They Rise “When you have a voice, you also have a moral obligation to use that voice for good.” - Leandra Medine must admit my political outlook was buoyed recently when I learned approximately sixty-one percent of all newly registered voters are between the ages of 18 and 29 years of age. This news was particularly encouraging to me as one who believes in the adage, “a child shall lead them.” The battle these young voters appear willing to wage for the soul of America gives renewed hope for the seventh generation, the focus of most indigenous people who believe the actions we take today must also be for the benefit of those who come after. America’s rising generation appears willing and eager to right the imbalances my generation fought so valiantly to correct and others we perpetrated with misguided indifference. We fought for civil rights and made progress in the face of overwhelming opposition, now we are stalled in need of a new way forward. Today’s young voters appear committed to continuing the struggle. My generation has failed on the issue of common- sense gun control, but with renewed energy, young people have taken on that quest with renewed vigor. They also look at the issue of immigration and asylum with compassion and seem determined to reverse the racist policies implemented by the current administration. Young voters of today are standing in coalition against an aberrant criminal justice system and marching together on the front lines of protests against police brutality. They embrace members of the LGBTQ community without judgement and advocate for LGBTQ rights in alignment with those of every American. They believe in a woman’s right to choose and are willing to use their ballots to protect that choice. I also believe they will find a meaningful way forward regarding the rapidly changing environment. Yes, America is at a crossroad, engaged in a battle against itself for the political soul of this nation. There are those who opine for the “way we were” as a nation while others “keep our eyes on the prize” as we continue to set our sights on the promise of a “more perfect union.” With all the obfuscation and political distractions, we muddle through daily, it is easy to lose sight of that vision. Yes, as a member of the Baby Boomer generation I must admit that sometimes, I get tired and discouraged recognizing the battles we waged so long ago continue, and my energy is waning. Then, a young person comes along determined to carry on and the wider I open my eyes, the more I realize that hundreds of thousands of young people are standing-up in the places I once stood—against police brutality, against gun violence, for LGBTQ rights, for the environment, for a woman’s right to choose, etc. Although we currently appear to be a nation rooted in greed and divisiveness, it is encouraging to know that a new generation is on the move. A generation rooted in compassion is stepping up and taking charge. Recognizing this, I realized the true meaning of “a child shall lead them.” Just as I and others of my generation did in days past, young people will rise to the challenge as needed in each succeeding generation. Life, Death and the World’s Changing Climate Riverside - A team of health and climate scientists from the World Health Organization and the University of Wisconsin at Madison published a report in the science journal, Nature, which showed even with a modest and continued increase in temperatures, millions of people all over the world will continue to be exposed to historically unprecedented summer average temperatures. In addition to heat related deaths and the increased frequency and severity of heat waves, floods and other weather-related disasters, the scientists noted how global warming also contributes to approximately five million human illnesses every year. This occurs through the spread of infectious diseases and conditions that can lead to potentially fatal malnutrition and diarrhea (particularly in the developing world). The scientists also projected that between 2030 and 2050, climate change may result in an additional 250,000 deaths per year world-wide.

More Students May be Eligible for For-Profit College Debt Relief

U
nder the federal government’s current policy, a great number of California students defrauded by for-profit colleges in recent years, may be eligible for student debt relief. The process for students to cancel their federal education loan debts in this regard was established as a result of a myriad of lawsuits filed against Corinthian Colleges Inc. that filed for bankruptcy and closed in closed in 2015. A recent report by the publication EdSource, showed due to the large number of California students who attended for-profit colleges at the time they were closed suggested many more may be eligible for student loan debt relief than have applied. Between 2009 and 2017, 90,307 students were enrolled at California-based for-profit campuses during the year of their closure. This is an indication of the number of students who may be eligible to file claims for debt cancellation. Students who attended colleges that closed may also seek debt release from federal student debt obligations under the nation’s “closed school discharge rules.” This rule is applicable if the student attended the college within four months of its closure and could not transfer to a comparable academic program within three years. According to EdSource, Trump’s Secretary of Education, Betsy DeVos, has attempted to suspend existing debt cancellation processes while she completes a policy review—she has also expressed her intent to eventually issue more restrictive guidelines for student debt release. In May, however, a U.S. Northern District judge barred DeVos from replacing the current policy with a formula that would have cancelled
only a portion of the students’ debts based on their estimated potential income. Although rules for federal student loan relief have existed since the 1990s, until the collapse of Corinthian College Inc. in 2015, no effective process existed for the application of those rule. In June, California Attorney General Xavier Becerra negotiated a $67 million deal with one of Corinthian’s loan servicers, Balboa Student Loan Trust, to provide debt relief to nearly 35,000 former students. Moreno Valley Launches Collaborative Program for Vulnerable Youth Moreno Valley
F
or the first time ever, the City of Moreno Valley and the Moreno Valley Unified School District have signed a joint resolution and are in the process, established a collaborative program designed to provide invaluable work experience to some of the city’s most vulnerable youth. The city’s Mayor Yxstian Gutierrez and Susan Smith, President of the Moreno Valley Unified School Board, signed the resolution that established the Mayor’s Apprenticeship Program Promotion Employment Development or M.A.P.P.E.D. When the resolution was signed Mayor Gutierrez said, “The opportunity to gain work experience is critical to the future success of our young people. Current circumstances should not define anyone’s future.” He continued, “We
as a city have an opportunity to lift up our most vulnerable children and provide them with the skills and the confidence they need to define their futures.” M.A.P.P.E.D. will provide high school students of all abilities with support, training, and work experience to help them excel after high school. The 12-week program is designed for students with mild to moderate special needs, are English learners and those who come from a lower socio-economic status. Participants will be selected by the Moreno Valley Unified School District from its existing school to work transition program. Students who successfully complete the program will

Diabetic Foot Care
F
oot care is very important for every person with diabetes, but especially if you have loss of feeling in your feet, changes in the shape of your feet or foot ulcers or sores that do not heal. Nerve damage can cause you to lose feeling in your feet. You may not feel a pebble inside your sock that is causing a sore. You may not feel a blister caused by poorly fitting shoes. Foot injuries such as these can cause ulcers, which may lead to amputation. Make healthy lifestyle choices to help keep your blood glucose (sugar), blood pressure, and cholesterol levels close to normal. Doing so may help prevent or delay diabetes-related foot problems as well as heart, eye, and kidney disease. Work with your health care team to make a diabetes plan that fits your lifestyle. The team may include your doctor, a diabetes educator, a nurse, a dietitian, a foot care doctor called a podiatrist (pah-DI-ah-trist), and other specialists. • Wash your feet every day with lukewarm (not hot) water and mild soap. • Dry your feet well, especially between the toes. Use a soft towel and pat gently; don’t rub. • Keep the skin of your feet smooth by applying a

cream or lanolin lotion, especially on the heels. If the skin is cracked, talk to your doctor about how to treat it. • Keep your feet dry by dusting them with nonmedicated powder before putting on shoes, socks or stockings. • Check your feet every day. You may need a mirror to look at the bottoms of your feet. Call your doctor if you have redness, swelling, pain that doesn’t go away, numbness or tingling in any part of your foot. • Cut toenails straight across to avoid ingrown toenails. It might help to soak your toenails in warm water to soften them before you cut them. File the edges of your toenails carefully. • Don’t let your feet get too hot or too cold. • Don’t go barefoot. • Don’t treat calluses, corns or bunions without medical help Keep your blood sugar level as close to normal as possible. Also, follow your doctor’s advice on diet and exercise. Take your insulin or medicine exactly as prescribed.

Raging Wildfires, Red Flag Warnings and Weather Watches Riverside
T
his week, approximately nineteen wildfires continued to sweep across the California landscape. During the last week communities were impacted in the counties of Shasta, Mendocino, Mariposa, Modoc, Tulare, Lassen, Napa, Inyo, Kern, Santa Barbara, Ventura, Los Angeles, San Diego, San Bernardino and Riverside. In Northern California at least six lives were lost, including three members of one family, and at least seven other people are reported missing. In the meantime, Cal Fire has urged Californians to be extremely cautious, especially for the next few days, due to the current weather conditions and increasing fire danger. The National Weather Service has issued Red Flag Warnings and Fire Weather Watches to alert fire departments of the onset, or possible onset, of critical weather and dry conditions that could lead to rapid and/or dramatic increases in wildfire activity. A simple spark can cause a major wildfire during periods of Red Flag Warnings and Fire Weather Watches when low relative humidity,
strong winds, dry fuels, dry lightning strikes, or any combination of such conditions exist. For these reasons, fire officials urge extreme caution by all residents. By Monday morning, the Cranston Fire in Riverside County had burned 13,130 acres and was 57 percent contained. It caused the evacuation of 2,174 homes and approximately 3,200 people. Evacuation orders were lifted for Idyllwild and Pine Cove north of Lower Saunders Meadow Road, however as of Monday morning, evacuation orders remained in effect for Mountain Center and the surrounding area. Fire officials urged residents to use caution returning home from the Cranston Fire and reminded homeowners who may have experienced a loss of power that their perishable food is not safe and should be thrown out. Brandon N. McGlover, a 32-year-old resident of Temecula, was arrested last Wednesday and charged with five counts of “arson to wildland” for starting the Cranston Fire and eight other continued on page 18
San Bernardino County Has a New Vision for Safety San Bernardino
T
he San Bernardino County Board of Supervisors has adopted a new campaign aimed at improving safety and emergency preparedness in the county. The campaign, titled Vision4Safety, is rooted in the belief that county residents, families and business owners are always striving to make their communities safer. The goal of the campaign is to bring people together to create safer neighborhoods, schools and workplaces across the county. It will work to connect people to community policing, emergency response and disaster planning programs. It also aims to encourage residents to follow professional tips to keep their families safe. “We know that safe communities attract investment and opportunity to San Bernardino

Wells Fargo Bank—They Used to Be Great
G
rowing up as a teenage in the fifties I was crazy about watching the popular western television show “Tales of Fargo” with Dale Robertson as the detective agent who played the starring role of Jim Hardie. Hardy Brown, Sr. I always wanted to be like Jim Hardie because Contributor of his last name was pronounced like my first name but spelled differently. He was fast on the draw, always got the bandit and talked about the fairness and justice of Wells Fargo to its customers and the community at-large. When I went to New York in 1960, I got a chance to use his name when my cousin Zelda and I were walking on East 102nd street and were confronted by four or five teenagers
wearing leather jackets and wanting to know who we were. I guess they lived in the neighborhood, but I was not going to engage them in a conversation since I had heard about how things were in the city when it came to gangs. So, without thinking I looked the one who asked the question straight in the eyes and said firmly, I’m Jim Hardie. I turned, and Zelda and I quickly went into the apartment without running. After we were inside, our cousin told us the teenagers were part on the neighborhood bad boys. We spent the night there and in the morning these same teenaged boys were asking about me, so I went out to meet with them. We became friends because of the way I had responded without fear. Thanks, Jim Hardie. This story came to me as I have watched my bank, Wells Fargo, go through one of the worst scandals in banking history. I had even considered moving my accounts to another
bank, but I did not because of my physical disability and the great personal relationship with my branch staff. Now I see they’ve recognized how they used to be a trusted institution, how they have lost the trust of some customers, and how the community at-large was writing them off. It will take some time before that trust will be fully restored and I would recommend they show some of those old western movies of “Tales of Wells Fargo” to every member of their Board of Directors, their CEO, managers and employees in the company as part of their new employee orientation program. It will also take good out-reach efforts into all communities for Wells Fargo to demonstrate its commitment to fairness and justice to its customers and the community at-large as depicted in those old television shows.

ast week I wrote a piece titled, “West Valley Water District Board of Directors Decision Making is Unstable.” In it, I discussed the unstable decision-making process practiced by the Board of Directors at the West Valley Water District (WVWD). In the article I focused on one of the Board’s latest decisions involving the agency’s former interim general manager, Robert Christman. Since then, I’ve investigated further and discovered the following in the June 21, Board meeting minutes. Please note, although these minutes were approved by the Board during the July 26, meeting where (as noted last week) my comments regarding Christman sent Greg Young into a tirade, the June 21 meeting minutes were never posted.
It appears the Board met in closed-session at 5:30 p.m. (as posted) on

June 21, and then adjourned for the regular Board meeting scheduled for 6:00 p.m. During the regular meeting Robert Tafoya informed the public (I was among those in attendance), that Robert Christman had resigned and Naisha Davis was named Acting General Manager—as indicated in the first paragraph above. I don’t recall as clearly, details of the second paragraph where Robert Tafoya’s announced Christman’s new job. I do recall that Robert Tafoya announced Clarence Mansell Jr. was appointed Interim General Manager (also noted in the second paragraph) and I remember, along with Dr. Jean Peacock and Don Griggs, congratulating Mansell after the meeting. All these changes took place on June 21, during a period of less than three hours—President Clifford Young, Vice-President Greg Young and Director Michael Taylor were in attendance, while Board members Olinger and Crowther were absent that day. Other ratepayers and I began asking questions after the June 21, Board meeting. Greg Young apparently forgot the Board’s previous decision to place Christman on administrative leave made on June 14. I say this because on June 21, the Board subsequently announced Christman’s resignation and new job as Assistant Chief Financial Officer. Like myself, ratepayers who attend the WVWD Board meetings were left trying to put these rapid-fire personnel changes in context with the announcement of Christman’s retirement made at the July 13 Board continued on page 17

Facing an Affordable Housing Crisis S.E. Williams Contributor

early a year ago, Richard Green, Director of the USC LUSK Center stated in his real estate economics forecast, “It’s certainly no surprise to anyone—developers, landlords, tenants and elected officials—that available units are becoming scarcer and more expensive in Southern California.” He continued, “As employment and wages improve in the region, homeownership remains stagnant. This combination is a key stressor in the availability and cost of apartments and has an increasing impact on the local economy.” Green’s assessment for the Inland Empire noted how a surging economy had pushed the area’s unemployment to its lowest level since 2006. Although the area remained the hub of affordable housing, the combination of job and population growth had pushed up rents and home prices while driving down apartment vacancies. He further noted how the lack of affordable housing in Los Angeles and Orange counties would enable the inland region to continue attracting renters and buyers to Riverside and San Bernardino counties, further adding to increasing rents and decreasing vacancies. The average rent in the inland region in 2017, was $1,449 and the area had a vacancy rate of 4.18 percent. The forecast average rent for 2019 is projected to rise to $1,573 and the vacancy rate is projected to decline to a low of 3.8 percent. Of the more than 30 million renters across the United States, at least 44 percent of them now pay rents that are unaffordable—meaning, they spend more than 30 percent of their income on housing. Nationally, while the supply of low-rent units has decreased, additions to the rental housing stock is trending in the opposite direction and much of it is shifting to the high end. Rental markets across the nation, like those in the inland region have
become tighter, and as rent continues to outpace incomes, more and more renters are finding it increasingly difficult to afford their existing housing needs and still be able to save for a future down payment on a home of their own. The federal government provides more than $120 billion annually in tax benefits for homeownership, but a great majority of low to moderate income people do not own homes and as a result, do not benefit from this option. Other programs like the Low-Income Housing Tax does little to close the increasing gaps in affordable rental housing. A new report by the Center for American Progress titled, “Homes for All” cautioned that when and if the federal government considers contributing more to affordable housing, it should re-evaluate what was previously done in this regard and learn from past mistakes. Such an approach could provide valuable initial steps toward creating a “viable, equitable, and sustainable” response to the rental housing crisis. As a possible solution recommended in the report is a program with the same name—Homes for All. Under this program the federal government would engage in the large-scale construction of affordable and good-quality homes while avoiding the mistakes made in the past several decades in the construction and management of public housing. The program calls for renters to play an active role in the production of affordable units for those in need of affordable rental housing. Strategists believe this approach to housing will
accomplish three goals. First, it would challenge private-market development practices that greatly influence home prices. Next, it would encourage long-term affordability, and finally, advocates believe it will promote a process where the cost of rental housing will better match household incomes,

wo pieces of legislation pending before the California legislature have garnered intense focus from citizens around the state who continue pressing for transparency on the part of police agencies. SB-1421, the Peace Officers Release of Records bill, will require the disclosure of police personnel records any time an officer uses serious or deadly force, or if there is a sustained finding of an act of sexual misconduct or dishonesty. AB 748, the Peace Officers Video and Audio Recordings measure will require the release of video or audio recordings, including body camera footage, that depict an officer’s serious use of force or misconduct. Debate on these initiatives is certain to heat up as legislative representatives return from summer recess in the coming weeks. Passage of the bills will not be easy because powerful law enforcement lobbyists are prepared to work to keep them from becoming law. Regardless of the opposition, many advocates believe these bills are indicative of two ideas—whose time has come. Currently, law enforcement officers are the most protected class of public employees in the state and remain totally shielded from the bright lights of public scrutiny. They stand alone in this regard as teachers, lawyers, social workers, doctors, anyone who works for the government, even state politicians are compelled to comply with the public’s right to know about investigations into misconduct and must respond to public records requests—yet, police in California remain exempt. The secrecy afforded police records was codified into law in 1977, when Governor
Jerry Brown signed Penal Code 832.7, and made it legal for police agencies to withhold information from the pubic related to any peace officer’s record of advancement, appraisal, or discipline. As a result, any record that contains information into the investigation of an officer, including those related to misconduct, is considered confidential and not available under the California Public Records Act. In recent years increased focus on police shootings coupled with continuous reports of police misconduct has left many in the public demanding more accountability. Many citizens are no longer willing to give officers a free pass. With every questionable police shooting, more citizens are beginning to wonder, “What kind of state or nation allows its police officers to shoot down citizens under a veil of secrecy? Civilian deaths at the hands of California police increased in 2017. No less than 172 Californians died in 2017, while interacting with police. Also, data released by the California Department of Justice last year, showed significant differences in the rates of police shootings across the state. According to the report, San Bernardino County led the state in 2016 with a rate of 8.4 police shootings per million and Riverside County placed fourth in the state with 6.8 police shootings per million. Far too often, law enforcement agencies rush to disclose information about the mental health and/or background(s) of the suspect(s)/ victim(s) involved, yet again and again the public is barred from knowing whether the officer(s) involved had a history of abuse complaints, disciplinary problems, questionable shootings, etc. Earlier this year in an article titled, Bitter Justice, The Voice reported on the case of Nathaniel Pickett II who was fatally shot on

November 19, 2015, at the hands of San Bernardino County Sheriff Deputy Kyle Woods and San Bernardino County Sheriff’s Department Volunteer Citizen on Patrol William Kelsey. The incident occurred while Pickett was walking to his temporary home at the El Rancho Motel in the City of Barstow. The initial press release from the San Bernardino County Sheriff’s Department dated November 20, 2015, that gave the police version of the incident that led to the death of Nathanael Pickett II said, an “assault on a deputy” led to the deputy involved-shooting. The press release further claimed Pickett had jumped a fence into the parking lot of the El Rancho Motel prompting Woods to question him and during that contact Pickett gave “a false name” and became “uncooperative.” It further claimed when Woods attempted to handcuff Pickett, Pickett tried to run and almost immediately a fight ensued. described in dramatic detail how the two fought while on the ground with Pickett striking Woods “numerous times in the face” while refusing to “comply with repeated verbal commands.” According to the press release, this caused Woods to fire his weapon “striking the subject,” at which time the “assault ceased.” The release went on to explain how Woods was then transported to a local hospital where he was “treated for multiple injuries, including broken bones.” On November 3, 2016, the San Bernardino County District Attorney’s Office determined the fatal officer-involved shooting of Nathanael Pickett II on November 19, 2015 in Barstow was “justified” Pickett’s family filed a wrongful death suit which claimed in part how Woods, “unlawfully, improperly and maliciously shot Pickett.” In March of this year, after reviewing all the evidence which included eyewitness testimony that directly contradicted most of the claims made by the
sheriffs’ department in their press releases, the jury sent a message to the San Bernardino County Sheriff’s Department that “enough is enough.” They awarded Pickett’s parents an unprecedented $33.5 million. This is just one example of why advocates believe the same transparency, the same disclosure of records and other information required of every other public employee should also apply to police/sheriff deputies. Inland area residents may also recall the names of Diante Yarber, 26, who was shot and killed by police in Barstow in April, or the tragic police shooting of 18-years old Matthew Tucker in Temecula, or the March shooting death by police of 22-year-old Stephon Clark in Sacramento, or how in 2015, unarmed 29-yearold Brendon Glenn was shot in the back by
police officers in Venice. A special report by the Guardian, https:// www.theguardian.com/us-news/2015/ dec/01/the-county-kern-county-deadliestpolice-killings, showed Police in Kern County, California, killed more people per capita than in any other American county in 2015, and yet the state remains among the most secret of any state regarding access to police records. The sponsor of SB1421, Senator Nancy Skinner (D-Berkeley) stated, “California is an outlier when it comes to providing public access to law enforcement records. Help! Stop Inclusion of Citizenship Question on 2020 Census Before it’s Too Late

ime is running out for citizens across the country to express their opinions about the administration’s proposal to add a citizenship question to the 2020 Census. As reported in “Without Question—Everyone Must Be Counted,” published in this paper’s July 19 edition, the U.S. Commerce Department at the behest of U.S. Attorney General Jeff Sessions, instructed the Census Bureau to add the question about citizenship to the 2020 Census—a request that raised an immediate red flag over how such question could impact the accuracy of the count. An accurate census count is too important because as previously reported, the data is used to determine the distribution of Congressional seats to the states, make planning decisions about community services including—services to the elderly, roads and schools, job training centers, distribution of billions of dollars in federal
funds to local, state and tribal governments and to provide information for Social Security and other retirement benefits, passport applications, etc. Nationally, concerned organizations are pushing back against the citizenship question and asking citizens to make their voices heard on this important issue. The Census Bureau is currently seeking public comment on whether the Commerce Department should include the citizenship question in the 2020 census before Congress gives final approval to the questionnaire. The U.S. Constitution mandates that every ten years an official count of the nation’s population be completed, and the Census requires that every resident be counted regardless of citizenship. Although the federal government has claimed it is simply reinstating a question that was part of every census except the one taken in 2010, and insists the question is being asked merely to
provide additional information regarding who is in the country. The Census Bureau has not asked all households to respond to such a question on the census since 1950. Without question and considering the administration’s extreme crackdown on residents in the country without the required documents, non citizens will be discouraged from responding to the census out of fear of potential deportation. As a result, a potential under-count of these individuals in communities with large numbers of such residents stand to suffer both fiscally and politically. meeting. There was a notice posted at the Bloomington Community Center about Robert Christman. It read in part: “Warning my fellow Bloomington residents and ratepayers, do not be fooled by those who seek to twist lies into truths and conspiracies into a web of improper governance all to satisfy a small group of washed up politicians or wannabe Board members.” The comments about Christman read as follows: “We brought in Mr. Christman to serve as interim general manager. I would encourage my opponents to look up the word “interim” in a dictionary, as they seem to miss the concept. Mr. Christman served this agency well during a difficult transition. He is man of great integrity and any insinuation by anyone that he stole money is outrageous. Mr. Christman stepped down as GM to transition to another role in the district. To the conspiracy nuts, why wouldn’t we fire him if he stole money? He served in an interim capacity and it was time to transition out of the capacity. He is and will continue to be an asset to the agency”. Now, Greg Young lives in Bloomington, and although I cannot say he wrote and posted this statement, it does read like a Board member had something to do with it. The June 21, Board Meeting agenda for the closed-session, also provided an interesting revelation, I noticed this:

“CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9: Number of Cases: Five (5).” This statement of anticipated litigation probably meant someone told them something similar to, “I will sue the district over some disagreement with the district.” I remind readers that Christman was placed on immediate administrative leave on June 14th. “At the next Board meeting on July 13, the number of legal cases was down to four as follows: CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9: Number of Cases: Four (4).” Now, I am not saying for sure that the anticipated litigation case that was dropped had anything to do with Christman, but it certainly causes one to wonder, especially considering all the different stories presented by the Board that centered around Christman’s status with the agency. The Board’s changing statements in this regard that have ranged from Christman’s proposed retirement to his placement on administrative leave, to his resigning and then assuming a new job at a salary less than the $224,000/year, he earned as interim general manager. With all of this in mind—I ask you to judge for yourself.

a direct and profound impact on the kind of communities the public desires, especially regarding its impact on jobs, the economy, education and wellness. Several studies have shown the direct correlation between a reduction in violent crimes and an increase in housing values. Such studies also show how exposure to violence and crime at school, home or in a neighborhood can impact a child’s emotional and cognitive development and cause depression, violent behavior and poor performance in school. Crime, however, is not the only factor that can impact community safety. Earthquakes, wildfires (as experienced recently) and floods also occur in the county. Such events have the potential to disrupt communities and cause

damage and casualties. While the public safety agencies respond to such emergencies, citizens are expected to provide for their own needs for at least 72 hours following a catastrophic event. Every household and business should have an emergency preparedness plan and practice it regularly in addition to adequate supplies (including prescription medication) to last at least 72 hours. The Vision4Safety campaign will kick off officially on Tuesday, August 7 marking the annual National Night Out, a communitybuilding event that promotes partnerships between communities, police and emergency services. to records related to the discharge of a firearm or use of force that results in death or serious bodily injury or in regard to on the job sexual assault, including coercion or exchanging sex for lenience, or dishonesty in reporting, investigating or prosecuting a crime. “Law enforcement has never been better trained or better educated and incidents of officer misconduct are decreasing, yet distrust between many communities and law enforcement continues to grow,” Skinner said adding, “Transparency can help build the trust so needed to keep our communities safe.” Speaking about AB748 in 2017, Assemblymember Phil Ting (D-San Francisco) who authored the legislation said, “The growing lack of trust between communities and the law enforcement officers who protect them has led to the growing use of body cameras. If body cameras are to strengthen public trust, then

we need a statewide standard for the release of body camera footage to the public.” According to Ting, “If a picture is worth a thousand words, a video is worth millions.” He concluded, “It’s time we let the footage speak for itself. Withholding these recordings is perceived as hiding information, and this only causes mistrust, especially when there are incidents of alleged officer-involved uses of force.” Assemblymember Eloise Gómez Reyes, who represents California’s 47th Assembly District which includes a part of San Bernardino County, and also sits on the Assembly Appropriations Committee, will soon have an opportunity to weigh in on these initiatives. When The Voice reached out to her for comment on these measures she stated, “AB 748 and SB 1421 are a package of bills that seek to bring transparency and accountability to our law enforcement agencies.
