am inspired every summer when I visit Buxton, Ontario, Canada to visit the home of Mary Ann Shadd Cary, the first woman to publish a newspaper in North America. She was known as a courageous and outspoken writer who used the power of the press to champion her social causes including abolition and women’s rights. Known as a “vociferous advocate” for “women’s place” in the public sphere, I consider myself a beneficiary of her commitment and single focused effort, especially in my role as a community newspaper publisher. Because of passionate reformers like Ms. Shadd Cary who fought for women to have a public voice in the nineteenth-century, I can not only engage in public discourse, but lead the conversation and set a direction for action in the twenty-first century. I think about publishers like Ms. Shadd Cary and Ida B. WellsBarnett every week as I write my columns or work with our editor and writers on articles we publish that we consider informative, inspirational or educational for the general public. The stories of their sacrifice and determination continue to inspire and empower me. As we enter our 43rd year of publishing, I find myself even more committed to continuing the fight for social justice and encouraging all citizens to become active in community and civic life. And I am excited that so many of you have chosen to join me in this endeavor. Your encouragement, ideas, and financial support continue to make the work we do as your community newspaper a viable enterprise, so I thank you. As I look towards the future, I see The Voice growing even more into a multi-platform, multi-media company that continues to play a role in educating our community on key issues and inspiring not just our elected and community leaders but every member of our community to become change-agents and advocates for truth and justice. I think Mary Ann Shadd Cary would be proud as well.

Healthy Heritage Opens New Garden at Tequesquite Community Garden

P
romoting a healthy lifestyle is one part of Healthy Heritage Movement’s (HHM) mission in addition to serving as a health advocacy outreach organization. Recently HHM celebrated the opening of its new community garden, located inside Ryan Bonamio Park in Riverside, Calif. This neighborhood garden, part of the Tequesquite Community Garden, is a 1.12acre of land the City of Riverside owns, operates, and leases to community organizations such as HHM. This past February, the soil was tilled and seeds of love were planted of fruits, vegetables, and flowers. Also in the garden include: sweet peas, cucumbers, chayotes, chili peppers, bell peppers, spinach, swiss chard, corn, tomatoes, zucchini, potatoes, collard greens, basil, thyme, cilantro, peppermint, rosemary and other various herbs. Jenniemarie Ramirez serves as the Project Coordinator for Living Life On Purpose — a health faith-based outreach ministry program — and keeper of the Healthy Heritage Community Garden.

CSUSB Names Johnson New AVP For Strategic Communication San Bernardino
L
ongtime communications professional Dave Johnson has been named associate vice president for strategic communication at Cal State San Bernardino. He began his duties May 11 and is charged with realigning the Office of Public Affairs, Creative Services and Photography/Videography into a unified Office of Strategic Communication. In addition to administrative duties, Johnson will serve as chief media contact for CSUSB. Johnson comes to CSUSB with 27 years of public relations and marketing experience after serving for the past five years as the director of sales, marketing, and public relations for the Cleveland Convention Center and the Global Center for Health Innovation. In Cleveland, Johnson implemented comprehensive sales, communications and marketing plans, and served as the primary media contact for the facility. During the past year, his sales team more than tripled the contracted bookings in the facility, including the 2016 Republican National Convention. Johnson was honored with the 2014 Distinguished Marketing and Sales Award from the Sales and Marketing Executives of Cleveland and was an American Advertising

Federation-Cleveland ADDY award finalist for the development of the facility websites. On a national level, his Global Center and Convention Center rebranding project “Building Two Brands from the Ground Up” was a Holmes Report 2014 SABRE Award finalist, competing alongside internationally known brands such as Hertz, Ford Motor Company, Carnival Cruise Lines and Unilever. Johnson also coordinated the highly successful SBE diversity and inclusion effort during construction of the $465 million facility.
YouthFest 2015 Moreno Valley
T
he Moreno Valley Parks and Community Services Department will host YouthFest on September 12, 2015 from 10 a.m. to 2 p.m. at Community Park, located at 13380 Frederick Street. This free annual event showcases youth-oriented businesses and services in the area. This is a great time for families to visit the park and enjoy a variety of information booths, food vendors, free entertainment, opportunity drawings, and various activities for children. YouthFest will also include a Police K-9 demonstration, public safety vehicle displays, face painting, a balloon artist, and representatives from local youth organizations and agencies. He served in a similar role for Cuyahoga County on the $272 million Hilton Cleveland Downtown Hotel project. Johnson was also director of public relations for The Merchandise Mart in Chicago. Prior to his Cleveland assignment, Johnson spent 22 years with the University of Illinois, including 17 years with the Division of Intercollegiate Athletics and five years as assistant dean for communications at the College of Law. A veteran broadcaster, Johnson was the executive producer of the 65-station Illini Sports Radio Network and has been a producer and associate producer for ABC, NBC, ESPN, SportsChannel Ohio and Bud Sports, including Cincinnati Reds baseball, the U.S. Olympic Festival, and ABC’s “Baseball Night in America.” Set in the foothills of the beautiful San Bernardino Mountains, CSUSB is a preeminent center of intellectual and cultural activity in inland Southern California. Celebrating its 50th anniversary in 2015, CSUSB serves more than 20,000 students each year and graduates about 4,000 students annually. City of Riverside Plans Audits of All Departments on Rotating Basis

proposed systematic audit of all city of Riverside departments by City Manager John A. Russo, went to the City Council for endorsement this past Tuesday. The Financial and Performance Audit Program would audit three departments each year, ensuring that each of the city’s 15 departments are audited at least every five years to ensure they are delivering services in the most effective and efficient way. “A well-run city recognizes that change is constant and that there is always room for improvement,” Russo said. “A regular review

olton Joint Unified School District’s model School Attendance Review Board (SARB) will be recognized by the San Bernardino County Board of Education at its meeting on Aug. 3. Colton’s program was recognized by the California Department of Education as a state model School Attendance Review Board for the 2014-15 academic year. Local and county SARB are created by school districts and county offices of education to identify and assist students with attendance problems that may be due to chronic illness, truancy, transportation problems, disabilities, or behavioral health issues. The statewide model award recognizes excellence in specific content areas, including community collaboration and measuring and reporting outcomes for chronic absenteeism and overall district attendance. Dear V.R.: Hepatitis C isn’t spread through food, water, or by casual contact. This infection of the liver is caused by the hepatitis C virus. About 3.2 million people in the U.S. have the disease. But it causes few symptoms, so most of them don’t know. There are many forms of the hepatitis C virus. The most common in the U.S. is type 1. None is more serious than any other, but they respond differently to treatment. Many people with Hepatitis have no symptoms. But you could notice these: Jaundice (a condition that causes yellow eyes and skin, as well as dark urine), stomach pain, loss of appetite, nausea and fatigue. The virus spreads through the blood or body fluids of an infected person. You can catch it from: Sharing drugs and needles; having sex, especially if you have an STD, an HIV infection, several partners, or have rough sex; being stuck by infected needles;

Birth -- a mother can pass it to a child. The CDC recommends you get tested for the disease if you: Received blood from a donor who had the disease. Have ever injected drugs. Had a blood transfusion or an organ transplant before July 1992. Received a blood product used to treat clotting problems before 1987. Were born between 1945 and 1965. Have been on longterm kidney dialysis. Have HIV. Were born to a mother with hepatitis C. You can get a blood test to see if you have the hepatitis C virus. About 75% to 85% of people who have it develop a long-term infection called chronic hepatitis C. It can lead to conditions like liver cancer and cirrhosis, or scarring of the liver. This is one of the top reasons people get liver transplants. Hepatitis C treatments have changed a lot in recent years. The latest is a once-daily pill called Harvoni that cures the disease in most people in 8-12 weeks. It combines two drugs: sofosbuvir (Sovaldi) and ledipasvir. In clinical trials, the most common side effects were fatigue and headache. However, the medicine is expensive.

Scare Tactics Benefit Only Fire Association – Not Citizens

he San Bernardino Firefighters Association has begun campaigning to oppose the possibility of the city of San Bernardino outsourcing fire services. According to the city’s appointed bankruptcy court judge, there is nothing in the city charter that would prevent the council from making such a policy if they deem it of financial value to the taxpayers and does not subtract from the safety of citizens in the city. The taxpayers and citizens should be the most important consideration in the city council’s decision because the taxpayers pay the bills and the citizens elect these council members as their representatives. I emphasize these two groups, taxpayers and citizens, for two reasons: currently, the majority of firefighters do not (1) live in the
city so they do not pay taxes, and (2) nor can they vote for representation on the council. However they do work for the city and we pay them on average $160,000.00 a year. So what do they do with all that money besides live in other cities with no financial problems? They spend it on political mailers and robocalls to influence San Bernardino citizens to vote against issues not in their best interest. The latest mailer that I, and many citizens in San Bernardino received, suggests residents contact their council members opposing outsourcing fire services. I received a call from Pat Majors to call Councilmember Rikke Van Johnson to instruct the city manager to not even put the item on the agenda for consideration. You might not know Mr. Majors but several years ago
he complained to me that the city did not hire him or Blacks in the fire department. The firefighters association is claiming that to outsource fire services would result in higher taxes, slower emergency response to protect neighborhoods and families, and lack of accountability. However, any evidence to support these allegations has not been provided, but the use of these alleged outcomes to outsourcing are used to scare citizens to take action and contact council members to take necessary action that is “good for the city” when in actuality the fire association is only interested in protecting their salaries. I encourage the council to place this item on the agenda and vote to get bids for outsourcing fire services.

San Manuel Tribe donation to Sponsor Two Symphony Concerts! A $70,000 grant from the San Manuel Band of Mission Indians will sponsor two San Bernardino Symphony Orchestra concerts in their upcoming 2015/16 season. The two concerts were selected for sponsorship based upon their family focus and benefit to local education, long time priorities for the Tribe. “Home for the Holidays,” December 12, 2015, will include holiday music from around the world and throughout the ages. Inclusive of both classical and popular pieces, audiences will enjoy compositions by Rimsky-Korsakov, Tchaikovsky, Puccini, Leontvytch, Berlin, Williams, Regney and Baker, and McCarrick… and a few special surprises. or 43 years the Black Voice News has kept its covenant with the community. Through a sustained commitment to excellence, a passion for truth and an unwavering dedication to empowerment it has transferred knowledge through the written word in ways that are substantive and transformative. What started more than four decades ago as an idea, a clarion call, a clamoring by a group of African American students at the University of California, Riverside (UCR) for the opportunity to have their voices heard, has become an institution.

If people all over the world...would do this, it would change the earth.” - William Faulkner At the time, UCR students were not allowed to publish in either the Press Enterprise or the school’s own publication, the Highlander. Former owners the Black Voice News Publisher Emeritus Hardy Brown and his wife, State Assemblymember Cheryl Brown, joined the paper’s staff early on. In an exclusive interview with The Voice, Assemblymember Brown explained how the UCR students complained to school administrators they could not get their articles published in the school paper. In response, school administrators gave them 500 dollars to start their own. Sam Martin, co-founder of the Precinct Reporter and the American News also helped found the Black Voice News. Martin was joined in the endeavor by Artis Lilly who became the publisher, Hardy Brown who became editor and Assemblywmember Brown, all of whom believed that everyone should have an opportunity to have their voices heard. At the time, “We want a voice. We want a Black voice,” was the mantra of the UCR students—a sentiment totally in alignment with the political climate of the 1970s. And, that is exactly what the Black Voice News did. “It gave voice to people in the community,” the Assemblymember explained. In 1980, Martin offered the Browns the opportunity to own the paper. For the Browns, who for so long had an interest in the
media, it was an offer they could not refuse. Right away they transitioned the publication to more closely align with their vision. “We changed the focus and how it was delivered,” Assemblymember Brown shared. “We made it attractive to read.” One of the initial strategies deployed by the Browns was to initially reduce production volume as a way to increase demand. “He [Hardy Brown] pulled back on the number of papers available and began to feature interviews, stories of interest from local politicians including the mayor and others. The interviewees would subsequently ask associates whether they had seen the article in The Black Voice. Those inquiries increased demand. “That is also how the paper started to make a name for itself, a name that people respected,” Brown explained. The Browns covered stories in ways different from before. “We did not just look at police reports,” Brown confided. It certainly helped purpose a story but instead, they would get their stories from the people actually affected by an incident. The Browns’ approach to reporting, their diligence in a quest for truth helped shine a piercing light into dark corners of the Tyisha Miller story. Just after Christmas 1998, Miller, a young African American woman fell asleep in her
car. When family members could not awaken her they called the police out of abundance of concern and for assistance. Within minutes of Riverside police officers arrival on the scene, Miller was dead—shot to death in her car by officers in a barrage of bullets. The Browns were so tenacious in their reporting on the incident even as it garnered the attention of national media and civil rights organizations; while simultaneously their efforts stoked the ire of many police advocates. The Browns exposed how some members of the police/press went to Miller’s high school to dig up old school-generated reports totally unrelated to the incident. “They were telling us different things about the shooting but through our own endeavors we printed the autopsy drawing,” Assemblymember Brown explained. According to Assemblywoman Brown they were compelled to report the story with tenacity after attending a publisher’s meeting in Arizona early in the course of the investigation. At the meeting, the Browns shared their concern over the horrible shooting that occurred in their community. They soon learned the Tyisha Miller story was not an aberration; that what happened to Miller was happening all over the country in one way or another. continued on page 14

Owed to the advocacy of the Black Voice, Miller’s story stayed in the press. Locally, more than 1000 citizens participated in a march for justice. “It was a tumultuous time,” Brown shared. “The State Attorney General even came down to Southern California—he wanted to see it, feel it, and hear it.” The officers were fired but never prosecuted due to insufficient evidence. However, the intense focus by the media, civil rights advocates and others resulted in the first order in which the state directed a law enforcement agency to make changes as part of a consent decree. The Browns were relentless in their commitment to use the Black Voice to advocate for justice in this case but their efforts came at a price. They were threatened; harassed with racist graffiti including the placement of swastikas on their newsstands; subjected to tormenting telephone calls; had their newsstands removed; and, the list
of retaliations goes on and on. The Federal Bureau of Investigation was involved and attempted to fetter out the culpable. In the end, reports on the Tyisha Miller incident by the Black Voice garnered even more visibility and heightened credibility for the paper. In 2002, the Browns were honored with a place in the Gallery of Greats of Black Newspaper publishers where they now stand among other giants of Black media that include both Frederick Douglass and Ida B. Wells. When Assemblymember Brown decided to transition from the newspaper industry to politics her change was not difficult. “I was always giving voice to people who needed their voices heard,” she confided. Now, not only does she facilitate opportunities for their voices to be heard, it takes the experience to a whole different level, “Now, I can do more than talk,” she shared. “I have the ability to change lives.”

Beyond family, Assemblymember Brown expressed unwavering appreciation and support for the entire team. “I want to praise the staff,” she shared as she acknowledged how important their hardwork, loyalty, and support has been to the organization’s success. The Team Leaders xecutive Editor Lee Ragin, Jr. has been with the Brown Publishing Company for 23 years. Though he initially joined the team as a Graphic Designer his role as Executive Editor of The Voice is viewed as pivotal to the publication’s success. “The paper has always been an advocacy publication giving a voice to the disenfranchised while remaining informative, insightful, and thought provoking,” he shared during a recent interview. According to Ragin, at editorial meetings the staff considers what is currently making headlines and questions how the headline will impact/affect the community.

While considering the constraints of a weekly publication relative to deadlines, they remain steadfastly focused on relevancy, credibility and integrity as top priorities in their quest for excellence in publication. In his role as Executive Editor, Ragin helped steward the April 2013 print redesign from The Black Voice to The Voice. Since the paper’s transition to the Voice, one edition that really stood out for Ragin was the May 16, 2013 cover of March Air Force Base Joint Powers Authority Commissioner and Moreno Valley Councilman Bill Batey. It was the first portrait photography used on the cover of The Voice by renowned photographer Benoit Malphettes. “This cover solidified the hard work of the entire BPC Media Works team relative to the transformation from community newspaper to community newsmagazine.” BPC Media Works is the parent company of The Voice. It is possibly the only organization in the Inland Empire that offers services across both Riverside and San Bernardino County School Districts. Brown has worked judiciously to design and implement a new model for outreach to the schools and in the process has strengthened the reputation of the Black Voice Foundation (BVF) as a Professional Development Organization. “We work with schools to increase parent engagement and professional development of the educators.” This is primarily accomplished through a week long experiential learning program rooted in the underground-railroad experience. BVF is currently working to define the most effective way to translate that powerful experience to the classroom. “This was our most successful year in the 19 years we’ve offered the experience,” Brown shared recently and added, “We had over 100 participants from 5 different school districts.” According to Brown at least 850 teachers have participated in the program since its inception. If you consider each teacher touches an average of 150 students per school year, the impact of the program on the lives of teachers and students is monumental. According to Brown, this program has yielded the foundation’s greatest overall impact on the community. Another area of significant influence and community impact championed by BVF is the Black History Exhibit. The foundation displays the exhibit in public and charter classrooms, at museums, community colleges, universities and the state capital during the annual Black History quarter. The Exhibit consists of over 2000 artifacts
featurestory donated to the foundation over the years and includes items from West Africa and the Civil Rights Era; Ebony and Jet magazines; and, newspapers from the era of Reconstruction among other items. Viewing the items is an opportunity of a lifetime for students and others who share the experience. Looking toward the future, Hardy is committed to continuing to grow the tour. “We are looking at bringing students into the work that we are doing,” he shared. Although the Foundation is receiving requests to participate in the program from around the state and the country, “Right now, we really want to do excellent in the Inland Empire,” he confided. In other words, “We want to be good at what we’re good at,” he added. Hardy stressed how the Foundation is keenly focused on history, education and art. “We really look at the needs of the community. “We want to make sure we are providing premiere services in a way that we can measure our success.” Hindsight Productions PC’s focus on art is magnified by Hindsight Productions. Under the creative vision and stewardship of UCR Professor Rickerby M. Hinds the objectives of Hindsight Productions is to enhance the mission and goals of BPC by building on a foundation of excellence in the media and advocacy for those who may not have a voice. According to Hinds, the target market for Hindsight Productions is anyone interested in great storytelling. “Because of my use of elements of hip-hop culture, my work often appeals most to people who like hip-hop or who have been influenced by this cultural expression,” Hinds shared. However, his organization’s work has a much broader appeal as demonstrated by the company’s most recent and successful tour of Eastern Europe last May and June. The company was well received in Romania, Turkey, Poland and Hungary. Hindsight Productions has already

established a track-record of success. In addition to its acclaimed Eastern European tour, its play, Straight From Tha Underground, was named by the National Parks Service as part of the National Network to Freedom. The organization also received a $140,000 grant to work with Inland Empire youth on issues of empowerment. In addition, it was the first, Hip-Hop Theater production at the Oregon Shakespeare Festival with Buckworld One in 2009; winner of the Best Directing for Dreamscape at the Atlanta Black Theater Festival in 2014; and the play, Dreamscape, was selected as a participant in the Los Angeles Theater Center’s Encuentro 2015. Looking toward the future in the shortterm, the company plans to continue creating and touring works for the stage. It is currently working on three new productions, Barren, Look Daddy and third generation entrepreneur, Alexander Hinds’ production Legend. It is also in pre-production for its first film based on the play, Dreamscape. In the long-term, the Hindsight Productions hopes to establish a company in the Inland Empire that will not only create amazing performances, but that will also be able to employ members of the local community. In Conclusion here is no doubt, in addition to the Black church, African American newspapers have wielded the strongest institutional influence on the lives of Black Americans than any other entity. They continue to play major roles in stabilizing communities; are key advocates and warriors in ongoing battles against injustice; they are educators on issues related to health care, education, art and economics. There is no doubt they are the watchers, the guardians, the keepers of histories, the markers of legacies, and the all powerful voice of the voiceless. It is in this proud tradition that The Voice under the auspices of the Brown Publishing Company, now BPC Media, celebrates another year of serving.

The City Council will help shape the audits through a public scoping session planned for the Aug. 11 City Council meeting. Members of the public also will have the opportunity to provide input. “City Manager Russo’s commitment to self-examination across all departments is commendable,” Mayor Rusty Bailey said. “His eagerness to bring a set of ‘fresh eyes’ to City Hall will ensure Riverside stays at the leading edge in delivering high-quality municipal services.” Russo has hired former Interim City Manager Lee C. McDougal to manage the audit program. McDougal, who has 34 years of experience in local government, oversaw the City’s daily operations as Interim City Manager for four months before Russo began work in May.
While Russo will provide overall oversight of the program, McDougal will develop the scope of each audit with the City Council, manage the audit contracts, and report back to the Council. McDougal’s compensation as an independent contractor would not exceed $37,500 per year, plus expenses and mileage, and would be paid out of the City Manager’s existing budget. Internal Audit Manager Cheryl Johannes will provide staff support to McDougal and the auditors, track the audit recommendations, monitor the implementation of recommendations by departments, prepare regular reports, and conduct special audits as needed. If the City Council endorses the program on Tuesday, a Request for Qualifications seeking potential auditors would be released in early September, and the City Council would be asked to approve contracts in mid-November. Audits would begin in January, 2016 and be presented to the Council in June, 2016. The process then would be repeated with three more departments.

aturday’s opening ceremonies to begin LA2015 Special Olympics was simply incredible. The historic Los Angeles Coliseum, host of the 1932 and 1984 Summer Olympic games could not have been a more perfect venue. A sold out crowd of 62,388 fans from around the world gathered to cheer, applaud, high five, and hug Special Olympic athletes arriving from every corner of the globe. It’s a celebration like no other in the world. I had the good fortune to attend the 1984 LA games as a fan and later cover three other Summer Olympics as a media member. I have never experienced the depth of emotion and joy I felt watching the 6,500 Special Olympians from 170 countries file onto the hallowed turf of the Coliseum. President Obama welcomed the athletes via video from Kenya. He thanked the Special Olympians for being an example of what America’s founding principles are: life, liberty and the pursuit of happiness. Also congratulating them for spreading those principles all over the world through their athletic endeavors. Los Angeles Mayor, Eric Garcetti graciously welcomed the athletes to his beautiful city and gave way to Tim Shriver, Chairman of the Special Olympics. Tim urged the athletes to seize
the moment and find their bravery and embrace what the world has to offer through their athletic involvement. Next up Shriver introduced his sister former California First Lady, Maria Shriver who told the story of her mother’s vision. “How lucky I am to be introduced by my brother. Because family was everything to my mother. And the five of us Bobby, Timmy, Mark and Anthony, we always knew the Special Olympics was always our mother’s 6th child and maybe her favorite one at that.” Eunice Kennedy Shriver gave birth to the Special Olympics movement nearly 50 years ago with a small gathering in her backyard. It became her passion. She nurtured it and grew it into the global force that it is today. I was particularly moved by Jamal Charles’ story. Now a star running back for the NFL’s Kansas City Chiefs, Charles described his childhood struggles with a learning disability. Being afraid because of his intellectual deficiencies and getting an opportunity to participate in the Special Olympics then finding talent he didn’t know he had. Today, Charles has been an academic and athletic standout at the University of Texas, played 8 seasons with the Chiefs, been selected to four Pro Bowls and earned numerous other athletic awards. Even more inspiring was the story of Tim Harris, an active Special Olympic athlete and Restaurant owner. Tim dreamed of owning a

restaurant since he was 14 years old. He now owns Tim’s Place in Albuquerque, NM. “At my restaurant, we serve more than food. We serve breakfast, lunch and hugs. Since 2010, we have given out 72,000 hugs! Because who doesn’t need a hug”? Tim then introduced the First Lady of the United States Michelle Obama. Obama stressed the unifying quality of the games. How Special Olympians come together and help each other overcome their individual challenges. She explained how their struggles should serve as an example to everyone how powerful unity can be. “I want you to know that all of the people won’t just be cheering for you, they will be learning from you. They will be inspired by you. And they will be reminded that at our core, we all want the same things. A sense of pride in who we are. And a belief that we can reach our dreams no matter what challenges we face”. And then came those magical words: “Let the games begin”. Over the next nine days nearly 7000 Special Olympians from 170 countries will compete in 29 sports at venues throughout southern California.
