f you have read any local news recently, even just the headlines, you would know that there is a lot wrong in the city of Moreno Valley. In the past few weeks one councilman was arrested on suspicion of fraud and a day later resigned. In the past few months, federal agents raided the homes and businesses of the mayor and city councilmembers as part of a corruption investigation fueled by allegations of influence peddling, campaign violations, and political corruption. The citizens responded with a recall of the entire council. A school board member was found guilty of pimping, pandering, and insurance fraud. Then there was the resignation of the overpaid city manager and the economic development director. This week’s Point of View, written by a leader of the city’s concerned citizens advocacy group, outlines the many scandals and broken promises of economic growth and prosperity that have plagued the city of Moreno Valley in recent years. But during the week of the mayor’s annual city address, where I anticipate he will not announce what the city really needs - his resignation from office as well as that of the rest of the city council - we thought we would highlight something that is right in the city… the quiet and effective leadership of the city’s public school superintendent. Last month I had the opportunity to spend one week with 21 teachers and administrators serving the children of Moreno Valley Unified School District. They made up the entirety of our 16th Annual Underground Railroad Study Tour. Three years ago Superintendent Judy White sent three teachers, a year later a group of ten teachers and parents made the trek, this year 21. Why? “Because I have seen a profound change in people who participate,“ she said to the group at our orientation meeting a few weeks prior to the tour. That profound difference has already yielded results when earlier this month over 500 parents of students who have been the hardest to reach, have the lowest test scores, and traditionally from the least engaged families met with school leaders, community leaders, and other education professionals to learn how they can access information that will help their children be more successful this academic year and for the rest of their academic lives. It all starts with strong and visionary leadership, which is what the district has found in the quiet and determined efforts of Superintendent White. Like the educators who joined me last month, Dr. White is determined to transform the lives of the students in the district by transforming their educational experience. She has developed partnerships with parents, teachers, administrators, and staff and created new programs that involve the larger community and support student achievement. Yes, there is some good news in Moreno Valley just look in the classrooms of dedicated and determined teachers, the homes of engaged families, and the executive offices of a transformed school district.

Moreno Valley Residents Rally To Support Recall Efforts and Protest City Council Actions

n Tuesday, August 20, over 50 angry demonstrators protested in front of the Moreno Valley City Council building with red and green shirts to signify not only their anger, but also the council’s greed. The people of Moreno Valley held their protest signs high as citizen after citizen spoke words of disgust toward the council and Mayor Tom Owings. Several residents were there to protest the city’s plan to build a logistics conglomerate that the citizen’s of Moreno Valley believe to be unhealthy for the environment, citing that when construction starts it is estimated to bring over 1,400 trucks a day through the highways and streets of Moreno Valley. Longtime civic activist and local government watchdog Deanna Reader told the VOICE, “these trucks will destroy the roads more than they already are. And their repair will come directly out of the taxpayer’s pockets.” The group is confident that their words and actions will not go unheard. Chanting in unison under the guidance of Craig Givens, one of the leaders of the Concerned Citizens of Moreno Valley Advocacy

Group, “What do we want…recall! When do we want it…Now!,” residents expressed their desire to see all current city council members removed from office and replaced with individuals more interested in public good than personal gain. The demonstration started an hour before the city council was scheduled to hold their first study session since fellow councilmember Marcelo Co was arrested, charged with fraud, and resigned from his council position. inthenews 16 Riverside Youth Recognized For Completing Writing & Arts Program Riverside

n Thursday, August 15, sixteen young men and women from Riverside were recognized for their successful completion of The Write of Your Life, a 10-week writing and arts program created by Women Wonder Writers. The graduates, 13-22 year old residents from Operation SafeHouse and Plan-ItLife Group Home, gathered at D’Ceasaro Pizza in Riverside for a dinner sponsored by Plan-It-Life. For the past 10 weeks, the students met once weekly at California Baptist University (CBU) with WWW Instructors Raymond Hernandez, Tyler De Trinidad and Tabitha Leonard, all who are CBU students. The program was overseen by CBU Sociology Professor Marilyn Moore and WWW Co-Founder Nikki Randolph. At the graduation, the students received certificates of completion, a copy of their self-made videos “I Am” and “I Will,” and listened to a motivational speech by Professor Moore, whose story embraces resilience and survivorship from a childhood of harrowing abuse and unimaginable hurdles. Professor Moore’s

message to the young people is that, “there is a positive after every negative.” Through the 10-week program, the students journaled extensively, completed a short story about themselves, wrote poetry, and participated in art projects motivating them to let go of their troubled pasts. “This program impacts youth in many different ways. If they are going through a crisis or just trying to better themselves, this program is perfect for them. We hope the graduates will take what they have learned into real life situations,” said Instructor Raymond Hernandez. Raymond and the other instructors will be continuing their education at CBU this fall and continue to be involved with WWW. Women Wonder Writers (WWW) is a 501(c)(3) nonprofit life skills is a mentorship organization reaching “at-risk” youth and young adults, ages 12-22 years old. n today’s society minority communities are in a state of distress and suffering tremendous devastation from the effects of poverty, inferior education, drugs, violence, gangs, crime and mass incarceration without rehabilitation. Men have been removed from the community causing the diminishment of male leadership and forcing the collapse of the familial infrastructure. The quality of life in minority communities has been relegated to dilapidated living conditions and the environment is not one that is conducive to success. Our youth have absorbed the brunt of the consequences of the above actions and consequently they have been stripped of hope, faith, dreams and success is out of reach for many of them. ep. Gloria Negrete McLeod (D-Chino) recently held a field hearing on veterans’ issues in the City of Fontana. Veterans and their families filled the City’s council meeting room to capacity as panelists from local, state, and federal governments, as well as representatives from non-profit organizations, testified before Rep. Negrete McLeod. “We need to find out how to provide a more coordinated approach in supporting veterans in the Inland Empire,” said Negrete McLeod. “With different government agencies providing different services to veterans, individual cases can fall through the cracks. This field hearing was an opportunity to find out what is being done at the state and federal levels to ensure accessibility to

services for every veteran.” Panelists included representatives from the Veterans Benefits Administration, CALVET, & San Bernardino County Veterans Affairs Department who spoke about the various issues facing veterans in the Inland Empire which include: homelessness, mental health, job training, among other issues discussed in the field hearing. Veterans and community members spoke at the conclusion of the hearing. “I appreciate all veterans who shared their stories and input on how the community and both the state and federal government can better serve this population,” explained Rep. Negrete McLeod. “As servicemen and women return to their communities, the biggest challenge facing

s we approach the 50th anniversary of the famous March on Washington – Aug. 28 – Americans will recall Dr. King’s famous “dream;” many can recite entire passages of his historic address.

But it’s worth recalling the full meaning of that dream. The March on Washington was a march for justice. And the Civil Rights Movement transformed the country — gaining equal access to public accommodations, outlawing racial discrimination in employment, securing and protecting the right to vote with the Voting Rights Act. But the 1963 March was titled “March on Washington for Jobs and Freedom.” Economic opportunity was at its center. As a key organizer of the march, A. Philip Randolph, president of the Negro American Labor Council, put it: “We have no future in a society in which 6 million Black and White people are unemployed and millions more live in poverty. Nor is the goal of our civil rights revolution merely the passage of civil rights legislation. Yes, we want all public accommodations open to all citizens, but those accommodations will mean little to those who cannot afford to use them.” But for jobs and economic opportunity, the March on Washington remains unfinished 50 years later. Nearly one-half of all African-American children live in neighborhoods of concentrated poverty. Nearly three-fourths attend majority minority schools, often scarred by the “savage inequality” of public funding. African Americans are still two times more likely to be unemployed than Whites. Affordable housing remains beyond reach. Adequate public transport to allow access to jobs has declined, not improved. And in our inner cities and barrios, clean water, sound sewage, healthy food and good parks grow rarer. The 50th anniversary must revive the movement to address this unfinished agenda. Only now the

stakes are even greater. A majority of babies born in the United States are now children of color. In three decades, more than half of our population will be people of color, according to U.S. Census projections. By 2050, Bureau of Labor Statistics projections estimate that 42 percent of our workforce will be African American and Hispanic (today that figure is 27 percent). Diversity is our reality. We cannot afford to write off a majority of the next generation and still prosper as a great nation. We will educate and engage the children of all races or we will suffer continued decline. We have made great progress since 1963. American apartheid in the South was outlawed. Overt racial discrimination is against the law. No longer must African Americans move to the back of the bus. But the agenda of economic justice remains unfinished. The demands of the marchers in 1963 resonate today: full employment, affordable housing, equal and excellent public education, a minimum wage the equivalent of $13 an hour in today’s terms. We argued in 1963 that removing the shackles from the impoverished AfricanAmerican minority would lift the nation. Now the challenge is to provide opportunity to all children, including the children of color who are America’s future majority. Dr. Martin Luther King taught us that “Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” In this time of extreme inequality, equal opportunity will not be bestowed by the privileged; it must be demanded by working and poor people. Working and poor people, across regions and religions and race, must come together to transform our national politics and priorities. The 50th Anniversary of the March on Washington for Jobs and Freedom provides the opportunity to revive the full breadth of Dr. King’s dream and the full scope of the challenge to reach it.

he entire Moreno Valley Council is facing a recall effort. The effort is being led by the Concerned Citizens of Moreno Valley Advocacy Group, whose mission is good governance in the City of Moreno Valley.

acre international trade center with a private airport in the area. The centerpiece of that project, begun in 1986, was a 10,000-foot long runway that could accommodate 747s, a massive intermodal cargo hub and designation of the area as a duty-free trade zone.

Concerned Citizens started the recall effort after the entire city council was targeted by the Inland Empire Joint Task Force as part of an investigation into political corruption and influence peddling. All five council members and their political backer’s (Iddo Benzeevi) homes and businesses were raided by the Inland Regional Corruption Task Force, which includes the district attorney, FBI, IRS, and U.S. Attorney’s office. Some searches were conducted under federal warrants. Others were performed through Riverside County District Attorney’s warrants. There are allegations of campaign violations, fraud, influence peddling, and other potential charges of corruption. Highland Fairview is one of several companies operating in Moreno Valley operated by local land developer Benzeevi who had a hand in constructing the Skechers distribution center and has proposed to build the World Logistics Center and a medical corridor on the eastern end of the city. In addition to this chain of events, city manager Henry Garcia (with a $430,000 salary per year) has resigned under suspicion, as did economic development director Barry Foster.

Political Involvement Iddo Benzeevi has contributed hundred of thousands of dollars to Moreno Valley political candidates over the past several decades. The Highland Fairview Company also has become quietly involved in community affairs, donating $124,900 to help city leaders defeat two local ballot measures in the 2004 city election. The company also donated $20,000 to help pay for Moreno Valley’s 21st birthday celebration in December and Benzeevi also personally donated $5,000 to help revive the tennis program at Moreno Valley’s Valley View High School two years after it was eliminated. Benzeevi said the donations were meant to support “good community efforts,” not influence politicians.

Benzeevi is no stranger to the Inland area even though he is from Los Angeles From what is known from stories about Iddo in various newspaper articles written over 30 years, Iddo has made promises of thousands of jobs and massive development projects to the communities of Moreno Valley and San Bernardino that have failed to materialize with the exception of Skechers distribution center.

Benzeevi proposed a similar plan for the city of Moreno Valley several years ago, but it was nixed because of opposition from nearby March Air Force Base.

The city council approved 75 million dollars of infrastructure for Benzeevi’s Aquabella Wellness $4.2 billion medical campus, while suing March Life Care Medical Project because it would compete with his project if it were to ever happen giving Benzeevi’s track record of development over the last 30 years. Benzeevi is a land speculator. Jobs! Jobs! Jobs! 10,000s of jobs over decades, but no jobs except for 1 from Benzeevi’s projects. The bottom line is that the city council of Moreno Valley is corrupt because it serves one man and not the citizens of Moreno Valley’s best interest.

Wells Fargo’s CityLIFT Event Awards $4.8 Million to IE Homebuyers

or two days, hundreds of potential homebuyers attended Wells Fargo’s CityLIFTSM event at the National Orange Show in San Bernardino in hopes of receiving $15,000 in down payment assistance. The CityLIFT program is a collaboration between Wells Fargo and NeighborWorks America’s local affiliate Neighborhood Housing Services of the Inland Empire. Potential homebuyers who were looking to purchase a home in one of the five qualifying Inland Empire cities of San Bernardino, Riverside, Fontana, Moreno Valley and Corona met with representatives from Wells Fargo and NHSIE to see if they qualified for a down payment grant. One of the lucky grant recipients was San Bernardino resident Charles Thomas. City of San Bernardino employee and Army veteran Charles Thomas and his wife Tye had thought about buying a home for years. With five young children under 9 years

old, owning a home in the city where he works was a dream for Thomas. But every time they applied for a mortgage the answer was no, being turned down as recently as May of this year. Thomas became optimistic after hearing about the CityLIFT program on a local radio station and the potential of receiving $15,000 towards a down payment. Not quite sure where to start, Thomas stopped by the Wells Fargo Home Mortgage branch across the street from his work to see what steps he needed to take to qualify. Wells Fargo Home Mortgage Consultant Tandi Smith sat down with Thomas and looking through possible options, included FHA and VA programs, and was able to get him pre-approved for a $150,000 home loan. With approval in hand, Thomas attended the CityLIFT event in San Bernardino on Friday August 9th and after an hour or so, received the news that he would be receiving a $15,000 grant towards the purchase of a new home.

This $15,000 is going to allow us to not only buy a house but get a jump start on saving for our future.” Smith was onsite at the San Bernardino National Orange Show on the first day of the CityLIFT event to walk Thomas through the process and give him the good news that he was one of the many grant recipients who were awarded the 100% of the $4.8 million dollars in down payment assistance. “With the Inland Empire being one of the areas most deeply affected by the country’s housing crisis, one of the most important things that will come from the $4.8 million in down payment grants awarded, will be the hundreds of new homeowners planting roots in this community,” said Celia Lanning, Wells Fargo’s Inland Empire regional president. “The CityLIFT program was

created to help families who have been unable to purchase a home because they struggle with making the down payment or have to compete with investors. We hope to help address this issue by providing down payment assistance grants and homebuyer education to help local residents realize their dream of owning a home.” In addition to an appointment to meet with a Wells Fargo Home Mortgage consultants and nonprofit counselors, customers were able to take advantage of on-site homebuyer education and learn more about potential properties to purchase at the virtual affordable home tour. Customers who received a reservation still need to purchase and close on a property to receive the grant. To support sustainable homeownership and advance neighborhood stability, the CityLIFTSM program looks to the future by delivering down payment assistance and financial education to homebuyers. Over 500 Moreno Valley Parents Attend Conference on Parental Engagement

oreno Valley Unified’s African-American Parents Association in partnership with MVUSD hosted over 500 parents at Vista del Lago High School before school started earlier this month. With the excitement of a new school year, parents were armed with great information on how to help their students be successful in school and stay motivated during the academic year. “It was a great showing of support to help our students,” said Micki Clowney, a MVUSD parent and one of the event organizers. Parents, working with staff and teachers, developed the idea after attending the Footsteps to Freedom Underground Railroad Study Tour three years ago. Because of their efforts, students are expected to have a great school year this year and many more to come.

The Princeton Review selected Cal State San Bernardino to its “Best in the West” section of its website feature, “2014 Best Colleges: Region by Region.” CSUSB is among just 124 institutions that The Princeton Review chose for its “Best in the West” list and one of only seven California State University campuses that were included at the Best Regional Colleges Web page at http://www. princetonreview.com/best-regional-colleges.aspx. This marks the 10th straight year that the university has been included on the Princeton Review “Best in the West” list, which draws from 15 western states. In total, The Princeton Review named 643 colleges as regional bests throughout the country. Cal State San Bernardino was also named to the 2013 Forbes ranking of “America’s Top Colleges” for the fourth consecutive year. The Forbes list ranks the top 650 of all colleges and universities in the United States, measuring the top 20 percent of all U.S. undergraduate institutions. CSUSB also ranked among Forbes’ top institutions in the West, as well as among the top four-year public institutions in the country. The Forbes rankings were compiled in conjunction with the Center for College Affordability and Productivity from Washington, D.C., using five general categories: student satisfaction, postgraduate success, student debt, graduation rates and academic success. “It is a major accomplishment and tremendous honor to be named among the best campuses in the nation, said CSUSB President Tomás Morales. “These kinds of affirmations are usually reserved for the leading private colleges and larger public universities, and we are very proud to be recognized among the country’s most outstanding institutions. Cal State San Bernardino truly is a very special place.” The Princeton Review asked students to rate their own schools on several issues, from the accessibility of their professors to the quality of the

campus food, and also to answer questions about themselves, their fellow students and their campus life. Dr. Judy White, Superintendent, Moreno Valley Unified School District Dr. Judy White is an excellent example of a servant leader whose transformational approach has been recognized by numerous entities. Nothing better symbolizes her thinking of her role as Superintendent of Moreno Valley Unified School District, than her decision to greet students on the first day of school this year dressed as the superhero Superwoman. In an effort to encourage the 1,000-2,000 students who chose to stay home the first day of school, Dr. White joined other members of her staff in greeting students as their students’ favorite superheroes and storybook characters. The first day this year proved a success as more students attended the mid-week first day than in previous years. Noted for her ability to break down traditional silos and walls to increase student learning, Dr. White has created a model of excellence built on collaboration. During the opening of a recent leadership summit welcoming teachers, administrators and staff “Back to School” for the 2013-14 school year, she remarked, “Moreno Valley Unified School District is a place where “Excellence On Purpose” is our way of life. This marks my 36th year in education and it is such a pleasure to serve and live in Moreno Valley. Our team of educators continues to embrace what is in the best interest of students. We celebrate a continued increase in student knowledge and understanding proved by increases in our students’ test scores, graduation rates and college going rates.” What is your vision for success in the district? Success, I believe, will be measured by each and every employee being adequately prepared to maximize learning for every student. While student success is a continuous process, it is my vision to see each and every student thrive in mastering academic standards, developing the ability to apply their knowledge to real life

situations and accessing the college and or career where they can be productive citizens. Can you describe some creative programs you are developing for students and educators in the district to achieve the goals of the strategic plan? The Moreno Valley Unified School District is looking forward to creative programs that will accelerate the achievement of our students and families. We are the recipients of two i3 innovation Grants that will focus on Families Going to College and Success for All in Math. Additionally, we are partnering with National University on “Project Moving Forward” and Brandman University to establish a demonstration school. AmeriCorps is providing five coordinators to recruit mentors that will work in conjunction with Sigma Beta XI to help all students with an added focus on the success of African American males. We celebrate that all of our schools have been adopted by at least three business, service, or faith community partners. What is the biggest success that you are expecting over the next few years for the students of Moreno Valley Unified School District? We are expecting to close the achievement gap. Is there anything else you would like our readers to know about you as a leader? Some people have nicknamed me the “history maker and stereotype breaker.” I am passionate and relentless about the success of all students.
