In Memoriam: Dr. Sterling Stuckey, Noted Historian and Riverside Resident

D

r. P. Sterling Stuckey, Distinguished Professor Emeritus of History at the University of California, Riverside and a prominent scholar of African-American history, passed away recently in Riverside, California. He was 86 years old. Dr. Stuckey spent the first part of his career at Northwestern University in Chicago, his first hometown, before being lured to UC Riverside later in his career. After retiring from the university, he maintained an office on campus and was often seen at his favorite restaurants in the city including Jammin Bread and Mario’s Place. In retirement Dr. Stuckey continued his disciplined research schedule and published essays on Frederick Douglass, Herman Melville, and was working on a biography of Paul Robeson. He earned his Ph.D. in history from Northwestern University in 1972 and held teaching positions there before he was hired to teach at the University of California, Riverside in 1989 where he held the UC Presidential Chair. He was considered a pioneering historian, and was one of the first scholars to identify the connection between African-Americans and African culture. An expert on American slavery and African-American intellectual and cultural history, he was the author of numerous books, including the groundbreaking Slave Culture: Nationalist Theory and the Foundations of Black America, where he argues that at the time of emancipation, slaves remained essentially African in culture through Black Art, music and dance. In the book he draws upon evidence from the anthropology and art history of Central and West African cultural traditions and explores the folklore of the American slave, revealing an intrinsic Pan-African impulse that contributed to the formation of the Black ethos in slavery. In the second edition, which includes a foreword by historian John Stauffer, Dr. Stuckey provides a new introduction that looks at the life of the book and the impact it has had on the field of African-American scholarship, as well as how the field has changed in the 25 years since its original publication. When the book was re-released, he talked to the VOICE staff and we’d like to reprint that interview here in his honor: Dr. Sterling Stuckey on Slave Culture’s 25th Anniversary. I Love a Parade!

Washington, D.C. – Critics of President Trump were relieved to learn his plans to conduct a military parade styled on the order of those conducted for the pleasure of such dictators as North Korea’s Kim Jong-Un and Russian President Vladimir Putin in their respective countries has been cancelled—at least for this year. Initially, the parade was supposed to cost $12 million dollars, however that projection exploded to nearly $92 million—a high burden for taxpayers to bear. The White House abruptly cancelled the parade last week after the Department of Defense publicly revealed the ballooning costs associated with it. The Congressional Black Caucus PAC suggested instead, that $92 million could go towards helping the 40,000 homeless veterans or toward Medicare, Medicaid and Social Security, or anything other than a parade that will provide little, if any return to taxpayers for their investment. White House Budget Director Mick Mulvaney claimed that cost was not the only factor in the military parade’s cancellation. On Fox News Sunday he claimed, “If the parade had been canceled for purely fiscal reasons, I imagine I would have been in the room when that decision was made, and I wasn’t, so my guess is there were other contributing factors.” The White House has made no further comment on the cancellation.

Flash Mob “Makes Caring the NORM!”

O

n Tuesday, August 21, the organization Feeding America Riverside/San Bernardino (FARSB) held its first ever community lunchtime “Flash Mob” at NORMS in Riverside. The event was held in support of “Make Caring the NORM!” The initiative is designed to help fight hunger in local communities. Commenting about the importance of the event, FARSB CEO, Stephanie Otero said, “We want to thank and celebrate our local NORMS for their partnership with us in their company’s annual hunger fighting promotion, “Make Caring the NORM.” This year’s “Make Caring the NORM” promotion, which began August 6 and continues through September 3, is available to NORMS’ patrons, 24 hours a day. For the duration of the campaign, NORMS has encouraged guests who visit not only its Riverside location but also the 17 other sites across Southern California during this period to donate 3 dollars during their visit to assist local food banks, like FARSB. In January, CNN Money reported that despite the nation’s booming

economy, food banks are busier than ever. Many of those who use foodbanks have jobs and still cannot make ends meet. According to the report, “Food banks in cities that have seen strong job growth and soaring home prices are seeing increased demand from locals struggling to make ends meet and relying on assistance to feed their families.” Just $3 can provide 27 meals to food insecure families throughout Riverside and San Bernardino Counties. As a token of appreciation for all customer donations to FARSB, NORMS guests will receive a booklet including more than $50 in savings to be used on future NORMS visits through October 2018. Last year alone, NORMS donated more than $25,000 to Feeding America Riverside | San Bernardino, LA Reginal Food Bank and Second Harvest of Orange County, which translated to 100,928 meals in local

San Bernardino County Launches Redesigned Wellness Website

he county’s Community Vital Signs Initiative which works in partnership with groups across the county to support wellness, last week announced launching of its newly redesigned website. According to county officials, the website is now easier to navigate and offers “improved functionality” across all platforms and browsers. Those who visit the website will now experience a better user interface with intuitive streamlined menu operations that will direct visitors to community efforts, data, and information to keep them informed of the progress and the efforts of the Vital Signs initiative. The redesign, which officials claim, further reflects the vibrancy of San Bernardino County and its residents, is now easier to navigate, with improved functionality across all platforms and browsers. Countering Back to School Germs

I

t’s that time of year, back to school and back to germs. Children mix quite closely to each other, both in the classroom and on the playground. Germs can transfer easily in such situations. Most children are not as conscious of personal hygiene as they should be which can increase their risk of falling ill and result in valuable time spent away from the classroom. According to the CDC the children in elementary school (or primary school) get eight to 12 colds or cases of the flu each year. For the older children this is about half. Teachers and parents commonly refer to it as the ‘Back to School Plague’. Students often pass germs that originated from when they were playing outside or from another student that is ill. There are endless possibilities. As 80% of communicable diseases are transmitted by touch, we know that hands are the main area to focus on to ensure kids s t a y

healthy. Hand washing is an essential part of good hygiene. To eliminate contracting germs it is important to teach your child how to wash their hands thoroughly with soap and water, especially after using the bathroom, and before and after eating. Kids thrive on routine so build the washing hands process into a daily task. This makes it a norm and limits the struggles of having to plead and negotiate with them to wash their hands. Make hand washing fun and exciting. Children are more likely to wash their hands if they realize how important it is. As germs can’t be seen, or smelled, children may have trouble understanding that hands are dirty even if they look clean. Parents can come up with hand washing games or songs to make washing hands fun, and in doing so, children will more likely wash their hands. Clean hands are important in controlling the spread of illness, especially during cold and flu seasons. Teach them how to wash their hands after coughing and sneezing, and after touching dirty tissues. Show children how to use a tissue to cover their mouth and nose when they cough or sneeze and teach them to put their used tissues in a bin and wash their hands afterwards. Helping your child to understand good hygiene will go a long way to helping you and the rest of your family stay healthy.

Inhumanity of President’s Zero Tolerance Immigration Policy in Inland Area Detention Facilities Riverside

L

ast week, Congressman Mark Takano, was part of a delegation of Democrats who toured two inland area immigrant detention facilities to assess their conditions. Eight members of Congress, all Democrats, visited the Victorville Federal Correctional Complex and Adelanto Detention Facility and not only raised concerns about inadequate staffing but also highlighted what they described as a lack of medical care for the detainees. The Victorville Federal Correctional Complex is a medium security federal correctional institution with an adjacent minimum-security satellite camp that also houses immigrants as the result of a contract with ICE that allows it to house 1,000 immigrant detainees. Adelanto is a much larger processing/ detention center that is also privately owned and operated by the highly criticized GEO Group. In commenting on their observations, the congressional representatives told ABC News

that the Victorville facility appeared totally ill-equipped to handle immigrant detainees asserting the staff was not trained to do so. Members of the congressional delegation further commented about how when detainees arrive at the facility they are prevented from leaving their cells for at least 15 days. In addition, they are prevented from showering or given a change of clothing and are also denied heath care during this period. More than half of those observed during the visit were of either Indian or Sikh backgrounds. These individuals had tried to enter the country through Mexico after initially fleeing persecution in their own countries. Congresswoman Lucille Roybal-Allard of Los Angeles told ABC, “We’re not talking about criminals. We’re talking about men and women who were escaping violence and horrible conditions in their home country.” In a Tweet posted after the visit,

Congressman Mark Takano, who has represented the communities of Riverside, Moreno Valley, Jurupa Valley and Perris in the House of Representatives since 2012, stated, “After visiting the Victorville federal prison for a second time, I remain concerned about asylum seekers being held in these facilities. The Trump Administration’s immigration policies are not only inhumane—they‘re a huge waste of taxpayer dollars.”

FlightSensor—The Next Generation of Insect Monitoring Riverside

A

start-up company launched by Bourns College of Engineering Computer Science Professor Eamonn Keogh and Agenor MafraNeto, founder of ISCA Technologies in Riverside, and led by UCR alum, Shailendra Singh, was among 30 startup companies selected for the Alliance for SoCal Innovation, SoCal First Look Showcase at UCLA this summer. The start-up company, FarmSense, is also being supported by Masschallenge Accelerator, a community of innovators who work together to solve some of the world’s most massive challenges. The support will help FarmSense accelerate its production of FlightSensor, an inexpensive, easy-to-use monitoring system for mosquitoes and other flying insects, for field trials and commercial sales. FarmSense is a resident of ExCITE, a startup accelerator partnership between UC Riverside, the City of Riverside, and Riverside County. UCR defined FlightSensor as a real-time, cloud-based insect monitoring platform which detects, classifies, and quantifies insects. When this information is integrated with crop and environmental information, farmers know where both beneficial and pest insects are in space and time. As a result, they will be better able to manage pesticides continued on page 18

“Pins Dropped on Cotton” During Recent Meeting of WVWD Board of Directors

I

t got so quiet several times during the August 16 meeting of the West Valley Water District’s Board of Directors, I couldn’t help but be reminded of the expression, “you could hear a pin drop on cotton.” The meeting was moving Hardy Brown, Sr. along rather smoothly until a few members of Contributor the public started asking questions of the five directors and two consultants associated with National Demographics Corporation (NDC), about key items on the agenda. This included questions from Don Griggs, President of the Ratepayers Association and Anthony “Butch” Araiza, who spoke about the board’s push to have ratepayers pay for their life-time health care and long-term care benefits. Board members would become eligible for these perks after completing 12 years of parttime service—the WVWD Board only conducts business during board meetings twice a month and then, for no more than 30 minutes. The speakers advised members of the Board that the median family income for WVWD customers in Bloomington is around $38,000 a year; and further reminded them that many of their customers receive their healthcare at the county hospital where one member of the Board is employed. “All of you earn middle class wages with one earning over $234,000 per year while living in high-income neighborhoods,” the speakers proclaimed. Despite the speakers’ protestations, the Board went on to pass a motion granting themselves the controversial benefits along with a ten percent raise per meeting. This action preceded a public hearing regarding a proposal to transition from an atlarge voting district to district-based board member elections. Stan Futch, President of Westside Action Group, and Dr. Jean Peacock questioned the consultants from NDC regarding

how they arrived at the decision to split a small cul-de-sac in half? The street just happens to be where two of the current Board members, Michael Taylor and Clifford Young, both live. The question caused the consultants to stutter. As they searched for words to explain their rationale, one consultant looked to the Board president for direction regarding how to answer the question. President Young however remained silent and let the consultants fumble around until one of them responded, “We have had two public hearings on this subject and we took input at that time.” The consultants appeared to direct their response to the Board until Dr. Peacock said, “Please sir, address us, we asked you the question.” That is when the first silence encompassed the room. Don Griggs leaned over to me and said, the consultants are not telling the truth because no one has seen the maps. According to the consultants, the maps had not been drawn—the maps were not posted online until August 8, and the presentation material was not posted until the day before the meeting. It was through a Westside Action Group (WAG) member that we learned it was one or two WVWD Board member(s) that had those lines drawn to divide the street where they live. Earlier, Mr. Griggs, who is also a member of WAG, raised another concern. He pointed out how the Map for District 3 excluded a two-block community of interest in the Country Club area. Understanding Slave Culture: Looking Back to Move Forward

ntil recently, rarely did the complex history of American Slavery and its indelible impact transcend into our national conversation. As these remarkable tales and explorations of Black America’s past and present continue to spur cinematic works and intellectual discourse, cultural historians such as Riverside resident, author and distinguished intellectual Dr. Sterling Stuckey deserves attention for inspiring generations and provoking thought. When Oxford University Press released the 25th anniversary edition of Slave Culture: Nationalist Theory and the Foundations of Black America Dr. Stuckey spoke with the VOICE about the impact of the book. To reflect on how Slave Culture shaped education on Pan-African culture and modern Black America, Dr. Stuckey granted The VOICE an interview to share his thoughts on what has changed since the book was first published 25 years ago.

I N As a veteran educator who has taught students on multiple levels, what is it about academia that has appealed to you through such a long career? It has enabled me to think more deeply about historical events, offering the advantage of student participation in the process. In fact, bright students can be, and often have been, a source of strength in solving basic problems. That was my experience especially in investigating the works of Herman Melville, a great novelist under the particular influence, we now know, of Frederick Douglass’s Narrative of the Life of Frederick Douglass for the music, symbolism and more in Moby-Dick. A special advantage that bright students offer that is not necessarily offered by fellow professors is the absence of a professional stake in historical findings. They are not members of a particular wing of professionals with a political angle to protect. Major problems such as slavery and freedom require continual attention that can last as long as one teaches as knowledge about them grows. If you are a leader in your field you are likely to be open to what is revealed of it in related disciplines, not just by fellow historians.

“Slave Culture” over the years? Slave Culture was strongly influenced by some prior work of mine, especially by The Ideological Origins of Black Nationalism, a book that appeared more than fifteen years before the publication of Slave Culture. Though Ideological Origins went out of print a few years later, students and others continued to show unusual interest in it. Historian Clement Price, who teaches at Rutgers, paid me the ultimate compliment by saying Ideological Origins “anchored a generation of Black scholars,” and he has in mind student-scholars as well, for a student of his brought the book to his attention, urging him to read it. So among that early generation of supporters Ideological Origins helped prepare the foundation of respect for Slave Culture since similar issues and figures appear in both books. For more than thirty years mention has been made of Ideological Origins, at times with mention of the documents that comprise the work. Recently a distinguished scholar from the University of Massachusetts astonished me by referring to “Sidney,” a particularly brilliant young Black scholar from the 1820s whose letters—found in Ideological Origins-- she found captivating. “Land, Water and Comunidad”

Exploring Connections between Latino Communities and the Land and Water Conservation Fund

embers of the community gathered at the Grove 16 in Redlands on Tuesday, August 14 for an open screening and discussion of the film “Land, Water and Comunidad.” The event was hosted by the Hispanic Access Foundation (HAC). HAC is partnering with non-profit organizations in communities across the country to host other screening events for this film in support of the Land and Water Conservation Fund, a Federal program established by Congress in 1965 to provide funding and matching grants to federal, state and local governments for the acquisition of land and water, as well as land and water easements for the benefit of all Americans. “Land, Water and Comunidad” explores the relationship Latinos across the country have with Land, Water and Conservation Fund (LWCF) sites, what these sites mean to them, how they enjoy them, and the impact it would have on their communities if these sites were not available. LWCF has supported more than 41,000 parks and projects and played a critical role relative to ensuring that underserved and urban communities have places to connect with nature, spend time with family, enjoy outdoor recreation and/or explore their cultural heritage. In the short film, young people from California, Colorado and Miami share their stories about how access to parks, forests and beaches in their

communities funded by the LWCF, has greatly impacted their lives. The film also highlighted how allowing migrant families and all families access to these locations enables them to reconnect with traditions and create memories. It has also inspired them to protect preserved lands for future generations. By broadly sharing this film, HAF hopes to help others understand why it continued on page 17

is so important for congress to authorize funding for LWCF. If legislators fail to reauthorize the program by September 30, or decide to reduce its funding, Americans everywhere will lose. Immediately following the screening of “Land, Water and Comunidad” there was a round table discussion led by Peter Satin, a Land Stewardship Supervisor with the Mojave Desert Land Trust (MDLT) and a member of the Hispanic community. Satin explained the connection Latinos have with the land and the need to keep these spaces available for communities regarding just how valuable LWCF is to us as a nation. According to Satin, lands preserved by LWCF also support the health of local communities through the creation of walking space and parks in urban areas—thousands of communities across the country have benefitted from hiking trails, bike routes and walking parks because of LWCF.

Community Partners Will Play a Key Role in 2020 Census Response Rates Wasington D.C.

O

n Monday, in preparation for the 2020 Census and in an effort to increase response rates, the U.S. Census Bureau announced it plans to conduct the most robust marketing and outreach effort in its history. The effort will include calling on community partners to help increase participation in the 2020 Census and to eliminate undercounting among vulnerable populations. In a Press Release the agency announced the Census Bureau’s Integrated Partnership and Communications (IPC) program, will once again be the group responsible for conveying the importance of the 2020 Census to the entire population of the 50 states, the District of Columbia, Puerto Rico, and the Island Areas. The IPC will focus on three priorities that include educating people about the 2020 Census to improve the effectiveness of those taking the census, encouraging and motivating

people to respond to the 2020 Census on their own, and engaging grassroots organizations to encourage hard-to-count groups and those who are not motivated to respond to the census questionnaire. It appears the Census Bureau hopes to expand on its 2010 Census efforts that included both a national and regional focus which built ties with more than 300,000 state, local, and tribal governments, community-based organizations, non-governmental organizations, advocacy groups, and the private sector. In preparation for the 2020 Census, the Bureau plans to hire 1,500 partnership specialists at the local level, up from approximately 800 partnership specialists hired during the 2010 Census. California Congressman in Tight Race

San Joaquin Valley – Longtime Congressman Devin Nunes who represents California’s 22nd Congressional District which includes the San Joaquin Valley and portions of Tulare and Fresno Counties, now finds himself in a tough race. Nunes, who has served in the House of Representatives since 2003 and is the current Chairman of the House Permanent Select Committee on Intelligence, garnered national attention in recent months acting as a “shield” for the president in an attempt to protect him from the Special Prosecutor’s investigation into Russian interference in the 2016 Election. His antics in this regard appears to have weakened his support here at home. He is now locked into a tight race re-election, challenged by a tough competitor, Democrat Andrew Janz, a county prosecutor. Although Nunes swept to victory in 2016 with 67 percent of the vote, a poll released last week showed the candidates each polling at 47 percent. Though buoyed by these numbers, challenger Janz has not slowed in his push for an electoral victory stating, “The only poll that truly matters is the final vote count on November 6th.”

Nearly One in Two Sick Americans Still Can’t Afford Health Care

Riverside – A new analysis by the Kaiser Family Foundation showed that despite the historic decreases in the rate of uninsured Americans, many people are still struggling to afford health care—even those with health insurance. The report indicated although Affordable Care Act coverage expansions and consumer protections has dramatically reduced the rate of uninsured Americans to just under 11 percent, the nation still has a dramatic affordability problem. At least 15.5 percent of non-elderly people with insurance either skipped all together or delayed medical care because of costs or their inability to pay bills last year. This means the total percent of Americans who still struggle to afford health care is 26.2 percent versus 11 percent when the under-insured are included in the equation.

Plans to Revamp Vacant University Avenue Motel Riverside

T

he Farm House Motel, located just blocks from UC Riverside has stood vacant for more than a decade, is now slated for renovation as an indoor/outdoor center of retail shops, restaurants and entertainment. The Riverside City Council voted last week to sell the 0.97-acre property at 1393 University Avenue to a local firm, Bailey California Properties LLC, for $210,000. This is the same firm which renovated the Riverside Municipal Auditorium, among other projects. With a total investment estimated at $4.5 million, the project – tentatively dubbed the Farm House Collective – could generate more than $550,000 in sales taxes each year and another $6,300 in property taxes. Bailey California Properties LLC expects the project to create 30 construction jobs and 97 full- and part-time jobs. “This project is an excellent example of how the public investment made through the Riverside Renaissance continues to spark private investment and job growth across our city,” said Mayor Rusty Bailey, who is not related to the project developers. “I look forward to seeing this historic property in

our new Innovation Corridor repurposed as a destination for students from UCR, the 450 employees who will be working at the new California Air Resources Board building nearby, and residents from around Riverside.” The Farm House Collective has the potential for turning the abandoned structure into a lively destination for people to shop, eat and mingle. “This site has been out of productive use for a very long time, so this project is very exciting,” said City Councilmember Andy Melendrez, who represents the area. “Thousands of wouldbe customers are living and studying not even a half-mile away at UCR and in the surrounding community, so the potential for success is definitely there.” By acquiring the Farm House Motel, Bailey California Properties LLC is taking possession of one of the few remaining motor court motels along University Avenue. The motels once were favored by people who attended races at the old Riverside International Raceway, which closed in 1989 and now is the Moreno Valley Mall. The company now has 90 days to complete a more intensive review of the property,
