Celebrating 42 Years of Publishing

T

his week we at Brown Publishing Company celebrate 42 years of publishing your community news. I was in high school when I first started with the newspaper and worked after school as our Subscription Manager. We bought a Kaypro personal computer to manage the database of a few hundred subscribers and stored the important information on various large floppy disks. Yes, those were the early days of computer technology. My next job was typesetting and layout. Prior to the technological advancements in desktop publishing, newspaper type was set on large machines that didn’t easily allow users to make edits or variations in font style or size. Typographical errors were corrected during the layout phase. And X-Acto knives and wax machines were important tools of the trade. I became so skilled at cutting and pasting that I could cut out a period and replace it with a comma without disrupting the letters on either side. I soon graduated to editing special issues and creating content by writing stories and selecting graphics from the various clip-art catalogues. Most Wednesdays I worked alongside my mother Cheryl and our editor Lee until the early morning hours, completing the last articles before Thursday’s publication. Now as publisher, things have changed dramatically. With desktop publishing and digital photography, we can complete our layout efficiently. Instead of simply printing a physical newspaper weekly, we print the paper, write, design and distribute two digital products a week, produce two websites, and manage six social media sites by sending daily tweets and sharing daily posts. We run a week-long annual study tour that has successfully educated over 500 educators on the American freedom movement known as the Underground Railroad, and we remain committed to our advocacy roots through our strategic communications and outreach firm. Every year I make a pilgrimage to visit two significant places in journalism history. The first is the printing press that belonged to Mary Shadd Cary, the first woman to edit a newspaper in North America. As the editor of the Provincial Freeman that circulated in both the northern United States and western Ontario Canada, Ms. Shadd was committed to equal rights advocacy. Her printing press is housed at the Elgin Settlement Historic Site in Buxton, Ontario, Canada. Her story is a reminder of our duty as a community newspaper. The second is the Talman Building at 25 Buffalo Street in Rochester, New York. That building is considered a historic site in journalism because it housed the first offices of the North Star Newspaper, the first newspaper founded by the abolitionist Frederick Douglass. Standing outside that building and reading the plaque that marks its significance, reminds me that I am part of a grander tradition in journalism where success is measured by our ability to make a difference not just a dollar. After 42 years of publishing, we continue to strive to be an important source of information for the community and consider our role in educating and informing our citizens to be a crucial one. he Mayor and the City Council recently hosted the Fontana Arts Festival, the largest arts festival in the Inland Empire. This event took place last Saturday, July 26th at Fontana Park. The Fontana Arts Festival attracted audiences of over 5,000 people. “The Fontana Arts Festival gave the community an opportunity to come out and experience music, dance, and different styles and mediums of artwork. We had something for

inthenews Backpack Giveaway in Riverside City Council Moves To Activate Mandatory Water Conservation Measures time for Back to School

n response to the call for increased conservation by the State Water Resources Control Board and the Governor’s office, Riverside’s City Council has voted to activate mandatory water conservation restrictions for Riverside Public Utilities’ (RPU) water customers starting August 1. “California is faced with continued, and increasingly serious, drought conditions,” said Riverside’s Mayor Rusty Bailey, “and we are all obligated to take steps now that will help conserve our valuable water supplies.” The council made changes to existing water supply planning and management documents in order to modify current municipal code on water conservation and meet the state’s emergency requests for mandatory water reduction measures, especially those limiting outdoor watering. Riverside’s multi-stage plan sets the guidelines RPU customers must meet to reduce water use citywide. “The mandatory steps we are asking our customers to take aren’t much different from what we’d ask them to do voluntarily,” said RPU General Manager Girish Balachandran. “That includes identifying outdoor water waste and taking aggressive steps to eliminate it,” Balachandran said. “Together, our efforts can make a big difference both locally, and statewide.” By taking part in voluntary conservation programs over the past year, RPU customers were able to save more than 782.4 million gallons, enough water to meet the annual demands of about 4,800 households. However, RPU customers will now have to take on additional steps to ensure Riverside can meet the new state-mandated conservation goals. Those steps will include: no water waste through run off; no irrigation between the hours of 10 a.m. and 6 p.m.; the application of water to streets and sidewalks is prohibited; and washing of autos, trucks, boats, etc. during the hours of 6 a.m. to 6 p.m. only with a hand-held bucket and a hose equipped with an automatic shutoff nozzle. To assist customers in cutting back, RPU will continue to fund all of its residential and commercial water conservation rebate and incentive programs, which help offset the costs of being water wise.

Rebates are available to install high efficiency toilets and clothes washers inside, and Weather Based Irrigation Controllers and high-efficiency sprinkler nozzles outside. The utility will also continue to fund its popular Artificial Turf and Waterwise Landscaping programs, and have even increased the incentives and total rebate amounts to encourage more customers to participate in these popular outdoor water conservation programs that remove thirsty lawn areas. Changes to the utility’s Residential Waterwise Landscaping turf removal program include: incentive increases to $2.00 per square foot of turf removed or up to 100% of the projects cost, whichever is lower; and there is no minimum project size restriction. The Commercial program incentives have been increased to $3.00 per sq. ft. of turf removed or 100% of project cost, whichever is lower. All program changes are contingent upon

inmyopinion Keep San Bernardino Moving in the Right Direction

T

he San Bernardino City Professional Firefighters Local 891 Political Action Committee #744525 began running advertisements stating: “San Bernardino needs less politics-not more.” I could not agree more, Hardy L. Brown we do need less politics and that is exactly what the voters decided in the last election when they elected a new mayor and put three new councilmembers on the council and elected a new city attorney. In my opinion the city is moving in the right direction. One of the city’s weakest links now is in the city manager’s position of leadership. However I think the mayor and council can and will correct that in due time. I have met with Helen Tran of the city’s Human Resources Department and I’m confident that if the council listens to her and follows her suggestions and recommendations, they will be greatly served by her expertise and knowledge of the city and its needs. I am impressed with the legal team in the city attorney’s office and the way they work together after so many years of political jockeying by the

recalled city attorney. Like I have stated before, Jolena Grider, Senior Deputy City Attorney, is demonstrating how a loyal city employee should act even when a new boss is selected or elected. I admire her demeanor at the council meetings and how she interacts with the city attorney and the council -- a true professional. Back to the ad by the firefighters. They state: “Beware of a false reform on the ballot this fall. It would throw out Section 186 - the objective formula to set wages for police and fighters - and replace it with more power for politicians and more access for big donors.” Nothing could be more further from the truth than this statement. Section 186 is not an objective formula but is a tool used by the firefighters when it comes to setting their wages. It is the only such provision used by any city charter in the state of California. The so-called formula is compared to other highincome cities that do not have a built in wage increase even if the city cannot afford it. Section 186 forces the city council to treat other city employees in a discriminatory manner when it comes to negotiating wages. It also puts the voters in the middle of those they elect to govern the city. By removing Section 186 from the charter will put wage agreements back where it should be at the collective bargaining/negotiation table at the end of their contracts. If the city and firefighters association agree to use the formula it will be there for them to negotiate on.

The ad also speaks to “big donors” and “power to politicians”. By removing Section 186 from the charter, it will put those we elected on a “level playing field” with the firefighters of whom is hired by the council and work for the voters. Currently the firefighters can and have filed lawsuits against the city by using section 186 against elected officials as a guaranteed salary increase even though the city did not have the money. Now when it comes to donors to elected officials campaign, no group or individuals have contributed more to elect council members or the past city attorney than this local firefighter association. I do not want to list the names or the amount of money given to those councilmembers because they are no longer on the council due to being recalled or admitting criminal activities that caused them to resign from office. Only one is left on the council who receives most of his political contributions from this association. So they must be speaking of themselves when speaking about big donors. To the voters, let us keep the city going in the right direction by leveling the political playing field and removing Section 186 from the charter and bringing it to our collective bargaining table so fairness can be given to all city employees.

pointofview SB 270 is a Cash Grab That Hurts the Environment, Consumers, and Workers

A

s a local business owner and President of the Inland Empire African American Chamber of Commerce, I take exception to SB 270 (Padilla), which would ban plastic bags in California. This legislation is misguided and irresponsible. Although Senator Padilla and his supporters tout this bill as an environmental one, there simply isn’t much substance to their arguments. According to the U.S. Environmental Protection Agency, plastic bags account for less than one half of Carl Dameron one percent of the U.S. municipal solid waste President stream and numerous litter studies have shown IE African American Chamber of Commerce that plastic bags typically comprise less than 1% of all litter collected. It is also curious as to why SB 270 completely exempts thicker plastic and paper bags, which require more natural resources to produce and transport and take longer to break down. If the goal is to reduce waste and conserve natural resources, then giving a free pass to products that are more environmentally harmful makes no sense. So while the intent of SB 270 is a bit confusing, it doesn’t take long to connect the dots on this. The California Grocers Association, which previously opposed similar plastic bags bans, jumped on the bandwagon the second that Senator Padilla decided to amend his bill, allowing them to keep all the fees that would be placed on the thicker plastic and paper bags. This is not surprising, especially after a recent study found that grocers could be in line for profits in the hundreds of millions of dollars annually. Far from being a monumental environmental bill, SB 270 represents nothing more than a cash grab and a historic transfer of wealth from California consumers to corporate interests. SB 270 is simply a deeply flawed bill that will cost California jobs, do little to improve the environment while taking from consumers in order to enrich a group of powerful and politically connected businesses. And to Assembly Member Cheryl Brown: please side with interests of California’s consumers. We’re counting on you.

A Real Anti-Poverty Plan: Raising the Minimum Wage

L

ast week, former Vice-Presidential candidate Paul Ryan released his long awaited anti-poverty plan - a bold step for Mr. Ryan because if you look at the history of the Republican Party, there is a clear and undeniable pattern of implementing policies that help the top two percent but do nothing for those struggling to make ends meet. Of course, the Republican Party has proposed various “reforms” over the years, but those initiatives were never anything other than safety net cuts or ineffective, recycled ideas Representative disguised as reform. Mark Takano That appears to be the case here. 41st District of California Mr. Ryan calls his new plan an “Opportunity Grant,” as it would consolidate safety-net programs such as food stamps and housing vouchers into a single grant to states. If that sounds familiar, that’s because “Opportunity Grants” are nothing more than block grants under a new name – and block grants have shown to have limited impact on helping lift people out of poverty. If Mr. Ryan really wanted to lift people out of poverty he would support a raise to the minimum wage. Raising the minimum wage would increase the take-home pay for more than 28 million workers, add $35 billion to the economy in higher wages through 2016 and create 85,000 new jobs as a result of the increased economic activity. At the very least, Mr. Ryan can step into the shoes of someone who is living on the minimum wage. Luckily, Mr. Ryan has an opportunity to do just that. This past week, I’ve been participating in the “Live the Wage” challenge by living off of $77 - the average amount of money left over for full time minimum wage workers after taxes and housing expenses. Although I know that I can never fully understand what it is like, this challenge will give me a small glimpse into the lives of many people in my district. I’d like to invite Mr. Ryan to participate in the challenge, so he can, for a brief moment, understand what it is like for people in poverty. Perhaps then Mr. Ryan will understand that the same old recycled ideas will not help those who are in need.

San Bernardino’s Image Crisis Rebounding 2014 Annual Inland Empire Survey reveals surprising optimism for civic leadership By Corey Arvin Staff Writer

an Bernardino, the vast anchor and namesake of the county, earned several distinctions in recent years that began to chip away at its already fragile relationship with residents. Its Chapter 9 bankruptcy filing was only the beginning of its descension, as the divisive City Council – and the alleged illegal activities of two councilmembers – became the tipping point for residents who said they were exhausted with the political strife in their city.

The city’s woes ultimately led to voters replacing City Attorney Jim Penman and City Councilwoman Wendy McCammack with Gary Saenz and James Mulvihill respectively. Councilman Chas Kelley, accused of personally using campaign funds, resigned. Both Saenz and Mulvihill were fresh faces to city government unlike their predecessors, which was exactly what organizers of concerned citizen’s group San Bernardino Residents for Responsible Government intended when it began a recall campaign in May, garnering enormous community support before elections. Less than one year later, San Bernardino officials’ tarnished images appear to be improving based on the results of the 2014 Annual Inland Empire Survey, released July 17. The survey, compiled by the Institute of Applied Research at Cal State San Bernardino (CSUSB) was sponsored by the university and Mojave Water Agency, which measured 923 residences

responses on local matters. According to the survey, about 57 percent of respondents reported having a “great deal” or “some” confidence in their elected officials county-wide. For the city of San Bernardino, that figure was slightly lower at 51 percent, but a substantial increase from last year’s 39 percent. Respondents’ views on the local economy fared significantly lower, similar to the previous year’s survey. Only 17 percent of respondents considered San Bernardino County’s economy “excellent” or “good”. Scott Beard, who spearheaded the recall that would have ousted most of the city council, considered the survey’s findings a welcome gauge of how San Bernardino officials are managing the city’s affairs. The increase to 51 percent of respondents having confidence in local leadership is a modest, but significant improvement, he said. “I think the new leadership is a lot more

transparent than the old leadership. That makes a difference in the eyes of people,” he said. Mayor Davis and the City Council are focusing their attention on the economy, which is an important leap forward for the city, said Beard. “We got a budget passed for the first time in a long time without any gimmicks, a police chief hired from the ranks, we have a coordinated effort ... it’s just an overall better attitude,” said Beard. Following the survey’s release last week, to address economic sustainability and public safety concerns, Mayor Carey Davis’ roadmap for the city was reviewed by the City Council, which would give the city a clear plan for what its priorities would be moving forward. The plan addresses a number of areas already covered in the annual survey. “I think that it is an excellent framework. In the 15 years I have been (in San Bernardino), there hasn’t been a blueprint [for the economy] approved by this entire council,” he said.

However, Beard noted there is still more work to be done to revitalize San Bernardino. “It took 25 years for the city to get in the toilet, it is going to take some time to get out,” said Beard. According to Barbara Sirotnik, PhD, a CSUSB professor and author of the survey, the data collection and compiling of the report took several weeks to complete. Though labeled the “Inland Empire” survey, this year’s survey did not include responses from Riverside County because it did not have an additional sponsor, said Sirotnik. Sirotnik said the 2014 survey revealed several interesting findings, “if not surprising.” “Regardless of San Bernardino County’s bad reputation, nearly two-thirds of respondents rate the county as a ‘very good’ or ‘fairly good’ place to live. I always find that interesting,” said Sirotnik. Additional “interesting” results from the survey were the estimated $7,320 cost of commuting for county residents. The survey also indicated even

though violent crime in the county is lower, the fear of crime has not decreased accordingly, she said. Sirotnik and Beard both considered the survey a valuable tool that could help officials understand the concerns of the community. Beard said the survey can provide more insight than officials are accustomed to receiving from smaller groups of people who attend city council meetings, for example. “It is absolutely an important resource. That’s why we have people sponsoring the survey year after year. The survey offers the unique ability for businesses and public agencies who sponsor the survey to include proprietary questions which will allow them to gain insights into what residents are thinking. Simply put, it provides decision makers with data invaluable for making informed decisions,” said Sirotnik. “(The survey) also gives residents a ‘voice’ regarding issues such as county services,

transportation issues, and ballot measures. Further, it is a valuable tool for government agencies to gain public input regarding quality of life issues and to identify some of the challenges county residents face. And the evaluations of various government services serve as one way of improving government management through accountability. I

t was one-year ago to the day that the Voice news family was awakened early Wednesday, July 31, 2013 and summoned to the business office on Brockton Avenue in Downtown Riverside to the sight of fire trucks, fire investigators, and police as we helplessly watched the brave men and women of Riverside’s emergency services meticulously squelch the flames that destroyed our office. Even through the tragedy of the fire and demolition of our office, the Voice continued to publish weekly and never missed a deadline. During this year we earned recognition from the California Newspaper Publishers Association, winning two awards for Best Column and Front Page. We also received three honorable mentions for General Excellence, Best Local Reporting, and Best Artistic Photo. A few months after receiving the CNPA honor, we won two more awards from the National Newspaper Publishers Association for Best Editorial and Best Column. In 2013, we introduced our weekly digital edition of the newspaper and added our digital subscription list to the distribution of the publication. With this new format of distributing news to the area, our subscription list began to grow immediately and with this growth, Publisher Dr. Paulette Brown-Hinds added a weekly Rants and Raves as part of our

Bill Pickett Rodeo Celebrates 30 Years A procession of cow-gals and guys entered the arena proudly waving their flags to kick off the Bill Pickett Invitational Rodeo, which is currently on tour celebrating 30-years as the first Black rodeo. A rodeo tradition is paying homage to fallen cowboys. Actor and Grand Marshal, Glynn Turman rode into the arena with co-Grand Marshal, Reginald Dorsey alongside, lifting his hat in respect while pulling an empty horse representing these fallen comrades. As the festivities got underway, ‘oohs’ and ‘ahs’ erupted throughout the event as attendees watched in amazement as daredevil feats such as bareback riding, calf roping, bull dogging, barrel racing and bull riding took place. T

he Unforgettables Foundation, an Inland Empire non-profit providing financial burial assistance for parents who have lost their children, now has a new chairman of the board. Eileen Hards is replacing Gary Christmas, who has led the board for the past year. “I am excited to welcome someone with such enthusiasm to chair the Board,” said Founder Tim Evans of Highland. “A young professional like Eileen will bring energy and new ideas to our organization.” Eileen Hards has been a member of the board since 2011 and has acted as an Executive Committee member since 2012. Her efforts for TUF include spearheading a new annual event known as the Bachelor Auction, as well as refreshing the website and incorporating digital communication with donors. “I am honored to be given a chance at a young age to lead a group of amazing people doing

amazing things,” said Eileen. “Our organization is continuously trying to do more and more for our community and I look forward to contributing to the advancement of The Unforgettables Foundation.” In addition to The Unforgettables Foundation, Eileen is also president-elect of The Pick Group of Riverside and Chairs the Pick Board Development Training Program that teaches young professionals to become effective board members. Shortly after her arrival to DOR, she identified there was a great need for enhanced resources and services for the ex-offender population. Having a passion and desire to improve the rates of recidivism, she developed a relationship with California Department of Corrections and Rehabilitation (CDCR) and Federal Probation and created a specialized caseload working with the ex-offender population. Recently, she has expanded her work with the Riverside County Office of Education

(RCOE), Perris Union High School and Val Verde Unified School Districts. She now serves and assists high school students within the Transition Partnership Program (TPP) counseling them towards obtaining the education and skills required to gain a meaningful career. She has a life-long dedication to public service as a state employee. Burke is actively involved in her community.
