n Tuesday, California took a major step in the nation’s journey toward criminal justice reform when Governor Jerry Brown signed landmark legislation eliminating bail requirements for suspects awaiting trial on non-violent felonies. Under the measure those charged with such crimes must be released within 12 hours of being booked. The law does not apply to those charged with serious and/or violent felonies—as currently required, unless they can post bail, those suspects will remain in custody before trial. The new law also gives the state judicial council expansive authority to reshape policies related to pre-trial detention before the law takes effect in October 2019. Interestingly, the superior court in each county is authorized to establish its own procedures that will guide how they will decide who to release before trial. The legislation also affords judges flexibility to determine what other suspects might be released before trial based on the judge’s perception of a defendant’s likelihood of returning to court for trial and any possible dangers he/she may pose to the community if released. There are concerns this approach leaves too much to a judge’s discretion that could still weigh heavily against defendants of color as the legislation failed to include significant oversight to help mitigate existing biases against members of these communities. Without a doubt, although this legislation did not achieve everything reformers sought, it represents a victory for criminal justice and cash bail reform advocates. It is also a worthy strike against the nation’s system of mass incarceration labeled the “New Jim Crow” by acclaimed author, Michelle Alexander. With Brown’s signature, California took an action that many, including myself, believed was long overdue. There is little question that for people accused of minor crimes to be jailed not because they’ve been found guilty, nor because they are a threat to society, but merely because they cannot afford to post the bail required for them to be free from custody while they await trial is a miscarriage of justice. In my estimation, America’s money bail system fits Martin Luther King Jr.’s description of an unjust law. In his historic letter from a Birmingham Jail penned in 1963, King wrote, “A just law is a man-made code that squares with the moral law or the law of God. An unjust law is a code that is out of harmony with the moral law.” The nation’s money bail system is out of harmony with what is just and moral. The bail system has impacted the lives of millions of Americans, most of them Black, Brown and/or poor, forced to spend time in jail absent a conviction. Many spent untold days, weeks, months and in some instances, years, serving time for crimes before they were tried and found guilty. In far too many instances, some were charged with minor crimes, served time in jail and ultimately—were either not convicted, or seeing no other way out, agreed to plea deals merely to escape their incarceration. You don’t need a great imagination to understand the impact this policy has had on the lives of so many individuals and families, all you need is a compassionate heart. One of the most moving examples in recent years involved the tragic and appalling case of sixteen-year-old Kalief Browder of Bronx, New York. In 2014, Browder was arrested and charged with stealing a backpack. He spent “two years” imprisoned as an adult (as allowed under New York law) on Riker’s Island (much of it in solitary confinement) awaiting trial because his mother could not afford to pay his bail, and because Browder refused to plead guilty to a crime he did not commit. Eventually, the charges against Browder were dismissed and he was released. Two years later, he committed suicide, haunted by the trauma he experienced in jail. Browder’s story was extreme and yet on some level indicative of the injustice built into a system that falsely claims, “justice is blind” and that those accused of crimes are considered, “innocent until proven guilty.” This week, California put a crack in the foundation of America’s New Jim Crow, and in the process struck a blow against institutionalized discrimination that primarily targets minorities and the poor. Of course, this is just my opinion. I’m keeping it real.

Community College Awarded $1.5 Million National Science Foundation Grant
Riverside – In support of the Promise Program at Riverside City College (RCC), the National Science Foundation has awarded a grant valued at nearly $1.5 million. The Promise Program offers free tuition and fees, a free tablet, up to $250 in book grants Fall and Spring semester, priority registration for up to 15 units, and academic and counseling support. The grant will be used to develop and evaluate six programs for students who declared a science, technology, engineering or math major as part of the Promise Program to help increase retention within STEM programs at RCC. The effort will also be designed to increase transfer rates to STEM programs at four-year universities like Cal State San Bernardino and UC Riverside.

Career Pathways Compact San Bernardino
T
he Board of Supervisors recently eased the way for the county’s Workforce Development Board to work in partnership with school districts, colleges, and other community stakeholders to develop, expand, and support its career pathway programs. The goal of such programs is to help students and young adults prepare for opportunities in growth industries. The program is an innovative new effort that aligns education, training strategies, and supportive services. The county’s Career Pathways Compact (CPC) will work to assure that graduating students are able to either enter their career field directly from high school, gain acceptance into college or vocational program, or become a registered apprentice. Students who participate in the program are co-enrolled in community college and will earn college credits. “Career pathways are an integral component of our Countywide Vision and our commitment to economic prosperity by connecting businesses with a qualified workforce,” Board Chairman and First District Supervisor Robert Lovingood
said. “Many of these students are being exposed to career opportunities they never imagined possible, and in the process are receiving handson training and certification they can use to obtain employment. It’s a win for them and for businesses in need of trained and qualified workers.” The Career Pathways Compact will include all the county’s 33 school districts and is expected

Mid-Year Look at Inland Empire Economy Riverside
I
n his mid-year analysis, local economist John Husing commented on the region’s 3.5 percent growth rate experienced for the first half of 2017-2018, and shared the Inland Empire is on track to add another 50,728 jobs this year. According to Husing, this will mark the sixth year in a row local employment will actually increase by more than 45,000 jobs. This job growth places the region at 210,402 jobs above its 2017 peak—a level that is 16.1 percent higher than it was previous to the Great Recession. In other words, although the area lost 140,650 jobs during the peak of the recession (2008 through 2010), the region’s job gains between 2011 and 2018 have more than doubled those losses. Husing explained how most of these gains are being driven at the national level where the current behavior of the economy is very strong, propelled by the massive $1.3 continued on page 18

Teaching Kids Tolerance and Empathy
T
oday, more than ever, kids interact with people of differing ethnicities, religions, and cultures. Classrooms are increasingly diverse, reflecting the communities where families live and work. America is the great “melting pot,” a rich blend of cultural traditions from all over the world. Many American families can trace their histories to immigrant ancestors who traveled great distances, enduring risk and hardship, to make a home where they would be guaranteed basic freedoms. And for many American families these freedoms came with a struggle. Their enslaved parents and grandparents were denied the basic rights we value. You can encourage your child to be kind and gentle and to make the concepts of diversity and acceptance more “real” and meaningful in many ways. As a parent, you are your child’s conduit to the world, so the way you interact with others is important. But a child also needs to understand her place in your family and something about her own culture and background. Then she can relate to others in her neighborhood, classroom, town, and eventually in the world. Using what your child already knows and loves — books, music, blocks, dolls, dress-up clothes, or other toys — is the easiest, most natural way to expand your child’s knowledge about her own family culture, as well as those that are different from hers. It can be as simple as introducing items and games from different cultures into your child’s play. Some parents welcome the fact that we live in an increasingly diverse society. Others may feel more hesitant, especially if they haven’t had much exposure to people different from themselves. Many kids are way ahead of their parents regarding exposure to cultural differences. Their circle of
friends, their schoolmates, and their athletic teams are much more varied than those of even a generation ago. Teaching tolerance is important not just because it is part of our American heritage, but because the person who learns to be open to differences will have more opportunities in education, business, and many other aspects of life. Tolerance means respecting and learning from others, valuing differences, bridging cultural gaps, rejecting unfair stereotypes, discovering common ground, and creating new bonds. Tolerance, in many ways, is the opposite of prejudice. In short, your child’s success depends on it. Success in today’s world — and tomorrow’s — depends on being able to understand, appreciate, and work with others.

Climate Change Will Bring More Extremes to Inland Southern California Riverside
C
alifornia’s Fourth Climate Change Assessment includes a regional report authored by researchers at the University of California Riverside. The report noted how the hot, dry weather in Southern California’s inland desert region is projected to become more extreme over the 21st century. Francesca Hopkins, Assistant Professor of Climate Change and Sustainability in UCR’s Department of Environmental Sciences and the report’s lead author stated, “We are going to see more extreme daily high temperatures and more days with extreme heat,” She projected increases of between 8 and 14 degrees F by the year 2100. She further projected that variability in rainfall will increase and as a result, the area will experience more severe droughts and the potential for flash flooding. The Fourth Climate Change Assessment provides the scientific foundation for
understanding the impact of climate change in California and includes statistical information that can help the state prepare. Since the release of the state’s Third Climate Change Assessment in 2012, California has experienced several of the most extreme natural events in its recorded history. Community Invited to Participate in Discussion on Ethics and Conduct Riverside

fficials are seeking community recommendations of potential amendments to the city’s Code of Ethics and Conduct. Members of the community are invited to discuss this issue and share their thoughts at a meeting hosted by the City Council’s Governmental Affairs Committee on Wednesday, September 5 beginning at 3:30 p.m. in the Art Pick Council Chamber, 3900 Main Street in downtown Riverside. Riverside first adopted a code of ethics and conduct in 2004, following a voter approved amendment to the city’s charter. The intent of the code was to achieve a fair, ethical and accountable local government. The code includes a set of core values that serve as guiding principles for the conduct of public officials. It also clearly defines specific, prohibited conduct.

Redlands Unified Agrees to Record-Breaking Settlement
The code also established procedures for hearings and appeals, enforcement and sanctions, as well as monitoring and oversight requirements. The mayor, city council, members of various city boards, commissions and committees are all subject to the code. Each year the code is reviewed to help ensure its effectiveness. “This annual meeting is an important outreach of our local government,” said City Clerk Colleen Nicol. “Citizen engagement in this process improves decision-making,” she concluded. Redlands – On Monday, attorneys for eight plaintiffs involved in three separate sexual abuse lawsuits against the Redlands Unified School District reached a settlement agreement between its clients and the school district. According to reports, the agreement was the largest sex abuse litigation settlement in the district’s history—$15.7 million. Six of the plaintiffs/victims were allegedly assaulted by former special education teacher Kevin Kirkland, one of the plaintiffs was purportedly victimized by former English teacher Brian Townsley, and the eighth individual alleged continued on page 18

New CDC Analysis Shows Rampant Spread of STD’s Continues . . . S.E. Williams Contributor
O
n Tuesday, the Centers for Disease Control and Prevention (CDC) announced steep and sustained increases in STD’s across the country for the fourth year in a row. Nearly 2.3 million cases of Chlamydia, Gonorrhea, and Syphilis were diagnosed in the United States in 2017, surpassing the previous record set in 2016 by more than 200,000 cases. In San Bernardino, the Department of Public Health reported earlier this year that the region is experiencing what it defined as “a significant and concerning increase” in sexually transmitted disease infections that included syphilis in pregnant women and newborn cases. In 2016, the county reported more than 15,000 cases of STD’s including Gonorrhea cases that increased a whopping 192 percent between 2010 and 2016. Sadly, teenagers between the ages of 15 and 25 accounted for nearly 60 percent of all new cases of STD reported in 2016 and more than 15 percent of them were pregnant. It is important to note here that an untreated STD can be life threatening to a fetus during pregnancy.

In Riverside County, the news in relation to STD’s is also concerning. Health officials have noted that although the rate of syphilis cases in the country averages about 12 cases per 100,000, in the Coachella Valley that ratio jumps to 32 cases per 100,000 and in the Palm Springs area the ratio exceeds 100 cases per 100,000. The CDC analysis released Tuesday showed nationally, between the years 2013 and 2017, Gonorrhea diagnoses increased 67 percent overall, primary and secondary Syphilis diagnoses increased 76 percent, and Chlamydia remained the most common condition reported with more than 1.7 million cases diagnosed in 2017. “We are sliding backward,” warned Jonathan Mermin, M.D., M.P.H and Director of the CDC’s National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention. “It is evident the systems that identify, treat, and ultimately prevent STDs are strained to near-breaking point.” Although Chlamydia, Gonorrhea, and Syphilis are curable with antibiotics, according to Mermin, most cases go undiagnosed and untreated. This can result in severe adverse

health effects that can include infertility, ectopic pregnancy, stillbirth in infants, and increased HIV risk. Gonorrhea is now resistant to nearly every class of antibiotics used to treat it in the United States, except for ceftriaxone. The CDC described ceftriaxone as the only remaining highly effective antibiotic to treat Gonorrhea in the United States. Beginning in 2015, CDC officials advised health care providers across the country to prescribe a single shot of ceftriaxone accompanied by an oral dose of azithromycin to people diagnosed with Gonorrhea. art 1 of this 2-part series of the same title published Thursday, August 16, was inspired by the one-year anniversary of the Charlottesville incident that had awakened the nation to a simmering white nationalist agenda. Buoyed by the election of President Trump and his continued unvarnished attacks on one minority group after another, many have claimed his attacks helped lay the foundation for hate groups to come out of the shadows and step boldly into the light of day, no longer feeling a need to hide their faces under hoods. According to the recent Hate Crimes Report published by the California Attorney General’s office, hate crimes have increased dramatically in California year over year since 2014. The state saw a 20 percent increase between 2014 and 2016, and a nearly 44 percent increase in the threeyear period between 2014 and 2017. During an exclusive interview with Brian Levin, Professor of Criminal Justice at California State University, San Bernardino, where he also serves as Director of the Center for the Study of Hate & Extremism, the professor shared his perspective on hate crimes data that reached beyond the numbers. John David Reitzel, an Assistant Professor of Criminal Justice at California State University, San Bernardino issued a Report to the nation titled, Hate Crimes Rise in the U.S. Cities and Counties in Time of Division
& Foreign Interference. According to the report, hate crimes in America’s ten largest cities rose 12.5 percent in 2017. In contrast, the report noted crime in general dropped slightly across the nation in the first half of 2017, with preliminary FBI figures showing a 0.8 percent decrease in violent crime and a 2.9 percent decrease in property crime. The report also showed that in addition to the usual stressors and incidents that historically impact hate related events, “Russian operatives engaged in an orchestrated manipulation of social media which they ramped up late in 2016, the majority of which revolved around dividing the nation along racial lines.” Last year’s ten-city-combined-total of hate related incidents represented a 33 percent increase in hate crime over 2010, and a 25 percent increase for the decade, 2008 through 2017. Levin is an expert on this issue and as a result, has testified before both houses of Congress and various state legislatures on issues related to hate and terrorism. Levin was asked about the recent increase in hate crimes in addition to a report released by the California State Auditor in May that showed the state is undercounting hate crimes because of outdated policies that have led law enforcement agencies to mis-identify or fail to report such incidents.

targets of hate related crimes at numbers far greater than their portion (approximately 13 percent) of the population. The percent of hate crimes committed against them used to range between 35 and 40 percent of the total in any given year. The most common type of hate crime bias categories in the nation’s ten largest cities in 2017, were anti-Black, anti-Semitic, anti-gay and anti-Latino, but there was wide variation across different cities for this and other factors. For example, in Los Angeles more hate crimes were committed against gay men, where in New York, most victims were Jewish. “We actually have a pretty good idea of trends, but we know the data is limited due to the attenuated relationship with police in some states,” Although forty-five states and D.C. have hate-crime statutes, Levin reported the coverage and enforcement from state to state varies significantly. As those who track hate crimes continuously strive to improve the usefulness and value of the data they present, some members of the media have claimed the numbers are useless, unless they can help identify certain trends based on historical data. For example, “Hate crimes here in California and nationally are down from their 2006 highs,” Levin shared. There are usable national statistics on this subject that date back to 1992. Interestingly, when you look at hate crimes against members of the African American community and compare data for 2016 versus the 2008, the number of anti-Black hate crimes in 2016 were 1739 or 28.4 percent. “The lowest percentage this century as well as the lowest number,” Levin confirmed. Levin continued with an interesting observation

about this trend, “We are seeing bigotry get vented through other things like social media or obnoxious pubic displays that don’t rise to the level of criminality.” One of the ways Levin places the rise and fall of hate crime incidents into relative historical context is by looking at what occurred politically, socially and/ or economically during such peaks and valleys. He offered the following context. In 1865, two things happened--the 13th Amendment to the Constitution abolishing slavery was ratified and the KKK was born. In 1869, the KKK was disbanded and Tennessee saw the birth of Jim Crow laws focused on racial discrimination against Blacks. In 1924, America passed an immigration law— the Johnson-Reed Act, which drastically limited immigration and made permanent restrictions designed to keep out Southern and Eastern Europeans, particularly Italians and Jews, Africans, Middle Easterners, in addition, it barred Asian immigration all together—this law was once praised by U.S. Attorney General Jeff Sessions. By the late 1920’s, the stock market also began to falter. In the meantime, the 1920s saw the Ku Klux Klan (KKK) reach its zenith when the organization’s membership rose to between 4.5 and 5 million. What also happened in America during that decade? As a nation, Levin explained, “We became more industrial and more urban.” And in response, the KKK rallied
its base by leveraging their traditional disdain for African-Americans and exploited their members’ nostalgia against them. In many ways, what triggered the rise in hate that has gripped the nation since President Trump took office more than a year ago, is not much different than what has ignited hate fueled anger since the ratification of the 13th amendment in 1865. According to Levin, hate groups are remarkably adept at finding and exploiting issues, so they can ride the wave. “We are seeing diversification,” Levin explained, “anti-Muslim, anti-Arab, anti-Transgender, Anti-Latino, antiBlack, anti-White—perceptions of race relations are low.” He added, “What we’ve seen in large American cities, gives a decent, national crosssection [of what is happening] and we don’t have to wait for official data. “In the two and a half years leading up to and just after Charlottesville, the nation witnessed more mega rallies of White nationalist (100 or more participants) in public,” Levin noted and continued, “Charlottesville or the rally held the night before at the University of Virginia, was the biggest rally in decades.” Levin believes this may be partly attributed to a perceived threat these groups attribute to changing demographics that show for the first
time, White Christians are not the majority in the U.S. The May report stressed that, “Prejudice and individual manifestations of it often involve a range of interdependent variables that make certain conclusions more difficult to draw than others, particularly in trying to connect a rise in hate crime to one specific causal factor.” Levin reported hate crimes have trended downward so far this year, but he also acknowledged the rapidly approaching and highly charged mid-term election, coupled with instability being experienced on a national and international level could impact this trend. “Hopefully, these declines of hate crimes so far in 2018, will hold, but as in 2016 any drop could be illusory come year end, as emotions run high in a fragmented and increasingly uncivil society,” he asserted. Moreno Valley Celebrates 6th Annual African American Family Reunion Moreno Valley
H
undreds of participants gathered at the Towngate Park in Moreno Valley on Saturday, August 25 in celebration of the city’s 6th Annual African American Family Reunion. The event was hosted by Moreno Valley’s African American Coalition and there was no charge to attend. Not only did those who participated enjoy free food and live entertainment, during the gathering attendees also had opportunities to learn more about a variety of services available to them. More than twenty vendors provided information on subjects that ranged from health to education to employment and beyond. This year’s event was made possible in part, due to the support of several sponsors including the NAACP, the Black Voice News, Congressman Mark Takano and Senator Richard Roth. The African American Coalition was founded by Dr. Denise Fleming and consists of representatives from several different organizations, entrepreneurs, community leaders and residents who work together to achieve common goals. The group meets monthly and organizes activities throughout the year including the Red & Black Ball held each February. Another Setback for Moreno Valley’s World Logistics Center

ate last week, the Fourth Circuit Court of Appeals ruled against Moreno Valley’s unorthodox approach to approval of the controversial World Logistics Center. The appellate court decision reversed a lower court ruling made in 2016, that sided with the city and Highland Fairview, the developer, and in the process, upheld an agreement between them to construct the massive center. The five environmental groups who joined forces in the original lawsuit, held their coalition together and jointly pursued the subsequent appeal against the lower court ruling. To by pass CEQA requirements the Moreno Valley City Council first authorized the agreement with the developer and then sought voter approval for the plan in the hopes of making it exempt from environmental challenges. Moreno Valley officials and the World Logistic Center’s developer had sought to leverage a 2014 California Supreme Court ruling to their advantage. The ruling said voter-approved development initiatives are generally exempt from the California Environmental Quality Act. They also sought to leverage a state election law they claimed permits municipalities to approve
ordinances that are part of a potential initiative if signatures supporting the measure represent 10 percent of registered voters. Last week, the appeals court disagreed and determined that state law prevents cities from adopting development agreements by voter initiative. As a result, the judges directed the Moreno Valley City Council to set aside adoption of its World Logistics Center agreement. Although city officials now claim the ruling will have no impact and the development will continue to move forward as planned, the environmental groups who sued consider their legal victory a significant setback for the 40-million-square-foot project. This is the second setback for city officials and the developer regarding this project. Less than two months ago the Riverside Superior County declared the project’s Environmental Impact Report (EIR), void. A revised EIR was submitted and will remain available for review and public comment until September 7. The revised EIR is available online at http://www.moval.org/cdd/documents/aboutprojects.html.

She further noted how the future of environmental quality in the region is dependent on the fate of the Salton Sea. The sea is already shrinking and posing a public health hazard due to dust emissions. Locally, logistics added 84,193 new jobs between 2011 and 2018.
