurtling the most grievous insults imagined and, in the process, demonstrating to those with similar racist tendencies, that in Trump’s America—overt racism has a green light. In addition to his own racist comments and history, the president has staffed his cabinet with known racists, appointed an Attorney General with a legendary history of racial animosity, put white supremacists on par with social justice advocates and called African countries “shxt” holes as he simultaneously and unabashedly expressed his preference for European immigrants. With all of this in mind, it should come as no surprise that we now experience incidents like the 92-year-old Mexican man attacked and beaten with a brick on the Fourth of July for being “Mexican,” or the police being called on an eight-year-old Black girl for selling water, or in San Bernardino County, a noted local Assistant District Attorney feeling free to post horribly racist comments on his Facebook page without any thoughts of potential jeopardy regarding his job. Although the economic benefits of the president’s massive tax cuts have yet to trickle down, his racist, homophobic and misogynistic fervor has not only trickled down, it has washed across this nation like a raging and polluted river overflowing with hatred and cynicism. And this week, it washed across San Bernardino County exposing the raw ugliness of racist sentiments fostered by one of the area’s most distinguished Assistant District Attorneys. As the community grapples with this awful reality, I believe it is important that we also acknowledge the “whistle blower” in the DA’s office who found the courage to report the racist Facebook postings of Assistant DA Michael Selyem. “The strongest asset in the district attorney’s office as prosecutors and staff that work in this office—is that of our ethics and integrity,” San Bernardino County District Attorney Mike Ramos lamented when Selyem’s social media postings became public. Ramos further stated, “The San Bernardino County D.A.’s office does not condone hate, discrimination or incitement of violence.” I take Ramos at his word. The question is—Will Ramos take appropriate action and move to dismiss Selyem or will he tacitly condone his abhorrent postings by ultimately responding with obfuscation and tepid discipline? The community is watching, DA Ramos, and waiting. . . Of course, this is just my opinion. I’m keeping it real. S.E. Williams Managing Editor

The date selected for the 2018, Give BIG San Bernardino County campaign is Tuesday, October. 30. The 24-hour online event, which will be held at www. givebigsbcounty.org, is designed to generate funding for nonprofits in the county while building a culture of philanthropy and giving throughout the community. Up! Up! And Away. . . Moreno Valley
F
riday, June 29, was a break-through day for Valley View High School in Moreno Valley. On that day, a select number of Valley View High School students watched as their project, part of the Student Spaceflight Experiments Program Mission 12, was launched to the International Space Station. The students enjoyed the experience during a visit to the Smithsonian National Air and Space Museum in Washington, D.C., where they were invited to also present their experiment at the Student Spaceflight national conference. The students, who included two recent graduates, Titan Lam and Semajj Martinez, an eleventh grader, Douglas McCormack and 10th-grader, Roman Lara, were supported in their effort by science teacher Stacy Katzenstein and Professional Development Specialist Deepika Srivastava. Their project was titled, “Effect of Microgravity on Soybean Germination.” SSEP was initially launched in June 2010, by the National Center for Earth and Space Science Education in strategic partnership with NanoRacks, LLC, a privately owned company that develops products and
services for commercial utilization of space. SSEP was designed as a model education initiative for the U.S. National Science, Technology, Engineering, and Mathematics (STEM) program. It typically gives hundreds of students across a participating community the ability to design and propose real microgravity experiments to fly in low Earth orbit (experiments conducted in a “weightless” environment), first aboard the final flights of the Space Shuttle in 2011, and then on the International Space Station (ISS) – America’s newest National Laboratory. SSEP is suitable for students in pre-college grades 5-12, 2-year community colleges, and 4-year colleges and universities. Each community participating in SSEP is provided a very real research asset – a flight certified, straight-forward to use microgravity research mini-laboratory, and guaranteed launch services to transport the mini-laboratory to the International Space Station (ISS). continued on page 18

Kennedy, California Senator Kamala Harris issued a statement in opposition to the selection of U.S. Circuit Judge Brett Kavanaugh. “The Supreme Court has a profound impact on the rights—and lives—of all Americans. When at its best, it has advanced the meaning of those words above its doors, ‘Equal Justice Under Law.’ At its worst, the Supreme Court has upheld racial segregation, enabled voter suppression, and equated corporations with people. Heat Wave! - Cooling Centers Open - Take Precautions
T
riple-digit summertime temperatures are a fact of life in parts of California. Heat can be a killer if you’re not careful a n d play it cool. Here are things to remember when t h e temperatures soar. Most healthy adults can cope with heat; their bodies are able to maintain normal temperatures... up to a point. The body maintains its temperature primarily through sweating. When body heat rises above the norm, the brain causes the blood vessels in the skin to dilate, providing increased blood flow at the surface of the body and supplying increased fluids to make sweat. As perspiration evaporates, it cools the surface of the body and lowers body temperature. If the humidity is higher, it is more difficult for the body to perspire normally. Hot weather affects the elderly and the infirm more than those who are in better health. Visit older adults at risk at least twice a day and closely watch them for signs of heat exhaustion or heat stroke. Infants a n d young children, of course, need much more frequent watching. The best defense is PREVENTION. Here are some precautions you can take...
• Wear light weight, light-colored loose-fitting clothing. • Apply sunscreen with a Sun Protection Factor (SPF) rating of at least “SPF 15” to exposed portions of the body • Limit exposure during the hottest hours: 10 a.m. to 6 p.m. • If possible, avoid strenuous work or exercise outside. • Take advantage of shade in the environment and/or wear a wide-brimmed hat. • Stay in air-conditioned areas or use cooling fans to speed sweat evaporation. Celebrate the Great Outdoors During the Fifth Annual Latino Conservation Week Washington D.C.
D
uring the week of July 14 through 22, communities across California will enjoy and connect with the great outdoors during the 5th annual Latino Conservation Week. During the week more than 100 events will be celebrated nationwide with over 20 of the events scheduled in California. Latinos will have an opportunity to camp under the stars, go canoeing, take sunset walks, and hike with family among other activities as they engage in the outdoors and learn about stewardship. “This week is about sharing the Latino community’s perspective on the environment, like the need to protect our public lands and natural surroundings for future generations,” said Maite Arce, President and CEO of the Hispanic Access Foundation. “Hispanics are passionate about the outdoors and hold a strong belief that we have a moral obligation to take care of it.” Latino Conservation Week was launched by the Hispanic Access Foundation in 2014, to encourage and support individuals, organizations, businesses and government agencies to develop and participate in events and activities that not only connect Latinos with the outdoors, but also to teach them more about their responsibility as stewards of the environmental. “As the largest minority group in California, the Latino community’s engagement is critical to ensuring the future success and preservation of our public lands in the Golden State,” said Arce. “We appreciate the vast number of California partners and sponsors who recognize the importance of encouraging more Latinos to go outdoors and experience all that our public lands have to offer.” Nearly 80 parks, organizations and community groups have joined Latino Conservation Week as sponsors and event partners. Local District Attorney Under Investigation S.E. Williams Contributor
A
complaint by someone in the District Attorney’s Office on Monday, June 25, raised concerns about the grievous and insulting racial rantings and postings on Facebook by San Bernardino Assistant District Attorney Michael Selyem, the county’s top Gang Suppression Unit prosecutor. Although Selyem has served the San Bernardino County District Attorney’s Office for approximately 12 years, within short order, Selyem was placed on administrative leave pending the outcome of a formal investigation that could lead to disciplinary action up to and including his dismissal. As publicity and public outrage continued to mount, District Attorney Mike Ramos held a press conference Monday morning to discuss the allegations. Grand Jury Examines County Administration of Inmate Welfare Fund

n June 29, the 2017 - 2018 Grand Jury Final Report was accepted by San Bernardino County Presiding Judge John P. Vander Feer and made available for public review. Each year, the goal of San Bernardino County’s Civic Grand Jury (Jury) is to ensure the county is governed honestly and efficiently and that county monies are spent appropriately. To that end, this year’s jury explored several disparate issues that included the City of San Bernardino’s responsiveness to complaints of potential code enforcement violations; a review of potential policy violations within the City of San Bernardino Municipal Water Department; concerns over Sexual Harassment Policy and Procedures within the Hesperia Unified School District; Emergency Ground Ambulance Contract procedures; and as mandated by law, the jury inquired into the condition and management of public detention centers within the county. Another key focus of this year’s Jury included an examination and critic of the San Bernardino County Sheriff’s Department Administration of the Inmate Welfare Fund. In a letter to Presiding Judge Vander Feer which accompanied the Jury’s final report, Foreman Rosie Hinojos discussed about this year’s process. “Throughout our term, Grand Jury members met and interviewed numerous employees of San Bernardino County, Cities and Special Districts. The vast majority of those contacted,” she noted, “were extremely helpful in answering our questions and in providing all of the information that was requested of them.” Hinojos further stated that although this year’s Jury received and investigated various complaints from members of the community, “Some of these complaints did not fall within the jurisdiction of the Grand Jury and had to be rejected. However, we investigated those that did fall within our jurisdiction and some are included as part of our Final Report.” Every year the Jury receives several citizen complaints. Every complaint is carefully reviewed by the Jury for issues regarding appropriate jurisdiction and importance. Following an initial review of each complaint, the Jury may approve and assign it to an appropriate committee. The committee then

investigates with appropriate oversight of the full Jury. In addition to citizen complaints and the Jury’s authority to inquire about the conditions and management of public detention centers within the county, California Penal Code 925 gives the Jury authority on some selective basis each year, to “investigate and report on the operations, accounts, and records of the officers, departments, or functions of the county . . . “ This year, the jury chose to examine the operations, policies and procedures used in the administration of the county’s Inmate Welfare Fund (IWF or Fund) with an interest in making recommendations that will make these administrative procedures more effective and efficient. The IWF does not receive any taxpayer supported funding. Instead, money flows into the IWF from stores operated in connection with the county jails where inmates may purchase confectionery, tobacco, tobacco users’ supplies, postage, writing materials, and toilet articles and other miscellaneous items. Profits from these sales are deposited into the Inmate Welfare Fund. The Fund also includes revenue from ten percent of all gross sales of inmate hobby-craft and any money, refund, rebate, or commission received from a telephone company or pay telephone provider when the money, refund, rebate, or commission is attributable to the use of pay telephones which are primarily used by inmates while incarcerated. As of August 31, 2017, according to the Jury, the Fund had a substantial balance of more than $13 million dollars. The San Bernardino County Sheriff is responsible for the establishment and administration of the Fund and the California code stipulates that these funds are to be used solely for the benefit, education, and welfare of county jail inmates. The significant value of the Fund coupled with the substantial discretion the Sheriff’s Department has over its use, led to the Jury’s examination of the operations, policies and procedures used in the administration of the Fund. “I AM NOT FOR SALE”:

uring a statewide crackdown on human trafficking in California earlier this year, police officials arrested more than 500 suspects and rescued at least 56 people including eleven girls. As the scourge of human trafficking continues to destroy lives, a team of talented actors from around the world have coalesced in Riverside to tell a story about the impact this issue is having globally. In a county-owned facility, a former animal shelter turned movie set located on Wilderness Avenue in Riverside, these actors, under the stewardship of Director Romane Antoine Simon, are working on a break-through feature film titled, “I Am Not For Sale,” designed to bring greater public attention to one of the most concerning issues of our time. Written by Simon in collaboration with award winning film director and screenwriter, Chukwu Lowance, “I Am Not For Sale” exposes the horror of the human sex trafficking industry in a way the writers hope will compel movie goers to work to help end this travesty. The grandson of a Haitian president, Simon was born into a family that favors politics, yet he wanted to take his life in a different direction. “I wanted to tell quality stories through moving pictures and I came to America to do that.” When Simon arrived in America the movie industry door was opened for him. “I’ve done a lot of horror and action films and now I find myself doing stories that have more meaning and that can also be a part of changing the world,” he stated. He described “I Am Not For Sale” as something close to his heart, particularly as a Haitian. “After the earthquake, it was easy for people to come to Haiti and to take kids—the kids just disappeared.” Simon stressed, “I have
a lot of sisters and a lot of aunts, and I feel like the world is getting more dangerous.” He continued, “We have to fear for the females that are in our families. I just wish that women were more respected. You were brought into this life by women,” Simon said passionately, “I think if we all come together, if we want to stop human trafficking—we all have to do our part.” Simon hopes the movie will serve as a springboard to a movement to end human trafficking and praised members of the movie’s international cast who all wanted to be a part of telling this story. One of the film’s stars, actress Judi Evans, best known for her television roles in Another World, Days of our Lives and A Guiding Light, said she accepted the role even though it is outside her normal wheel house because she thinks there needs to be more attention brought to the issue of human trafficking. “I know we cover it on the news and there’s been other movies about it,” Evans explained. “But, I think it happens more than we realize. Every single day girls, and boys too, are being kidnapped, traded and killed. We’ve got to do something. Everybody. At the very least, create awareness and help these kids.” Evans plays a character in “I Am Not For Sale” most would consider unredeemable. “I’ve played some borderline naughty girls [in my career], but nothing bad. I’ve played girls who made bad choices but not people who just feed off other people and enjoy hurting them,” she lamented. Evans said she prepared for the role by trying to empty herself out. “We all have a dark side,” she noted, “So, I try to pump that side up. It’s a reach . . . a stretch. I just really hope I’m not chewing the scenery.” Chewing the scenery is a term used in the movie industry to describe

when an actor over-acts or is too melodramatic. Another of the film’s stars, celebrated actor Dustin Ardine, plays opposite Evans and is among a list of amazing cast members that include Lester Speight, Denise Milfort, Tom Sizemore, and Sabina Lisievici. “I’m very excited to be a part of this amazing film and can’t wait for others to see it,” he shared. Referring to the tragedy of human trafficking Ardine said, “We as human beings all have our part to play in being a part of changing the world. I think change starts with us.” Ardine further expressed concern that human trafficking is something that is growing by the minute. “If you care about family, if you care about justice, if you care about people being safe, I think we should all stand together to end human trafficking. That is what I think we are doing with the cast of “I Am Not For Sale.” Ardine plays Evans’ assistant in the film. She picked him up off the streets of New York when he was a child and raised him. He’s conflicted sometimes about what goes on because he has a very strong morality but does what she says because she has been like a mother to him. In the film, Ardine’s character falls in love with a character played by Romanian actress, Sabina Lisievici. The daughter of a Russian mother and Romanian father, she is a celebrated movie actress and television star in her home country and is also passionate on the issue of human trafficking. “We have this problem in Romania and throughout Europe,” she shared, “Girls are being sold like chips. I think we have this problem more than you do here. I am an ambassador in my own country against human trafficking. She see this as a real connection between herself and the role she plays.” The film’s complex and flawed characters include those played by Russian actor Igor Krasiy and Haitian rapper/actor, Jeff Chery aka Haitian Mufasa, both characters are far removed from the compassionate human beings they are in real life. “We are trying to tell the story, but this is actually

Fight to End man Traffcking a real global problem, Krasiv explained. “It is impacting the lives of millions of people in almost every country,” adding, “Although sex trafficking is the most well-known, human trafficking also exists in regard to labor, children, organs and other areas.” Haitian rapper and VH-1-star, Mufasa, said his character is very conflicted regarding the women being trafficked. “I feel for them and everything that is going on. So, there are a lot of parts in the film where I’m like, ‘Man!’ Yet, I still have to stay firm because I still have a job to do.” The movie will continue filming at several locations through the end of July. Simon hopes the film will disturb the audience enough that they will stand up and say, “You know, this is something that is happening for real,” he said before expressing his belief that people can make a difference in the fight to end human trafficking by standing up collectively and speaking out against it just like members of the African American community did against racism and the LGBTQ community did against homophobia. “If we let our voices be heard on the issue of human trafficking, more people will be alert, more people will be looking out and I think we can really have an impact. Our plan is to start a movement.” Simon decided to shoot part of the movie in Riverside County for two reasons: First, the director acknowledged his love for the City of Riverside, and second, because human traffickers are often drawn to areas like the inland region where there is a lot of land and vacant buildings just like they are attracted to areas with lots of hotels like Las Vegas, Nevada and Atlanta, Georgia. “A lot of people don’t have any idea how much filming is done in Riverside County,” said Riverside County Film Commissioner Stephanie Stethem. In 2013 the Riverside County Board of Supervisors wanted to increase filming in the county, so they revised our film ordinance to allow for free film permits in unincorporated areas of the county and county owned buildings like the one where ‘I Am Not
For Sale’ is being filmed. Since then we have increased our filming more than 45 percent,” Stethem said. The Riverside County Film Commission continues to receive numerous permit requests from regional schools including UC Riverside, Riverside Community College and Chapman University. “We encourage them to film here, stay here and work here. “We teach them how to do film permits correctly, how to be on location,” she said. In addition to “I Am Not For Sale” a number of other movies have filmed in Riverside in recent months including,” A Star is Born” starring Bradly Cooper and Lady Gaga, and “Senior Moments” with William Shatner and Christopher Lloyd. Other Indy films like “I Am Not For Sale” as well as a number of commercials are filmed in the county as well. “One of the actors here has done several films with us . . . this is his third project with us,” Stethem said. “So, we are getting repeat customers basically. Once the word gets out about Riverside County—the fact we are film
friendly and we have free permits—they’ve been coming in droves.” This number will surely increase as the Wilderness space is in the process of being converted into a full-fledged movie sound stage and production facility through a partnership between Riverside County’s Economic Development Agency and a local community-based entrepreneur, educator and filmmaker. The plan is to create a space where students, professionals as well as local aspiring filmmakers can learn, create and produce projects that will not only enhance the region’s presence in film entertainment, but that will also be a source of employment for the number of residents wanting to pursue a career in this industry. and reviewed data received from the department and financial reports of the Fund. The Jury also reviewed Committee Guidelines and attended an Inmate Welfare Trust Fund Committee Meeting in late November 2017. The investigation focused on two key areas including an examination of the policies and procedures that govern how funds are disbursed. It also took a close look at how the funds were distributed. The Jury conducted interviews with members of the Inmate Services Unit and Inmate Welfare Trust Fund Committee and in the process, confirmed that funding requests submitted to the Inmate Welfare Trust Fund Committee (IIWTFC) are usually approved. In other words, the Jury found IWTFC usually accepts any requests for funding. The Jury considered this finding significant as the IWTFC policies and procedures manual not only documents how the IWTFC should operate, it also details how funding requests are supposed to be made and reviewed. The Jury’s findings were as follows: Neither the Inmate Welfare Fund nor the Committee appear on the Sheriff’s Department public web page. The Inmate Welfare Trust Fund Committee Guidelines were last updated on March 17, 2014. There was no strategic master plan for expenditure of inmate welfare funds. There was no inventory of assets that are financed through the Inmate Welfare Fund. There was no program for assessing inmate needs for education and counseling. There was no means of tracking inmate educational and counseling progress. And finally, an annual report of the Inmate Welfare Fund required under California Penal Code 4025, was not submitted to the County Board of Supervisors in two of the last three years. Based on these findings, the Jury’s Final report provided county officials with a list of recommendations intended to make WTF administrative procedures more effective and efficient, beginning with a call for the county to revise the Sheriff’s Department public website to information on the existence of the Inmate Welfare Fund and Inmate Welfare Trust Fund Committee to increase public awareness. Next, the Jury recommended the county adhere to regular reviews of the Fund (e.g. every two years) and called for updating (as needed) of the Inmate Welfare Trust Fund Committee Guidelines. Recommendations also included calls for the establishment and update of a strategic master plan of spending to guide the Inmate Welfare Trust Fund Committee when it considers future spending requests. The Jury also called on officials to establish and maintain an inventory of assets available to inmates for their benefit. This should assist the Inmate Welfare Trust Fund Committee in the implementation of a master spending plan. It also called for an assessment of inmate needs, including education, training, counseling etc. for use in guiding WTF expenditures. The Jury further recommended the establishment of a mechanism to track the progress of inmates in the areas of education, training and counseling to also help guide Fund expenditures. Finally, the Jury recommended county officials establish a practice to ensure a financial report be submitted to the Board of Supervisors each year as required under California Penal Code 4025. The San Bernardino County Board of Supervisors has until the end of August to formally respond to these recommendations. New Grants Will Help Community College Students to Work Less and Study More Sacramento
T
o enhance the ability of students to earn degrees in two or four years, California will give up to $4,000 in grants to community college students who take a full, 15-hour course load beginning this fall. Rewarding community college students with extra money for going full-time is just one more way the state is seeking to increase the number of students who complete college in four years. Officials note that students who take a full course load of 15 units a semester are usually on track to finish their associate degree or transfer within two years to earn a bachelor’s degree, however most community college students are
enrolled part-time. For example, just 21 percent took between 12 and 14 units last fall while only eight percent enrolled in 15 or more credits. This is largely because most community college students must juggle their course work with jobs. Backers of the grant see the additional money as a way of getting students to work less and concentrate on their studies more. In a state where minimum wage is around $11 an hour, a grant of $4,000 could be the equivalent of nearly 400 hours of work a year. The newly approved Community Colleges Student Success Completion Grant is an expansion of two previous programs that gave
students up to $2,500. However, it is important to note the money will only be available to students who receive the state’s chief financial aid tool, the Cal Grant. According to the publication EdSource, each year only about five percent of the state’s 2.1 million community college students receive a Cal Grant despite the hundreds of thousands of students who are eligible. The report also noted the grants will not just benefit students with 15 units, it is possible that students who take between 12 and 14 units a term could see their grant funding increase from 1,000 to $1,298.

Selyem’s public comments are hateful and could be interpreted as a call to violence against Congressmember Waters. Law enforcement personnel and officers of the court system should not incite violence,” stated Ali adding rhetorically, “How can a public prosecutor, who publicly espouses such views be trusted to impartially administer justice?” Ali further noted how Selyem’s racist rants were not exclusive to African Americans. As noted above, Selyem leads a county unit responsible for cracking down on criminal gang activity—many of which are predominantly Latino. This makes Selyem’s posts targeting the Latino community equally as concerning. One of his posts in this regard showed a man in a giant sombrero. It read, “Mexican word of the day, Hide.” From Selyem’s postings he also appears to be a strong supporter of President Donald Trump and the president’s position on immigration as Selyem posted in part, “I am all for white males immigrating here legally and starting a business. Contagious Bird Disease Still Threatens Flocks in the Inland Region Riverside
I
n mid-May, the U. S. Department of Agriculture’s Animal and Plant Health Inspection Service confirmed the presence of the virulent Newcastle disease in a small flock of backyard exhibition chickens in Los Angeles County—it was the first case of virulent Newcastle disease in the U.S. since 2003. On May 30, the first case of Newcastle disease was confirmed in San Bernardino County and a month later, on June 30, officials noted the first case in Riverside County. Inland residents with backyard chickens, and people with other birds, were advised by county agriculture officials to take steps to protect the animals from Newcastle disease. “This disease is so virulent it could significantly affect the poultry industry nationwide if it reaches commercial flocks,” Riverside County Agricultural Commissioner Ruben Arroyo warned.
