he Inland Empire Chapter of Jack and Jill of America, Incorporated was recently awarded a $3000 Reading Corner Literacy Grant from Jack and Jill of America Foundation. The mothers in the chapter chose as their partner Juanita Blakely Jones Elementary School in the San Bernardino City Unified School District as their partner organization. The chapter mothers planned, decorated and created a relaxing and comforting space for students in Kindergarten through third grade to come and enjoy reading books. Chapter mothers will also have story time where mothers read to the students and allow the students to read books aloud. Chapter teens are also excited to participate as volunteers to read to the students. The reading corner will provide books to students not only to read while relaxing in the reading corner but also to check out books and other educational materials. The Inland Empire mothers remain committed to volunteering time to the reading corner after completion of the one grant year. The students at Jones Elementary School enjoy reading in the tent, sitting on bean bags and rugs, and listening to books on tape. Outgoing president Tracy Tillman and incoming president Angelique King expressed interest in continuing to serve the students that come to the reading corner. The Inland Empire Chapter members are excited to be able to provide exceptional educational services and a service learning opportunity to teens.

A Monster Solar Flare

Riverside-As hurricane Irma roared through the Caribbean and prepared to wreak havoc in Florida, as wildfires raged across the western United States, and two days before Mexico experienced its strongest earthquake in a century—an 8.2 on the Richter scale—on Wednesday, August 6, the sun had its own rare event, releasing two powerful solar flares. A solar flare occurs when there is an eruption of high energy radiation from the sun’s surface. According to Science magazine, the second one was the most powerful flare in more than a decade. According to the National Oceanic and Atmospheric Administration’s Space Weather Prediction Center, the solar flares resulted in radio blackouts and a loss of low frequency communications used in navigation for approximately an hour.

Beware of Fake Utility Trucks and Employees

L
ate last week, Riverside Public Utilities (RPU)—a consumer-owned water and electric utility—warned its customers to be aware of people driving fake utility trucks from an unknown utility agency, posing as City of Riverside/RPU employees. According to RPU, the individuals claim they need to come inside your home to check the electrical box. However, according to RPU officials, any of their personnel working in the community drive clearly marked RPU vehicles, wear city uniforms with logos, and display proper photo identification. In addition, RPU only contacts its customers through paper billing statements, online billing emails, late payment reminders, and green “48-hour notification” tags placed at the customer’s address. “RPU customers should be vigilant and aware of their surroundings. The safety and security of our customers remain a top priority of RPU. If you see something suspicious, please report it right away,” says RPU General Manager Girish Balachandran. RPU customers are encouraged to report possible fraudulent actions to the City’s Call Center (from a landline) at 311, or (951) 826-5311. Customers can also file a report with the Riverside Police Department at (951) 354-2007.

Judges Assigned to Inland Empire Courts Sacramento—The Commission on the Future of California’s Court System reported last year that Riverside and San Bernardino counties had only 60 percent of the judges needed, while elsewhere in the state, municipalities had too many judges. Last week, thanks to SB103, four judgeships previously assigned to the Superior Courts of Alameda and Santa Clara counties are being reassigned to Riverside and San Bernardino Counties, effective in January 2018. Although this is far from the number of judges needed to meet the local shortfall, the four new judges will be welcomed additions to the inland area.

Fire Season is Now Year Round - Are You Ready?
T
he recent La Tuna Canyon wildfire above Los Angeles fire burned 7,000 acres, forced nearly 1,400 people into temporary shelters and triggered a state of emergency. Similar wildfires in San Bernardino, Beaumont, and the Riverside foothills remind us that California’s fire season is now year-round. The state’s fire season historically has been from late September (with the start of the Santa Ana winds) to just after Thanksgiving. But even with the past rainy season’s gains, the previous five years of drought have left area mountain communities, foothills and grassy areas vulnerable. In a disaster, local officials and relief workers cannot reach everyone immediately. Help may not arrive for hours or days. You and your family -- and don't forget to include the needs
of those with disabilities -- need to be prepared ahead of time because you won't have time to shop or search for the supplies you will need when a disaster strikes. Most natural disasters are the result of some force of nature, such as earthquakes, tornadoes, hurricanes, and floods. Some disasters like wildfires are the cause of human actions, intentional or unintentional. A disaster plan will help with safety, security, and comfort. • Discuss what to do in an evacuation. When told by officials, go immediately to a shelter as instructed or to the home of a friend or relative who lives out of the area. Find out about your local shelters beforehand. • Know evacuation routes. Pre-establish several different routes in case certain roads are blocked or closed.
• Family members can become separated during an emergency. Be prepared by creating a plan for how to reach one another. Establish an outof-area contact (such as a relative or friend) who can coordinate family members' locations and information should you become separated. • Make sure children learn the phone numbers and addresses, and know the emergency plans. Decide how to take care of pets. Pets are not allowed in places where food is served, so you will need to have a place to take your pets if you have to go to a shelter. • Post emergency phone numbers (fire, police, ambulance, etc.) by the phone. • Purchase a readymade or assemble a family disaster supplies kit and keep a smaller one in the trunk of your vehicle.

Mundos Alternos: Art and Science Fiction in the Americas at UCR ARTSblock Riverside
B
eginning Friday, September 16, the UCR ARTSblock will present Mundos Alternos: Art and Science Fiction in the Americas. The exhibit is the culmination of a worldwide exploration that included 18 months of travel throughout six countries. The exhibition curators, Robb Hernandez, Tyler Stallings and Joanna Szupinska-Myers visited more than 400 artists, curators and scholars and selected over 30 contemporary artists who work within the science fiction genre to imagine new realities and alternate worlds. Mundos Alternos is a reflection of the curators’ relentless efforts to identify established and emergent voices in the field. For many of the artists this is their first time showing their work in Southern California. “Mundos Alternos is the first project that considers the convergence of visual art, science fiction and Latin American studies, a convergence that has the potential to generate further inquiries in all of these fields,” said
Szupinska-Myers. In addition to being cocurator of the exhibit, Szupinska-Myers is the Senior Curator of Exhibitions at the California Museum of Photography. Visitors to the exhibit are encouraged to expect the unexpected by way of largescale installations, photographs, sculptures, drawings, paintings, performances, and video installations that encompass 11,000 square feet in ARTblock’s two adjacent buildings—the California Museum of Photography and the Barbara and Art Culver Center of the Arts. The curatorial team has also produced a major contribution to the field of science fiction studies in the form of a heavily illustrated book that includes original essays by the curators and leading scholars with expertise in Latin American, Latino/a, and Chicano/a visual culture, with an emphasis on the United States, Mexico, Argentina, Brazil and Central America. “We have selected a swath of artists across the Americas who have created artworks that point
to alternate worlds, in which self-determination and autonomy can occur in a present that is already the past pointing to a future,” explained Stallngs, co-curator and Artistic Director of the Culver Center of the Arts. The exhibit’s other co-curator, Assistant Professor of English at UCR, Robb Hernandez said, “This exhibition is the first effort of transnational scope to identify the growing tendency of science fiction in contemporary Latin American and Latino art, a tendency that recasts the future: at a time when debates over immigration reform, militarized borders, mass deportations, and efforts to build ‘the wall’ might suggest otherwise.” According to ARTSblock Executive Director Sheila Bergman, “Building on UCR’s international reputation in the study of science fiction, this ambitious exhibition contributes new scholarship to the field of contemporary Latin American and Latino/a artistic expression.” continued on page 12

RUSD Officials Stand Firmly Together on District’s Status as “Safe Learning Zone”
L
ast week, in a show of unity, the Board of Education for the Riverside Unified School District issued a joint statement in response to the Trump Administration’s decision to end the program that protects young undocumented immigrants, known as “dreamers,” from being deported. According to the Migration Policy Institute, the president’s decision to dissolve the Deferred Action for Childhood Arrivals (DACA) program would directly impact approximately 1.9 million people nationwide and nearly 31,000 individuals in Riverside County who currently qualify for DACA protection. The announcement regarding the program’s demise made by U.S. Attorney General Jeff Sessions last Tuesday caused an influx of uncertainty and fear of deportation among
many Riverside families serviced by RUSD. School district officials spoke out in a show of support for those who may be affected by the Administration’s latest move. “We believe every one of our kids has the
right to a free, public and world-class education to provide opportunities to secure the American dream for themselves and their families,” said Brent Lee, RUSD Board of Education President. “I am concerned with the news out of Washington today, but I am hopeful that Congress will act to protect and support the thousands of Dreamers that make our schools and communities better.” RUSD Board of Education Member Dr. Angelov Farooq said, “I am proud to stand with Dreamers and with a district so compassionately committed to empowering all of its students with opportunities to be successful. n September 1, several local newspapers reported on a story about a Black baby doll found hanging from a noose in the Rim of the World Unified School District’s Transportation Office. The reports reignited claims of racism at the school district and raised passions at its September 7 workshop meeting.

“Defeating racism, tribalism, intolerance and all forms of discriminat The original incident, previously reported in The Voice/Black Voice News, occurred at the end of Rim of the World Unified School District’s (ROWUSD) 2016-17 school year, when an elementary school student allegedly dangled a Black baby doll by a noose outside the window of the school bus as it went along its route to Valley of Enchantment Elementary School. A school bus driver discovered the student’s actions, confiscated the Black baby doll and noose and took it to the school district’s transportation office. It is what happened next that turmoil among employees in an emotionally divisive issue. The Sun newspaper article, dated September 1, alleged the names of school district employees responsible for hanging the Black baby doll in the transportation office, and how it remained on display for several weeks. In the article, ROWUSD employees Sandi Renfro and brothers Harry and Shane McLelland alleged ROWUSD’s newly promoted Supervisor of Transportation, Jennifer Kawell, allowed retired bus driver, Susie Elliott, to hang the mock-lynched Black baby doll in the transportation office where it remained despite repeated objections. ROWUSD, located in the San Bernardino Mountains, has a student population of 1,922— 1,115 Caucasian (58 percent), 14 AfricanAmerican (.007 percent), 674 Hispanic or Latino (35 percent), 10 Asian (.005 percent), 6 American Indian or Alaska Native (.003 percent), 6 Filipino (.003 percent), and 5 Native Hawaiian or Pacific Islander (.002 percent). At ROWUSD’s workshop meeting on September 7, it’s all-White Board of Trustees sat before an audience of mostly White people, a few African Americans and a few Hispanic or Latino, all concerned over what a mock-lynched Black baby doll symbolized and what it foretold for the district; two speakers attended to provide opposing views of the incident. “I am the parent that found the Black baby doll hanging by its neck in Jennifer Kawell's office,” ROWUSD Employee Jennyfer Thompson revealed, recalling, “I am the one that was told by a lady from the Administration Office “not to worry, because the doll is not always hanging
there.” “I am the one that got a phone call from Mrs. Kawell saying ‘I know it looked bad, but it's not what you think it is,’” Thompson continued, decrying those who say the article “severely distorted what occurred” or called it “Fake News,” a slap “in the face for people that took a stand and did the right thing.” “Susie Elliot committed an inexcusable act by hanging the Black baby doll up by its neck,” Thompson accused. “Jennifer Kawell committed several inexcusable acts by, first off, being in charge of that office and allowing it, second, laughing about it, and third, denying several requests for it to be taken down.” “You called it an ‘unfortunate incident’ when in all reality this is a bunch of serious, maybe even criminal acts committed by your employees,” Thompson objected. “This has not just tainted my view of mountain living, it has also given me anxiety each and every single day that I have to send my bi-racial children off to attend school in this district!” “What actually is fake news, is that appropriate actions have been taken,” Thompson complained. “If appropriate actions would have been taken I wouldn't be standing here right now” and Kawell and Elliot would no longer work for the district. “And for neither the new superintendent nor any of the board members to step in is simply disgusting and sends a pretty strong, disturbing message.” Thompson concluded, “’A fish rots from the head down’ is an old German saying that perfectly describes

this district.” Kawell sent an African-American representative, Celeste Bryant, to read her statement before the board and audience. “I am the Transportation Department Supervisor within the ROWUSD,” Bryant read. “On September 1, 2017, a misleading article was published in the San Bernardino Sun newspaper regarding an incident that had taken place in May 2017 within our District Transportation Department.
“A toy doll with Black arms and strategically tangled and knotted around the neck area of the toy was confiscated from a child by one of our newly hired drivers. The driver discovered an elementary school student dangling the toy out of the moving school bus.” The statement continued, “The toy was confiscated and delivered to the current director of transportation at that time. I had only been under the supervisor role for less than 30 days and was under the direction of the director of transportation,” with the transportation office having no “specific work area designated for specific people” and “frequented and used by transportation employees.” “I was not aware of the doll’s presence or location

tion will liberate us all, victim and perpetrator alike.” - Ban Ki-moon in the dispatch office until May 25, 2017, when I was approached by one of our secretaries in a nearby office,” Kawell’s statement read. “Immediately, once informed of the doll, I entered the dispatch office and removed the toy doll…contacted the assistant superintendent [and] followed his direction.” Kawell claimed district officials thoroughly investigated the incident and disciplined involved employees, while two of the employees accusing her
in the Sun article were motivated to remove her from her new position after applying and not being chosen for the promotion themselves. “Racism, intolerance, and racially insensitive behavior has not and will not be tolerated by myself or any employees under my supervision nor in my personal life,” Kawell voiced, objecting to the inclusion of her personal and family’s information in the Sun article, which “now led to my family being personally attacked, stalked and harassed.” Dr. Ana Wilson, a tutor at Charles Hoffman Elementary School, addressed the audience. “I look like you up here, I’m white as many of you in here, I’m educated, I’m middle class. But you see, I’m not like you, I’m a Jew,” she revealed, placing a yellow Star of
David on her blouse. “This is Jude, Jude means Jew in German. Like the majority of the Jews now alive, I have family members who died in the concentration camps.” “My only grandson is bi-racial, his mother is African-American, his father is white; when you look at him you see a young Black man,” Wilson continued, opining that people judge him “on the color of his skin.” “Two of my granddaughters are bi-racial, their mother is Cuban, their father is white,” Wilson said, “You judge them because they are Latina and many assume now that they are undocumented despite being born in the U.S.” “Lastly, I’m not like you, I’m married to my wife, we now have the same legal basis as those of you in heterosexual marriage,” Wilson said, “You now don’t view me the same as you did when I stepped to the podium but I am the same, your view changed based on this information.” “I read this because we are dealing with racism, with cultures of sexism, xenophobia, homophobia and we need to confront this,” Wilson voiced. “We need to join together as Americans and denounce all who preach of hate instead of love, acceptance and understanding that should define our 21st Century.” Superintendent Michelle Murphy, hired on July 1, addressed the audience, “Let me be very clear about something: images or behavior that communicate racism or intolerance will not be tolerated in this district, even if these actions are taken through ignorance or insensitivity, they simply are not allowed.”
“With that being said there are a few important points I would like to emphasize about this issue tonight,” Murphy continued. “Since the conclusion of this investigation there are employees that are no longer employed by this district that were involved in the investigation. The entire department has received sensitivity training since the incident took place and this type of training is going to be continued and ongoing. We are confident in our process and what we have done. “The focus at ROWUSD will continue to be one that is focused on students, their achievement, their education, and their ability to make a positive influence in contributions to our community and to our world,” Murphy concluded thanking those who spoke. ROWUSD President Cindy Gardner characterized the “incident of the last school year” as an “insensitive lapse of judgment” while also a reminder for people to be more sensitive, examine how they view others and “have that conversation.” Gardner recalled a time in her life when she was considered a minority while attending junior high in Chula Vista and experienced what it was like to “be on the receiving end of what others go through daily.” Gardner concluded the district wants every student to feel safe and secure to create “success for every single student, no matter what their color, their sexual preference, their religious base and foundation, we are inclusive.” The San Bernardino County Sheriff’s Department has acknowledged an ongoing investigation into threatening phone calls and emails received by the district and its employees without viewing the incident itself as a hate crime, because no one was specifically targeted, and due to lack of intent. I am hopeful that we will find a home for these scholars in our district.” Board member Patricia Lock-Dawson’s first thoughts were about the children, saying “My thoughts go out to our families, many of whom must be so scared and confused right now. I just want them to know that RUSD will provide as much information and support as we possibly can.” RUSD Superintendent Dr. David Hansen reiterated that the district is, and will continue to be, a “Safe Learning Zone” for students. In February, RUSD adopted a resolution that established a safe learning zone for all students, families, and staff, and the district stands by
the language in that resolution. RUSD will not use school resources to detect or assist in the apprehension of individuals solely on the basis of their immigration status, nor will they release any information about a student or family's immigration status to Immigration and Customs Enforcement unless compelled to do so by a court order. The District also prohibits school employees, contractors and volunteers from inquiring about a student's immigration status and from requiring students or parents to produce documents pertaining to that status. “We welcome all students here in RUSD. This is a place where young people come to learn, to feel safe, to get fed a few hot meals, and to build a strong foundation for a good life in America. We will continue our focused efforts to provide a worry-free learning zone for each and every student who steps foot into an RUSD facility,” Hansen said.

Mecca—Hydrogen sulfide is a colorless, flammable, hazardous gas with a “rotten egg” smell. When averaged over one hour, the state standard for outdoor levels of hydrogen sulfide is 30 parts per billion. One day last week, the level immediately downwind of the Salton Sea peaked at 181 parts per billion. As a result, the South Coast Air Quality Management District issued an advisory that expired late Friday. According to the agency, increased levels of Hydrogen sulfide can occur during the summer months, especially when the wind shifts. When this happens, in addition to the foul order, some individuals may temporarily experience headaches and/or nausea. If the symptoms persist, seek medical attention.
