“Revel in the power of stories to change the world.” They serve as reminders of the power of our words in the public realm, something that I see has been exploited by so many individuals in the public today, from politicians to activists to media personalities. The words have not changed – as my friend recently said to me, we’ve always had hate speech and violent rhetoric – but now the ability to make corrosive statements and share them quickly on a global scale is unmatched by any time in human history. One tweet on Twitter can incite a riot; one You Tube video can spark a mass shooting; and a Facebook post of divisive rhetoric can serve as an impetus for a heinous act of terrorism. Something that was on my mind last week as I watched the aftermath of the carnage in Nice and held my breath with the news of the shooting and killing of several police officers in Baton Rouge. Our rhetoric is a powerful weapon, and words can be used to unite or divide…build-up or tear down…affirm or destroy. My parents always taught me to choose my words carefully, to think before I speak, and that the words I use cannot be taken back once they have been spoken. You can apologize, but what is said cannot be unsaid and it cannot be unheard. This week the Republican Convention is being held in Cleveland and next week the Democratic Convention will take place in Philadelphia. There will be many speeches given – many words spoken - some will be original, others, as we have already seen, will be borrowed words and phrases. (What did Oscar Wilde say? “Imitation is the sincerest form of flattery…that mediocrity can pay to greatness.”) Both parties will present platforms that speak to their values and vision for the country. As engaged citizens we must listen to those words and evaluate if they speak to an inclusive society, if they unite us as a nation, and if they present a vision of progressive global leadership. We cannot forget that “our word is our bond,” as First Lady Michelle Obama reminded us around this time eight years ago, and those words have power. Taxing Marijuana to Pay for Homeless Services
Los Angeles, CA—In November, voters in Los Angeles County will consider an innovative way to raise funds to support the homeless in their communities. The county’s Board of Supervisors recently approved a ballot measure for voter consideration that calls for a 10 percent tax on gross receipts of every business that grows or sells marijuana in the county. It is estimated the tax could raise between $78 million to $130 million per year to help pay for housing and health services for the homeless.
A
newly released study by the Don Vial Center on the Green Economy at UC Berkeley highlighted the impacts of the state’s existing and proposed renewable energy projects on jobs. The report estimated the number of jobs created from renewable energy investments in the state from 2003 through 2014. It also provided a forecast of potential job creation from the continued development of renewable energy in California between 2015 and 2030 needed to meet the state’s 50 percent renewables portfolio standard (RPS). Between 2003 and 2014, approximately 52,000 direct blue-collar jobs were created due to the construction of renewable energy facilities as measured in person job years (one full-time job for one person for one year). This was the equivalent of approximately 53 million hours of construction work. Also, when indirect and induced jobs are considered, the number of total job years is increased to 130,000. The greatest job gains, according to the report, occurred in Riverside, San Bernardino, Kern and Imperial Counties where there was some of the greatest need for jobs. The study concluded these were the counties that experienced unemployment rates far above the state average and income levels far below the state average. The study also confirmed the renewable energy industry was able to effectively produce so many middle-class jobs because almost all of its largest renewable energy projects were built under project labor agreements. Those labor agreements provide workers with union pay rates, health insurance and pension programs. California leads the nation in clean energy job creation. The report also stressed that provided California is able to increase its RPS by 50 percent between now and 2030, it could add an additional 354,000 to 429,000 direct jobs from the construction of new, renewable energy generation projects. When the multipliers for indirect and induced jobs are considered, the forecast is increased to a total of 879,000 to 1,067,000 job years by 2030.

Clinton Speaks at NAACP Convention Cincinnati, OH
T
housands gathered this week at the 107th Annual NAACP convention under the theme—Our lives matter, Our votes count. This year’s convention features workshops, discussions and speakers that highlighted voter education, voter protection and voter mobilization. Although the presumptive nominees from both major parties were extended invitations to speak, only Democratic candidate Hillary Clinton accepted. She began her speech to the attendees on Monday by acknowledging that for more than a century the NAACP has been on the front lines and pushed America to become a better, fairer country. “You and your noble predecessors have marched, sat in, stood up, spoke out all to bring us closer to our founding ideals of equality for all.” She went on to stress the nation’s progress in race relations that included the election of President Barack Obama. Clinton then acknowledged the elephant in the room—although there has been progress in race relations, the nation still has a long way to go. “We were cruelly reminded of that with the recent deaths of Alton Sterling and Philando Castile, two more Black men killed in police incidents, this time in Louisiana and Minnesota.” These comments came the same day another Baltimore, Maryland police officer

was found not guilty on all counts in the death of Freddie Gray, a Black man who died from a fatal neck injury as he was jostled around while handcuffed in the back of a police van in April 2015. Clinton then moved right into comments regarding the recent murder of police officers. “And then in Dallas,” she stated, “Five police officers killed while serving and protecting peaceful protesters—targeted because they were police. And then, of course, yesterday, three police officers murdered in an apparent
Frontier Comes Face to Face with Dissatisfied Customers
San Bernardino, CA—Last week, Frontier executives attended a meeting of the San Bernardino County Board of Supervisors at the invitation of 1st District Supervisor Robert Lovingood to hear firsthand, the frustrations of local customers. Customer frustrations were based on their experiences with the company since it assumed service responsibility from Fios and Verizon in April. Since April, the CPUC has received more than 1600 customer complaints statewide—many of those complaints originated in the inland region. At the meeting, Cameron Christian, Frontier’s West Region Vice President of marketing explained, “The backlog [of complaints] that was significant in the first 75 days has largely cleared, and we’re now operating normally.” Christian encouraged customers to send any complaints via email to letmelindaknow@ftr.com. The emails go to the company’s Regional President, Melinda White.

We need one another to do this work and we need leaders . . .” Clinton also acknowledged what many in the Black community fear—that the murder of police officers will stall the hard-fought-for momentum to find a way to reduce the mistreatment and deaths of Black (and Brown) citizens at the hands of law enforcement officers. “So now is the time for all good people, who agree that these senseless killings [on both sides] must end, to stand up, speak out loudly and clearly,” she said and added, “We must reform our criminal justice system because everyone is safer when there is respect for the law and when everyone is respected by the law.” The facts tell us something is profoundly wrong, Clinton asserted and concluded, “We can’t ignore that, we can’t wish it away. We have to make it right. That means end-to-end reform in our criminal justice system, not half measures, but a full commitment with real follow-through.” Clinton provided a list of initiatives she hoped to enact to help facilitate this change. Also during her presentation, Clinton focused on issues related to the economy and voting.

Gonorrhea Getting Harder to Treat
G
onorrhea – sometimes called “the Clap” –may soon reach superbug status, thanks to growing antibiotic resistance to the common sexually transmitted infection. Fresh studies show that treating gonorrhea is becoming more difficult because the bacterium has become resistant to many antibiotics. If trends continue, researchers say there is a very real possibility that some strains of Neisseria gonorrhoeae may become resistant to all current treatment options. Gonorrhea is a common STD in the US. In 2014, over 350,000 cases of gonorrhea were reported to the CDC in the US. Infections are particularly common in young people, and less than half of those infections are reported and treated. In California alone, there were almost 45,000 reported cases of gonorrhea in 2014. The bacteria that causes gonorrhea likes to live in moist areas of the body like the vagina, penis, eyes, throat, and rectum. You can get gonorrhea from contact with any of these areas on someone who is infected – that includes all
types of sex, including oral, vaginal, and anal sex. Most people who have it don’t know it because they don’t have symptoms. Men are more likely to have symptoms than women. Men might experience burning when they pee, a white, yellow, or green discharge from the penis, or painful, swollen testicles. A few women have pain when they pee or pain in their lower abdomen. Any clinician can do a simple and painless urine test to find out if you have gonorrhea. Your doctor may also collect a swab sample from the vagina, cervix , urethra, rectum or throat during a physical exam. If you test positive for gonorrhea, get tested again three (3) months later to make sure you don’t have it again. Condoms do decrease your chances of getting gonorrhea during vaginal sex or during oral sex with a male, but it’s important for both partners to get tested because it’s easy to get re-infected if one partner still has it. The current drugs of choice, ceftriaxone and
cefixime, are still very effective but there are signs that resistance, particularly to cefixime, is emerging and soon these drugs may not be a good choice The only method that is 100% effective in preventing STDs is abstinence, but if you’re sexually active, the best way to avoid gonorrhea is to be mutually monogamous with someone who has tested negative for gonorrhea.

If You Don’t Like Black Lives Matter Maybe You Can Swallow 3/5 Matter
O

My wife, a descendent of “three-fifths people”, and other Blacks will be attending who are now whole citizens but are still fighting for equal access, equal rights, and full equality under the constitution which has been amended several times to ensure us of our rights. In 1787 the delegates were trying to come up with a plan that would determine a state’s representation in the U.S. House of Representatives. The southern states wanted representation apportioned by population, which was heavily populated with Blacks, and the “Three-Fifths Compromise” seemed to be a guarantee that the South would be strongly represented in the House of Representatives after another earlier proposal was defeated. Not only was it about representation but it also was about money, specifically taxes. The northerners regarded slaves as property that should receive no representation and the southerners demanded that Blacks be counted with Whites. The Three-Fifths Compromise, is found in Article 1, Section 2, Paragraph 3 of the United States Constitution, which reads:
taxed, three-fifths of all other persons.) In my estimation this set the foundation that leads us to believe a Black life in America is not as valuable as a White life. That is why people are now saying “Black Lives Matter”. There is a history to that belief and unfortunately some Whites today feel the same way people did in 1787. Take, for example, remarks from Congressman Steve King this week at the Republican Convention in Cleveland: “This whole White people business, though, does get a little tired. I’d ask you to go back through history and figure out where are these contributions that have been made by these other categories of people, meaning Blacks, Latinos, Asians, Indians, that you are talking about. Where did any other subgroup of people contribute more to civilization?” Another example of the value of Black people in America is centered on the idea that one drop of Black blood in your lineage makes you Black. This was enacted into law in some southern states and was acted on by most Whites throughout the country and pushed by organizations like the Klu Klux Klan. Dr. F. “The nation’s answer to the question ‘Who is Black?” has long been that a Black is any person with any known African Black ancestry. This definition reflects the long experience with slavery and later with Jim Crow segregation. In the South it became known as the “one-drop rule,’’ meaning that a single drop of “Black blood” makes a person a Black. It is also known as the “one Black ancestor rule,” some courts have called it the “traceable amount rule,” and anthropologists call it the “hypo-descent rule,” meaning that racially mixed persons are assigned the status of the subordinate group.” In my way of thinking with that definition the blood of a Black person is more valuable than any other race because it can change another race regardless of the percentage. I am considered Black even though a White slave master was my great great grandfather who fathered my great grandmother Jane McDaniel Williams in 1847. My point in writing this opinion is to say that Black Lives Matter as well as every human life in America and the world. It is time to put all of the devisive laws out to pasture and begin electing people who have demonstrated a willingness to be inclusive in their own way of living and thinking. Brown Breathes New Life into Climate Change Agenda Sacramento
L
ast week California Governor Jerry Brown used his bully pulpit to ignite efforts to sustain his progressive climate change strategies. Brown’s climate change initiatives have earned a reputation as some of the most ambitious climate change efforts in the country. His efforts are now largely focused on the state’s cap and trade program currently set to expire in 2020. The cornerstone of the state’s climate change initiatives is the highly controversial and aggressive cap and trade program designed to reduce the use of fossil fuels. It mandates manufacturers and other company to meet emissions limits that some consider tough and excessive or pay to exceed them. The program has garnered international attention and many are watching closely to judge its success (or failure). As Brown seeks to extend the cap and trade effort at least through 2030, the initiative is faced with myriad of challenges on a number of fronts. The challenges begin with legislative members of Brown’s own party whose support can best be described as
tepid and unenthusiastic. In addition, the sale of program credits has under-performed expectations. While at the same time, the state also finds itself embroiled in a lawsuit where plaintiffs contend the initiative is illegal. Supporters of the effort however, credit the initiative with helping to cut the state’s overall emissions’ output by approximately 1.5 percent in its first two years of operation. They further claim the reduction was attained in spite of California’s growing economy that requires huge sources of energy to sustain it. There are a number of moving pieces in the effort to extend cap and trade to 2030 including direct talks between the Brown administration and oil companies. It is no secret these companies are determined to alter or repeal the state’s low-carbon fuel standard.
This week the California Air Resources Board was expected to release a proposed blueprint for extending the cap and trade program. A vote on the proposed extension is expected sometime next year. Republican National Convention’s Opening Day Debacle Cleveland, OH

e’re gonna win so big,” presumptive Republican presidential nominee Donald Trump bragged to attendees to at the GOP Convention Monday night in Cleveland where he was welcomed with rousing and enthusiastic applause. Trump’s words were similar to comments he made last year and repeated again in late May. “We gonna win so much you may even get tired of winning and you'll say please, please Mr. President, It's too much winning!” However, the first day of Trump’s highly touted 2016 Republican National Convention appeared to many to fall far short of the launch he expected to propel his campaign to victory in November. Certainly, the final chapter of the convention is yet to be written, however the opening day debacles broadcast around the world on Monday were considered by many to show the event in less than polished light. The first side of trouble appeared when the Stop Trump movement was stymied by the convention leadership that chose to ignore an effort by delegates opposed to Trump to disrupt and derail a rules adoption process. The failed attempt appeared to finally put a halt to the “anybody but Trump” movement. In the process however, it created quite a disruption on the floor, one state delegation even walked out. The evening’s prime-time speakers focused on issues related to national security and as expected included a long list of presenters highly critical of President Obama and his policies as well as the presumptive Democratic presidential nominee, Hillary Clinton and her proposals and perceived failures in her capacity as Secretary of State. As the party’s presumptive nominee, Trump made a non-traditional appearance on opening night of the convention to introduce his wife, Melania. Even that act was not without controversy. Trump appeared on the stage in a cloud of blue smoke to the unauthorized playing of Queen’s iconic—We are the champions. Finally, the evening ended on what many observers at first considered a high note with

wife Melania’s long anticipated speech. By most initial assessments it was well conceived, well delivered and appeared to strike just the right tone—that was, until the tweets began. By Tuesday morning, it appeared the events of Monday’s convention were being summed up in a single word—plagiarism. Comparisons between lines in Melania’s speech that appeared

hat started out as a peaceful demonstration that allowed our fellow Americans to exercise their first amendment rights, ended in tragedy. One person decided that he would end the lives of five and injure seven, all officers of the law. It is heartbreaking that now America is being viewed as a country that resorts to violence to communicate differences, when America was once viewed as the example society that embraces democracy. During my first campaign in 2010 for the Mayor of the Great City of Fontana I was clear that safety

is my number one priority. Every individual I spoke with, every mailer sent, and at any public forum I assured the residents that safety is my greatest concern. If a city lacks safety it halts our ability to grow, costs go up, people move away, land values decrease, businesses will relocate, there will be no new businesses, jobs will disappear and, revenues will decline. To keep Fontana moving forward we all need to feel safe. The way we achieve that safety is not only by fighting crime, but allowing ourselves to respect each other as fellow Americans. This appears to be one area where many police departments around the nation have lost ground according to a national report released last August, ‘Diversity on the force: Where police don’t mirror communities’. According to the report, many police agencies have actually lost ground over the last 25 years in this regard. Included among communities in the nation with the greatest disparities in diversity between the police and the communities they serve are the cities of Fontana, Ontario, Rialto and San Bernardino. Until recently the number of police officers killed in the line of duty in America had trended downward. According to the FBI, in 2015 that number fell by 20 percent nationally from 51 in 2014 to 41 in 2015. While young Black men, on the other hand, were nine times more likely than other Americans to be killed by police officers in 2015. A study by the Guardian reported 1,134 deaths of Blacks nationally at the hands of law enforcement officers last year. As of July 7, 123 Black Americans have already been shot and killed by police this year.

more and more each day we are confronted with the violence in our country. Last week’s attack on the Dallas Police Officers was another reminder that our country is changing. Now, people are living fearful and making judgements based on appearance or speech and not taking the time to get to know the person. We can change this together! We are at that point in our country where it is time to talk. Let’s sit down and communicate with each other about our feelings and issues. Race is an issue. It’s that dark shadow that creeps along the walls of the court houses, hospitals, schools and, even police stations. With active communication we can drive those shadows back into the crevices and one day we won’t have to see or experience racism. “Someday we’ll be together” is the title of a song from Diana Ross and the Supremes and I’ve used these song lyrics in a previous article to promote how we must as citizens leave our prejudices at the door of City Hall and enter with a “One Fontana” message. We must engage in conversation and change attitudes toward our relationships with not only the police, but the population at large. Until we begin to see each other as Americans and fully embrace our personal responsibility for our safety, we will continue to see these heinous acts. Much has changed over the years in our communities, but more is needed to eliminate all violence. I’m proud of Fontana. During the wake of tragedy all over the nation, our citizens have made a point of reaching out and thanking our officers for their service and that gives us hope. Many of you have asked to talk and are seeing the importance of communicating with each other. The Dallas Police Department serves as a model for Community Policing and yet this incident fell right on their doorstep. They have been acknowledged by many for the outstanding outreach they do in the entire community of Dallas. Once again, I must remind everyone in Fontana how important it is to talk and develop relationships with each other, especially our safety personnel. The Fontana Police Department is committed to protecting our community through training and building relationships. It starts with extensive training for every officer and support staff ensuring you as a citizen are protected. Training is ongoing for the length of their careers. Building community relationships is also a core value of the Fontana Police Department. Fontana PD coordinates programs such as the Explorers and Cadets, which
provide wonderful exposure to our youth who aspire to wear the uniform and serve and protect others. Faith Based Meetings provide direct contact between our Police Chief and the Pastors of various faiths. These meetings develop personal relationships and help with understanding the needs of the members they serve. Community meetings led by our Police Department happen quarterly in all areas of the city so residents can express concerns and police staff respond and share safety information. In addition, our Police and Fire are part of every outreach program provided to the citizens by our city. The goal is to develop trust and a comfort level with all residents. Fontana is working together. I would like to thank all citizens that took the time this week to show our officers that they support their efforts to keep us all safe. It’s not our intent to just show up when there is an incident, we must start to have those conversations and allow everyone to understand that we are a team. I will be visiting churches throughout our community in the coming weeks and when available I will bring either our Chief of Police or a designated representative to assist in those conversations. If you are planning events that provide opportunities for those conversations, don’t hesitate to invite me to assist your efforts. Fortunately, this process
is not new to our city. As recent as two months ago we visited Bethel AME Church and had great conversations between the youth of the church and our Police officers. I’m sure perceptions on all sides have changed due to the ability to have those conversations. We are “One Fontana” and the only way we all remain safe is to work together. San Bernardino Triple Homicide Suspect Under Arrest San Bernardino
F
riday, police announced an arrest in the triple homicide that occurred outside the Superior Liquor Store on Del Rosa Avenue in San Bernardino on Friday, July 8th that left three people dead. The victims included 25-year-old Samathy Mahan; his 26-year-old friend, Travon Lamar Williams; and Williams’ 9-year-old son, also Travon Williams. In an ironic twist of fate, the suspect in the case is also named, Trayvon. According to police officials, 26-year-old Trayvon Eshawn Brown of Rialto allegedly waited outside the liquor store for Mahan, Williams and his son to exit, ambushed them and shot them to death. When first responders arrived, one of the men was pronounced dead on the scene. The other man and the younger Williams were transported to Loma Linda University Medical Center in Loma Linda for treatment. They were pronounced dead later that night.

Police expressed their belief Mahan was probably the intended target as he and Brown had reportedly been involved in a previous conflict. Brown, who purportedly has a long criminal history, was on parole when the shooting occurred. Williams, on the other hand, had no criminal background and no gang affiliation. According to Superior Liquor Store Manager Saif Baji, Williams and his son frequented the store almost daily—sadly, it appears on the night of the incident, Williams and his son were just in the wrong place at the wrong time. This was not the first such tragedy to befall the Williams family—nearly ten years ago, Williams’ twin brother, fell victim to another senseless crime when he was shot and killed for his cellphone. Because Brown was on probation when the murders occurred he is not eligible for parole. To date, Brown has refused to give a statement and/or cooperate with the investigation.

Sacramento, CA—Five years ago, California lawmakers passed SB48 that added LGBT citizens and people with disabilities to the list of social and ethnic groups whose contributions are to be taught in schools. The legislation also prohibited the use of any classroom materials that reflected negatively on gays or any particular religious group. After a series of fits and starts, California has edged closer to compliance with the first such law in the nation. Last Thursday, the State Board of Education reviewed a curriculum outline that would introduce the concepts in second grade through discussions about diverse families. In the fourth grade the curriculum would include lessons on California's place in the gay rights movement. In the fifth and eighth grades students would look at gender roles in the 18th and 19th centuries. Finally, in senior government courses students would be taught about recent case law including the 2015 Supreme Court decision that legalized same-sex marriage as well as cases involving bathroom access for transgender students.

HCP Keeps Inland Empire Community Focused on Summer Health and Safety Riverside
W
hile it’s easy to focus on summer fun, it’s imperative to keep healthy and safety in mind as readers enjoy outdoor activities this season. Southern California’s Health Center Partners (HCP) has compiled several easy tips to help members of the Inland Empire community maintain that focus. While a little Vitamin D is good for you, if you plan to spend extended time in the sun, it is important to protect yourself and your family. To do this, make sure to wear a hat if possible and clothing that is light and breathable and also protects your face and reflects UV rays. Additionally, use long-lasting and waterproof sunscreen with SPF 30 or higher—be sure to reapply it every few hours to maintain efficacy. Also remember UV rays are strongest between 10 a.m. and 4 p.m., so seek shade during midday hours. Bugs, including bees, wasps, ticks and mosquitos can certainly be a nuisance this time of year. Readers can lower their risk of bites and discomfort by using repellent sprays, especially
when you are outside during dawn and dusk when these insects are most active. A number of Inland residents will seek to beat the summer heat with a dip in the pool this season. It is important to make sure pools and beaches are attended by a lifeguard. In addition, swimmers should always be aware of their surroundings and swim with a buddy— even experienced swimmers. It is also suggested that you avoid drinks with added sugar or caffeine as they can worsen dehydration.
