everal years ago I received a call from Davion, a 19 year old, one of the several young men that performed in my husband’s production Buckworld One. For several years, Davion and a number of other teenage African-American boys were a significant part of our lives. When they had problems, which as you can imagine was often with this group, we were the first call they made. I will never forget the call one evening, when the boys were the victims of a “home invasion styled” robbery in their apartment. Crouched in the shower stall they whispered to the police operator that they could still hear the vandals outside the door taking anything of value while destroying everything else. When the police arrived they found the vandals gone and three scared teenagers trying to explain what happened. It was shortly after the officers arrived that the boys realized they were no longer victims of vandalism, but now seemed to be suspects in a crime that was committed at a cellphone store two weeks earlier by three teenaged boys who “fit their description.” That’s when Davion called us. I admit, as I rushed over to the apartment, the only advice I could give to him was to keep his mouth shut. “Don’t say a word,” I said. The officers were preparing for an impromptu line-up and had already communicated with the store manager who was on his way to see if he could identify them. I didn’t know the law, but I knew that an “impromptu line-up” just didn’t seem right. Arriving frenzied and panicked and as someone who knows the top law enforcement leaders in our area as well, I acted impulsively and with indignation. That’s code for - I got up in the officers’ faces and demanded they stop immediately. Okay I admit it was more like threatened. I threatened to call the chief, the president of the NAACP, and of course I planned to write about it in the paper. How dare they, I thought. I believe I actually said it to both officers before they called off the line-up. My husband thankfully calmed me down while explaining to the officer that he is a professor and I am a publisher and I believe he apologetically said something about his wife not being used to interacting with the police. I wish I had read “The 411 on the Five-O: The NAACP Real World Guide to Interacting with Law Enforcement” produced by the NAACP’s Legal Department and distributed by the Riverside Branch at the Blurred Lines Community Forum earlier this week. The forum, the first in a series of four events, was sparked by the police shooting of Michael Brown in Ferguson, Missouri and its aftermath and is designed to address violence in the Riverside and Moreno Valley communities and introduce strategies to reduce it. The vision of NAACP Criminal Justice Chair Imam Terry Major, the forum featured NAACP Riverside Chapter President Woodie RuckerHughes, Street Positive CEO Terry Boykins, Dubois Institute Executive Director Dr. E.M. Abdulmumin, UCR Professor of Psychology Dr. Carolyn Murray, and Crisis Intervention Specialist Aquil Basheer. The goal, Imam Major stated in his opening remarks, is to develop a sophisticated and intelligent conversation around the issues of race and violence in this community and develop prevention strategies. The first event was designed to start from within, identifying the problems and suggesting solutions. The second event is a production of the play Dreamscape followed-up by a talkback and conversation with our youth. The third will be a dialogue with our law enforcement community. And the final event in the series will be a rally for peace and an opportunity for the diverse community to fellowship together in the spirit of tolerance and peace. At the end of the forum, there were four clear directives: Focus on Community Parenting Develop Education and Economic Strategies Organize Around Public Service Create a Platform for Continued Conversation and Implementation The law enforcement guide is available to the general public and offers suggestions on how to reduce the probability of conflict when interacting with law enforcement in your car, on the street, in your home, or any time you are approached. Outreach to Hundreds of Homeless to be Held at The Gonzales Community Center in Colton Colton
T
he San Bernardino County Homeless Partnership will host a Project Connect on Thursday, September 25, 2014 at 10:00 a.m. - 3:00 p.m. The purpose of Project Connect is to provide a centralized location where nonprofit medical and social service providers collaborate to provide services to low-income families and the homeless. The event will be held at Gonzales Community Center, 670 Colton Ave., Colton, CA 92324. Collaborative partners hosting the event will provide individuals in attendance with free dental care, family support, housing support services, hygiene products, medical care, mental health services, substance abuse treatment, SSI benefits, legal advice, employment services and more. Additional resource and educational information regarding other available county services will also be provided. These types of events are intended to be a countywide network of service delivery to the homeless and low-income families and individuals in need residing throughout the County of San

now may be falling in the Rocky Mountains of Colorado and Canada, but Riverside will face a completely different mid-September forecast – up to five days in a row of triple-digit heat. Riverside Public Utilities (RPU) encourages its energy and water customers to make conscious efforts to save energy and water when the temperatures start to rise. That includes keeping blinds closed, turning off unnecessary lighting or computer equipment, and using fans to stay cool. With rain storms wetting most of the city last week, residents may also be able to cut back on their landscape watering. RPU recommends that water customers look at their yards and evaluate if they can reduce watering schedules accordingly. Residents are also encouraged to go to one of the many Cool Centers offered by the City of Riverside during extremely hot weather conditions. Find out more online at Riversideca.gov

inthenews St. Bernardine Medical Center Receives $100,000 Donation to Support Cancer Patients in the Oncology Unit San Bernardino
S
tater Bros. Charities and Inland Women Fighting Cancer recently presented a $100,000 check to the St. Bernardine Medical Center Foundation to support the renovation and refurbishment of 17 patient recovery rooms in the oncology unit. The upgrades will include in-room patient monitors, pain management identification boards and sleeper chairs for the overnight stay of a spouse or family member. “Our gratitude is immeasurable. Stater Bros. Charities and Inland Women Fighting Cancer have once again shown their generosity to St. Bernardine Medical Center with support for our growing oncology program and services,” said Dr. Osvaldo Garcia, chairman, St. Bernardine Medical Center Foundation Board of Trustees. “They share in our passion to provide enhanced treatment and care for our patients in a comforting environment and this gift will help us further our mission and achieve our goals,” Garcia added. Riverside’s Solar Growth Continues as Projects Pass 10 MW Riverside
T
he calendar shows that summer is nearly over and autumn will begin soon, but that has not slowed the exponential growth of solar projects in Riverside which have now surpassed the 10 megawatt (MW) mark. “This is the third solar milestone Riverside has achieved this year,” said Mayor Rusty Bailey, “so we are really moving forward on renewable energy. It’s exciting to see our city realize our vision of being a model solar city.” Riverside Public Utilities (RPU) began offering residential photovoltaic incentives in 2003 and commercial solar incentives in 2008. Soon, RPU was seeing about a 1 MW growth in solar totals each year (one megawatt is enough power for about 650 homes). As technology improved, costs reduced, and additional state incentives were made available, more and more solar energy generation systems sprouted onto residential and commercial

rooftops throughout town. In January, projects hit the 8 MW mark, and by spring had surpassed 9 MW. Today, there are more than 1,030 residential, commercial, and city-owned solar projects producing more than 10 MW of renewable energy throughout the city. In addition to supporting these customer-built systems, RPU actively works to increase the use of renewable energy projects to its overall power mix. They have also reviewed the feasibility of creating larger solar farms on city and utilityowned properties that would further solidify Riverside’s commitments to solar energy. Migraine and Headache Symptoms Dear Dr. Levister: I suffer from frequent headaches. How do I know if they are migraines or common headaches? R.G. Dear R.G.: There are many different types of headaches including tension headaches, migraine headaches, sinus headaches and cluster headaches. Although not all headaches are the same, they all share at least one thing in common -- they cause pain. But many headaches also cause other unwanted symptoms, including nausea and vomiting. People with tension headaches commonly report mild to moderate pain, constant band-like pain, pressure or throbbing in the front, top or sides of the head. Pain usually begins gradually, and often occurs in the middle of the day. Pain may last from 30 minutes to several days. Chronic migraine is defined as having a migraine headache 15 or more days a month, according to the researchers. A migraine is a recurrent throbbing headache that typically affects one side of the head and is often accompanied by nausea and disturbed vision. people in the United States have migraines, and between 3 and 7 million have chronic migraine headaches. Cluster headache symptoms include intense one-sided pain described as having a burning or piercing quality that is throbbing or constant. Pain is located behind one eye or in the eye region, without changing sides. Pain lasts a short time, generally 30 to 90 minutes (but can last for three hours); the headache will disappear, only to recur later that day (most sufferers get one to three headaches per day during a cluster period). Headaches occur very regularly, generally at the same time each day, and they often awaken the person at the same time during the night. Sinus headache symptoms include deep and constant pain in the cheekbones, forehead or bridge of the nose. The pain usually intensifies with sudden head movement or straining and usually occurs with other sinus symptoms, such
as nasal discharge, feeling of fullness in the ears, fever, and facial swelling. For anyone who endures frequent headaches or severe migraines, preventing these painful episodes is a top concern. Experts don’t know exactly what causes headaches. But they have been able to identify lifestyle changes and mediations to help treat and prevent them. pointofview Helping Children in Hidden Rural Poverty
W
hen many people hear child poverty in America the first stereotype is an inner city child and discussions about solutions to poverty often focus on concentrated poverty in urban areas. But in a nation where over 16 million children, more than one in five, are poor, the plain truth is that child poverty is pervasive and affects children everywhere although we know it affects urban, suburban, and rural children in some ways differently. The Children’s Defense Fund-Ohio (CDF-Ohio)’s new report “Health Disparities Are Leaving Ohio’s Rural Children Behind” shares findings often true for poor rural American children. As they say about Ohio’s 190,000 poor rural children: “These children go to bed hungry. Many of them live miles from the closest pediatrician, children’s hospital, and other services. They need help — and it is a different kind of help than what may be needed for children in Ohio’s cities.” CDF-Ohio’s report notes that a few years ago, NBC News reported on pervasive hunger in Appalachian Ohio “and the impact on families ‘who’ve had it all vanish — jobs, homes, and dreams — [and have to] choose between paying [their] bills and feeding [their] kids.’ In an area defined by valuing self-sufficiency, families are trying everything before turning to emergency food banks. Anita Hayes, mother of a 14-yearold daughter, Lydia, and 9-year-old son, Lyle, describes this struggle, saying, “The first few times I had to swallow my pride. But I wasn’t doing it for myself. I have to feed my children.
They come first”. Anita, her husband, and her two children live in a camper without running water and borrow a neighboring trailer’s electricity. She describes feeling guilty that she can’t meet her children’s needs and that sometimes a bowl of cereal is ‘dinner in a household where the children are growing up fast.’ Too many children are growing up too fast, without adequate nutrition, in rural and Appalachian counties hard-hit by the recession where, despite being surrounded by farmland, food is often in scarce supply.” Many rural children live in “food deserts” without close access to grocery stores selling affordable, nutritious food. Ohio areas like Vinton County have no full-service grocery store at all. A local school administrator said in a 2012 news story, “You know that it’s an issue when a little kid is going through the lunch line, and they’re already asking what’s going to be for breakfast the next morning, because they’re concentrating on the fact that perhaps this might be their last meal before they come back to school the next morning.” Food in rural communities often costs more because supermarkets are so limited and there’s less price competition. In part due to food insecurity, children in rural Ohio are at greater risk of obesity. Other factors including reliance on driving and a lack of community resources like public parks, playgrounds, and exercise facilities probably play a role too in putting children at greater risk for obesity-related physical, emotional, and psychological health problems that may diminish their quality of life from youth

into adulthood. Poor access to health care is a second piece of the rural health disparities puzzle. Put simply, poor children in rural Ohio have more trouble than children in other parts of the state finding doctors to care for them. CDF-Ohio Marian Wright Edelman found this is part of a President, Children’s Defense Fund national trend: regions with a low supply of pediatricians are disproportionately rural and tend to be poorer than high-supply regions. Nearly one million rural children live in areas with no local pediatrician. This shortage of general pediatricians and family doctors serving children in rural areas is compounded by a lack of access to pediatric subspecialists. In the United States, there are approximately 28,000 pediatric medical subspecialists and surgical specialists to care for over 80 million children. Most practice in academic settings, often a long drive from rural areas. About one in three children must travel 40 miles or more to receive care from a pediatrician certified in adolescent medicine, developmental behavior pediatrics, neurodevelopment disabilities, pulmonology, emergency medicine, nephrology, rheumatology, or sports medicine and there is a shortage of available critical care

B
ette Graff, owner of Graff Hair Technology, describes herself as an entrepreneur and a risk taker and within the Inland Empire community, she is a trailblazer. Graff has been transforming people’s lives for decades and she loves every minute of it. As a stylist since 1965 and an Inland pioneer in hair replacement since 1984, she has brought a new outlook to an otherwise grim situation facing many residents of the Inland Empire. Graff offers many forms of hair replacement from extensions, hair enhancements, synthetic line, laser therapy and wigs. She does it all; with the only exception being surgical transplants but she does refer interested clients to transplant doctors. She has hair for all clients, including hair that’s considered African American textured. Graff opened her first salon in 1965 in Colton with ten stylists. In 1978, she launched Simply Us, a dress store in the Riverside Plaza. In 1984, she opened Graff Technology and has been at her current location near downtown Riverside for more than 10 years and has four stylists who work on men and women clients. Graff Hair Technology continues to train in the latest techniques and goes to Beverly Hills regularly for seminars and workshops as well as New York for trade shows. Graff has won many awards in her industry that are based on before and after results. As an associate of the Wigs for Kids Foundation, Graff sends all hair donations to Cleveland where they’re crafted into hairpieces and given away to needy children. “This organization is very near and dear to my heart,” states Graff. She has become an educator of the Virtual Reality system which can best be described as a contact lens for hair. She has been featured on KTLA and Good
Morning America. When asked how she went from hair stylist to hair replacement specialist, she stated that she had met and began dating a man that obviously wore a bad toupee. She noticed that his hair did not match the hair piece. He asked for her help but she was not familiar with the process of hair replacement. She enlisted the expertise of a leader in the field and she was hooked. Although she is no longer in a relationship with that man, he is still a current customer of hers. As a way to promote her services in 1984, Graff was advised to advertise in the sports section of the local newspaper to draw in male customers. As the years progressed, she noticed that more and more women were in need of her services and there were no facilities in the Inland Empire that marketed to female clientele. Currently, Graff has approximately 400 customers and women comprise 50% of her patrons. Seven years ago, she sold half her business to a multi-million dollar company, which owns or partially owns seven salons,
including hers. All are affiliates of the Virtual Reality hair replacement system. Due to an injury that she received after a fall a few years ago to her right wrist, she maintains three days a week light work schedule. Graff, who recently celebrated her 82nd birthday, says she has about two to four years left before she retires. She wants to rest and appreciate the years that she has worked and live comfortably. 20 Years After the Violence Against Women Act, America Grapples with Domestic Violence Ray Rice, NFL debacle spotlights violence against women and creates national conversation By Corey Arvin Staff Writer xactly 20 years after the passing of the Violence Against Women Act (VAWA), domestic violence has been thrust into a national discussion about how such violence should be dealt with. The NFL has become the focal point of the conversation, with domestic violence groups calling for a stronger and more uniform response to players involved in incidents of domestic violence. A large part of the controversy centers on the jarring surveillance footage of Ray Rice punching his then-fiancé Janay Palmer unconscious in an elevator. But domestic violence activist Eliza Daniely-Woolfolk cautions that the Ray Rice Controversy is just one of innumerable incidents that occur every day and still need to be addressed. “After the [sensationalism] fades away, we want people to know this is an ongoing issue and 99.9 percent of the women who suffered similar fates will never be seen,” she said. Daniely-Woolfolk is CEO of Alternatives to Domestic Violence, a non-profit organization based in Riverside County that supports women and families who are victims of domestic violence. Daniely-Woolfolk believes the impact on children is a critical part of the issue that should also be a part of the discussion about preventing and addressing domestic violence. As an example, she points to how Child Protective Services (CPS) often responds to domestic violence between parents because the children have a high propensity for becoming victims of abuse. “There is the issue of impact on children. The children do not walk away unscathed. ... With children that have been traumatized, you can sometimes see the trauma. Some are very withdrawn, some are all over the place. There is a host of issues. The children who are exposed to violent behavior are often victims of abuse,” she said. President Bill Clinton signed VAWA into law on September 13, 1994, yet how domestic violence is addressed as a policy issue remains a debate. Vice President Joe Biden, who co-sponsored VAWA

in 1990 as a senator from Delaware, will convene legal scholars and professionals, and Department of Justice officials for a Summit on Civil Rights and Equal Protections for Women. No date has been set. Summit participants will brainstorm solutions to end the gender bias in the justice system that affects the way cases are handled. They will also examine ways to allow survivors to sue their assailants in federal court – a VAWA provision the Supreme Court struck down in 2000. In addition to the summit, the Vice President’s Office released a state-of-affairs report on the issue of violence against women. “When VAWA was first passed, almost every state crime involving interstate elements (from gun crimes to cattle rustling) was covered by the federal criminal code – but not sexual assault and domestic violence,” the report reads. “Although there is still much to do, this anniversary gives us a moment to reflect on the vital, often life-saving work the Violence Against Women Act has inspired and supports. Since its passage 20 years ago, help has come on all fronts.” According to the report there has been significant traction, both culturally and legally, on the issue. The national rate of intimate partner violence against women has fallen 64 percent between 1993 and 2012, or 61 percent for Black Americans alone, according to the Bureau of Justice Statistics. VAWAfunded organizations have made gains in prosecution, and more services have become available for more survivors. Today, VAWA has been expanded to serve LGBT survivors, those living in Indian country, undocumented immigrants, and college students. In 2000, the definition of dating violence was added to the law. In 2005, healthcare organizations received VAWA funding to offer long-term mental and physical care for survivors. But there are still lingering issues. As Biden highlighted at a commemoration ceremony last week: “We have so much more to do, because there’s still sex bias that remains in the American criminal justice system in dealing with rape – stereotypes like she deserved it, she wore a short
skirt still taint prosecutions for rape and domestic violence.” Additionally, violence against women and dating violence are problems among youth; researchers have found that 1 in 10 teens will be harmed by someone they are dating, and 1 in 5 young women will be sexually assaulted during college. Until 2009, women age 18 to 24 have had the highest rates of being victimized by intimate partners—currently, women age 25 to 34 have the highest rates. Biden and proponents believe that in light of uneven law enforcement and judicial response at the state and local level, VAWA should be allowed to grant the federal government jurisdiction to enforce the equal protection clause of the Fourteenth Amendment. Additionally, other crimes involving interstate elements can be tried in federal court—this is not true for sexual assault and intimate partner violence. Since the 1970s, other legal figures and elected officials have argued that granting such jurisdictional powers would be to drag the federal government into “family disputes,” or overstep state rights. In the meantime, the Obama Administration continues to produce campaigns, initiatives, federal guidance, and public resources to help eradicate violence against women. “On the anniversary of this landmark legislation, we rededicate ourselves to strengthening the protections it first codified, and we reaffirm the basic human right to be free from violence and abuse,” President Obama wrote in a commemorative proclamation. “Too many women continue to live in fear in their own homes, too many victims still know the pain of abuse, and too many families have had to mourn the loss of their loved ones. for children in rural emergency rooms. Finding a dentist is a huge challenge too. CDF-Ohio offers solutions to some of the health risks poor children face including teaching families how to grow healthy food and communitybased fitness and wellness programs. New ways of providing health care for rural children including community center- and school-based or linked health services, mobile dental vans, and new uses of technology like videoconferencing consultations are helping. Some key state policy changes could make a difference like tax incentives for buying nutritious food, encouraging more grocery stores in rural areas, increased public transit, and more incentives like loan forgiveness programs for graduates of the state’s medical schools to practice in rural areas. The new Ohio report sums it up—“While there are great barriers to health care for rural and Appalachian children, there are also great opportunities to act and ensure a healthy future for all children across Ohio. Now is the time to act.” Another report just released this week by First Focus reaffirms the importance of ensuring health care for rural children across the country. It also makes clear that children in rural communities are more likely than their urban peers to get health care through the Children’s Health Insurance Program (CHIP) and Medicaid, and reinforces the importance of extending
CHIP funding now for four more years. We must keep CHIP for these children as we seek other improvements on their behalf as well. I hope not only Ohio but every state will do more for the too often hidden rural poor children in our midst.
