Remember When the Circus Came to Town? “
R
emember when the circus came to town and you were frightened by the clown?” This refrain played repeatedly in my head during President Trump’s disastrous stampede through Europe this past weekend. Whether he was shamelessly, with both malice and forethought, embarrassing the Prime Minister of England or criticizing the Chancellor of Germany or verbally and inappropriately flogging European nations based on his misunderstanding of the role of NATO and the European countries’ previously agreed to commitment to increase their level of contributions to NATO by the year 2020, far too many Americans and most in the international community at-large ran out of adjectives to describe the brutish, ignorant behavior and appalling lack of diplomacy exhibited by the president. So, by the time Trump and Russian President Putin met for the much anticipated and inappropriately titled “summit,” the world was reeling and running out of words to describe his aberrant behavior. But then, the president dug himself down into a new low and in the process, created an epic foreign policy crisis. His behavior was so bizarre during his meeting with Putin, it even forced some FOX news pundits to rain down a hail of criticism and it also forced some of his Republican legislative enablers to lob soft balls of criticism, though in some cases the criticism from Republicans was fairly harsh—something that rarely happens. In Helsinki, Trump placed the lies of President Putin above the findings of America’s own intelligence agencies about Russia’s meddling in the 2016 election. He also failed to raise concerns expressed by fellow NATO countries about Russia’s behavior in areas that impact them most directly. In the process, President Trump brought this country “low” in the eyes of the world. Since World War II, peoples of the world have looked to America as that shining beacon on a hill, as the undisputed leader of the free world from a democratic and economic perspective—all of that is changing under his stewardship. For many, the United States under Trump, no longer represents the values of liberty and democracy and its reputation as a haven for refugees is severely damaged. I, for one, believe we are firmly entrenched in an ideological battle for the soul of this nation. In America’s perpetual quest to realize a “more perfect union,” it now appears we, as a nation, have lost our way. We can no longer afford to pretend that what we are experiencing under Republican leadership is “business as usual”—it is not. We must stop acting as if this President and his Republican enablers are acting in the best interest of the nation. Every day, in almost every way the president continues to place his personal aggrandizement and the interests of the wealthy, well connected and possibly, international gangsters, above the interests of working class and poor Americans and this country. We must do more to challenge his offensive, derisive and divisive actions, to stop his nationalistic push in its tracks. Trump has morphed from the circus clown we met in the 2016 primaries into Stephen King’s infamous Pennywise, but rather than murdering people, he is killing the American dream. This November he must be constrained. We must elect congressional representatives that will place a check on his haphazard and devastating leadership—”Remember when the circus came to town and you were frightened by the clown. . .” Of course, this is just my opinion. Community Mourns the Loss of a Beloved Leader—Waudieur “Woodie” Rucker-Hughes Riverside
L
ast Friday, the Executive Council of the Riverside Chapter of the NAACP announced the passing of beloved community leader and President of the Riverside Branch of the NAACP, Waudier “Woodie” Rucker-Hughes. Hughes passed away peacefully early Friday morning. For nearly twenty years, Hughes served the community as NAACP president, however, her service to the community extended beyond that role. She also served as Child Welfare Attendance Manager/District Coordinator for Homeless Education for the Riverside Unified School District from which she recently retired. News of her passing spread quickly. Commenting on the news, A. Majadi, the President of the San Bernardino Chapter of the NAACP said, “Riverside has lost a great one. Woodie was knowledgeable, dependable and steadfast in her commitment to Civil Rights and community organizing. Her leadership and strength will be missed.” Senator Richard Roth wrote, “It is with a heavy heart that I mourn the passing of Woodie Rucker-Hughes. I have known

Woodie for almost 40 years. Her memory will continue to inspire me. Our world is a better place because of Woodie. Disciplined and Disconnected San Bernardino
H
arsh school discipline policies and practices have led several students—particularly students of color and students with disabilities— to disconnect from school, according to a new report titled Disciplined and Disconnected by the research institute of Americas Promise Alliance. Historically, school discipline practices have operated on a deterrence model of behavior management and sought to motivate compliant behavior through the fear of punishment. Often, such punishments took the form of removing the student from school for a prescribed amount of time through suspension and/or expulsion. Yet, keeping students out of school deprives them of opportunities to connect with their schools and the people in them. As a result, suspension and expulsion can lead to social isolation and a lack of adult supervision and support. This approach is a doubled-edged sword. Not only does it limit a student’s ability to learn from their mistakes, educators lose an opportunity to learn how to better support their students. continued on page 18

The U.S. Bureau of Labor Statistics has projected there will be 1.4 million computer science jobs by 2020, and only 400,000 computing graduates are projected to be available to fill them. To better prepare the nation to meet this growing demand, UCR is now the beneficiary of a $400,000 gift from the Center for Advancing Women in Technology (CAWIT). The gift will support new data science degrees that are designed to increase the number of women and underrepresented group studying in high-tech fields. The program at UCR is one of many programs at several universities to benefit from funding provided by CAWIT.

Blacks, Alcohol and Drug Abuse: Untangling Misperceptions Dear Dr. Levister: Is it true that Blacks abuse alcohol and drugs more than whites? L.R. Dear L.R.: While alcohol and drug abuse continue to adversely affect the lives of AfricanAmericans, these diseases of addiction don’t discriminate. Despite what the media portrays, alcohol and drug abuse is rampant across cultural lines. According to the National Household Survey on Drug and Alcohol Abuse 2008, and data from the National Centers for Disease Control and Prevention (CDC), Blacks and whites abuse drugs and alcohol at nearly the same rate 6.4%, but there are disproportionate consequences among African Americans. The high incarceration rate of Black men (who comprise almost half of the total U.S. prison population) is partly attributable to easily accessible drugs and alcohol in African American communities. Lack of alcohol and drug treatment centers in the Black community
may also be a contributing factor. However, I caution you to avoid assumptions based on race and socioeconomic status. Factors associated with excessive drinking and drug abuse may not apply uniformly to all African- American communities, but the general trend is noteworthy. The easy availability of alcohol in Black communities and the social use of alcohol for celebrations inadvertently legitimize its use. Recreational drugs, and alcohol, are often used to cope with personal stress, domestic violence, unemployment, family dysfunction, and racial tension. A major factor in drug and alcohol abuse is poverty. African Americans constitute approximately 10% of the 17.5 million female drug abusers. Among Black men, low-income, unemployment, and poor self-worth status are triggers for drug use and trafficking. Drug dealing may be perceived by some as an opportunity to provide for their families and to achieve respect
and status. An African American addicted to drugs and alcohol suffers from the same disease as any other addicted person. However, AfricanAmericans are more likely to die from alcohol and drug related diseases due to racial disparities in health care and a lack of personal responsibility. Although many contributing factors to drug and alcohol abuse are not unique to African Americans, such abuse among Blacks is less often thought of as a disease than a social problem. Media images of Blacks as illicit drug users and alcoholics are misleading and propagate racist negative stereotypes. Data on drug and alcohol use contradict such images: whites suffer from excessive drinking and use illegal drugs at least as much as Blacks. Drug and alcohol abuse among Blacks must be kept in context and addressed as medical illnesses, diseases of addiction, for which medical treatment is necessary.

Local Psychologist Honored Riverside
D
r. Carolyn Murray, Professor of Psychology at the University of California, Riverside, was recently awarded the prestigious, 2018 Dr. William Montague Cobb Award for special achievements in public health at the local level, for 2018. Each year the award is presented to an outstanding individual in a local community in recognition of special achievement in areas of social justice, health justice advocacy, health education, health promotion, fundraising, and research. Murray was honored for her years of research and activism focused on health disparities in the African American community. The award was presented on July 16 at the Annual NAACP Convention in San Antonio, Texas. Milagros Peña, Dean of the UCR College of Humanities, Arts, and Social Sciences commented on the award stating, “The College is thrilled to learn that our colleague Dr. Carolyn Murray has been honored with receiving this award.” Peña continued, “The NAACP has led the nation as an organization and a voice to removing barriers, particularly for people of color, and, in doing so, holding our nation to its stated purpose of ensuring political, educational, social, and economic equality of all citizens.” continued on page 18

Youth Grantmakers Program Empowers Inland Area Youth

outh Grantmakers across the Inland Empire were provided an opportunity to strengthen their leadership skills as they participated in philanthropy during the 2017-18 school year. The program teaches young people to become active agents of change through responsive community leadership and practical hands-on service. During the program, students are taught to conduct surveys to determine the current concerns and needs of their peers. They made site
visits to local nonprofit organizations, listened to nonprofit presentations during their monthly meetings, conducted community service projects and awarded grants to nonprofits that address the needs of youth in their community. During their year-long training program the students learned to read and analyze grant applications. They were taught how to respectfully debate the most critical needs while listening to the perspectives of others and how to prioritize when they are presented with several worthwhile requests. The Youth Grantmakers Program is sponsored by The Community Foundation (Foundation), a nonprofit, public charity that serves the communities of Riverside and San Bernardino Counties. This year the Foundation sponsored four Youth Grantmakers programs. They included programs in the communities of Riverside, San Bernardino, Coachella Valley and Idyllwild. Local high school students in each program identified the greatest needs in their community and awarded $49,000 to Riverside and San Bernardino County nonprofit groups. This year’s program included representatives from 23 high schools in both counties and 77 Youth Grantmakers. The program awarded $49,385 in grants, of which $13,100 were Charity of Choice recipients selected by graduating seniors. Climate Change - An Extremely Dangerous Situation

eople in Southern California have experienced some uncomfortably HOT days recently. Some cities saw high temperatures that had not been equaled for many decades. Those temperatures were clearly responsible for damage to plants in the landscaping of many properties. Anyone who does not believe that “climate change” is really happening would benefit by looking at the historical data. But, if we do believe that climate change is real, then the next question is: “Why is it happening?” Contrary to some of the statements by President Trump and others, the California State Office of Environmental Health Hazard Assessment (OEHHA) concludes that human activities are largely responsible for the change in climate. OEHHA has recently posted a very lengthy report online about “Indicators of Climate Change in California.” For many readers, the shorter (15+ pages) Report Summary is more accessible and is well worth reading. California’s 2018 Climate Change Report Summary is available at: https://oehha. ca.gov/media/downloads/climate-change/ report/2018indicatorssummary.pdf
The summary states in part, “The Earth’s climate is warming, mostly due to human activities such as changes in land cover and emissions of certain pollutants. Greenhouse gasses are the major human-influenced drivers of climate change. These gasses warm the Earth’s surface by trapping heat in the atmosphere.” The summary continues, “CO2 accounts for 85 percent of greenhouse gas emissions in the state, and transportation is its largest source, accounting for over a third of the total emissions
in 2015.” Exhaust from MANY vehicles on busy highways—Southern California certainly experiences a lot of that source of carbon dioxide (CO2) emissions! Other types of air pollution that influence climate include methane, which can also have bad health effects. The OEHHA website reports that they studied the impact of the Aliso Canyon gas leak in 2015, which involved a dangerous

Remembering Woodie Rucker-Hughes Last week we lost one of the good ones. Ms. Waudieur “Woodie” Rucker-Hughes, a woman so many of us admired, were inspired by, and learned from. During my last conversation with her, we talked about legacy. I was preparing remarks for a keynote speech on the topic and I needed her wisdom. Our conversation quickly turned to a discussion on mentorship and what we’re both doing to encourage the next generation of civic leaders. That was Woodie, always forward thinking. Always civic and community-minded. Always imparting knowledge for the head and the heart. When Woodie was honored as Citizen of the Year by the Greater Riverside Chambers of Commerce, I wrote this piece in her honor, it’s a reminder of the legacy she leaves for all of us not just to remember but to try to follow:

he has spent her adult life as an advocate for “the least, the lost, and the last.” She is a champion for social justice. For many she is a beacon of hope, serving simultaneously as a guide, an access point, a connector between what is plausible and what is possible. And last week, as the Greater Riverside Chambers of Commerce honored her as Citizen of the Year, I joined hundreds of our fellow citizens in tribute to Waudieur Rucker-Hughes, known affectionately to most of us simply as “Woodie”. Woodie is a problem solver. She’s one of the few people I can call with a difficult issue and know she will find a resolution. She never says “no I can’t…” Probably because she grew-up hearing the phrase, “can’t is a lazy animal that doesn’t try,” an adage her parents regularly repeated during her formative years. Many of her parents’ beliefs have been “indelibly imprinted” on her brain, “Your attitude about life will determine how far you get in this life.” Those beliefs inspired her and in turn she uses them
to inspire others. As the longtime president of the Riverside Branch of the NAACP and an advocate for homeless and foster youth with the Riverside Unified School District, the work she does on behalf of others is more than just a job. Like her hero Martin Luther King, Jr. she has the drum major instinct. She is a model of love, moral excellence, and generosity. In his address to the Southern Christian Leadership Conference in 1967, Dr. King outlined those attributes: “We all have the drum major instinct. We all want to be important, to surpass others, to achieve distinction, to lead the parade…and the great issue of life is to harness the drum major instinct. It is a good instinct if you don’t distort it and pervert continued on page 18

Everyone Must Be Counted
T
he 2020 Census is approaching, and many community leaders are concerned that the accuracy of the count may be at risk. Article 1, Section 2, of the U.S. Constitution mandates that every ten years an official count of the nation’s population be completed. The data from the count is used to determine the distribution of Congressional seats to the states, make planning decisions about community services including—services to the elderly, roads and schools, job training centers, distribution of billions of dollars in federal funds to local, state and tribal governments and to provide information for Social Security and other retirement benefits, passport applications, etc. The census requires that every resident be counted regardless of citizenship. As a result, when the Commerce Department instructed the

Census Bureau to add a question about citizenship to the 2020 Census form earlier this year, it raised a red flag in many parts of the country. Nationwide concerned organizations are pushing back against this change and asking citizens to make their voices heard on this important issue. The Census Bureau is now seeking public comment on the Commerce Department’s decision to add the citizenship question to the 2020 census before Congress gives final approval to the questionnaire. The federal government has claimed it is simply reinstating a question that was part of every census except the one taken in 2010, and that it will merely provide additional information regarding who is in the country. However, the Census Bureau has not asked all households to respond to this question on the census since 1950.

“This untimely, unnecessary, and untested citizenship question will disrupt planning at a critical point, undermine years of painstaking preparation, and increase costs significantly, putting a successful, accurate count at risk.” - Leadership Conference on Civil and Human Rights Adding the question, however, was not the spontaneous idea of the U.S. Department of Commerce. Attorney General Jeff Session pushed for the question’s inclusion. For someone like Sessions with a long history of working to suppress voting rights, most found it hard to believe as claimed, he was motivated to request the question’s addition out of an abundance of concern over wanting a better count of voting-age citizens from the census, claiming it was needed to help him enforce protections against voting discrimination under the Voting Rights Act. Despite the government’s alleged reasons and based on the current administration’s hardline against certain immigrants and asylum seekers, critics are concerned the addition of any citizenship question to the 2020 census will heighten fears among an already traumatized immigrant community and keep millions of immigrants from completing the census surveys as mandated. Their failure to participate will throw off the count and negatively impact their communities of residence. An inaccurate census count will distort the apportionment of congressional seats as well as the allocation of federal funding for infrastructure. Most significantly, it will potentially harm communities, like those in the inland region and elsewhere across the country where Latinos are most likely to reside—cities and blue states will experience the brunt of the impact. Critics believe the impact of this question will serve two goals of the current administration. Firstly, it will provide information that can be leveraged by the administration in pursuit of its aggressive immigration policies, while at the same time potentially reducing the allocation of congressional representation and federal funding to the communities where these individuals and families reside—communities like Riverside and San Bernardino Counties located in blue states like California. When the Census Bureau announced in March, it planned to add the citizenship question, California led 14 states in a lawsuit attempting to force the administration to back down and omit the citizenship question from the 2020 Census. Today, at least 17 states and seven cities have joined the challenge.
California’s suit made two clear arguments against the addition of the citizenship question. First, that adding the question violates the “actual Enumeration” clause of the Constitution. The suit claims that inclusion of the question, “directly interferes with fulfillment of [the] constitutional responsibility [of the federal government], as delegated by Congress, to conduct an ‘actual Enumeration’ of the U.S. population.” Second, the state claimed to add a question about citizenship violates the Administrative Procedures Act which prohibits federal agency action that is arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law. The state further claimed the question is, “contrary to constitutional right, power, privilege or immunity; in excess of statutory jurisdiction, authority, or limitations, or short of statutory right.” The lawsuit stated including citizenship question violates all the above. In addition to these arguments, the states further claimed in their suit that the citizenship question will also impact the accuracy of census data available to argue cases of “vote dilution” under Section 2 of the Voting Rights Act. In June, NPR published a series of emails between Trump administration officials and Commerce Secretary Wilbur Ross. In a January, memo to Ross from Census Bureau officials they expressed concern that adding this last-minute citizenship question to the 2020 census would cost taxpayers an additional $27.5 million—and that was a conservative estimate. The report also revealed an email dated July 2017, from Kansas Secretary of State Kris Kobach that stated he was directed by then White House Strategist Steve Bannon, to express concern about the lack of a citizenship question on the 2020 Census. Kobach told the Commerce Secretary, to include what he defined as “aliens” in census numbers for congressional reapportionment was a “problem.” Kobach and Bannon appeared to clearly
disregard the nation’s history and the fact that non-citizens have been included in census counts used to reapportion congressional seats since the nation facilitated its first official census in 1790. Kobach even went so far as to suggest wording for the citizenship question that would inquire about non-citizens’ immigration status. The 2020 Census will shape the American landscape for at least the next ten years. Organizations like the National Association of Latino Elected and Appointed Officials Educational Fund, Asian Americans Advancing Justice, Leadership Conference Education Fund, National Urban League, a former Director of the House Census and Population Subcommittee and other concerned groups have coalesced to raise awareness on this important issue. In March, Arturo Vargas, Executive Director of the National Association of Latino Elected and Appointed Officials Educational Fund reported that Census Bureau field representatives conducting other surveys and experiments had already noted widespread and unprecedented fear among test respondents over the citizenship question. Commenting on the citizenship question controversy Vargas stated, “Adding a question on citizenship at this time would only fan the flames of fear and distrust in the census, further risking depressed response rates. There are no second chances with the census.” The Census Bureau is currently accepting public comments on the Trump administration’s plan to add a citizenship question. Vargas and the coalition of organizations listed above has encouraged citizens to express their opposition to the citizenship question before the public comment period ends on August 7. Officer Caught on Viral Video No Longer with Desert Hot Springs Police Department S.E. Williams Contributor
A
July 7 video that exposed a heated interaction between an unnamed Desert Hot Springs Police Officer and a suspect involved in a battery investigation has resulted in the officer’s departure from the department. On the day of the incident the involved officer and other members of the force responded to a disturbance call. When they arrived on scene there was purportedly some confusion regarding how the man in the video was involved in the reported incident—a questionable confrontation ensued. It only took five days after the video went viral for Desert Hot Springs Police Chief Dale Mondary to announce that the officer involved in the video was no longer employed with the department—Mondary claimed he was aware of the video before it went public. However, Mondary provided no clarity regarding whether the officer was terminated or transferred, “Because of POBAR and the Peace Officers Bill of Rights, I can’t really comment any further other than to say that he’s just no longer working with our agency,” Mondary stated. The YouTube video shows the officer being extremely aggressive toward the suspect and yelling repeatedly, “Stop mad-dogging me! Stop mad-dogging me!” The officer went on to threaten the suspect, “You haven’t seen harassment yet.” The video of the incident went viral after it was posted online by the organization, Wake Up America. It didn’t take long for it to accrue over 900,000 views. In response to the attention, the Desert Hot Springs Police Department launched an internal investigation. “Contrary to what people are saying on social media, he has not committed a crime,” Mondary said in defense of the officer involved. He added the officer had, “not violated the individual’s rights in any shape, fashion [or] form. That was a lawful contact, it was a lawful arrest based on probable cause,” he told KMIR news.

Mondary released the name of the suspect but failed to release the name of the officer. The department claimed this was due to the ongoing investigation. Mondary did, however, reveal the officer involved had been with the department since 2017, and is a former U.S. Marine though he gave no indication of whether the officer had

a history of involvement in similar incidents. Mondary also strongly disputed accusations of racism. He told KMIR, “This incident has zero to do with race.” He stated that while the officer may appear to be White, in fact he is Hispanic. “That officer does not have a racist bone in his body and he has never, ever exhibited any sort of racial bias the entire time that he’s been employed here.” Although the suspect in the video was initially detained, he was released on the scene when he and the other party involved in the disturbance did not press charges. Yet, the incident is under consideration by the Riverside District Attorney’s Office because one of the suspects was allegedly hit with a beer bottle during the disagreement between them. Mondary shared how disappointed he was in what occurred and noted the support he receives from residents who put their trust in him to do the right thing. He stressed how the Desert Hot Springs Police Department takes investigations regarding alleged police misconduct seriously. “We don’t do them every day, but if we do them, it’s a big deal.” he stressed.

Marijuana Dispensaries Banned Forever in the City of Riverside Riverside
E
ffective August 24, the temporary ban on marijuana dispensaries, commercial marijuana cultivation and outdoor growing of marijuana in the City of Riverside will become permanent. Last Tuesday, by a vote of 4 to 3, the Riverside City Council determined it would still allow people to use marijuana and to grow up to six plants indoors. This is largely because when Proposition 64, which legalized recreational marijuana and became effective in January, prohibited a municipality’s power to ban such uses. Even though six of the city’s seven wards voted in favor of the state law, the City Council has elected to ban almost every marijuana related action allowable under the guidelines of Proposition 64. To date the only marijuana related activity the council has agreed to allow is cannabis testing. Also, although the council previously allowed individuals to grow four marijuana plants outside (as mentioned above) and four more inside, the outdoor growing of marijuana in the City of Riverside will now be prohibited. The council reached its decision following a two-hour debate that came on the heels of several workshops on the subject that began over a year ago. During last week’s meeting, Riverside City Councilman Chuck Conder, who represents the only ward in the city to vote against Proposition 64, said the ban would allow residents who need medical marijuana to get it from other cities, while limiting the crime he believes is associated with
marijuana. “The cost of doing this is not worth the soul of Riverside,” he said. “If they want to go somewhere else to do it, then go.” On the other side of the issue were Councilmen Mike Gardner, Andy Melendrez and Mike Soubirous who voted against the ban on Tuesday. Melendrez shared his sentiments that compared the presentation which preceded the vote as scare tactics and reefer madness.

Additional Rebates Available for Eligible Water Saving Programs Inland Empire
L
ast week, in their ongoing efforts to provide a long-term response to protecting California’s water resources, the Inland Empire Utilities Agency and Metropolitan Water District announced the availability of new funding for the Landscape Transformation Program. The ongoing Landscape Transformation Program (LTP) provides commercial and residential applicants with rebates of $1 for each square foot of turf replaced with water efficient native plants and irrigation systems. Applicants who reside in the Inland Empire Utilities Agency’s (IEUA) service area are eligible for an additional $1 per square foot, totaling $2 for each square foot replaced. IEUA Board President Steve Elie stated, “This program provides an extra incentive for residents and businesses to contribute to saving our limited water resources. In 2014, the program successfully replaced 160 million square feet of grass during the drought.” He added, “Every drop counts and these water-wise decisions will help increase drought resiliency throughout the region.” One application is allowed per service address, per year. To qualify, customers must plant a minimum of five plants per 100 square feet of land and have a minimum of 250 square
feet of turf removed. If the space is under 250 square feet, all turf must be removed. The IEUA covers 242-square miles, distributes imported water, provides industrial/ municipal wastewater collection and treatment services, and other related utility services to more than 875,000 people through its member agencies. Additional impacts on humans can include diseases transmitted by vectors, such as the increasing occurrence of mosquito-borne West Nile Virus, Zika and others. Many impacts on wildlife in California are mentioned, including changes in where creatures can live successfully. The plight of birds, mammals, fish, insects, and other creatures were discussed. For example, salmon
numbers are decreasing, and California sea lion pups are dying. What can we do to stop these bad events from occurring? The summary does not discuss such remedies. However, reducing CO2 emissions could clearly involve using fewer smoking vehicles. This would require the use of more hybrids, electric vehicles, and other modes of clean transportation. We can also promote the reduction of pollution from factories, business facilities, and residences. This could include more use of solar power or other clean methods, strong pipes, filters, and proper structures. We can also “vote” for a cleaner, healthier California!

Across the nation policymakers and schools are seeking ways to reimagine school discipline policy and practice to be more rooted in understanding the needs and experiences of students. In 2013, the California legislature passed AB 420 and eliminated the out of school suspension for willful defiance of students in grades K through 3rd. Since the implementation of this measure, suspensions in elementary schools have dropped 60 percent; however, a Senate Bill that called for expanding this approach through the 12th grade, stalled in the legislature this year. Despite this progress, Black males continue to experience a suspension rates that in the 2016-2017 school year was 3.6 times greater than that of the statewide rate for all students.

Her research interests include the dynamics of the African American family. She conducts developmental research on the socialization practices used by African American families. She also studies the processes by which African American children are prepared to participate successfully in society at large. Murray is both founder and executive director of the University STEM Academy, a UCR program that teaches children to be health ambassadors. Healthcare for People with Pre-Existing Conditions Under Attack
Washington, D.C. – Last Thursday, Republican members of the Ways & Means Committee unanimously voted against a measure to protect individuals with pre-existing conditions from discrimination. The vote occurred during a mark up session when the committee was considering a total of 11 health-related bills. A ranking Democratic congressman on the committee offered the amendment to prevent health care plans from taking away pre-existing condition protections. In response to the vote, a ranking member of the committee, Richard Neal (D-MA), said, “What happens to that child who was born with severe diabetes? Prior to the current law of the land, she [/he] either wouldn’t be able to get insurance or would be charged a higher premium simply because of a health condition that is no fault of her own. Mr. Doggett’s amendment would have simply reaffirmed existing protections for people with pre-existing conditions, something that the vast majority of Americans believe is the right thing to do.” As part of the current administration’s ongoing efforts to under-cut the Affordable Care Act, the Trump Administration is refusing to defend this portion of the law in federal court, threatening the future of pre-existing condition protections for approximately 130 million Americans who have a pre-existing condition.
